EDITOR’S NOTE
Snack: A Small Word With a Big Impact Convenience stores must meet the demands of today’s multidimensional snacker, and it’s no easy feat “SNACKING” used to mean a
simple bite between traditional meals. Now, it means function, flavor, fun, wellness, indulgence, convenience, discovery, nostalgia — and the list goes on. From May through September, Convenience Store News published a minimum of one to two stories each month on its website that talked about the evolution of eating patterns in the United States and the associated transformation of snacking into a new lifestyle for Americans. The key themes and takeaways from those stories included: Snacking as Meal Replacement: As traditional meal routines continue to fragment, snacking has evolved into a flexible eating occasion that helps consumers navigate changing and busy schedules. According to Hartman Group’s “Snacking 2026: Balancing Purpose and Pleasure” report, 89% of consumers make snacks a meal at least weekly. The GLP-1 Impact: GLP-1 medications are now the second most common diet type, used by 8.5% of adults, up from 4.8% last year, according to Circana’s “2026 Eating Patterns in America” report. Key categories of interest among all GLP-1 consumers, particularly Generation Z and millennials, are high-protein, high-fiber, hydration/electrolyte and gut health products. Many GLP-1 users are moving toward smaller portions and bite-sized treats as well. Protein Is a Priority: Circana’s research also highlighted that protein has emerged as a leading nutritional priority, with 48% of adults seeking more protein in their
diets, up 7 percentage points from a year ago. Protein now ranks second only to vegetables among the foods and nutrients consumers say they want more of. Function Out in Front: Consumers are increasingly using snacks — and beverages as snacks — to support a variety of needs. Hartman Group’s research revealed that they aspire to eat more functional snacks featuring protein, fiber and ingredients that support energy, digestion and wellness. However, taste, affordability and convenience remain critical purchase drivers. We saw many of these same attributes come into focus during the selection process for our 2026 Best New Products Awards. This year’s 41 winners (starting on page 34) hit the sweet spot for both retailers and shoppers by combining operational simplicity with the functional benefits, clean ingredients, bold flavors and nostalgic twists consumers are seeking. Put simply, snacking today is so much more than the snack itself. Consumers increasingly want snacks (including beverages) that do more without sacrificing taste or convenience. Wellness and indulgence are no longer viewed as conflicting priorities. With 55% of consumers reporting that they eat three or more snacks per day, a figure that has climbed significantly since 2021, the opportunity for convenience retailers is huge. It’s definitely time to reevaluate the snack and beverage products you’re stocking.

AI’s Big Question: What Happens Next?
What convenience retailers choose to do with it will determine the course of change I HAVE BEEN in plenty of meetings where someone asks, “How can we use AI to
do this better?” At last month’s meeting of The Vision Group, the question felt considerably bigger: What happens when AI changes almost everything? The Vision Group is a virtual forum, created in 2020, to foster collaboration among convenience, grocery and foodservice operators, academics and futurists. Founded by Roy and Eva Strasburger and Myra Kressner, the group has always produced enlightening conversations. I’ve had the honor of being part of it for the past year and a half.
We couldn't stop the internet. We won't stop AI.
Among the concerns raised last month was the potential for AI to eliminate millions of jobs and fundamentally reshape the economy. What happens to higher education if young people decide that taking on enormous college debt to prepare for a white-collar career no longer makes sense when AI can perform much of that work faster and cheaper? Will demand for skilled trades grow as people pursue careers that are harder to automate? And could a future with fewer traditional jobs accelerate calls for some form of universal basic income — potentially creating a permanent class of people disconnected from work, purpose and the satisfaction of supporting themselves? There were even broader concerns raised about AI’s potential impact on democratic institutions and society itself. These are questions every business leader should be thinking about. I tend to think of AI much as I think of the internet. Its potential merits are enormous. So are its potential abuses. The internet transformed how we communicate, shop, work and learn. It also created entirely new forms of fraud, security vulnerabilities, misinformation and predatory behavior. The benefits and dangers of AI are just exponentially greater. Technology doesn't ask our permission before it changes the world, and that's why convenience retailers can't afford to sit this one out. One good example is Loop Neighborhood Markets, a California retailer that isn't asking which jobs AI can replace. Rather, Loop is asking a much more constructive question: How can AI help our employees do their jobs better? Loop has deployed Genie, a store associate AI agent developed by Tote that that can answer employee questions involving customer service, point-of-sale operations, maintenance, payments and more. As Loop CEO Varish Goyal put it, “It takes a lot of what we are doing today and modernizes it.” AI is coming whether we're ready for it or not. The winners won't necessarily be the companies that use it to eliminate the most jobs. Instead, they may be the companies that figure out how to use it to make their people more capable, their operations more consistent, and their businesses more competitive. The Vision Group conversation reminded me that we shouldn't minimize the legitimate concerns surrounding AI, but neither should we pretend that we can stop technological progress. We couldn't stop the internet. We won't stop AI. The real question is what we choose to do with it. For comments, please contact Don Longo, Editorial Director Emeritus, at dlongo@ensembleiq.com.

