a actividad minera en Guatemala está creando un estado de confusión. Cada vez son más las organizaciones e individuos que se suman a condenarla. La respuesta para algunos es muy lógica: el país no percibe ningún beneficio. Hospedar minerías no nos sitúa en ninguna red de países desarrollados, no se sube ningún escalón en la larga lista de déficits que contempla el país y por el contrario, nos pone en el mismo mapa de sociedades en vías de desarrollo que ahora sucumben con todo y sus ecosistemas por prácticas no sostenibles.

Lamentablemente a la hora de la negociación, las puertas han estado cerradas para aquellos que se ven directamente afectados.

EntreMundos hablamos sobre la construcción de hidroeléctricas y cómo resulta fácil para una maquinaria acostumbrada al acoso mover o masacrar a los afectados.

La intención de dedicar esta edición a la Minería contempla dos objetivos: presentar los datos y darle voz a quienes demandan justicia. El tema resultaba complicado, no queríamos convertirnos en un panfleto que apoyara X o Y argumento. Sin embargo, ha sido difícil no tomar partido. La actividad minera está siendo nociva para el país y su sociedad.

No se puede hablar del tema con polarizaciones simplistas como: “los ecologistas están en contra del desarrollo”. La situación va más allá, se están violando los derechos individuales y comunitarios de un gran sector que ha sido relegado durante siglos. Se está

imponiendo un sistema de desarrollo obsoleto, para perennizar el atraso de casi todos y perpetuar el poder en unos cuantos.

Con la diferencia de que esta actividad trae consigo el atraso añadido a enfermedades que el Estado no tiene capacidad de soportar.

El panorama no resulta muy alentador.

Estaremos a la espera de una estrategia de solución enmarcada en el respeto. Y mientras tanto seguiremos firmes en la condena de actividades que atenten contra los derechos humanos básicos.

M

ining in Guatemala has created a state of confusion. More and more organizations and individuals are adding themselves to condemn it. The answer for some is quite logical: the country receives no benefit. Hosting the mining activity is not placing the country in any network for developed countries, it is not helping us to scale a step in the long list of deficits that the country has and on the other hand, it puts us on the same map of developing countries that are killing their ecosystems by unsustainable practices.

Unfortunately at the time of negotiation, the doors were closed for those who are directly affected. It is not the first time, and in the pages of EntreMundos we have

talked about the construction of hydroelectrics and how easy it has been for the machine of the system to either harass or massacre the affected communities.

The intention to dedicate this edition to Mining involves two objectives: to present the facts and give voice to those seeking justice. The issue was complicated, we did not want to become a handout to support X or Y argument. However, it has been difficult not to take sides. The mining activity has been harmful to the country and its society.

You cannot talk about it with simplistic polarizations such as: "environmentalists are against development." The situation goes beyond the violations to the rights of the individuals and its communities. We are talking about a large sector that has been

neglected for centuries. These practices belong to an obsolete system, which perpetuate the nullification of almost everyone and perpetuate the power of a few.

The difference is that this activity involves other problems such as diseases that the state has no capacity to bear.

In the following pages you will find articles trying to find an answer to the following questions: What damage is produced by mining? Who owns the profits? What actions have been taken to reverse the damage?

The picture is not very encouraging. We will be waiting for a strategy of solution framed in respect. In the meantime we keep ourselves firm on condemning activities against basic human rights.

n 1892 Marcel Proust was asked to respond to his friend Antoinette Faure through taking a test with 31 questions about his personality. Over time, this test was renamed the "Proust Questionnaire" and has been widely used for very different characters to define themselves. The authentic manuscript of the Proust questionnaire was auctioned in Paris five years ago for 120,000 euros.

We asked one of our our writers and this issue’s featured volunteer, Fabiola Arivillaga, to answer the questionnaire, and here are some of her responses...

uatemala tiene una larga historia en cuanto a abusos por la minería de metales. Compañías del norte, reciente y notablemente canadienses, creen que pueden venir a este país y hacer lo que quieran. Hasta ahora, esto parece estar molestamente muy cercano a la realidad.

During the treatment phase, toxic chemicals like cyanide, lead and zinc are used to separate the profitable metals from the “waste.” Gases from these processes contaminate the air, and ground water is poisoned by the residue of treatment chemicals. Accidents and leaks during the transportation of the chemicals are also frequent occurrences.

Desarrollo económico y bienestar Ruth E Brink, Ph D, RN, CPNP A primera vista, la situación de las mujeres y los niños pequeños y el desarrollo económico de un país puede parecer que tienen poca relación.

S

in embargo, la ciencia del desarrollo infantil ha demostrado que la economía de una familia y un país, está estrechamente ligada a los aspectos sociales de cómo las mujeres y los niños son tratados, así como a los aspectos físicos y ambientales. Los que trabajamos en las ciencias hemos sabido esto durante muchos años, sin embargo no se ha explicado bien esta relación de manera que pueda ser claramente entendida por todos.

C

uando un niño nace, hay muchas neuronas (vínculos físicos) en el cerebro que son desarrollados por la interacción con el medio ambiente o desaparecen y, esencialmente, "mueren". Un estudio bien conocido que apoya esto fue realizado por primera vez por Napoleón, quien querían saber cómo los bebés aprenden a hablar. Él tomó un grupo de niños y a sus cuidadoras (no sus madres) y los puso en una isla. Las cuidadoras alimentaban a los bebés, ocupándose por ellos en un nivel básico, sin hablarles y sin entablar otras interacciones, y luego debían observarlos de cerca para ver cómo aprendían a hablar.

e hecho, luego de algunos meses en el experimento todos los niños murieron. Sin el estímulo del contacto físico, la voz, la comodidad y la atención general que administra una madre, estos niños

languidecieron, no hubo crecimiento, con el tiempo dejaron de comer y murieron.

U

na investigación más reciente ha confirmado, aunque con muy diferentes tipos de estudios, que los bebés que están en un ambiente rico en estímulos, como un montón de contacto físico, las interacciones con los cuidadores que incluyen el habla, la exposición a diferentes texturas de los alimentos y prendas de vestir, otros objetos, etc, la oportunidad de explorar su medio ambiente con todos sus sentidos: visión, audición, olfato, tacto, gusto mantiene y crea nuevas neuronas. La exposición continua en los primeros 3 años de vida a estos estímulos ayuda en la ampliación de vocabulario, así como las oportunidades de interactuar con todos los aspectos de su entorno aumenta el desarrollo cognitivo y puede medirse en los estudios de resultados en los años venideros.

con la capacidad de pensamiento abstracto, crítico y creativo, junto con la capacidad de aprender y manejar las herramientas de la tecnología.

Relativamente pocas personas pueden mantenerse a sí mismos y a sus familias en los sectores agrícola y de con estilos de vida del pasado. Los niños necesitan un inicio adecuado en la vida actual para desarrollar los procesos de pensamiento y capacidad de participación en la sociedad del mañana. A fin de desarrollar las competencias necesarias para los adultos, todos los niños necesitan contar con los recursos físicos y ambientales desde el momento de la concepción en adelante para crecer, aprender y prosperar.

or todas estas razones los Objetivos del Milenio de la Organización Mundial de la Salud incluyen 4 de los 8 objetivos específicos para los servicios de mujeres y niños. Estos se basan en la evidencia encontrada por numerosos estudios de investigación que demuestran que, con recursos suficientes, en particular para las niñas que, después, proveen para el bienestar de la familia de una manera inteligente, reflexiva y cuidadosa, los recursos, aun cuando escasos, son mejor utilizados y la más juiciosa inversión para el desarrollo futuro.

