Girl Scout Cookie Sales Are Underway

For those craving Girl Scout Cookies, the wait is over.
Girl Scout Cookie sales are now underway at area stores and shopping centers. Locally, weekend sales are being held at the following locations: Tractor Supply, 985 Octorara Trail, Parkesburg; Walmart Supercenter, 100 Commons Drive, Parkesburg; Christiana Beverage, 360 Route 41, Gap; and RDV Convenience Store, 214 W. First Ave., Parkesburg.
To search for other locations, visit www.girlscouts.org and enter a ZIP code into the cookie locater. Cookies can also be purchased online starting on Monday, Feb. 27. The newest cookie, Raspberry Rally, which is a thin, crispy cookie with a raspberry flavor dipped in chocolate, can only be purchased online.
Locally, troop members from the Girl Scouts of Eastern Pennsylvania (GSEP) who were selling cookies on a recent weekend at the Parkesburg Walmart included Gwen Clymer, a
member of Cadette Troop 4037 of Atglen, which meets at the Penningtonville Presbyterian Church in Atglen, accompanied by her dad, Steve Clymer, and Naomi Walburn, a member of Brownie Troop 4642, which meets at Episcopal Church of the Ascension in Parkesburg, accompanied by her mother, Adrienne Walburn, troop leader.
Both girls reported that Thin Mints were the most popular selling cookie. “I freeze them and then put them in with ice cream,” said Gwen, who noted that Thin Mints are her favorites as well.
In addition to Thin Mints, Girl Scout Cookie varieties include Lemonades, Peanut Butter Sandwich, Peanut Butter Patties, Trefoils and Adventurefuls, which were introduced in 2022. “They are like a Thin Mint texture, but they are brownies with caramel and sea salt,” said Adrienne.
Those who visit the booths also have an opportunity to donate cookies to Hometown Heroes, a program adopted in 2019 by GSEP.
“At the end of our cookie season, our donations will go to local fire, police, EMTs and postal workers in this area,” Adrienne noted. According to www.gsep.org, Girl Scouts are learning five skills when selling cookies: goal setting, decision making, money management, people skills and business ethics.
Gwen said selling cookies has taught her a lot about sales, including handling rejection. “I am learning how to deal with people who walk past and don’t say hello,” she said.
“We are trying to (teach the girls to) use (their) voices and be less shy,” Adrienne added. “(The Scouts are also learning) social skills; counting; math, including multiplication; and giving change.”
Naomi said that the troop plans to use the money for troop activities and field trips. “We want to go to Dutch Wonderland or Hersheypark,” she said.

“A new year brings new faces to your local ambulance service,” announced Ben Scheffel, new president of the Christiana Community Ambulance Association (CCAA). In addition to Scheffel, other officers elected during the January board meeting were George Stewart, vice president; Tim Zook, treasurer; and
Brian Petersheim, recording secretary. John Beyer and Paul Zook were also named as board members. “Together, we are excited to hit the ground running,” Scheffel said. The new officers are part of CCAA’s revitalization effort, which includes adding more volunteers, improving its website and expanding its fleet of emergency vehicles.

Dog-Focused 4-H Club To Meet GOTR Helps Girls Reach Developmental Finish Line
The Chester County To Love a Canine 4-H Club will begin meeting on Sunday, Feb. 19, in Malvern. The yearround club will focus on the education of youths who are interested in learning all there is to know about dogs. The vision is to teach members the rescue world from the ground up with topics like why dogs need rescue, where rescue dogs come from, and more. Members will expand their interests in dogs through career exploration and hands-on experiences related to grooming, following professional advice for care, using veterinary information and training, keeping record books, and more. This club is open to youths
ages 8 to 18. Members will be required to attend and participate in meetings regularly, complete a project book, plan and conduct community service projects, and learn and practice leadership skills. The 4-H members will also participate in a presentation or demonstration within the club and submit projects to be judged at the Chester County 4-H Fair.