Bringing Your Brand to Life Convenience retailers have plenty of ways to differentiate themselves, from foodservice and loyalty programs to store design and customer service. But at their core, c-stores operate in a highly commoditized business, selling many of the same products and services as their competitors. A mascot can give a retailer something those commodities cannot: a personality.

“What a mascot does is force an organization to determine what the personality of the company is and, if it could embody a character, what would it be?” said Ernie Harker, branding consultant and former executive director of marketing for Maverik — Adventure’s First Stop. Shell to Take Full Control of Tri Star Energy
The deal will give the company ownership of 320 convenience and fuel sites SHELL OIL PRODUCTS US is poised to take
100% ownership of Tri Star Energy LLC. In a deal scheduled to close on Dec. 1, Equilon Enterprises LLC dba Shell Oil Products US agreed to acquire the remaining equity in Tri Star Energy, increasing its ownership of the Nashville, Tenn.-based convenience store operator and fuel distributor from 33% to 100%. The transaction will give Shell full ownership of 320 convenience and fuel retail sites across Tennessee and surrounding states, as well as supply agreements with 552 additional dealer-owned locations. Shell is acquiring the remaining interest in Tri Star from The Parman Corp., Kimbro Oil Co. and their subsidiaries. Founded in 2000, Tri Star Energy owns the Twice Daily, Sudden Service and Little General convenience store brands, and supplies fuel through wholesale channels in 23 states. The company also owns White Bison Coffee, a premium coffee brand with locations throughout middle Tennessee and northern and southern Alabama. “When you look at all that Tri Star Energy has accomplished, the credit belongs entirely to the incredible teams running our stores and operations every single day,” said Steve Hostetter, CEO of Tri Star 14 Convenience Store News C S N E W S . c o m
Energy. “They built these brands one customer and one community at a time, and their hard work is the sole reason we’ve reached this milestone.” Upon completion, Tri Star will be operated by Texas Petroleum Group LLC, a wholly owned subsidiary of Shell Mobility & Convenience US LLC. The Shell Mobility & Convenience US portfolio will grow to nearly 550 company-owned convenience retail sites and supply agreements with approximately 650 dealer-owned sites across the southern U.S. “Tri Star has built a strong business with high-quality assets, a dedicated team and a loyal customer base. The transaction is fully aligned with our growth strategy to focus capital on businesses in which we have distinctive advantages and can create long-term shareholder value,” said Machteld de Haan, president of downstream, renewables and energy solutions at Shell plc. Under a separate agreement, Kimbro Oil will acquire Tri Star’s commercial fuels business, which will continue to operate independently of the sale to Shell. This acquisition will significantly expand Kimbro Oil’s bulk plant network, geographic reach and delivery capabilities. It will also bring experienced employees and additional expertise into the family-owned company. “This is one of the most significant milestones in the history of our family and our businesses,” said William Kimbro, president and CEO of Kimbro Oil. “We are incredibly proud of what was built through Tri Star Energy and thankful for the partnership that made it possible. This transaction honors that history while opening the door to an exciting future for Kimbro Oil.”