Economic Development and Well Being

Ruth E Brink, Ph D, RN, CPNP At first glance, the status of women and young children and the economic development of a country may seem to have little relationship to each other.

H

owever, the science of child development has shown that the economics of a family and a country are in fact closely tied to the social aspects of how women and children are treated, as well as the physical and environmental aspects. Those of us working in the sciences have known this for many years but have not done well in explaining this relationship in a way that can be clearly understood by all. hen an infant is first born, W there are many neurons (physical linkages) in the brain

that are either further developed by interaction with the environment or they disappear and essentially “die.” A well-known study that supports this was first done by Napoleon who wanted to know how infants learn to speak.

He took a group of infants and caretakers (not their mothers) and put them on an island. The caretakers were to feed the infants but only care for them at a basic level without talking to them or having other interactions, then observe them closely to see how they learned to talk. In fact, several months into the experiment all the infants died. Without the stimulation of physical contact, but also the voice, comfort and care usually given by a mother these

infants languished, did not grow, eventually stopped eating and died. ore recent research has M confirmed, though with very different types of studies,

that infants who are in an environment rich with stimulation such as lots of physical contact, interactions with caretakers that include talking, exposure to different textures of food and clothing, other objects, etc., opportunity to explore their environment with all their senses of vision, hearing, smell, touch, and taste maintain and create new neurons. ¿Qué relación hay entre una bibliotecóloga y una mina?

Sergio de León/Sat Atma Singh Debo aclarar de entrada que aquello que sé sobre minas y minería es resultado de lo que he leído y visto en los medios de comunicación o de lo que puedo intuir o deducir por mero sentido común.

Ahora, estoy casi seguro de que sé lo mismo o más de lo que sabe una cantidad de “inversionistas” que son dueños de acciones de compañías mineras.

A

esa gente lo que le interesa no es la mina. La información de dónde está la explotación, cómo es el entorno, quienes viven ahí son en realidad solo detalles insignificantes y de poco interés para quienes, dueños de los papeles o títulos llamados “acciones”, están esperando ganancias.

Q

uizás me equivoco en una cosa. Hay veces en que sí les interesa en donde queda la mina y es que ellos siempre están interesados en una cosa que llaman “clima”.

Ah, pero no se hagan ilusiones, que esa preocupación está muy distante de tener una connotación ambiental. Lo que a ellos les llama la atención es saber si el gobierno en donde están operando el yacimiento favorece el “clima de negocios”, el cual consideran propicio cuando básicamente les permiten hacer lo que les dé la gana. Es decir, mientras menos control del gobierno, mejor, más desprecio hacia las comunidades, menos fiscalización ambiental, y más corrupción. No importa si la mina queda en el mismísimo infierno, las mineras están listas y prestas para ir hasta allí si el “clima” es el adecuado.

Q

uiero referirme ahora a eso que llaman “acciones”, que en este contexto tienen un significado completamente contrario al que viene a nuestra mente cuando usamos esa palabra. En realidad los dueños de las acciones son personas que no hacen absolutamente nada, al menos en el contexto de la mina y la minería. Definitivamente el dueño de la acción no usará jamás un casco con una lámpara en la frente ni empuñará un pico para ir a cavar túneles. El dueño

de una acción -muy probablemente dio su dinero a un “corredor” y fue éste quien dispuso que ese dinero fuera invertido en una compañía que necesitaba unos cuantos millones de dólares para la lucrativa tarea de arrasar un bosque y destruir una montaña en Senegal, en Ecuador, o en San Marcos, Guatemala. Así que la tal acción no es una acción en sí misma, pero sí puede ser detonante de un proceso con consecuencias irreversibles, porque por más avances que la actual civilización ha logrado, todavía una montaña tal como Dios la creó es una montaña muy distinta a la que puede quedar después de que la minera la haya desbaratado.

ero volvamos al accionista y vamos a imaginarnos a ese personaje sentado detrás del mostrador de una biblioteca en donde en realidad sí trabaja y en donde aprovecha sus momentos de ocio para instruirse en la lectura de textos budistas y en libros de destacados defensores de la naturaleza Cree que el budismo es una religión y estilo de vida que inviste de un gran virtuosismo a las personas y si tan solo ella tuviera suficiente voluntad se decidiría a profesarlo, pero aún no está lista. Y sobre la naturaleza está convencida de que el Hombre, por ser la especie en la cima de la pirámide evolutiva, tiene la responsabilidad de proteger al resto de animales, plantas y hábitats para evitar una catástrofe climática.

L

ucille, vamos a llamar a nuestro personaje, suele mantener largas y aguerridas conversaciones sobre esos tópicos con su círculo de amigos, pues no todos entienden sus puntos de vista. Todos son muy cultos, igual que ella. Tienen un trabajo con beneficios laborales y horario fijo. Sus ingresos les permiten vivir holgadamente en el suburbio de alguna ciudad de la Costa Oeste de Estados Unidos y todavía tienen posibilidad de ahorrar una porción que cada cierto tiempo le dan a ese audaz personaje que llaman “corredor”, quien periódicamente vuelve a visitarlos y les lleva un cheque con un monto que multiplicó varias veces el dinero que inicialmente le entregaron para invertir.

J

ustamente en uno de esos paísitos, la compañía minera en la que el corredor invirtió la plata de Lucille desarrolla un proyecto de explotación de... digamos, oro. Ya repartieron las mordidas entre los funcionarios respectivos y supieron de antemano cual sería una oferta ventajosa para adju-

dicarse la concesión minera, ya subcontrataron una compañía que les proporcionará camiones, tractores, maquinaria pesada y también trabajadores. Al mismo Ministro de Minas le entregaron una considerable suma que transferirá a su colega de Seguridad con el objetivo de sufragar las operaciones necesarias para garantizar el éxito del proyecto, pues resulta que existe un pequeño inconveniente con una pequeña población de indígenas que viven justo en el lugar en donde el buen Dios puso un rico yacimiento aurífero y su presencia, sus casas y sus cosechas, estorban al progreso de la civilización.

What is the Relationship Between a Librarian and a Mine ?

hat investors are interested in, is not the mine. Information on where the mine is, what the environment is like, who lives there etc, these are really only insignificant details and of little interest to those who sign the papers or "actions" They are expecting earnings.

M

aybe I'm wrong about one thing.

There are times when they are interested in where the mine is and they are always interested in something they call "climate." But don’t be fooled, this concern is far detached from environmental connotations. What concerns them is whether the government where the mining company is operating favors the "business climate", which they consider most opportune when they are basically left to do what they want. That means the less government control the better, which leads to more contempt for the communities, less environmental inspection, and more corruption. No matter if the mine is in hell, miners are ready and willing to go there if the "climate" is appropriate.

I

I should clarify from the outset that what I know about mines and mining is the result of what I've read and seen in the media or what I can tell by mere intuition or common sense.

