When I think back to high school, one of the first people who comes to mind is my English teacher, Mrs. Anderson. I wasn't the loudest student in class, and I often questioned whether I was as capable as everyone else seemed to be. One day, after returning an essay, she pulled me aside and told me, "You have a gift for telling stories. Don't hide your voice." It was such a simple comment, but no one had ever said anything like that to me before. From that moment on, I started believing I could accomplish more than I had imagined. As the year went by, I found myself volunteering for projects, spoke up when I had ideas, and stopped letting fear of failure make decisions for me. Looking back, I realize it wasn't just because of one conversation—it was because Mrs. Anderson consistently believed in me, even during the times I struggled to believe in myself. Her encouragement became the confidence I carried into the next chapter of my life. It's easy to think that teachers are simply there to teach math, history, or English, but the best ones do something far more important. They shape the way young people see themselves. A few kind words, a little extra patience, or a teacher's belief in a student's potential can change the direction of a life. We often forget the lessons from a textbook, but we rarely forget the teacher who made us feel capable. That's the kind of impact a great teacher leaves behind.

areer transitions are rarely linear. This is especially the case for veterans, transitioning service mMilitary spouses represent one of the most capable and overlooked segments of today’s workforce. Highly educated, adaptable, and experienced in navigating change, they bring a level of resilience that’s difficult to replicate. Despite these strengths, military spouses continue to face disproportionately high rates of unemployment and underemployment. During Military Appreciation Month, we believe recognition of service should extend to the spouses who support our service members. It should highlight how these spouses’ careers are often shaped and disrupted by service. When we recognize all that military spouses bring to the table, we can open up opportunities that offer benefits at the individual, familial, and community level.

The Reality Behind the Numbers

The data tells a clear story. They are driven by structural challenges: frequent relocation (every two to three years, on average—signifcantly higher than their civilian counterparts), inconsistent access to professional networks, licensing barriers across state lines, and employer misconceptions about long-term retention. At Hire Heroes USA, we see these patterns firsthand. They show up in daily conversations with clients who are ready to work, qualified to contribute, and actively seeking opportunities that match their experience—but struggling to find them. Unemployment is only part of the story. Working in roles that fall below one’s qualifications or earning potential carries its own set of consequences. For military spouses, underemployment can mean stalled career progression and diminished earning power over decades. These impacts compound with each move, making it increasingly difficult to build momentum in a long-term career. This effect extends beyond the individual. Reduced earning potential affects household financial stability, while the stress of career disruption can influence broader family dynamics. At scale, these challenges also have implications for military retention. Research shows that military spouses who are dissatisfied with military life are more than six times more likely to want their active-duty service members to separate. “Underemployment can be incredibly disheartening,” shared Brooke Creek, a military spouse and Donor Relations Specialist at Hire Heroes USA. “I knew my worth and potential, but I was often seen as a liability by employers, not an investment. Each relocation meant starting over in a new city. Military families make it work because we have to, but the financial strain of trying to provide for your household on a Junior Enlisted income and part-time, inconsistent work can be an obstacle that some cannot overcome, deciding to leave service sooner than they’d planned.”

The Education vs. Opportunity Gap

“Military spouses are one of the most educated segments of the workforce,” says Kelly Kelly, Hire Heroes USA’s Serving Spouses Program Manager and military spouse. “In our 2025 data, over 64% held a bachelor’s degree or higher.” However, education doesn’t always translate into opportunity, as there’s a persistent gap between qualifications and job placement. “The majority of hires were in administrative, customer service, or clerical roles,” Kelly continues. In addition to degrees, many military spouses also hold advanced certifications and specialized training across a range of industries. But frequent relocation, employment gaps, and licensing barriers are often misinterpreted by employers, and lead to clients accepting entry-level roles despite being qualified for mid- to senior-level positions. Roles that align with a military spouse’s experience are often out of reach due to location constraints, employer hesitation, or rigid hiring practices. “Degrees and certifications don’t always translate because the system still prioritizes linear career paths, something military spouses rarely have,” Kelly says.

