Grammy-winning US punk band Green Day announced Monday it has canceled upcoming tour dates and postponed shows in early 2013, as frontman Billie Joe Armstrong has treatment for substance abuse.

The band, founded in Berkeley, California in 1987, canceled nine dates between now and December, and postponed 21 shows scheduled during January and February next year, it said in a statement.

All the shows are in the United States.

“Obviously the timing for this isn’t ideal, but Billie Joe’s well-being is our

main concern,” said the band’s bassist and co-founder Mike Dirnt, without explicitly referring to the singer’s drug problems.

“We are happy to say that Billie Joe is doing well, and we want to thank you all for the outpouring of support and well wishes that we have received, and we can’t wait to see you all again soon,” he added.

Armstrong has checked in for rehab after an expletive-laden meltdown at a festival show in Las Vegas last month, according to the Los Angeles Times newspaper, which said he is being treated

for “substance abuse issues.”

Earlier this year the band announced a trilogy of albums, “Uno,” “Dos” and “Tre,” going on sale in September, November and January, as follow-ups to their Grammy-winning 2009 hit album “21st Century Breakdown.”

The second album is still due out in November, but the release of “Tre” has been brought forward to December.

Tickets for shows this year will be refunded, while new dates will be announced for the January and February shows.

Head of Apadsari Farmer Group of Batudawa Kaja, I Wayan Putra, said the area of burned forest was located above Perancak. However, up to Monday afternoon the fire was still under Kunyit Temple.

Putra said his party was busy within the past few days because of paying devotional works related to the worship on the full moon in the fifth month of Balinese calendar. Being busy, his party just saw the fire

burning the forest on Monday afternoon. Wayan Putra said that position of fire was very worrying because the burning forests and scrubs were under the Kunyit Temple.

On that account, his party imme-

diately reported it to Headman of Tulamben, Nengah Pica. The report was then immediately forwarded to the Regional Disaster Management Agency (BPBD) of Karangasem.

“If the fire is not immediately addressed or extinguished, we worry it will reach the Kunyit Temple in the upper slope,” he said.

The forest on Mount Agung had caught fire for several times in this month. The most severe fire had burned a quite extensive forest four weeks ago and last week. In the twice great fires, the protected forests in the northern, eastern to southern area were in flames at a

total area of 300 hectares. Slope of the mountain catching fire four weeks ago had looked verdant because the grass began to grow.

Meanwhile, the burned forest last week reaching hundreds of hectares above the Batudawa Kaja hamlet to the area above Kedampal hamlet, Datah village, Abang subdistrict, still looked black or charred.

Last week, the forest on the highest mountain in Bali could even be said to have been engulfed by fire.

Since the fire occurred in the northern part, namely above the Daya hamlet and Pucang hamlet, Ban village. Meanwhile, on the eastern

slope, the fire occurred right above the Dukuh hamlet, in the west of Batudawa Kaja and above the Kedampal hamlet. Even, the hotspots appeared in the frontier of Nangka village, Bebandem subdistrict.

However, the fire at Nangka village did not expand because the forest in southeastern slope was quite dense and verdant as condition of the slope was more humid.

Meanwhile, the fire in the protected forest within the area of Mount Abang-Mount Agung reached tens of hectares in the area of Puragae and Pule village.

‘Skyfall’ breaks 007’s British box office record “Skyfall” has taken more in its opening weekend at the British box office than any previous James Bond film, its producers said on Monday.

DENPASAR - Certificate of excellence describing the freshness and safety of food products for consumption by consumers will become a requirement in the market for the agricultural products. In the future, this certificate shall be owned by businesspeople including farmers engaged in the marketing of agricultural products.

“Farmers and farmer groups should have a certificate of excellence regarding the production process carried out in eco-friendly manner which is assessed by the Regional Food Safety Authority Component (OKKPD),” said the Section Head of the Yield Quality Standardization, Bali Agriculture Agency, Ida Ayu Pidada, in Denpasar.

He said the agricultural product on sale to shopping centers, hotels, interisland or export should have a certificate of excellence showing the quality and safety assurance for consumption.

Thus, the organic farming became an excellence in the marketing of the agricultural products.

He said the components of the Food Safety Authority would promptly conduct a field observation as soon as receiving requests from farmer and farmer group to assess the requirement of obtaining the certificate of excellence. “Requirements to submit the certificate of excellence are indeed

quite strict because farmers should have a record of process ranging from land preparation, seeding, planting, fertilization, maintenance to harvest,” said Ida Ayu Pidada.

He judged that farmers or farmer groups engaged in the cultivation of vegetable and horticulture had not been taking notes about the process of production. Actually, the record data became a requirement to file a certificate of excellence that would be cross-checked in accordance with the reality in the field.

“In planting process, farmers and members of farmer groups generally note it in the calendar, not in a particular book. Therefore, it is difficult to find it when needed,” said Ida Ayu Pidada. He considered that many things should be improved in directing farmers in order they had detailed notes as the basis for applying for the certificate of excellence.

Three farmer groups in Bali that had got a certificate of excellence from the Food Safety Authority, Bali Agriculture Agency were expected to become a model for other farmer groups. “Certificate of excellence has become one of the needs of farmers and farmer groups in the face of increasing competition in the present and in the future,” he explained. DENPASAR - Plantation department of Bali, in 2013 will prioritise four main commodities such as arabica coffee, robusta coffee, cacao and cashewnut in its improvement.

The commodities will be improved in all aspects, such as its cultivation, production and marketing. Head of Bali Plantation Agency, Ir. I Dewa Made Buana Duwuran, MP, stated when asked about the plan for next year program.

“There will be a full support for the farmer to focus on the four commodities even though there are others,” he stated.

He added, the government will maximally giving attention on this as its sector has positive affect on the people’s prosperity.

To reach the target, programs of agribusiness is being implemented to increase farmers’ income and prosperity.

According to Buana, Bali has unique Arabica coffee product with brand “Kopi Arabika Kintamani Bali”. He stated that the product has distinctive characteristic of taste and aroma. In fact,

this product has reached third place in a contest of Indonesia Coffee a while ago.

Recently, Cooperatives and Small and Medium Enterprises Minister Syarifuddin Hasan said Indonesia could easily become the world`s second largest producer of coffee as the country has large coffee plantations.

Currently Indonesia is the third largest producer after Brazil and Vietnam.

Indonesia, however, needs to promote its coffee as the quality of Indonesian coffee is competitive facing coffee from other producing countries, Syarifuddin

said in Nusa Dua, Bali on Tuesday night.

Development of Indonesia`s coffee industry will concern the interest of large number of people as the industry involves many small businesses and cooperatives, he said.

He said Indonesia needs to at least maintain its positions as the third largest producers of coffee in the world. The country is the second largest producer of robusta coffee after Vietnam.

Aston and Paramount Serpong discontinued partnership IBP

Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land.

Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

LONDON — Breast cancer screening for women over 50 saves lives, an independent panel in Britain has concluded, confirming findings in U.S. and other studies.

But that screening comes with a cost: The review found that for every life saved, roughly three other women were overdiagnosed, meaning they were unnecessarily treated for a cancer that would never have threatened their lives.

The expert panel was commissioned by Cancer Research U.K. and Britain’s department of health and analyzed evidence from 11 trials in Canada, Sweden, the U.K. and the U.S. In Britain, mammograms are usually offered to women aged 50 to 70 every three years as part of the state-funded breast cancer screening program.

Scientists said the British program saves about 1,300 women every year from dying of breast cancer while about 4,000 women are overdiagnosed. By that term, experts mean women treated for cancers that grow too slowly to ever put their lives at risk.

This is different from another screening problem: false alarms, which occur when suspicious mammograms lead

to biopsies and follow-up tests to rule out cancers that were not present.

The study did not look at the false alarm rate.

“It’s clear that screening saves lives,” said Harpal Kumar, chief executive of Cancer Research U.K. “But some cancers will be treated that would never have caused any harm and unfortunately, we can’t yet tell which cancers are harmful and which are not.”

Each year, more than 300,000 women aged 50 to 52 are offered a mammogram through the British program. During the next 20 years of screening every three years, 1 percent of them will get unnecessary treatment such as chemotherapy, surgery or radiation for a breast cancer that wouldn’t ever be dangerous. The review was published online Tuesday in the Lancet journal.

Some critics said the review was a step in the right direction.

“Cancer charities and public health authorities have been misleading women for the past two decades

by giving too rosy a picture of the benefits,” said Karsten Jorgensen, a researcher at the Nordic Cochrane Centre in Copenhagen who has previously published papers on overdiagnosis.

“It’s important they have at least acknowledged screening causes substantial harms,” he said, adding that countries should now re-evaluate their own breast cancer programs.

In the U.S., a government-appointed task force of experts recommends women at average risk of cancer get mammograms every two years starting at age 50. But the American Cancer Society and other groups advise women to get annual mammograms starting at age 40.

In recent years, the British breast screening program has been slammed for focusing on the benefits of mammograms and downplaying the risks.

Maggie Wilcox, a breast cancer survivor and member of the expert panel, said the current information on mammograms given to British women was inadequate.

GSK raises bet on AIDS drug with new Shionogi deal Reuters

LONDON/TOKYO - GlaxoSmithKline has raised its bet on a promising drug for HIV/AIDS by redrawing a deal with Japan’s Shionogi which gives it a much bigger economic interest in the new product.

Dolutegravir, a once-daily drug that has performed strongly in clinical trials, is seen by analysts as a potential multi-billiondollar-a-year seller and a strong competitor to treatments from market leader Gilead Sciences.

The drug belongs to a novel class known as integrase inhibitors that block the virus causing AIDS from entering cells.

Under the new agreement Shionogi will take a 10 percent stake in Viiv Healthcare - an HIV drug joint venture set up in 2009 between Britain’s biggest drugmaker and Pfizer - in exchange for its rights to dolutegravir.

Previously income from the medicine would have been shared 50:50 between ViiV and Shionogi, which analysts calculate would have given GSK only around a 40 percent interest in the drug, after taking account of Pfizer’s minority stake in ViiV. Now GSK’s economic interest will be between 60 and 66 percent, its chief strategy officer David Redfern told Reuters.