Now, I'm pretty sure I know as much or maybe more than many "investors" who own shares in mining companies.

turn now to what they call "actions", which in this context has a completely opposite meaning to what comes to mind when we normally use that word. In fact the shareholders are people who do absolutely nothing, at least in the context of the mine and mining. Definitely the owner of an action will never use a helmet with a lamp on the front or brandish a pick to go dig tunnels. The owner of an action most likely gave their money to a broker and it was they who decided that money was invested in a company that needed a few million dollars for the lucrative task of destroying a forest or a mountain in Senegal, Ecuador, or San Marcos, Guatemala. Thus such action is not an action in itself, but it can be a trigger for a process with irreversible consequences.

B

ut back to the shareholders.

Imagine a person sitting behind the counter of a library where she works and where for her entertainment she reads Buddhist texts and works by prominent conservationists. She believes Buddhism is a religion and lifestyle that gives great virtuosity to people, if only she could make the decision to become one, but she is still not quite ready. She is equally convinced that Man, being the species at the top of the pyramid of evo-

lution, has the responsibility to protect the rest of the animals, plants and natural habitats in order to avoid a climate catastrophe.

L

ucille, we will call our character, usually likes to hold long conversations about these topics with her circle of friends, but not everyone understands their views. All are highly educated, like her. They have jobs with employee benefits and schedules. Their income allows them to live comfortably in the suburbs of a West Coast U.S city and still have the opportunity to save a portion of their income. Every so often they give some to that bold character called a broker, who regularly returns to visit and gives them a check for several times the money they initially invested.

I

n just one of those little countries, the mining company in which the broker has invested her money develops a mining project in... say, gold. They have divided up the bribes between the respective officials so they know exactly who will be the successful bid for the mining concession. A company has been subcontracted to provide them with trucks, tractors, heavy machinery and workers. At the same time the Minister for Mines transferred a considerable amount to his colleague the Minister for Security in order to cover operations necessary to ensure the success of the project. It turns out that there is a slight problem with a small indigenous population living exactly in the place where the good Lord put a rich gold deposit, and their presence, their homes and crops, may hinder the progress of civilization.

W

hat can the indigenous community know of how much is being quoted for an ounce of gold on international markets and the importance of this precious metal in the manufacture of the latest technology?

Así que, viendo el tamaño de la tajada, el menesteroso ministro de Seguridad envía 500 efectivos en camiones hasta la remota localidad para desalojar a los invasores de la concesión. Los inermes campesinos hacen lo que pueden para evitar que esos policías ataviados de cascos y protectores y sosteniendo unos sólidos escudos transparentes como el vidrio destruyan e incendien sus casas y maizales, pero por más que luchan son vencidos. Murieron cinco en el choque y otros 32 fueron detenidos y acusados de terrorismo.

L

a bibliotecóloga se entera del enfrentamiento entre indígenas y policías y se pregunta cómo pueden actuar con semejante brutalidad. Ni se imagina que quizás parte de su dinero sufragó la gasolina con que esos uniformados fueron transportados.

F

inalmente, la mina comienza a operar y las maquinas empiezan cortar rebanadas de la ladera mientras otras remueven piedras y con dinamita hacen volar en pedazos los peñascos. Los árbo-

les ya fueron talados, la fauna huyó. Los trozos de montaña son sumergidos en pozas llenas de ácido arsénico porque esa sustancia tiene la facultad de disolver el oro y así logran que las piedras suelten ese rico material. También tiene la facultad de envenenar con una sola gota, cualquier manantial y fuente de agua cercana.

La tierra y piedras exprimidas son amontonadas en otro lado y se va formando una montaña de despojos estériles... el oro viaja en aviones o barcos hasta las fábricas tecnológicas.

E

l “corredor” se asoma nuevamente a donde Lucille y le entrega no solo el cheque sino una botella de champán para festejar que esta vez fue superlativamente exitoso el rendimiento de su inversión. La bibliotecóloga le agradece pero rechaza la botella, desde la semana pasada profesa el budismo porque quiere elevar su consciencia, quiere viajar a Tibet con parte de las ganancias de su inversión, la otra parte se la da al intermediario y le pide que la reinvierta.

hey do not know either about the insatiable demand for digital music players or the latest cellular superphones consumed without restraint in more developped cities.

S

o, seeing the size of the slice, the needy Security Minister sends 500 troops in trucks to the remote village to evict the undesirables from the mining concession. The unarmed peasants do what they can to stop the officers wearing helmets and riot shields destroy and burn their houses and cornfields, but despite fighting, they are defeated. Five die in the clash and 32 others are arrested and accused of terrorism. The librarian becomes aware of the confrontation between community and police through the media and asks how soldiers can act with such brutality. Little does she know that perhaps some of her money financed the gasoline that brought the soldiers to the village.

F

inally, the mine begins operating the machines and starts cutting

slices off the hill, while others remove stones and dynamite the rocks. The trees are felled, the animals flee. The pieces of rock are dipped in mountain pools full of arsenic because this substance has the power to dissolve the gold from the stones and release this rich material. It has the power to poison any water source nearby with a single drop. The earth and crushed stones are stacked on the other side and build up into barren mountains.

The gold travels by airplane or ship to technological factories.

T

he broker returns to Lucille and gives her not only the check but

also a bottle of champagne to celebrate the supremely successful return on her investment. The librarian appreciates the gesture but rejects the bottle, since last week she finally decided to accept Buddhism. She wants to raise her consciousness and wants to travel to Tibet with some of the profits from her investment. The other part is given back to the broker and she asks him to reinvest.

A lo largo de la historia, la minería en Guatemala ha sido en gran medida dirigida por las empresas extranjeras y sus intereses, a menudo causando conflictos entre estas empresas y las comunidades locales.

E

n los últimos años, algunos de los derechos humanos y las cuestiones medioambientales vinculados a la minería han aparecido en la prensa nacional y preguntas acerca de por qué masivas corporaciones internacionales deben tener la oportunidad de minería y exportación de materiales preciosos del país, se están planteando.

R

ecientemente con mi trabajo, tuve la oportunidad de visitar una comunidad muy pequeña, de aproximadamente 200 personas, ubicada a las afueras de la ciudad capital, en Villa Nueva. La tierra en la que viven en pertenece al estado, y mientras originalmente hubo una propuesta de que el terreno se utilizara para la vivienda social (de hecho la gente vive allí), en el año 2000 una empresa minera internacional obtuvo los derechos de comenzar a retirar el material de construcción conocido como selecto de la montaña. Durante una visita a la COCODE (Coalición de la Comunidad para el Desarrollo), pude ver fotos de la comunidad antes de que la arenera llegara.

