Editora

La revista EntreMundos fue fundada en 2001. Un grupo de voluntarios empezó el proyecto, su idea era crear un medio alternativo que hablara sobre lo que pasaba en Xela y que fuera relevante en el Altiplano. Los medios tradicionales no se enfocan en el interior y su periodismo no es un periodismo que promueva la paz. Esto debido a que la publicidad que venden no solo les paga la impresión, también les paga el silencio, y los hace cómplices de perpetuar un sistema corrupto.

Siempre hemos seguido la escuela del Periodismo de Paz. El enfoque de este periodismo consiste en dejar de centrar la atención en la violencia, abordar los problemas internacionales de forma integral, orientando la cobertura a la transformación pacífica del conflicto a través del estudio de sus raíces. De estar escrita solamente en inglés, se volvió bilingüe en el 2008. De hablar de todo un poco, consolidamos sus secciones en 2009, nos enfocamos en las comunidades y en las organizaciones. La prioridad siempre fue crear una red de apoyo que enlazara a los voluntarios con las organizaciones, mientras las organizaciones no lucrativas de verdad (no esas que el congreso crea fantasmagóricamente para desviar fondos) presentan sus iniciativas. Yo he sido la editora desde 2008, y ha sido una experiencia enriquecedora.

No es fácil mantener viva una revista enfocada en los derechos humanos. En nuestras páginas siempre levantamos

nuestras voces contra la minería, contra el racismo, contra el machismo, y contra todas esas posturas que nos impiden avanzar y ser humanos.

El presente número no es la excepción, hablamos de ciberactivismo, la nueva frontera en la lucha por los derechos humanos. Malcolm Gladwell tiene un artículo llamado “La revolución no será twitteada”. En él habla sobre la necesidad de comunidad que una revolución necesita. Pues si no existe ese nexo entre sus participantes, lo más seguro es que fracase. Nosotros lo experimentamos acá saliendo a manifestar contra el presidente en 2015, todos unidos con el pecho inflado e indignados. El problema es que la indignación no pasó de la selfie para Facebook. No nos indigna realmente la corrupción que mantiene hambrientos a más de 4 millones de guatemaltecos en la pobreza extrema. No nos indigna hasta la acción, la minería hartándose los pocos bosques que nos quedan y contaminando la poca y finita agua que tenemos. Mientras no entendamos que el internet es solo una herramienta y no una comunidad, no vamos a saltar a nuestra comunidad real. Hay muchos proyectos que necesitan voluntarios, hay eventos que necesitan público, hay medios alternativos que necesitan anunciantes. Cada uno de nosotros haciendo un poquito, puede lograr una gran diferencia. Fue un gusto acompañarlos en estas páginas durante casi nueve años, espero que nos topemos en el mundo real…

against all those positions that prevent us from advancing and being human.

This issue is no exception. We are talking about cyber-activism, the new frontier in the fight for human rights. Malcolm Gladwell has an article called “The revolution will not be tweeted”. In it, he talks about the need for community that a revolution demands. For if there is no such nexus among its participants, it is likely to fail. We experience it here; coming out to protest against the president in 2015, all united, indignant, and with heads held high. The problem is that the indignation did not outlast the selfie for Facebook. We are not really indignant at the corruption that keeps more than 4 million hungry Guatemalans in extreme poverty. We are not indignant enough to act against mining companies gorging themselves on our few remaining forests and polluting the little and finite water we have.

As long as we do not understand that the internet is only a tool and not a community, we are not going to jump into our real community. There are many projects that need volunteers, there are events that need crowds, and there are alternative media outlets that need advertisers. Each of us doing a little bit can make a big difference. It was a pleasure to accompany you on these pages for almost nine years, I hope we meet in the real world...

The EntreMundos magazine was founded in 2001. A group of volunteers started the project; their idea was to create an alternative media source that would discuss happenings in Xela and that was relevant in all of the Highlands.

Traditional media do not focus on the interior, and their journalism is not a journalism that promotes peace. This is because the advertising they sell not only pays for printing, but also for their silence - making them complicit in perpetuating a corrupt system.

We have always followed the school of Peace Journalism. The focus of this form of journalism is to stop centering on violence, to address international issues in an integral way, and to orient coverage towards the peaceful transformation of conflict via the study of its roots. From its roots in English, it became bilingual in 2008. To be able to touch on many topics, we consolidated its sections in 2009 to focus on communities and organizations. The priority has always been to create a support network that links volunteers with organizations, while real non-profit organizations (not phantoms created by Congress to divert funds) present their initiatives.

I have been the editor since 2008, and it has been an enriching experience. It is not easy to keep a magazine focused on human rights alive. In our pages we always raise our voices against mining, against racism, against machismo, and

NOTICIAS SOBRE DERECHOS HUMANOS CASO MOLINA THIESSEN El Ministerio Público (MP) solicitó al Juzgado de Mayor Riesgo “C” enviar a juicio a cinco militares retirados, quienes son señalados por la desaparición del menor Marco Antonio Molina Theissen y de los vejámenes a los que fue sometida su hermana, Emma Guadalupe.

Entre los sindicados se encuentra el exjefe del Estado Mayor Presidencial, Manuel Benedicto Lucas García, acusado por los delitos de violación con agravación de la pena, delitos contra los deberes de la humanidad y desaparición forzada.

La Fiscalía también solicitó juicio contra Hugo Ramiro Zaldaña Rojas, exoficial del Estado Mayor, y Manuel Antonio Callejas y Callejas, exgeneral de División, por delitos contra los deberes de la humanidad, violación con agravación de la pena y desaparición forzada, en agravio de Marco Antonio y Emma Gudalupe.

En tanto, los excomandantes Francisco Luis Gordillo Martínez y Edilberto Letona Linares son acusados por delitos contra los deberes de la humanidad y violación con agravación de la pena.

Según las investigaciones, el 27 de septiembre de 1981 Emma Guadalupe fue retenida y trasladada a la zona militar “Manuel Lisandro Barillas”, donde fue torturada y agredida sexualmente. Luego de que la víctima lograra escapar de sus captores, su hermano Marco Antonio fue raptado el 6 de octubre y hasta la fecha se desconoce su paradero.

VIOLENCIA INFANTIL Ante los sucesos ocurridos los últimos días contra menores, como la aparición de dos niños asesinados brutalmente en San Juan Sacatepéquez, la organización internacional encargada de defender los derechos de los menores, UNICEF, se pronunció haciendo un llamado para que Guatemala frene la violencia infantil. “Hacemos un llamado a las autoridades y a la sociedad guatemalteca a no permanecer callados y ponerle fin a la violencia”, señaló la agencia de la ONU en un comunicado oficial.

Unicef añade en su texto que la violencia está siendo acompañada por un alto nivel de tolerancia e indiferencia. “La tragedia de una muerte violenta se ha transformado en un acontecimiento normal en Guatemala”, comenta.

Por ello insta a Guatemala a actuar con determinación y urgencia para revertir esta situación. Además, recomienda que se revise el funcionamiento del sistema de justicia, tomar acciones en la prevención de la violencia y la protección infantil, así como demandar una verdadera protección para los menores. Las cifras de la violencia niñez en Guatemala: “Cada día mueren 2 niños en promedio a causa de la violencia, 40 quedan huérfanos de alguno de sus padres, nacen 6 bebés de menores de 14 años producto de una violación, se reportan 31 casos de maltrato infantil y 23 de abusos sexuales.

COMADRONAS Los diputados al Congreso de la República aprobaron el proyecto que declara el 19 de mayo de cada año como el Día de la Dignificación Nacional de la Yon y/o Rati´t Ak´al Comadrona Indígena de Guatemala, con el Decreto 3-2017.

Esta normativa tiene como objetivo dignificar el servicio de las comadronas, quienes mediante la práctica cotidiana hacen posible que la cultura ancestral se transmita desde las comunidades en cuanto a la concepción y nacimiento de un nuevo ser.

Otro de los aspectos que la ley identifica es la dignificación por medio de la educación, instruyendo a las carteras de Educación y de Salud Pública para que se promueva el papel relevante que tienen las comadronas en la práctica de traer la nueva vida, mediante diversos instrumentos que la ley establece.

