We are pleased to present a new edition of our newsletter focused on Ensenada’s economic development. Over this period, we strengthened our international presence through strategic agendas in EuropeandChina,promotingtheregion’scapabilitiesin sectors such as advanced manufacturing, technology, logistics,andtheblueeconomy,aswellasparticipating inkeyeventslikeSEMICONChina2026.
At the same time, we advanced investment attraction efforts through business seminars, B2B meetings, and the Mexico Investment and Trade Promotion Exchange Meeting in Guangzhou, building connections with companies interested in establishing operations in Mexico. These initiatives continue to position Ensenada as a competitive destination within the global landscape.
Locally,wefurtherstrengthenedthebusinessecosystem through initiatives such as our Business Mixer and the Ensenada Business Tour, in addition to participating in key industry events, academic engagement activities, and talent development efforts that support the growth ofstrategicsectorsintheregion.

The Latin American Forum, organized by Business France, is a space that brings togetherleadersfromthepublic,businessand financialsectorstoanalyzetheneweconomic dynamicsbetweenEuropeandLatinAmerica.
Duringtheinauguralsession,representativesof the French government, international organizationsandbusinessleadersaddressed strategic issues such as the geopolitical evolution of the region, opportunities in the Mercosurmarkets,theroleofLatinAmericain the supply of critical minerals and the energy prospects in the Caribbean and the Guianas region.
The agenda also included panels focused on Mexico, highlighting its dual strength as a nearshoring destination and as one of the mostdynamicdomesticmarketsintheregion.
This space was attended by leaders of business organizations such as the Chambre de Commerce France-Mexique and the Mexican Business Council for Foreign Trade, Investment and Technology, as well as executives of international companies with a presenceinthecountry.
Furthermore, important announcements and cooperationagreementsweremade,including the signing of memoranda of understanding between MEDEF International and the Private Sector Commission of Guyana, as well as between Business France and COMCE, strengthening trade ties between Europe and LatinAmerica.
Subsequently, B2B meetings were held with French companies and organizations interestedindevelopingbusinessopportunities in Mexico, exploring possible collaborations andareasofinvestment.

As part of our international promotion agenda in France, we held strategic meetings in the Brittany and NantesSaint-Nazaire regions, as well as at the MexicanEmbassyinFrance,withtheaim of strengthening economic, commercial andinnovationtieswithEnsenada.
In Brittany, we visited Pôle Mer Bretagne Atlantique, where, together with Sébastien Cann, Business Development Manager, we explored opportunities for collaboration in maritime innovation, blue economy, logistics and advanced manufacturing, as well as possible links between companies, startups and researchcenters.
Later, in Nantes-Saint-Nazaire, we met with the Nantes-Saint-Nazaire Chamber of Commerce and Industry and NantesSaint-Nazaire Development. Together with Nadia Chibouti and Martine Sécher, we analyzed business opportunities in sectors such as aerospace, healthcare, technology, creative industries, and especiallythemaritimesector.
As part of this agenda, we also held a meeting at the Mexican Embassy in France with Luis Anaya and Eduardo Delgadillo, where we discussed strategies to strengthen the relationship with the French business ecosystem and position Ensenada as a strategic destinationforinvestment.
These meetings made it possible to identifyareasofcooperationandlaythe foundationsforfuturecollaborations.

As part of our agenda, we held a meeting with Agence Wallonne à l’Exportation et aux Investissements Étrangers (AWEX), a Belgian government agency focused on promoting tradeandinvestmentintheWalloonregion.
During the meeting, together with Romain Droog, Area Manager for Latin America and theCaribbean,wediscussedopportunitiesto strengthen trade ties between Mexico and Belgium, as well as possible areas of collaborationwithBajaCalifornia.
Belgium maintains an active economic relationship with Mexico, with companies operating in the country, including Baja California, in sectors such as specialized manufacturing, industrial textiles, advanced technologies,andglobalsupplychains.

Aspartofourinternationalagenda,wehelda meeting at Switzerland Global Enterprise, Switzerland, with Perrier Mélusine, Consultant Americas, following up on the Swiss delegations previously received in Baja California
This meeting reinforces the strong economic relationshipbetweenMexicoandSwitzerland, one of the main investors in the country, with a prominent presence in industries such as pharmaceuticals, chemicals and precision technologies, as well as being a key trading partnerinEurope.
In this context, Ensenada positions itself as a strategic destination for investment in high value-added sectors such as biotech, nanotech, life sciences and blue economy, thanks to its innovation ecosystem and globalconnection.
This meeting strengthens international alliances that boost the region's competitiveness.