acabados para la operación. medida que la montaña estaba siendo removida, literalmente, por debajo de la comunidad, terminaron en una parcela cuadrada grande, en alto por encima del resto de la tierra, algo así como un conjunto en la parte superior de un pastel de bodas. La calidad del aire para ellos, como es de esperar, es increíblemente llena de polvo; prácticamente sin árboles, en un tramo de pequeño desierto. La operación minera ha sido criticada en los últimos años en condiciones ambientales, pero los derechos de las comunidades históricamente han sido las cuestiones que quedan en el fondo. En enero de este año, sin embargo, la negociación entre el gobierno, la comunidad empresarial llegó a su culminación. La Arenera había empezado a hacer un túnel debajo de la comunidad, creando una situación de vida de alto riesgo para las familias que llaman a esa tierra su “hogar”. El gobierno intervino y varias propuestas fueron dadas a los residentes de la comunidad, incluyendo una mudanza a una propiedad privada en donde pagarían el alquiler, contar con tierras subvencionadas por el estado o permanecer a la espera de que la colina colapse. Entre la comunidad hay una gran cantidad de desacuerdos. Como siempre ocurre cuando las personas se retiran de la tierra que habitan, había familias que simplemente no quería moverse, a pesar del riesgo para sus vidas. El mes pasado, la comunidad estaba convencida de que se irían de la tierra, y serían reubicados a través de un programa del gobierno. Al momento de escribir este artículo,

el lugar al que se moverá aún no está decidido. a minería existe en muchas partes de Guatemala, desde las tierras altas occidentales de los departamentos costeros del Caribe, en donde se extrae oro, plata, zinc, níquel, selecto, jade y piedra caliza.

Durante muchos años las organizaciones de derechos humanos han documentado las violaciones a las comunidades locales y los extranjeros ahora están aprendiendo sobre estos temas durante su visita al país. En general la adquisición de tierras, título de concesión y legalización son temas difíciles en Guatemala. Debido en gran medida a los 36 años de guerra civil, durante el cual muchas personas fueron desplazadas de sus tierras, las disputas sobre propiedad de la tierra todavía existen en muchas partes del país. Últimamente la minería en los departamentos de San Marcos e Izabal ha estado recibiendo mucha atención debido al perfil de mina internacional grande, la resistencia comunitaria a la minería y la subsiguiente violencia en esas zonas. Aprender sobre la minería en Guatemala puede ayudar a que los extranjeros actúen como enlaces internacionales para asegurarse de que, si bien estos materiales pueden ser expulsados del país, las poblaciones locales están sufriendo excesivamente durante el proceso.

n the past few years, some of the human rights and environmental issues linked to mining have shown up in the national press and questions about why massive international corporations should have the opportunity to mine and export precious materials from the country, are being raised.

R Originally from the city of Minneapolis, Gina Spigarelli has lived in Xela since 2006. She has worked at various national and international N.G.O.s and is currently the Manager of International Donor Relations at Habitat for Humanity Guatemala.

ecently with my job, I had the opportunity to visit a very small settlement community of about 200 people located just outside the capital city, in Villa Nueva. The land they are living on belongs to the state, and while there was originally a proposal that the land would be used for social housing (indeed people live there), in 2000 an international mining company was given rights to begin removing the construction material known as selecto from the mountain. While visiting with the local COCODE (Community Coalition for Development), I was shown photos of the community before the arenera arrived.

Kilometers of forest had been clear cut for the operation. As the mountain was being removed, literally, from underneath the community, they ended up on a large square plot, raised high above the rest of the land, somewhat like a tier on top of a wedding cake.

T

he air quality for them, as can be expected, is incredibly dusty; with virtually no trees, they are elevated into a small desert plot. The mining operation has been criticized over the years on environmental terms, but the community rights issues have historically been left in the background.

In January of this year, however, negotiation between the government, the business and the community reached its culmination. The arenera had begun to tunnel under the community, creating a high-risk living situation for the families who call the land home. The government stepped in and several proposals were given to the community residents, including moving to private land and paying rent, being provided with statesubsidized land or staying and waiting for the hill to collapse.

Among the community there was a lot of disagreement.

As is always the case when people are removed from the land they inhabit, there were families that simply did not want to move, despite the risk to their lives. Last month, the community was convinced to move off of the land, and will

be resettled through a government program. At the time of writing this article, where they will move is still undecided.

M

ining exists in many par ts of Guatemala, from the Western highlands to the Caribbean coastal departments, extracting gold, silver, zinc, nickel, selecto, jade and limestone. For many years human rights organizations have documented the abuses to local communities, and now more and more foreigners are taking advantage of learning about these issues while visiting the country. In general, land acquisition, title granting and legalization are difficult topics in Guatemala.

Due greatly to the 36 year civil war, during which many people were displaced from their land and many government titles became defunct, disputes over land ownership still exist in many parts of the country. Lately specific mines in the departments of San Marcos and Izabal have been getting a lot of attention due to the profiles of the large international mines, the community resistance to the mining and the subsequent violence in those areas. Learning about mining in Guatemala can help foreigners act as international liaisons to be sure that while these materials may be removed from the country, the local populations are not unduly suffering during the process.

Lo que nos deja la actividad minera Andrés Cabanas

La represión actual se inscribe en el marco de una actividad económica altamente cuestionada, que acarrea muchos riesgos y ofrece pocos beneficios sociales: la minería.

L

a extracción de metales a cielo abierto es un negocio lucrativo y un vigoroso instrumento de acumulación económica, pero también una ruinosa inversión social. Las empresas mineras presentan un bajo índice de generación de empleo, apenas aportan en concepto de pago de impuestos y afectan a la salud de las personas y al buen estado del medio ambiente. “La explotación minera nos lleva hacia una deforestación brutal. Una montaña tarda millones de años en formarse. Es como quitarle el corazón a alguien”, afirma el economista Rafael Piedrasanta Arandi.

U

na por una, las razones favorecen a los detractores de la minería y defensores de otro modelo de desarrollo. Hace diez años ya que las empresas no tributan el seis, sino el uno por ciento de sus ganancias declaradas. Según explica Leonor Hurtado, “en 1997, durante el gobierno de Alvaro Arzú, se aprobó la nueva Ley de Minería, que limita los beneficios para el país y favorece a las compañías. El 99 por ciento de las regalías pertenece a las empresas extractoras”.

U

n estudio realizado por el semanario Inforpress advierte que la principal extractora de oro en Guatemala (Montana) obtendrá tras el periodo de explotación unos ingresos brutos aproximados de

1.664 millones de dólares al precio actual de la onza de oro, mientras que, a cambio, aportará apenas 60 millones en concepto de regalías. Además, tanto los mecanismos semifraudulentos de exención como la debilidad de los controles estatales debilitan el aporte económico. La Montana se acogió incorrectamente al Decreto 29-89, Ley de Fomento y Desarrollo de Maquilas, que exime de pagar hasta 2008 el total de los derechos arancelarios y los impuestos de importación sobre la renta y el valor añadido. Sin embargo, tras la publicación en prensa de varias denuncias, la empresa renunció “voluntariamente” a estos privilegios, valorados en cinco millones de dólares anuales.

L

a actividad minera presenta uno de los menores índices de generación de empleo (directo e indirecto) y, por otro lado, causa un fuerte impacto sobre la salud de las personas. Para llevar a cabo el proceso de lixiviación, es decir, para separar el metal extraído de la roca que lo contiene, se utiliza cianuro y se emplea una gran cantidad de agua. Según Brigadas de Paz Internacionales, el proyecto de Montana necesita 250.000 litros de agua por hora, el equivalente a lo que una familia campesina consume en veintidós años.

