Financing Schools Requires Decisions

I

n order to provide the necessary financial support for complex school operations, it is necessary to allocate the resources from a variety of sources. The largest investment any school district makes is in its staff and comprises more than three-fourths of all expenditures. This investment in those who provide the essential services is paramount if FSPS is to recruit, retain and support the most important element in district success – those who support the safety, growth and inspiration for students.

Using a combination of funds from local property taxes, state revenues and federal categorical funds to address the instructional support demands of a complex school program requires careful attention to detail to assure compliance with all federal and state rules while ensuring an efficient operation. The graphical representation of how revenues and expenditures are allocated reveals the prudent use of resources within mandatory parameters.

The use of a variety of financing tools to support capital needs have allowed FSPS to address facility requirements within the available revenue stream. This practice has maintained and improved the community investment in school buildings while keeping buildings appropriate for today’s needs. It is worthy of note that the long-term plans for major facility improvements and additions will not be possible using the current level of support.

FSPS received a total of $19,911.59 from commissions based on a competitive beverage vending contract during 2013-2014. These revenues continue to decline as restrictions on the sale of beverages by schools become tighter. Nonetheless, they provide limited resources to support campus programs.

The current rate of local school tax of 36.5 mills has been constant since 1987.

EDUCATION OF CHOICE Retention Data In 2013-2014, approximately .8 percent or 65 students in Grades K-6 were retained for academic reasons. Approximately .5 percent or 14 students in Grades 7 and 8 were retained.

School Choice Approximately .28 percent of students entered the Fort Smith Public Schools as a result of the Arkansas School Choice Act. Less than .16 percent exited the District under the same law.

School Completion 207 students were recorded in the Report of the Number of Students Being Removed from the Pupil Attendance Rolls as “Drop-Outs.” This number, which represents 3.2 percent of the FSPS secondary enrollment, includes 78 students who enrolled in the GED program administered through the Fort Smith Public Schools Adult Education Center. The GED pass rate for these students generally exceeds 90%.

Pickle what? Silly name for some serious fun!

“Pickle what?” I asked.

“Pickleball,” they said – for the third time.

I had not heard of it and now I don’t know how I couldn’t have. For one, it’s not a name you’ll forget – but more than that, once you play you’re hooked. The game of pickleball, a funny name for some serious fun, was invented by congressmen Joel Pritchard and his family in Seattle during the summer of 1965.

“Ready to play yet?” Not quite. I was content to watch for a while, find out what this game was all about and learn why it had such a unusual name. So far, there wasn’t a jar, can or platter of pickles anywhere in sight but maybe they would be brought out at halftime?

Van Buren, known for its superb historic preservation and quaint shops, also is home to two pickleball courts and a long-time group of dedicated players. The sport is a lively racket game for all ages and abilities that was created with fun in mind. It was designed to be easy to learn to play whether you are 5, 85 or somewhere in between.

Walking up to the indoor court, I heard a game already in progress.

Thrack! Wack! Pop! Swish! Sounds of vigorous game play were echoing out the door upon my approach.

“It’s the sound that gets you,” said Jane Moore, 88, long-time pickleball player and all-around active senior. She was right about that. Maybe she had seen me flinching. My blood was pumping and it was the first time in my life I had a real fear of a bright orange Wiffle Ball.

with special pickleball paddles, made of wood or high-tech aerospace materials (they look like large ping-pong paddles). The ball used is very much like a Wiffle Ball (a lightweight, perforated, hollow plastic ball) but slightly smaller. It is played with a lowered tennis net to be more accessible to people of all ages and abilities.

Just because it’s a friendly game doesn’t mean it doesn’t get competitive.

The USA Pickleball Association lists 21 cities with 64 courts and more than 500 players in Arkansas. There are state and national tournaments and the game has been incorporated into the Senior Olympics.

Buck Buchanan, a pickleball tournament champion and senior Olympian, credits himself with bringing the game to the area 12 years ago by visiting churches, schools and fire departments to set up courts and teach people about the sport.

“Anybody who tries it just loves it and are eaten up with it,” Buchanan said. He described the local players as not a team but a group of people that come together to get a little exercise. Five of the members are over the age of 80 but you would never know it by the agility they show on the court. I watched and participated with the athletic group that played for two hours with nary a break or drink of water.

Jerry Clopton, who has been playing pickleball since 2009, said he decided to do some personal research on just how much exercise he was getting. He wore a pedometer (step counter) and said when he tallied up all he had walked during a pickleball session, he learned he walks between 5 and 10 miles and didn’t even know it.

She has been playing for eight years – or since she turned 80.

“This is growing like wildfire all across the United States,” Clopton said.

“It’s a great way for people to exercise, have a good time, socialize and meet a lot of good people.” Clopton has been known to visit doughnut shops in the morning where he finds people sitting around drinking coffee. He invites them to the pickleball court as a change to their morning routine.

Finally, it was time for me to play – after much cajoling from my newfound energetic friends. Pickleball can be played with two or more players. We played four-on-four.

The game, in addition to the modified net and gear, has several key rules that make it more accessible. In tennis, and many net sports, games are often won and lost by the power of the serve. Lucky for me and my teammates that is not the case in this sport. The ball must bounce once on each side before volleys are allowed. This opens the game to more players and extends the playtime for more fun.

I wasn’t psyched about my serves that fell short or the balls I missed for fear of getting hit in the face, but everyone just cheered me (and each other) on with “way to make a mistake,” and many chuckles and cheers were had.

Buchanan, who has won more pickleball medallions and trophies than he cares to count, said that is what really makes the games interesting.

