When Benjamin Franklin laid the groundwork for America’s first public library, he wanted everyone to have access to books, which were expensive and not readily available. Nearly 300 years later, there are more than 9,000 public library systems and 17,000 branch locations throughout the country. Most public libraries are funded by local government taxes, which constitute up to 86% of their operating revenue. The Library System of Lancaster County combines government allocations with

s we near the end of October, many transformations are under way; each day is shorter than the last, trees swap their summery green leaves for reddish orange hues and a slight chill creeps into the air. In Millersville, another change is afoot - a day when the simple storage compartment of a car becomes a trove of treats for little ghosts and ghouls. Millersville VFW Post 7294, 219 Walnut Hill Road, Millersville, will host its fourth annual Trunk or Treat on Thursday, Oct. 22. Families and community members are invited to wear Halloween costumes and bring trick-or-treat bags to the free event, which will take place in the organization’s parking lot from 6 to 8 p.m. Volunteers will bring candy to

Inspired by similar events she would often attend with her son, Herman organized the first Trunk or Treat at Post 7294 in 2022. The first event was held in the grass beside the banquet hall, and it featured roughly 20 cars. The following year, the Trunk or Treat was moved to the parking lot due to its rapid growth and increasing community support. This year, nearly 100 volunteers have already signed up to participate, and Herman expects anywhere between 1,000 and 3,000 attendees. Due to the scale of the

Dance Classes Available The Lancaster Rec dance program is entering its fall season with record growth, expanded class offerings, and a community that welcomes dancers at every stage of life. The program has grown from approximately 50 students in the fall of 2024 to 120 students and counting this fall. L ancaster Rec offers

eight genres of dance, including ballet, contemporary, dance fitness, jazz, hip-hop, and tap, with beginning and intermediate classes designed to meet a variety of interests and experience levels. New this season for adult dancers are musical theater dance and movement lab. Ten classes are available for adults each

week, with options available every weeknight and on Saturdays. The adult dance program has also expanded to three dance educators, who lead weekly classes across the schedule. For some participants, dance has become a family endeavor. Parents and children from the same families take classes and then cheer

one another on during the end-of-year recital. Affordability is paramount to L ancaster Rec’s mission, and scholarships are offered for children from families with financial need. To learn more and to register for dance classes, v i s i t w w w. l a n c a s t e r rec.org.

Promise Players from pg 1 Friday performances will begin at 7:30 p.m., Saturday shows will start at 2:30 and 7:30 p.m., and Sunday shows will commence at 2:30 p.m. The show, written by Edie Claire, follows the chaotic wedding of Jenna B ower, the youngest daughter in a family that has been doomed by ruinous weddings. “The family has had a series of disastrous weddings in this church building before,” said Glenn Grubb, the director of the show. “The building is kind of old and run down, and it’s actually going to be the last service in the church. … Some disastrous things happen in the church; that sort of sets a scene for why (things) are the way they are.” The show has five flashback scenes and features some younger actors who will play past versions of the adult characters. “It’s a good, funny show, but it does have some good messaging,” Grubb said. “We usually prefer to do comedies, but we have done some dramas in the past. … This is another one that everybody really liked.” T he Promise P layers

launched in 1995 and have put on more than 50 shows over the course of more than three decades. The group’s shows have always b e en at the L amp e ter Church of the Brethren, and the group formally became a ministry of the church within the past few years. This will be the second time that the group has done “See You in Bells”; it first did the show in 2013. A half-dozen of this fall’s cast took part in that 2013 show; some will reprise t h e i r p a s t ro l e , w h i l e others look for something new. Some members of the cast, like Ken Hess, have been a part of more than 40 Promise Players’ productions. Grubb was a part of that 2013 show as an actor, but this fall’s show is his first crack at being a director. “Hopefully,” he said. “We’re still one character short. We lost an actor at the beginning, and I get to find another player. It’s a minor hole, but hopefully I won’t be forced to play it.” The Promise Players’ productions frequently sell out. Reservations are strongly encouraged. Seating in the church’s sub-200-

73.31 ACRE FARM 6 BR FARMHOUSE - OUTBUILDINGS - SILOS

FRIDAY, OCTOBER 30, 2026 • 11:00 A.M. 430 Stehman Rd., Lancaster, PA 17603

Directions: From Lancaster Route 222 S. to Right onto Route 741 (Long Lane), to left onto Stehman Road, to the auction.

