Preparing FOR THE
NEXT Power Outage Brian Samples Deer Creek Electric, president
In today’s high-tech world, it seems like the things we use every day need power. Let’s face it: If we can’t plug it in or charge it up, we are in big trouble. Imagine living one day without your cellphone, tablet, computer, television, or internet. Not to mention the refrigerator, freezer, sump pump, heating and air-conditioning units, and medical equipment. Do I have your attention yet? Power outages are a real possibility, especially with today’s ever-changing climate and America’s outdated power grid. Here are some basic tips on how not to be “that guy”: the one who finds himself or herself unprepared when the power goes out.
1. 2. 3. 4. 5. 6. 7. 8. 9.
Keep extra batteries and working flashlights on hand. Store a three-day water supply in old milk jugs (1 gallon per person per day). Store a three-day supply of canned food (soup, vegetables, meat). Keep a portable battery-powered charging station for cellphones, etc. Keep a battery-powered or hand-crank radio on hand for emergency alerts. Keep fresh gasoline on hand for the car (gas pumps cannot run without electricity). Consider a solar battery charging station to recharge batteries and devices. Consider a portable generator, extension cords, manual transfer switch, gasoline, etc. Consider an automatic standby generator with automatic start and transfer switch.

Whatever your emergency budget, now is the time to take action and get prepared for the next power outage. You owe it to yourself and your family to not procrastinate, because when the lights go out, it will be too late! York County EMERGENCY Preparedness & Response

Cope
HOW TO
DURING A PROLONGED POWER OUTAGE
Accidents and storms can disrupt the electricity that powers everything in homes and businesses. A short-term loss of power can be a nuisance, but extended power outages can cause damage and may even be dangerous. Widespread power outages are often anticipated during or after severe storms, which can disable entire power grids. Because damaged power lines and infrastructure must be carefully assessed after severe storms, it may take anywhere from hours to several days before power is fully restored. The Food and Drug Administration says that food spoilage is one of the hazards of long-term power outages. If a storm is imminent, you can be proactive by freezing the contents of the refrigerator when possible so that items can stay at safe temperatures longer, advises the FDA. Food can remain safe for up to two hours at refrigerator temperature before it starts to spoil. Grouping food together in the freezer also can help it stay colder longer. Having extra ice on hand or freezing containers of water also can provide a chilling effect, as well as serve as a water supply if faucet water is unavailable, which can be a concern for those with well-pumped water. A gas camping stove or barbecue grill can serve as the primary place to 6

cook food until power is restored. Always have a secondary propane tank on hand. Keep plenty of bottled water on hand, especially if your water supply is well-fed and requires an electric pump to activate flow. Stock up on blankets and warm clothing. Power outages during the winter can be especially challenging because of the lack of heat in a home. Family members can huddle together in small rooms to conserve heat. People with wood-burning stoves can use them to keep warm. Fireplaces tend to be more show than ambient heat providers, but they can still serve as a heat source in a pinch. If you have a generator, run it safely. The Consumer Product Safety Commission says generators should be operated as far away from the house as possible to avoid deadly carbon monoxide fumes. Also, use appropriately gauged, outdoor-rated extension cords to power up generators. It is also important to stay put and avoid the road after a storm that causes a power outage. Wires may be down, traffic lights may not work, and dangerous debris may be littering the roads. Hunkering down is typically the best approach until power is restored.

Five Ways To Increase Home Fire Safety
An average of seven Americans die each week as a result of house fires. Most fires occur in residential buildings between the hours of 11 p.m. and 7 a.m., when occupants are most likely to be asleep. A person’s first line of defense is fire preparedness. Here are five ways to be prepared:
1 2
Install smoke alarms on every story of your home and outside sleeping areas. Be sure to test them monthly, clean them every six months, and replace batteries in spring and fall.
Have a fire escape plan for your family and practice it. A small fire can spread rapidly; there may be only minutes or seconds to escape. When going over the details of your escape plan, check windows and doors to ensure all open easily. Know your local emergency number (911). Never stop to gather belongings or re-enter a home after making it safely outside. Choose an outside meeting place that is far away from the residence or building but close enough that it can be easily reached by all.
3 4 5
When building or renovating, use fire-rated, noncombustible products. Your choice of insulation, for example, can be vital. Fire-resistant building materials can give you extra time to escape when seconds count. Purchase a multiuse fire ladder for each bedroom in your home, and practice using it. A fire ladder may be your only escape option if flames block critical exits. Place fire extinguishers on every level of your home, especially in high-risk areas like the kitchen, near fireplaces, and in the garage. Use them only for small, contained fires that are not spreading rapidly. Know how to operate your extinguisher before an emergency occurs using the PASS method: Pull pin, Aim low, Squeeze lever, and Sweep from side to side. The safest option is always to evacuate your home and call for help.
Fire prevention measures are a serious matter in every home. For more information on how to keep your home and family safe, including resources for children, visit the National Fire Prevention Association at www.nfpa.org.