Beck Suppliers Embarks on Succession Plan
New COO Korri Shaheen will work with President Greg Ehrlich to learn the business BECK SUPPLIERS LLC, operator of the Friend-
Ship Kitchen convenience store chain, is making moves to set itself up for the future. Korri Shaheen joined the company as chief operating officer (COO) as part of a long-term succession plan.
Prior to taking on this new role, Shaheen worked with Starbucks for 12 years, serving in multiple operations and corporate roles in the United States, most recently as regional director of operations. “We are thrilled to have Korri join our company as we continue our journey to elevate the foodservice experience at our FriendShip Kitchen locations,” said Greg Ehrlich, president of Fremont, Ohio-based Beck Suppliers. “When we launched FriendShip Kitchen and FriendShip Famous Chicken in 2018, we were committed to delivering restaurant-quality food and guest service. Korri’s addition represents the next stage in our company’s evolution,” he added. “She brings an exceptional track record from an iconic food and beverage brand, and is also a people first leader who fully
16 Convenience Store News C S N E W S . c o m
aligns with our top priorities of culture and brand.” Shaheen will work closely with Ehrlich to learn the fuel and convenience industry while applying her knowledge and expertise to refining FriendShip Kitchen’s strategy and brand experience. “We recognized that to become a true leader in foodservice, we needed someone with deep foodservice roots who sees the convenience industry through a lens of what’s possible,” Ehrlich explained. “Our plan is to have Korri succeed me as president in about three years once she has developed a mastery of our business and has helped develop a clear strategy for our next generation of leaders.” The move comes a little more than a year after Beck Suppliers transitioned to a 100% employee-owned company through the establishment of an employee stock ownership plan following 75 years of operation as a family-owned business. The company is the first Ohio-based fuel and convenience marketer to transition to employee ownership. Shaheen’s appointment as COO is the start of several new additions to the leadership team that Beck Suppliers and FriendShip Kitchen expect to announce in the coming years. The additions will support continued growth, according to the company.

At PMI U.S., we believe legal age nicotine consumers (21+) who use traditional tobacco products should have access to better alternatives, like nicotine pouches. Our products are intended only for adults 21 and older, and we are committed to supporting retailers in preventing sales to anyone under 21. We take this responsibility very seriously by:
Reinforcing to our retail partners that federal law prohibits the sale of tobacco and nicotine products to anyone under 21 and requires age verification for purchasers under 30.
Providing educational resources and point-of-sale signage to help retailers communicate their commitment to underage access prevention.
Supporting efforts that help retailers identify warning signs and prevent social sourcing.
How You Can Help •
Always ask for ID and age-verify purchasers of tobacco and nicotine products. Use technology to support consistent compliance and simplify the age-verification process.
•
Provide employees with ongoing training. Support employees with clear policies and readily available resources to help them recognize the warning signs of social sourcing.
•
Make prevention visible. Prominently display signage informing customers that sales to underage persons, and sales suspected of being for underage persons, will be denied.
Responsible retail practices help ensure tobacco and nicotine products remain available to adults 21+, while preventing access to underage persons. Together, our actions add up. Learn more about PMI U.S.’s 10-point approach to underage access prevention at uspmi.com/21-plus.

BUILDING AN ENGINE FOR GROWTH RETAILER EXECUTIVE OF THE YEAR TRAVIS SHEETZ BALANCES EXPANSION WITH PRESERVING COMPANY CULTURE By Linda Lisanti
26 Convenience Store News C S N E W S . c o m
SHEETZ INC. PRESIDENT and CEO Travis
Sheetz didn’t always know that he would join the family business, but what started as a way for his father to keep him from sleeping away the summer ultimately turned into a 30-plus-year career that is still going strong. Travis, who earned a B.S. in Finance from Penn State University and an MBA in Marketing from the Owen Graduate School of Management at Vanderbilt University, officially came onboard at the Altoona, Pa.-based convenience store chain in 1995. From there, he steadily climbed the ranks, serving as a real estate site selector, director of real estate, director of sales, vice president of operations, and chief operating officer. He assumed his current role in 2022. Under his leadership, Sheetz Inc. has accelerated its growth across the Midwest, expanding its foothold as a leader in restaurant-quality food and unmatched convenience. At the same time, Travis has worked hard to ensure that growth doesn’t come at the expense of the company’s rich culture. This year, for the 11th consecutive year, the retailer was named to the list of “100 Best Companies to Work For” by Fortune Media and Great Place to Work — and this was the ninth straight year that it was the only convenience retailer included in the ranking. In November, Travis will be honored as the 2026 Convenience Store News Retailer Executive of the Year, an annual award that recognizes a c-store retailer executive who exemplifies leadership, business acumen, dedication to the convenience channel and commitment to community service. The winner is chosen by a blue-ribbon panel of convenience channel executives that includes past Retailer Executive of the Year winners and inductees in the CSNews Hall of Fame. Travis recently sat down with CSNews to reflect on his professional journey, discuss his approach to leadership, and share his vision for the future. CSN: What does it mean to you to be named the Retailer Executive of the Year? SHEETZ: Well, it's appreciated. It really is. But I will say that I really look at this as a recognition for our company and its people. My job is to ensure that we're setting our people up for success and then essentially getting out of the way. That's really the approach that I take. So, I'm thankful for it, but I really want to make sure that our people are recognized and our brand and our culture because that's