“We make mistakes all the time but we laugh about the mistakes, and laughter is good for the soul,” he said.

Moore agreed.

She kindly took me aside for some practice and after 30 minutes, I was getting in some excellent hits and my game confidence was soaring. Sweaty and out of breath, I was smiling.

Pickleball is played all over the world – through community groups, PE classes, YMCA, retirement communities and more, with an estimated 100,000 people playing in the United States alone.

Almost to my dismay, I never did see any pickles, but my new friends’ boasts about getting hooked on the game were well-founded. When not chatting up strangers about my discovery of this addictive game, I am coldcalling distant relatives to ask them, “Did you know you can look up a court in your geographical area?”

Veterans Day? November is Veterans Month around here

J

ust try to get through November without noticing the appreciation this area has for the U.S. Armed Forces. Veterans will be celebrated not only on the national holiday Nov. 11 but throughout the month with parades, honors and programs to show gratitude and respect for those who have served or are serving their country.

One of the biggest events is the Veterans Day Parade and Fall Festival to be held at noon Nov. 8 in the Chaffee Crossing Historic District. This will be the third year for the parade planned by military associations from Sebastian and Crawford counties and it is shaping up to be even larger than the first two, organizers say.

There is a “Mayberry” feeling to the parade and festivities because of the participants and the setting. The Northside High School marching band, UA-Fort Smith Athletic Drum Corps and Christ the King Elementary Choir will perform. Groups such as Barling Elementary students and uniformed Boy Scout troops march along.

The grounds of the Chaffee Historic District have a small-town feeling, with plenty of parking. The streets are lined with shade trees and World War II-era barracks. Vintage cars look at home here. A slower pace (no traffic!) allows the spectators to shout to friends on floats and raise cheers and applause for each group passing in review.

Both the Chaffee Barbershop Museum, where Pvt. Elvis Presley and thousands of others received their first G.I. haircut, and the Museum of Chaffee History have growing collections of exhibits and artifacts from Fort Chaffee regarding its use as an active military base for every war and conflict since World War II. There will be practical service to veterans on parade day, as well.

Area groups who assist military veterans will have tents and tables set up to offer all the help and benefits veterans have earned.

Among the organizations present will be Camp Hope for Heroes, a non-profit group with headquarters at Chaffee Crossing, assisting current servicemen and women transitioning out of the military. Programs at Camp Hope include tutoring for college or trade school entrance exams, VA benefit assistance, transitional housing, financial counseling, legal advice and even food and clothing, if needed.

This year, a Fall Festival follows the parade, stretching the festivities until 5 p.m. with helicopter rides ($25), free inflatable play equipment, lawn games and face-painting for kids. Free rides will be available on vintage military rail cars and a Fort Smith Trolley Museum car, pulled by a tractor. Vintage military equipment, classic cars and emergency response vehicles can be toured.

A tasty selection of food vendors will offer barbecue, chili, funnel cakes and baked treats. The River Valley Ale Raisers, brewing hobbyists, are hosting a craft beer garden for those 21 and older. Several groups will perform live music outdoors near the museum complex.

Take canned food or socks and warm clothes for veterans as admission to a 2 p.m. bingo game with prizes. Crea8ive Arts Network, a non-profit artists’ collective with a studio in the historic district, will exhibit artwork, some by veterans.

To enter the parade, registration forms can be found online at chaffeecrossing.org and should be filled out and returned immediately.

All parade participants should enter on Roberts Avenue. They will be greeted by volunteers who will direct the line-up.

To attend the parade, arrive early and enter Chaffee Crossing from Arkansas 22. Turn left on Taylor Avenue and right on Terry Street to find a parking spot along the route. Shuttles will give rides from other lots.

Inner Space Explorer Photographer James Kirkendall talks his way into closed spaces and forgotten places

I

f it is locked or abandoned and especially, forgotten, James Kirkendall wants in.

Curiosity has led the Fort Smith photographer into closed factories, old hospitals and other urban ruins. He always asks permission. Sometimes he gets in easily, some he has had to persistently pursue several authorities. Usually he hears the remark, “I don’t know why anyone would want in here.”

It started with a paranormal tour of an old building, he said, when he found he was more fascinated by the architecture and artifacts of the building than the idea of ghosts.

Since then, he’s located targets, sometimes by finding them on a Google Earth satellite search and driving to see what is there.

“I am just curious, I guess,” he said. “I always wonder ‘what’s on the other side of that door?’”

Surprises and surprise parties help Marlin Hoge celebrate his 100th birthday all month After the Red Barn Restaurant burned earlier this year, Hoge and his sweetheart, Marguerite Carney, were surprised when a framed page of this magazine survived the fire and was returned to them as a gift.

O

ctober was a milestone month for Marlin Hoge, a retired Fort Smith physician. Even before his 100th birthday Oct. 16, which was celebrated with several parties given by his friends and family, he and his sweetheart, Marguerite Carney, received an unexpected gift.

Ten years ago, this magazine pictured the two at one of their weekly dates at the Red Barn Steakhouse. Dr. Hoge and Mrs. Carney continued the dining tradition they had begun 47 years earlier with their spouses. The couples were good friends. Both now widowed, they were treasured patrons and the staff always seated the couple in “their” stall. The restaurant framed the page and it was displayed in that stall.

The picture, though a bit smoky, was recovered and returned as a gift to the faithful Red Barn patrons, who were delighted to receive it.

On Oct. 17, after celebrations with family and friends, his fellow members of the Noon Civics Club surprised Dr. Hoge with a big birthday cake at their regular meeting. A member since 1950, he followed his father, Dr. Arthur Hoge, into the club. He, his father and brother served as officers of the club during their membership.

