The actions of Kyle Carner and Anthony DiClemente on Dec. 22, 2022, might seem to have gone above and beyond the call of duty. But then again, it may be that for the Manheim Township police officers this concept of “above and beyond the call of duty” simply does not exist.
DiClemente and Carner are being lauded as heroes, following their quick and decisive actions on that cold Thursday evening in December. It’s a title reserved for people who place the safety and well-being of others ahead of their own.
The call came in around 8 p.m. on that fateful night. In a situation where seconds mattered, it took a minute for the call to be received and for DiClemente and Carner to be dispatched, and another two minutes for them to arrive on the scene at the intersection of Oregon Pike and Valleybrook Drive.
All creatures, all species need a place to call their own, a place to call home. But that’s especially true for a species as social and territorial as Canis lupus.

When they did, they found a car submerged in a pond. Inside the submerged vehicle, a 59-year-old woman was trapped.
Without hesitation, DiClemente and Carner jumped into the chesthigh water and waded to the car in the middle of the pond. Working feverishly, the Manheim Township police officers quickly opened the driver’s side door and extracted the woman from the car, moments before she would’ve become completely submerged in the murky water.
Carner and DiClemente pulled her to the edge of the pond, and there she was attended to by on-site medical personnel. The woman was transported to a local hospital, where she was treated for minor injuries.
“These guys will do whatever they have to and come back and say, ‘I was just doing my job,’” said Sgt. Barry Waltz, the public information officer for the Manheim Township Police Department. “They’ll come back in and say, ‘Anyone would do

is currently an adopted home for 54 displaced gray wolves and wolf-dogs.
All of the resident wolves are rescues, from different settings and difficult circumstances in places like Colorado, California, Florida, Canada and even more remote areas of Pennsylvania.
For most, the Wolf Sanctuary of Pennsylvania is their final stop, their forever home.
“We provide a lifelong home for displaced wolves,” said Michelle Mancini, the Wolf Sanctuary of Pennsylvania’s education coordinator.
“They resemble their domestic relatives, but they don’t thrive in household settings. They’re built to live outdoors. They all come to us from
different settings, but the most common is household settings. We also have wolves from a handful of other settings like zoos.”
Appropriately enough, more than 80 acres of natural woodlands west of Brickerville serve as the setting for the Wolf Sanctuary of Pennsylvania. Its wolf population is broken down into pairs or packs based on demeanors and personalities, then housed in fenced-in outdoor areas of 1 to 3 acres in size.
“There’s a lot of mystery surrounding wolves,” said Mancini. “They’re very important to their ecosystems. They’re super intelligent. They don’t respond well to training, but they do

The Wolf Sanctuary of Pennsylvania was formally founded as a refuge in 1980 by Bill and Barbara Darlington. After laws governing the possession of exotic animals changed, the Wolf Sanctuary became inundated with more and more rescue requests.
In 1993, the Wolf Sanctuary of Pennsylvania was opened to the public and was incorporated as a 501(c)(3) nonprofit organization.
“Our secondary mission is education,” said Mancini. “We really want to foster a pride for the animal. People either adore them or fear them.”
Not only are guided walking tours of the Wolf Sanctuary of Pennsylvania available, they’re encouraged. The tours require reservations and serve as both an educational tool and a fundraising mechanism for the refuge.

On Jan. 23, Carner and DiClemente were honored with a letter of commendation at the Manheim Township board of commissioners’ meeting.
Waltz said that water rescue is not part of the standard training for police officers.
“It was definitely a set of abnormal circumstances, not something that happens all the time, or even ever,” said Waltz. “It is a big deal. The oppor-
tunity to save a life is one of the best things you can do as a police officer.”
What stood out about the rescue, in addition to the cops’ heroism, was that the officers worked in tandem.
“It was definitely a multi-person job,” said Waltz. “These guys work together and trust each other implicitly. Nobody knew how deep the pond was. Obviously, both had the ability to swim, and in circumstances like that, you just have to have a level of confidence. In a couple of seconds, when someone’s in the water, you have to decide, ‘I’m going to go.’”
Pennsylvania has a network of shared-ride service providers dedicated to keeping older adults mobile, safe, and engaged in their community. This transportation program allows citizens age 65 and up to ride for free on a local, fixedroute service whenever local public transportation is operating.
Additionally, working with the Pennsylvania Department of Human Services and transit agencies, PennDOT recently developed an online tool called Find My Ride, which allows older drivers to access free ride services online. Find My Ride is designed to allow transit agencies to process applications more efficiently, so users can access benefits more quickly. Find My Ride is available at www.findmy ride.penndot.pa.gov.
While every person ages differently, aging typically brings certain - sometimes subtle - physical, visual, and cognitive changes that could impair a person’s ability to drive safely. Older drivers and their families should work together to identify potential issues that may affect driving, outline courses of action to assist the older driver, and plan for when it is time to hang up the keys.
Signs that can indicate it may be time to limit or stop driving altogether include feeling uncomfortable, fearful, or nervous when driving; unexplained dents or scrapes on the car or on fences, mailboxes, or garage doors; frequently getting lost and frequent “close calls” such as almost crashing; slower response times, particularly to unexpected situations; difficulty paying attention to signs or staying in one’s lane of traffic; and trouble judging gaps at intersections or highway entrance and exit ramps.
Older drivers and their loved ones are encouraged to review PennDOT’s Seniors Driving Safely publication series, which can be downloaded for free at www.penn dot.pa.gov under Travel in PA by selecting Safety and then Traffic Safety & Driver Topics. These publications are intended to help older drivers assess their abilities and to offer guidance on next steps if a driver’s medical condition is reported to PennDOT. The series also includes a publication designed to guide family and friends of older drivers in conversations about deciding to stop driving, as well as information for health care providers on PennDOT’s medical reporting program.

Drivers should look far down the road and make adjustments before encountering problems that may involve other vehicles, pedestrians, bicyclists, or ani-
mals. Maintaining a safe speed is important and depends on what the road is like, how well the driver can see, how much traffic there is, and how fast traffic is moving. Drivers should keep a safe distance from the vehicle ahead of them. The “Pennsylvania Driver’s Manual” advises that drivers always keep a 4-second gap between their vehicle and the vehicle in front of them.

Riggs is a native of Lancaster and a graduate of Hempfield High School. She earned a Doctor of Music Arts in voice performance from the University of Maryland and a Master of Music in vocal performance/pedagogy from Westminster Choir College. Active as a soloist, Riggs has collaborated with the Grammy Award-winning ensemble Eighth Blackbird and the Annapolis Symphony Orchestra. Riggs is a founding member of the trio Ensamble Arte, and she studies with Marvin Keenze.
A native of Peru, Ballena completed a Doctor of Music Arts and Master of Music in collaborative piano from the University of Maryland - College Park and a Bachelor of
Music in piano performance from the University of Louisville. Before accepting his current position as a lecturer at Eastern Connecticut State University, he held positions at the University of Maryland - College Park and the University of Connecticut. Ballena has performed at the Kennedy Center for the Performing Arts and Carnegie Hall, as well as at the Aspen Summer Music Festival.
The public is invited to attend the program at Redeemer Lutheran Church. Parking will be available in the Wheatland Middle School athletic parking lot at the end of Fifth Street, and there will be a shuttle bus to the church.
