Originally, Union County was part of Wallowa County, along with a northeast portion of Baker County. On Feb. 11, 1887, Wallowa County was created out of the northeastern portion of the county.

The seat of Union County would go between the cities of Union and La Grande from its establishment until 1905, when it was permanently placed in La Grande.

The county has had five courthouses, the first being rented structures in both La Grande and Union. When Union was designated as the county seat in 1874, the courthouse was transferred to a new brick courthouse where the current Union High School stands. When the seat was regained by La Grande in 1905, the courthouse moved into what had been the City Hall.

While initially the county was settled by miners, the mining industrial areas were annexed by Baker County, so the primary reason for settlement was farming, which remains one of the county’s primary economic forces today.

Geography & Weather Stepping into Union County, one steps into a weather narrative markedly distinct from the lush, rain-soaked tales of the state’s western half. The geographic features of Union County significantly contribute to the local weather conditions.

Situated at an elevation of 2,785 feet, it’s positioned in a region where the weather is influenced by both the Cascade Range to the west and the larger Pacific Northwest climate. The county experiences a semi-arid climate characterized by dry, warm summers and colder, wetter winters, with an average annual rainfall of 18.9 inches.

Outdoor Recreation When it comes to outdoor exploring, Union County boasts two unique areas just minutes outside of La Grande — the Mount Emily Recreation Area and Morgan Lake.

MERA

Morgan Lake

Hiking trails at MERA range from short distances for beginners to more challenging loops up to 7.5 miles.

Mountain bikers can choose from numerous single track and trail courses.

The lake is stocked with rainbow trout each year, and primitive campsites and picnic tables are available. Take Walnut Street to get there — on its south end it becomes Morgan Lake Road.

The base for ATVs, side-by-sides, motorcycles and other motorized recreation is the Fox Hill Trailhead. Motorized access on MERA is designated to the western half of the property, above the rim. Seasonal access is allowed on ATV route 409, Igo Extension.

The park is open from the beginning of the fishing season in April to Oct. 31.

MERA features 45 miles of non-motorized trails and 45 miles of motorized trails. Owsley Canyon Trailhead and Igo Lane provide entry to an extensive set of trails that are open to hikers, cyclists and horseback riders. Routes offer views of the Grande Ronde Valley and surrounding mountains, and often wildlife.

MERA is active in the winter months as well, with crosscountry skiers and snowshoers. For more details, information about permits and camping, and detailed trail maps, go to www.meetmera.org.

Hells Canyon Scenic Byway The Hells Canyon Scenic Byway is a picturesque route that encircles the Wallowa Mountains in Northeast Oregon. With a length of 218 miles for the byway itself and 400 miles including side trips, this road trip offers a diverse range of attractions for all kinds of travelers.

Union County serves as an ideal starting point for your Hells Canyon adventure. The entire route of the byway is paved, and you will find small towns along the way that offer visitor services to cater to your needs.

During the winter months, a section of the byway between Joseph and Halfway may close due to snow.

Overall, the Hells Canyon Scenic Byway promises a memorable journey through stunning natural landscapes, cultural experiences, and the chance to immerse yourself in the beauty of the Wallowa Mountains.

Located at the end of a steep gravel road atop a mountain, Morgan Lake offers a lakeside retreat. Mere miles from downtown La Grande, the lake offers fishing, swimming, picnicking and trails. The road deters RVs, and motors are not allowed on the lake. There is plenty of room to spread out and do some exploring.

Emergency Alerts Sign up for emergency alerts In the event of an emergency, Union County Emergency Services can identify the affected area and send a message that describes the situation and may recommend the protective actions residents should take. The Emergency Notification system will automatically call out to all land-line and opt-in telephone numbers within that geographic area and deliver the recorded message once a voice is heard. If your phone line is busy, the system will attempt to redial the number three times to make contact. If an answering machine picks up the call, the emergency message will be left on the machine.

Summerville Fun Fact Summerville has a rich history rooted in its early establishment as a significant commercial and trading center in the Grande Ronde Valley.

The town was first settled in the spring of 1865 and served as a stage station on the George Thomas line of coaches. The station was operated by W.H. Patton, whose homestead became the town site. Interestingly, Summerville was named by Mr. Patton in honor of his friend and neighbor, Alexander Summerville, who had previously lived near Mr. Patton in the Willamette Valley near Harrisburg.