Invited to make a few remarks, Dr. Hoge got a big laugh when he explained that the club was originally for “men of good standing, under 40.” The average age of club members is a bit north of 40, now.

Asked for a few early recollections, Dr. Hogue clearly recalled going along to a remote house call with his father, who performed surgery on a patient laid on a kitchen table, illuminated by coal oil lanterns. To his surprise, he treated a patient many years later who was also present at that emergency, and she remembered him there. “She had peeked through the window at the operation,” he said.

Another early memory he shared was traveling to Winslow, Ark., in the summer to stay with friends in the enclave of summer cabins there.

Hoge served in World War II as an engineer, helping to build hundreds of miles of Alaskan highway while fighting snow, floods and mud.

He became a doctor, raised a family and has lived all his life in Fort Smith.

Dr. Hogue was joined at the Noon Civics Club by his grandchildren and son, Rollins Hoge. He received a heaping stack of birthday cards. “Being a member of this club since 1950 has been one of the highlights of my life,” he said.

Serving Up Real Life On A Blog

W

ife. Mom. Blogger. Entrepreneur. Kristan Roland of Fort Smith wears a lot of different hats. Each day, she balances managing a household and caring for her husband, Jess, and two kids with running a thriving blog and business. Her site, Confessions of a Cookbook Queen, is a domestic go-to, covering everything from baking and meal planning, to books and make-up. Along the way, Roland shares hilarious quips and excerpts from her daily life, which include kitchen mishaps and toddler tales. Readers gain more than just helpful recipes and styling tips, they get a personal glimpse into the “crazy” life of one stay-at-home mom-turned-blogger, turned-legit-business woman.

It all began five years ago, when Roland's son, Jon David, started kindergarten, leaving her with a few free hours. With a knack for baking and a way with the written word, Roland decided to try her hand at blogging. She scoured the Internet reading tons of cooking blogs and sites. What she found, or didn't find to be more exact, helped shape what Confessions would come to be.

“Lots of blogs do recipes, but when I would look through them, I wasn't seeing women like me,” said Roland. “Reading them was often intimidating because what they were putting out there didn't resemble my world at all. I wanted to focus on finding women to connect with.

I decided that I wanted my blog to be a true reflection of me with 18

recipes and posts that would be encouraging to readers. I always want viewers to look at my pictures and think, ‘I can do that, I want to give that recipe a try.’”

Readers quickly connected with Roland and Confessions of a Cookbook Queen grew rapidly in popularity.

“Some people start a personal blog and later on it evolves into an income-earner for them,” said Roland. “I knew going in that I wanted it to be something that helped make me a living.”

And that it did. As readership began to increase, advertisements came and later prominent national companies were seeking her out for promotion of their products. Roland does frequent giveaways on her site and highlights specific brands, including Pillsbury, Ziploc and LeCreuset, through sponsored posts. This past year, she signed on to blog for Spoonful, a Disney site that shares recipes, crafts and other creative projects. She also is a contributor to this magazine.

Roland's credits also extend to a number of other outlets. She serves as a contributor to lifestyle blog Living Locurto and has developed recipes for Parents Magazine and Candy.com. Roland has been featured on dozens of sites including Babble, Craft Gossip, Tidy Mom, the Washington Post and Cupcakes Take the Cake.

People will sometimes ask about a dish I posted within the past couple of days asking if I have any still around the house. I usually have to think because that food may be long-gone or already in the freezer.”

Roland has learned a great deal since launching her blog, especially in the area of photography.

“When I started, I took most of my pictures with a simple, point-and-shoot camera. I soon realized that I needed to learn more about photography so I could better present my work. It is an important aspect of what I do because I want my food to look as good as I know it tastes.”

Social media also plays a critical role in driving traffic to Confessions. Several hundred thousand fans follow Roland on sites such as Facebook, Twitter and Pinterest.

Her success is an inspiration to many, demonstrating that in today's technologydriven society, creators, crafters and artists of all kinds can carve out a niche in the online world of business.

“It is wonderful to see so many women, who are home caring for their kids, sharing their

incredible talents in this way,” said Roland.

Despite her ever-growing popularity and booming business, Roland remains deeply committed to her most important roles as wife and mom. She remains grateful for the opportunity to parlay her talents into a business that gives her flexibility and the ability to work from home.

“The biggest blessing about what I do is that I can pretty much work when I want and from wherever I want.”

Roland's “real-life” approach to her blogging makes her both approachable and entertaining to her readers. She has built her business on sharing ideas that are achievable to even novice cooks and crafters and, in doing so, has connected to an audience simply looking for ways to make their lives tastier, prettier and simpler. Holiday Market makes shopping fun in order to assist many children in need

or the shopper, the Junior League’s annual Holiday Market is entertainment and fun mixed with gift-buying, socializing and the chance to win outstanding prizes.

To the Junior League, every dollar earned at the three-day shopping extravaganza can be used to create a more secure future for children and teenagers who are served by the Children’s Emergency Shelter – especially teens who will soon leave foster care and start their adult lives.

“We want everyone to understand – we’re not just having a party,” said Kym Phelps, chairwoman of the 2014 Holiday Market.

The Junior League’s long-time fundraising and volunteer work helped to establish and maintain the Children’s Emergency Shelter of Fort Smith as a safe, long-term residence for children in the foster care system and for several years has taken on responsibility to assist teens reaching 18 who will soon “age out” of state care.

The league, which provides volunteers to mentor and counsel these teens as they become responsible for themselves, is also working toward providing future residential options for them, she said.