L

os beneficios de la actividad minera no se distribuyen entre toda la comunidad, sino que son absorbidos por un reducido grupo de empresarios vinculados a la familia gobernante. Así lo demuestran las investigaciones realizadas por Luis Solano, que sitúan a parientes y socios comerciales del expresidente Oscar Berger en la empresa Montana, en la Compañía Guatemalteca de Níquel de Izabal e incluso en grandes proyectos hidroeléctricos como el de Xálala, rechazado por la población el pasado 21

de abril y que afecta a comunidades de Uspantán, Alta Verapaz e Ixcán.

E

n este contexto, no resulta extraño que las consultas populares hayan dejado claro el rechazo unánime no sólo a la explotación minera sino también a la actuación de grandes hidroeléctricas o empresas petroleras. Estas consultas, que constituyen un ejercicio de democracia directa y van precedidas de procesos de información y análisis, ofrecen cifras superiores al 95 por ciento de oposición en los doce municipios en que se han desarrollado desde 2004: Comitancillo, Sipakapa y Concepción Tutuapa (Departamento de San Marcos); Colotenango, Concepción Huista, San Juan Atitán, Santiago Chimaltenango, Todos Santos Cuchumatán, Santa Eulalia y San Pedro Necta (Departamento de Huehuetenango); Ixcán (Departamento de Quiché) y Río Hondo (Departamento de Zacapa).

P

ara hacer frente a este ejercicio de participación ciudadana se argumenta que la minería es un asunto de interés nacional (por lo tanto no restringido al ámbito de las comunidades) y se cuestionan los procedimientos de convocatoria y desarrollo de las consultas.

he extraction of metals from open casts is a lucrative business and a powerful instrument of economic accumulation, but also a ruinous social investment. Mining companies have a low rate of employment creation, as tax payers they barely contribute, and are directly affecting the health of individuals and the health of the environment.

"Mining brings us brutal deforestation. A mountain takes millions of years to form.

It's like taking someone's heart away.” Says economist Rafael Piedrasanta Arandi.

O

ne by one, it has been shown that mining opponents and the proponents of an alternative development model are right. Ten years have passed since companies are began being taxed only one percent of their reported earnings.

Leonor Hurtado explains, "In 1997, during the government of Alvaro Arzu, the new

study by the weekly Inforpress notes that the main gold extractor in Guatemala (Montana) obtained, after the end of its contract, approximate gross operating revenues of 1,664 million dollars at the current price of an ounce of gold, while, in turn, will pay just 60 million in taxes. In addition, the fishy exemption from taxes and its mechanisms such as weak state controls further weaken the economic contribution. Montana was wrongly operating under the 29-89 Decree, which was the Law on the Promotion and Development of Maquilas, which exempts them from paying the total customs duties and import taxes on income and value added (IVA) until 2008. However, following the publication in several press reports, the company resigned "voluntarily" these privileges, estimated at five million dollars annually.

ining has one of the lowest rates of employment generation (direct and indirect) and also has a signifiant impact on human health. According to Peace Brigades International, Montana´s project requires 250,000 liters of water per hour, equivalent to what a rural family consumes in twenty two years.

he benefits of mining are not distributed among the community, but are absorbed by a small group of businessmen linked to the ruling family. This is demonstrated by research conducted by Luis

Solano, who placed relatives and business partners of former President Oscar Berger in Montana, in the Guatemalan Nickel Company of Izabal and even in large hydropower projects such as Xalalá, rejected by the population on April 21 and that affect communities like Uspantán, Alta Verapaz and Ixcán.

I

n this context, it is not surprising that popular consultations have made clear the unanimous rejection not only to mining but also to the construction of large hydro or oil companies. These consultations, an exercise of direct democracy are preceded by information and analysis processes, offer rates of over 95 percent opposition in the twelve municipalities that have developed them since 2004: Comitancillo, Sipakapa, Concepción Tutuapa (Departament of San Marcos); Colotenango, Concepción Huista, San Juan Atitán, Santiago Chimaltenango, Todos Santos Cuchumatán, Santa Eulalia and San Pedro Necta (Departament de Huehuetenango); Ixcán (Departament of Quiché) and Río Hondo (Departament of Zacapa).

I

n opposition to this exercise about citizen’s participation, it is argued that mining is a matter of national interest (and therefore not restricted to the community level) and calls into question the procedures and development of the consultations.

as diferentes posturas en cuanto al tema de la minería han logrado polarizar la discusión y dejar a un lado datos secos que demuestran lo nocivo de esta actividad: ¡Contamina! Y a pesar de los muchos estudios de impacto ambiental llevados a cabo fuera de las empresas mineras, Marlin y compañía se empeñan en basar sus posturas en estudios ambientales conducidos por sus técnicos, los cuales por supuesto no demuestran ninguna contaminación. No solamente están contaminando los nacimientos y los mantos; el paso de camiones, la creación de nuevos caminos, y el continuo taladrar en el suelo ha traído como resultado que las casas cercanas a las minerías se estén cayendo por pedazos. Son varios ya los reportajes que tienen registradas casas partidas a la mitad, debido a las constantes vibraciones emitidas. ¡Empobrece! Contrario a la lógica capitalista que se ha vendido por estos lares, la minería no genera una ganancia significativa para el país y la creación de empleos es muy baja. Es decir, en ningún momento los habitantes de las comunidades afectadas, o el país en general percibe una ganancia que compense el hecho de que lo único que Guatemala posee: recursos naturales, lo estemos cediendo sin ninguna objeción.

Resignados a empobrecernos por completo, quedarnos sin nada propio y acabar viviendo de prestado.

A esto debemos agregar que la agricultura en las áreas donde se encuentra una empresa minera podría ser considerada de alto riesgo. Ya hay nacimientos de agua totalmente secos, o contaminados con cianuro, que al contacto con humanos o animales puede ser considerado mortal ¿Quién va a querer comer esas verduras o frutas? ¿Acaso el gerente de GoldCorp se sentaría durante una semana a consumir lo que las aguas negras de su mina han regado? La tierra utilizada para la actividad minera simplemente no se podrá utilizar nuevamente para cultivos o reforestación.

Es tierra pérdida.

¡Divide! No han sido uno sino varios los hechos en los que la población se enfrenta a las autoridades con resultados violentos.

La desinformación acerca de la actividad minera en el país y la falta de un proceso sano con respecto a las adquisiciones, compromisos y obligaciones por parte de las compañías involucradas recae sobre la sociedad como un elemento más de desconfianza. Creando una brecha entre el gobierno, las autoridades y los habitantes. Lo cual sazona el caldo de cultivo sobre el cual algunos están cocinando inestabilidad para su propio beneficio.

Recientemente la OIT condenó la actividad minera por violar no uno sino varios artículos del Convenio 169, e instó al gobierno de Álvaro Colom que, conforme a dicho convenio se suspendan las operaciones mineras de las empresas Montana Exploradora de Guatemala S.A., Goldcorp y Cementos Progreso S. A., en San Juan Sacatepéquez. Ya han pasado dos meses de esta condena, el plazo de respuesta era de 30 días, y aún no se ha tomado ninguna acción. El caldo de cultivo se sigue sazonando y se deja marinar. Estamos hablando de gente demandando acción inmediata para cumplir sus derechos y solamente reciben silencios. ¿En realidad hemos cambiado después de 40 años de conflicto armado? O ¿Se siguen repitiendo los mismos modelos opresores y corruptos? Pareciera ser que el Estado de Guatemala es un ente irracional y sordo ante las demandas de su gente y que sin importar quién es el presidente, aquí es tierra de nadie.

he different positions on the mining issue have polarized the debate and left behind cold facts that show how harmful this activity really is: Pollutes! And despite the many environmental impact studies conducted outside of the mining companies, Marlin and company insist on base their positions on environmental studies conducted by their own technicians, which of course doesn't show any contamination.

