In a letter to Miller subcontractors last month, seen by Building, Galliford Try informed them that the processing of invoices would be suspended for just over a fortnight from 13 November until last Friday, when it said the accounting system would be “fully functional”. During this downtime, Miller Construction suppliers were warned that no purchase orders would be raised, invoices processed or payments made. Galliford said it would be unable to deal with payment queries or issue payments while data was being loaded on to the new system

Klein added that Galliford’s action reinforced the general case for project bank accounts, where all contractors on a project are paid from a central pot. A Galliford Try spokesman denied that the switchover was to blame for any late payments. He said: “The systems switchover is not a reason for any late payments and Galliford Try encourages any supplier who believes they have been inconvenienced as a result to contact their usual account manager.”

Osborne lines up Autumn Statement housing surprise Chancellor expected to announce big reform of stamp duty alongside measures to boost North George Osborne is expected to announce a major reform of stamp duty on house purchase in today’s autumn statement. One option being considered by ministers, according to the Financial Times, is to make the tax on house sales more progressive, easing the bill for people at the bottom of the ladder but with much heavier charges on those buying expensive homes. The Chancellor of the Exchequer’s anticipated move on stamp duty follows the publication of proposals by Labour to introduce a so called ‘mansion tax’ on £2m plus expensive properties. Osborne is also expected to announce the devolution of new powers and budgets transport links across the north of England, including the establishment of a new agency. Council backed over mega-basement crackdown

Treasury moves to sideline housing developers

New rules restrict size of controversial underground developments.

Chief secretary to the Treasury Danny Alexander lays out plans to commission new homes directly from Westminster

A crackdown on mega-basement developments in wealthy Kensington and Chelsea has won the backing of Whitehall’s Planning Inspectorate. An inspector has backed a policy drawn up by the west London borough’s planners to curb the size of the basements, which have become popular with wealthy homeowners wanting to maximise their living space in tightly constrained neighbourhoods close to the city centre.

The government has unveiled moves in its National Infrastructure Plan to become a direct commissioner of new housing and revamp the compulsory purchase process. Treasury chief secretary Danny Alexander launched the latest annual update of the plan this morning at the Institute of Civil Engineers, where he announced that the government is looking at directly commissioning new housing.

borough. The new rules, which have been on the drawing board for two years, introduce strict guidelines limiting the size of basements across Kensington and Chelsea. These stipulate that the maximum area basements can extend under a garden will be reduced from 85% to 50%, which will have to be a single space rather than separate rooms. Any new basements or extensions will generally be single storey, except for on large sites. However basement developments under listed buildings will be subject to an outright ban.

Under this approach, which is being piloted at the Northstowe development of 10,000 new homes in Cambridgeshire, the government would directly procure new homes from contractors on public land rather than using a developer. Alexander said that a government review of housing delivery, which is being led by Local Government Association housing spokesman Keith House, would look at how the public sector could play a more active role in the commissioning of new homes.

Three quarters of construction SMEs plan pay rises

Government to lay out £2.3bn flood defence plans

Almost three quarters of small and medium sized construction businesses plan to give their employees a pay rise in the next 12 months, according to a new survey. Gigures revealed by the Close Brother Business Barometer found that of 700 SME owners and managers canvassed the overwhelming majority had penned in pay rises in the new year, and a third of businesses that indicated a pay rise would do so on a company-wide basis. Andy Sagar, national sales director for the construction division at Close Brothers Asset Finance states: “It’s encouraging that so many construction businesses appear increased pay packet. “While on the surface this is good news for construction workers across the country, we should be aware that the Bank of England is watching pay closely, as an indicator of when the right time will be to increase interest rates. “They’ve also warned that unless wage increases are accompanied by a rise in pressure mounts,” he added. The Business Barometer also revealed that 78 per cent of construction business owners surveyed are optimistic about their prospects for the year ahead, with 44%

The government is to spend defence projects in the next six years, it emerged ahead of the publication of the latest version of the National Infrastructure Plan this morning. The Treasury has released funding for projects which will protect areas vulnerable to Humber estuary, Tonbridge and Lincolnshire. The Treasury said the defences would prevent £30bn of economic damage and protect 300,000 homes.