Holiday Market is not “just”a party but in order to successfully raise funds, the league certainly works hard to make it very entertaining for shoppers. The core of the event is a three-day shopping bazaar tended by local and national vendors who offer unusually tempting merchandise such as women’s fashions, jewelry, children’s clothes, holiday decor, tasty gourmet foods and more.

Shoppers entering the doors at the Fort Smith Convention Center will feel an entire shopping center has magically appeared.

Friday Shopping and Masquerade Gala Nov. 21 from 9 a.m. to 6 p.m. is open to all shoppers for a $5 admission fee. That night at 6 p.m. is the league’s first Masquerade Gala, themed “Unmasking Aging Out of Foster Care.” The guest speaker is Bailey Moore, first runner-up to the 2014 Miss America title, who has made foster care her platform.

WHAT’S COOKING with KRISTAN ROLAND PINEAPPLE UPSIDE DOWN CAKE 1/3 cup butter, melted 2/3 cup packed brown sugar 20 ounce can crushed pineapple, drained with 1/3 cup juice reserved 3 eggs, separated 1 cup sugar 1 tsp. vanilla extract 1 cup all-purpose flour 1 tsp. baking powder 1/4 tsp. salt Preheat oven to 375 degrees.

Combine melted butter and brown sugar in the bottom of an 8x8 pan.

Top evenly with crushed pineapple and set aside.

In a medium bowl, combine flour, baking powder and salt; set aside. In a large bowl, beat egg yolks on medium speed until thick and light in color. Gradually add sugar, beating well. Blend in vanilla and reserved pineapple juice. Add flour mixture to batter, beating well on medium speed until smooth and combined.

In a small bowl with clean beaters, beat egg whites on high speed until stiff peaks form; fold into batter until combined. Spoon batter into pan.

Bake 30-35 minutes or until a toothpick inserted in center comes out clean. Let stand 10 minutes before inverting onto serving plate. Garnish with maraschino cherries, if desired Notes: Adapted from Taste of Home.

Double recipe for a 9×13-inch cake.

CARAMEL APPLE BUTTERFINGER BARS 2 cups all-purpose flour 2 cups quick cooking oats 11⁄2 cups packed brown sugar 1 teaspoon baking soda 11⁄4 cups butter, melted 2 cups Granny Smith apples peeled, cored and sliced very thin 1 jar caramel ice cream topping 1/2 cup all-purpose flour 5 regular size Butterfinger Bars, roughly chopped Preheat oven to 350. Line a 9x13 pan with foil and spray well with nonstick spray.

In a large bowl, combine flour, brown sugar, quick oats and baking soda. Stir in melted butter until completely mixed in. Press 3/4 of mixture into pan and bake for 9 minutes.

Spread apple slices evenly over crust.

In a small pan, heat caramel and flour over medium heat until it starts to bubble. Remove from heat and pour over apple slices. Sprinkle Butterfinger pieces over the top and top with remaining crust mixture, crumbling evenly.

Bake for 20 minutes or until golden brown. Remove and let cool to room temperature before covering with foil and chilling completely.

MILLIONAIRE PIE Pie crust: 11⁄2 cups finely ground graham cracker crumbs 1/3 cup white sugar 6 tablespoons butter, melted Pie Filling: 1 cup powdered sugar 2 tbsp. salted butter, slightly softened 1/8 tsp. vanilla 1/4 cup pasteurized egg product (like Egg Beaters) 1/2 cup cold heavy cream 1/4 cup powdered sugar 8 oz. can crushed pineapple, well drained 1/4 cup chopped pecans Make crust: Preheat oven to 375 degrees.

Mix graham cracker crumbs, sugar and melted butter until well blended . Press mixture into an 8- or 9-inch pie plate. Bake for 7 minutes. Let cool completely before filling.

Prepare Filling: Cream 1 cup powdered sugar and 2 tablespoons butter on medium speed of electric mixer until fluffy. Add egg product and vanilla and continue beating on medium speed until light and fluffy.

Spread into prepared pie crust and chill for a couple of hours until firm.

Place a metal mixing bowl and your mixer whisk attachment in your freezer for about 5 minutes. Add heavy cream and 1/4 cup powdered sugar and beat on high speed until a stiff whipped cream is formed. Carefully fold in pecans and pineapple and spread over pie.

Chill until firm and serve.

Sassafras the smell of childhood

he smell of childhood – that’s the thought that came to me as I was hiking on a friend’s land recently. I looked about for the source and realized I had come upon several sassafras trees. For you younger folks, the smell I was remembering was root beer, which is made from the roots of sassafras.

Because of my nostalgic connection, I decided to add the tree to my collection. I uprooted a small sassafras sapling and brought it home to plant.

The sassafras tree has many interesting qualities and uses. It is one of the few trees to have different shaped and sized leaves, described by many to resemble a right- or left-hand mitten, an oval and a trident. The blue fruit, which is not to be eaten by humans, is attractive to many bird species.

I had no idea that Louisiana’s beloved filé powder was made from sassafras leaves. Sassafras trees play a big part in Native American folklore and foodways as evidenced by this excerpt from The Picayunes Creole Cookbook published in 1901 “preserve the culinary traditions passed down from the lips of the old Creole cooks.”

First it will be necessary to explain here, for the benefit of many, the ‘Filé’ is a powder manufactured by the remaining tribe of Choctaw Indians in Louisiana, from the young tender leaves of the sassafras. The Indian squaws gather the leaves and spread them out on a stone mortar to dry. When thoroughly dried, they pound them into a fine powder, pass them through a hair sieve, and bring the filé to New Orleans to sell, coming twice a week to the French Market from the old reservation set aside for their home on the Bayou Lacombe, Near Mandeville, La. The Indians used sassafras leaves and the sassafras for many medicinal purposes, and still sell bunches of dried roots in the French Market. The Creoles, quick to discover and apply, found the possibilities of the powdered sassafras, or Filé and originated the well known dish,”Gumbo Filé.”