All phases of development are important. But it seems that the stage between the third and eighth grades may be especially critical in the growth of young women.
That’s where Girls on the Run (GOTR) steps in and helps girls put their collective best foot forward. GOTR’s mission is to help adolescent females become more social, more confident and more emotionally aware.
“We address the whole girl,” said Jennifer West, program director for GOTR of Lancaster. “Girls are facing so many critical decisions at this stage. We help girls with friendships, resolving conflicts, reaching goals, overcoming obstacles and asking for advice.”
“We hear girls say, ‘I’m not good enough. I’m not tall enough. I’m not smart enough,’” continued West. “We tell them, ‘No, you want to be yourself.’ We help girls find their star power. We help girls make good choices.”
West emphasized that GOTR is more than simply a running program, but an after-school, community program. “You can hop, jump and skip, as long as you’re moving forward,” she said.
GOTR of Lancaster conducts two 90-minute meetings each
week for 10 weeks, during both the spring and fall seasons. Registration for the spring 2023 season will begin Wednesday, Feb. 15.
Meetings are conducted by volunteer coaches in every school district in Lancaster and Lebanon counties, as well as at churches and social organizations like the YMCA. Last spring, GOTR served 960 local residents, and in the fall, the program’s participants numbered around 560. This spring, GOTR of Lancaster is shooting for 1,100 participants, 80 teams and 450 volunteer coaches.
“We’re really dependent on finding people with love for Girls on the Run,” said West.
GOTR’s program separates its girls into two groups by age. The course focuses on participants learning about themselves first, then learning about cooperation and finally learning about their communities.
This year’s spring GOTR program will be capped on Saturday, May 20, at Franklin & Marshall College with its annu-
al 5K run, which is expected to draw 3,000 participants, running buddies, coaches and spectators.
“We started out with 25 girls and two teams,” said West. “It’s 14 years later, and we feel like Girls on the Run has become a household name.”
Lancaster is one of 200 councils of the international GOTR program. In 2017, GOTR of Lancaster incorporated Lebanon County as part of its reach.
Since its inception, GOTR of Lancaster has served nearly 19,000 participants.
“Now we have girls who have graduated from college coming back and they’re like a bridge to the older people,” said West. “We’re a lot more sure of ourselves. We know it’s successful. We know it’s impactful. We know it’s making a difference in people’s lives.”

New Emergency Services Director Appointed
Chester County Commissioners Marian Moskowitz, Josh Maxwell, and Michelle Kichline announced the appointment of Warren W. “Bill” Messerschmidt III as the county’s new director of the Department of Emergency Services (DES). Messerschmidt will take the lead at DES on Monday, Feb. 13, following his most recent role as assistant director of emergency management operations (EMO) in Montgomery County. Additionally, Messerschmidt has been a firefighter at Centre Square Fire Company in Blue Bell for 16 years and has served as deputy chief of operations for the past seven. As director of DES, he will oversee the 9-1-1 Center, Emergency the Management and Emergency Operations divisions, and the Public Safety Training
Campus.
Messerschmidt is a graduate of Drexel University, where he co-founded the Drexel Emergency Medical Services. He is pursuing a Master of Public Administration online with the University of New Haven and is scheduled to graduate in the coming months.

Store manager Robin McCormick recently announced that a total of $20,000 was presented to local organizations, the result of store sales and donations in 2022. The recipients included the Octorara Area Food Cupboard, Keystone Valley Fire Department, Parkesburg Free Library, the Parkesburg Borough Police Department, the Atglen Public Library, the Parkesburg POINT youth center and Parkesburg Churches Community Outreach (PCCO).
Other recipients included David’s Drive 831, a charity that serves veterans; Locust Lane Riding Center in Coatesville, which offers equine-assisted therapies;
and Everybody Plays! - a community organization that is looking to renovate the playground at Minch Park so that it is accessible to children of all abilities.
“We keep an ear out for areas in need in the community,” said McCormick when explaining how the beneficiaries are chosen.
The all-volunteer-run shop, which opened in 2009, is located at 317 Main St., Parkesburg. In March of 2022, the facility was renovated when a vacant store and a former donation takein area were combined to form a larger retail space, double the size of the original. McCormick has announced that a special event will be held at the store in March. “March 18 is our first anniversary of the opening of the newly renovated store,” she said. “We will have specials and other activities.”