TIPS
FOR
Earning a driver’s license is a milestone in a young person’s life. Teenagers typically take to the open road without adults riding shotgun between the ages of 16 and 18. Although this can be an exciting time for them, it is also a time that can change the family dynamic. Parents may have mixed feelings about their children getting their driver’s licenses. Although many parents recognize the convenience of having another licensed driver in the house, it is understandable if moms and dads are wary about inexperienced teenagers behind the wheel. Such fears are not unfounded, as vehicular fatalities remain the leading cause of death for many teenagers. In the United States, teens are three times more likely to crash per mile driven than adults, according to data from Allstate. To help reduce the propensity for crashes, injury, and death, families can work together to focus on safe driving tips. Take a safe-driving course. Any licensed driver can benefit from a safe-driving course. Check with the Department of Motor Vehicles to find an approved list of driving courses available. In addition to providing valuable safety tips, enrollment in these courses may entitle people to discounts on auto insurance.
Your
Stay off of the phone. Texting and making phone calls reduces alertness on the road. That loss of focus, even if only for a few seconds, can result in drivers driving the equivalent of an entire football field without having their eyes on the road. Avoid mobile devices while driving. Pull over to make a call if there is an emergency; otherwise, leave the phone out of reach in a backseat. Use the headlights. Many cars now feature daytime running lights. For those that don’t, engage the headlights when driving. Using headlights increases visibility and helps other drivers see approaching vehicles, even during the daytime. Leave plenty of time. Rushing around to make it to class or other appointments can lead to speeding and other dangerous driving habits. By leaving extra time, drivers will not feel stressed or rushed. Limit distractions behind the wheel. Novice drivers may become easily distracted by the radio or other passengers. Until they gain ample experience, teenage drivers should keep passengers and noises to a minimum. Stick to easy parking for now. New drivers can opt to park in spaces that have plenty of room or allow for pulling out (rather than backing out). This can improve visibility and reduce the risk of hitting other vehicles. Driving is exciting for newly licensed teens, but parents must emphasize the importance of defensive driving to help keep their young drivers safe.

CREATE A VEHICLE PREPAREDNESS KIT
Breaking down while driving can be unnerving, potentially delaying trips and stranding motorists and their passengers for lengthy periods of time. However, for those with well-equipped emergency preparedness kits in their vehicles’ trunks, breakdowns can be much easier to manage. Here’s what to stock in an emergency preparedness kit for a vehicle: · Sustenance: It’s impossible to determine how long you may be stranded if your vehicle breaks down. Therefore, keep some highcalorie energy or protein bars or other portable foods with a long shelf life in your vehicle at all times. · Water: Popular Mechanics says a person needs roughly a gallon per day to stay hydrated. If that’s too much to pack, bring empty water bottles and purification tablets. Otherwise, stock up on bottled water. · Weather supplies: You never know which way the weather will turn. A blanket, poncho, tarp, trash bag, and more can be used to keep covered, warm, and dry. · Mobile phone: Mobile phones can be used to call for roadside assistance or other help. Keep in mind that cell signals may be especially weak in remote areas. · Reflective triangles: These items will warn oncoming traffic that your vehicle is on the side of the road. · Waterproof flashlight: A flashlight is handy for making repairs at night or signaling traffic in the dark. · Foam tire sealant: Tire sealant can be used to quickly repair flat tires until they can be assessed or changed at a mechanic’s shop or dealership. · Tire jack: You may need to change a tire on the spot. · Jumper cables: If a vehicle battery dies, a quick jump can get you moving along. Some people prefer a portable battery charging pack instead. In addition to these supplies, a multi-tool, batteries, a first aid kit, rags, ropes, and duct tape are handy to have around.