Making Filé Powder from Fresh Sassafras Leaves After reading several accounts of how much more flavorful homemade Filé is, I decided to give it a try.

DRY IT First gather tender, leafy branches and wash thoroughly. Hang the branches in a dry, shady spot. Mine took several days to fully dry.

PICK OFF THE LEAVES When the leaves are completely dry, remove them individually. Pull off stems and discard.

GRIND IT I started grinding the leaves into a powder using a mortar and pestle, but gave up quickly in favor of my wonderful Oster blender.

NOW, GRIND IT THE EASY WAY Pulverize the leaves with a couple of pulses of the blender. Strain it through a fine colander.

STORE IN A TIGHT-FITTING JAR Filé is never to be added to boiling liquid.

It is stirred into gumbo, for example, after the pot is removed from the heat. Homemade filé may be much more flavorful than commercially prepared filé powder. Purists make their own filé to know that it contains only sassafrass and no artificial additives.

hile it is still a museum without walls, the Hardwood Tree Museum is literally alive and growing on 8 wooded acres adjacent to the River Valley Nature Center at Chaffee Crossing in Fort Smith. The grove of hardwood trees itself is the subject of the stories the museum plans to tell.

On Nov. 8, visitors can experience some of what the museum wants to share in its permanent home someday – the smell of freshly cut wood and the high whine and buzz of woodworking machinery as craftsmen demonstrate the skills that once sustained Fort Smith’s economy.

With founding members as diverse as veterans of Fort Smith’s furniture industry, forestry scientists, architects and woodworking craftsmen, the museum plans to encompass all aspects of the significance of the hardwood tree in nature and in human use.

How trees built a town From Fort Smith’s founding in 1817, the abundance of hardwood forests surrounding the little military fort and city on the Arkansas River supplied the raw materials used to accelerate its growth into a manufacturing powerhouse, at one time the largest center of furniture production west of the Mississippi River.

While Riverside Furniture and several other manufacturers still operate here, the furniture industry dominated Fort Smith’s economy for more than 100 years from the 1870s through the late 20th century. In 1965, the Fort Smith Chamber of Commerce noted, about a third of local workers were employed by furniture manufacturers.

The presence of nearby, abundant hardwood trees as a natural resource encouraged the development of the entire supply chain for furnituremaking, from lumber operations to sawmills, furniture assembly and 32

finishing and the related manufacturing of other components such as hardware, glass and mirrors.

In addition to furniture, local factories produced wooden wagons at the rate of 18,000 a year, made wagon wheels, wooden barrels, burial caskets and even glider aircraft during World War II. The museum acquired and is still collecting Fort Smith-made furniture, historic photographs, product catalogues and the oral histories of industry owners and workers. University of Arkansas-Fort Smith history students are assisting with the recording of interviews.

At the Nov. 8 exhibition, visitors can do some hands-on cross-cut sawing and wood-turning on lathes to get an idea of the processes involved in lumber harvesting and furniture-making.

Enjoying and understanding hardwood trees in nature On the Hardwood Tree Museum’s new Herman J. Udouj Memorial Trail, visitors can walk through the forest and learn to identify native hardwoods. Dedicated last month, the walking trail has a 4-foot-wide gravel surface and is dotted with wooden signposts identifying specimens of oak, cherry, winged elm and other species of trees. The signs were made by students at Northside High School.

Labor to clear and lay the trail out came from Boy Scout Troop 4 of Fort Smith with the guidance of naturalist and museum board member Larry Lowman and others. A clearing along the trail will have an ADAaccessible trail and outdoor classroom.

Speakers at the Nov. 8 event can use the forest at hand to explain the effects of former non-sustainable hardwood logging, tell of the conservation actions that helped to restore Arkansas’ hardwoods and discuss today’s “best practices” for sustainable, healthy forests.

Living in, and making a living in, the hardwood forest The abundant hardwoods of Arkansas provided the raw materials for pioneers to build rough-hewn homes and to burn wood for heat and cooking. Hand tools also were used to shave wooden shingles and to cut notches to fit walls together.

Museum member Gene Hardgrave has taken down an 1840 barn, numbering each piece for reconstruction, that the museum hopes to erect again to show the craftsmanship used to build from hand-sawn lumber.

Arkansans also harvested wood to earn a living by logging and milling lumber. One of the acquisitions of the museum is a “peckerwood” sawmill.

What’s the “peckerwood” mean? It is a slang word, derogatory, indicating a backwoodsman whose mill could operate little faster than a woodpecker.

Insignificant to a commercial sawmill, perhaps, but hundreds of the simple, steam-powered or gasoline-powered, portable sawmills operated in Arkansas, turning raw trees into board lumber, allowing for homes and buildings to be upgraded from log cabins into structures made of planks and clapboard. These slow, cruder sawmills could supply the lumber for barns, fences and wagons. The growth of railroads also demanded a huge supply of wooden crossties and workers at the little family-operated sawmills could earn a living providing them.

The peckerwood mills earned their place in history. Some family sawmills grew into lumber empires.

“We’d like to someday demonstrate how trees were skidded out of the woods by mule teams and put the sawmill together to show the whole process,” said James Reddick, an architect and museum board member.