The first Mexico Investment and Trade Promotion Exchange Meeting was held between Ensenada and the China Chamber of International Commerce (CCOIC) in Guangzhou, kicking off a collaborative agenda to attract Chinese manufacturing investment totheregion
Mario A. Peregrina, president of Ensenada EDC, presentedEnsenada'scompetitiveadvantages, highlighting its manufacturing capacity and the integration of the supply chain in Baja California. The event brought together more than 30 companies interested in investing in MexicoandfeaturedkeyplayerssuchasOlivia Xian (CCOIC Guangzhou), Daniel Domínguez (Consul General of Mexico in Guangzhou), Huang Xiaozhe (Bank of Guangzhou Nansha Branch), and Xu Yan Li (SINYINK Group), who shared perspectives on investment, crossbordertrade,andlocationstrategies.
Topics covered included trade opportunities with Mexico and the world, the tariff context between China, the United States and Mexico, the industrial ecosystem of Baja California, the logistical advantage of Ensenada, as well as new industrial developments and the step-bystep process for establishing operations in Mexico,includinglegalincorporation.
The event concluded with an open dialogue that reinforced the interest in building longterm strategic alliances between Chinese companiesandEnsenada.
WeconductedabusinessseminarinShenzhen, China, focused on how to establish operations in Mexico, with the participation of Mario A. Peregrina, President of Ensenada EDC, highlighting the competitive advantages of Ensenada and Baja California as strategic destinationsforinvestment.
This initiative was carried out in collaboration with the China Chamber of International Commerce Shenzhen Branch and the World Trade Center Shenzhen. The opening remarks were delivered by He Shanshan, Head of the Secretariat,whohighlightedtheChamber'srole in facilitating trade and promoting new investmentopportunitiesintheregion
Theseminarbroughttogethercompaniesfrom key sectors such as logistics, medical device manufacturing, and brokerage, reflecting the interest of various industries in expanding operations into Mexico. During the session, the currenttarifflandscapebetweenChinaandthe United States, and between China and Mexico and the United States, was addressed, as well as a structured, step-by-step approach to establishingoperationsinMexico,includingkey legalconsiderationsformarketentry.
This event marks the beginning of a strategic collaboration between Ensenada EDC, China Chamber of International Commerce and World Trade Center Shenzhen, as part of our businessagendainChina




As part of the international economic promotion agenda, Ensenada EDC visited Jiangmen to strengthen relations with authorities and key players, promoting longtermtrade,culturalandeconomicexchange.
During the tour, two seminars were given to companies in the electronics and household appliance sectors, where Ensenada was positioned as a competitive destination for investment, highlighting its strategic location, manufacturing capabilities and talent integratedintoglobalchains.
Theinitiativestrengthensthesistercityagenda andopensapathforongoingcollaborationfor economic development and the creation of binational opportunities. It also consolidates ties with Asia as a key step in diversifying international promotion and attracting highvalueinvestment.

We visited the Mexican Embassy in China to advance key initiatives focused on trade promotionandaccesstointernationalmarkets.
During this meeting, Mario A Peregrina, President of Ensenada EDC, met with Aranzazu Payan Lopez, responsible for Commerce and Agriculture, and David Trujillo, responsible for press, with the objective of exploring collaboration opportunities that strengthen the presence of Ensenada industries in the Chinese market.
Thediscussionfocusedonpromotingmarketing platforms for Baja California's wine sector, facilitating the registration of Mexican companiesintheChinesegovernment'sregistry of authorized exporters, and forging connectionswiththeChinesefishingindustryto expand the sale of the region's seafood Informationwasalsosharedabouttradeshows and exhibitions in China, opening new opportunities for Ensenada-based organizations and companies to participate andshowcasetheirofferingsinternationally.



We closed our agenda in China by participating in SEMICON China 2026, the most important event in the global semiconductor industry, held in Shanghai, where leaders, manufacturers and suppliers from across the technology supply chain converge.
Thismeeting,consideredakeybenchmarkfor the electronics ecosystem worldwide, brings together companies in areas such as design, manufacturing, advanced packaging and materials innovation, reflecting the trends that are defining the future of strategic industries such as artificial intelligence, automotiveandconsumerelectronics.

