Will Train - MTFR Changes Hiring Policy “We used to hire full-time firefighters based on their previous training,” said Rick Kane, Manheim Township Fire Rescue (MTFR) chief. “About two years ago, the Civil Service Commission changed our requirements to allow us to start hiring true entry level positions, so we can hire someone and send them to the fire academy.” The fire company put that change into practice starting in late 2020, when it hired Tanner Bowers and the practice continued earlier this year when the fire company hired three new firefighters - Sam Welk, Jordan Mering, and Austin Sweigart - all of whom attended the HACC, Central Pennsylvania’s Community College Municipal Fire Academy at the Shumaker Public Safety Center in Harrisburg. The new firefighters were officially sworn in at a Manheim Township Board of Commissioners meeting in late June. Kane said that he notices a difference in the employees who graduate

With the exception of the city of Lancaster, MTFR is the only Lancaster County fire company that employs full-time and part-time firefighters. “We now have 24 fulltime and 48 part-time (firefighters),” said Kane, who noted the department also employs a deputy, fire marshal, and fleet mechanic, as well as his own position, while also being supported by a handful of volunteers. Having volunteers and paid workers makes the fire company one of the few combination companies in the state. The organization first hired part-time workers in 2010 and full-time firefighters in 2017. Kane began volunteering with the department in 1989. “We probably had 50 active firemen, with the majority living within blocks of the fire station,” he recalled, adding that as the area grew and demographics changed, it became necessary to employ firefighters to provide the level of safety and protection that is necessary to the community. Mike Caimi has always looked up to Vietnam War helicopter pilots. “They were kinda my heroes,” said Caimi, who admired the young American men for their ability to fly helicopters through the jungles of Southeast Asia. Following the development of the South Campus of Landis Homes, 1001 E. Oregon Road, Lititz, about a decade ago, a group of residents became involved in the preservation of 10 acres of land - four acres called Leaman Woods and another approximately six acres of floodplain. “The Friends of the Woods and Wetlands look for ways to help maintain and use the woods and wetlands,” said Linford Good, community design specialist with Landis Communities. The 50-member group works in several areas of environmental concern.

from the HACC program. “The fire academy is giving students something over and above,” he said, adding that the regimented 13week program includes emergency medical technician (EMT) training. “Previously, we hired people who had the whole list of training that (these new employees) got at HACC,” he said. “They would have had to have attained that somewhere else.” Kane noted that a volunteer firefighter could amass the same training, but it would take a number of years. Because MTFR is bound by the Manheim Township Civil Service Commission and state regulations, it works with applicants who have completed a standardized written test and a pass/fail physical agility test. The applicants are ranked, and U.S. veterans receive bonus points. Kane noted that the company can only interview those who are ranked in the top three spots. “We only had 40 people apply this year,” he said. “Years ago, most departments averaged hundreds of applicants for two or three jobs.”

The Manheim Township board of commissioners held a public meeting on Sept. 13 at the Manheim Township Public Library, where the creation of a temporary Stormwater Management Task Force was discussed and approved. The purpose of this task force is to conduct research and present the board of commissioners with information and advice on the best course of action for Manheim Township regarding

stormwater management permit regulations, community stormwater improvement projects, and the potential introduction of a stormwater management utility (fee). Manheim Township ’s engineer and public works director reported in June that by 2023 the township will need to allocate over $3 million per year just to keep up with EPA and DEP mandates. The task force will need to explore ways to pay

for these mandates. The Manheim Township Stormwater Management Task Force will consist of 11 members. Five seats were open as of Sept. 20, with separate qualifications for each seat. For the past 20 years, the Blue Rock Heritage Center (BRHC), 2251 River Road, Washington Boro, has aimed to promote and conserve the history of the Lower Susquehanna River Valley area. To accomplish this goal, BRHC houses artifacts and brings attention to archaeological and historical resources, features, and buildings, also focusing on their relationship with and access to the local ecological systems. On Saturday, Oct. 16, BRHC will host its 19th annual River Heritage Day. The event will take place at Washington Boro Park, 2010 River Road, Washington Boro, from 9 a.m. to 4 p.m. Barry Lee, a bluegrass musician, will provide live entertainment; Mr. Balloony will perform; Jesse the Reptile Guy will give a presentation; and Raven

Ridge Wildlife Center will make an appearance. Food, such as hamburgers, hot dogs, and chicken corn soup, as well as beverages will be available for purchase. Additionally, there will be a Penn Manor FFA tractor pull, a kids’ tractor pull, hayrides, barrel train rides, craft displays, and flea market vendors. “Living the Experience” is a creative, spiritual, and interactive historical reenactment of the Underground Railroad, as it occurred on site at the Bethel African Methodist Episcopal Church in Lancaster. Lititz United Methodist Church (LUMC) will sponsor a trip to the ex perience on Saturday, Nov. 6. “Living the Experience” seeks to provide an honest portrayal of the experiences of those involved in the Underground Railroad, from the stories that are told through the spirituals that are sung. Following the reenactment, an ethnic buffet-

