Free Backpacks, Full of Hope

Back-to-school is an exciting time of anticipation for most students, but for some families, the cost of supplies can be overwhelming. RAISE28 is here to help.
The organization will host its annual Backpack Giveaway from Tuesday, Aug. 12, through Friday, Aug. 15, at 105 Fairview St., Mount Joy. Time slots will run from 10 a.m. to 5 p.m. If backpacks are still available, walk-ins will be accepted on Saturday, Aug. 16, from 10 a.m. to 4 p.m.
Backpacks for students of all ages, from kindergarten to 12th grade, will be available for pickup, each filled with school supplies and information about RAISE28.
“Last year we gave away over 650 backpacks to students across Lancaster County,” shared Mark Unger, executive director of RAISE28. “As in years past, our goal is to distribute at least 600
backpacks this year.” RAISE28 offers the Backpack Giveaway as a way to bless students and families who find it challenging to make ends meet, he said.

In the heart of Lancaster city, land at the junction of Juliette and Frances avenues hides a secret, and it’s one that local resident Jeremy Raff is determined to bring back into the light. Nearly a century ago, the site housed Rossmere Base Ball Park, where some of baseball’s greatest talents played, but their stories have long gone untold.
In the 1920s, Rossmere hosted the Harrisburg Giants, an Eastern Colored League team led by center fielder and player-manager Oscar Charleston, whom historians rank among the greatest baseball players of all time.
Alongside him were teammates like Rap Dixon, a talented outfielder and all-around powerhouse, and Clarence “Fats” Jenkins, a dynamic leadoff hitter who later starred in basketball and earned a spot in the Naismith Memorial Basketball Hall of Fame.

Callie Tomblin’s title may be program coordinator for Second Grace, but she’s actually an investment adviser. She’s helping her clients invest in themselves.
“I really believe in the social capital theory, where if people don’t have resources that many of us take for granted, they are kind of behind,” she said. “A lot of the women in our program are in that situation.”
Second Grace pairs young single
mothers - “Graces” - with trained advocates called “Sages.” Each Sage helps a Grace navigate life, whether that’s providing transportation to appointments or getting a Grace connected to community services like food banks or GED classes. Sages might also just spend time with their Grace in a positive way, socializing and offering connection.
There are currently eight women in the Second Grace program, which focuses on women between the ages of 18 and 25, although

the organization will accept Graces outside of that age range depending on the circumstances.
Tomblin, who is pursuing a master’s degree in social work, said the program coordinator position appealed to her because she wants to make a difference.
She came on board in May, and she’s excited about the goals she’s set for herself.
“Because we’re a nonprofit, there is so much we want to achieve, but it’s not always easy,” she shared. “My main goal right now is to get the program a vehicle, because over half of our girls don’t have transportation. Maybe we can teach the girls how to drive and also try to get vehicles for these girls. Not having reliable transportation is a struggle in Lancaster. It’s difficult for these girls to get to jobs or child care without transportation.”
Tomblin’s role also includes applying for grants, which she is currently in the midst of doing as she looks for a donated vehicle.
“This program isn’t like anything I have ever seen before, and I think it’s a program that’s really needed,” said Tomblin, noting that many of the women in the program are completely on their own. “I was telling someone the other day, ‘If I ended up homeless tomorrow, I would have 10 people who would take me in, but these girls don’t have that.’ They don’t have that support system.”
She compared Second Grace to programs like Big Brothers Big Sisters for the social supports it provides. “Many of these women are just now entering adult life and the workforce, and they don’t have any help or resources,” she said. “We call them ‘at risk’ because they’re just surviving and trying to get through.”
She’s eager to work alongside the women as they find stability.
“We’re trying to help them with mentorship and anything we can help them with,” she said. “This is not a one-size-fits-all program. We want to ask each person, ‘What do you specifically

need?’ and then we try to help them as much as we can.”
Second Grace began in 2021 when founder Candace Abel was moved to start the organization after volunteering as a Court Appointed Special Advocate and noting that support was lacking for young mothers in the program.
“She saw this need, and she believes in this program,” Tomblin said. “She’s the reason this program is so amazing.” Abel founded the program in Mount Joy, but it currently operates out of Community Place on Washington, 105 E. Washington St., Elizabethtown. It serves women throughout Lancaster County.
Many of the Sages in the program have had personal experiences that help them connect with their Grace.
“A lot of the mentors involved with us have said things like, ‘I had a baby at 17, and I would have loved to have a program like this when I was that age,’” Tomblin remarked.
The organization is always looking for women to serve as mentors or help in any capacity as a volunteer.
“We definitely need Sages, but if someone doesn’t want to be a mentor or they think that’s
too much on their plate, we are looking for people who want to drive or provide child care at our meetings, or if someone is an expert on something, we’d love to have them come in and talk to the girls.”
Women who are interested in becoming Sages may sign up for a training to be held on Saturday, Sept. 27. The comprehensive program will provide background on expectations and responsibilities of the Sages.
After the training, Sages are expected to set aside six to 10 hours a month to meet with their Grace.
“That can look like texting every week, phone calls, getting together to fill out a resume,” Tomblin said. “It can look like a lot of different areas of contact.”
She noted that the program is never lacking for Graces, so the need for mentors is great.
“We really need volunteers,” she said. “This program can help so many people out, and it doesn’t take a lot to make a difference in a Grace’s life.”

