Manheim Township

BY JEFF FALK
The amenities, services and programs that stimulate the quality of life in Manheim Township don’t occur by accident. They are deliberate and intentional results procured by concerned local citizens.
They’re planned.
In a variety of ways, the development and implementation of a comprehensive plan is an emerging local tradition.
“Every community is different,” said Porter Stevens, Manheim Township’s community development director. “Often, communities get lucky with good leaders who make good decisions at the right time. I think that was true in the ‘70s. (The lifestyle afforded Manheim Township residents) speaks to the quality of people who were elected. With so many things, I think it comes down to people.”
Manheim Township’s 2035 comprehensive plan will be presented
to the five-member board of commissioners at its regular meeting at 6 p.m. on Wednesday,
Sept. 24, at the Manheim Township Municipal Office, 1840 Municipal Drive, Lancaster. At that meeting,

Child development and school preparation happens through touching, sparking imaginations and social interaction.
At the Hands-on House, it’s not a program. It’s a mindset. Call it anything you like, but museum officials have named it Ready, Set, Success.
“We’re not program-based,” said Rebecca Ackerman, executive director of Hands-on House, Children’s Museum of Lancaster. “Ready, Set, Success is an initiative. It’s an approach. It’s not a program. It’s immersive in our mission. Play is one of those things you can never get wrong. Kids can always benefit from play. It’s children playing in a museum.”

Executive director Jennifer West stated that Girls on the Run (GOTR) Lancaster-Lebanon is designed to help girls achieve whatever goals they set.
“We like to say girls join for 100 different reasons,” she said. “Some like to get faster in a sport on their offseason. Some are new to the area, and they want to make friends. Some have friends, and they just want to have a really great time. You can be from any area and when you participate in Girls on the Run, you are going to get out of it exactly what you need.”
GOTR Lancaster-Lebanon is a registered 501(c)(3) organization that serves girls in third through eighth grades in Lancaster and Lebanon counties. West said that since forming in 2009, the council has impacted nearly 24,000 girls through locally delivered GOTR, Heart & Sole, and Camp GOTR programs.
Registration for the fall season will be open through Saturday, Sept. 13. Go to www.gotr lancaster.org for more details or to register.
There is a fee to participate, but GOTR has several financial assistance plans and payment options. Registration includes 20 practice sessions conducted by certified and trained GOTR volunteer coaches, curriculum and lesson materials and a takehome journal with activities, an official GOTR season T-shirt and gift, and 5K registration and a medal.
Each team will do a community impact project. “It’s very important to give back to the space

where you live so each team picks something that they can do for the school or for the community or for emergency services,” West said.

“By participating in Girls on the Run Lancaster-Lebanon programs, girls learn to raise the bar, to use their voices for positive and effective change, to become empowered leaders over their lives, as well as in their communities, and to simply be the best version of their already extraordinary selves,” West said.
“We have been growing by leaps and bounds every single year,” West said. “Lancaster and Lebanon counties have been such a welcoming community. It’s absolutely amazing to see the support from donors and sponsors but also from the families that trust us enough to allow us to spend this time with their daughters. It’s just absolutely unbelievable.”

Girls on the Run Lancaster-Lebanon was founded in 2009. “A friend (Carrie Johnson) and I got together, and she said, ‘This thing called Girls on the Run looks fantastic,’” said West. “’It’s an empowerment program for girls in third through eighth grades. We talk about self-esteem being the best version of yourself that you can be, standing up for yourself and others, and character development.’ At the time, we both had girls in third and fifth grade, and it was fantastic.”

