Berks Dog Search Reunites Lost Pets With Their Owners BY FRANCINE FULTON
Helping to reunite lost pets with their owners is the goal of Berks Dog Search, an all-volunteer organization that has been operating in Berks County since 2013. Through its Facebook page, the group posts information about lost and found dogs, and it provides free informational flyers that dog owners can post in their neighborhoods. In addition, Berks Dog Search sends out volunteers to help find lost dogs by utilizing trail cams and by setting Scott Wallace, a local dentist, was presented the Lifetime Achievement Award from the Twin Valley Community Education Foundation.

or the first time, the Twin Valley Community Education Foundation (TVCEF) held a virtual gala and fundraiser on Nov. 6 to announce the winners of the 2020 Community Leadership Awards

The event was originally scheduled to be held in-person, as it has been for 18 years, but the TVCEF board of directors made the switch to a virtual event and online auction this year due to COVID-19 and restrictions on indoor gatherings.
The gala is available for viewing at www.tvcef.org/annual-gala.html. The 2020 virtual gala ceremony video, hosted by Twin Valley High School (TVHS) senior Steven Armstrong, was created by Tanner Findley, TVHS senior and videography student.

Tax Preparation Program Seeks Volunteers BY FRANCINE FULTON

One of the programs of Life Transforming Ministries (LTM), a local nonprofit organization, is to provide free tax preparation and filing for low- and moderateincome households, people with disabilities and those with limited English proficiency through the Volunteer Income Tax Assistance (VITA) program. Currently, LTM is seeking volunteers to help people in need with their income tax preparation.

The Facebook page was started by Susie Olsen and Diane Sereny, who are page administrators, along with other Berks County residents. The organizers met through dog rescue organizations. Olsen explained that pet owners should not panic and call for a search party to try and look for their dog when it first goes missing. “The first thing is to make sure the dog has access to come home. Open the gate, put out food and water and keep lights on at night,� Olsen said. “Do not flush the area with big search parties. If the dog is skittish, they will not come to a stranger. A dog will tend to stay local if people are not chasing it. They usually go in a circle. They start coming around and, believe it or not, a lot of them find their way home.�

No prior tax experience is necessary, and Internal Revenue Service (IRS) certification is offered free of charge. The LTM VITA program has been in operation since 2004, and it is a partnershipdriven authorized IRS e-file provider under the oversight of the Philadelphia IRS office. “We provide IRS training and, once completed, the volunteer is free to set up a schedule which works for them,” explained Donna Laird of LTM VITA administration support. “We currently have locations in Coatesville, Downingtown, Exton, Phoenixville, Pottstown, Roy-
ersford, West Chester and West Grove.” Because of COVID-19, the training process will be adapted this year. “(Volunteers) can go to a classroom if it’s not too full, and we have live webinars,” Laird said. “If they miss the webinar, they can rewatch it or they can (use) a training manual and work through the whole manual at home.” Volunteers must be age 18 or older and U.S. citizens. “We get volunteers (of all ages),” said Laird. “We offer times during the day, which is usually (ideal for) senior citizens; our sites are
to pick up the completed return. “Every return that we do is checked by two people. They will get a second phone call (as part of the) quality review,” Laird explained. “We will go over it again and they will be told what they owe or what their refund is, and they can come back and sign. Or they can drop off their return and choose to sign through a secure transmission service.” She noted that those who do not want to visit a site at all can take part in a virtual tax preparation process. Office hours have been extended to 6 p.m. on Wednesdays to accommodate those who need a marriage license, but do not have the flexibility of applying during the workday. Regular office hours for marriage license applications are weekdays from 8:30 a.m. to 4 p.m. Since the COVID-19 pandemic hit in March, the Register of Wills and Clerk of the Orphans’ Court office has been experiencing a substantial increase in marriage license applications from all over the region. The extended office hours every Wednesday will give staff the capacity of adding nearly 500 marriage license applications per year to the approximately 2,500 applications currently processed. When the COVID-19 pandemic hit the region in March and closed Chester County government and court offices to all but essential employees, staff in the Register of Wills and Clerk of the Orphans’ Court established virtual services for issuing both marriage licenses and probating wills. Due to the county’s investment in technology, the virtual service continues. When the county opened back up to in-person services in June, but by appointment only, self-service schedules were added, allowing those who needed to probate estates or apply for a marriage license to schedule their own appointments. Chester County’s Register of Wills and Clerk of the Orphans’ Court provides of number of services for the public. The Register of Wills probates wills and appoints estate representatives for decedents who die with or without a will. The Register of Wills also serves as an agent for the Commonwealth of Pennsylvania for filing and payment of inheritance taxes. The Clerk of the Orphans’ Court accepts filings for adoptions and guardianships of minors and incapacitated persons, and it issues marriage licenses. As members of the TVHS Technology Student Association, Kyle and other TVHS students made hundreds of PPE items such as face shield brackets and “ear savers” for face masks using a 3D printer borrowed from the TVHS technology and engineering department. Ardekani’s company provided donations of gloves, face masks and hand sanitizer to the TVSD, as well as to the Caernarvon Township Police Department. Proceeds from TVCEF’s 2020 virtual gala will be used to provide grants to TVSD teachers and schools and scholarships for TVSD students.