looding is a natural disaster that often strikes with little, if any, warning. The environmental awareness site Natural Rivers states that floods are the most common natural hazard in North America in terms of number of lives lost and property damage. Floods can occur day or night and any time of the year. Flooding can also occur in all different terrains. Flooding can cause considerable distress, uproot families, and damage structures; however, there are some steps people can take to be more flood-safe:
· Purchase flood insurance. Many people and properties are not covered for flooding under standard homeowners insurance policies. As a result, it is essential to purchase separate flood insurance. · Have a “go bag” ready. This is a great idea in preparation for any type of emergency situation. Go bags can include a few changes of clothes, important documents and phone numbers, essential toiletries, extra cash, and nonperishable foods. Stock “go bags” with flashlights, batteries, and waterproof shoes as well. Evacuate if a flood is predicted to be severe. · Know your flood level. Check flood maps at the Federal Emergency Management Agency’s website (www.FEMA.gov) or the local building department. This will help you know just how high the water might rise in certain scenarios so you can plan accordingly. · Safeguard key home systems. Protect sockets, switches, breakers, and wiring in a home by placing them at least one foot above the expected flood level in your area, says the Insurance Institute for Business & Home Safety. Move the furnace, water heater, and any other key appliances so they sit above the property’s flood level. · Vent the water. Foundation vents, sump pumps, drains, and more can help keep water from accumulating in or around the foundation of a home. · Consider a grading change. The grading or slope of ground can be adjusted to direct water away from your home. If your street is prone to standing water after ordinary rainstorms, talk to your county planning or environmental services department about potential modifications. 14

Flooding Fast Facts Floods can be highly destructive natural disasters. The U.S. Geological Survey’s Water Science School says that around 71 percent of the Earth’s surface is covered by water. Oceans hold about 96.5 percent of all the planet’s water, but rivers, lakes, ice caps, and glaciers also are large water sources. National Geographic points out that flooding has caused more death and destruction than any other kind of natural disaster in the United States. Staying safe during floods involves understanding floods. The following information, courtesy of the Emergency Management Institute, www.FEMA, www.Ready.gov, and National Geographic, can help people to better understand floods and how to stay safe in flooding situations.
· No region is safe from flooding.
· Floods may develop very slowly or in just a matter of seconds after an extensive rainfall. · Areal floods can occur where saturated grounds are present. · Although the term “hundred-year flood” describes an extremely large
and very rare event, these types of floods have recently been occurring worldwide with increased regularity.
· Drivers should not try to navigate through flood waters. Many deaths that occur during floods happen when drivers try to move through flood waters. · Flood waters can quickly knock people off their feet and carry them away. · It’s important to sanitize oneself after coming in contact with flood water, which could be contaminated with various natural and manmade substances. · It may be necessary to move to higher ground when flooding situations occur. It is important to heed safety precautions and evacuation messages. · Rapidly moving water has the potential to carry a house, car, trees, or other structures away. · It is imperative to keep an emergency kit, nonperishable food, flashlights, and batteries on hand to combat potential disasters like floods.

HOW TO HANDLE A POISONING EMERGENCY
Any family can experience a poisoning situation, but people who live in homes with very young children or the elderly especially need to educate themselves about the various poisonous substances lurking in plain sight and what to do if these substances are ingested. Although cleaning products or chemicals stored in the garage may be the most commonly thought of household poisons, many other seemingly mundane items also can be poisonous when ingested in large quantities. The National Capital Poison Center (NCPC) says that these common household items can poison children: laundry products, pain medicine, vitamins, antihistamines, pesticides, and cleaning substances. The NCPC says the most common poisons for adults include prescription drugs, alcohol, pain medications, and cleaning substances. People may not realize the hidden
ingredients in products they use every day. Swallowing a large quantity of mouthwash containing alcohol can poison a child. Vitamins children mistakenly think are candy can be dangerous as well. Artificial nail products also can be poisonous. If poisoning is suspected, time is of the essence, as is taking the correct steps. 1. If the person is unconscious, not breathing, or having convulsions, then the first step is to dial 911 immediately. 2. Remain calm and assess the situation if the person is responsive. Try to identify the poison by looking for open containers or the items that may have been swallowed or touched. 3. The Mayo Clinic says poisoning signs and symptoms can include burns or redness around the mouth and lips, breath that smells like chemicals, vomiting, drowsiness, confusion, and difficulty breathing. continued on page 18

