Lampeter-Strasburg

BY GEORGE DEIBEL
The main objective of Gianna Fasano’s painting was to draw attention to three women she felt had been overlooked by history.
The Lampeter-Strasburg (L-S) senior could not have envisioned that her work will be displayed in a location traveled by some of the most powerful people in the world.
Gianna’s piece, titled “American Heritage,” won the 2025 Congressional Art Competition for high school students in Pennsylvania’s 11th Congressional District, Rep. Lloyd Smucker announced.
Gianna’s creation will appear in the 43rd annual Congressional Art Exhibition and will be shown for a year in the Cannon Tunnel, a
pedestrian walkway between the Cannon House Office Building and the U.S. Capitol building that is traversed by members of congress and the public.
“I was honestly really surprised (to win),” Gianna said. “I remember being kind of speechless because they called my work, and I couldn’t believe it. I was really happy, and I’m super proud that such an important piece gets to be hung in the Capitol for a year.”
Gianna’s prize-winning portrait, crafted with acrylic paint in a graphic style, features trailblazers Maria Tallchief, Susan La Flesche Picotte, and Wilma Pearl Mankiller on fictional covers of American Heritage, a real history magazine.
L-S art teacher Scott Cantrell
said American Heritage was commonly collected by high schools in the 1960s. When the school library needed to make room for more current publications, Cantrell brought approximately 350 issues of American Heritage to his classroom. Gianna saw the magazine, and it inspired her painting.
Tallchief was the first major prima ballerina in America. La Flesche Picotte was the first Native American to earn a medical degree, and Mankiller served as the first female chief of the Cherokee nation.
Cantrell said, “(The painting) was about our American history. It wasn’t just a pretty picture. It had history. It had context. It had background. It had a point

The Lancaster County Housing and Redevelopment Authority (LCHRA) is requesting the public’s assistance to help the organization best serve people experiencing housing insecurity.
As the lead agency of the Lancaster County Homelessness Coalition (LCHC), the LCHRA held a virtual meeting with stakeholders on May 21 to kick off the public participation portion of a county-wide initiative, the Lancaster County Housing and Homelessness Strategic Plan.
Lancaster County residents can play their part by completing a survey. “We want to get new data about best practices around homeless response and affordable housing and figure out what the needs are,” said Jocelynn Naples, director of communications, development, and special projects for the LCHRA. “We want broad participation across
municipalities, across business sectors. Our ideal would be for all county residents to fill the survey out. We know that’s not possible, but we’re trying to push it as widely as we can.” County residents can go to https://lchra.com to complete the survey, which will be available until approximately Thursday, Aug. 21. A Quarryville couple is putting their money where their hearts are.
The husband and wife, who reside in the Quarryville Presbyterian Retirement Community and wish to remain anonymous, started a philanthropy partnership called Putting Others First (POF) on May 13, 2024.
“We’re all for building POF into something that’s recognizable in the community, but it’s irrelevant who we are,” Mr. POF explained.
The couple, who are each in their early 80s, brought two other individuals into the fold to form a four-person organization. “They were chosen because they are a generation younger,” said Mrs. POF. “We want to pass the idea on.”
Mr. POF added, “We are firm believers in giving back, as the old term goes, and we don’t want to die with a huge bank account. We’d rather put it to other uses. So we put this group together, not only to help us now, but to keep it going.”

of view. The substrate that it’s on gives an added interest to it. I knew she had a winner.”
Gianna, a dancer who had the lead role in a production of “The Nutcracker” last winter, was familiar with Tallchief. She said she conducted research to find other “American women who made their mark, but no one had really heard about because
they have been overlooked.” Gianna added, “I’m just happy because I felt like I was putting them back on the history books by making this piece, and I’m just so happy it will be hung in the Capitol, because it really needs to be.”
Gianna did not design the painting with that goal in mind. It was a case of “mother knows best.” “My mom (Amy) originally suggested I enter,” said Gianna. “She said even if it
doesn’t win, at least it will be shown somewhere, which is important.”
Earlier in the school year, Gianna won two silver awards and five honorable mentions at the Lancaster County Young Artists (LCYA) awards. “The art department at L-S is great,” she said. “I’m really thankful to have all the opportunities it offers. Mr. Cantrell and Mrs. (Margaret) Lau especially are two wonderful people who have pushed me to expand on all my art and grow
conceptually.”
Cantrell helped Gianna become the first L-S student to put together an AP portfolio. “Gigi is really a go-getter,” Cantrell said. “I always say I will match (the students’) interest and their effort. She’s been hard to keep up with. She’s one of the few students I’ve had a hard time keeping up with. It’s appropriate she wins major awards and is recognized not only for her