“It’s an affirmation of our belief in dolutegravir as a potential important medicine in

HIV,” he said in an interview on Monday.

“We’re taking in house, in this case through ViiV, what we deem to be an important growth asset.”

Dolutegravir is scheduled to be submitted for regulatory approval in the United States and Europe by end of this year. Industry analysts expect a launch by late 2013, with sales ramping up to around $1 billion by 2016, according to consensus estimates compiled

by Thomson Reuters Pharma.

Redfern said the new arrangement was expected to dilute GSK’s earnings by around 1 pence a share in 2013 and 2014 but should boost earnings thereafter. Analysts currently expect earnings of just over 120p a share in 2013.

The decision fits with the group’s strategy of increasing investment in its new drug pipeline and echoes a move made in July to take full control of new lupus drug Benlysta by buying Human Genome Sciences for $3 billion.

GSK, like its rivals, has suffered a string of patent expiries in recent years.

Despite coming through this so-called “patent cliff” earlier than most other drug firms, it is still struggling to grow sales.

Results for the third quarter, due on Wednesday, are expected to show another difficult period of trading, weighed on by price cuts in Europe and weak vaccine sales.

Cancer and cancer treatments can cause chronic pain, psychological stress and anemia, all of which contribute to fatigue. In addition, people who are nauseated after chemo might not be getting the most nutritious diet for maintaining energy levels.

For the research, which appeared in the Journal of Clinical Oncology, Alexander Molassiotis from the University of Manchester and his colleagues tracked 227 women with moderate or severe cancer-related fatigue treated with six weekly acupuncture sessions and another 75 fatigued women who didn’t get acupuncture.

The women had all received chemotherapy for breast cancer in the five years before the study, and most had felt chronically tired for a year or more.

Participants were given a booklet about cancerrelated fatigue when they started the study.

After six weeks, general fatigue had dropped by

almost four point on a 0-20 scale among women who had acupuncture, compared to a less than one point decline in the comparison group.

“Acupuncture is an effective intervention for managing the symptom of chemo-related fatigue and improving patients’ quality of life,” wrote Molassiotis and his colleagues.

The improvement was “mild to moderate,” according to Amit OVRSood at the Mayo Clinic in Rochester, Minnesota - not enough to allow someone who is stuck in bed to start walking, but maybe enough to get people who are too tired to exercise to start doing some activity.

Anxiety and depression scores, measured from 0 to 21, dropped by two additional points post-acupuncture, compared to scores in women given educational materials only. Emotional and physical well-being got a greater boost with acupuncture therapy as well, Malassiotis and his team found.

The study did not prove it was the needles themselves that boosted the women’s energy levels, and researchers couldn’t tell how much of the benefit might have been due to the “placebo effect” - feeling better because they expected to.

“We will cooperate with the National Police and deploy about 1,300 personnel to secure the event,” the Head of Bali Police Public Relations, Police Commissioner Hariadi, said.

He stated that the event will be attended by 15 Asian countries. However, the police are still not sure how many heads of state will attend the annual forum.

“Bali police is also ready to step up security if necessary,” Hariadi said.

“We are optimistic that we can guarantee security at this event, since we managed to do a good job at the Bali bombing commemoration event in October,” he added.

Hariadi stated that the bombing incident in Poso, Central Sulawesi, on October 22, will not affect the security of Bali because both places have different social conditions.

The Perantihan deities of Kehen Temple venerated by the gebog domas community would be back to their respective abiding temple throughout the gebog domas hamlets simultaneously at 08:00 a.m. on Wednesday (Nov 7).

Uniquely, before the peak of the ceremony, a procession of picking up the sanganan lanlanan (pingit) was carried out in the Bukit Bangli Palace. One of

the ritual committee of Kehen Temple, Wayan Suda, said the sanganan pingit was prepared by guru dangka istri. After picking up the sanganan pingit, it was then weighed by using ancient scale originating from hundreds of years belonging to the Kehen temple. The weight was weighed by symbolic stone of the deity in the Kehen Temple. “By passing the Law of Food, the Board of Food Security is expected to help the nation achieve food security soon, because the board is responsible for tackling Indonesia’s food problems as stated in the law,” an agricultural expert from Udayana University, Dewa Ngurah Suprapta said.

The President has granted the authority to the board to implement measures necessary for handling the nation’s food problems. Besides, the board is also supported by several ministries.

“With this authority, the national food board will be able to develop strategies to achieve food security based on local production,” Suprapta stated.

“Agricultural policies in Indonesia have so far not focused on the abilities and skills of farmers,” he continued.

“The government tends to be concerned with achieving food security targets by importing the products instead of increasing local production,” Suprapta pointed out.

He said Indonesia has the potential to produce sufficient agricultural products to ensure its food security.

“In order to fulfil Indonesia’s potential, the central government and local administrations have to make joint efforts to protect the nation’s agricultural land,” Suprapta added.

He also expressed hope that Indonesia would soon stop depending heavily on imported agricultural products and achieve food security.

He said the recognition of UNESCO to subak in Bali as a world cultural heritage should provide benefits to the community.

On that account, the government’s revenues obtained from the tourism sector such as the income tax should be returned to farmers. “The government should be keen to see the revenues in the tourism sector, including tax revenues,” he said.

The recognition of UNESCO to subak in Bali had consequences on the farmers where the subak that received the world’s recognition and was included in the concept

of cultural heritage required the farmers not to sell their farmland.

So far, the farmers were forced to sell the farmland to meet the needs of ceremony, school fees and other necessities of life.

“When charged with the preservation of subak, the government should assist the community in meeting the needs of life because when farmers are in desperate economic problems, they will not optimally help the tourism sector,” he said.

He mentioned the government should examine the land conversion and struggle for the airport tax, including income tax to provide subsidy for farmers because the community expected the government assistance for the preservation of culture and agriculture.

Based on the mythology, Galungan delineates the triumph of dharma (truth) against adharma (untruth). According to Tatwa Mayadanawa transliterated by Made Gambar said that Bedaulu kingdom in Bali was once ruled by Mayadanawa. He was very powerful and proud of his power and feels to have more sovereign power than that of gods.

Similarly, devotees thank for the prosperity bestowed and maintain the relationship with their ancestors. Though they have left for the beyond, hopefully they could illuminate their descendants.

Another version about Galungan is mentioned by the manuscript Jaya Kasunu. It is said that the king Jaya Kasunu (AD 1204), meditated (held dewa sraya) to invoke guidance. His problem was that not one of his predecessors could rule longer. Through his solemn meditation he was inspired that he should re-organize religious activities, such as Galungan.

No matter what the version is, the essence of these mythologies implies that a devotee or creation should maintain their persistent contact to his Creator. The âtman dwelling within the human self should maintain his contact to Brahman, the Creator. By doing

so, humans can continuously obtain the illumination to walk in the path of dharma.

As manifestation of gratitude, devotees express it through worship at temples, garden, rice field and so forth. Everything that has given prosperity is also offered an oblation, including the means of transportation. If you happen to take an excursion on that day you of course will rub up against many cars affixed with young coconut paraphernalia.

Hopefully, the festivity does not come to an end at the vibrant fiesta marked with grandiose oblation, assorted delicious food or luxurious paraphernalia. All the times it should help the spiritual development.

Anything achieved in this life either tangible or intangible entities, should not make us arrogant. Sometimes, when having abundance of wealth or higher educational background, a human feels superior or more powerful than others. Even, it is not employed as a milestone to improve his devotion to God. It’s here where the achievement drags human to sluggish condition or gorge of destruction.

Like Mayadanawa, he forgot that there is a vast sky above him. His power has led him to his dissolution. If we do not want to become the next Mayadanawa, consistent devotion must be established. (BTN/punia)

Sandy slams into Atlantic coast Associated Press

NEW YORK - Superstorm Sandy slammed into the New Jersey coastline and hurled a record-breaking four-metre surge of seawater at New York City on Monday, roaring ashore and putting the presidential campaign on hold a week before election day At least 13 deaths were blamed on the storm.

Sandy knocked out power to at least 5.7 million people, and New York’s main utility said large sections of Manhattan had been plunged into darkness by the storm, with 250,000 customers without power as water pressed into the island from three sides, flooding rail yards, subway tracks, tunnels and roads.

Just before its centre reached land, the storm was stripped of hurricane status, but the distinction was purely technical, based

on its shape and internal temperature. It still packed hurricane-force wind, and forecasters were careful to say it remained every bit as dangerous to the 50 million people in its path.

By late night, the centre of the storm was over southern New Jersey.

The National Hurricane Center announced at 8 p.m. that Sandy had come ashore near Atlantic City. It smacked the boarded-up big cities of the Northeast cor-

ridor, from Washington and Baltimore to Philadelphia, New York and Boston, with stinging rain and gusts of more than 85 135 kilometres per hour. The sea surged a record of nearly four metres at the foot of Manhattan, flooding the financial district and subway tunnels.

The 13 deaths were reported in New Jersey, New York, West Virginia, Pennsylvania and Connecticut. Some of the victims were killed by falling trees. Police in Toronto said a woman was killed by a falling sign as high winds closed in on Canada’s largest city.

Storm damage was projected at $10 billion to $20 billion, meaning it could prove to be one of the costliest natural disasters in U.S. history.

Japanese airport closed after WWII bomb found Associated Press

TOKYO — A major airport in northern Japan was closed Tuesday after construction workers found an unexploded bomb believed to be from World War II. All 92 flights in and out of Sendai airport were cancelled after the 250-kilogram (550pound) bomb was uncovered during construction near a runway, local police official Hiroshi Ouchi said. The bomb was identified as American-made and is believed to be a dud from World War II.

It appeared to have a working detonator, and a military bomb squad was considering whether to move the bomb or explode it on the spot. Evacuations of nearby homes were being considered, Ouchi said.

The Sendai airport, a major hub for travel into northern Japan, was closed for months due to severe damage from last year’s tsunami. It is still undergoing reconstruction.