We participated in the National Supply MeetingfortheMedicalDeviceIndustry,held on March 13, 2026 at the Tijuana Trade Center, a key space that brings together suppliers, manufacturers and strategic actorsinthesector.
During the event, the economic outlook for the industry was presented, highlighting trends and financial programs focused on boosting competitiveness, innovation, and businessgrowth.
Baja California remains the leading medical device manufacturing hub in Latin America, with strong integration into global value chains. In this context, Ensenada contributes skilled talent and industrial capabilities that strengthen the sector's development in the region.

During the event, we shared the economic outlook for Ensenada, highlighting its strategic sectors and development opportunities, as well as promoting available vacancies within companies of our membership, fostering the connection betweenlocaltalentandindustry.
Talent is a key factor for regional competitiveness, strengthening investment attraction and the growth of high-value sectors. We recognize CETYS University for promoting these types of initiatives that strengthen the connection between academiaandtheproductivesector.

Cross-BorderNetworkofBusinesswomen

During International Women's Month, we attended the Cross-Border Network of Businesswomen event, organized by the San Diego Regional Chamber of CommerceincollaborationwiththeConsulateGeneralof Mexico in San Diego and COPARMEX The panel included Alicia Kerber Palma, Consul General of Mexico in San Diego; Elisa Ibañez, President of COPARMEX Tijuana; and Kenia Zamarripa, Vice President of International and Public Affairs for the San Diego Regional Chamber of Commerce. They shared perspectives on business integration in the Cali-Baja region, as well as the challenges and opportunities for women in business. Kennya Vargas, Executive Director of Ensenada EDC, also attended,participatinginthisforumfordialogueandthe exchangeofideas.
Aspartofoureconomicdevelopmentagenda,wevisited the French American Chamber of Commerce San Diego in San Diego to forge strategic connections, exchange perspectives, and explore business opportunities between the Cali-Baja region and the French business community. During the meeting, we had a productive dialogue with Sylvie Almeri, General Director of FACC SoCal (San Diego), and Tessa Loofbourrow, FACC San Diego Representative, discussing areas of collaboration and future initiatives to boost the region's economic development. Weparticipatedinthepressconferencewhereweshared the excellent results of the MD&M 2026 promotional agenda, reflecting the sustained growth of the medical deviceindustryinBajaCaliforniaanditsconsolidationas a national and international leader in innovation, job creation, and competitiveness. Also present at the event were Kennya Vargas, Director of Ensenada EDC; Iván Villanueva, Director of Mexicali EDC; and David Moreno, DirectorofTijuanaEDC,whoallagreedontheimportance of showcasing the state's strengths and continuing to promote the dissemination of strategic information that strengthensitspositionwithglobalinvestors
On April 6, we participated in the Baja California Cruise Committee meeting, where we reaffirmed tourism especially the cruise segment as a key sector for theeconomicdevelopmentofEnsenada.
The city remains the leader in cruise ship arrivals in the Mexican Pacific, with more than 900,000 passengers annually and a sustained growth trend, driven by cruise lines such as Carnival Cruise Line, Royal Caribbean International, Princess Cruises, Disney Cruise Line and Norwegian Cruise Line.
Our participation focused on identifying innovative companies and experiences to strengthen the tourism offer, increase economic benefits, and consolidate the competitivenessofthedestination.

On April 7, the President of Ensenada EDC, Mario A. Peregrina, participated in a meetingwithCOMICE,wherehesharedthe promotional work we are doing, as well as the strategic plan for this year and the priority sectors in which we are focusing ourefforts.

During the meeting, companies in the construction sector were invited to join our upcoming promotional tours, highlighting the key role this sector plays in attracting andconsolidatinginvestmentintheregion.
The session took place in a productive environment, with a high level of interest from the attendees in the Ensenada EDC initiatives and in the opportunities for collaboration to strengthen the economic developmentofEnsenada.
On April 8th we attended Blue Economic Leadership: Global Partnership in Bluetech, in San Diego, an event that brought together leaders in innovation, sustainability and the blue economy.
Organized by the Swedish-American Chamber of Commerce San Diego and the French American Chamber of Commerce San Diego (SoCal Chapter), it highlighted the importance of international collaboration in the development of ocean-related industries.
The panel included experts such as Rachel Costello, Matt Classen, Charles Cousin, and Dimitri Deheyn.
The meeting highlighted the strategic affinity between San Diego and Ensenada in sectors such as R&D, sustainability and the blue economy, opening up opportunities for collaboration and business

FirstarrivaloftheVirginVoyages cruiseshipBrilliantLadytoEnsenada
On April 11, Mario A. Peregrina, President of Ensenada EDC, attended the welcome eventforthefirstarrivaloftheBrilliantLady cruise ship from Virgin Voyages to Ensenada.
Our participation focused on strengthening binational ties, generating valuable connections, and positioning the region in global conversations about innovation and sustainable growth. Kennya Vargas, Executive Director of Ensenada EDC, attended on behalf of the organization.