GOTR is for girls of every ability. “You don’t have to run to be in the program,” said West. “That is a common misconception because we’re called Girls on the Run, but it’s really about moving forward. We say you can hop, roll, skip, or jump your way to the finish line.”
West noted that the program offers an ideal time to bond with teammates. “The girls will talk about everything from being a good friend to stopping and take a breather before you respond to texts and social media,” she said. “We talk about peer pressure and how can you be the best friend and what qualities do you look for in a friend. It’s so much fun for the girls and it really does introduce

them to a lifelong love of being physically active. When you are walking or jogging or running side by side with somebody and you’re having conversations and being silly and having a good time, you’re not thinking about whether you’re jogging or walking.”
There are approximately 600 volunteer coaches a year. “We can’t run the program without volunteers,” said West. “One of our biggest hurdles when it comes to providing the program is recruiting our volunteer coaches. It is a pretty big commitment because the season is so long. But without our volunteer coaches, we can’t support teams at different sites. We look for those individuals who want to be in that mentorship state with girls and support them in terms of their growth and development.”
Women, men, and high school girls can all help
with the coaching. Anyone interested in volunteering can email GOTR program director Kylie Homan at kylie.homan@girlson therun.org. “Girls on the Run has a nationally recognized training program for our coaches,” said West. We want to make sure they’re equipped with everything they need to serve the girls the best they can.”
Each GOTR athlete will compete with a buddy in the season-ending 5K. The buddy must register for the race and be 16 years old or older. “The buddies are there to keep encouraging them to go at their pace,” said West. “It can be a family friend, it can be a teacher, it can be a neighbor.”
GOTR is also seeking volunteers for the 5K. “We need hundreds of volunteers to be in cheer zones and people to make it fun and help keep it safe,” said West.
The event will feature two outdoor stages with performances by Phredd, First Capital Drumline, Forgotten Friend Reptile Sanctuary, Erick Hershey’s Country Conjuring Magic, The Music Podcast for Kids, Marian and Friends, Cissy and The Man, The DKers, and This Way Up.
Activities will include bounce houses, covered wagon rides, Spooky Nook Gymnastics, Snapology fun, barrel train rides, chalk art, interactive

Choices Healthcare, the parent organization of Hospice & Community Care and Hospice of Central Pennsylvania, has announced that its president and CEO, Steve Knaub, will retire on Wednesday, Dec. 31, after more than 27 years of service. Knaub steered the organization through significant achievements and growth and fostered relationships with health care partners and the community.
Knaub’s career with Hospice & Community Care began in 1998 when he joined as vice president, chief financial officer. He became the chief operating officer in 2002 and the president and CEO in 2011. Under his guidance, the organization evolved into Choices Healthcare
in 2024 and now serves thousands of patients and families across central Pennsylvania.
Knaub led several initiatives, including the expansion of the Essa Flory Center in Lancaster, the opening of the Bob Fryer
In a very specific way, Ready, Set, Success is a new take on what Hands-on House, Children’s Museum of Lancaster, which is located at 721 Landis Valley Road, Lancaster, has been doing for nearly 40 years. Ready, Set, Success is designed for children between the ages of 2 and 6.
Beginning in September, Ready, Set, Success will be presented to the community on an introductory basis. Parents and children will be afforded opportunities to participate in the museum’s Story Stretchers interactive class on Tuesdays at 10 a.m. and 11:30 a.m., art classes on Tuesdays and Wednesdays at 10:45 a.m. and 1 p.m., and STEM (science, technology, engineering, math)
Explorers on Thursdays at 10 a.m. and 11:30 a.m.
Ready, Set, Success will also feature guest experts each week. Additionally, participants will also be directed to the dozens of Hands-on House indoor and outdoor exhibits and stations for further exploration.
Hands-on House, Children’s Museum of Lancaster is open Tuesdays through Saturdays, 9 a.m. to 5 p.m. and Sundays 9 a.m. to 3 p.m. There are entrance fees associated with admission, and memberships are available.
“(Ready, Set, Success) aligns with our focus of fostering development of young children in our community,” said Ackerman, who possesses a background as an educator and as a school administrator. “It helps young children get used to the atmosphere they’re about to go into. The goal is to help them foster curiosity and wonder. We do it with intentionality to encourage children to see new things, embrace trial and error and make adjustments. Play, in particular, is a very powerful tool that can be used to get ready for school. This is truly immersive play, and it allows kids to be actively engaged in learning.”
The current plan calls for Ready, Set, Success to expand the width and depth of its experiential
offerings in January of 2026.
“My absolute favorite thing is watching the adults light up when they see their children progressing,” said Ackerman. “You don’t have to police them. It starts to click for the parent and the child. When a parent can step back and witness the development progress, it’s awesome. Kids are programmed to develop.”
Some of the children’s programs that the Hands-on House offers include Discovery to Go, Summer Camps, Sensory Friendly Sundays, TouchA-Truck, and Winter Camps. The children’s museum also provides opportunities for Scouts to earn badges and for groups to host events like birthday parties.
“There’s really great research that shows children who regularly attend museums score higher in third-grade achievement tests than those who don’t,” said Ackerman. “Kids are given an opportunity to play, to be bored