Mini-THON is a branch of Penn State University’s THON, which raises money for pediatric cancer awareness. Chappelle organizes the annual Mini-THON dance marathon every year in April as well as other fundraisers, including gift wrapping at a local outlet mall, car washes and Laps for Leukemia. Under Chappelle’s leadership, the TVHS MiniTHON organization has raised more than $111,000 since its inception. Moyer has volunteered for more

Lapis Advisers, a boutique investment firm located in Larkspur, Calif., has closed on its purchase of The Heritage of Green Hills, a healthy life plan community for seniors in Shillington. The announcement follows an extensive due diligence process resulting in Lapis choosing to retain 100% ownership of the property. Since the initial agreement was announced in September 2019, the community has completed a series of renovations in its Personal Care and Secure Memory Care neighborhood, including a new façade that better coordinates with the Independent Living neighborhood building and the creation of a new country kitchen style dining room. Featuring new cabi-
netry and a modern color palette, the new dining room includes an island that provides residents opportunities to dine and observe meal preparation and service, as well as participate in activities outside of mealtimes. The Heritage of Green Hills plans to build a new Healthcare Center and aims to make an announcement this fall pending approvals. Those who contact Berks Dog Search through the Facebook page will be provided with flyers. “Once they are proofed by the owners, I run copies and deliver them. I have three or four sets in plastic sleeves,” Olsen noted. When a lost dog is found, some people may want to keep the animal, but Olsen emphasized that the dog is someone else’s pet. “Don’t come on our page looking for a dog to adopt. Our page is about reuniting dogs with their owners,” she stated. “If people find a dog and they give it a new home, that is not legal. Pennsylvania has a law that dogs are property, so you cannot keep someone else’s property.” People who find a lost dog can turn it over to a rescue group until the owner is found. “If we have nowhere to go with a (found) dog and a person can’t hold it overnight until the owner is found, we reach out to the rescues,” Olsen said. “It’s not every rescue that can just take a stray. They have to apply for an extra license.” Olsen noted that once the group has a sighting of the animal, it tries to lure the dog to the same location. “A dog will establish a safe spot,” she explained. “We set up a food station and if you can get him eating, you have a chance of getting him to come back. The dog drives the bus, and we are passengers.” Olsen said that the group has learned many lessons about dog searching after

Plans are currently underway for a Geigertown Country Christmas, which will take place on Sunday, Dec. 13, beginning at 5:30 p.m. Scheduled activities will include a Christmas tree lighting with live music, a driving tour past neighborhood Christmas light displays and an appearance by Santa Claus. The first-time event is being presented by St. Paul’s United Methodist
Church (UMC) in partnership with Geigertown Fire Company. “We are sensitive to the fact that people are at risk right now, but this is an opportunity that allows all people to come together … and experience Christmas as a community,” stated St. Paul’s UMC pastor Jean Howe. Festivities will begin with a community tree lighting at the fire company, located at 3433 Hay Creek Road, Geigertown, at 5:30 p.m. “There will be music, and
Santa will be there to wave hi to people,” said Howe. Because of COVID-19 restrictions, attendees can remain in their cars or get out of their cars to watch events live wearing masks and with social distancing in mind. “Each car will receive a guide to travel throughout our community and see lights and go to different venues for different (attractions),” Howe explained. “It is a self-guided tour.” The event is modeled after a
scavenger hunt, and participants will receive a form to check off the places they have visited. Those who visit all the stops will be entered into a drawing to win a gift basket. “Most of the stops will drive-by things. One of the churches is putting up a Nativity scene,” Howe noted. She said the driving tour will encompass about 3 to 4 miles in the village of Geigertown and that there will be at least five stops. See Country Christmas pg 6

As many families struggle to pay for child care during COVID-19, the Chester County commissioners urge families to apply for financial relief. The deadline for applications is Wednesday, Dec. 30. The Chester County Intermediate Unit (CCIU), which administers Chester County’s child care grant program, indicated that as of Nov. 18, 639 families representing 1,135 children had been approved for child care subsidies. A total of 140 child care providers from across the county were also receiving funds to cover the substantial protection costs associated with the COVID-19 pandemic. See CCIU pg 9

Twin Valley Food Pantry (TVFP), an outreach ministry of Conestoga Mennonite Church, 2779 Main St. (Route 23), Morgantown, is in need of volunteers to work at the upcoming food distribution, to be held on Tuesday, Dec. 15. In addition, volunteers are sought to stock the pantry prior to the distribution. Adult volunteers, as well as high school students, can also help stock the pantry on Wednesday, Dec. 9, beginning at 7 p.m. following the delivery of food by Helping Harvest and the Central Pennsylvania Food Bank. As many families struggle to pay for child care during COVID-19, the Chester County commissioners urge families to apply for financial relief. The deadline for applications is Wednesday, Dec. 30. The Chester County Intermediate Unit (CCIU), which administers Chester County’s child care grant program, indicated that as of Nov. 18, 639 families representing 1,135 children had been approved for child care subsidies. A total of 140 child care providers from across the county were also receiving funds to cover the substantial protection costs associated with the COVID-19 pandemic. See CCIU pg 9

They also announced $5 million for child care providers, believing that they may see an increase in child care enrollments and require assistance purchasing additional personal protective equipment, providing training, and making needed changes to facilities. The grant programs are funded from CARES Act funding acquired by Chester County government. The commissioners have appointed the CCIU to administer both grant programs because of the organization’s experience in administration of the commonwealth’s Child Care Subsidy program. The Chester County Department of Human Services is coordinating the program on behalf of the county. Guidelines for eligibility include annual income limits, residency in Chester County, and reasons for the child care need. The grant process is open to families with children from birth to age 12. Children with disabilities may be eligible through age 21. Funds for both the $10 million child care subsidy grant program and the $5 million child care provider grant program are available up to Wednesday, Dec. 30, and will be awarded while funds last.