Sharing now and building for the future With the establishment of the Udouj Trail, the Hardwood Tree Museum has made its first mark on the forested acres where the group plans to construct a museum building someday. But outside is where the trees are. Hardwood Tree Museum Day will demonstrate that learning about trees is naturally fitting beneath a canopy of leaves.

or the first time, the Junior League of Fort Smith has organized a Holiday Home Tour. Four families will graciously open their holiday-decorated homes from 1-7 p.m. Dec. 7.

The tour is a fundraising project to support the Junior League’s efforts to help children aging out of foster care.

Tickets, $25 per person, will allow a tour of four homes decorated for Christmas, some by professional designers. Raffle items will be offered at each home, as well. Snacks and water will be provided as guests depart each home.

“This is just a fun event to bring friends and family together for an afternoon to get into the Christmas spirit and get decorating ideas,” said Ellie Glidewell of the league.

Tickets are available Nov. 1 and can be purchased at the Junior League Holiday Market Nov. 20-22 or at Sagely & Edwards Realtors.

The event’s make-up date in case of bad weather will be Dec 10 at a time to be announced.

nspiration awaits inside the door of Bodé Couture, a new health and wellness spa offering medically supervised weight loss and body sculpting for women and men.

Before and after pictures of clients line the walls to share the success stories of other clients who followed the customized step-bystep program directed by owners Jenny and Stephen Pittman.

The Pittmans opened Bodé (pronounced body) Couture earlier this year.

“Our motto is to always under-promise and to strive to over-deliver. We try to teach consistency not perfection,” Jenny said.

Individual health plans and an array of equipment are available to clients. One of the options is a hydro massage bed with covered, heated water jets that go up and down the full length of the body without actually getting the client wet. The client can use a touch screen panel to control the intensity of the massage from one to 10, as well as pinpoint sore muscles so the jets can work out tension in a quick 15- to 20-minute session.

A hyperthermic therapy room is for treatment of the symptoms of ailments such as fibromyalgia, chronic fatigue, eczema, psoriasis and acne. Clients are wrapped in an infrared slim wrap blanket that raises the body’s core temperature to induce sweating.

This helps eliminate dead skin cells and improve skin tone and elasticity, as well as get oxygen to areas where cellulite is a problem.

device used for non-invasive liposuction. This FDA-approved, low-level laser light machine emits laser energy directly into fat cells, which leak out the fatty contents into the body's lymphatic system. Post-treatment exercise is required. "We notice clients becoming more motivated about their lifestyle when they start seeing results from the laser," Jenny said.

“My clients usually lose 3 to 5 pounds a week,” Jenny said. “We need to make sure they aren’t losing muscle so this machine is a vital part of their weight-loss plan.”

Leonard, Loftin and Aclin exhibit at Library The award-winning photography of Michael Leonard will be on display in the Library Community Room and Kay Aclin will exhibit her original paintings at Dewey’s Café inside the main library. Leonard’s works in this show are award-winning entries from many of the photo competitions the photographer has entered over the last 10 years, with some of his very best works represented. Subjects include architecture, landscapes, machinery and more. Aclin is a versatile artist whose subject matter covers a wide variety. She has had solo watercolor shows and hangs in many private and corporate collections. She is a member of the Hoover Watercolor Society, as well as a signature member of the MidSouthern Watercolorists. Barbara Loftin is the Miller Branch Artist of the Month. Nov. 3 Crawford County Chronicles: WWII Veteran Warren Blaylock World War II veteran Warren Blaylock will discuss his experiences serving in an evacuation hospital in Europe. Blaylock worked in the 67th Evacuation Hospital, which landed on Normandy days after D-Day and trailed Allied forces throughout Europe. Initially, Blaylock had entered the war expecting to be a soldier, but he found his calling nursing injured troops. Following the Battle of the Bulge, which ended in a decisive Allied victory, Blaylock’s hospital moved to southern France before he was transported back to the States. Blaylock was promoted to 1st sergeant during his time in Europe and received numerous awards for his efforts, including two Bronze Stars, the Superior Unit Award and the Combat Medical Badge. Blaylock has worked as a businessman, teacher, veteran and livestock farmer and currently operates Auctioneering Associates. In May, he was inducted into the Senior Arkansans Hall of Fame. Visions of the World Student Art Competition The University of Arkansas-Fort Smith will host its second annual student art competition as part of iFest, with paintings to be auctioned off to the public following the contest. “Visions of the World” will feature art by UAFS students hanging in the Smith-Pendergraft Campus Center.

Students will receive 8-by-8-inch canvases and paint a work representing their vision of the world in which they live. Bidding for the art will take place online and run throughout the month the paintings are hanging in the campus center, and all profits will benefit the International Scholarship Program at UAFS. UAFS faculty, staff and students will also vote on the best artwork from the competition, and winners will be announced Nov. 20 at International Fest.

Rebeccah Karp’s “Sunshine,” previous Cash prizes will be recipient of Best of Show. awarded to the winners, including $150 for Best in Show, $100 for first place, $75 for second place, $50 for third place, $25 for the student choice award and $25 for the faculty and staff choice award.