and to play with each other. Having spaces where kids can experience their fun is a big part of our work. What we see developmentally is children’s worlds get broader as they grow. As they expand to different environments, their sense of self and world expands.”
Hands-on House was established in 1987 by community members with the help of the Junior League of Lancaster.
“It was a community effort to build this museum for children,” said Ackerman. “It has been designed to foster the development of our younger visitors, and it’s intentional. We want to be a community hub that’s accessible for all families. We have to be intentional in carving out time for kids to play. Part of what we’re doing is what we’ve been doing all along. What we haven’t been doing is providing the intentional access for parents.”

the 139-page, 10-year comprehensive plan will be reviewed, discussed and quite possibly approved, and the public is encouraged to attend. If the comprehensive plan is voted into law, it will signal the conclusion of an extensive and exhaustive two-year process.
“Planning is really important because as a township we want to make sure we’re pursuing what makes our community special,” said Stevens. “A comprehensive plan is a long-range, visionary document that reflects how the community wants to stay the same and how it wants
to change. It’s ultimately used by local leaders as a way to make decisions on all kinds of things, all the big issues affecting quality of life. It’s helping to guide decisions on where we put tax dollars and what we’re prioritizing.”
Manheim Township’s 2035 comprehensive plan addresses how to fund and improve local parks, waterways, trails, bike lanes, roadways and partnerships within and outside of the township. The plan focuses on four major goals and their implementation: securing fiscal stability; affordable housing; an improved transportation
network; and land use regulations.
“In many ways, the township will look the same in 2035,” said Stevens, a resident of Lancaster city. “There’s a vision of the township laid out in map form. Where you might see things differently is in the southern part of the township in the shopping area. There is a need for affordable housing in the area. We’d also love to see a township that’s easier to get around. We also need to create more transportation opportunities for township residents.”
Work on the 2035 comprehensive plan began with an initial committee meeting in September of 2023.
them,” said Stevens. “We wanted to make sure that everything concerning residents was addressed. In terms of public interactions, you’d be hard-pressed to find anything else that has gotten this much attention. It’s a great opportunity for residents to have a voice in shaping the future landscape of the township.”
Manheim Township’s previous comprehensive plan was drafted in 2010. Since then, much has changed, and the locale navigated an unprecedented pandemic.
After gathering census data, information from the Pennsylvania Department of Transportation and housing trends, the plan has been revised a number of times since.
Manheim Township’s 2035 comprehensive plan came under the scrutiny of thousands of individuals and officials from inside and outside of the locale, including interactions with 2,000 Manheim Township residents and 70 members of focus groups. More than 50 different comments about it were addressed.
“We recognize that a lot of issues really impact township residents and that township residents are really concerned about
“In planning parlance, 15 years is a very long time,” said Stevens. “It’s important to take a look every 10 years to see how things have changed. The speed of development has changed, but it’s still a very high growth area, and traffic congestion has increased.”
“I think overall, people view Manheim Township in a positive way,” added Stevens. “It’s about recognizing we have a really great community here, and we want to keep that high quality of life. People love the school district; people love the parks. We have some strengths, but we also have some weaknesses. Manheim Township is in pretty good shape.”
