Network Rail targets 10% savings in £47bn CP6 plan Network Rail has set its sights on an extra 10% of cost efficiencies across its maintenance and renewal operations in its latest fiveyear business plan. “The potential pipeline for development and delivery of enhancement schemes in England & Wales will be set out in a plan for rail investments to be published by DfT in due course. “The potential schemes for development in CP6 reflect some of the most pressing issues for the railway for which delivery funding is not yet available.” Network Rail intends to develop early contractor involvement and collaborative working arrangements to deliver efficiencies. The Control Period 6 spending plan, published today will see Network Rail deliver its largest ever spend of £47bn. Crucially, the plan recognises the important role that Network Rail’s 4,000 suppliers will play in delivering this work efficiently. Out-going chief executive Mark Carne, said: “We must deliver efficiently to drive down costs. Over CP4 and CP5 we have reduced the operating and maintenance cost per passenger kilometre by around 40%. In this plan we will achieve a further 10% improvement in real terms efficiency, offset by cost pressures of 2%.” He added: “Significant improvements in our business planning at a route level will drive more efficient delivery in CP6. Efficiency savings will also be achieved through smarter working, more efficient use of the railway and better technology. “We will ensure that the optimum life cycle cost balance is achieved between maintenance and renewals using asset management techniques and that gross renewals efficiency improves by 11%.” developer-update.co.uk

The plan notes the challenges that occurred in the last five years, where workloads were uncertain for industry, leading to inefficiency and cost pressures. It calls for stable and consistent activity levels to allow contractors to maximise the efficiency of delivery. Importantly the plan also commits Network Rail to sustain its strong record on health and safety, looking for a halving of lost time injuries during the five years. This compares with the expected 37% reduction in the current CP5 spending period. The Plan does note a significant drop off in spending on enhancements projects in CP6. This is driven by the decision by the Department for Transport to deal with enhancement projects on a case by case basis, rather than fund through the control period settlement. It states that because of a focus on delivering schemes deferred from CP5, few new enhancements will be considered for funding in the early years of CP6.

“We will continue to drive change through collaboration, cross industry engagement and improved communication of our expectations for behaviours, competence and performance, using national performance metrics and efficiency targets,” states the report. We will reinforce standard approaches to improve cost control and benchmarking, and build a culture of commercial accountability for what rail works ‘should, will, did cost and why’.” CECA chief executive Alasdair Reisner said: “The rail sector is the single largest driver of activity for the UK’s infrastructure contractors. As such, members will welcome the additional clarity that has been provided by the publication of today’s Strategic Business Plan. “The last five years have proved challenging for industry due to volatility in the flow of work in the sector. Network Rail has recognised that this uncertainty needs to be addressed if we are to deliver an ef cient and affordable service to the travelling public. Industry is ready to deliver the CP6 programme. We look forward to working with Network Rail to achieve this, while also making the case for further investment in enhancements.”

Eurotunnel “very interested” in Boris bridge between England and France The French operator of the Channel Tunnel has given the Boris bridge proposal a boast, by writing a letter to the UK prime minster in support of a second permanent connection between England and France.

Although the idea was initially ridiculed by several industry figures, Eurotunnel’s letter makes it clear that a second permanent connection between the two countries is already part of the company’s plans.

In a letter seen by the Telegraph, the chief executive of Eurotunnel Jacques Gounon, said that he was “very interested” in the idea of a second permanent link between the two countries.

“The idea of a second fixed link is something that we regularly consider in our long term plans, and we would be delighted to engage with your officials to explore the possibility further,” Gounon’s letter continues.

The letter was sent in response to a proposal made by foreign secretary Boris Johnson, that a 22-mile-long bridge should be built across the English Channel. It was shortly after dubbed the Boris bridge.

Eurotunnel has also pointed out the company, which operates the only permanent link between the countries, has the first option to build any second link between England and France.

Johnson reportedly made the suggestion during an Anglo-French summit on 18 January 2018. During the meeting he is understood to have said that England and France only being connected by the Eurostar rail tunnel was “ridiculous”.

The creation of a future second link between the two countries was included in the terms of the Treaty of Canterbury and the Concession Agreement, which were both drawn up in 1986 to set out the terms for the Channel Tunnel.

