A Southern End Story BY ADRIAN ESCHENWALD

Now

hen Nolan Quinn stepped into his role as director of the Southern End Community Association (SECA) in August, he wasn’t just starting the next chapter of his career - he was coming home. “I grew up with SECA,” Nolan said. “As kids, my brother and I would tear through the local parks on our bikes. We were at the SECA pool nonstop in the summertime.” Nolan got his first job working at the Albright Family Community Pool when he was 14 years old. Throughout his teenage years, the Quarryville native and Solanco High School alumnus spent most of his summers working behind the front desk or the snack bar at the pool. It was during this time that he met his wife, Elise, who also worked for SECA as a lifeguard. After graduating from Solanco Hig h School in 2015, Nolan attended Elizabethtown College and continued to work as the pool’s manager on weekends. August, SECA’s new director, Nolan Quinn, returned to Albright Family In 2019, Nolan graduated from In Community Pool, where he worked his first job as a front desk attendant See SECA pg 5 in high school.

“See You in Bells” BY LOGAN MOYER

The Promise Players are putting a new twist on metatheater. Instead of watching a play about another play, you can watch a play about a church while sitting in one. The theater group will put on its fall show, “See You in Bells,” on Thursday, Nov. 5, through Sunday, Nov. 8, and Thursday, Nov. 12, through Sunday, Nov. 15, at Lampeter Church of the Brethren, 1900 Lampeter Road, Lancaster. Thursday and Friday performances

When Benjamin Franklin laid the groundwork for America’s first public library, he wanted everyone to have access to books, which were expensive and not readily available. Nearly 300 years later, there are more than 9,000 public library systems and 17,000 branch locations throughout the country. Most public libraries are funded by local government taxes, which constitute up to 86% of their operating revenue. The Library System of Lancaster County combines government allocations with self-raised funding and donations, a model that has become untenable, said Deb Drury, director of the Elizabethtown Public Library. Librar y supporters rallied to get a specific question on the general election ballot. On Tuesday, Nov. 3, voters will be asked: “Shall the county of Lancaster establish a dedicated library tax to provide for the maintenance of, and aid to, public libraries in Lancaster County at the rate of .55 mills on the dollar on all taxable real estate within the county of Lancaster?” Drury hopes people will “vote yes for libraries,” in support of the county’s 17 locations, as well as its bookmobiles. “The library tax is a property tax because it is the only legal way we can receive dedicated public funding,” Drury explained. “We do currently get public funding, but it’s not dedicated library funding. Any dollars that come throu g h L ancaster Count y and local municipalities come through the general fund, and it’s up to whomever is making the budget decisions for that year to determine what amount

and Nolan found himself searching for a new position as he was about to become a father. Less than a week after Nolan lost his job, he received a call from Doug Hassel, an old friend and one of SECA’s board members, who asked if Nolan would be interested in becoming the director of SECA. “I believe everything happens for a reason,” Nolan said. “I’m really glad it worked out - it’s a great opportunity for me to give back to the community that helped raise me.” As SECA’s new director, Nolan said he plans to utilize his understanding of the community’s needs and personal experiences growing up in Quarryville. One of Nolan’s primary goals is

to provide local youths with the same opportunities he enjoyed as a kid, but he also hopes to draw from his experience living in New England to introduce programs and events to SECA’s roster of community offerings. Nolan added that his years of experience coaching and playing baseball motivate him to expand SECA’s athletic programs. “I would love to create a women’s division for basketball and flag football if there’s an appetite for it,” Nolan said. The first Surf & Turf Benefit Auction and Dinner will take place on Saturday, May 1, 2027, at the SECA center, 299 Park Ave., Quarryville. The fundraiser, which will serve as a reimagined ver-

sion of the organization’s annual benefit auction, will include a surf-and-turf buffet, live music and a silent auction. For more information, visit www.secarec.com or search for “Southern End Community Association” on Facebook.