The United States heavily bombed Japanese cities during World War II, and finding unexploded bombs is not unusual, 67 years after Japan’s surrender. Dozens of duds are

uncovered in Tokyo each year, and even more are found on the southern island of Okinawa, which was the site of the most intense fighting during the war.

Many of them are found at construction sites. The rusty condition of the bombs can make them prone to detonate when moved, but injuries are rare. Experts say it could take several decades to remove all of the unexploded ordnance. Last week, hundreds of residents in central Tokyo were evacuated so that bomb squads could remove a 220-kilogram dud buried there.

NEW YORK - Exelon Corp declared an “alert” at its New Jersey Oyster Creek nuclear power plant due to a record storm surge, the Nuclear Regulatory Commission said, warning that a further water rise could force the country’s oldest working plant to use emergency water supplies to cool spent uranium fuel rods.

The alert -- the second lowest of four NRC action levels -- came after water levels at the plant rose by more than 6.5 feet, potentially affecting the pumps that circulate water through the plant, an NRC spokesman said late on Monday.

Those pumps are not essential since the 43-year-old plant was shut for planned refueling since October 22.

However, a further rise to 7 feet could submerge the service water pump motor that is used to cool the water in the spent fuel pool.

Exelon said in a statement that there was no danger to equipment and no threat to public health or safety.

The incident at Oyster Creek, which is about 60 miles east of Philadelphia on the New Jersey Coast, came as Sandy made landfall as the largest Atlantic storm ever, bringing up to 90 mile per hour (mph) winds and 13-foot storm surges in the biggest test of the industry’s emergency preparedness since the Fukushima disaster in Japan a year and a half ago.

Although such alerts are considered serious events in the industry -- with only about a dozen such instances in the past four years, according to NRC press releases -- flood waters should be receding at the plant following high tide, reducing the risk of emergency action.

Sandy had been expected to force the closure of at least two other nuclear plants in New Jersey, although the NRC said none of the country’s other nuclear reactors had been shut by the storm.

The NRC spokesman said the company could use water from a fire suppression system to cool the pool if necessary. The used uranium rods in the pool could cause the water to boil within 25 hours without additional coolant; in an extreme scenario the rods could overheat, risking the eventual release of radiation.

Exelon spokesman David Tillman said the plant has “multiple and redundant” sources of cooling for the spent fuel pool. He said he did not know whether the service water system was operational at the moment.

Apple didn’t say why retail senior vice president John Browett and iOS software SVP Scott Forstall were leaving, but both have presided over missteps this year.

Browett cut staffing hours at Apple’s retail stores, a move the company reversed and acknowledged as a mistake. Forstall’s division launched a software update in September that replaced Google Maps with Apple’s first mapping application. It quickly drew unfavorable comparisons to the software it was replacing, and Apple apologized.

Browett’s departure is immediate, and the company is looking for a replacement. Forstall will act as

an advisor to CEO Tim Cook until he leaves, Apple said. His responsibilities will be divided among other Apple veterans.

Forstall joined Apple in 1997 with the company’s purchase of Steve Jobs’ NeXT startup. Apple credits him as one of the original architects of Mac OS X. Craig Federighi, who is now in charge of the Mac OS, will add iOS development to his responsibilities, Apple said, but Jony Ive, the chief designer behind the distinctive look of Apple hardware, will take responsibility for the look and feel of Apple’s software. Eddy Cue, head of Apple’s online services and iTunes, will assume responsibility for Maps and Siri, the “virtual assistant” application on the iPhone and iPad. UBS announces massive layoffs of 10,000 Associated Press

GENEVA — Swiss banking giant UBS AG announced massive layoffs Tuesday along with huge losses in its third-quarter results, saying it aims to trim as many as 10,000 employees, or some 15 percent of its staff, to drastically shrink its ailing investment bank.

Switzerland’s biggest bank said that as part of the cost-cutting drive to boost profitability it “is likely to have a headcount of around 54,000” by 2015, down from its current 64,000 employees among 57 countries.

The bank posted a net profit loss of 2.17 billion Swiss francs ($2.31 billion), compared with a profit of 1.02 billion Swiss francs ($1.13 billion) during the same three-month period through September 2011.

In what it called “a significant acceleration” in its transformation, the Zurich-based bank said it would sharpen its focus on the investment bank and appoint a new executive, Andrea Orcel, formerly of Bank of America Corp., to lead it. The current co-head of the investment bank, Carsten Kengeter, is stepping down from the group’s executive board to

unwind the non-core assets.

UBS said it also plans to save 3.4 billion francs ($3.6 billion) in additional costs through 2015, but that the reorganization also will result in restructuring charges of 3.3 billion francs over the next three years including about a half-billion francs in the fourth quarter.

UBS CEO Sergio Ermotti said the investment unit, which has been hit by a series of costly blunders in recent years, will “continue to be a significant global player in its core businesses.” But tighter industry-wide requirements for banks to increase their capital cushion also have hurt profitability as banks have less cash to invest. “It can’t get better than this point for us to act,” he told reporters.

The bank attributed the declining profit to a pretax impairment charge of 3.1 billion francs from goodwill and other non-financial assets with the investment bank along with a pretax charge of 863 million francs ($920 million) linked to an accounting rule on how banks must value their debt. Banks can post gains if the value of their debt falls, because it would theoretically become cheaper for the bank to repurchase that debt.

Regent refuses groundbreaking ceremony of hotel development

SINGARAJA - There was an exciting incident when the Regent of Buleleng, Putu Agus Suradnyana, attended the invitation of PT Hardys Retailindo to inaugurate the store complex and do groundbreaking ceremony for the hotel construction at Kampung Baru Singaraja. The regent was willing to inaugurate the Singaraja Square store complex, but refused to carry out the groundbreaking ceremony for the construction of Pop Hotel.

When giving a speech, the regent frankly stated if he did not want to do the groundbreaking ceremony for the hotel construction in the north of store complex. He called for the investor to delay the hotel construction located in the vicinity of the beach.

Although the hotel construction had owned a complete permit, there were some things that should be discussed with various parties, especially regarding the coastal borderline. “It is for the common interests, especially for the development of Buleleng and security of investment,” he said.

Though unwilling to do the groundbreaking ceremony for the hotel project, the regent persisted on officially inaugurating the store complex marked with the signing of inscription and ribbon cutting.

According to the regent, other than having owned a complete permit, the store complex was a positive investment for the economic development of Buleleng.

Moreover, the investor had arranged the environment around the area so that it looked clean and green. “We also requested in order the investor could hire local labor force, and do not bring in labor force from outside,” he said.

Gede Agus Hardiawan of PT Hardys Retailindo was in fact not disappointed with the attitude of the regent who rejected to perform the groundbreaking ceremony for the hotel construction in the region. Even, he expressed his gratitude for the response of the regent that it was not only for himself as investor in the region, but for the common interests. “I believe what the regent said is a right thing,” he said.

Construction of the store complex and hotel in the area of Kampung Baru, precisely on the beach in the east of the former harbor of Buleleng was started in August 2012. At the location was established a total of 44 units of store named the Singaraja Square and a hotel named Pop Hotel. Construction of the store complex had been complete. As scheduled, the hotel construction was begun on Monday marked with the groundbreaking ceremony.

Construction of the store and hotel had drawn a polemic among the Commission B of the Buleleng House because it was considered to have violated the coastal borderline. The distance of coastline and hotel development was only 18.5 meters. However, during the reign of the Regent Bagiada, all the permits for the store complex and hotel construction had been issued. As a result, the development constantly continued.

Before the Regent Agus Suradnyana was invited to attend the store inauguration, Chairman of Commission B of the Buleleng House, Putu Mangku Budiasa, had even requested the regent not to attend the invitation because the hotel building violated the coastal borderline. However, the Regent Agus Suradnyana constantly attended it last Monday. He still chose to inaugurate the store complex but delayed the groundbreaking ceremony.

After the inauguration, the Regent Agus Suradnyana said that PT Hardys actually had owned all the permits of the store complex and hotel. However, for the hotel construction, his party still asked the investor Hardiawan to discuss further with various stakeholders, including the Minister of Home Affairs.

So far the investor carried out the development by referring to the road borderline located on the beach side. On the other hand, next to the beach lay a road. On that account, it should be discussed again, whether the construction referred to the road or coastal borderline.

TABANAN - Ratification of the Regional Bylaw on Spatial Planning (RTRW) in Tabanan leaves a problem. Since there is no a Regent Regulation setting it, the Regional Bylaw passed last week is feared to be ineffective or having no power.

The regulation itself has not set the relevant technical implementation.

As consequence, the violation of building will still possibly happen.

A member of Commission II of the Tabanan House, Ida Bagus Kade Adnyana Suryawan, explained the regent ideally arranged a Regent Regulation to technically govern the implementation of the Regional Bylaw on Spatial Planning. Thus, the regulation drafted and ratified by the House could be immediately enforced. “If the Regional Bylaw is not accompanied with the Regent Regulation, the spatial violation will continue to happen. Therefore, the regent shall immediately make a Regent Regulation to set the tech-

nical implementation in the field,” affirmed this Democrat.

According to Suryawan, the regulation made ideally should not just become a formality to pursue the General Allocation Fund (DAU) from central government. “If the making of regulation is just to establish the correlation between the central and local government, then the enforcement will not be on target. Many buildings will be getting disordered and inappropriate with the regulations,” he criticized.

This legislator from Wanasari village, Tabanan, urged the regent and her team to immediately issue the Regent Regulation. Accordingly, there would be clear rule related to building violations. He said the Regional Bylaw on the Spatial Planning just set the spatial order in general. On that account, it would be unable to prevent the project of villa buildings and residential annexing the productive farmland.

Suryawan added, when the rules

were not resolute, the investors were worried to act uncontrollably. Moreover, there were no definite rules to impose any sanction. “Without rules, the coastal and river borderline will be violated by investors,” he explained. He said the birth of Regional Bylaw was intentionally made to stem the proliferation of buildings and villas violating the productive area and the like.