Asimismo, se otorga un incentivo económico de Q3 mil anuales, que deberán ser pagados en dos fases; una de ellas en los primeros días de mayo y la segunda durante la primera quincena de diciembre de cada año. Por otra parte, los congresistas aprobaron en primer debate el proyecto de decreto que dispone aprobar la Ley de Atención Integral a Personas con Sospecha o Diagnóstico de Padecimiento de Enfermedades Raras (4672), la cual fue trasladada para su trámite correspondiente, al haberse improbado la moción privilegiada verbal, para que se conociera de urgencia nacional.

HIDROELECTRICA Varias comunidades del municipio de El Asintal, Retalhuleu realizarán una consulta ciudadana, si agotadas las instancias el gobierno no retira a tres hidroeléctricas que se construyen en el municipio y que en su criterio han causado

daños irreversibles a la biodiversidad de la zona.

Ana Lorena González García, del Consejo de la Defensa del Medio Ambiente de El Asintal, expresó que todas las gestiones que se han hecho hasta el momento han fracasado, debido a que los empresarios que se apropian de los recursos naturales, están bajo el amparo del Estado. A decir de la entre vistada, ya consensuaron con todas las comunidades del municipio para llevar a cabo la consulta, como última medida, con el fin de visibilizar el impacto de los daños ocasionados por estas empresas.

Por su parte, Rony Sánchez, alcalde municipal, manifestó que el Concejo en pleno está consciente de la necesidad de apoyar a esta instancia en todas las acciones que sean posibles, entre estas la consulta ciudadana, para impedir que las empresas continúen provocando daños irreversibles a los recursos naturales. La lideresa y el jefe edil coincidieron en lamentar que no exista una Ley de Aguas que regule el recurso hídrico, lo que permite que se cometan abusos.

MINERIA

El 99 por ciento de la población del municipio de San Luis Jilotepeque, Jalapa, rechazó la estadía de proyectos mineros y de futuras licencias para este tipo de empresas en el territorio del municipio. El malestar se midió mediante una consulta comunitaria realizada el 13 de noviembre del año pasado. En vista de que fueron 15 mil 514 votos los que rechazaron la minería y la instalación de megaproyectos, frente a 87 votos que dijeron estar de acuerdo, el Concejo Municipal de esa localidad decidió respaldar y respetar los resultados de dicha consulta.

Según registros del Ministerio de Energía y Minas (MEM), actualmente en Jalapa hay doce proyectos mineros, de estos, cinco se encuentran dentro de ese municipio y acorde a la petición de las municipalidades podrían ser cancelados. Conforme a lo establecido en el Convenio 169 de la Organización Internacional del Trabajo (OIT), sobre pueblos indígenas y tribales, las autoridades de Gobierno tienen la obligación de consultar a los pueblos interesados, mediante procedimientos apropiados y en particular a través de susinstituciones representativas, cada vez que se prevean medidas legislativas o administrativas susceptibles de afectarles directamente.

HUMAN RIGHTS NEWS MOLINA THIESSEN CASE The Public Ministry has requested that High Risk Tribunal C put on trial five retired military generals believed to be responsible for the disappearance of minor Marco Antonio Molina Theissen, and for the abuse suffered by his sister, Emma Guadalupe.

Among the defendants is the former Army Chief of Staff, Manuel Benedicto Lucas García. He is charged with aggravated sexual assault, crimes against humanity and forced disappearance.

The Prosecutor has also requested that former military officer Hugo Ramiro Zaldaña Rojas, and former major general Manuel Antonio Callejas y Callejas, be tried for crimes against humanity, rape with aggravated sexual assault and forced disappearance, against Marco Antonio and Emma Guadalupe.

Former commanders Francisco Luis Gordillo wMartínez and Edilberto Letona Linares are also accused of crimes against humanity and aggravated sexual assault.

According to the criminal investigation, on September 27, 1981, Emma Guadalupe was detained and transferred to the “Manuel Lisandro Barillas” military zone, where she was tortured and sexually assaulted. After she escaped from her captors, her brother Marco Antonio was kidnapped on October 6. His whereabouts to date remain unknown.

VIOLENCE AGAINST CHILDREN Given recent events around violence against children such as the discovery of two children brutally assassinated in San Juan Sacatepéquez, UNICEF, the international organization invested with defending children’s rights, has issued an appeal to halt violence against children in Guatemala. In an official statement, the UN agency stated, “We call on the authorities and on Guatemalan society to stop the silence and put an end to the violence.”

The UNICEF communiqué argued that the violence enjoys high levels of tolerance and indifference. “The tragedy of a violent death has become an normal event in Guatemala,” it noted.

UNICEF urges Guatemala to act with determination and urgency to reverse the situation. It recommends that the performance of the judicial system be reviewed, that steps be taken both to prevent violence against children and to protect them, and calls for authentic protection measures for minors.

Some child violence statistics in Guatemala: “Every day an average of 2 children die from violence, 40 are abandoned by one of their parents, 6 babies conceived during sexual assualt are born to 14-year-olds, and 31 cases of child ill-treatment and 23 of sexual violence are reported.”

Congressional deputies approved a draft law to designate May 19 as the Day of National

MIDWIVES

Dignity of theYon y/o Ratii’t Ak’al Indigenous Midwives of Guatemala, according to Decree 3-2017.

This regulation aims to dignify the midwifery profession. Midwives in daily practice ensure that communities’ ancestral culture is transmitted, from conception to the birth of a new person.

The law also singles out the dignity provided through education. It calls upon the education and health spheres to promote, via various mechanisms established under the law, the key role of midwives in ushering in new life.

An annual economic incentive of Q3000 has also been granted, to be paid in two phases, one at the beginning of May and the other in the first half of December. The congressional deputies further approved in the first debate the draft decree to approve the Law on Comprehensive Treatment for Persons with Suspicious or Diagnosed Rare Diseases (4672). The draft decree was approved without verbal motion, so that it be recognized as a national emergency.

Several communities in the municipality of El Asintal, Retalhuleu, will hold a citizen

HYDROELECTRIC PROJECTS consultation if — further to the exhaustion of domestic instances — the government does not halt the current construction of three hydro-electric plants. The citizens of

the municipality consider that the hydroelectric plants have caused irreversible harm to the biodiversity of the area.

Ana Lorena González García, from the Environmental Protection Council in El Asintal, stated that to date all measures taken have failed. She explained that companies which appropriate natural resources are protected by the government.

According to the interviewee, all communities in the municipality have already agreed to hold the consultation in a last-step bid to publicize the harm caused by these companies.

Rony Sánchez, the municipal mayor, declared that all Council members are aware of the necessity to adopt all possible measures, including a citizen consultation, to halt the irreversible environmental damage caused by the companies. The Council head and the mayor regret that the lack of a Water Law regulating hydro-electric resources leads to such violations.

MINING 9 9 % of th e p o p ulatio n of S an Luis Jilotepque, Jalapa, has rejected mining projects and future licences for mining and similar companies, on the territory of the municipality. The population’s malaise was evident at a 13 November 2016 community consultation: 15,514 voted against the mine and mega-projects, while 87 voted in favour.

The San Luis Jilotepeque municipal council endorsed and will uphold the consultation outcome.

According to the records of the Ministry of Energy and Mines, of 12 mining projects in Jalapa, 5 are located in the municipality, and could be cancelled in accordance with the municipalities’ request.

In conformity with Covenant No.169 of the International Labour Organization (ILO) relative to indigenous and tribal peoples, goverments are obligated to consult with affected parties when legislative or administrative measures have a direct impact on them. Appropriate procedures are to be employed and in particular the institutions which represent the affected parties must be involved.

El trinfo de Trump y el Brexit evidenciaron que los hechos objetivos tienen menos influencia en definir la opinión pública que aquellos que apelan a las creencias personales y las emociones.

Si bien el internet ha permitido un flujo de información sin precedentes en la historia, conforme la red se masifica también las críticas sobre el uso y tipo de información que circula y consumimos en masa, ¿Cómo vivir y ser parte de un tipo de comunicación, y por ende existencia, más dulce, creativa y sana en la posverdad, este tiempo en el que pareciera que la colectividad y la vida han pasado a un segundo plano?

El problema no es el medio sino el uso que se le da. “Los peces también bailan/ yúmare, yúmare, yúmare/ para que pueda llover” dice un poema Raramuri de Martín Makawi. Para los Raramuri, la danza es caminar en el plano celeste y se danza para crear la lluvia. Estamos dejando de danzar, o danzamos, como los Ramuri, en territorios afectados por una sequía tremenda?