The day began at the terminal with a reception that highlighted the region's cultural identity through mariachi music and folkloric ballet. Afterward, authorities and guests boarded the vessel, where a plaque exchange took place between port officials and Captain Niksa Stjepovic, followedbyatourandlunchonboard.
The event was attended by Governor Marina del Pilar Ávila Olmeda, as well as representatives from the port sector, local authorities and business organizations, strengthening dialogue and collaboration betweensectors.
We appreciate the invitation and the opportunity to be part of this important moment for the promotion of cruise tourisminEnsenada.


On April 14th, we held our first Business Mixer of the year at Bodegas de Santo Tomás, consolidating a space for connection for the region's business ecosystem.
In this edition, we were joined by Arturo Pérez Behr, CEO of Grupo Logix and Honorary Consul of the Republic of Indonesia, who shared a detailed analysis of the new Customs Law and the opportunities it presents for businesses. We also heard from Daneli Vázquez Mendoza and Ingrid Camacho, from INTRADE, who provided a complementary perspective on the current international tradeenvironment.
After the presentations concluded, a networking space was opened where attendeesfromEnsenada,Tijuana,Mexicali and California generated strategic connections, in an atmosphere accompanied by wine from Bodegas de Santo Tomás and a selection of cheeses fromtheregion.

On April 14 and 15, we welcomed a prospective client with whom we conducted an Ensenada Business Tour, an agenda designed to provide a comprehensive view of the region's business ecosystemanditsmaincapabilities
Theagendakickedoffwithournetworkingeventat Bodegas de Santo Tomás, creating a space for dialogue and exchange with key players in the sector. The following day, we began with the business seminar “Doing Business in Ensenada,” which addressed strategic topics such as shelter, logistics, commerce, sourcing, legal matters, and talent, offering a clear overview for decisionmaking.
As part of the tour, we visited CETYS University, where its academic capabilities, outreach programs,andtalentdevelopmentinengineering fields were presented Afterward, we visited the Center for Scientific Research and Higher Education of Ensenada (CICESE), where its main lines of research, technological capabilities, and collaboration programs with industry were showcased.
The agenda continued with a tour of key infrastructure, including a visit to the Fimbres Industrial Park, as well as an industrial building within it, which allowed for firsthand knowledge of theconditionsandopportunitiesthatthecityoffers fortheestablishmentofoperations.

Ensenada has established itself as one of the leadingcentersforcraftbeerinMexico.Within the framework of the Ensenada Beer Fest, the country'smostimportantbeerfestival,andthe accompanying Beer Congress, the region not only celebrates beer culture but also showcases an ecosystem where science, innovation,andentrepreneurshipconverge.
This positioning is no coincidence. Baja California was the first state in Mexico to regulate the sale of craft beer at the state level. Between 2015 and 2016, following a lobbying process driven by producers and industry stakeholders, amendments to state legislation were approved, formally recognizingcraftbeerasaproductiveactivity. Subsequently, a decree was signed establishing it as a distinctive product of the state, allowing for the creation of temporary permits for its production, tasting, sale, and distribution.
This regulatory vision not only provided legal certainty but also spurred industry growth, positioning Baja California as the Latin American capital of craft beer, with over 190 brewing projects. Today, this industry not only generates economic value but also strengthens tourism, gastronomy, and local entrepreneurship
Beyond enjoyment, craft beer represents a living laboratory where complex biochemical processes occur in every batch produced. Fermentation, the core of this industry, is a biotechnological process where microorganisms like yeast transform sugars intoalcohol,carbondioxide,andawiderange of aromatic compounds that define the characterofeachbeer.
During the Beer Congress, experts and producers emphasized how controlling variables such as temperature, pH, sugar concentration, and oxygenation is key to ensuring quality and consistency. These parameters, far from being merely empirical, are based on well-established scientific principles.
In this context, science and particularly disciplines such as microbiology, physical chemistry, and nanotechnology plays an increasinglyimportantrole.Advancedsensors allowforreal-timemonitoringoffermentation, while new materials improve equipment sanitizationandproductstability.