Architects of New Misk Art Institute in Saudi Arabia Discuss Design Vision Amid a backdrop of rapid societal and political changes, Saudi Arabia’s creative community of artists, architects, and designers seem poised to experience a wave of change. Last week, the Misk Art Institute, a new organization of artists and designers backed by the Crown Prince Mohammed bin Salman’s Misk Foundation, announced its inaugural year of international programming, which will include the country’s first national pavilion at the upcoming Venice Architecture Biennale and the start of designs for a new ground-up headquarters building. Beyond the physical spaces that Saudi designers and architects will soon inhabit, the institute’s director Ahmed Mater, an internationally acclaimed artist with a selfprofessed interest in documenting the country’s “unofficial histories,” is himself proof of a new generation of leadership. At another point in the country’s history, 38-year-old Mater’s appointment may have been unlikely, but today he has received significant support from both the Saudi government and major global cultural institutions like the Museum of Modern Art, which provided the venue for Mater’s announcement in New York City. With Mater at the helm, the Misk Art Institute—the management of which is about 60 percent women—will begin its first major building project in Riyadh this year. For Mater, the creation of a dedicated building in the Saudi capital is a chance to propose “a new vision of what an institute of [the] 21st century will look like,” and to create a base for an organization whose reach aims to extend far beyond the country. Mater is overseeing the design, which will be conceived by the international team of Italian architect Michele De Lucchi and his firm, aMDL, and London-based firm Skene Catling de la Peña, along with support from Factum Arte, a multidisciplinary workshop in Madrid that uses technology to reproduce cultural heritage and hosts contemporary artists. Though officially selected by a jury in October after participating in a design competition for the building, the team formed organically out of a series of collaborations with the Madrid-based studio. Factum teamed up with Charlotte Skene Catling, one of the founders of Skene Catling de la Peña, to design and install the 2016 exhibition Scanning Seti: The regeneration of a Pharaonic Tomb, still on display in Basel, Switzerland. Factum has also worked with De Lucchi for about a decade at the Fondazione Giorgio Cini in Venice on various exhibitions and the conversion of a former monastery’s dorms into a library. developer-update.co.uk

Factum’s founder Adam Lowe says the design team was borne out of conversations with Mater (who has created several recent works at Factum) about the goals of what the Saudi institute’s new space could be. “This collaboration of different skills seemed ideal,” he wrote in an email. “All parties committed to working on this idea and … we are delighted that our approach to the development of this artist-led initiative was selected.” Though it’s “early days,” as Skene Catling put it, their various experiences at Factum will influence the design for the institute, which they will be developing in stages. For De Lucchi, the Madrid studio is a guide for how to incorporate the programmatic elements of the new institute, which will include gallery spaces, a theater, classroom and office spaces, and makers’ labs and studios, with new technologies that will be added into the building. “Without the experience of Factum Arte, this would be not possible,” he said. Skene Catling, who is interested in exploring how land forms and climate could shape the ultimate form of the Misk Art Institute’s new home, notes that the building must reflect the needs of the artists who will be using the space. “If you think of the demographics of that country being 70 percent of it under the age of 35, there’s a huge wave of energy and rethinking of how things are articulated,” she said. “We have to spend time out there with this group of people in order to define much more clearly what the brief is.” Though no concept design is yet available, Mater himself has one design precedent he pointed to as an inspiration for the direction of the institute’s final design: Tuwaiq Palace, an undulating social club for both foreigners and locals, designed by Atelier Frei Otto in 1985. The building received the Aga Khan Award for Architecture in 1998. Mater, who spent the better part of the last decade documenting how development has transformed the holy city of Mecca, has no interest in building a spectacle. “We don’t care about [an] iconic building,” he said at the press event last week. Rather, he hopes the new headquarters for the Misk Art Institute will seamlessly reflect its surroundings.

With a specification of over 30,000 sq m, Crossroads responds to the ever-growing demand for good, sustainable and affordable homes in the Randstad, the Dutch megalopolis. With its polder roofs and green terraces and façades, Crossroads sets out to create a more environmentally friendly Amsterdam. Crossroads realizes an unprecedented urban quality thanks to its beautiful architectural profile. Due to its modular structure, the tower has optimum flexibility and differentiation. In addition, it will house public facilities aimed at the neighbourhood as well as residents. Spatial quality and ensuring social safety are key design drivers. The overall concept with its two striking residential towers refers to a weathered rock in a green valley, which gradually becomes narrower and more angular. On and around the second ground level, greenery grows along the towers. This ‘Green Hug’ provides climate control, collects surplus water, reduces noise and improves air quality. The rainwater runs down the façades and terraces, flowing into a basin in the shape of a reflective pond with lilies in the ‘Secret Garden’. In this mysterious place to visit beneath the railway bridge, people and nature meet each other in an industrial landscape. The Secret Garden connects the two residential areas with each other. In this garden are green terraces, a plank bridge, a walkway through the water, artificial lighting and light art. Various artists will show their work here. The 90-metre- high western glass tower is slender and rectangular, the open treatment of its corners offering maximum views. The east tower is 40 metres high and is the studenthousing tower, dynamically constructed from rotated blocks. All facilities are concentrated at the entrance, which is located on the station side. In addition to the various state-of- the-art techniques applied to the acoustics, climate control system and water storage, a special feature is that it is even possible to control housing costs. Team Crossroads is a collaboration between TBD and MVSA Architects, with partners Kondor Wessels Amsterdam, Delva Landscape Architects, De Dakdokters, VIAC and Klimaatgarant. Construction will begin at the end of 2019.