really what makes the difference here. CSN: I understand that you got your start at Sheetz Inc. working during your high school summers and then joined the company full-time in 1995. Did you always know you’d join the family business? SHEETZ: I did not. It was not, you know, predestined or anything like that. My father basically wanted me to not sleep in over the summer, so he put me on the construction crew. They were early days for me, but I got home early enough to play my baseball games, which was kind of nice. You know, the family wasn't really sure about what they wanted to do with the company, so they weren’t super excited at that time necessarily about bringing other generations in. They wanted to make sure that we were going to remain in business and not sell or do something else.

COVER STORY
Staying connected to employees and customers is very important to the company's leaders.
Once that decision was kind of cemented, they came to me when I was in the spring of my MBA year. I was about ready to go work somewhere else. Honestly, I was ready to move to Atlanta and then, they came knocking. And so, I joined the company right after graduate school. CSN: You moved into your current role as president and CEO in 2022, succeeding your brother Joe, who was our Retailer Executive of the Year in 2018. Reflecting on the past four years, what achievements are you most proud of during your tenure so far? SHEETZ: Yeah, I mean again, they're really about organizational achievements. I think what we've done certainly in the last five to six years is build an engine for growth. It's been our focus overall, as it has been for many in our industry. I mean, we're not unique in that way. But for us, it was really about building an engine for growth, not just about opening a certain number of stores. Opening the stores is, I don't want to say it's easy, but it's the easier part. It's more about: Can you maintain your brand and your culture? Can you be the company that you expect to be, that your people expect you to be, that your customers expect you to be while you accelerate growth? And so, we
28 Convenience Store News C S N E W S . c o m
really needed to build that engine, and I think we've done a good job of it. We measure it every day. That’s really what we've been focused on as an organization. And I do want to point out what our people have done, which is they have developed so many leaders over the last five or six years. You can't get it done, you can't grow in a strong manner, without doing that, and our people have really stepped up to the plate in regards to leadership development. CSN: Under your leadership, Sheetz has accelerated its growth across the Midwest, entering Michigan in 2024 and announcing plans to enter Indiana next year. The company has publicly stated a goal of having 1,000 stores opened by 2028. What’s driving this expansion? SHEETZ: I think just opportunity. We've always had the capital means to grow faster in the past, but as a private, family company, we want to make sure we're maintaining who we are. We're very careful about that; we are not reckless when it comes to that. When COVID came, we actually paused a little bit to make sure things were going to be OK. But then, we came out of the back end of COVID very, very strong as did our industry in general. And we recognized that there's an opportunity to go out there and grow some share and spread our brand a little bit, particularly now while fuel is still a major driver in our business. So, that's really what’s driving it. CSN: Next year, Sheetz will celebrate its 75th anniversary. How do you balance staying true to the