Bastian says this is one of the biggest challenges, and one she has personally experienced. “A lot of traditional hiring systems simply weren’t built with military spouses, or mobile talent more broadly, in mind, which means strong candidates are often screened out early,” she says. “Things like résumé gaps or multiple short-term roles can raise red flags on paper, even though they’re often the result of a PCS or family needs—not a lack of experience, capability, or commitment.” Location limitations can also hinder military spouses’ progress, like when roles have in-office requirements, or if remote work isn’t available. However, Bastian says current changes in the workforce, such as skills-based hiring and flexible work structures, can be advantageous for military spouses. “Instead of focusing only on job titles or how long someone stayed in a role, employers are starting to look

State and Local Employees Views on Their Jobs, Pay and Benefits

At

a time when state and local governments are struggling to attract and retain employees to deliver vital taxpayer services, a new national poll finds that retirement and healthcare benefits are critically important job features, more so than salary. These benefits are viewed as a powerful recruitment and retention tool, with nearly all state and local workers (93 percent) saying that pensions incentivize public workers to have long public service careers, and 94 percent agreeing that a pension is a good tool for both attracting and retaining employees. These findings are contained in new research, State and Local Employee Views on Their Jobs, Pay and Benefits . The findings are published by the National Institute on Retirement and based on research conducted by Greenwald & Associates. NIRS also has published three professions fact sheets that provide a deeper dive on the views of teachers, firefighters and law enforcement professionals. The research also finds that cutting benefits could have severe workforce consequences. Some 73 percent say they would be more likely to leave their job if their pension were cut, and 79 percent say they would be more likely to leave their job if their healthcare benefits were cut. And in contrast to conventional wisdom that Millennials are “dissatisfied job hoppers,” the research finds that 84 percent of Millennials working in state and local government are satisfied with their current job. Nearly three-fourths (74 percent) say a pension benefit is a major reason they chose a public sector job, while 85 percent say they plan to stay with their current employer until they are eligible for retirement or can no longer work.

State and local employees have mixed views on the competitiveness of their salary and compensation, but the vast majority agree they could earn a higher salary in the private sector and a pension factors into the competitiveness of their compensation.

Only 22 percent of state and local employees say their salaries are very competitive, and 80 percent say they could earn a higher salary in the private sector.

Benefits are viewed as a powerful recruitment and retention tool across state and local government professions.

The key research findings are as follows:

State and local employees place a high value on serving the public and their community, and are generally satisfied with their job despite high stress. The vast majority (89 percent) of state and local employees are satisfied with the ability to serve the public aspect of their job. Some 85 percent are satisfied with their jobs, while 71 percent say their jobs are stressful.

Benefits are among the most important job features for state and local employees.

Health insurance is very important to 78 percent of state and local employees, and retirement benefits are very important to 73 percent. Salary is less important, at 71 percent.

Nearly three-fourths (72 percent) of state and local employees are confident they will be financially secure in retirement. But, 86 percent are concerned about cuts to their retirement benefits while 85 percent are concerned about government officials underfunding their pension.

Cutting state and local employee benefits could drive them out of the public workforce.

More than half of state and local employees (58 percent) say that switching them out of a pension into an individual retirement plan, like a 401(k)-style plan, would make them more likely to leave their job. Some 73 percent say they would be more likely to leave their job if their pension were cut, and 79 percent say they would be more likely to leave their job if their healthcare benefits were cut.

These medicines are used to treat many illnesses involving the heart, lungs, bones, and brain. Nuclear medication is also commonly used to treat many kinds of cancer. Nuclear Pharmacists will also use different radioactive drugs to identify what a patient could be suffering from when other medical diagnosing techniques or medical treatment techniques don’t work. For instance, a patient might need to have a small amount of radioactive material placed into their bloodstream to be used to trace where a certain concentration of illnesses or ailments are within a patient. In addition, Nuclear Pharmacists might develop and help patients through the compounding, dispensing, and procurement of radioactive pharmaceuticals for patients. Most Nuclear Pharmacists work side by side with other healthcare professionals directly involved in nuclear medicine

