Wayne Kershaw, P.Eng, FEC Why am I running for President Elect?

I am proud to be a Professional Engineer in the Province of Ontario and of having volunteered with the PEO for over 20 years. There are however issues that I am concerned about and want to address: 1. I want to ensure that the recent changes to PEOs operating structure works for everyone.

PEOʼs council has recently completed a major restructuring of how it operates. The conclusion of which I would have expected there to be an opportunity for the membership to provide feedback on how these changes are affecting them, to ensure that the new structures are working for everyone. Since having left council at the completion of my last term as regional councillor however I have seen no such communication. I want to correct this.

2. I want to address PEOʼs licencing practice under FARPACTA When the province passed FARPACTA, PEO complied by essentially cutting out new applicants loose and making it necessary for them to have everything in place before applying. This, I feel has been a huge disservice to, not only the applications, but to the existing membership and the profession as a whole. Although this new approach makes the processing of licence application much easier it does nothing to make access to the P.Eng. licence better but does introduce potential unintended consequences that have yet to surface. I want to address this to ensure that integrity of the profession remains unaffected and make the qualification process easier for all.

3. I want to improve our issues with member engagement.

Member engagement at PEO has always been a problem. If you look at the statistics posted on the PEO website for the last five years you will see that we havenʼt done better than 15% of eligible members voting.

You will also see that these numbers are still in a steady decline. As I see it, there are only two reasons for this. Either 1; the membership doesnʼt feel that their vote means anything or; 2: the membership generally doesnʼt care. Both of these answers should be equally concerning. I want to start a dialog with out members in a series of town

Chantal Chiddle, P.Eng., FEC for Eastern Regional Councillor I have over 15 years of volunteer service with PEO, over 12 years at the Chapter level and 3 years on PEO Council. While on Council I was an active participant; attending all meetings, including regulatory committee meetings and voted on all motions brought forward. I asked generative questions to ensure enough information was provided to carry out my duties.

With over 20 years of Engineering experience in the consulting field, Municipal utility companies and currently, in the construction industry, I bring a unique perspective to PEO. I have gained valuable insight into Engineering through several lenses – client/owner, designer/engineering firm and constructor.

I believe strongly in supporting PEO’s mandate to protect the public through effective regulation.

This requires continued focus on regulatory work, such as improving licensing processes. I am proud of the work of Council, including the recent changes to licensing to meet FARPACTA and to be more inclusive. As Eastern Regional Councillor, I will continue to work with Council to ensure Council decisions are based on facts, not conjecture, nor on emotions.

I was shocked to learn that across Canada only 31% of CEAB graduates become licensed, and for Ontario, only 21% become licensed. What !?

One would expect that 80% grads would become licensed, otherwise, why attend engineering school? Why are licensure rates so low? "Most jobs do not need P. Eng. credentials (industrial exemption), the PEO is hard to deal with - long time, unresponsive, difficult, bureaucratic - why bother?" ... and if licensed - perceived liability of sanctions by PEO.

The new licensing process continues to be complicated, opaque, and cumbersome. Cancellation of the EIT program does not make sense and there is currently no replacement for it.

The licensing strategy must change. Currently 80% CEAB grads are unlicensed without ongoing commitment to ethical behaviour or public safety - the primary pillars of professional engineering. The licensing process must be streamlined, straightforward and include both traditional and high technology disciplines such as nuclear engineering, software engineering, AI, etc. that our modern society depends on. The process should enable a limited license shortly after CEAB graduation, with full license after appropriate experience. The process for foreign trained engineers should follow the same principles.

We need to have a new definition of engineering that is pragmatic:"the engineer as problem solver". The 'practice of engineering' should not stop should one go into management, government or business as long as the commitment to ethical behaviour and public service remain intact.

In fact, we need engineers in these areas as engineering problem-solving ability translates into effective decision-making and implementation skills that benefit society.

If elected, I will commit my time to listen to your concerns, collaborate with Council and PEO to strengthen, modernize and make professional engineering relevant again.