got to build really good strategies, but we have to empower our people to carry them out. We can't control everything throughout the execution stage. You have to show patience in business but at the same time, recognize when action is needed. I always try to be as transparent as possible. I mean, it's just something that's a part of our brand and we're very committed to it. It's not always easy and sometimes it can be painful, but we really value transparency. I think the other thing is that we remind ourselves every day who we are. We're a convenience retailer, we sell stuff, so getting out to the stores and making sure we continue to be connected to employees and customers is really important. We can get lost in all the strategy work, but I have our leadership teams go visit stores every quarter. We've got to get out and maintain that connectedness because at the end of the day, that's who we are. We're a convenience retailer. Travis Sheetz describes his leadership style as a balance of empathy and accountability.
legacy of the brand while continuing to innovate for the ever-changing consumer? SHEETZ: You know, they're not competing interests. I mean, innovation is a part of our culture, our DNA. It's a part of our legacy. Our vision at Sheetz is to put the Sheetz as we know it today out of business. So, they're not competing interests. We feel that innovation is necessary to really thrive in the long term. During COVID, it was difficult. I think a lot of people in our industry put the brakes on innovation a little bit because there was so much pressure at the store level. We wanted to make sure we were taking care of our employees. But we're back at it again, and I think the day we stop that is the day we stop existing as a company, in my opinion. CSN: What is your personal playbook for successful leadership? How would you describe your day-to-day style as a leader, and what values are most important to you? SHEETZ: When I think about leadership, it's about balance. I always lead with empathy, but you have to maintain accountability, right? So, there's a balance there. We've 30 Convenience Store News C S N E W S . c o m
And most of all, I would say in my role, I've got to remember that as a private, family-held company, the long term is what's important. We're not worried about last month's results or next quarter's results as much as we're worried about the long term; making the right decisions for the long term for our people in this organization. And I think that's an advantage we have certainly over a public company. We really can think long term and do the best thing for the business. CSN: Where do you see the future of convenience retail headed over the next decade? SHEETZ: Gas demand is certainly going to continue to decline and whether that's from electric vehicles or just vehicles getting better mileage, I think everyone knows that and is preparing for it. And so, because of that, our industry has really grown a lot in food and beverage over the last 10 years. I still think there's major room there. There are pockets in the country where we still don't have a convenience offer that has a food program,

or particularly a proprietary food program that’s freshly prepared. So, I think that dynamic will continue to change, which would be great for our entire industry. One thing we're focused on, though, is that we've always reminded ourselves that we are a convenience solution. So, it's not just food and beverage. It's important, but we are a convenience solution. And so, what does that mean? What does that mean going forward? A lot of people aren't coming inside the store anymore. They're doing mobile pickup. They're doing delivery, which has been growing double digits for us. And so, we've had to learn to operate outside of the four walls and not think of ourselves as an on-the-go stop but just think of ourselves as a convenience solution. I think that could change things. I think we could leverage our real estate in other ways — services, products — to really be that convenience offer for people. And you know, I'm curious to see what happens with AI. That's the talk of the town, right? But we're in the hospitality business. I don't really see it doing major things at store level to pull from that hospitality and

We're not going to stop growing, but this strategy was really about building the growth engine as much as how many stores we do. And so now that we have the growth engine built, we will continue to maintain that, but we are going to start looking forward.
that moment of impact between customer and employee. But I do think there are things AI can do to make us more efficient and allow our people to relieve themselves of tasks where it's not value-added for people to do, so they can focus more on customers. And then, I think in our industry overall, you'll continue to see consolidation. We're still a very fragmented industry relative to other channels. And so, I think you're going to continue to see more and more consolidation as that pressure on fuel continues to grow. CSN: What is next for you and Sheetz? SHEETZ: Continued growth. We are on a path to 1,000 by 2028. That is our goal, so we're still working pretty hard on that. But we're also looking ahead beyond that. What's

The 2026 Best New Product Awards winners are:
ALCOHOLIC BEVERAGES: BEER
Busch Light Lime, Anheuser-Busch
Busch Light Lime made a strong splash at launch with its crisp lager taste, and the lime flavor has become a consumer favorite. Busch Light Flavored Lagers consistently hit No. 1 in rate of sale when available, according to the company, making this a strong performer in the category. With lime driving 58% of flavored beer sales, this product brings fresh excitement to a top-tier flavor. Plus, it delivers a fun new option to the steady value segment while boosting store visits by 5.4%, the company noted.
ALCOHOLIC BEVERAGES: CHELADA
Modelo Chelada Suprema Mangonada, Constellation Brands Inc.
This vibrant, fruit-forward twist on a classic michelada pairs crisp Mexican beer with juicy mango, tangy chamoy and a subtle spicy kick. With a bolder 8% ABV, it strikes a balance between sweet, tart and refreshingly smooth. Packaged in a single-serve 24-ounce can, it is tailormade for high-energy pregame occasions and flavor-obsessed chelada drinkers, the company said. Designed to resonate with a diverse, culturally connected audience — especially 21- to 34-year-old convenience store customers — this product bridges heritage and modern flavor exploration while bringing a bolder, higher-proof experience to the Modelo Chelada portfolio.
ALCOHOLIC BEVERAGES: CIDER
Bad Apple, 2 Towns Ciderhouse
Bad Apple fills a gap in convenience by offering a premium, fresh-pressed, highABV imperial cider made from Pacific Northwest apples in a popular single-serve format. In less than a year, it became the No. 5-selling single-serve cider in c-stores, the company noted. Its bold 10.5% ABV further sets it apart, appealing to shoppers looking for a more robust option and greater value. The 19.2-ounce format provides a low-commitment entry point.