Aside from urging the making of the Regent Regulation, Suryawan also asked the regency government to act decisively when an investor infringed the laws. “Simply have a look, the housing has mushroomed everywhere. It needs making a strict rule, which areas can be utilized for housing need,” he said. Likewise, the regency government was also asked to impose a decisive sanction on investors that were found breaking the laws. ELIZABETH CITY, North Carolina — When the Bounty set sail last week, the captain running the ship made famous in Hollywood adventure films believed he could navigate around Hurricane Sandy and weather the storm. After two days in rough seas, he realized his journey would be far more difficult.

“I think we are going to be into this for several days,” Robin Walbridge said in a message posted Sunday on the vessel’s Facebook site, which reads like a ship’s log of her activities. “We are just going to keep trying to go fast.” By Monday morning, the vessel had started taking on water, its engines failed and the crew of the stately craft had to abandon ship as it went down in the immense waves. One crew member died and Walbridge was still missing.

Most of the sailors were plucked from life rafts shortly after the ship went down, but Claudene Christian was found hours later, unresponsive and floating in the water. She was pronounced dead after being taken to a hospital, Coast Guard Petty Officer 3rd Class David Weydert said.

The rest of the crew was in good condition.

By the time the first rescue helicopter arrived, all that was visible of the replica 18th-century sailing vessel was a strobe light atop the mighty ship’s submerged masts. The roiling Atlantic Ocean had claimed the rest.

The final hours of the HMS Bounty, as it was officially named, were as dramatic as the movies she starred in. “When a crew decides it’s safer in an inflatable than it is on deck, then you know she’s in peril,” said Bill Foster, mayor of St. Petersburg, Florida, a frequent winter port for the ship and where it had been expected to arrive in November.

The ship was originally built for the 1962 film “Mutiny on the Bounty” starring Marlon Brando, and it was featured in several other films over the years, including one of the “Pirates of the Caribbean” movies.

Rochelle Smith, 44, met Christian this summer when they sailed the HMS Bounty in Nova Scotia.

“She loved the Bounty. She absolutely loved it. She was so happy to be on it and doing something that she found that she loved to do,” said Smith, a medical transcriptionist who lives in Thunder Bay, Ontario, Canada.

The vessel left Connecticut on Thursday with a crew of 11 men and five women, ranging in age from 20 to 66. Everyone aboard knew the journey could be treacherous.

Obama returned to Washington after cutting short a trip to Orlando, Florida, where he had been due to appear at a rally with former President Bill Clinton.

Romney said he was in touch with federal emergency management workers about the storm.

“The damage will probably be significant and, of course, a lot of

people will be out of power for a long time,” he said in Davenport, Iowa. “So hopefully your thoughts and prayers will join with mine and people across the country as you think about those folks that are in harm’s way,” he said, urging supporters to donate to the American Red Cross.

Romney canceled further events in Wisconsin on Monday night and in Iowa and Florida on Tuesday. Those states are out of Sandy’s path, but the former Massachusetts governor does not want to be seen to be focusing only on the campaign in the midst of potential national disaster.

“Governor Romney believes this is a time for the nation and its leaders to come together to focus on those Americans who are in harm’s way,” said Romney communications director Gail Gitcho.

INDONESIA President urges prevention of terrorist ideology in wake of arrests

JAKARTA - President Susilo Bambang Yudhoyono renewed calls on the importance of preventing terrorist ideology from spreading here on Tuesday following the arrests of 11 terrorist suspects in the country recently.

“Families across the country should guard their sons and daughters and prevent them from committing terrorism as it would be them who would become victims in the crime,” he said at a press conference before leaving for Britain and Laos for a working visit until November 6.

President Yudhoyono, flanked by First Lady Any Yudhoyono and also several cabinet ministers, is scheduled to be in Britain for three days upon the invitation of Queen Elizabeth II. During the visit he would meet with the Queen, prime minister David Cameron and other officials.

He is also scheduled to meet with Prince Charles, chairman of the Liberal Democrat

Party Nick Clegg and opposition leader Ed Miliband.

President Yudhoyono would also deliver speeches in several forums including the All-Parliamentary Group on Indonesia, the Royal College for Defense Studies and Wilton Park.

From Britain President Yudhoyono would later go to Laos where he would attend the 9th Asia-Europe Meeting (ASEM).

House speaker Marzuki Alie and chairman of the Regional Representatives Council, Irman Gusman and chairman of the National Economic Committee, Chairul Tanjung are also in the presidential entourage.

PALU - Sports and Youth Affairs Minister Andi Mallarangeng has stated that he is ready to take moral responsibility for the alleged misappropriation of funds in connection with the construction of Hambalang sports training and education centre in Sentul, West Java.

“I am ready to be morally responsible,” he said during a lecture at the Tadulalo University here on Monday, in response to a student`s question about alleged corruption in the Hambalang project.

Andi urged all Indonesians wait patiently for the results of the Corruption Eradication Commission (KPK)`s investigation.

“Indonesia needs a world-class sports education center because the current one in Ragunan, East Jakarta, is no longer good enough to accommodate and train athletes,” he explained.

When asked about the alleged misappropriation of funds allocated to the project, Andi said he was ready to cooperate with the KPK “in finding out the truth”.

The project, involving the development of a national sports education center, is also facing legal problems because the funds for its construction are alleged to have been inflated.

The KPK has asked the State Audit Board (BPK) to conduct an investigation into the case.

Affairs proposed a budget of Rp1.025 trillion for the construction of the project, but the budget was raised to Rp1.175 trillion by the Ministry of Finance.

Of the proposed budget of Rp1.175 trillion, only Rp275 billion got the required approval and Rp125 billion of the approved budget was expected to be allocated in the 2012 state budget while another Rp150 billion was to be allocated through the revised 2012 state budget.

The Hambalang issue came to the fore thanks to M. Nazaruddin, a former Democrat Party treasurer and a fugitive in connection with the alleged corruption in the construction of an ASEAN athlete housing complex in South Sumatra.

In a telephone conversation with a private TV station in July 2011, Nazaruddin said: “The tender winners for the Hambalang athlete training center project had been decided even before they were called.”

Nazaruddin added that PT Adhi Karya and PT Wijaya Karya paid Rp100 billion in bribes to win the tenders for the project worth Rp1.5 trillion.

The total cost of the project is estimated at Rp2.5 trillion, if the procurement of various sports equipment and facilities is taken into account.

The athlete training center will consist of several buildings, such as dormitories and training halls. Spread over an area of 32 hectares, the center was initially expected to be ready for use by 2013.

JAKARTA — Indonesian police said Monday anger at a U.S.-made anti-Islam film was among the motives behind failed terror attacks against foreign targets.

Last week, the anti-terror squad arrested 11 people suspected of planning attacks on domestic and foreign targets, including the U.S. Embassy and a site near the Australian Embassy.

National police spokesman Brig. Gen. Boy Rafli Amar said based on seized documents and other information, anger at the American-made movie denigrating Islam’s Prophet Muhammad was one of the reasons behind the planned attacks.

The movie caused deadly outrage across the Middle East when it went online in September.

Police seized a number of bombs, explosive materials, a bomb-making manual and ammunition, along with a small gas cylinder filled with highly explosive material during the Friday and Saturday raids in four cities, including the

capital Jakarta.

The U.S. Embassy in Jakarta has urged U.S. citizens in Indonesia to avoid large crowds and other gatherings that might turn violent.

“At first, they wanted to attack (security) officers ... and based on documents and other information, the foreign targets were linked with the film which insulted Islam,” Amar told a news conference.

He was referring to “Innocence of Muslims,” that denigrates the Prophet Muhammad. At least 49 people, including the U.S. ambassador to Libya, were killed last month in violence linked to the film.

Indonesia, the world’s most populous Muslim-majority nation, has been battling terrorists since the 2002 bombings in Bali, which killed 202 people, mostly foreign tourists.

Subsequent attacks have claimed more than 50 people, mostly Indonesians. The government has arrested more than 700 suspected terrorists and killed dozens more in an attempt to root out the militants.

Wiggins scoops Velo d’Or award Reuters

PARIS - Tour de France champion Bradley Wiggins won the prestigous Velo d’Or award as the best rider of 2012. Briton Wiggins beat Paris-Roubaix and Tour of Flanders winner Tom Boonen and Spain’s Joaquim Rodriguez in a poll of cycling journalists set up by French publication, Velo Magazine.

In addition to the Tour de France, Wiggins also won the Paris-Nice, Tour de Romandie, Criterium du Dauphine and the Olympic time trial titles.

After again narrowly missing out on their first Olympic gold medal in London earlier this year, Malaysia plans to spend 187.2 million ringgit ($61.24 million) in 2013 to boost the country’s sporting performance.

“The challenge for us here is simply that that we don’t just spend money, but to make sure that the money will generate sporting success,” the Star daily reported youth and sports minister Ahmad Shabery Cheek as saying on Tuesday.

The figure is higher than spending in previous years and 8.5 million ringgit of the amount has been set aside for the biennial Malaysia Games, for under-21 athletes, to be held in Kuala Lumpur in June and July next year.

The heavy spending comes with the government hoping to shore up support among younger voters ahead of an election which it must call by April.

Malaysia won their first medal outside of badminton at the London Olympics this year, with Pandelela Rinong taking bronze in the women’s 10 metre diving event.

Manu Ginobili will miss the NBA season opener for the San Antonio Spurs due to a back ailment, the team said on Monday The Spurs kick off their campaign on Wednesday at the New Orleans Hornets but they will do so without Argentine guard Ginobili.

The 35-year-old Ginobili, a three-times NBA champion and two-times All Star, will be re-evaluated in advance of Thursday’s game against Oklahoma City.

Messi receives Golden Boot as Europe’s top scorer

BARCELONA — Barcelona forward Lionel Messi was presented with his second Golden Boot award on Monday in recognition for scoring the most goals in Europe’s domestic leagues last season.

The 25-year-old Messi scored a Spanish-league record 50 goals for Barcelona, edging out fellow Spanish league star Cristiano Ronaldo of Real Madrid by four goals.

Messi dedicated the award to his teammates, with Xavi Hernandez and Carles Puyol present for the ceremony in Barcelona.

“It is a prize for scoring goals, but without my teammates I couldn’t have scored them,” Messi said. “I share this award with them as I always do.