CIT Training Highlighted
As part of Chester County’s recognition of National Law Enforcement Appreciation Day on Jan. 9, the Chester County commissioners noted the success of the Crisis Intervention Team (CIT) training, a tool that helps to de-escalate mental health crisis situations and enhance safety and access to treatment.
Chester County’s Department of Mental Health/Intellectual & Developmental Disabilities (MH/IDD) has worked with law enforcement for five years and more recently expanded the training to members of the first responder community to address the increased prevalence of mental health conditions among people they encounter. CIT teaches law enforcement and first
responders how to deal with individuals with mental health illnesses or who are in a mental health crisis. A total of 329 officers and first responders have completed CIT training in Chester County including officers from municipal police departments and the Pennsylvania State Police (PSP); Chester County detectives, corrections officers, deputy sheriffs, 911 dispatchers and staff members from the Department of Adult Probation and Veterans Affairs; and emergency medical technicians (EMTs) from across the county.
MH/IDD offers a 40-hour law enforcement CIT training course twice a year. Fullday trainings are offered three times per year to 911 dispatchers and EMTs.

“(The board) makes decisions about finances and equipment, goes over the chief’s report and (discusses) any issues coming up. Right now, it is the lack of volunteers,” Scheffel stated.
CCAA, located at 55 Pine Creek Drive in Gap, is a nonprofit organization that serves a large portion of southeastern Lancaster County, as well as parts of western Chester County. The company responds to more than 1,000 calls per year.
Currently, WellSpan provides EMTs to CCAA to cover the daytime shift from 6 a.m. to 6 p.m., and the evening shift from 6 p.m. to 6 a.m. is covered by volunteers. “There are a few
nights that are not covered, so that’s why we are seeking volunteers,” Scheffel noted.
“Volunteers have to be EMT-certified. We can help people get their certification.”
In addition to medical personnel, CCAA is in need of other volunteers who can donate their time during either shift. Volunteer opportunities include washing the rigs and helping with technology needs.
In a volunteer recruitment letter posted on the CCAA website and Facebook page, Scheffel refers to volunteers as hometown heroes. “The Christiana Community Ambulance is recruiting volunteers to join in our mission of serving
and building a sustainable community ambulance organization,” the statement reads. “With just a few hours a month, you can make a difference in the community and change lives forever.”
Scheffel, who is also a member of the Christiana Lions Club, said that the benefits of volunteering include making a difference in the community, gaining professional skills with hands-on learning, forming new friendships and joining people from different backgrounds with a common goal of helping others.
“2022 was a tough year with many hurdles to clear,” stated Scheffel. “(Board members) Michele Necker-
mann and Tim Manley weathered many storms that included volunteer shortages and board turnover but were able to hold CCAA together.”
“In August of 2022, CCAA hired a new chief, Corey Gossert,” Scheffel added. “Corey has over 30 years of experience in emergency services and has held multiple leadership roles over that time.”

YGBW President And CEO Announces Retirement
Denise Day, president and CEO of the YMCA of Greater Brandywine (YGBW), recently announced her retirement. In her current role, Day leads a team of more than 2,000 staff members and serves more than 50,000 members across eight locations.

Of her 37-year career with the YMCA, Day spent 23 years in Chester County. She also worked at other YMCA locations in Nebraska, California and Delaware, and across Pennsylvania.
During Day’s tenure as CEO, she saw the merger of the two Chester County YMCAs, which formed the YMCA of Greater Brandywine in 2014. Prior to 2014, there were two separate YMCA associations serving Chester County - the YMCA of the Upper Main Line and the YMCA of the Brandywine Valley. The latter of the two was led by Day.

With more than 40 courts, the YGBW offers hundreds of hours of playtime weekly to more than 1,900 pickleball players. Day continues to develop plans to bring a dedicated pickleball facility to the Chester County community in 2023.