ALTERNATIVE SNACKS: FRUIT SNACKS
Probiotic Strawberry Yoggies, Nature’s Garden
Convenience shoppers buy on impulse and want to indulge, but they increasingly expect BFY options that don't taste like a sacrifice. Crave sits at that intersection. The shelf-stable, single-serve bars are designed for grab-and-go occasions, feature dessert-inspired flavors, and deliver 19-20 grams of protein with no added sugar. Are You Practicing Responsible Retailing?
Selling age-restricted products lawfully requires a multifaceted approach By Renée M. Covino IF YOU’RE SELLING tobacco and nicotine products, you
know all about compliance. But how well do you abide by current laws — and what does “responsible retailing” mean to you? To Doug Anderson, president of The We Card Program Inc., responsible retailing is a shared, industrywide commitment to preventing underage access to age-restricted products. “For We Card, it means not only helping retailers comply with federal, state and local youth access laws, but helping them achieve compliance with tools, technology and resources to educate and train their employees,” he told Convenience Store News. For Stamford, Conn.-based PMI U.S., responsible retailing means helping ensure tobacco and nicotine products are marketed and sold only to legal-age adults (21-plus) and that strong safeguards are in place to prevent underage access, according to a company spokesperson. “Responsible retailing is a core part of our commitment to the responsible commercialization of our leading smokefree products, including ZYN and IQOS,” the spokesperson added. At the National Association of Tobacco Outlets (NATO), a trade association that represents the common business interests of all tobacco and nicotine retailers, responsible retailing is the “cornerstone of its mission,” noted David Spross, executive director. “Retailers need to understand and follow all federal, state and local laws and take proactive measures to prevent
tobacco and nicotine sales to minors,” he said. “All retailers should have a strong and ongoing employee training program that uses available resources such as the We Card Program.”
Significant Strides
In recent years, responsible retailing has advanced beyond simply complying with age-verification laws to a broader focus on accountability across the marketplace. “Today, strong underage access prevention requires collaboration among manufacturers, retailers, regulators, policymakers, parents and communities,” said the spokesperson for PMI U.S., which serves on the We Card Advisory Council, supporting retailer training and responsible retailing programs that help prevent underage access to tobacco and nicotine products. The consensus across the industry is that there has been an evolution as of late. Collectively speaking, retailers have increased their compliance efforts. For instance, ID scanning technology is much more common at the point-of-sale, according to Anderson. “Some 30 years ago, government compliance checks of retailers showed underage purchase attempts were successful four out of 10 times. Today, that violation rate is less than

ID for every qualifying purchase, purchase limits, responsible retailer signage, and heightened accountability for underage sale violations, he explained. “There has been meaningful progress in recent years,” echoed the PMI U.S. spokesperson. They also pointed to recent authorizations and enforcement guidance from the U.S. Food and Drug Administration (FDA) as providing greater clarity around which smokefree nicotine products are following the regulatory process for sales and marketing in the U.S.
one out of 10 times. And retailers are working to reduce it further,” he relayed. Spross agrees that the use of technology with electronic ID scanners from providers such as TruAge has helped retailers by creating an additional safeguard. NATO regularly keeps its membership informed of available resources and regulatory developments. The use of technologies that support responsible sales practices should be a foundational element of an agerestricted retail environment, according to Mark Braden, vice president of strategic engagement for Reynolds American Inc., headquartered in Winston-Salem, N.C. Other foundational elements should be strong and consistent age verification practices, employee training and compliance programs, he said. Braden concurs that retailers today increasingly have access to digital age-verification tools and programs designed to support consistent compliance at the pointof-sale. Additionally, through Reynolds’ Responsible Vapor Retailer program, contracted retailers must adhere to enhanced safeguards, such as scanning a valid government-issued 52 Convenience Store News C S N E W S . c o m
“This provides retailers with greater certainty and helps ensure legal-age nicotine consumers have access to products manufactured by companies subject to FDA’s rigorous scientific review,” the spokesperson said. “Continued enforcement against illicit products remains critical to maintaining a well-regulated marketplace and creating a level playing field for responsible retailers.”
The Social Problem
What’s gone in the wrong direction lately, according to Anderson, is “social sourcing.” “Youth are turning to friends, family and even strangers to get access by asking someone 21 years of age or older to provide or purchase tobacco, vaping and nicotine pouch products,” he told CSNews. “This is social sourcing, and it also includes other social avenues like ‘bumming and borrowing.’ Federal government research shows that youth report getting access to vaping products in these ways nearly 80% of the time.” Preventing social sourcing is now part of responsible retailing.