City Seeks Community Input The City of Lancaster has begun an engagement process regarding $39.5 million in American Rescue Plan Act (ARPA) funding with the launch of a project on the Engage Lancaster website. In 2015, the organization began to realize Caimi and Haga’s dream when a helicopter, which was discovered in California, made the journey to a hangar in Lititz where it will be used as a “flying museum.” During the Rotary Club of Lancaster’s W heels and Wings Festival held at the Lancaster Airport in July, Caimi quickly recounted the history of the Huey before the chopper returned and its thundering sounds drowned out his words. “Our helicopter served in Vietnam from 1968 to 1970,” said Caimi, noting that the bird logged 1,300 combat flight hours. The helicopter first

served with C Company of the 101st Aviation Battalion before being involved in an accident that necessitated repairs. In late 1969, the Huey went to the 170th Assault Helicopter Company, where it primarily brought troops in and out of combat landing zones and did some cross- border flights into Cambodia. After being used in Vietnam, the Huey was flown to the Fort Rucker Army Flight School, where it served for five years to train future Army aviators. From there, it was transferred to the Oklahoma National Guard, where it was used from 1975 to 1994. It was then decommissioned and went to the Texas State Technical College as a training aircraft. In 2012, it was sold to an individual in the helicopter parts industry.

“(The new owner) had heard about our organization and how we were looking for a Huey,” said Caimi, who noted that the owner reached out to Liberty thinking the helicopter was in good enough shape to be restored. In March 2015, Caimi went to California and, after a cursory inspection of the helicopter, made a deal. “We had enough money to put a deposit down,” recalled Caimi, who added that a member who was connected to the VFW arranged for donated truck transportation for the helicopter from California to Lancaster. “It took us three years to restore it,” said Caimi, who noted that the work was completed in the Lititz hangar in August of 2018. “It took about 30,000 man hours and $600,000 of donations (to complete the restoration),” said Caimi. “It was a true labor of love.” “The mission of the Liberty War Birds is to get this helicopter in front of as many veterans as possible to show it off and reconnect them with their history,” said Caimi, who added that the organization also wants to educate the public on what the Huey does and what it did in Vietnam. Penn Medicine Lancaster General Health recently announced the launch of LeadFree Families, a 10-year community health improvement initiative aimed at eliminating childhood lead poisoning in Lancaster County. Lead-Free Families aims to identify and remediate lead hazards in at least 2,800 Lancaster County homes over the next decade. The $50 million investment is being initially funded and led by Penn Medicine Lancaster General Health. Lead poisoning can result in serious and lifelong health and developmental issues, including lower IQ, slowed growth, learning problems, behavioral issues, hyperactivity, and hearing and speech development problems. It can also cause pregnancy problems, including low birth

weight; premature birth; damage to the baby’s brain, kidneys, and nervous system; and even miscarriage. There is no cure for lead poisoning, and its effects are irreversible. Increased blood lead screening of children and pregnant women is one of the core components of Lead-Free Families. said he has seen monarchs in the clover field near the wood. “Another group is interested in bees,” he said pointing out the bee boxes meant to help increase the mason bee population on the campus. “There’s a group of birders that put out boxes for bluebirds, and they monitor them throughout the season,” he added. A segment is also working to track frogs, turtles, snakes, and other wetland creatures as they move into the area. Water quality is also important to the Friends. Kurtz Run, a spring-fed brook, runs through the campus and into the Conestoga Creek. Friends volunteer to work with the Lancaster County Conservation District to monitor water quality. “They are trying to start a Kurtz Run Watershed Association to help with projects,” said Good. Good noted that the organization gives residents with the knowledge and passion the chance to preserve the area for the future. “By restoring these areas, it provided an opportunity for residents to volunteer in things they’re interested in, like natural habitats,” said Good. The Lancaster Conservancy received a $5 million gift from the Clark Associates Charitable Foundation in celebration of the Clark Associates’ 50th anniversary. This philanthropic contribution will support the Conservancy’s future land acquisition efforts and stewardship of its nature preserves across Lancaster County with a special focus on an area along the Susquehanna River between Safe Harbor and Holtwood Dam, known locally as the River Hills. In honor and recognition of this gift, the Lancaster Conservancy combined three separate nature preserves previously known as House Rock, Reed Run, and Pequea South into a large contiguous 373acre nature preserve to be called the Clark Nature Preserve. A ribbon-cutting ceremony in August unveiled the new name of this area along the Susquehanna River.

The woods were originally farmland, and the flood plain was meadow used for grazing cattle. Sediment was removed from the flood plain in exchange for storm water management credits that were used in developing land outside the flood plain. “We were able to build more homes on land that would otherwise have been used for storm water retention,” explained Good. The Friends of the Woods and Wetlands formed a few years after the hybrid homes on the campus were built. Seeking to appreciate the blessings of the Landis Homes environment, the group set out to support the balance of the environment so that residents and visitors could enjoy the natural beauty. Good noted that one of the first jobs of the group members was to remove invasive plants, hand-pulling garlic mustard, burning bush, and privet hedge, and planting native plants and trees, especially pawpaws. “In the flood plain it is a continuous (job) to keep invasives out,” explained Good, who noted that the Friends work with Land Studies, a professional organization in Lititz. Within the group are subgroups that engage in activities to support or encourage flora and fauna in the area. “One group is interested in planting milkweed to attract butterflies,” noted Good, who