Algo así como podría percibirse al medio millón de mujeres y hombres que salieron a manifestar tras la subida de Trump, o los miles que marcharon tras el Brexit? Ganó Trump como ganó el No al Proceso de Paz en Colombia, sin mayoría absoluta. Las decisiones se imponen sin importar si son representativas realmente. Pero la vida también encuentra su cauce.

Recuerdo las reflexiones de Baudrillard sobre el poder femenino, comunitario, creativo, y la fuerza que intuía en el secreto con el que el agua danzaba encontrando su cauce libremente. Y en medio de tanta

propaganda, indivisualismo, racionalidad y miedo, quizá cueste ir más allá de los selfies y las falsas noticias que circulan masivamente para encontrarnos con otra dulce belleza, llena de la vehemente salvia azul que describe Eduardo Carranza: La vida que circula por el cuerpo de una mujer que muerde una manzana llenándola de peces y de flores mientras un sol, secreto sol la madura por dentro. Muy a pesar de todo el desequilibro, prefiero creer que medios como el internet y las redes sociales pueden ser cauces por los que la vida persiste y nos danza profunda, perfumada, musical, lluviosa.

Eduardo Carranza 2017 began filled with controversies about the impact of social networks and the internet within political processes that destabilize the global balance. The triumph of Trump and Brexit demonstrate that facts have less influence on defining public opinion than do personal beliefs and emotions. Although the internet has allowed an information flow unprecedented in history, the network also intensifies criticisms regarding the use and type of information that circulates en masse. How do we live and be a part of this kind of communication – and therefore this kind of existence – potentially so sweet, creative, and healthy in the “post truth” era, this time in which collectivity and life seem to have passed into the background?

The problem is not the means so much as the use that it provides. “The fish, too, dance / yúmare, yúmare, yúmare* / so that it can rain,” says a Raramuri poem by Martín Makai. For the Raramuri, to dance is to walk in the celestial plane; one dances to create rain. Are we failing to dance, as the Ramuri did in those territories most affected by drought? Could we not perceive the half million women and women who went out and protested after the rise of Trump, or the thousands who marched after Brexit, as a dance of sorts? Donald John Trump, quédate con tu Great America BOBBY RECINOS ¿Qué es la vida si no una serie infinita de oportunidades, una detrás de otra?

Lo de Donald Trump es un problema global, claro, pero puede (y debe) ser visto como una oportunidad única e inigualable. En Europa y Asia, para romper de una vez por todas con el orden económico y de seguridad unipolar. En Latinoamérica, para emanciparnos del enfermizo tutelaje “liberal” al que nos hemos sometido voluntariamente por casi doscientos años, desde la proclama del presidente James Monroe, de «América para los americanos», en 1823. Eso sí, claro, su America (sin tilde), la «Great America» de Donald Trump.

En Ecuador y Bolivia, nuevas formas de constitucionalismo han hecho de la cosmovisión ancestral nativa parte de la épica nacional, en igualdad de condiciones con las tradiciones europeas.

Allí, los pueblos indígenas son Estado, no excluidos del sistema político como sucede en Guatemala, y encuentran soluciones en su propia sabiduría. Allí, se han dado los primeros pasos para personificar al estado plurinacional soberano, más allá del texto muerto.

Allí, la madre naturaleza tiene derechos inalienables, porque comprenden y aceptan la premisa fundamental que todos somos un gran ecosistema, y no estamos separados de los árboles, los animales, los océanos o el firmamento.

Allí, el estándar de normalidad ya no es el hombre blanco que vino desde fuera.

Por demasiado tiempo ya hemos permanecido inertes ante las violencia dirigida desde el país de Trump hacia nuestros pueblos. Recordemos algunas instancias: en Chile, en 1973, asesinaron a Salvador Allende e instalaron a un dictador militar que desmantelaría las bases de un socialismo moderno y democrático (sumamente inconveniente para sus intereses económicos), y terminaría por instalar el neoliberalismo glotón. En Cuba (cuando sus dictadores favoritos —Machado y Batista— ya no estaban en el poder) sabotearon con éxito la Revolución Cubana (digo con éxito, porque si no fuese por el brutal inter vencionismo hegemónico de los Estados Unidos, sería —casi con total seguridad— un modelo de sociedad exportable, y Castro probablemente no hubiese dejado de ser Castro). ¿Y que h a y d e Pa n a m á , Nicaragua, México (hasta Hawái,) etcétera?

La Revolución Mexicana de 1910 resultó, y lo vemos un siglo después, en una fortísima identidad mexicana que no mendiga autoestima al norte del Río Bravo. Por ahí creo que debemos articular nuestras transformaciones.

Sobre todo, ¿quien ha olvidado la restauración finquera liberal de Castillo Armas en la Guatemala de 1954? Fue Estados Unidos quien planeó y ejecutó el bloqueo (hasta ahora definitivo) de nuestra evolución democrática e institucional, liderada por las valientes políticas humanistas de Arévalo, Árbenz y compañía, por diez años. Y que yo sepa, Washington no ha pedido perdón.

Es innegable que el mundo de 2017 se encuentra estado moral terminal. Nuestra respuesta ante la ofensiva de Donald Drumpf ( s u ve rd a d e ro apellido familiar) debe ser radical, es decir construida desde la raíz, valiente, y (sin ignorar las preocupaciones de nuestros connacionales en tierra Estadounidense), sobre todo, optimista.

Ante la tibieza, el miedo y el entreguismo de nuestros gobernantes, nos toca a los ciudadanos latinoamericanos, todos hermanas y hermanos, ver hacia dentro (de nuestros corazones, y de nuestra región) y ar ticular una Gran Abya Yala Unificada, autosuficiente, sostenible, consciente y evolucionada, a la cual todos los y las estadounidenses serán siempre bienvenidos/as.

Sobre todo, una América (con tilde) a donde nuestros compatriotas podrán regresar a invertir sus talentos con libertad, posibilidad y justicia social.

Donald Trump, take your Great America and leave BOBBY RECINOS Gunboat (or “Big Stick”) diplomacy, in its most savage form, re-installed itself in the White House and has Latin America in its crosshairs. If the fall of the Berlin Wall marked the consolidation of American hegemony, let the Trump Wall mark its end.

What is life if not an infinite series of opportunities, one after the next? Donald Trump’s is a global problem, of course, but it can (and should) be seen as a unique and unparalleled opportunity: In Europe and Asia, to break once and for all with the established economic order and unipolar security. In Latin America, to emancipate ourselves from the sickly “liberal” tutelage to which we have voluntarily submitted for almost 200 years, since President James Monroe’s proclamation of “America for Americans” in 1823. This America was, of course, their America – the “Great America” – of Donald Trump.

In Ecuador and Bolivia, new forms of constitutionalism have made the native ancestral worldview part of the national epic, considered equally along with European traditions. There, indigenous peoples themselves are the State, not excluded from the political system as in Guatemala, and they find solutions within their own wisdom. There, the first steps have been taken to personify the sovereign multinational state beyond a mere dead text. There, Mother Nature has inalienable rights, because the people there understand and accept the fundamental premise that we are all a great ecosystem, and that we are not separated from the trees, the animals, the oceans, or the sky.

There, the standard of normalcy is no longer the white man who arrived from outside.

Guatemala has all the inputs necessary to imitate the imitable elements of this national strategy. For too long we have remained

inert in the face of violence directed from Trump’s country toward our peoples. Recall some instances: In Chile, in 1973, Salvador Allende was murdered and a military dictator installed who would dismantle the bases of modern, democratic socialism (extremely inconvenient to the US’s economic interests) and would ultimately install a gluttonous neoliberalism. In Cuba (when their favorite dictators – Machado and Batista – were no longer in power) the Cuban Revolution was successfully sabotaged (successfully, I say, because if it weren’t for this brutal hegemonic intervention perpetrated by the United States, it would be –with almost absolute certainty – the model of an exportable society, and Castro probably would not have ceased to be Castro). And what of Panama, Nicaragua, Mexico (even Hawaii), etcetera?

Above all, who has forgotten the liberal restauration of Castillo Armas in Guatemala in 1954?

It was the United States who planned and executed the obstruction (until now definitive) of our democratic and institutional evolution, led by the courageous humanist policies of Arevalo, Arbenz, and their comrades for ten years. As far as I know, Washington has not yet asked for forgiveness.