Do not immediately induce vomiting, which may do more damage. 6. Consult with poisoning professionals. The American Association of Poison Control Centers can be reached by calling 800-222-1222. Be ready to describe the person’s symptoms, age, weight, and medications, and share any information about what has been ingested. The person on the line may give specific instructions to follow or recommend contacting emergency personnel. While waiting for help to arrive, follow poison instructions on product labels. Depending on the substance that was ingested, this may include flushing the skin, offering water or another fluid, flushing the eyes, or moving the person into fresh air. Avoid activated charcoal or syrup of ipecac. Poison centers rarely encourage self-care in poisoning incidents. Unintentional poisonings account for hundreds of hospital visits and many deaths per year. Knowing how to respond to and treat a poisoning emergency can save lives.

Emergency Preparedness TIPS FOR SENIORS Natural disasters can strike at any time, and when they do, the damage can be considerable. Various preventive measures can protect people and their homes from the potentially devastating impact of natural disasters. In recognition of the potential problems seniors face when natural disasters strike, the American Red Cross offers the following tips so aging men and women can make it through such situations safe and sound.
4 Let others know where emergency supplies are kept. Everyone should have emergency supplies in their homes. Seniors should not take it for granted that such supplies can be easily found if they become incapacitated during a storm or other natural disaster. Make sure such continued on page 22
4 Make arrangements to contact loved ones. Prior to an emergency, seniors and their support network should make arrangements to make immediate contact once a disaster strikes. Determine who will make initial contact and how that contact will be made (via phone, text message, social media, etc.), as well as who will be responsible for providing assistance if necessary. Such a plan lets everyone within the support network know their precise responsibilities, which limits confusion in the sometimes hectic hours and days after disaster strikes. 4 Exchange keys. Make sure everyone in the support network has keys to seniors’ homes. In so doing, support networks are increasing the chances that someone will be able to reach potentially vulnerable seniors if the primary contacts are incapable of doing so. 20

4 Share evacuation plans. In the wake of recent disasters, many communities that did not previously feel vulnerable to natural disasters have devised evacuation plans for residents. Seniors should share these plans with their support networks. Doing so makes it easier for relatives to find them if they must evacuate before help arrives. 4 Share important medical information. Seniors should share medical information, such as health care providers and a list of the medications the seniors are taking. This can make things easier for emergency responders to successfully treat people who become incapacitated during natural disasters. Emergency preparedness strategies save lives. More information about how seniors can prepare for emergencies is available at www.redcross.org.

Making a First Aid Kit For Your Pet No one likes to think about their pet being in an emergency situation, but being prepared can make a stressful circumstance less scary if your pet does become ill or injured. Having a well-stocked first aid kit can make it a little easier to treat minor injuries or deal with an emergency until you can get your pet to the veterinarian. Be sure to designate a kit specifically for your pets and to check and replenish items periodically. It may also help to include a list of any prescription medications your pet takes and any medical conditions he or she has. The items in a first aid kit for pets should be similar to one for people including items to clean or bandage a skin wound or broken toenail, tweezers to remove ticks, splinters or other foreign objects embedded in the skin and hydrogen peroxide to clean wounds or to induce vomiting in dogs in case of accidental toxin ingestion (NOTE: NEVER GIVE PEROXIDE ORALLY TO CATS. Hydrogen peroxide damages the stomach lining of cats. If your cat has eaten a foreign object or ingested a toxin, get her to the vet. Don’t induce vomiting at home in cats).
A good first aid kit should include: • Numbers for Poison Control, Animal Emergency Clinic and Local Vet • Slip Leash and/or Muzzle • Adhesive Tape • Vet-Wrap or other Self-Cling Bandage Roll • Non-Stick Gauze (Telfa) Pads • Blunt Scissors/Bandage Scissors • Tweezers • Bottle of 3% Hydrogen Peroxide • Tube of Triple Antibiotic Ointment • Digital Rectal Thermometer • Vaseline or KY Jelly for thermometer • Syringe or Eye Dropper • Towel or Blanket • Cotton Balls/Swabs/Gauze