Perfusionist

When people think of the team that performs major heart surgery, most people think of the Surgeon, or Anesthesiologist. While these are certainly key components of the team, an equally important member is the Perfusionist. This highly trained individual is responsible for operating the cardiopulmonary bypass machine or the “heart-lung” machine. This machine is responsible for performing the function of the heart during heart surgery. The perfusionist is responsible for maintaining the patient’s circulatory system and respiratory systems during surgery. To become a perfusionist, one must complete a perfusion training program. Programs are offered all across the U.S. and take a minimum of four years. And although this may seem like a long time, the median salary of $121,995 makes it worth the effort. Perfusionists typically spend most of their time in the operating room and work with other healthcare professionals to measure certain blood metrics and phyisological states to ensure that the patient’s respiratory and circulatory system are operating properly throughout the surgery.

Wound-Care Specialist

The specialty of wound care revolves around the treating, bandaging, and treating of patient’s flesh wounds such as burns,

unhealed surgical incisions, and bed sores. The primary concern of a wound-care specialist is preventing infection and speeding up recovery time. Wound Care Specialists are designed to help treat patients that are suffering from mild to severe wounds that need to be taken care of. Most Wound Care Specialists will spend most of their day evaluating and assessing patient wounds, establishing a treatment plan, administering stitches or wound management devices, interacting and consulting with other healthcare professionals and Physicians, cleaning and bandaging wounds, and monitoring the healing process with the patient. Wound Care Specialists are also in charge of educating their patients about what to look out for throughout the course of the healing process, and what kind of prevention strategies they should use to ensure their wound doesn’t get infected or susceptible to foreign bacteria. Most wound-care specialty clinics require that applicants be a licensed, registered nurse, PT, OT, or related healthcare professional. If this requirement is met, applicants are eligible to complete the wound-care certification.

Pedorthist

A Pedorthist is a healthcare professional who is trained to make specialized footwear for patients with conditions involving lower extremities and feet. A Pedorthist assesses the patient’s condition and makes the necessary modifications to their footwear or corrective devices in order to assist in their recovery or rehabilitation. Other, less severe cases that can require the expertise of a Pedorthist include instances of flat feet, bunions, or diabetes. Continued on page 29

Pedorthists will help patients by fabricating, fitting, adjusting, and modifying different devices that help patients get over the pain they might suffer from a certain ailment, illness, or disabilities associated with their foot or ankle. These ailments or disabilities can cause significant pain for patients and traditional devices might not be sufficient in assisting the patient with overcoming their pain. Pedorthists assist patients with recognizing whether or not they need a custom fabricated device or whether they can use a traditional device to support their foot and ankle. Pedorthists also work with other healthcare professionals to develop or design devices that will help identify potential structure, nerve, circulation, joint, or skin conditions that a patient might be suffering from for quicker treatment procedures. In some cases, Pedorthists will work with patients to determine whether or not a Physical Therapist is needed to help treat a patient and assist them with returning to their normal function and routine. In order to be awarded the title of Certified Pedorthist (C. Ped.) one must meet the following criteria: A high school degree, GED, or college degree. You must complete the National Commission of Orthotic and Prosthetic Education education course. And you must also complete 1,000 hours of pedorthic care, either before or after completing the education program.

Cytotechnologists spend a large chunk of their day studying different microscopic cell abnormalities and attempt to identify different bacterial infections, cancer, viral infections, meningitis, amongst other serious illnesses and diseases. Cytotechnologists are also in charge of working independently to analyze and interpret different specimens for certain fluid and tissue issues that a patient could be suffering from. Cytotechnologists also frequently try to identify any potential abnormalities in the shape, size, and color of cellular and components. If you’re passionate about working in a laboratory and identifying cellular structures that could impact how a patient is feeling or how the makeup of their cell affects their overall health and well-being, then you should consider a career as a Cytotechnologist. To become a Cytotechnologist, one must complete a cytotechnology program accredited by the Commission on Accreditation of Allied Health Education Programs (CAAHEP) and the national certification exam offered by the American Society for Clinical Pathology (ASPC). If this is the career path that you choose to pursue, you can expect to earn, on average, $70,800 per year. And with about 165,000 cytotechnologists currently employed, growth trends are expected to continually increase over the next 15 years to an estimated 250,000 by 2030.
