Council operates as a direction and control board, and those who serve on it provide the overall direction for PEO while upholding the regulator’s duty to protect the public interest.

PEO is on a path to irrelevance as new knowledge and disciplines emerge. I see this re-enforced daily through my students in their many disciplines and their start-ups, and through my research (connected autonomous vehicles, machine learning, quantum computing, renewable energy systems, etc.).

There is a stark choice in leadership to be had this election. Over the past few years PEO Council has engaged in governance changes that neuter self-regulation, decrease transparency, and set PEO on a hastened path towards irrelevance . It is time to start tackling the big issues facing the profession. For example, off-shore design, licensing supportive of entrepreneurs, lack of whistle-blower protections, emerging disciplines, etc.. Unfortunately , the leadership for such has just never been there

As President I will lead Council to champion the future of engineering! I am motivated by a strong desire to enhance the engineering profession , to make a P.Eng. relevant to the public and emerging disciplines, to have members respected , to defend self-regulation , to ensure a fair admissions process, to battle for a return to member inclusive peer review , and stand-up for Chapters If you agree vote for me, Roydon Fraser, for President-Elect .

With over 20 years of Engineering experience in the consulting field, Municipal utility companies and currently, in the construction industry, I bring a unique perspective to PEO. I have gained valuable insight into Engineering through several lenses – client/owner, designer/engineering firm and constructor.

I have 15 years of volunteer service with PEO, most recently, as Eastern Regional Councillor and Vice President (appointed), and previously with the Kingston Chapter. As a member of Council, I served on the Finance Committee, the Legislative Committee and currently serve on the Regulatory Policy and Legislation Committee (RPLC).

I believe strongly in supporting PEO’s mandate to protect the public through effective regulation. This requires continued focus on regulatory work, such as through improved licensing processes. As a long-time volunteer, I am fully aware that I am but 1 voice at the table. As Councillor at Large, I will continue to work with Council to provide effective and timely communication with the license holders, seek out feedback from others as needed and work to ensure Council decisions are based on facts and not conjecture.

 PEO Act Exemptions (i.e. practicing without a license) and emerging new technology/innovation still requires oversight.

Working in the consulting engineering industry has helped me to develop a strong ability to communicate effectively in project teams, find common ground, and build consensus to arrive at optimal solutions.

The field of engineering has changed significantly since the inception of the PEO on June 14, 1922. The one-hundredth anniversary of this organization is a time to continue to look forward and implement changes so that PEO can support its members, to serve and protect the public interest by setting and upholding high academic standards, experience, and professional practice standards for the engineering profession. I am committed to improving PEO so that the organization can effectively serve engineers who can in turn serve the public, this can be done by supporting the modernization process and continuing to implement the recommendations outlined in the Governance Roadmap.

I am concerned about the future of our profession:

1. For PEO to remain relevant, we must be willing to adopt a governance culture that consistently makes decisions that serve and protect public interests. Self-regulation is a privilege, not a right, and PEO is in danger of losing this privilege, similar to the situation in BC and Quebec who failed to change.

2. As part of t he final phase of governance review , PEO will be evaluating its volunteer structure PEO needs to continue to leverage the strength of its license holders to position itself on a path to become a more responsive, progressive regulator.

3. Implement a shorter and simplified licensing process to make the progression through licensure less demanding for Canadian and international engineering graduates

I believe in:

1. The need to improve the perceived value in the Engineering License both with the general public and, more importantly, within the membership itself.

2. Proper support for chapters through adequate funding and strong leadership at RCC and at Council.

3. Improved membership engagement through enhanced communication and outreach an all matters affecting us as Engineers.

4. Removing barriers for licensure though a more stream-lined process resulting in shorter wait times for new applicants.

Now that PEO council is in the final stage its multi-year restructuring project, we are entering a critical phase where we need to ensure that these new structures work for everyone. My experience within the chapter system, within council and within the various task forces and committees on which I have participated will enable me to provide the knowledge and support needed for this phase, particularly when it comes to how the chapters can best contribute within this new system.