Partners Richardson Capital LLP and Thorngrove Land & Property Limited have officially announced the start of the work at Nickel 28, a 261,000 square feet distribution warehouse on the South Normanton Industrial Estate in Derbyshire. The appointed contractors, Winvic Construction Limited, have managed to finish clearing the site and are currently ahead of the 40 week construction programme. “We are very excited to have reached this important milestone and aim to have the unit ready for occupation by August of this year. Our decision to develop this scheme speculatively is testament to our confidence in this superb warehouse, which will address an obvious gap in the logistical market for fully available, high quality and well located accommodation,” said Lee Charnley, Managing Director at Thorngrove Land & Property. The new high bay warehouse will feature associated office accommodation, generous lorry parking facilities, a large 50m yard, a secure gatehouse, 24 dock loading doors, and double stacking entrance road. It is located on High View Road, which is less than one mile from junction 28 of the M1. “Having completed the demolition of the existing facility, we are delighted to commence construction of the new 261,000 square feet building and we are on track for completion at the end of the summer,” concluded Danny Nelson, Director at Winvic. The joint letting agents of the new warehouse are Commercial Property Partners and Cushman & Wakefield. P C HENDERSON HARDWARE SPECIFIED FOR ELEPHANT HOUSE IN WALES P C Henderson’s Straight Sliding 307 door hardware has been specified for the main access door to an elephant house at Skandavale Monastery in Carmarthen, Wales. The monastery, which is home to a resident community of 25 monks and nuns, welcomes over 90,000 pilgrims to worship in its three multi-faith temples each year. As well as its temples, the monastery is also home to an onsite hospice and animal sanctuary. The most famous resident of the monastery’s animal sanctuary is Valli, a three tonne Sri Lankan elephant who resides in an enormous purpose built elephant house. Built just five years ago, the elephant house features heated walls, sandpits, a waterfall, plunge pool as well as a large sliding access door, measuring 3.9m x 3.2m, which Valli opens herself. After just five years the original sliding door hardware (not manufactured by P C Henderson) was unable to cope with the force in which Valli uses her trunk and head to open the door and so the track collapsed, meaning a replacement was needed. Brother Stephan, who resides at Skandavale, contacted P C Henderson to specify a track which would be robust and hard wearing enough to cope with Valli’s strength. The door itself weighs 500kg but due to the extra force being used, developer-update.co.uk

Brother Stephan commented “Prior to the new home being built, Valli lived in a different elephant house which utilised P C Henderson’s sliding door hardware for the main access door. When the hardware on the new home started to bend after just 5 years, there was no doubt that we would go back to using P C Henderson. We’re very pleased with the new system, which is now fully installed. It’s easy to see that the design and material of the track and components are of the highest quality and we’re confident

it will withstand the test of Valli over the years”. Situated in over 300 acres of woodland and pasture in South West Wales, Skandavale Monastery is ran entirely by full time volunteers and relies solely on voluntary donations to keep it running. P C Henderson’s Straight Sliding system is available in five different ranges to cater for maximum door weights of between 150kg and 2000kg, making it ideal for anything from light commercial doors right up to heavy and large industrial applications. Living the Dream in Appledore. Brian and Fiona Tilke, are no strangers to creating grand designs. Having already completed a self-build in Appledore, they wanted to downsize. A neglected 1960’s bungalow came onto the market in the most unique location in Appledore Devon. Whilst all the building work was underway, Brian and Fiona then set their creative minds to the allimportant kitchen design. A central island unit was key to this vision and Fiona loves the colour red and wanted to incorporate this strong colour into ‘her’ kitchen. “I’ve always wanted to use red in my kitchens and friends and family were sceptical” said Fiona. “But I think the red, when contrasted with the other colours in my kitchen looks amazing.” After their initial consultation, the couple sat down with Ashgrove kitchen designer, Luke. “What we liked about Ashgrove Kitchens and their designer Luke, was their ability to listen” says Fiona. “We tend to get a little excited and throw loads of ideas into the melting pot but developer-update.co.uk

their knowledge and experience really helped bring about exactly what we wanted.” The final design was approved but further enhanced as the space in the kitchen became more fully realised. Tall units were added on the right to make even more use of the wall space adjacent to the utility room. These units not only make a bold statement in Fiona’s favourite colour, but are also extremely practical. They incorporate both an oven and a microwave at chest height which make the appliances so much easier to use - plus, of course, lots and lots of essential storage space. As a contrast to the red, Luke and Fiona decided on a dark grey gloss (anthracite) material to feature within the central island unit and the remaining storage cupboards of the kitchen. Quartz worktops in ‘twinkle white’ further enhance the colour combination and provide a large area for the preparation of food. With all that food preparation, the sink plays a very important part, so it’s vital that it’s position is well thought out. Positioning the sink in the corner not only helps bring a nice balance to the kitchen but also provides more worktop space.