of money libraries are going to get.” W i t h o u t re g u l a t i o n , financial support varies widely, with some municipalities providing extensive funds and o thers giving nothing, she said. “For some of us, like the Elizabethtown Librar y, we’re raising and generating about 60% of our operations each year,” Drury said, noting that funds are raised through donation drives, book sales and special events, such as the Taste of Western Lancaster County. “We can raise and generate funds through fines and fees as well, but the percentage of effort required to raise the dollars we need is impossible to sustain.” And, she added, “Any of our funding sources outside of our own can be taken away without notice. To try to provide consistent ser vice with incredibly unstable funding is impossible. Having a dedicated library tax is good for Lancaster County because it gives us stability in funding and the capacity to plan for more than one year at a time.” T he librar y provides much more than books. Patrons can access the Internet, use computers, check out movies, borrow everything from musical instr uments to unique cake pans and participate in programs ranging from story time to financial literacy workshops. Even people who don’t use the library can benefit from its existence, Drury added. “Research shows that having strong public libraries in your community increases the resale value of your home, decreases violent behavior in the community, helps with public safety and increases kindergarten through 12th-grade education scores,” she said. “ The statistics of having well-funded public libraries for communities shows that the library is a ver y, ver y good thing for L a nc a s te r Co u nt y. When people invest their dollars in the library, the return to the community is exponential.” She emphasized that most of the municipalities sur rounding L ancaster County have a library tax

the library also does not want to compete with other nonprofits in the county. “ We d o n ’ t w a n t t o take away funding from anyone. We want to offer the community a sustainable system that provides community resources,” she said. “We want the library to continue to be a place of discovery for everyone. In today’s world, we need a place where ever yone belongs, and that is what the public library is.” To lear n more about the proposed library tax, v i s i t h t t p s: / / vo te ye s 4 libraries.org.

already in place, and it’s been a goal of Lancaster’s system for many years. “This is a tax, yes, but it’s a tax that will pay you back because when you invest in library services, you’re not only investing in your community and the value of your community, but you’re also investing in your own household,” she said. “By paying a library tax, you’re helping people have access to even more library services, expanding hours at locations and allowing for shorter wait times for items and a broader collection.” Opposition to the library tax has come from both sides of the political aisle, with opponents worried that countians don’t need another tax. “I support public libraries and believe they provide essential services in our community,” said Sen. James Malone, whose district includes parts of Lancaster County. “However, two of the most frequent concer ns I hear about from my constituents are that the cost of housing and proper ty taxes are too high. For this reason, I cannot support a plan that would raise property taxes on Lancaster County residents.” Elizabethtown Library assistant Brandon Allen said asking libraries to operate like other nonprofits and raise their own funds does a disservice to the wider community. “Public services should be funded with public money,” he said. “ What we do is completely open t o a ny o n e ; n o m a t t e r what you think, what you believe, where you come from, our doors are open. We’re here to serve and help ever yone, and the more we serve and do for the community, the more it costs us.” Drury emphasized that

The Lancaster County Art Association (LCAA), 149 Precision Ave., Strasburg, will open its “Autumn Daze VI & the Great Pumpkin Challenge” fall show with a reception on Sunday, Oct. 25, from 1 to 4 p.m. The show will feature decorated and judged pumpkins and a variety of autumn artwork, from beautiful scenery to Halloween-themed works by LCAA members. To celebrate its 90th anniversary, the LCAA will offer

Chico bags with the LCAA logo for purchase. The reuseable bags fold into a small pouch and can be clipped to a handbag or belt. The bags have a double purpose to help the environment and the LCAA. The fall exhibit will run until Thursday, Nov. 12. The LCAA’s hours are Thursdays through Saturdays from 11 a.m. to 4 p.m. and Sundays from 1 to 4 p.m. For more information, call 717-687-7061 or visit www.lcaaonline.org.

Promise Players to Present Comedy The Promise Players will present “See You in Bells” by Edie Claire from Thursday to Sunday, Nov. 5 to 8, and Thursday to Sunday, Nov. 12 to 15, at Lampeter Church of the Brethren, 1900 Lampeter Road, Lancaster. Performances will take place on Thursdays and Fridays at 7:30 p.m., Saturdays at 2:30 and 7:30 p.m., and Sundays at 2:30 p.m. “See You in Bells” is a comedy centered on a wedding that faces numerous obstacles, including three generations of weddings with inexplicable disasters, a church building that is falling down, half the wedding party missing, and the bride’s sisters still fighting over what happened at the last wedding. But the

bride’s brother is determined to end the sisters’ feud and the family curse. Seating is general admission on a first-come, first-served basis, but reservations are encouraged, as shows typically sell out. To reserve seats, visit www .promiseplayers.org. For assistance, call the church office on Mondays to Fridays from 8:30 a.m. to 2:30 p.m. at 717-464-2050. There is a suggested donation, with a discount for children ages 5 to 12; the fee is payable at the door. Children under age 5 will be admitted for free. A family cap may be applied to families with children age 18 and under. Proceeds from the show will benefit a local nonprofit.