Unite Group has won planning permission for a £20m student halls project in Aberdeen that will provide a home for 399 students.

The 120,000 sq ft scheme will involve the refurbishment of a derelist, listed school, which will house 16% of the bedrooms, with the remaining rooms built in an adjacent six-storey new build block. It is expected to be complete in time for the 2016-17 academic year. Richard Simpson, managing director of property for Unite Students, said: “We are very pleased to have received planning consent for this site as our development pipeline continues to progress well. This a home for over 1,300 students.”

The product thickness ranges from 8mm for the three-dimensional joint and 12mm for the structural surface, each in two surface options – one surface is rough and the other one slightly wavy. It is a mental game, which becomes a mental space. “It is just the beginning of an endless potential of new creativity to serve architecture and architects.” Ceramica Sant’Agostino |

P C Henderson’s Lift and Slide hardware was installed helping create a dramatic entrance to the playground. The 900m2 block is comprised of four and support rooms. P C Henderson’s Lift and Slide makes the doors operate with a simple turn of the handle. This unlocks the door, lifts the door up from its weather tight position and allows it to slide easily on the carriages with minimal friction. Once open the door can be lowered at any position and locked by moving the handle down. This simple operation combination of the multi-lock mechanism and concealed position of the carriages, excellent security. The system can hold doors up to 300kg and is available in three CE rated weather levels. The project was registered with the Considerate Constructors Scheme (CCS) which scored the

William Moeran, the hotel’s general manager, has been dealing with Armstrong Commercial Laundry Systems for many years, and he says of the company, “The main reason we deal with Armstrong is that the after sales service is at least as good as their advice on new equipment, and the equipment itself. Being so remote, if we need a spare part or if something isn’t working quite right, getting an engineer here quickly can be a problem. But with Armstrong, our own maintenance people can get on the phone to their technical team who will talk them through exactly what to look for and what to do, and if a spare

part is needed it will arrive in the post next day!” Last year Armstrong supplied two new Speed Queen 2 x 30lb stacked tumble dryers to replace equipment that was some 17 years old. These dryers make the best use of available space which, in this case, isn’t much! The hotel also has four washer extractors also supplied by Armstrong including three Huebsch LWZ17, the most recent of which was installed in 2012, and a Unimac UC30M9 installed this year. The Trefeddian laundry handles all the towels from both the bedrooms and the pool and leisure area, and also all the kitchen items. It is operated in use seven days a week and at least seven hours a day”, Mr Moeran told us. Strata Panels based a short distance along the A14 just north of Huntingdon responded to the challenge having made student furniture for over 15 years. “Strata’s Mark Garrood listened to the brief and produced sample pieces of furniture that met our exact criteria and at competitive prices.” - Helen

Both designs were made using European Oak veneered MDF, the furniture for the Queens’ College Dokett building had oak crafted edges that were machined to give the detail a period look and were stained dark brown to match the exposed timbers and wall panelling which gives the building its character. George Square

refurbishment plans

approved by council

In-house refurbishment to be carried out after controversy over scrapped McAslan scheme George Square refurbishment plans drawn up by Glasgow City Council in the wake of its design competition debacle have been given the go-ahead. City councillors approved the plans, which were drawn up to replace a £15 million John McAslan-designed scheme which was scrapped despite winning a design competition earlier this year. Glasgow City Counci’s handling of the process is currently under investigation by public sector spending watchdog Audit Scotland, although a separate probe launched by the police into the conduct of council leader Gordon Matheson has since been dropped. The latest, more austere, plans were prepared in-house at the council and are intended to improve the look of the square before the Commonwealth Games which are to be hosted in the city in 2014. “A major refurbishment of the square is not possible at the moment due to the short timescale before the 2014 Commonwealth Games begin,” according to planning documents. The approved plans involve recoating the square with a grey epoxy resin, cleaning statues and re-instating two grass beds.