Not only have they pollute groundwater; but with the passage of trucks, new roads have been built, and the continued drilling into the ground has caused that houses near the mines fell apart. Several reports have already registered homes halved, due to the constant vibrations emitted.

Impoverishes! Contrary to the capitalistic logic that has been sold around these parts; mining does not generate a significant gaining for the country and the creation of jobs is very low.

This means, that the people of the affected communities or the country at large will never perceive a gain that compensates for the fact that the only thing that Guatemala has: its natural resources, it's been giving away without any objection.

Resigned to be completely poor, without anything of our own and living on what we can borrow.

Agriculture in areas where there is a mining company could be considered high risk. There are springs completely dry, or contaminated with cyanide, which, in contact with humans or animals can be considered mortal. Who will want to eat those vegetables or fruits? Does the manager of GoldCorp, would sit for a week, to eat vegetables grown with the dark waters polluted by his mine? The land used for mining activities simply cannot be used again for cultivation or reforestation. It is a lost land.

Divides! There are not one, but several events, in which the population is facing the authorities with violent results. The misinformation about mining in the country, and the lack of a healthy process in respect to acquisitions, commitments and obligations by the companies involved, is perceived by society as an element of distrust. Creating a gap between the government, authorities and residents. This works as a sort of breeding ground of which some are cooking instability for their own benefit.

Recently, the ILO condemned the mining activity for violating not one but several provisions of Convention 169. It urged the government of Alvaro Colom that in order to that agreement he had to suspend mining operations of the enterprises Montana de Guatemala SA, Goldcorp and Cementos Progreso S . A. in San Juan SacatepĂŠquez.

It's been two months since this sentence was made public. The response time was 30 days and any action has taken place.

The breeding ground is still seasoning and marinating. We are talking about people demanding immediate action to enforce their rights and received nothing but silence. Do we really have changed after 40 years of civil war? Or are the same corrupted patterns still repeating? It seems that the Guatemalan Government is an irrational deaf to the demands of its people and that no matter who is president, here is no man's land.

oña Albertina Ortiz tiene 57 años pero parece mayor, al igual que la mayoría de los campesinos que pasan sus horas de vigilia en los campos bajo el sol ardiente. Ella dejó la escuela a los 14 años de edad y comenzó a trabajar a tiempo completo en la plantación de café donde nació. Si bien la historia de Albertina es típica de un campesino en la región de Colomba, Costa Cuca dos horas al oeste de Quetzaltenango. Existe una diferencia importante: ahora vive y trabaja en Comunidad La Florida, una granja orgánica de propiedad colectiva donde se cultiva café, banano , miel y nueces de macadamia.

L

a historia de la Comunidad La Florida comienza a principios de 1980, en medio de la guerra civil. Los trabajadores agrícolas fueron desbordados de trabajo y mal pagados, a veces no se les pagaba.

Muchos años de agricultura a gran escala y en exceso amenazó con destruir la tierra de sus antepasados. Además de un trabajo que no estaba protegido contra plaguicidas y productos químicos mortales que les ponían en peligro a diario.

Las mujeres estaban oprimidas, ganando alrededor de 12 quetzales diarios, la mitad del salario de un hombre, más el sufrimiento constante de la discriminación social y sexual de la gestión de las explotaciones y los propietarios. En Colomba, un grupo de campesinos crearon un sindicato para proteger sus dere-

chos, llamado SCIDECO (Sociedad Civil para el Desarrollo de Colomba), pero los propietarios de las granjas se negaban a contratarlos, y la crisis del café pronto recayó en trabajo escaso para todos.

C

orrían años de pobreza y lucha, pero el sindicato resistió lo mejor que pudo. A pesar de la reacción del Fondo de Tierras, como parte de los Acuerdos de Paz de 1996, la obtención de un préstamo del gobierno se veía casi imposible, y en 2002 los miembros del sindicato tomaron una desición pacífica, pero ilegal: la ocupación de una finca abandonada. El sindicato fue acusado de ser comunista y un frente guerrillero, y los miembros vivían en constante temor por la violencia del ejército. Se enfrentaron a estos desafíos en solidaridad y finalmente recibieron un préstamo del gobierno.

espués de ganar los derechos de La Florida, establecieron un colectivo y han creado una Asamblea General, en la que cada miembro de la comunidad tiene un voto en el proceso de toma de decisiones. Especialmente importante para Albertina es el hecho de que las mujeres y los hombres reciben la misma remuneración. "Yo soy libre aquí", dice ella. Como una figura importante en el consejo de administración de la comunidad y miembro del Comité de la Mujer, Albertina se enorgullece de ser una voz constante en defensa de sus valores.

A

unque ahora están a cargo de sus propios destinos, los problemas de la comunidad no han terminado. "Era como un bosque cuando llegamos", dice Albertina, porque después de ocho años de abandono la finca era esencialmente una selva. Durante el primer año y medio, trabajaba todos los días sin ganar un centavo. Incluso ahora, pequeños beneficios representan una lucha.

E

l proyecto de eco-turismo en La Florida promete traer ingresos adicionales. Los visitantes pagan por vivir en la Casa Grande y comen con familias de la comunidad, con la opción de ayudar en el trabajo colectivo. En esta hermosa zona tranquila y rural, los huéspedes pueden aprender sobre el proceso de producción de café, enseñar inglés a los niños, aprender a manejar un machete y otras habilidades útiles, además de escuchar la historia de la comunidad de las personas valientes que la vivieron. Este proyecto es especialmente útil para las mujeres, que ahora son capaces de ganar dinero por sí mismas.

oña Albertina Ortiz is 57 years old but appears older, as do most farm-workers who spend their waking hours toiling in the fields under the burning sun. She quit school at 14 years of age and started working full-time on the coffee farm where she was born. While Albertina’s story is typical for a farm-worker in the Colomba Costa Cuca region two hours west of Quetzaltenango, there is one important difference: She now lives and works at Comunidad La Florida, a collectivelyowned and run organic farm growing coffee, banana, honey and macademia nuts.

T

he story of the La Florida community begins in the early 1980’s, in the midst of the civil war. Farm workers were overworked and poorly paid, sometimes not paid at all. Many years of large-scale agriculture and over-farming threatened to destroy the land of their ancestors, while unprotected work with deadly pesticides and chemicals put them in danger on a daily basis.

Women were especially oppressed, earning about 12 quetzales a day, half of a man’s wages, and suffering constant social and sexual discrimination from the farm management and owners.

In Colomba, a group of farm-workers created a labor union to protect their rights, called SCIDECO (Civil Society for the Development of Colomba), but the

anti-union farm owners refused to hire them, and the coffee crisis soon made work scarce for everyone.