The Lancaster Science Factor y has received a $300,000 grant from the Dar t Foundation - the largest one-time gift in the Science Factory’s history. The funds will support two new interactive exhibit areas at the Science Factory. The first area, the Wonder Zone, will engage visitors in exploration of light, color, sound, forces and motion, and eng ine er ing challenges. The Wonder Zone is designed to be developmentally appropriate and accessible for kids ages 3 to 5, but it may be enjoyed by visitors of all ages. Constr uction on the Wonder Zone area is now underway in anticipation of a grand opening to the public the weekend of Saturday and Sunday, Nov. 14 and 15. The Wonder Zone will feature exhibits like Colorful Shadows, the Everbright, Shape Projector, Ramps and Magneticars, Reach Sound exhibit, Pin wall, Clinky Rods, and Engineering Wall. The exhibits will also feature early literacy prompts and tips for caregivers to engage their early learners in science, technology, engineering, and math (STEM). The second exhibit area,

How People Make Things, will bring manufacturing to life, showing how everyday objects are made, and highlighting the people who make them and their careers. Development of the hands-on exhibit area is still underway, and the Science Factory anticipates installation in early 2027. This exhibit represents a partnership with the Children’s Museum of Pittsburgh to adapt the Pittsburgh institution’s travelling exhibit, How People Make Things, for permanent installation at the Science Factory. The exhibit teaches students about introductory principles of manufacturing through the concepts of cut, mold, deform, and assemble. These projects are part of a larger, multiyear exhibit refurbishment at the Science Factory, where 40% of all exhibits were installed when the organization first opened its doors in 2008. To date, $570,000 has been raised toward an estimated project budget of $750,000. Future improvements will feature updates to the Bubble Zone, the Water Lab, and additional exhibit areas.

Library from pg 1 self-raised funding and donations, a model that has become untenable, said Deb Drury, director of the Elizabethtown Public Library. Library supporters rallied to get a specific question on the general election ballot. On Tuesday, Nov. 3, voters will be asked: “Shall the county of Lancaster establish a dedicated library tax to provide for the maintenance of, and aid to, public l i b ra r i e s i n L a n c a s te r County at the rate of .55 mills on the dollar on all taxable real estate within the county of Lancaster?” Drury hopes people will “vote yes for libraries,” in support of the county’s 17 locations, as well as its bookmobiles. “The library tax is a property tax because it is the only legal way we can receive dedicated public funding,” Drury explained. “We do currently get public funding, but it’s not dedicated library funding. Any dollars that come through Lancaster County and local municipalities come through the general fund, and it’s up to whomever is making the budget decisions for that

year to determine what amount of money libraries are going to get.” W i t h o u t re g u l a t i o n , financial support varies widely, with some municipalities providing extensive funds and others giving nothing, she said. “For some of us, like the Elizabethtown Librar y, we’re raising and generating about 60% of our operations each year,” Drury said, noting that funds are raised through donation drives, book sales and special events, such as the Taste of Western Lancaster County. “We can raise and generate funds through fines and fees as well, but the percentage of effort required to raise the dollars we need is impossible to sustain.” And, she added, “Any of our funding sources outside of our own can be taken away without notice. To try to provide consistent service with incredibly unstable funding is impossible. Having a dedicated library tax is good for Lancaster County because it gives us stability in funding and the capacity to plan for more than one year at a time.” T he librar y provides much more than books. Patrons can access the Internet, use computers, check out movies, borrow everything from musical instruments to unique cake pans and participate in programs ranging from story time to financial literacy workshops. Even people who don’t use the library can benefit from its existence, Drury added.

“Research shows that having strong public libraries in your community increases the resale value of your home, decreases violent behavior in the community, helps with public safety and increases k i n d e r g a r t e n t h ro u g h 12th-grade education scores,” she said. “ The statistics of having wellfunded public libraries for communities shows that the library is a very, very good thing for Lancaster C o u n t y. W h e n p e o p l e invest their dollars in the library, the return to the community is exponential.” She emphasized that most of the municipalities sur rounding L ancaster County have a library tax already in place, and it’s been a goal of Lancaster’s system for many years. “This is a tax, yes, but it’s a tax that will pay you back because when you invest in library services, you’re not only investing in your community and the value of your community, but you’re also investing in your own household,” she said. “By paying a library tax, you’re helping people have access to even more library services, expanding hours at locations and allowing for shorter wait times for items and a broader collection.” Opposition to the library tax has come from both sides of the political aisle, with opponents worried that countians don’t need another tax. “I support public libraries and believe they provide essential services in our

community,” said Sen. James Malone, whose district includes parts of Lancaster County. “However, two of the most frequent concerns I hear about from my constituents are that the cost of housing and property taxes are too high. For this reason, I cannot support a plan that would raise property taxes on Lancaster County residents.” Elizabethtown Library assistant Brandon Allen said asking libraries to operate like other nonprofits and raise their own funds does a disservice to the wider community. “Public services should be funded with public money,” he said. “What we do is completely open to anyone; no matter what you think, what you believe, where you come from, our doors are open. We’re here to serve and help everyone, and the more we serve and do for the community, the more it costs us.” Drury emphasized that the library also does not want to compete with other nonprofits in the county. “ We d o n ’ t w a n t t o take away funding from anyone. We want to offer the community a sustainable system that provides community resources,” she said. “We want the library to continue to be a place of discovery for everyone. In today’s world, we need a place where ever yone belongs, and that is what the public library is.” To learn more about the proposed library tax, visit https://voteyes4libraries .org.