The central island unit is pivotal to the design of this kitchen. From a design point of view, it brings the two distinct sides of this imaginative kitchen together. WALTON FLOORING CENTRE TO GROW BEYOND EXPECTATIONS The flooring retailer Walton Flooring Centre is a North West based domestic and commercial flooring supplier and the winner of two Retailer of The Year awards for both the Merseyside and Knowsley regions in 2017. They are a flooring business that is resolute to continue to grow with a drive and determination that is unstoppable in 2018 and beyond, with growth and expansion plans for the North West and beyond. After projecting a turnover of £2.5m by the end of last year, they were delighted to see their business adding over 15% to this projection, smashing a goal they were unsure they could achieve at the start of that year. Walton Flooring Centre has gone from strength to strength and now has its sights set on opening a further three stores this year, with the aim of reaching a turnover of £8m by the end of 2019, doing this by adding stores to their portfolio in new regions such as Cheshire and Lancashire. James Harper, Managing Director, who turned 30 at the end of 2017 opened his first store in Walton, Liverpool in October 2011. After a particularly good first year, he started to realise that he wanted to create a retailing format that could be rolled out across the region. He went on to open his second store in Wavertree in 2013, just four miles from the Walton store. He soon added Burscough into the mix, which was initially a tough move, due to it being slightly out of the region. James kept focused and true to his belief that the format could work and the store quickly became the most profitable of the three. After basing their head office in Huyton, Knowsley in 2016 and opening their fifth store on the Wirral last year, achieving the two Retailer of the Year accolades have helped recognise and reward the team for all their continued efforts. Today it is a business that has grown beyond anything James had envisaged back in the early days. All achieved under its own steam and without any external financial backing. There is a genuine drive that is felt across the entire business and excitement that he is keen to share with those that will become part of this independent family business. James recognises that the business could not have grown without the support of the communities in which it is based, and he is looking to develop a structured programme of activity in 2018 that can contribute back, by offering free flooring products and fittings to local causes. He is also keen to give his employees the chance to provide their skills and expertise for free to causes in need. Another passion for James is to develop close links with employability organisations and apprenticeship schemes to bring in young talent, that can grow as the business grows. After starting his first job in the flooring sector when he was just 20 James knows the academic route isn’t always suited to everyone. He has the aspiration to support the growth and development of young people in becoming integral to the success of the Walton Flooring Centre business. James comments - ‘I went into business initially to make money but quickly realised that employing people to work for a business that has their best interests at heart will always create a more successful business, where everyone benefits. I am so proud of how far we have all come and winning the awards in 2017 cemented the fact that I have a fantastic team. They used grout between all the tiles but through the harsh winter with salt water hitting it the grout cracked and broke off but the CT1 stayed strong holding every tile in perfect place!! Use will not damage profiles or other surfaces where multi-layers of paint are removed. Peelaway is available in two different formulations; Peelaway 1 and Peelaway 7. Both are Methylene Chloride free (Dichloromethane). The Peelaway poultice paint removal system was first developed in 1981 to deal effectively with the problems associated with the removal of multiple layers of old lead-based paint, where burning, scraping or sanding would allow lead particles to escape into the environment with the associated health risks caused by such practices. The stripping compound is formulated to turn the lead into lead hydroxide within the paste, so that it can be safely disposed of without endangering the environment or user.

Since their inception back in 2012, Flip Out is now the UK’s leading trampoline park operator. Ability Lifts were recently contacted by the owner of Flip Out Southampton in Eastleigh, to get some expert advice about retro fitting a lift to go from the ground floor to the mezzanine, stopping at an intermediate floor on the way. Midland Fixings Launches its 2018 Fundraising Programme MIDLAND FIXINGS, the building services and products supplier, is set for a busy year with staff spearheading a new fundraising programme.

In 2017 alone, the company, which is headquartered in Beeston, Nottingham and operates throughout the UK, donated a total of £35,000 to various different charities. This year, Midland Fixings is keen to build on that success with its employees taking part in new fundraising challenges every two months in support of several local and national charities carefully chosen by people within the business. Treetops Hospice Care, Nottingham Framework, Cancer Research UK and Guide Dogs for the Blind are just some of the charities that will receive much-needed donations. To kick off the fundraising, six brave members of staff will be taking on developer-update.co.uk