actively seeking more partners, but the group is searching for registered 501(c)(3) charities that need assistance.
“We are looking for other nonprofit organizations that are looking for funding for a project,” Mr. POF said. “If their need fits our mission statement, then we would consider helping them.”
POF’s mission statement is “Putting Others First serves our local community by providing funds to support initiatives focused on basic needs, education and emergency response care.”
The partnership primarily serves the Southern End of Lancaster County. Groups that are in need can email pofpartners@gmail.com for additional information.
The couple that founded Putting Others First has been heavily involved with philanthropic efforts for 25 years, initially through national organizations. “We realized we can make a difference here,” said Mr. POF. “We can help people here.”
Mrs. POF said, as part of their estate planning, the couple had many discussions about how to help the local community, and Putting Others First was the result of those conversations.
Mr. and Mrs. POF said they love a statement they saw in a “Peanuts” cartoon last year that reads, “Be the reason someone smiles today.”
“It informally says what we are all about and what makes us happy,”said Mr. POF. The couple demonstrates that by occasionally passing out $20 bills to people they see around Quarryville who might be able to use some extra money.
Putting Others First is working with Lancaster Dollars for Higher Learning to pay off four student loans per year. POF supports the Lancaster Emergency Medical Services Association (LEMSA) by sponsoring EMS Week, an annual company family picnic, and a holiday celebration.
The philanthropy partnership is offering two scholarships per year to Solanco High School seniors and helps Solanco Neighborhood Ministries (SNM) with various projects, including matching grant programs.
“The Putting Others First partnership has been a wonderful supporter of Solanco Neighborhood Ministries, and most recently of its Summer SWEEP (Student Weekend Eating Program),” said SNM executive director Teresa Dolan. “They have a heart for serving others, and they enjoy doing the most good for those in the Southern End.”
Putting Others First is sponsoring a summer intern program at the Quarryville Library and providing the funding for all of the children and youth programs at the Strasburg-Heisler Library in 2025. “Putting Other First stepped in to fill a great need at our library when we lost a big chunk of funding designated for our 2025 children’s programming,” Strasburg-Heisler Library director JJ Landis said. “This kind of practical need fulfillment is what POF is all about. When people selflessly share with their community, hope and joy spread and inspire others to help their neighbors as well.”
Mrs. POF cited a quote from anthropologist and author Margaret Mead: “Never doubt that a small group of thoughtful, committed citizens can change the world; indeed, it is the only thing that ever has.”
will also be publicized on the Facebook accounts for the Lancaster County Housing and Redevelopment Authority and the Lancaster County Homelessness Coalition.
The anonymous survey is composed of 12 questions, including information about the residents’ demographics and household income.
“Our programs are income constrained, so (we need to know if) we are reaching the people that can access our programs and services,” Naples said. “Or do we need to adjust our outreach strategy? We’re really trying to make it representative across not only geography, but socioeconomic distribution as well.”
Naples added, “It will really help us improve how we can reach out and provide services to the people who are in need of assistance and help us do what we’re doing better across the county.”
Justin Eby, who is the executive director of the LCHRA, stated the survey will likely reinforce some of the issues the group believes need to be addressed, in addition to making the LCHRA aware of other areas the group should be focusing on that are burdens to people’s ability to have a roof over their head.
“The county is different as far as housing issues (are concerned),” said Eby. “We want to make sure that we can capture information on people’s struggles, (such as) how to connect with services and the lack of a certain housing types. It will help inform us so we can have actual objectives and outcomes. We don’t want to have a plan where we can’t reach those goals.”
Eby said the LCHC has been around for nearly two decades and moved to the LCHRA’s Penn Square headquarters in 2021. The team works to help spearhead planning, funding, coordinating, and reporting on services to address homelessness.
The coalition is composed of more than 50 organizations in various forms, including housing programs, street outreach, and shelter provision.
The LCHRA asks that people who need assistance dial the United Way’s 211 number or go to https://pa211east.org to find a service provider and be directed to resources based on location.
The LCHRA oversees housing choice voucher programs for county residents outside of Lancaster city, including a federal rental subsidy program. Eby said a total of 810 individuals or

Participants of all ages will examine and discover what is living in local stream water.
The celebration will reflect on the 25-year history of the park, which was started by a group of Strasburg residents who wanted to transform an open field, slated for a housing development, into a community park. Strasburg
Community Park features walking paths, a natural amphitheater, and a pavilion and highlights native plants in varied landscapes such as woodlands, meadows, vernal ponds, and wetlands. The park is managed and maintained by volunteers and supported entirely by donations.

studio art and dance. She is already thinking about her next art projects.
“I have a few big ideas,” said Gianna. “I want to make some more stuff about climate change and the environment,
because they are things I’m really passionate about. I feel like if I make really big things, that will maybe draw people’s attention to the issue and make an impact.”
families are getting this help from the program, which includes assistance for youths and veterans.
Eby explained that vouchers are a rental assistance program.
“We make sure someone is not paying more than 30 or 40% of their income on rent and utilities,” he said. “We also cover the gap in rent for an individual if he or she is on a fixed income.”
The vouchers ensure landlords are getting paid, and units are inspected to ensure safety issues are addressed.
LCHRA is working through a waiting list and is currently not accepting applications. Eby estimated that the group will be able to resume taking applications in 18 to 24 months.
LCHRA operates a home repair program through the Department of Housing and Human Development. The program is for income-qualified homeowners who need to make safety and security repairs to their residences, and it provides up to $25,000 to pay for work, including new roofs, electrical upgrades, and fixes for water and sewer issues.
For more information about the home repair program, email Rebeca Santos at rsantos@ lchra.com.