Giant’s Feeding School Kids Initiative Returns
For the third year in a row, the Giant Company has announced the launch of its Feeding School Kids initiative and its $250,000 commitment to kick off the program. Giant launched the Feeding School Kids program in 2021 to address the issue of childhood hunger through-

Through the Feeding School Kids initiative, school districts have been able to support meal programs and address food insecurity through activities ranging from supplying backpacks with weekend food to clearing outstanding student lunch debt to building oncampus food pantries. School districts in Pennsylvania have benefited from the program.
New Make-A-Wish Fund Launched
Make-A-Wish Philadelphia, Delaware & Susquehanna Valley recently launched the Sapphire Fund. The Sapphire Fund will financially support the wishes of children with a cancer diagnosis in the Philadelphia, Delaware, and Susquehanna Valley region.
The largest number of wishes granted each year by the chapter are for children with a cancer diagnosis. On average, 60% of the wishes
granted each year will now be funded by the Sapphire Fund. Annually, $800,000 is needed to financially support these wishes. The name of the Sapphire Fund was inspired by the birthstone for the month of September, as September is Childhood Cancer Awareness Month.

Color 5K Raises Funds For COPE Program
The 2022 Chester County Color 5K, held in October, raised $120,000 for the county’s Community Outreach Prevention and Education (COPE) program to help in the battle against opioid and heroin addiction. County Commissioners Marian Moskowitz, Josh Maxwell, and Michelle Kichline presented a check to Jamie Johnson, director of the county’s Department of Drug & Alcohol Services (D&A), at the Dec. 15 commissioners’ meeting.
COPE provides 24/7 support to overdose survivors and their families at hospital emergency rooms throughout the county. Trained peer specialists make a personal connection with survivors in the emergency room and encourage them to enter treatment immediately following discharge from the hospital. The program also supplies information about overdose prevention and outreach to first responders, hospital staff and the families of overdose survivors. Kichline’s efforts to address the opioid and heroin epidemic led to the introduction of the Color 5K in 2016.
In addition to COPE, Chester County addresses the opioid crisis through its Overdose Prevention Task Force, which was formed in 2015. The mission of the task force is to prevent overdose deaths in Chester County through a multidisciplinary, coordinated effort between government departments, community organizations, and treatment providers. The task force is led by the Chester County Departments of D&A, Health, and Human Services; the District Attorney’s Office; and Good Fellowship Ambulance and EMS Training Institute.
In addition to the COPE Program, Chester County introduced the Law Enforcement
Treatment Initiative (LETI), started by the District Attorney’s Office in conjunction with D&A in early 2022. LETI is a collaborative effort between law enforcement and substance use treatment providers to save lives and reduce crime and recidivism. It provides an alternative option to law enforcement, providing treatment instead of punishment for people with substance use disorder who commit low-level, non-violent crimes. Individuals can also contact a member of law
enforcement to ask for a referral or to be connected to treatment with no threat of arrest or prosecution.

Additional ARPA Grants Awarded
The Chester County commissioners recently announced a second round of American Rescue Plan Act (ARPA) grant recipients. More than $6 million in grants were awarded for 22 projects. The new grants add to the $40 million in funds that were awarded to 73 applicants during the first round of grants, announced in September 2022.
The ARPA grants are intended to provide an equitable infusion of resources to meet local pandemic recovery needs and help accelerate the ongoing rebuilding of Chester County’s economy. Specifically in this round of funding, grants supported many first responder organizations, municipal infrastructure projects, subsidized early childhood education and care, and behavioral health assistance.
Chester County received more than 300 ARPA applications for funding requests from a wide array of municipalities, public authorities, small businesses, and non-
profit organizations that are located within, or provide substantial service to, the county. Application funding requests amounted to three times the total ARPA funds allocated to Chester County.
The breakdown in funding for the recommended projects, following both rounds of awarded grants, includes $12.9 million in behavioral health, $9 million in public health, $7 million in housing, $6.9 million in public safety, $3.3 million in community facilities and programs, $2.7 million in infrastructure, $1.8 million in workforce development, $1.5 million in food security, and $1.1 million in child care.
All ARPA funding applications recommended by independent review teams have also been reviewed by Susquehanna Accounting and Consulting Services (SACS) to ensure compliance with federal rules. A list of the ARPA fund awards can be found at www.chesco.org/arpa.