“I don’t fight for individual awards, I fight for titles. My goals are reclaiming the league crown, winning the Copa del Rey and the winning the Champions League again. Those are my goals, team goals.”

The Argentina international won his first Golden Boot in 2010 for his 34 goals that helped Barcelona win the league title.

Messi is among the favorites to win the 2012 Ballon d’Or for the world’s best player.

“We won’t see another player

like him, and if we do, it won’t be for a very long time,” said Barcelona coach Tito Vilanova.

“It’s not just for the goals he scores, but for how he sees and understands the game, that is what makes him so great. On Saturday, he ran 50 meters to defend a corner in the 89th minute with a 5-0 lead. Not many players would have done that.”

Luis Suarez Miramontes, the former Spain international and 1960 Ballon d’Or winner, presented the award.

Messi, nicknamed “The Flea” for his uncanny ability to dribble through defenders, has shattered a number of records over the past year.

He scored an unprecedented 73 goals in all competitions for Barcelona last season, breaking the previous European club record of 67 goals set by Bayern Munich’s Gerd Mueller in 1972-73 and the prior world club mark of 70 established by Archie Stark of Bethlehem Steel in the American Soccer League

In March, Messi passed Cesar Rodriguez’s 57-year-old milestone of 232 goals to become Barcelona all-time leading scorer. He also scored a European Cup-record-tying 14 goals in the Champions League, where he netted a record five goals in one game.

Messi has scored 17 goals in all competitions to start this season, and has his sights set on yet another milestone he is sure to reach very soon. He is just two goals away from equaling Brazil great Pele’s feat of 75 goals for club and country in one calendar year, set in 1958.

Referees, linesman under fire in Italy

MILAN - Italian referees and linesmen will be under more scrutiny than ever during this week’s fixtures after a series of mishaps at the weekend.

Serie A is the only major European league to use two extra linesmen but the system, heavily favoured by UEFA president Michel Platini, was unable to prevent controversies which left Catania, Lazio and AS Roma all fuming and leaders Juventus on the defensive.

Catania president Antonio Pulvirenti was still angry after replays showed his team had a first-half goal wrongly disallowed at home to Juventus, who went on to win 1-0 with an Arturo Vidal goal after halftime.

He suggested that Juventus president Andrea Agnelli, who on Friday said that Italian football was in need of reform, should hand Catania the three points as an example of fair play and transparency.

“If Agnelli wants to reform football, he can start in the simplest of ways, by suggesting that his team forfeit the match 0-3,” Pulvirenti, who on Sunday said the referee had been harassed by the Juventus bench, said in a radio interview.

Juventus sporting director Giuseppe Marotta agreed that Catania’s goal should have been allowed, but denied his club pressured referees.

“Juventus is a serious club and even if that goal had stood, nobody can say the game would have finished in that way,” he said in a radio interview.

“I deny that it was our players who tempted the referee to reconsider. The linesman’s flag was raised at the time of the goal to indicate an offside.

“I can only share the judgement about the mistake. They happen, just as they happened in other games yesterday, in the previous round of matches and last season, where Juventus were on the receiving end.

“But if we suggest that Juventus had influenced the referee, then I deny that completely.”

Juventus were demoted in 2006 for corruption involving referees.

Roma, beaten 3-2 at home by Udinese, were also upset about the penalty from which Antonio Di Natale scored the winning goal.

“It was a bad day for referees,” Roma coach Zdenek Zeman told reporters. “They say referees can’t decide a championship, but I think they can.”

“In the case of Catania, the result was changed from 1-0 to 0-1.”

Lazio were seething after Stefano Mauri had what appeared to be a perfectly good goal disallowed against Fiorentina, who were winning 1-0 at the time.

“In the second half we dominated until the decisions went against us. The goal was clearly not offside,” said coach Vladimir Petkovic.

Fiorentina went on to win 2-0 and Lazio had two players sent off in the last 15 minutes.

AC Milan, eleventh with 10 points from nine games, kick off the midweek fixtures with a visit to Palermo on Tuesday.

Coach Massimiliano Allegri has enjoyed some respite after his team beat Genoa on Saturday, but it could be short-lived if they lose in Sicily.

MONTEVIDEO - A 3-3 draw between Wanderers and Juventud in the Uruguayan first division ended in chaos as the referee, who had already sent off one player, brandished 16 more red cards when fighting broke out after the final whistle.

Tempers became frayed when Wanderers believed they should have been awarded a penalty for a foul on midfielder Gaston Rodriguez near the end of Sunday’s encounter in Montevideo, according to media reports.

Punching and kicking ensued among the two teams after the final whistle and the referee, Leodan Gonzalez, red carded eight players from each team.

As violence broke out on the pitch, the trouble spread to the stands at Parque Viera where a fan suffered a cut to the head after being hit by a stone.

The total sent off was 17 after Wanderers had midfielder Diego de Souza dismissed at the end of the first half.

During play, a team can have no more than four players sent off before the match is abandoned.

Juventud president Yamandu Costa said the club’s board were looking at sanctioning the team’s players who took part in the fighting, Uruguayan daily El Pais reported on Monday.

“Two very different things happened,” Costa was quoted as saying in El Pais.

“One is how the match developed which, from a sporting point of view was very good with three goals for each side, and another, after the match was over, when an argument among players finished in a general free-for-all.”

Wanderers vice-president Gaston Inda said: “Something got out of hand because during the match nothing had happened, but these are situations we can’t allow and we’re sorry for what happened.”

Midfielder Maximiliano Rodriguez scored twice for home side Wanderers including a late equaliser.

Messi receives Golden Boot as Europe’s top scorer

BARCELONA — Barcelona forward Lionel Messi was presented with his second Golden Boot award on Monday in recognition for scoring the most goals in Europe’s domestic leagues last season.

The 25-year-old Messi scored a Spanish-league record 50 goals for Barcelona, edging out fellow Spanish league star Cristiano Ronaldo of Real Madrid by four goals.

Messi dedicated the award to his teammates, with Xavi Hernandez and Carles Puyol present for the ceremony in Barcelona.

“It is a prize for scoring goals, but without my teammates I couldn’t have scored them,” Messi said. “I share this award with them as I always do.

“I don’t fight for individual awards, I fight for titles. My goals are reclaiming the league crown, winning the Copa del Rey and the winning the Champions League again. Those are my goals, team goals.”

The Argentina international won his first Golden Boot in 2010 for his 34 goals that helped Barcelona win the league title.

Messi is among the favorites to win the 2012 Ballon d’Or for the world’s best player.

“We won’t see another player

like him, and if we do, it won’t be for a very long time,” said Barcelona coach Tito Vilanova.

“It’s not just for the goals he scores, but for how he sees and understands the game, that is what makes him so great. On Saturday, he ran 50 meters to defend a corner in the 89th minute with a 5-0 lead. Not many players would have done that.”

Wiggins scoops Velo d’Or award Reuters

PARIS - Tour de France champion Bradley Wiggins won the prestigous Velo d’Or award as the best rider of 2012. Briton Wiggins beat Paris-Roubaix and Tour of Flanders winner Tom Boonen and Spain’s Joaquim Rodriguez in a poll of cycling journalists set up by French publication, Velo Magazine.

In addition to the Tour de France, Wiggins also won the Paris-Nice, Tour de Romandie, Criterium du Dauphine and the Olympic time trial titles.

After again narrowly missing out on their first Olympic gold medal in London earlier this year, Malaysia plans to spend 187.2 million ringgit ($61.24 million) in 2013 to boost the country’s sporting performance.

“The challenge for us here is simply that that we don’t just spend money, but to make sure that the money will generate sporting success,” the Star daily reported youth and sports minister Ahmad Shabery Cheek as saying on Tuesday.

The figure is higher than spending in previous years and 8.5 million ringgit of the amount has been set aside for the biennial Malaysia Games, for under-21 athletes, to be held in Kuala Lumpur in June and July next year.

The heavy spending comes with the government hoping to shore up support among younger voters ahead of an election which it must call by April.

Malaysia won their first medal outside of badminton at the London Olympics this year, with Pandelela Rinong taking bronze in the women’s 10 metre diving event.

“Although we didn’t win gold this time, it was by far our best performance to date. And we know we can excel in different sports,” Ahmad Shabery said.

Manu Ginobili will miss the NBA season opener for the San Antonio Spurs due to a back ailment, the team said on Monday The Spurs kick off their campaign on Wednesday at the New Orleans Hornets but they will do so without Argentine guard Ginobili.

ELIZABETH CITY, North Carolina — When the Bounty set sail last week, the captain running the ship made famous in Hollywood adventure films believed he could navigate around Hurricane Sandy and weather the storm. After two days in rough seas, he realized his journey would be far more difficult.

“I think we are going to be into this for several days,” Robin Walbridge said in a message posted Sunday on the vessel’s Facebook site, which reads like a ship’s log of her activities. “We are just going to keep trying to go fast.” By Monday morning, the vessel had started taking on water, its engines failed and the crew of the stately craft had to abandon ship as it went down in the immense waves. One crew member died and Walbridge was still missing.

Most of the sailors were plucked from life rafts shortly after the ship went down, but Claudene Christian was found hours later, unresponsive and floating in the water. She was pronounced dead after being taken to a hospital, Coast Guard Petty Officer 3rd Class David Weydert said.

The rest of the crew was in good condition.

By the time the first rescue helicopter arrived, all that was visible of the replica 18th-century sailing vessel was a strobe light atop the mighty ship’s submerged masts. The roiling Atlantic Ocean had claimed the rest.

people will be out of power for a long time,” he said in Davenport, Iowa. “So hopefully your thoughts and prayers will join with mine and people across the country as you think about those folks that are in harm’s way,” he said, urging supporters to donate to the American Red Cross.

Romney canceled further events in Wisconsin on Monday night and in Iowa and Florida on Tuesday. Those states are out of Sandy’s path, but the former Massachusetts governor does not want to be seen to be focusing only on the campaign in the midst of potential national disaster.