The Mexican Revolution of 1910 resulted, we see a century later, in a powerful Mexican identity that does not beg for its self-esteem from north of the Rio Bravo. That is how I believe we should articulate our own transformations.

In the face of the lukewarmness, the fear, and the defeatism of our rulers, it is up to the Latin American citizens to look within (both our hearts and our regions) and articulate a Great Unified Abya Yala – self-sufficient, sustainable, conscious, and evolved – to which all Americans will always be welcome. Most of all, an America where our compatriots can return to invest their talents with freedom, possibility, and social justice.

Aunque, las protestas físicas como la Marcha de Millones de Máscaras constituyen la pieza más pequeña de la historia de nueve años del movimiento. Se ha definido principalmente por el hactivismo.

Hactivismo es un término general para actos no autorizados y políticamente motivados de incursión en sistemas informáticos para exponer información oculta o movimientos sociales adicionales.

El pasado noviembre, hordas de figuras enmascaradas salieron a las calles de Londres en Washington DC y otras 700 ciudades del mundo.

Anónimo se compromete a proteger los derechos de “libertad, privacidad e igualdad de oportunidades”, así como ser una “voz para los oprimidos”.

Marcharon para protestar contra la corrupción, la censura y la desigualdad en todo el mundo -como lo han hecho cada 5 de noviembre desde 2013-, bajo las máscaras plásticas del revolucionario Guy Fawkes del siglo XVII. La Marcha de Millones de Máscaras es la manifestación física más grande del ethos y los esfuerzos del colectivo hactivista cada vez más reconocido, pero apenas entendido, llamado Anónimos.

Una de las tácticas más comunes del colectivo es el ataque de Distribución de Denegación de Servicio (DDoS), que cuando es ejecutado por miles de miembros Anónimos simultáneamente, inunda sitios web con suficientes datos para bloquearlos.

La Iglesia de Cienciología, Visa, Paypal, SONY, el gobierno tailandés, el Vaticano y Monsanto han sido víctimas de ataques DDoS orquestados por Anónimo debido a violaciones percibidas en su código de ética.

“Somos anónimos. Somos legión. Nosotros no perdonamos. No nos olvidamos.

Espéranos.”

Anónimo también ha participado en doxxing - o en la liberación de identidades privadas - de miembros de grupos como el KKK, Westboro Baptist Church, y una comunidad de pornografía infantil en línea llamada Lolita City.

Durante los populares levantamientos de la primavera árabe en Túnez y Egipto, tomando sitios web del gobierno, ayudando a los activistas en campo a mantenerse organizados y a enviar paquetes de información a los ciudadanos sobre cómo trabajar en torno a las interrupciones y monitoreos del gobierno. En 2011, organizaron múltiples acciones físicas y en línea contra la policía de San Francisco en respuesta a su interrupción del servicio telefónico celular durante la brutalidad anti policiaca y las protestas de justicia racial BART. Estructuralmente, Anónimo se define como un “do-ocracy”. Esto significa que cada acción contributiva se realiza individualmente, después de haber sido propuesta por otros miembros de igual rango. THE ENTREMUNDOS REPORT Anonymous and cyberactivsm on the web PATRICIA SCHWARTZ Last November, hordes of masked figures took to the streets in London, Washington DC, and 700 other cities worldwide.

They marched to protest worldwide corruption, censorship, and inequality — as they have every 5th of November since 2013 —beneath plastic masks of 17th century revolutionary Guy Fawkes.

The Million Mask March is the largest physical manifestation of the ethos and endeavors of the increasingly recognized, but scarcely understood, hacktivist collective called Anonymous.

“We are Anonymous. We are Legion. We do not Forgive. We do not Forget. Expect us.”

The group’s ominous rallying cry attracts hundreds of thousands of people to partake in their own, loosely-defined brand of revolutionary action.

Although, physical protests like the Million Mask March make up the smallest piece of the movement’s

nine year history. It has been defined primarily by hacktivism.

Hactivism is a general term for unauthorized and politically-motivated acts of breaking into computer systems to expose concealed information or further social movements.

Anonymous vows to protect the rights of “freedom, privacy, and equal opportunity”, as well as be a “voice for the oppressed.”

One of the collective’s most common tactics is the Distributed Denial of Service (DDoS) attack, which when executed by thousands of Anonymous members simultaneously, inundates web sites with enough data to crash them. The Church of Scientology, Visa, Paypal, SONY, the Thai Government, Vatican, and Monsanto have all been victims of Anonymous-orchestrated DDoS attacks due to perceived violations in their code of ethics.

Anonymous has also engaged in doxxing — or releasing private identities — of members of groups such as the KKK, Westboro Baptist Church, and an online child pornography community called Lolita City.

Aligning themselves with Occupy Wall Street and Wikileaks among others, Anonymous has likewise lent support to distinct human rights movements.

During popular Arab Spring uprisings in Tunisia and Egypt, they took down government websites, helped on-theground activists stay organized, and sent out information packages to citizens about how to work around government web shut-downs and monitoring. In 2011, they organized multiple physical and online actions against San Francisco police in response to their disruption of cell phone service during the antipolice brutality and racial justice BART protests.

Structurally, Anonymous defines itself as a “do-ocracy”.

This means that each contributive action is performed individually, after being proposed by other members of equal rank. No hierarchical decision-making structure governs operations that will eventually be claimed by the collective.

Instead, actions are monitored by shared group norms and ethics, which include swift social punishments for attentionseeking or egoistic behavior.

While this anarchic structure lends itself to inclusivity and personal engagement, it has also produced Anonymous operations that were controversial within the group.

Debido a sus tácticas polémicas y a menudo ilegales, Anónimo no ha encontrado un lugar cómodo en la conciencia pública y en los medios de comunicación convencionales. Y los miembros probablemente argumentarán que eso es deliberado.

Although, the idea of a unifying moral vision is a relatively new aspect of the collective’s history.

Born in the early 2000’s on online communities such as 4chan and Reddit, Anonymous first began to take shape as a group of offensive online pranksters who shared a vehement opposition to any form of censorship. But two notable conflicts catalyzed the group of mischievous hackers to consider the possibilities of socially-minded capers.

First, against neo-Nazi radio star Hal Turner over his racist ideologies. Then, opposing the Church of Scientology because of their attempt to censor a popular but unflattering online video, and for exploitation of their followers and the purported “hypocrisy and lawlessness” of the organization.

As members shared software and strategies during these and other coordinated actions, the movement begun to turn a course towards political action and draw in new members from across the globe. Only about a fifth of selfproclaimed members have any real hacking skill. The majority participate in simple DDoS actions using easily downloadable programs, protests, or

spreading the word.

In recent years, the voice of Anonymous is most frequently synthesized and transmitted via scripted Youtube video broadcasts. A slightly menacing, robotic voice effuses hardline stances on global political issues. Both real and ambiguous threats are made towards “the people that use their wealth for evil, the warmongers, the slumlords, the polluters, the abusers, the corrupt politicians, that [they] would see brought to justice.”

This month, the collective directed a number of threats toward US president Donald Trump. These included a foreboding tweet that referenced his alleged “financial and personal ties with Russian mobsters, child traffickers, and money launderers.”

Due to their controversial and often illegal tactics, Anonymous has not found a comfortable place in the public consciousness and mainstream media.

And members would likely argue that is deliberate.

Alongside their bold, self-directed movements in the name of social justice, their history is flecked with farcical and mean-spirited campaigns: both of which are broadly contentious, albeit for different reasons.

Moreover, as our current age of technology continues to evolve, authorities everywhere are being forced to examine the validity and consequences of hactivism. Much like the collective itself, governments are scrambling to determine the boundaries of these types of coordinated online operations.

In many cases, laws and procedures do not yet exist to define what is classified, and therefore protected, as peaceful protest. Groups such as Anonymous are pioneering both the concept of what can be accomplished through online activism, as well as setting examples that authorities will use to define what cannot. Dozens of collaborators have indeed been arrested in various countries for their participation in cyberattacks.

Though, if the words of the collective’s current official Youtube channel ring true, we are only witnessing the beginning of a long and complicated evolution of online activism.

En 2013 Edward Snowden reveló al periódico inglés The Guardian, miles de documentos clasificados que revelaban un sistema secreto, masivo e ilegal de vigilancia que estaba activo en los Estados Unidos. Snowden era un empleado de alto rango del gobierno, con un alto nivel de acceso, quien traicionó los intereses de su gobierno por lo que él llama una obligación moral hacia los americanos y el público internacional.