Y

ears of poverty and struggle ensued, but the union stuck together and scraped by as best they could.

Despite the creation of the Land Fund as a part of the 1996 Peace Accords, obtaining a government loan remained almost impossible, and in 2002 the members of the union began a peaceful, but illegal, occupation of an abandoned farm. The union was accused of being communist and a guerrilla front, and members lived in constant fear of violence from the army. They faced these challenges in solidarity and eventually won a government loan.

fter winning the rights to La Florida, they established a collective and created a General Assembly, in which every member of the community has a vote in the decision-making process.

Especially important to Albertina is the fact that women and men are paid equally. “I am free here,” she says. As an important figure on the board of directors of the community and a member of the Committee of Women, Albertina is proud to be a constant voice in defense of her values.

T

hough they are now in charge of their own destinies, the community’s problems are not over. “It

was like a forest when we arrived,” says Albertina, because after eight years of abandonment the farm had basically turned back into a jungle. For the first year and a half, they worked every day without earning a centavo. Even now, small profits make survival a struggle.

T

he growing eco-tourism project at La Florida promises to bring in sorely needed extra income. Visitors pay to live in the farm’s Casa Grande and eat meals with families in the community, with the option of helping in the collective work. In this beautiful, tranquil and rural location, guests can learn about the coffee production process, teach English to children, learn how to wield a machete and other useful skills, as well as hear the community’s history from the brave people who lived it. This project is especially helpful to the women, who are able to earn money by cooking for the visitors and maintaining the visitor house.

Por las barbas de Fidel (II): Cuatro retratos de la realidad cubana Fabiola Arrivillaga

iez niños por maestro: “¡el Ché vive!”

Patricia es una mujer joven, divorciada, profesional con un trabajo de bastante categoría aunque con un ingreso salarial un poco difícil de comprender. Tiene un hijo hermoso, de cinco años, quien recién dejó el Círculo Infantil (3) para pasar a la escuela. Emanuel, así se llama, posee un inagotable cargamento de energía y la cabecita llena de ocurrencias.

Mientras caminamos, los tres, por la Rampa (4) hacia el Malecón disfrutando la brisa y la vista de un típico atardecer habanero, pregunta “Mamá, ¿el Ché ha muerto?”. “¡Oye al niño! Mira Emanuel, al Ché lo mataron en Bolivia...”, intenta explicar su madre cuando, intempestivamente, se ve silenciada por la voz enérgica y convencida, aunque un tanto robotizada, de su hijo: “¡No, mamá, el Ché vive!”.

La cosa con la educación cubana era, quizás, la que más me inquietaba antes de embarcarme en aquella aventura. Y no es para menos; sin analfabetismo, con un altísimo nivel de escolaridad, sin hacinamiento escolar - diez niños, en promedio, a cargo de cada maestro (5) -, la formación universitaria de todos los docentes, la gratuidad y el absurdamente bajo precio de los libros, me hacían pensar que el sistema educativo era, prácticamente, perfecto. Pero descubrí, para mi desilusión, que no todo es color de rosa.

Heredera de la metodología soviética de educación, la enseñanza cubana se basa en principios de colectividad, de igualdad social, de obediencia y de orgullo socialista; todo lo netamente académico no llega a estar en segundo plano, pero sí está supeditado a la aceptación del sistema político y a una formación disciplinaria que raya en el militarismo. Además, los docentes de mayor edad comienzan a abandonar las filas y a dejar plazas a gente más joven, ocurriendo un fenómeno que llena de pena a la sociedad cubana.

Arianne, ama de casa y madre de dos adolescentes, también se siente molesta y desilusionada ante las nuevas caras de la docencia. “Son niños, recién graduados de la secundaria. Piden las plazas porque no quieren continuar en las universidades y, como los maestros se están retirando, el Mined (6) se las da. El maestro de biología de mi hijo apenas

tiene 18 años, ¿puedes creer? Y ahora recién me contó el muchacho que los invitó a tomarse unos tragos con él, en lugar de darles la clase, y se pasó en puro hable y hable sobre fiestas y chicas...”. Como dicen, tal parece que no existe sistema perfecto.

Dinero, pan nuestro de cada día A quienes no somos cubanos nos sorprende y espanta enterarnos de los salarios promedio. Resulta inimaginable cuando vives en una sociedad en la que la canasta básica sobrepasa los Q1500 (¿Qué serán?¿Más de US$150?).

Dos de mis tres amigas cubanas tienen trabajos por arriba del promedio, y devengan el equivalente a US$25, a lo que suman ciertas prestaciones adicionales relativas a sus puestos, como el uso de vehículo, bonificaciones (entre US$4 y US$10), viajes de comisión, etc.

Sin embargo, no hablamos de un total, en efectivo, que exceda los US$40.

Espantoso, dirán muchos; miserable, opinarán otros; pobre gente, sería el comentario de aquellos de nosotros más piadosos.

Y, en efecto, los cubanos, cuyos salarios promedio se encuentran en el rango entre US$18 y US$30, no pueden adquirir muchas cosas con ese dinero o, por lo menos, aquellas que nuestra sociedad de consumo nos hace ver necesarias pero que, viéndolo fríamente, no son vitales. Es la idea del socialismo, es el “no lujo”. Empero, el sistema en Cuba favorece los subsidios para lo que sí resulta vital, con la lamentable característica del racionamiento que, a pesar de serlo no resulta escaso, sino todo lo contrario. “¿Se dieron cuenta de que todos en los cubanos huelen igual?”, comentaba uno de los pasajeros del vuelo en el que viajé de vuelta. Yo no suelo fijarme en esos detalles, o quizás no estuve tan cerca de ellos como para notarlo, pero lo que sí es cierto es que el jabón y otros artículos de higiene que se ofrecen en las bodegas con subsidio, son exactamente iguales para todos los que los adquieren. Volvemos al concepto de igualdad.

Un taxista con quien sostuviéramos conversación cierta tarde, que más parecía docente de economía o de ciencias políticas, nos explicó la realidad económica cubana con un ejemplo más bien pintoresco. “Todo el mundo cree que el bloqueo extranjero viene

solo del capitalismo, pero no. Nosotros sufrimos un doble bloqueo, porque cuando cayó la Unión Soviética, perdimos a nuestro cliente principal de azúcar y proveedor principal de petróleo. Mira, es como si nuestra madre nos hubiera abandonado sin enseñarnos primero a valernos por nosotros mismos. Perdimos el combustible y todo el apoyo económico de Rusia, y ahora nos toca ver qué hacemos pero no damos por donde comenzar”.

By the Beard of Fidel (II): Four Portraits of the Cuban Reality

Patricia is a young, divorced woman - a professional with a prestigious job, even if her salary is a little hard to figure out. She has a beautiful five year old child, who recently left the Children Circle (3) to move on to school. Emanuel, her child, possesses an inexhaustible charge of energy and has a small head full of sharp ideas. As the three of us walk across La Rampa (4) towards the Malecon, enjoying the breeze and the view of a typical afternoon in Havana, he asks, “Mom, is Che dead?”

“Listen to the kid!” exclaims Patricia, “Look Emanuel, Che was killed in Bolivia...,” his mother tries to explain when suddenly she finds herself silenced by the energetic and convinced (though a bit robotized) voice of her son, “ No, mom, Che lives!”