“Governor Romney believes this is a time for the nation and its leaders to come together to focus on those Americans who are in harm’s way,” said Romney communications director Gail Gitcho.

Minister ready to account for Hambalang scandal

PALU - Sports and Youth Affairs Minister Andi Mallarangeng has stated that he is ready to take moral responsibility for the alleged misappropriation of funds in connection with the construction of Hambalang sports training and education centre in Sentul, West Java.

“I am ready to be morally responsible,” he said during a lecture at the Tadulalo University here on Monday, in response to a student`s question about alleged corruption in the Hambalang project.

Andi urged all Indonesians wait patiently for the results of the Corruption Eradication Commission (KPK)`s investigation.

“Indonesia needs a world-class sports education center because the current one in Ragunan, East Jakarta, is no longer good enough to accommodate and train athletes,” he explained.

When asked about the alleged misappropriation of funds allocated to the project, Andi said he was ready to cooperate with the KPK “in finding out the truth”.

The project, involving the development of a national sports education center, is also facing legal problems because the funds for its construction are alleged to have been inflated.

The KPK has asked the State Audit Board (BPK) to conduct an investigation into the case.

Affairs proposed a budget of Rp1.025 trillion for the construction of the project, but the budget was raised to Rp1.175 trillion by the Ministry of Finance.

Of the proposed budget of Rp1.175 trillion, only Rp275 billion got the required approval and Rp125 billion of the approved budget was expected to be allocated in the 2012 state budget while another Rp150 billion was to be allocated through the revised 2012 state budget.

The Hambalang issue came to the fore thanks to M. Nazaruddin, a former Democrat Party treasurer and a fugitive in connection with the alleged corruption in the construction of an ASEAN athlete housing complex in South Sumatra.

In a telephone conversation with a private TV station in July 2011, Nazaruddin said: “The tender winners for the Hambalang athlete training center project had been decided even before they were called.”

Nazaruddin added that PT Adhi Karya and PT Wijaya Karya paid Rp100 billion in bribes to win the tenders for the project worth Rp1.5 trillion.

The total cost of the project is estimated at Rp2.5 trillion, if the procurement of various sports equipment and facilities is taken into account.

The athlete training center will consist of several buildings, such as dormitories and training halls. Spread over an area of 32 hectares, the center was initially expected to be ready for use by 2013.

JAKARTA — Indonesian police said Monday anger at a U.S.-made anti-Islam film was among the motives behind failed terror attacks against foreign targets.

Last week, the anti-terror squad arrested 11 people suspected of planning attacks on domestic and foreign targets, including the U.S. Embassy and a site near the Australian Embassy.

National police spokesman Brig. Gen. Boy Rafli Amar said based on seized documents and other information, anger at the American-made movie denigrating Islam’s Prophet Muhammad was one of the reasons behind the planned attacks.

The movie caused deadly outrage across the Middle East when it went online in September.

Police seized a number of bombs, explosive materials, a bomb-making manual and ammunition, along with a small gas cylinder filled with highly explosive material during the Friday and Saturday raids in four cities, including the

capital Jakarta.

The U.S. Embassy in Jakarta has urged U.S. citizens in Indonesia to avoid large crowds and other gatherings that might turn violent.

“At first, they wanted to attack (security) officers ... and based on documents and other information, the foreign targets were linked with the film which insulted Islam,” Amar told a news conference.

He was referring to “Innocence of Muslims,” that denigrates the Prophet Muhammad. At least 49 people, including the U.S. ambassador to Libya, were killed last month in violence linked to the film.

Indonesia, the world’s most populous Muslim-majority nation, has been battling terrorists since the 2002 bombings in Bali, which killed 202 people, mostly foreign tourists.

Subsequent attacks have claimed more than 50 people, mostly Indonesians. The government has arrested more than 700 suspected terrorists and killed dozens more in an attempt to root out the militants.

It quickly drew unfavorable comparisons to the software it was replacing, and Apple apologized.

Browett’s departure is immediate, and the company is looking for a replacement. Forstall will act as

an advisor to CEO Tim Cook until he leaves, Apple said. His responsibilities will be divided among other Apple veterans.

Forstall joined Apple in 1997 with the company’s purchase of Steve Jobs’ NeXT startup. Apple credits him as one of the original architects of Mac OS X. GENEVA — Swiss banking giant UBS AG announced massive layoffs Tuesday along with huge losses in its third-quarter results, saying it aims to trim as many as 10,000 employees, or some 15 percent of its staff, to drastically shrink its ailing investment bank.

Switzerland’s biggest bank said that as part of the cost-cutting drive to boost profitability it “is likely to have a headcount of around 54,000” by 2015, down from its current 64,000 employees among 57 countries.

The bank posted a net profit loss of 2.17 billion Swiss francs ($2.31 billion), compared with a profit of 1.02 billion Swiss francs ($1.13 billion) during the same three-month period through September 2011.

In what it called “a significant acceleration” in its transformation, the Zurich-based bank said it would sharpen its focus on the investment bank and appoint a new executive, Andrea Orcel, formerly of Bank of America Corp., to lead it. The current co-head of the investment bank, Carsten Kengeter, is stepping down from the group’s executive board to

unwind the non-core assets.

UBS said it also plans to save 3.4 billion francs ($3.6 billion) in additional costs through 2015, but that the reorganization also will result in restructuring charges of 3.3 billion francs over the next three years including about a half-billion francs in the fourth quarter.

UBS CEO Sergio Ermotti said the investment unit, which has been hit by a series of costly blunders in recent years, will “continue to be a significant global player in its core businesses.” But tighter industry-wide requirements for banks to increase their capital cushion also have hurt profitability as banks have less cash to invest. “It can’t get better than this point for us to act,” he told reporters.

The bank attributed the declining profit to a pretax impairment charge of 3.1 billion francs from goodwill and other non-financial assets with the investment bank along with a pretax charge of 863 million francs ($920 million) linked to an accounting rule on how banks must value their debt. Banks can post gains if the value of their debt falls, because it would theoretically become cheaper for the bank to repurchase that debt.

SINGARAJA - There was an exciting incident when the Regent of Buleleng, Putu Agus Suradnyana, attended the invitation of PT Hardys Retailindo to inaugurate the store complex and do groundbreaking ceremony for the hotel construction at Kampung Baru Singaraja. The regent was willing to inaugurate the Singaraja Square store complex, but refused to carry out the groundbreaking ceremony for the construction of Pop Hotel.

When giving a speech, the regent frankly stated if he did not want to do the groundbreaking ceremony for the hotel construction in the north of store complex. He called for the investor to delay the hotel construction located in the vicinity of the beach.

Although the hotel construction had owned a complete permit, there were some things that should be discussed with various parties, especially regarding the coastal borderline. “It is for the common interests, especially for the development of Buleleng and security of investment,” he said.

Though unwilling to do the groundbreaking ceremony for the hotel project, the regent persisted on officially inaugurating the store complex marked with the signing of inscription and ribbon cutting.

According to the regent, other than having owned a complete permit, the store complex was a positive investment for the economic development of Buleleng.

Moreover, the investor had arranged the environment around the area so that it looked clean and green. “We also requested in order the investor could hire local labor force, and do not bring in labor force from outside,” he said.

Gede Agus Hardiawan of PT Hardys Retailindo was in fact not disappointed with the attitude of the regent who rejected to perform the groundbreaking ceremony for the hotel construction in the region. Even, he expressed his gratitude for the response of the regent that it was not only for himself as investor in the region, but for the common interests. “I believe what the regent said is a right thing,” he said.

Construction of the store complex and hotel in the area of Kampung Baru, precisely on the beach in the east of the former harbor of Buleleng was started in August 2012. At the location was established a total of 44 units of store named the Singaraja Square and a hotel named Pop Hotel. Construction of the store complex had been complete. As scheduled, the hotel construction was begun on Monday marked with the groundbreaking ceremony.

Construction of the store and hotel had drawn a polemic among the Commission B of the Buleleng House because it was considered to have violated the coastal borderline. The distance of coastline and hotel development was only 18.5 meters. However, during the reign of the Regent Bagiada, all the permits for the store complex and hotel construction had been issued. After the inauguration, the Regent Agus Suradnyana said that PT Hardys actually had owned all the permits of the store complex and hotel. However, for the hotel construction, his party still asked the investor Hardiawan to discuss further with various stakeholders, including the Minister of Home Affairs.

So far the investor carried out the development by referring to the road borderline located on the beach side. On the other hand, next to the beach lay a road. On that account, it should be discussed again, whether the construction referred to the road or coastal borderline.

TABANAN - Ratification of the Regional Bylaw on Spatial Planning (RTRW) in Tabanan leaves a problem. Since there is no a Regent Regulation setting it, the Regional Bylaw passed last week is feared to be ineffective or having no power.

The regulation itself has not set the relevant technical implementation.

As consequence, the violation of building will still possibly happen.

A member of Commission II of the Tabanan House, Ida Bagus Kade Adnyana Suryawan, explained the regent ideally arranged a Regent Regulation to technically govern the implementation of the Regional Bylaw on Spatial Planning. Thus, the regulation drafted and ratified by the House could be immediately enforced. “If the Regional Bylaw is not accompanied with the Regent Regulation, the spatial violation will continue to happen. Therefore, the regent shall immediately make a Regent Regulation to set the tech-

nical implementation in the field,” affirmed this Democrat.

According to Suryawan, the regulation made ideally should not just become a formality to pursue the General Allocation Fund (DAU) from central government. “If the making of regulation is just to establish the correlation between the central and local government, then the enforcement will not be on target. Many buildings will be getting disordered and inappropriate with the regulations,” he criticized.

This legislator from Wanasari village, Tabanan, urged the regent and her team to immediately issue the Regent Regulation. Accordingly, there would be clear rule related to building violations. He said the Regional Bylaw on the Spatial Planning just set the spatial order in general. Another version about Galungan is mentioned by the manuscript Jaya Kasunu. It is said that the king Jaya Kasunu (AD 1204), meditated (held dewa sraya) to invoke guidance. His problem was that not one of his predecessors could rule longer. Through his solemn meditation he was inspired that he should re-organize religious activities, such as Galungan.