En el año 1515, frente al rey Carlos V, el sacerdote español y defensor de los indígenas Fray Bartolomé de las Casas condenó las atrocidades cometidas por sus compañeros españoles contra la población indígena en América. De las Casas hizo esto a través de la revelación de datos que eran mantenidos en secreto por un grupo muy poderoso de colonizadores, el fray quería que el rey español se indignara al punto de promover el cambio en las colonias. A través de su ejemplo, podemos ver cómo el denunciar las irregularidades, es decir el acto de exponer información sobre actividades inmorales en una organización, puede tener precedentes históricos importantes.

De las Casas comparte similitudes con los denunciantes modernos: esos erúditos tecnológicos como Edward Snowden y Julian Assange, que utilizaron el internet como plataforma pública para llegar a millones de personas. Tanto Snowden como Assange, al igual que el fray, vieron prácticas poco éticas en organizaciones

Un suceso similar tuvo lugar en 2006, Julian Assange funda WikiLeaks, una página comprometida en proveer una plataforma segura para los denunciantes de irregularidades de forma anónima. La página captó la atención internacional en 2010, cuando Assange reveló miles de documentos clasificados por el gobierno de Estados Unidos filtrados por la soldado estadounidense Chelsea Manning. Sin embargo no ha sido sino hasta décadas recientes que su impacto se ha visto agrandado por la accesibilidad a la red. El conocimiento puede ser compartido de forma fácil y las distancias se tornan irrelevantes y, como dijo Snowden “a nuestras comunidades ya no solo nos ligan las conexiones físicas”.

Las actividades de los denunciantes en estos años recientes ejemplifican la manera en la que el público tiene acceso a compartir información y esto se ha convertido en una nueva forma de activismo. El internet, como dijo Assange “es una de las grandes herramientas de nuestra emancipación”.

Whistleblowing in the age of the internet SARAH VAN HORN In the year 1515, in front of King Charles V, Spanish bishop and indigenous activist Bartolomé de las Casas condemned his fellow Spaniards for the atrocities he saw committed against the indigenous population of the Americas. Through the revelation of facts held in secrecy by a powerful group of colonists, Las Casas tried to spark the outrage of the Spanish king in order to promote change in the Spanish colonies. Through his example, we can see that whistleblowing, the act of exposing information about immoral activities within an organization, has great historical precedent.

Las Casas shares similarities with today’s modern whistleblowers: techsavvy activists like Edward Snowden and Julian Assange who use the internet as a public platform to reach millions of people. Both Snowden and Assange, like Las Casas, saw unethical practices in powerful organizations around them and used publication as a means to change these practices through popular demand.

Unlike Las Casas, however, modern whistleblowers appeal not to the personal outrage of a powerful king but to the morality of the general public.

In 2013, Edward Snowden released to a British newspaper, the Guardian, thousands of classified documents revealing a massive, secret, and illegal system of surveillance active in the United States. Snowden was a highranking government employee, with a high level of security clearance, who betrayed the interests of his government for what he saw as a moral obligation to the American and international public.

In a similar vein, in 2006, Julian Assange founded WikiLeaks, a website committed to providing an safe platform for whistleblowers to share classified information anonymously. The website came to international attention in 2010 when Assange released thousands of classified US government documents, leaked by former US soldier Chelsea Manning.

Among the documents was a video titled Collateral Murder which revealed crude and inappropriate commentary by US soldiers engaged in an unwarranted heli-

copter attack on Iraqi men, journalists, and children.

The United States government has evidently been involved in many of the most famous leaks in recent history. In addition to the exposures made by Snowden and Assange, former US military analyst Daniel Ellsberg, in 1971, leaked what became know as the Pentagon Papers, a series of classified documents revealing the US government’s secret bombing of Cambodia and Laos. But whistleblowers do not just target governments. The immoral actions of many powerful organizations, including banks, nuclear power plants, and oil companies, have been exposed to the judgement of the general public through publication or verbal confirmation from inside sources.

The act of telling truth to power through whistleblowing is not a new phenomenon. But in recent decades, the scope and impact of whistleblowing activities have been magnified by the accessibility and power of amplification provided by the internet. Knowledge can be more easily shared as distance becomes irrelevant and, as Snowden said, we are “no longer tied to our communities by physical connections.”

The activities of whistleblowers in recent years exemplify the way in which public access to a mass sharing of data has provided the means for a new kind of activism. The internet, as Assange stated, is “our greatest tool for emancipation.”

OPINIÓN Transgénicos: riesgos e incertidumbres para la salud y la necesidad de informarnos JAIME GARCÍA Después de más de dos décadas de aparecer en el sector agropecuario y la alimentación, los cultivos y alimentos transgénicos han mostrado ser un rotundo fracaso desde cualquier ángulo que se analice (social, ambiental y económico), y de ahí, el creciente rechazo por la mayoría de las personas informadas sobre este tema. A continuación, puntualizo algunos riesgos e incertidumbres que conllevan los alimentos transgénicos para la salud humana y animal.

El informe “Biotecnología moderna de los alimentos, salud y desarrollo humano: estudio basado en evidencias”, elaborado por expertos de la Organización Mundial de la Salud (OMS), nos advierte con claridad que los organismos y alimentos transgénicos: “también pueden acarrear potenciales riesgos directos para la salud y el desarrollo humano, ... se conoce muy poco sobre los efectos potenciales a largo plazo de cualquier alimento [transgénico], … también pueden afectar la salud humana indirectamente mediante impactos perju-

diciales sobre el medio ambiente o mediante impactos desfavorables sobre factores económicos (incluyendo el comercio), sociales y éticos” (goo.gl/3OL0TR).

Para muestra dos botones: el suplemento alimentario L-triptofano, obtenido a partir de una bacteria transgénica, fue el primer producto transgénico para consumo humano que se liberó al mercado en 1989, ocasionando “mialgia eosinofílica”, una enfermedad caracterizada por graves dolores musculares (mialgia) y un incremento anormal de leucocitos (eosinofilia), provocando la muerte de al menos 37 personas, además de daños permanentes a 1500 personas en los EE. UU. entre 1989 y 1991 (goo.gl/kw7ZV7).

En 1994 (de manera irresponsable y sin advertir a los consumidores) se liberó en los EE.UU., el tomate Flav Savr, como el primer alimento transgénico completo, que se tuvo que retirar en 1996, por cuanto: “La manipulación del gen de la maduración tenía al parecer consecuencias imprevistas como la piel blanda, un sabor extraño y cambios en la composición del tomate. El producto era también más costoso que los tomates no modificados” (goo.gl/aDvyXd).

con los más de 20 años de liberación de los transgénicos al mercado estadunidense, un estudio publicado en ese país en el 2014, hace ver que, también en los últimos 20 años, se ha registrado un aumento significativo en 22 padecimientos crónicos en humanos: hipertensión, enfermedades cerebrovasculares, prevalencia de diabetes, incidencia de diabetes, obesidad, desórdenes en el metabolismo lipoproteico, Alzheimer, demencia senil, Parkinson, esclerosis múltiple, autismo, inflamación intestinal, infecciones intestinales, enfermedad renal en etapa terminal, insuficiencia renal, leucemia mieloide, y cánceres de tiroides, hígado, vejiga, páncreas y riñones (goo.gl/OtRhV1, goo.gl/u3nR1G).

La necesidad de informarnos: los promotores y seguidores de los cultivos transgénicos (CT) continúan predicando las supuestas maravillas de este tipo de organismos, sin analizar a fondo la otra cara de la moneda en este materia. Por ejemplo, el hecho de que los dueños de esta tecnología niegan a los agricultores su derecho de continuar sembrando sus propias semillas, cuando se contamina con genes de variedades transgénicas (goo. gl/OFQXyX).

Además, en dos de los experimentos toxicológicos realizados con ratas alimentadas con este tomate, se encontró que entre 10 y 20% de estas desarrollaron lesiones hemorrágicas estomacales. Desde ese retiro, crecen las evidencias científicas que demuestran los efectos colaterales negativos que producen los transgénicos, poniendo en riesgo la salud humana y animal (goo.gl/pXlbWt, goo.gl/ kdvjnH).