National Geographic Adventurer of the Year to visit UA-Fort Smith Jennifer Pharr Davis, a renowned athlete, author and speaker and the 2012 National Geographic Adventurer of the Year, will discuss her experience hiking 2,185 miles in 46 days. Davis has hiked more than 12,000 miles on six different continents, including hikes of the 2,650-mile Pacific Crest Trail, the 485mile Colorado Trail, the 275-mile Long Trail in Vermont, numerous trails in Europe and the 2,185-mile Appalachian Trail three times. In 2011, Davis completed the Appalachian Trail in the fastest known time by a male or female when she hiked 47 miles a day for 46 consecutive days. Davis will be sharing slides and stories, answering questions and reading excerpts from her new book Called Again, which Kirkus Reviews calls “an inspired exploration of the meaning of commitment.” Book purchase and signing available. Meals/Good Nutrition Critical to Student Success

I

“If students are hungry, they cannot concentrate on the task at hand,” said Sherri Penix, Principal of Euper Lane Elementary School. This is a fact that is not left to chance at any school in the District. With more than 70 percent of students qualifying for free or reduced-price meals, District educators consider the availability of meals critical to student success.

Educators choose to address the issue in a number of ways. In 2002, the District began offering breakfast and lunch to students free of charge during the summer months. Donna Turnipseed, Director of Child Nutrition, said the Summer Meals Program was created to ensure students do not go without food while they are away from school. The Child Nutrition Department serves between 45,000 and 55,000 meals each summer.

Several building principals requested that the District consider free breakfasts for all students during Benchmark testing week two years ago. The program noted great success each year. So much so, that when lunch prices had to increase for the coming school year the Board of Education elected to provide free breakfasts to all students during the 2014-2015 school year.

Penix said she supports this program because it provides students the opportunity to eat, concentrate, and be successful. “Students do not have the energy and the potential to focus and do their very best when they are hungry,” said Penix. “When students have that meal, it literally is like food for the brain!”

Sharla Whitson, principal of Bonneville Elementary School agrees.

“Testing can be stressful on students so it is great to have breakfast provided,” said Whitson. “Having a good breakfast makes sure everyone starts the day focused and not worrying about being hungry.”

Highly Qualified Staff FSPS teachers participate in a rigorous program of content-focused professional development. Arkansas licensure requires 60 hours annually, but district teachers accumulate many more beyond that mandate.

100 percent of 1,142 educators in the District were fully licensed to teach in their subject areas.

101 teachers hold certification by the National Board of Professional Teaching Standards. More than 25 are in the process of obtaining this certification.

Two principals have earned the prestigious Arkansas Master Principal designation. Three are in varying stages of the process seeking this professional credential.

52.33 percent of District educators hold a bachelor’s degree. This number includes teachers who have accumulated up to 36 additional credit hours. 45.73 percent hold a master’s through master’s plus 30 hours. 1.93 percent hold a doctoral degree. $53,841 was the average teacher salary in 2013-2014.

The Welfare of

T

he often-quoted African proverb “It takes a village to raise a child,” is demonstrated each day in Fort Smith as the academic and personal success pursued for FSPS students involves many individuals and groups from the greater community. This engagement is especially important as the leadership opportunities, collaboration skills and connection to future plans complement the core academics our schools emphasize.

At the most basic level of meeting the nutritional needs of students, more than 55,000 meals were served during the summer recess.

Following a pilot of universal breakfast during Benchmark testing, making breakfast a morning staple provided to every student was planned for 2014-2015. To take the community connection another direction, local schools are major participants in community food drives to support the Salvation Army and Community Clearinghouse, as well as other charities. In cooperation with more than 225 Partners in Education, more than 4,000 pounds of food were collected in conjunction with the Partners in Education Annual Awards Luncheon.

School safety has been significantly enhanced by improved access control to all elementary schools. Throughout the process of making schools safer, there has been an emphasis upon ensuring that parents are afforded timely information and contact with school personnel.

The completion of high resolution video surveillance systems in all FSPS facilities has improved the ability of school staff to have intime supervision of campuses.

The state mandated measures of academic success represented by the Benchmark and Endof-Course Exams trended consistent with state scores across the District. Using the various metrics to classify schools, Benchmark data were used to designate seven campuses as achieving, 17 campuses as needs improvement and two campuses as priority in the Arkansas Department of Education rankings. The Office of Education Policy at the University of Arkansas recognized 13 campuses for their exemplary achievement

Students Involves the Entire Community when compared to similar campuses throughout the state, while the Arkansas GAINS model indicated five campuses in the top 10% of all Arkansas schools and three campuses in the top 20%. The GAINS designation awarded these schools a total of more than $300,000 to reward their good performance.

As the District earned a needs improvement rating, the irony in the entire process is the fact that three different processes used the same test scores to classify schools in different ways.

Some campuses were in needs improvement by ADE standards, honored by the U of A and in the top 10% of all Arkansas schools.

In other academic indicators, ACT scores for 2014 seniors reflected a significant increase and continued to outpace state averages. Enrollment trends in Advanced Placement® (AP) participation continued to increase and impressive test performance followed. The communitybased Arkansas Scholars program reflected a 30% increase in qualifiers in 2014. At all levels of academic performance, students are demonstrating their scholarship and preparation for their futures.

Another important part of the total preparation and development of FSPS students lies in their participation in the many student activities to complement their academic work while emphasizing teamwork and instilling a work ethic filled with self-discipline and dedication. Music groups across the District continue to excel when numerical measures of participation, group performance ratings against other schools and individual performance at all-region and all-state are considered. Active growth in JROTC, spirit groups and athletics are other indicators of success.

The FSPS student population continued to increase during 2013-2014. Numerically, the past year reflected the greatest growth in more than a decade with a total of 14,266 students enrolled on October 1. Plans to address space needs are actively underway including both short and long-term projects.

Additions and renovations to Woods Elementary School and the Northside High School Fine Arts Building are complete.

Additions are under construction at Morrison Elementary School and Darby Junior High School. Planning continues for additional secondary school space at a campus in the Chaffee

Crossing area as well as a shared events complex near the Fort Smith Regional Airport.