handling customers when the situation calls for denying an attempted purchase, or when carding a customer who is clearly of legal age is required. “Handling customers with a polite, customerservice focus will be necessary, especially for stores that adopt a higher carding age threshold, such as under 40 or all customers,” Anderson explained, noting that We Card does offer job-aide techniques on how best to handle these challenging customer/ sales associate scenarios.
Market-by-Market Considerations “We encourage retailers to support education efforts around this issue through in-store awareness materials and messaging aimed at discouraging adults from purchasing or providing tobacco and vapor products to underage individuals,” said Spross. In 2022, We Card launched an in-store campaign to raise awareness of the problem and encourage adults to refrain from giving or buying on behalf of someone under 21 years of age. We Card offers retailers two campaign options to run in their stores through free kits available on its website: "Be a Real Influencer” and “We Card We Care.” The evolution of responsible retailing is also taking place against the backdrop of another ongoing challenge: illicit disposable vapor products operating outside established regulatory channels. “The majority of vapor brands reportedly used by youth are illicit disposable vapor products, according to the most recent National Youth Tobacco Survey, underscoring the importance of continued enforcement and strong retail safeguards,” Braden cited. The flip side of this issue is another social one: properly

Responsible retailers must also factor in local flavor bans, as well as constantly changing state, county and city regulations — all of which they must comply with. Rather than manage the backbar chainwide, it would be prudent for retailers to manage the category market by market, according to Chris Howard, executive vice president of external affairs and new product compliance for Swisher, based in Jacksonville, Fla. He pointed to the states of California and Massachusetts as prime examples. “Entire product categories that remain legal in many states simply cannot be sold there,” Howard explained. “That doesn't just reduce consumer choice — it fundamentally changes how retailers merchandise the category and allocate valuable backbar space.” Retailers need to know exactly what products are legal in each jurisdiction and have a process to quickly adapt when laws
change. “The cost of getting it wrong is simply too high,” he said. Merchandising and in-store marketing of tobacco category products across a multistate store chain “is a nightmare,” echoed Autumn Welch, vice president of product management for AccuStore, a retail solutions provider owned by Clearwater, Fla.-based GSP. She noted that there are challenges along the whole path to purchase, from the street to the pumps to inside the store. “This is where accurate store profiles become critical,” Welch said, adding that the company maintains detailed store profiles that can include location-specific attributes and compliance requirements. “When tobacco marketing kits are created, we account for regulations at every level to ensure each store receives only the marketing materials appropriate for each location. This helps retailers avoid compliance risks and execution errors,” she said. For stores impacted by flavor bans, the key is not simply removing the products, but reallocating marketing space and promotional focus to accompany the changes in shelf space. “We have several c-store users who leverage store profiles to do exactly this — they use their insights to optimize category space and maximize legal product sales,” said Welch. Responsible retailers should focus on maximizing the legal categories that remain available, according to Howard. In many markets, that means expanding tobacco-flavored or unflavored modern oral products, maintaining strong assortments of traditional tobacco products where permitted, and evaluating adjacent adult categories that fit within the applicable regulatory framework. Looking ahead, the Swisher executive expects the patchwork of state and local regulation to continue. “The retailers that will be most successful won't necessarily have the biggest backbar, they'll have the most adaptable one,” he said. “Building flexibility into assortment planning, monitoring legislative developments and being prepared to pivot quickly will increasingly become competitive advantages.” CSN
Making a Dent in Youth Tobacco Use In June 2026, the U.S. Food and Drug Administration published its analysis of data from the "2025 National Youth Tobacco Survey." During 2022–2025, current use of tobacco overall, e-cigarettes and cigarettes declined among U.S. high school and middle school students. Current use of nicotine pouches remained low and stable during 2024–2025. Highlights from the survey include: • In 2025, 7.2% of all students (2.01 million) reported current use of any tobacco product, defined as use on one or more days during the past 30 days • 9.5% of high school students (1.50 million) reported current use of tobacco products • 4.1% of middle school students (480,000) reported current use of tobacco products • 2.6% of all students (720,000) reported current use of any combusted tobacco product • 2.7% of all students (740,000) reported current use of multiple tobacco products • The most commonly used tobacco products among high school and middle school students are e-cigarettes (5.2%), nicotine pouches (1.7%) and cigarettes (1.4%)