Por otra parte, las promesas ofrecidas por los promotores de los CT no se han cumplido, como lo comprueban los resultados de múltiples investigaciones (goo.gl/eK6MGc).

En estas publicaciones se exponen casos concretos que demuestran, entre otros problemas, las bajas en los rendimientos, el mayor uso de agrovenenos, la aparición de las denominadas “supermalezas transgénicas”, la pérdida de mercados y los problemas de la contaminación, tanto de los cultivos convencionales como orgánicos,

OPINION Genetically modified (GM) products – Risks and uncertainties and the need to stay informed JAIME GARCÍA After having appeared in the agriculture and food sector for over two decades, genetically modified crops and food have proven to be a complete failure from every angle analysed (social, environmental, economical), hence the increased rejection by most people who are well informed in the matter. Next, I will point out some of the risks and uncertainties that GM products bring about for the health of both humans and animals.

The report ““Modern Biotechnology for Food, Health and Human Development: Evidence-Based Study”, written by experts from the World Health Organisation (WHO), clearly warns us about genetically modified food and the possible impact it has on human health and development... Very little is known about the potential longterm affects of any GM product. It could also affect human health indirectly through damaging impacts on the environment or unfavourable impacts on other economic (including trade), social and ethic factors (goo.gl/3OL0TR).

To show two examples: the food suplement L-Triptophan, which contains parts of a genetically modified bacteria, was the first GM product for human consumption to enter the market in 1989, causing “eosinophilic myalgia”, a disease characterised by severe muscular pains (Myalgia) and an abnormal increase in leukocytes (eosinophilia), resulting in the death of at least 37 people, as well as causing permanent damage to 1,500 people in the United States between 1989 and 1991 (goo.gl/ kw7ZV7).

Flavr Savr, the very first commercially grown genetically engineered food item, was introduced in the Unites States in 1994 and had to be removed in 1996 because “The manipulation of the ripening gene resulted in unexpected consequences such as soft skin, a strange taste and changes to the tomato’s composition”. The product was also more expensive than the non-modified one (goo.gl/aDvyXd).

Furthermore, two toxicological experiments carried out on rats fed with this tomato, showed that 10 to 20% of the rats developed haemorrhagic lesions in the stomach. Since that finding, scientific evidence has grown to demonstrate the negative side effects of GM products, putting both human and animal health at risk (goo.gl/pXlbWt, goo.gl/kdvjnH).

Could it really be a coincidence?

Coincidentally, after more than 20 years of releasing GM products to the US market, a study, published in 2014 in that same country, shows that in the last 20 years there has also been a significant increase in 22 chronic diseases: hypertension, cerebrovascular diseases, prevalence of diabetes,

incidence of diabetes, obesity, Alzheimer’s disease, Parkinson’s disease, multiple sclerosis, autism, intestinal inflammation, intestinal infections, end-stage renal disease, renal insufficiency, myeloid leukemia, and thyroid, liver, bladder, pancreas and kidney cancers (goo.gl/OtRhV1, goo.gl/u3nR1G).

The need to keep us informed: The followers and promoters of genetically modified products continue to praise the supposed wonders of these kinds of products, without analysing in depth the opposite aspect of the matter. For example, the fact that the leaders of this technology deny the farmers their right to continue planting their own seeds when contaminated with a variety of genetically modified genes (goo.gl/ OFQXyX).

As a matter of fact, the promises offered by the GM promoters have not been fulfilled, this has been proved through multple investigations (goo.gl/eK6MGc). These publications show, amongst other issues, concrete cases of decreased performance, increased use of pesticide, the appearance of so-called “super-genetically modified weeds”, market loss and pollution problems, with conventional crops as well as organic, not excluding exposed wildlife (goo.gl/ dg0Rbz).

Continuing along this topic, it’s incredible that so many people (even scientists and college professors) with great simplicity, ignorance and interest, not only accept but also defend to all costs the interests of the oligopoly of transnational corporations that, with the help of expensive advertising campaigns, promote a fictional reality CONTINUED ON PAGE 23...

Niños no acompañados en Europa: el Reino Unido y Francia los dejan al abandono MARIE STRUTHERS Aman tiene 15 años, es de Eritrea, y llega solo a solicitar asilo. Un niño solitario que huyó de uno de los países más represivos del mundo buscando refugiarse en el Reino Unido. Sin embargo, ahora no tiene donde vivir y está en limbo en Francia.

Hasta octubre de 2016 vivía en una suerte de hogar en el campamento de migrantes “La Jungla,” al norte de Francia. Este campamento fue destruido por la policía francesa.

La historia de Aman y del campamento de “La Jungla” demuestra el fracaso de los líderes de los países más ricos para saber responder a los solicitantes de asilo y migrantes, incluso a niños no acompañados. Fracaso de falta de compasión, coordinación, y política.

Aman (cuyo verdadero nombre no empleamos, según entrevista de Human Rights Watch, 2017) huyó de su país porque el gobierno recluta a jóvenes, tanto hombres como mujeres, por un perío-do indefinido, que a menudo dura más de una década. En 2016 una Comisión de investigación de las Naciones Unidas determinó que el servicio militar en Eritrea puede ser igual a la esclavitud.

Aman hizo un viaje peligroso desde Eritrea a Italia y luego a Francia antes de llegar a “La Jungla” en 2016. Enfrentó la amenaza de los contrabandistas humanos y de viajar por rutas ilegales. Fue impactante ver este campamento en la Europa moderna — un tipo de favela con hasta 10,000 solicitantes de asilo y migrantes en tiendas de campaña desgastadas y en refugios improvisados.

Al igual que Aman estos migrantes están huyendo de la guerra, la pobreza o de gobiernos

autorita-rios en países como Siria, Afganistán y Eritrea. La mayoría iba en camino al Reino Unido para reunirse con familiares que ya viven allí, buscando asilo, trabajo y una vida mejor. La mayoría tiene un inglés básico, y por eso prefiere el Reino Unido a Francia.

En su intento por llegar al Reino Unido, algunos solicitantes de asilo han sido atropellados por co-ches y trenes, o se han ahogado en el Canal de la Mancha (que separa el norte de Francia con el Reino Unido). Se trata de intentos desesperados, ya que los gobiernos del Reino Unido y de Francia no tienen la voluntad política para ofrecer una manera legal y segura. Éstas podrían ser la reunificación familiar, visas humanitarias, por motivos médicos, de trabajo y estudio, becas aca-démicas, o el patrocinio privado por parte de ciudadanos y organizaciones que ayudan a refugia-dos.

Aman compartía una vieja tienda de campaña con tres otros menores. Cada noche viajaba dos horas y media al puerto para tratar de ir clandestinamente por tren al Reino Unido. A menudo la policía lo detenía durante16 horas.

En octubre de 2016 las autoridades destruyeron “La Jungla” y trasladaron a sus habitantes a nue-vos centros de asilo. Hicieron esto por la presión del público ante el fracaso del gobierno que no supo enfrentar la crisis. Los niños no acompañados requerían procedimientos de asilo acelera-dos, pero el resultado fue caótico por la extrema rapidez y desorganización del desmantelamiento. Muchos niños no acompañados decidieron irse por su cuenta, por temor y desconfianza, y hoy viven en otros campamentos improvisados o en la calle.

Aman no obtuvo permiso para ingresar al Reino Unido porque no tiene familiares allí. Según HRW, en enero de 2017 es muy probable de que también Aman esté viviendo en un campamento informal o en la calle.

La ONG británica Safe Passage (Camino Seguro) informa que hasta hoy el Reino Unido ha acogi-do cerca de 1,000 niños refugiados de “La Jungla,” y de otras partes de Europa, pero se cree que existen por lo menos 1,000 niños no acompañados en limbo en Francia. Además de varios otros miles en Grecia e Italia.

Amnistía Internacional informa que el Reino Unido, con una población de 65 millones de habitan-tes, admitió a 8,000 sirios desde 2011.

La determinación de la condición de refugiado, es un asunto obviamente complejo, y hoy día pro-fundamente politizado. Pero las cifras hablan por sí solas: los países más ricos dejan en manos de un puñado de otros países la responsabilidad de cuidar de la mayoría de los refugiados del mundo. Entre ellos, hay niños no acompañados, que son particularmente vulnerables y a riesgo de ser explotados.

