Darla Campbell, P.Eng.

Arthur Sinclair, P.Eng. For President Elect

Engineering is more than a career to me; it is my passion and a way of life. Now is the time to put stakes in the ground and modernise the PEO to keep pace with the global and technology -driven profession engineering has become. I will address PEO’s governance to build a more agile organisation. I will bring strong, decisive leadership that will move the PEO forward with a clear mandate, a modern and fair licencing model, and a reformed committee structure that respects self-governance.

I am concerned about the future of engineering in Ontario. For the PEO to remain relevant, we must be willing to change. This change will mean P.Eng. License holders are keeping up with industry developments and maintaining high-quality standards of practice. In line with professional regulators throughout Canada and the world, this will involve straightforward and easy to comply with professional development. I have been on PEO’s Execute Committee, Finance Committee, Legislative Committee, OSPE – PEO Joint Relations Committee, and Regional Councillors Committee My fellow Councillors elected me Vice President based on my promise of leadership, transparency, and integrity. I now seek your trust and your vote based on the same promise.

MORE THAN EVER—WE NEED REAL VISION AND LEADERSHIP ON COUNCIL!

TIME TO HIT THE BUTTON AT PEO!

No more:

• Navel-gazing and perpetual obsession about “governance” (It's kept us from addressing the real issues)

• Allowing outside “consultants” to dictate our functioning (They simply don't understand the principle of self-regulation)

• Ballooning our bureaucracy and spending recklessly

• Forcing useless, ineffective programs like "PEAK" on us (Why did they block the referendum we were promised?)

• Centralizing and amassing power and control among the elites

• Stealthy dismantling of our self-regulation (what's their agenda?)

• Indifference and paternalism toward our 92 000 members

Protect the public and grow the profession. I'll focus on:

· LICENSING · ENFORCEMENT

DISCIPLINE · MEMBER ENGAGEMENT

IT'S NOT ROCKET SCIENCE!! We are fully capable!

I am committed to the principal object of PEO: “ to regulate the practice of professional engineering … in order that the public interest may be served and protected”

 I endorse

 member involvement self-regulation by advocating respect for PEO members and volunteers, transparency and accountability

 knowledge-based decision making (peer review) that Council has abandoned in recent major policy decisions

 reinforcing values of Code of Ethics, Equity, Diversity, Inclusivity; including cognitive diversity and demographic diversity on Council and committees.

 I oppose imposition of mandatory PEAK until it has proven its value for PEO members and the public, and is approved in member referendum.

 Council must focus on fundamental issues: present and future of selfregulated professional engineering; up-to-date principles for qualifications and practice in a global society , with rapid advances in engineering, and not allow governance to continue to hijack Council's mandate.

I am a good listener. As your Councillor, I listen to your concerns and ideas and fight for the necessary changes ...

PEO and EC activities

 PEO Council: Councillor-at-Large (2019-2021); Audit, Executive, and Legislation Committees (20192020)

 PEO Kingston Chapter: Vice-Chair (2015-2019)

 PEO Academic Requirements Committee: Chair (2016-2018); Vice-Chair (2015); Member (2003present)

Offering an experienced voice, to help set goals for our future:

We need a nimble regulator (PEO) keeping ahead of the curve, promoting positive, progressive goals, and an engineering profession committed to high achievement and ethical practices.

We need members on Council who value the wisdom of the members in true self-governance and who promote/protect our self-governing status and our valuable P.Eng. brand.

We don’t need a compulsory PEAK programme thrust on us and a fee increase to pay for it, without a referendum.

PLEASE VOTE. Further information at PEO’s election web site. patrickq009@gmail.com

The vision of PEO is to become a professional, modern regulator that delivers on its governance culture that makes decision to serve and protect the public interest. However, operational and governance challenges, misalignment among key stakeholder groups in their challenges and opportunities, lack of appetite for more regulation among government and industry in the Engineering Act, and growing push for appropriate regulation that is well informed focus its resources on effective and efficient delivery of its statutory mandate, and modernize order to keep the profession strong and relevant to future generation of practitioners while profession (from education to experience) are not diluted or weakened to adjust to the mobility.

To me, PEO is the guiding light for practitioners to serve the public with dignity, courage, integrity, and honor. I am proud to be a Professional Engineer and want our profession to continue to shine not just for our members but for the world.

So, how best to keep this guiding light shining bright?

Self-regulation is a privilege, not a right and PEO is in danger of losing this privilege, similarly to BC and Quebec. We need effectively managed change through stakeholder, PEO members and public engagement to develop policies based on evidence that are current and relevant.

I’m your Voice and Advocator for:

 Effective, well-managed change to keep PEO modern and relevant in our ever-changing engineering landscape

 Maintaining our privilege as self-regulators in protecting the public interests on safety, economics and environment

 Equality and inclusion in our diverse world of talented people

 Accountability as professionals, to do the right thing, be inclusive, challenge the accepted, and strive for change

I volunteer on PEO PSC committees and sub-committees, and contribute towards practice bulletins, guidelines and standards This gives me insight on self-governing tools with focus on protecting public interests. My 25 years of practical work experience dealing with complex engineering projects of varying sizes allows me to see growing trends in emerging technologies.

I am committed to making a difference in the matters of self-regulation, modernizing PEO values, discouraging systemic inequality, racism and bias and encouraging diversity and inclusion in our profession.

I urge you to vote for me in this election as I have the passion and vision to see PEO shine bright.

I believe in:

1. The need to improve the perceived value in the Engineering License both with the general public and, more importantly, within the membership itself.

2. Proper support for chapters through adequate funding and strong leadership at RCC and at Council.

3. Removing barriers for licensure though a more stream-lined process resulting in shorter wait times

My experience within the chapter system, within council and within the various task forces which I have participated on enable me to provide that support to the chapters. As the newly acclaimed Regional Councillor for the West Central Region, I will be encouraging my colleagues on the PEO Council to widen our field of view to include guidance from its key mandate – the PEO Strategic Plan, 2018 – 2020 Point #4 of the Plan calls on the PEO to “engage chapters as a valuable regulatory resource.” What a great idea! There is a wide range of legislation/regulation in Ontario that involves engineering practices that serves and protects the public interest. Serving and protecting the public interest is a key part of the Principle Object of the PEO. I believe Point #4 of the Strategic Plan could and should be used by the PEO to orient Chapters to relevant public interest regulato ry issues. For example, a key public interest issue is the climate crisis. The grassroots nature and its connectivity to

James Chisholm, P.Eng., M.Eng., FEC communities makes the Chapter system very well suited for the PEO to engage it in this super important public interest issue. The Chapters could harness the energy, expertise and passion of its volunteers to champion regulatory excellence for mitigating the climate crisis and adapting to it. For example, Chapter volunteers with specialized knowledge could be trained and assigned to represent the PEO in meetings with Government staff, relevant Technical Advisory Committees (TACs) and to meet with MPPs on regulatory issues related to the climate crisis issue. Let’s engage the chapters and develop them to be a viable and valuable part of the regulatory mandate of the PEO.