Even as the state and national economy emerges from recession, FSPS continues to be financially secure.

It is noteworthy that the current rate of local school tax of 36.5 mills has been constant since 1987 and is the lowest among Arkansas’ large school districts as well as school districts in the area. Balancing revenue from all sources to address critical needs is a perennial challenge.

Fort Smith Public Schools succeed in a dynamic urban environment because of the community support from parents, from business and through volunteers who serve in many ways.

The Board of Education and school staff are committed to helping Fort Smith schools to meet the needs of today’s students while planning for the needs of our educational community in the years to come. These qualities continue to distinguish Fort Smith Public Schools as a diverse school district addressing the present while focusing on the future.

Failure to plan and act now will limit tomorrow’s options.

Teachers Tackle Digital Learning

“As educators, we are challenged to prepare students for jobs that don't even exist yet. Careers that require digital expertise are growing exponentially. Digital conversion equips students and teachers alike as productive citizens in our ever-changing world,” said Rachael Foster, Sunnymede Elementary School sixth grade teacher.

In 2013-2014, Foster and her colleagues at Sunnymede and Morrison Elementary Schools and Ramsey Junior High School tackled the planning it takes for conversion to digital learning.

In 2014-2015, they are implementing the transition to new ways to think about education in the 21st Century.

With more than 11,000 student computers already in use in the District, Fort Smith Public School District educators are complementing and further refining their approach to teaching and learning. In September 2013, Superintendent Dr. Benny Gooden guided District administrators through a study of Dr. Mark Edwards' book "Every Child, Every Day: A Digital Conversion Model for Student Achievement." In his book, Edwards, the superintendent of Mooresville Graded School District in Mooresville, North Carolina makes a case for the potential student achievement in schools and districts that embrace rapidly changing technology. His point: Technology is not necessarily the reason for improved student achievement, but careful attention to the new ways technology causes one to think about problem solving is.

This idea was the base from which instructional leaders throughout the District began work toward digital conversion in three pilot schools. Dr. Barry Owen, Assistant Superintendent for Instructional Services, leads the multi-faceted team required to ensure success. He notes that changing the way content is delivered to students is important, and preparing teachers for the transition is a top priority. He believes that as technology continues to saturate our schools, preparing teachers becomes exceedingly crucial.

Through the Spring and Summer of 2014, teachers and administrators planned and collaborated. They asked questions and engaged speakers who had successfully implemented digital conversion. They agreed upon basic elements now present at each digital conversion school, and recognizing that all schools are different, they have designed programs that they believe will best serve their particular students.

The ultimate goal, as always, is to teach. Much of the content remains the same, but teachers are becoming better equipped to reach students who learn in different settings and for that, veteran teacher Raven Grant from Morrison Elementary School is thankful.

“Students will have more individualized skill practice with instant feedback,” said Grant. “Additionally our district is incorporating a digital curriculum that includes lessons on typing, manipulating Word and Excel files, and many others.

Every day they will be gaining 21st century skills that will help them in their future jobs and lives.”

Building Toward the Future

Northside High School’s Technical Science electives provide solid scaffolding for students interested in pursuing careers related to construction and manufacturing.

Several courses including Construction Fundamentals and Furniture Manufacturing prepare students to apply technical skills to current standards. Students have the opportunity to tour area new construction, learn from highly-skilled and certified technicians, as well as work together to design, organize, build and finish real-world projects. These projects include items like a wheelchair ramp to be built and donated to Disabled Veterans of Fort Smith.

Career Development Facilitator Stephanie Freeman said students who are preparing for careers in architecture, construction, and manufacturing can particularly benefit from this program. She said, “These courses give students the foundation skills needed to transition to post secondary programs, apprenticeships, or on-thejob training in the workforce.”

Guiding ACT Prep Historically, Fort Smith Public School District ACT scores are above the state and national average, even while the number of students who take the test continues to grow. One of the ways that the District facilitates this success is in its ACT Prep Program. In 2013-2014, FSPS hosted four prep sessions which allowed for 30-45 hours of instruction, the opportunity to hear national speakers Chad Cargill and Brooks Harper, and to visit a college campus. 291 FSPS students participated in these programs. Participating students achieved an average of a two point increase in their composite scores.

rom the site of a once dilapidated trailer park across the street from Cavanaugh Elementary School, Partners in Education, community, local businesses, the City of Fort Smith and school have created a permanent asset. Cavanaugh Park now stands as a developing resource which testifies to the possibilities of what groups of people can do when they are working together.

The project began several years ago when the Fort Smith Board of Education approved the purchase of the deteriorating trailer park. The District cleared the property and the school began to plan how to best use the space. Help from the community, especially Partners OG&E and Fort Smith Commissary Kiwanis, emerged in many ways over the next years allowing for the completion and dedication of the space in Spring 2014.

Hank Needham, principal of Cavanaugh Elementary School, is grateful for the support from the community, teachers, parents, and students. "We are extremely fortunate to be associated with dedicated, communityminded Partners in Education. Without the outpouring of support we have received, our goal to develop a park in the Cavanaugh community would not be possible,” said Needham.

Many individuals played roles in the development of the park, too. Needham says he is most thrilled with the example being set for Cavanaugh students. “As a result of the vast contributions of our Partners, Cavanaugh students have been exposed to exemplary role models and community servants. Our Partners and PTA have given the Cavanaugh community a gift that will be treasured by our school for generations to come."

School Board Fact Fort Smith Public School Board members documented 115 hours in Arkansas School Board training. Arkansas ACA 6-13-629 requires that each member attend at least six hours per year. All seven board members have completed this requirement.