A pesar de disposiciones británicas adoptadas en mayo de 2016 para proteger a los niños refugiados más vulnerables, para finales de enero de 2017, ni un solo niño refugiado había sido transferi-do de Grecia o Italia para ser acogido por el Reino Unido. Por lo menos cuatro solicitantes de asilo murieron congelados debido a las durísimas condiciones de invierno en el sur de Europa en 2017.

El Reino Unido y Francia tienen recursos más que suficientes para acoger a varios miles de niños no acompañados. La respuesta moral debería ser obvia: deberían hacer todo esfuerzo posible para aceptarlos inmediatamente. Son niños. Y están solos.

Unaccompanied children in Europe: the UK and France leave them out in the cold MARIE STRUTHERS Aman is a 15-year-old unaccompanied asylum-seeker from Eritrea. A lone child who fled one of the most repressive countries in the world to seek refuge in the UK, he is homeless and in limbo in France.

He had a home of sorts in the Calais “Jungle” migrant camp in northern France until October 2016, when it was demolished by French police.

Aman’s story, and that of the “Jungle” camp, shows how leaders in the world’s wealthiest nations are failing asylum-seekers and migrants, including unaccompanied children. They are failing in compassion, coordination, and policy.

Aman (not his real name, Human Rights Watch interview, 2017) fled his country because the Eri-trean government conscripts young men and women for indefinite periods — often for over a decade. In 2016, a United Nations Commission of Inquiry concluded that military service in Eritrea can amount to enslavement.

Aman made a dangerous journey from Eritrea to Italy and then France, prey to human smugglers and on illegal routes, before arriving at the “Jungle” in 2016.

The camp was a shocking sight in modern Europe: a shantytown with up to 10,000 asylum-seekers and migrants in shabby tents and makeshift shelters.

Like Aman, the migrants had fled war, poverty or authoritarian governments in

countries including Syria, Afghanistan and Eritrea. Most were on their way to the UK, to join family members who were already settled there, to make asylum claims, or to seek a better life and employment. Most had familiarity with the English language, which made the UK more attractive to them than France.

The asylum-seekers have been run over by cars, hit by trains and have drowned in the English Channel (which divides northern France from the UK) in their attempts to reach the UK. Their at-tempts have been desperate because the UK and French governments lack the political will to open up sufficient legal and safe pathways. These include family reunification, humanitarian asy-lum, academic sholarships and study visas, medical visas, work visas and private sponsorship from individuals and refugeerelated organisations.

Aman shared a scruffy tent with three other boys. He travelled two-and-a-half hours to the port every evening to try to smuggle himself into the UK on a train. He was frequently detained by po-lice and held for 16 hours. Unaccompanied children like him grew fearful of police, who clashed with and used tear gas against them.

In October 2016, in response to public pressure over its failure to tackle the crisis at the “Jungle” camp, French authorities demolished it and transported its inhabitants to new asylum centres.

Unaccompanied children were to undergo accelerated asylum processing procedures, but these were chaotic because the camp demolition and processing procedures were too rapid and unor-ganised. Many unaccompanied children opted to go it alone out of fear and mistrust, and today

are sheltered in other informal camps or are living on city streets.

Aman did not qualify for entry to the UK because he does not have family members there. Accord-ing to HRW in January 2017, the chances were high that he also was in an informal camp or living rough on the streets.

The UK charity Safe Passage says the UK has to date accepted close to 1,000 child refugees from the “Jungle” and elsewhere in Europe, but it is estimated that at least 1,000 unaccompanied children remain in limbo in France; and there are thousands more in Greece and Italy.

Amnesty International reports that the UK, with a population of 65 million, has taken in approxi-mately 8,000 Syrians since 2011.

Close to 5 million people have fled Syria in the last five years, but most live in just three countries: Turkey, Lebanon and Jordan.

Jordan, with a population almost 10 times smaller than the UK and only 1.2% of its GDP, has opened its doors to over 656,000 Syr-ian refugees, and more than 2 million Palestinian refugees.

Refugee determination is undeniably complex and today, deeply politicised.

But the numbers speak for themselves: the world’s wealthiest nations are leaving a handful of countries to look after almost all of the world’s refugees, including unaccompanied children, who are particularly vulnera-ble and at risk of exploitation.

As at end January 2017, not one unaccompanied child had been transferred from Greece or Italy to the UK under provisions adopted in May 2016 for the most vulnerable refugee children. Harsh winter conditions in southern Europe in 2017 have seen at least four asylum-seekers freeze to death.

Both the UK and France have more than enough riches and resources to take in a few thousand unaccompanied children.

The moral response should be clear: they should make every effort possible to immediately resettle them. They are children. And they are alone.

Una historia breve de noticias falsas en Guatemala SEAN MCNULTY En mayo de 2009, Jean Anleu Fernandez fue arrestado por publicar un tuit. (tweet?)

Esto fue, quizá, la primera vez que alguien de Centroamérica había sido encarcelado por el estado por su actividad en los medios sociales.

Un abogado prominente de la Ciudad de Guatemala, Rodrigo Rosenberg, estaba muerto. En un video en Youtube, él alegó que el gobierno de Alvaro Colom lo ha matado. Y Fernandez escribió en Twitter que Banrural era el “banco de los corruptos,” y luego fue detenido y acusado con la instigación del pánico financiero.

Sin embargo, Colom no había mandado la muerte de Rosenberg. Fue Rosenberg mismo - él hizo sus propios arreglos para el asesinato y dejó un rastro de pistas en un intento de incriminar a Colom por el incidente. Proclamar las noticias como falso, por supuesto, tiene un largo legado tanto en la gobernación guatemalteca como en la estadounidense. Jorge Ubico, que gobernó a Guatemala como el “Napoleón de Centroamérica,” era un líder bien conocido por su paranoia.

A brief history of fake news in Guatemala SEAN MCNULTY In May of 2009, Jean Anleu Fernandez was arrested for a tweet.

It was, perhaps, the first time someone in Central America had been imprisoned by the state for their social media activity, in the midst of a bizzare fake news crisis. Rodrigo Rosenberg, a prominent lawyer in Guatemala City, was dead; in a video on Youtube, he claimed the Alvaro Colom’s government had killed him. Fernandez tweeted that Banrural was the “bank of the corrupt,” and he was arrested and charged with inciting financial panic.

Colom, however, hadn’t ordered Rosenberg’s death. It was Rosenberg himself - he arranged for the hit and left an elaborate counterfeit trail of clues in an attempt to frame Colom. Writing for the New Yorker, David Grann said that Rosenberg “had then constructed a counterfeit reality, believing, however perversely, that it was the only way that the guilty parties would ever go to jail.”

The business of counterfeiting reality is both topical and lucrative. Teenagers from the Macedonian town of Veles made small fortunes in denars hosting fake news sites that churned out pro-Trump articles to be shared on Facebook.

Trump regularly takes to Twitter to denounce mainstream outlets critical of him as “fake news.”

Proclaiming news as fake, of course, has a legacy in both Guatemalan and American statecraft. Jorge Ubico, who ruled Guatemala as Central America’s Napoleon, was famously paranoid. “He was said to trust two people on earth,” wrote historian Cindy Forester. “his food taster and an ancient indian woman renown as a witch and charged with ferreting out the president’s enemies.” In 1934, Ubico had six

people murdered - either to cover up property embezzlement or because they were plotting to overthrow his administration. Ubico claimed the latter; Efrain de los Rios, in his book Paradox Garden, claimed the former. Ubico may not have used the phrase “fake news,” but he locked de los Rios all the same.

Writing to a dead Ubico after the October revolution, de los Rios condemned him for imprisoning him on the barest evidence: “With your power, you’ve become a gossiping few, and fomented intrigue, calumny, and outrage.”Ubico’s paranoia, however, was deeply Guatemalan and, its own way, predictive.

In 1954, the CIA staged a coup in Guatemala to stop the Arevalo government from redistributing fallow land held by Boston’s United Fruit company. The coup was accomplished with fake news - electronic whispers and paper rumors. A radio transmitter in Honduras, manned with Guatemalan exiles and overseen by the boys from Langely, claimed to be the “voice of the rebellion” broadcasting from a hidden base deep within the Guatemalan jungle. Small planes buzzed Guatemala City - strafing a few military positions and dropping thousands of pamphlets declaring that the revolution had come. At his palace, Arevalo surrendered without much of a fight.