Lancaster Company Offers Rebates to Flood Victims
Lancaster-based U.S. Boiler Company has introduced a rebate program to help victims of flood damage throughout Lancaster County.
The recent severe weather events experienced in the Lancaster area damaged many heating systems. From now through Tuesday, Sept. 30, U.S. Boiler Company is offering a special tiered rebate program for residents whose boilers were damaged by floods.
Homeowners who purchase a new cast-iron gasfired boiler are eligible for a $300 rebate. Those who purchase a cast-iron oil-fired boiler are eligible for a $400 rebate, and residential condensing boiler installations can receive a $500 rebate.

Historical Society To Host Plein Air Event
The Mount Joy Area Historical Society will host the Plein Air Quick Draw, an outdoor painting event, on Saturday, Aug. 9, at locations throughout downtown Mount Joy.
From 10 a.m. to noon, participating artists will have two hours to create original artwork inspired by the streets, structures and scenes of Mount Joy. Artists will paint “en plein
air,” a French expression meaning “in the open air,” and must complete their works within the allotted timeframe.

Rutt Insurance Celebrates 90 Years of Serving the Community
Rutt Insurance, a family-owned independent insurance company located in Mount Joy, is celebrating its 90th anniversary this year. The company was founded by Benjamin Titus Rutt, who was an orchard manager for Milton Hershey in the early 1930s. He began selling insurance as a way to supplement his income for his family.
The company is now operated by corporation president Jamie Rutt, Titus’ grandson. New to the company is Jamie’s son, Damian Rutt, who recently joined the agency in May after graduating from Pensacola Christian College. “B. Titus Rutt started the company in 1935,” explained Jamie. “Jim Rutt, (Titus’) son, took over in the 1970s, and I took over around 2008.”
Rutt Insurance aims to help individuals and businesses find an insurance plan that meets their specific needs. “We offer auto, home, farm, life and business insurance,” noted Jamie.
Jamie announced the company’s anniversary at a meeting of the Mount Joy Chamber of Commerce, after which he learned that Rutt Insurance would be presented with a proclamation by Rep. Lloyd Smucker. Stephen Ranck, constituent outreach coordinator for Smucker, presented the proclamation to Jamie and Damian, along with Dan Davis, account manager.

A Bubble Party will be held on Saturday, Aug. 9, at 10 a.m. Attendees will be able to make their own wands out of various objects and dance in the bubbles from the bubble machine.

Railroading Merit Badge Workshops Set
The Railroad Museum of Pennsylvania, 300 Gap Road, Strasburg, has announced on-site railroading merit badge workshops for Saturdays, Sept. 20 and Nov. 15. The programs will offer an opportunity for boys and girls ages 11 through 17 who are involved in Scouting to learn by working with historic artifacts and model trains. The daylong workshops will feature various railroad-themed activities, including tours,
demonstrations, and a G-scale model railroad simulation. All requirements will be fulfilled in a single day. A unique Railroad Museum of Pennsylvania “Railroading Merit Badge” patch is an extra reward for participants who complete the workshop at the museum. Scouts must be accompanied by an adult at all times. The workshops are capped at 25 Scouts each and will be filled on a first-come, firstserved basis. People may

That history might have remained buried if not for Raff, a Lancaster native who discovered Charleston’s connection to the city while reading Jeremy Beer’s biography of the Hall of Famer in 2021.
“I grew up in Lancaster, and I’ve played baseball my whole life, and I did not know this connection,” Raff said. “If this had been the Phillies playing here, we’d never stop talking about it.”
What started as a curiosity became a mission. Raff spent two years researching the Harrisburg Giants’ time in Lancaster, partnering with Negro League historian and Lancaster Catholic graduate Ted Knorr to gather details and raise awareness.
His work culminated in the dedication of a historic marker outside Lancaster Catholic High School in June, celebrating Rossmere’s place in baseball history and marking the 100th anniversary of the first Negro League game. Descendants of Giants players attended the unveiling, a powerful moment that connected Lancaster’s present with its overlooked past.

“I had a desire to elevate this story,” Raff said. “The more people I talked to about the Negro League players who played here, the more they said, ‘Really? I didn’t know.’ We had major league games here, and that adds a sense of pride. It’s a feather in our cap and another way we are a great, welcoming community. This is something we should celebrate.”
Raff noted that while the field was demolished in 1929, its site is now also commemorated with a plaque on the ground inside Lancaster Catholic High School marking the approximate spot of home plate. The outside plaque is located on Frances Avenue where the first-base grandstands would have stood.

Raff’s project has also included community partnerships to spread the word creatively. Spring House Brewing Co. launched “Fence Bustin’,” a commemorative pilsner honoring the Giants, with proceeds benefiting Community Action Partnership (CAP) of Lancaster County’s Crispus Attucks Community Center, which celebrates African American history. The Lancaster Stormers hosted a Negro Leagues Night in June, donning Giants replica jerseys later auctioned to support CAP. Meanwhile, LancasterHistory unveiled “Open The Door: Baseball’s Color Line in Central Pennsylvania,” an exhibit curated by Raff highlighting not only the Giants but also stories like that of Keith Kelley, who pitched a no-hitter for the Lancaster Red Roses in his