Finding Permanent Homes For Humble Hounds

When an unscrupulous dog breeder discovered a blind puppy in the litter, the future of the little dog was grim. However, the Boston terrier, now known as Stevie, is living with a foster family from Humble Hounds Animal Rescue, a foster-based, all-breed, no-kill animal rescue serving
Chester County and surrounding areas.
“Stevie was saved from a local breeder who wanted her gone because he could not sell her,” said Kaitlyn Fitzpatrick, the founder of Humble Hounds. “She is safe now.”
Fitzpatrick founded the rescue in 2020 after volunteering at LaMancha Animal Rescue in Coatesville. “I got my expe-
rience from LaMancha. I was involved with all aspects of rescue,” she noted.
Currently, Humble Hounds is in need of foster families to care for rescued dogs until their permanent homes can be found. Further, Fitzpatrick wants to have a building where rescued animals can be housed and where meet-andgreets can be held with poten-

They have people who donate on a regular basis, and those with a physical location can take in more dogs. Once we get the land, we would start a capital fundraiser to build. It’s a big ask, but maybe someone has a soft spot in their hearts for rescued dogs.”
Most of the animals rescued by Humble Hounds are transported to the area from
states in the South. “We have helped a few local owner surrenders, but most of the time we pull from the kill shelters down South where (the dogs) are facing euthanasia,” Fitzpatrick said.
Dogs rescued by the organization are posted at www.petfinder.com. Since its formation, Humble Hounds has rescued 175 dogs and found them permanent homes.
Fitzpatrick noted that Stevie is available for adoption and that the potential adopter should be willing to deal with the special needs of a blind dog. “We took her to one of our vets, who confirmed her blindness is likely congenital; she is not in any pain and is otherwise a healthy pup,” said Fitzpatrick. “Her other senses

are heightened. She wants to play with toys and run, and she loves playing with other dogs. She is amazing to watch. In the foster home, she found the food and water (bowls) in less than two minutes. She is remarkable. The toughest part will be potty training.”
Other puppies available for adoption from Humble Hounds include Jack, a Plott hound and shepherd mix, and his sister, Bailey. Both are socialized with other dogs and humans and are up-to-date with vaccines.

Also recognized in the proclamation are the Chester County Anti-Human Trafficking Coalition, Thistle Hills, and JusticeRain, organizations that support survivors transitioning from exploitation and bondage to freedom and self-sufficiency.
Chester County Sheriff Fredda Maddox and Carol Metzker, who handles community outreach for the Chester County Sheriff’s Office (CCSO) and serves as an ally for human trafficking survivors, presented each commissioner with a blue lapel pin to help spotlight the issue. Additionally, a blue light was shined on the Chester County Historic Courthouse from Jan. 9 to 16.
Last year, the CCSO hosted an educational program about human trafficking prevention. It also partnered with the Chester County Library System to post the National Human Trafficking Hotline numbers in library bathrooms throughout the county.

Commissioners Renew Contract
The Chester County commissioners recently renewed a contract with the Chester County Solid Waste Authority (CCSWA) on the Southeast Pennsylvania Regional Household Hazardous Waste (HHW) Education, Collection, and Management Program. The contract is an intergovernmental agreement that includes Chester, Bucks, Montgomery, Delaware, and Philadelphia counties.
Household hazardous waste collections are held four to five times per year, allowing residents to dispose of items such as oil-based paints, pesticides, and pool chemicals. The regional partnership allows residents to take household hazardous waste to any event in any participating county. In 2022, the CCSWA collected 177,000 pounds of household hazardous waste. An online registration process was started in 2020 to safely and efficiently streamline the drop-off process.