Before I embarked on my Cuban adventure, the subject of Cuban education was the one that

made me most restless. And it is not surprising; zero illiteracy, a very high level of schooling, no school overcrowding - an average of ten kids per teacher, the university training of all teachers, free education, the absurdly low cost of books; all of this made me think that the Cuban education system was practically perfect.

But I discovered, to my disappointment, that not everything is as rosy as it seems.

Heir to the soviet methodology of schooling, Cuban education is based on the principles of collectivity, of social equality, of obedience and of socialist pride. Everything that is strictly academic is never in the background, but is subordinate to the acceptance of the political system and to a disciplinary training that borders on militarism. Furthermore, the older teachers are beginning to break ranks and make room for younger people, a phenomenon that grieves Cuban society. Arianne, housewife and mother of two teenagers, also feels bothered and disillusioned by the new

faces in education. “They are kids, recently graduated from high school. They ask for the teaching positions because they do not want to continue in the university and, since the older teachers are retiring, MINED (6) is hiring them”. Can you believe that my son’s biology teacher is only 18 years old? And now my son tells me that instead of going to class, he invited them to have some drinks with him, and he spent the time boasting about parties and girls...” As they say, it seems that there is no perfect system.

Money, our daily bread We, who are not Cubans, are surprised and appalled when we discover what their average monthly salary is. It seems unimaginable, when you live in a society where the monthly consumer spending is above Q1500 (What will that be? More than US$150?) Two of my three Cuban friends have jobs above the average wage, and they earn the equivalent of US$25, to which we must add certain additional loans relative to their positions, such as the use of a vehicle, a bonus (bet ween US$4 and US$10), c o m mission trips, etc.

“Pero dime, tú no ves a nadie que parezca hambriento, ¿o sí? Mi casa es del estado, verdad, pero viviré aquí hasta que muera, pago 10 pesos (menos de 0.50 US$) por agua, electricidad y gas, la guagua me lleva por 0.40 centavos (Q0.13). Para que te aburro con más.

Yo todo se lo debo a Fidel”. En la sala de Nena encuentro, sobre un mueble, la foto de su marido muerto y, a la par, un retrato bien logrado de Fidel Castro, ambos presidiendo su casa. “Antes de la revolución, no teníamos nada, mi madre lavaba ajeno y mis hermanos y yo apenas podíamos concluir la escuela. Yo me fui a la Sierra (7) y milité durante la revolución. Luego me hice maestra y ahora que estoy jubilada, ya tu ves”, me muestra su alacena, “nada me falta”.

En todo país y en cualquier época, siempre habrá conformes e inconformes. Sin embargo, a mí me llena un sentimiento de dolor al pensar que me mato cada día por pagar las cuentas, que al salir del trabajo sigo pensando en qué mas hacer para sobrevivir al ritmo de vida. Y envidio a los cubanos, para quienes las cinco de la tarde marcan el momento para la convivencia con los suyos, para divertirse. Cualquiera de los lectores pensará que a Cuba no le queda, entonces, ninguna necesidad de superación y que, ante tal carencia, tampoco sueños, metas y empeño. Yo opino lo contrario, ya que están, por todas partes, las oportunidades para que su crecimiento sea más noble y menos material.

De lo último que tuvimos noticia antes de volver fue de la próxima desaparición de las libretas de racionamiento, para sustituirlas con dinero. ¿Estará preparado el pueblo cubano para sobrevivir por sí mismo, con plata en la billetera?

Y regresé...

Escribir sobre Cuba se vuelve una tarea dura, porque por cada tema que se te ocurre siempre surgen mil más. En el tintero se me queda la cuestión de los balseros, el auge y pujanza de la cultura, las carencias consecuencia del bloqueo, el descuido de los adultos mayores, el cuidado exhaustivo de la infancia, la asombrosa belleza de la gente, el papel del turismo... También pude escribir sobre la dificultad para salir de su patria, la prohibición del cable y el internet, el altísimo costo de los lujos, la violación a derechos humanos como el de libre locomoción o expresión, los “cinco héroes” detenidos en Estados Unidos. Tanto qué decir y tan poco tiempo. Por eso, es mejor que el lector interesado, cualquiera que sea su polaridad, se lance a la aventura cubana que no va a arrepentirse. Y si tuviera alguna duda, ¡pregúnteme y tal vez hasta le hago de guía!

I usually do not focus on such details, or maybe I was not close enough to them to notice, but it is true that soap and other hygiene products offered on subsidy in the warehouses are the same all over the country so everyone ends up using the same products. We return to the concept of equality.

One particular afternoon we had a conversation with a cab driver, who more resembled an economics or political science professor. He explained the reality of the Cuban economy with a very picturesque example. “All the world believes that the

economic embargo comes only from capitalism, but no. We suffered a double embargo, because when the Soviet Union collapsed, we lost our main sugar client and our main provider of oil. Look, it is as if our mother abandoned us without teaching us first how to fend for ourselves. We lost the fuel and all the economic support from Russia, and now it is up to us to figure out what to do, but we don't know where to start”. Neither the Soviet countries nor China provide for the island in the same way as before, save for sporadic donations or financing, so the Cuban government has started to swallow its pride and request support from other partners, above all Venezuela.

Las Protestas de Tiananmen Las protestas fueron provocadas por la muerte de Hu Yaobang, un prodemocracia y oficial de lucha contra la corrupción, que los manifestantes querían llorar. La víspera del funeral de Hu, 100.000 personas se habían reunido en la plaza de Tiananmen. La protestas carecían de una causa unificada o liderazgo, los participantes incluían a desilusionados del Partido Comunista, así como a reformistas del libre mercado, todos contra el autoritarismo del gobierno y pidiendo el cambio económico y la reforma democrática dentro de la estructura del gobierno.

Las manifestaciones se centraron en la Plaza de Tiananmen al principio, pero luego se dieron en las calles alrededor de la plaza, en Beijing, así como también en ciudades de toda China, incluyendo Shanghai.

The Tiananmen Protests The protests were sparked by the death of a pro-democracy and anticorruption official, Hu Yaobang, who protesters wanted to mourn. By the eve of Hu's funeral, 100,000 people had gathered in Tiananmen Square.

The protests lacked a unified cause or leadership; participants included disillusioned Communist Party of China members and Trotskyists as well as free market reformers, who were generally against the government's authoritarianism and voiced calls for economic change and democratic reform within the structure of the government. The demonstrations centered in Tiananmen Square to begin with but spread to the streets around the square, in Beijing.

Large-scale protests also occurred in cities across China, including Shanghai, which remained peaceful throughout the protests.

The movement lasted seven weeks after Hu's death on April 15th. The number of deaths still remains unknown.

There is no video footage or evidence of any kind showing violence in the square itself. All video evidence shows violence in the streets around the square.

Following the conflict, the government conducted widespread arrests of protesters and their supporters and cracked down on other protests around China. The foreign press was banned from the country and the events had an strictly controlled coverage from the press. Members of the Party who had publicly sympathized with the protesters were purged, with several high-ranking members placed under house arrest, such as General Secretary Zhao Ziyang. There was widespread international condemnation to the government's use of force against the protesters.