accelerating, so it comes as no surprise that convenience retailers are embracing tech that enables them to keep up in a fast-changing industry. According to the 2026 Convenience Store News Technology Study, operators are focused on tech that delivers a superior experience for customers, but that doesn’t only involve customer-facing solutions. Backend technology is an equally important priority for investment. There is a sense of growing financial caution, however. More than 60% of the c-store retailers surveyed said their technology budget increased from 2024 to 2025. This year, just 47% said they are upping their spending year over year, while 30% are maintaining. The split between backend (58%) vs. customer facing (42%) is virtually the same as last year’s study, as is the split between
Also, a repeat from last year: inventory management remains the top backend tech priority — important for monitoring shrink, as well as staying appraised of which products are hot and which are not. As one study participant explained, “It’s the best way to keep the products that are selling on the shelf and removing the ones that are not selling.” Backend technology that improves operational efficiency is a close second, both for keeping things running smoothly and helping compensate for other operational challenges. “Due to budget constraints, we have fewer employees and therefore less people to do the same amount of work,” another study participant shared. Accordingly, 60% cite inventory management as the top business opportunity that will drive their investment in backend tech this year, followed by improving operational efficiency (40%), employee training and retention (39%), and reducing theft/shrink (39%).

When selecting tech vendors to work with, operators primarily use either in-house research or requests for proposal, cited by 31% of respondents, while 20% depend on trade shows and vendor pitches. Twenty-one percent of the retailers surveyed say they stick with long-term partners and rarely switch, down from 32% in last year’s study, indicating a growing openness to new opportunities. Despite this, just 14% report regularly testing new vendors or platforms.
An Uptick in AI Use
Usage of artificial intelligence (AI) passed the 50% benchmark for the first time in this year’s study, with 58% of participating retailers reporting that they either currently use AI or plan to do so. This marks a big jump from a year ago, when just 36% said the same. In keeping with retailers’ backend tech priorities, operators that use or plan to use AI are most likely to do so for analytics and reporting (24%), followed by inventory management (12%) and operational efficiency (10%).

An Integrated Experience HAFFNER’S RECENTLY OPENED a new flagship
location that not only furthers the convenience retailer’s investment in its New England retail network, but also ushers in a new beginning for how the company will carry out new-store development going forward.
Integration is at the core of the newly constructed development in Plymouth, Mass., which brings together Haffner’s proprietary foodservice, convenience retail, fuel, car wash and digital loyalty offerings in one cohesive site, according to CEO Jeff Black. The flagship location features a roughly 4,600-square-foot convenience store, six Mobil fuel islands providing 12 fueling positions, and a 100-foot tunnel car wash — the company’s first newly constructed car wash in more than a decade. The entire location, including the car wash, operates 24 hours a day, seven days a week. The site is designed to serve customers across multiple dayparts, and is tied to Haffner’s broader focus on foodservice, loyalty, car wash, and the in-store customer experience.
82 Convenience Store News C S N E W S . c o m
A central component of the concept is Jack’s Kitchen, the retailer’s proprietary foodservice brand, which serves up freshly prepared pizza, breakfast sandwiches, grab-and-go items and meal solutions. The c-store also features Kick’n Coffee and the Hydration Station, extending Haffner’s use of distinctive, ownable food and beverage brands. Another cornerstone of the concept is the tunnel car wash. Single-wash and membership options have been crafted to build recurring customer relationships. In addition, the car wash’s integration with the c-store and fuel forecourt creates cross-promotion opportunities. The Haffner’s Rewards program gives the retailer a direct channel for encouraging repeat visits across different parts of the customer experience. The program supports the site’s digital engagement strategy through fuel savings, member offers, and food and beverage clubs. “Plymouth represents an important step in the evolution of the Haffner’s retail experience,” said Black. “We had the opportunity to bring our strongest concepts together at one location and build the customer experience around them. What we learn here will help inform how we approach foodservice, car wash, loyalty and new-store development in the future.” Based in Lawrence, Mass., Haffner’s is part of the Energy North family of companies.