For the next four decades, the country was swept with a wave of violence. In December of 1982, as the Guatemalan genocide was cresting, Ronald Reagan met with Efrain Rios Montt and declared him a “a man of great personal integrity and commitment.” Elliot Abrams - assistant secretary of Human Rights in Reagan’s state department - petitioned Congress for military aid to Guatemala, saying that “the amount of killing of innocent civilians was being reduced step by step.”

The Reagan government knew the opposite was happening in Guatemala. The CIA, who were arming and training the Guatemalan military, flew a helicopter over Dos Erres the day after the entire town had been massacred. Reagan went on television afterwards and claimed Rios Montt was a “good Christian” who was “getting a bum rap.” Sam Kriss has written that Reagan was the “first postmodern president ... it was under his administration that all depth metaphors finally

collapsed, and image and reality became politically indistinguishable.”

Since Reagan, the postmodern tendency in information and politics has become a feature rather than a bug. Karl Rove - senior aide to George W. Bush and architect of the Iraq war - has spoken many times on his love of Borges. He’s particularly enamored of Tlön, Uqbar, Orbis Tertius, a story where a secret group of thinkers create a separate universe that can be shaped directly by thoughts.

Rove went on TV after the invasion to proclaim America an empire in the mold of Uqbar. “When we act, we create our own reality. And while you’re studying that reality—judiciously, as you will—we’ll act again, creating other new realities, which you can study too, and that’s how things will sort out.”

In Rove’s imagination, the collapse of image and reality had ushered in a new era – one where states were proactive over reactive on a metaphysical level, remaking the rules and facts of our world through application of force and ideals. In Guatemala, where whispers and rumors have long had the power to oust presidents or conversely leave dissidents imprisoned and killed, this zealous and violent idealism has long been practiced. Ubico hoped, in imprisoning de los Rios, to correct the record on a potential scandal within his administration – that by claiming a coup and imprisoning his critics, he could protect his administration and his legacy.

Rios Montt and his mouthpieces in the Reagan administration hoped to create a political reality in which there was no genocide; one where reports otherwise from Amnesty International were, in effect, fake news.

It’s not so easy to fake the news, however.

A month after criminal tweeter Jean Anleu Fernandez was released from jail, CICIG’s prosecutor announced that there had been no murder – that Rodrigo Rosenberg had ordered and orchestrated his own assassination to bring down Colom’s government. The counterfeit reality had come unwound. Facts are stubborn things – with time and sunlight, despite efforts to reshape or suppress, they have a funny way of making themselves known.

Unidas Somos Tendencia: La prueba de que la unión hace la fuerza ELIZABETH ROJAS Por muchos años se ha señalado como una de las debilidades de los colectivos u organizaciones progresistas, la falta de unidad que hace que haya mucho esfuerzo, pero pocos resultados.

El movimiento feminista no ha sido extraño a estas divisiones. Cada organización por su lado ha hecho un trabajo meritorio y necesario, pero no siempre incidente.

Con el auge de las nuevas tecnologías, se democratizó no sólo el uso de la información, sino también la oportunidad de incidir y educar, reservada anteriormente a medios tradicionales que en la mayoría de los casos responden a intereses ultra conservadores.

Las redes sociales vinieron a cambiar el panorama, a darle voz a la ciudadanía y en el caso específico de las mujeres a cerrar, aunque no totalmente, la brecha de género que ha hecho

que las voces que se escuchan como directores de medios, columnistas y líderes de opinión, sean principalmente masculinas. Cada vez hay más mujeres conectadas en ellas, expresando lo que piensan y conociendo personas con enfoques similares con quienes a lo mejor en la vida real nunca se cruzarían.

Una de las aristas más interesantes de las nuevas tecnologías de información, conocidas por las siglas TIC’s, es el ciberactivismo, definido por Marta Gaba como :”Utilización de un conjunto detecnologías de la información y comunicación en actividades propias de activismo, incidencia y participación (política o ciudadana).” Todas las personas podemos ser ciberactivistas y utilizar estos medios para impulsar aquellas causas en las que creemos.

En este contexto, nace en agosto de 2016 el Colectivo Unidas Somos Tendencia, un grupo en Facebook cuyo objetivo principal consiste en posicionar en la mesa virtual temas feministas y de justicia social. Con más de 600 acciones ciberactivistas realizadas con éxito hasta la fecha, éste se ha cumplido con creces, con temas tan variados como Guarderías, Derechos de las personas discapacitadas, Basta de Femicidios y Educación Sexual Integral, entre muchos otros.

Pero más allá del posicionamiento de los temas dentro de las tendencias en redes sociales, el grupo ha conseguido en pocos meses unir a mujeres y hombres de diferentes organizaciones y contextos, tanto del área urbana y rural de Guatemala, como de Honduras, El Salvador

y algunos otros países. Se ha convertido en un foro para compartir información interesante, denuncias –por ejemplo, contra comercios que hacen publicidad sexista que ha sido retirada tras intervención de las miembras del colectivo.

También se hacen consultas entre las integrantes y se refiere a profesionales identificadxs con las causas feministas. Se han tenido debates muy interesantes en temas como interseccionalidad o infidelidad en las parejas, por mencionar algunos. Como mujeres se nos ha condicionado a no discutir y a ofendernos fácilmente, por lo que es muy enriquecedor el poder debatir entre nosotras, sin perseguir estar todas de acuerdo, lo cual sería imposible, sino buscando crecer como seres humanas.

Del grupo se han derivado interesantes conexiones, Talleres, actividades en físico como réplica de las acciones virtuales y la importante sensación de sabernos acompañadas en el desafío cotidiano que representa ser feminista y activista en un país como Guatemala.

Por supuesto, el grupo no es perfecto, porque está formado por ya casi mil personas imperfectas pero que tienen como común denominador hacer de este mundo uno mejor para las mujeres, y sabemos que #UnidasSomosTendencia es un espacio para lograrlo, eligiendo la sororidad – hermandad entre mujeres- porque sabemos que juntas podemos llegar antes más lejos.

In this context, the “Unidas Somos Tendencia” Collective, a Facebook group whose main objective is to position feminist and social justice issues at the virtual table, was founded in August 2016. With more than 600 cyberactivist actions successfully carried out to date, this has been more than fulfilled, covering topics as varied as day care, rights of disabled persons, opposition to femicide and integral sexual education, among many others.

For many years it has been identified as one of the weaknesses of progressive groups or organizations: the lack of unity that costs a lot of effort and delivers few results. The feminist movement has not been a stranger to these divisions. Each organization on its side has done commendable and necessary work, but not always incidentally.

The rise of new technologies democratized not only the use of information, but also the opportunity to influence and educate previously reserved for traditional media that, in most cases, responds to ultra-conservative interests.

Social networks emerged to change the landscape. They gave voice to the citizens and, in the specific case of women, closed (although not entirely) the gender gap between the mostheard voices of media- those of directions, columnists, and opinion leaders- who have historically been principally male. There are more and more women connected in them, expressing what they think and meeting people

One of the most interesting aspects of new information technologies is cyberactivism, defined by Marta Gaba as: “The use of a set of information and communication technologies in activities of activism, advocacy and participation (political or civic).” All people can be cyberactivists and use these means to promote the causes we believe in.

But beyond the positioning of the themes within the trends on social networks, in just a few months the group has been able to unite women and men from different organizations and contexts, both in the urban and rural areas of Guatemala, as well as in Honduras, El Salvador and some other countries. It has become a forum for sharing interesting information and denunciations - for example, against sexist advertisements that have been withdrawn after intervention of the members of the collective.

There are also consultations among the members and references made to professionals identified with feminist causes. There have been very interesting debates on topics such as intersectionality and infidelity in couples, to mention a few. As

The rise of new technologies democratized not only the use of information, but also the opportunity to influence and educate. women we have been conditioned not to argue and to be easily offended, so it is very enriching to have space for debate without demand for agreement among all members, which would be impossible, but in seeking to grow as human beings.

Many interesting connections have been derived from the group, including workshops, physical activities that replicate virtual actions and the important sensation of knowing that we are accompanied in the daily struggle that being a feminist and activist in a country like Guatemala entails.

Of course, the group is not perfect, because it is formed by almost a thousand imperfect people.

But, they share a common denominator of making this world a better one for women. We know that #UnidasSomosTendencia is a space to achieve this, choosing sisterhood among women - because we know that together we can go even further.