No matter what the version is, the essence of these mythologies implies that a devotee or creation should maintain their persistent contact to his Creator. The âtman dwelling within the human self should maintain his contact to Brahman, the Creator. By doing

so, humans can continuously obtain the illumination to walk in the path of dharma.

As manifestation of gratitude, devotees express it through worship at temples, garden, rice field and so forth. Everything that has given prosperity is also offered an oblation, including the means of transportation. If you happen to take an excursion on that day you of course will rub up against many cars affixed with young coconut paraphernalia.

Hopefully, the festivity does not come to an end at the vibrant fiesta marked with grandiose oblation, assorted delicious food or luxurious paraphernalia. All the times it should help the spiritual development.

Anything achieved in this life either tangible or intangible entities, should not make us arrogant. Sometimes, when having abundance of wealth or higher educational background, a human feels superior or more powerful than others. Even, it is not employed as a milestone to improve his devotion to God. It’s here where the achievement drags human to sluggish condition or gorge of destruction.

Like Mayadanawa, he forgot that there is a vast sky above him. His power has led him to his dissolution. If we do not want to become the next Mayadanawa, consistent devotion must be established. (BTN/punia)

Sandy slams into Atlantic coast Associated Press

NEW YORK - Superstorm Sandy slammed into the New Jersey coastline and hurled a record-breaking four-metre surge of seawater at New York City on Monday, roaring ashore and putting the presidential campaign on hold a week before election day At least 13 deaths were blamed on the storm.

Sandy knocked out power to at least 5.7 million people, and New York’s main utility said large sections of Manhattan had been plunged into darkness by the storm, with 250,000 customers without power as water pressed into the island from three sides, flooding rail yards, subway tracks, tunnels and roads.

Just before its centre reached land, the storm was stripped of hurricane status, but the distinction was purely technical, based

on its shape and internal temperature. It still packed hurricane-force wind, and forecasters were careful to say it remained every bit as dangerous to the 50 million people in its path.

By late night, the centre of the storm was over southern New Jersey.

The National Hurricane Center announced at 8 p.m. that Sandy had come ashore near Atlantic City. It smacked the boarded-up big cities of the Northeast cor-

ridor, from Washington and Baltimore to Philadelphia, New York and Boston, with stinging rain and gusts of more than 85 135 kilometres per hour. The sea surged a record of nearly four metres at the foot of Manhattan, flooding the financial district and subway tunnels.

The 13 deaths were reported in New Jersey, New York, West Virginia, Pennsylvania and Connecticut. Some of the victims were killed by falling trees. Police in Toronto said a woman was killed by a falling sign as high winds closed in on Canada’s largest city.

Storm damage was projected at $10 billion to $20 billion, meaning it could prove to be one of the costliest natural disasters in U.S. history.

Japanese airport closed after WWII bomb found Associated Press

TOKYO — A major airport in northern Japan was closed Tuesday after construction workers found an unexploded bomb believed to be from World War II. All 92 flights in and out of Sendai airport were cancelled after the 250-kilogram (550pound) bomb was uncovered during construction near a runway, local police official Hiroshi Ouchi said. The bomb was identified as American-made and is believed to be a dud from World War II.

It appeared to have a working detonator, and a military bomb squad was considering whether to move the bomb or explode it on the spot. Evacuations of nearby homes were being considered, Ouchi said.

The Sendai airport, a major hub for travel into northern Japan, was closed for months due to severe damage from last year’s tsunami. It is still undergoing reconstruction.

The United States heavily bombed Japanese cities during World War II, and finding unexploded bombs is not unusual, 67 years after Japan’s surrender. Dozens of duds are

uncovered in Tokyo each year, and even more are found on the southern island of Okinawa, which was the site of the most intense fighting during the war.

Many of them are found at construction sites. The rusty condition of the bombs can make them prone to detonate when moved, but injuries are rare. Experts say it could take several decades to remove all of the unexploded ordnance. Last week, hundreds of residents in central Tokyo were evacuated so that bomb squads could remove a 220-kilogram dud buried there.

NEW YORK - Exelon Corp declared an “alert” at its New Jersey Oyster Creek nuclear power plant due to a record storm surge, the Nuclear Regulatory Commission said, warning that a further water rise could force the country’s oldest working plant to use emergency water supplies to cool spent uranium fuel rods.

The alert -- the second lowest of four NRC action levels -- came after water levels at the plant rose by more than 6.5 feet, potentially affecting the pumps that circulate water through the plant, an NRC spokesman said late on Monday.

Those pumps are not essential since the 43-year-old plant was shut for planned refueling since October 22.

However, a further rise to 7 feet could submerge the service water pump motor that is used to cool the water in the spent fuel pool.

Exelon said in a statement that there was no danger to equipment and no threat to public health or safety.

The incident at Oyster Creek, which is about 60 miles east of Philadelphia on the New Jersey Coast, came as Sandy made landfall as the largest Atlantic storm ever, bringing up to 90 mile per hour (mph) winds and 13-foot storm surges in the biggest test of the industry’s emergency preparedness since the Fukushima disaster in Japan a year and a half ago.

Although such alerts are considered serious events in the industry -- with only about a dozen such instances in the past four years, according to NRC press releases -- flood waters should be receding at the plant following high tide, reducing the risk of emergency action.

Sandy had been expected to force the closure of at least two other nuclear plants in New Jersey, although the NRC said none of the country’s other nuclear reactors had been shut by the storm.

The NRC spokesman said the company could use water from a fire suppression system to cool the pool if necessary. The used uranium rods in the pool could cause the water to boil within 25 hours without additional coolant; in an extreme scenario the rods could overheat, risking the eventual release of radiation.

Exelon spokesman David Tillman said the plant has “multiple and redundant” sources of cooling for the spent fuel pool. He said he did not know whether the service water system was operational at the moment.

LONDON — Breast cancer screening for women over 50 saves lives, an independent panel in Britain has concluded, confirming findings in U.S. and other studies.

But that screening comes with a cost: The review found that for every life saved, roughly three other women were overdiagnosed, meaning they were unnecessarily treated for a cancer that would never have threatened their lives.

The expert panel was commissioned by Cancer Research U.K. and Britain’s department of health and analyzed evidence from 11 trials in Canada, Sweden, the U.K. and the U.S. In Britain, mammograms are usually offered to women aged 50 to 70 every three years as part of the state-funded breast cancer screening program.

Scientists said the British program saves about 1,300 women every year from dying of breast cancer while about 4,000 women are overdiagnosed. By that term, experts mean women treated for cancers that grow too slowly to ever put their lives at risk.

This is different from another screening problem: false alarms, which occur when suspicious mammograms lead

to biopsies and follow-up tests to rule out cancers that were not present.

The study did not look at the false alarm rate.

“It’s clear that screening saves lives,” said Harpal Kumar, chief executive of Cancer Research U.K. “But some cancers will be treated that would never have caused any harm and unfortunately, we can’t yet tell which cancers are harmful and which are not.”

Each year, more than 300,000 women aged 50 to 52 are offered a mammogram through the British program. During the next 20 years of screening every three years, 1 percent of them will get unnecessary treatment such as chemotherapy, surgery or radiation for a breast cancer that wouldn’t ever be dangerous. The review was published online Tuesday in the Lancet journal.

Some critics said the review was a step in the right direction.

“Cancer charities and public health authorities have been misleading women for the past two decades

by giving too rosy a picture of the benefits,” said Karsten Jorgensen, a researcher at the Nordic Cochrane Centre in Copenhagen who has previously published papers on overdiagnosis.

“It’s important they have at least acknowledged screening causes substantial harms,” he said, adding that countries should now re-evaluate their own breast cancer programs.

In the U.S., a government-appointed task force of experts recommends women at average risk of cancer get mammograms every two years starting at age 50. But the American Cancer Society and other groups advise women to get annual mammograms starting at age 40.

In recent years, the British breast screening program has been slammed for focusing on the benefits of mammograms and downplaying the risks.

Maggie Wilcox, a breast cancer survivor and member of the expert panel, said the current information on mammograms given to British women was inadequate.

GSK raises bet on AIDS drug with new Shionogi deal Reuters

LONDON/TOKYO - GlaxoSmithKline has raised its bet on a promising drug for HIV/AIDS by redrawing a deal with Japan’s Shionogi which gives it a much bigger economic interest in the new product.

Dolutegravir, a once-daily drug that has performed strongly in clinical trials, is seen by analysts as a potential multi-billiondollar-a-year seller and a strong competitor to treatments from market leader Gilead Sciences.

The drug belongs to a novel class known as integrase inhibitors that block the virus causing AIDS from entering cells.

Under the new agreement Shionogi will take a 10 percent stake in Viiv Healthcare - an HIV drug joint venture set up in 2009 between Britain’s biggest drugmaker and Pfizer - in exchange for its rights to dolutegravir.

Previously income from the medicine would have been shared 50:50 between ViiV and Shionogi, which analysts calculate would have given GSK only around a 40 percent interest in the drug, after taking account of Pfizer’s minority stake in ViiV. Now GSK’s economic interest will be between 60 and 66 percent, its chief strategy officer David Redfern told Reuters.

“It’s an affirmation of our belief in dolutegravir as a potential important medicine in

HIV,” he said in an interview on Monday.

“We’re taking in house, in this case through ViiV, what we deem to be an important growth asset.”

Dolutegravir is scheduled to be submitted for regulatory approval in the United States and Europe by end of this year. Industry analysts expect a launch by late 2013, with sales ramping up to around $1 billion by 2016, according to consensus estimates compiled

by Thomson Reuters Pharma.

Redfern said the new arrangement was expected to dilute GSK’s earnings by around 1 pence a share in 2013 and 2014 but should boost earnings thereafter. Analysts currently expect earnings of just over 120p a share in 2013.

The decision fits with the group’s strategy of increasing investment in its new drug pipeline and echoes a move made in July to take full control of new lupus drug Benlysta by buying Human Genome Sciences for $3 billion.

GSK, like its rivals, has suffered a string of patent expiries in recent years.

Despite coming through this so-called “patent cliff” earlier than most other drug firms, it is still struggling to grow sales.

Results for the third quarter, due on Wednesday, are expected to show another difficult period of trading, weighed on by price cuts in Europe and weak vaccine sales.

Acupuncture may help ease cancer-related fatigue

LONDON - Acupuncture may help relieve fatigue in women who have had breast cancer, as well as easing anxiety, depression and quality of life, according to a UK study.

Cancer and cancer treatments can cause chronic pain, psychological stress and anemia, all of which contribute to fatigue. In addition, people who are nauseated after chemo might not be getting the most nutritious diet for maintaining energy levels.

For the research, which appeared in the Journal of Clinical Oncology, Alexander Molassiotis from the University of Manchester and his colleagues tracked 227 women with moderate or severe cancer-related fatigue treated with six weekly acupuncture sessions and another 75 fatigued women who didn’t get acupuncture.

The women had all received chemotherapy for breast cancer in the five years before the study, and most had felt chronically tired for a year or more.

Participants were given a booklet about cancerrelated fatigue when they started the study.

After six weeks, general fatigue had dropped by

almost four point on a 0-20 scale among women who had acupuncture, compared to a less than one point decline in the comparison group.

“Acupuncture is an effective intervention for managing the symptom of chemo-related fatigue and improving patients’ quality of life,” wrote Molassiotis and his colleagues.

The improvement was “mild to moderate,” according to Amit OVRSood at the Mayo Clinic in Rochester, Minnesota - not enough to allow someone who is stuck in bed to start walking, but maybe enough to get people who are too tired to exercise to start doing some activity.

Anxiety and depression scores, measured from 0 to 21, dropped by two additional points post-acupuncture, compared to scores in women given educational materials only. Emotional and physical well-being got a greater boost with acupuncture therapy as well, Malassiotis and his team found.

The study did not prove it was the needles themselves that boosted the women’s energy levels, and researchers couldn’t tell how much of the benefit might have been due to the “placebo effect” - feeling better because they expected to.

DENPASAR - Bali Police department will deploy at least 1,300 personnel to ensure security at the 5th Annual Meeting of Bali Democracy Forum (BDF), to be held in Nusa Dua, Bali on November 8-9.

“We will cooperate with the National Police and deploy about 1,300 personnel to secure the event,” the Head of Bali Police Public Relations, Police Commissioner Hariadi, said.

He stated that the event will be attended by 15 Asian countries. However, the police are still not sure how many heads of state will attend the annual forum.

“Bali police is also ready to step up security if necessary,” Hariadi said.

“We are optimistic that we can guarantee security at this event, since we managed to do a good job at the Bali bombing commemoration event in October,” he added.

Hariadi stated that the bombing incident in Poso, Central Sulawesi, on October 22, will not affect the security of Bali because both places have different social conditions.

Uniquely, before the peak of the ceremony, a procession of picking up the sanganan lanlanan (pingit) was carried out in the Bukit Bangli Palace. One of

the ritual committee of Kehen Temple, Wayan Suda, said the sanganan pingit was prepared by guru dangka istri. After picking up the sanganan pingit, it was then weighed by using ancient scale originating from hundreds of years belonging to the Kehen temple. The weight was weighed by symbolic stone of the deity in the Kehen Temple. DENPASAR - The government has to focus on local production and take steps to reduce the nation’s dependence on imported products in order to achieve food security, according to an expert.

“By passing the Law of Food, the Board of Food Security is expected to help the nation achieve food security soon, because the board is responsible for tackling Indonesia’s food problems as stated in the law,” an agricultural expert from Udayana University, Dewa Ngurah Suprapta said.

The President has granted the authority to the board to implement measures necessary for handling the nation’s food problems. Besides, the board is also supported by several ministries.

“With this authority, the national food board will be able to develop strategies to achieve food security based on local production,” Suprapta stated.

“Agricultural policies in Indonesia have so far not focused on the abilities and skills of farmers,” he continued.

“The government tends to be concerned with achieving food security targets by importing the products instead of increasing local production,” Suprapta pointed out.

He said Indonesia has the potential to produce sufficient agricultural products to ensure its food security.

“In order to fulfil Indonesia’s potential, the central government and local administrations have to make joint efforts to protect the nation’s agricultural land,” Suprapta added.

He also expressed hope that Indonesia would soon stop depending heavily on imported agricultural products and achieve food security.

In the future, this certificate shall be owned by businesspeople including farmers engaged in the marketing of agricultural products.

“Farmers and farmer groups should have a certificate of excellence regarding the production process carried out in eco-friendly manner which is assessed by the Regional Food Safety Authority Component (OKKPD),” said the Section Head of the Yield Quality Standardization, Bali Agriculture Agency, Ida Ayu Pidada, in Denpasar.

He said the agricultural product on sale to shopping centers, hotels, interisland or export should have a certificate of excellence showing the quality and safety assurance for consumption.

Thus, the organic farming became an excellence in the marketing of the agricultural products.

He said the components of the Food Safety Authority would promptly conduct a field observation as soon as receiving requests from farmer and farmer group to assess the requirement of obtaining the certificate of excellence. “Requirements to submit the certificate of excellence are indeed

quite strict because farmers should have a record of process ranging from land preparation, seeding, planting, fertilization, maintenance to harvest,” said Ida Ayu Pidada.

He judged that farmers or farmer groups engaged in the cultivation of vegetable and horticulture had not been taking notes about the process of production. Actually, the record data became a requirement to file a certificate of excellence that would be cross-checked in accordance with the reality in the field.

“In planting process, farmers and members of farmer groups generally note it in the calendar, not in a particular book. Therefore, it is difficult to find it when needed,” said Ida Ayu Pidada. He considered that many things should be improved in directing farmers in order they had detailed notes as the basis for applying for the certificate of excellence.

Three farmer groups in Bali that had got a certificate of excellence from the Food Safety Authority, Bali Agriculture Agency were expected to become a model for other farmer groups. “Certificate of excellence has become one of the needs of farmers and farmer groups in the face of increasing competition in the present and in the future,” he explained. Currently Indonesia is the third largest producer after Brazil and Vietnam.

Indonesia, however, needs to promote its coffee as the quality of Indonesian coffee is competitive facing coffee from other producing countries, Syarifuddin

said in Nusa Dua, Bali on Tuesday night.

Development of Indonesia`s coffee industry will concern the interest of large number of people as the industry involves many small businesses and cooperatives, he said.

He said Indonesia needs to at least maintain its positions as the third largest producers of coffee in the world. The country is the second largest producer of robusta coffee after Vietnam.

Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land.

Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Taylor Swift to co-host Grammy nominations

Grammy-winning US punk band Green Day announced Monday it has canceled upcoming tour dates and postponed shows in early 2013, as frontman Billie Joe Armstrong has treatment for substance abuse.

The band, founded in Berkeley, California in 1987, canceled nine dates between now and December, and postponed 21 shows scheduled during January and February next year, it said in a statement.

All the shows are in the United States.

“Obviously the timing for this isn’t ideal, but Billie Joe’s well-being is our

main concern,” said the band’s bassist and co-founder Mike Dirnt, without explicitly referring to the singer’s drug problems.

“We are happy to say that Billie Joe is doing well, and we want to thank you all for the outpouring of support and well wishes that we have received, and we can’t wait to see you all again soon,” he added.

Armstrong has checked in for rehab after an expletive-laden meltdown at a festival show in Las Vegas last month, according to the Los Angeles Times newspaper, which said he is being treated

for “substance abuse issues.”

Earlier this year the band announced a trilogy of albums, “Uno,” “Dos” and “Tre,” going on sale in September, November and January, as follow-ups to their Grammy-winning 2009 hit album “21st Century Breakdown.”

The second album is still due out in November, but the release of “Tre” has been brought forward to December.

Tickets for shows this year will be refunded, while new dates will be announced for the January and February shows.

Head of Apadsari Farmer Group of Batudawa Kaja, I Wayan Putra, said the area of burned forest was located above Perancak. However, up to Monday afternoon the fire was still under Kunyit Temple.

Putra said his party was busy within the past few days because of paying devotional works related to the worship on the full moon in the fifth month of Balinese calendar. Being busy, his party just saw the fire

burning the forest on Monday afternoon. Wayan Putra said that position of fire was very worrying because the burning forests and scrubs were under the Kunyit Temple.

On that account, his party imme-

diately reported it to Headman of Tulamben, Nengah Pica. The report was then immediately forwarded to the Regional Disaster Management Agency (BPBD) of Karangasem.

“If the fire is not immediately addressed or extinguished, we worry it will reach the Kunyit Temple in the upper slope,” he said.

The forest on Mount Agung had caught fire for several times in this month. The most severe fire had burned a quite extensive forest four weeks ago and last week. In the twice great fires, the protected forests in the northern, eastern to southern area were in flames at a

total area of 300 hectares. Slope of the mountain catching fire four weeks ago had looked verdant because the grass began to grow.

Meanwhile, the burned forest last week reaching hundreds of hectares above the Batudawa Kaja hamlet to the area above Kedampal hamlet, Datah village, Abang subdistrict, still looked black or charred.

Last week, the forest on the highest mountain in Bali could even be said to have been engulfed by fire.

Since the fire occurred in the northern part, namely above the Daya hamlet and Pucang hamlet, Ban village. Meanwhile, on the eastern

slope, the fire occurred right above the Dukuh hamlet, in the west of Batudawa Kaja and above the Kedampal hamlet. Even, the hotspots appeared in the frontier of Nangka village, Bebandem subdistrict.

However, the fire at Nangka village did not expand because the forest in southeastern slope was quite dense and verdant as condition of the slope was more humid.

Meanwhile, the fire in the protected forest within the area of Mount Abang-Mount Agung reached tens of hectares in the area of Puragae and Pule village.

‘Skyfall’ breaks 007’s British box office record “Skyfall” has taken more in its opening weekend at the British box office than any previous James Bond film, its producers said on Monday.

Starring Daniel Craig as 007 for a third time, “Skyfall” has made £20.1 million ($32.2 million, 25.0 million euros) in Britain and Ireland since opening in both countries on Friday, according to a statement on its website.