Second council backs Heatherwick's garden bridge Opponents accuse Westminster council of ‘hypocrisy’ Westminster council has given the green light to Heatherwick Studios’ garden bridge across the Thames in London. The decision follows Lambeth’s consent last month, clearing the way for the structure since mayor Boris Johnson’s approval is all-but guaranteed. The Garden Bridge Trust also announced that three contractors have been shortlisted for the next stage of procurement - but approval from the Mayor of London. Construction could begin as early as the end of next year.

Critics of the scheme have branded it a “luvvies’ folly” and questioned why the taxpayer is stumping up for more than £60 million of its £175 million cost. Anti-bridge campaign group Thames Central Open Space accused Westminster of hypocrisy given its crusade against schemes, views. A spokeswoman said: “The opportunity to walk across London

Paul Morrell, deputy chairman of the Garden Bridge Trust, said: “Today marks a major step forward for the garden bridge. Now that we have received planning consent on both sides of the river, we really look forward to the next step in the garden bridge‘s journey, which is building momentum by the day. The trust is committed to creating a magical new green space for London and will ensure that it creates an enjoyable visitor experience for all.”

Government relaxes affordable homes rules on small sites Housing associations warn that poorest will lose out New rules that mean developers of small schemes will ‘hammer blow’ for those in the greatest housing need, social landlords have warned. The government announced on Monday that developers of schemes of 10 homes or fewer will no longer be required to ensure that a proportion is earmarked for low cost housing. The new exemptions will not apply in designated rural areas, where the vast bulk of new housing is delivered on small plots. But they will apply to self-build homes, extensions and annexes. Announcing the decision, Eric Pickles, secretary of state for communities and local government (pictured), branded the charges as a ‘stealth tax’ on new housing. He estimated that the relaxation of existing requirements will save, on average, £15,000 in section 106 charges per dwelling in England. Pickles said: “This will also be a massive boost to the self-build and custom-build sector. Overnight in many parts of England, it will be cheaper to build an extension, a family annex or just build your own home. Our long-term economic plan is helping hard-working people.”

ProShield™ Provides the Solution When Burgin Conservatories & Orangeries faced a problematic conservatory installation after the wettest winter on record - Rapierstar Protect ProShield™ came to the rescue. The gable end PVCu framed conservatory was constructed in the garden of a three story town is part of a terrace and is constructed of concrete block type masonry, which on testing along with the mortar joints, demonstrated high water absorption characteristics. The conservatory was built with cavity tray and vertical DPCs as you would expect in such an exposed area but the property still became susceptible to moisture patches within the conservatory. After checks to ensure no water was penetrating because of building faults, it emerged that penetrating rain was tracking outward to the plastered wall area inside the new conservatory. ProShield™ XT Cream was applied to the full extent of the rear wall area, around and above the conservatory. Unlike water repellent surface coatings or physical building additions, ProShield™ treatments penetrate deeply, combining at the molecular level with the structure. This creates a strong bond and when cured is invisible to the naked eye, retaining the look of the original brick.

Fundamental to its design was the client’s desire for a low energy, low maintenance new home with a high ‘Code for Sustainable Homes’ level. When considering the most suitable building material Loyn & Co Architects concluded that concrete was the most appropriate choice due to its longevity, low maintenance and aesthetic qualities as well as because it is widely used in local agricultural buildings. The initial high carbon input of using concrete is recovered over the building’s lifetime due to its durability and thermal mass qualities. The carbon input was also greatly reduced by the use of Regen, which CO2 emissions. In total Hanson supplied over 700m3 concrete, containing 50 per cent Regen as well as locally sourced aggregates. Regen is a ground granulated blastfurnace slag, a by-product of iron-making. Its manufacture requires considerably less energy and produces around one tenth of the CO2 emissions associated with Portland cement. It also requires no mineral extraction and prevents thousands of Replacing one tonne of Portland cement with one tonne of Regen in concrete reduces the embodied CO2 by around 850kg. RICS BIM Conference 2015 Delivering efficiencies and cost savings throughout the project’s lifecycle 12 February 2015, etc Venues, London The benefits BIM delivers throughout a project’s life cycle and the cost savings are substantial. However a considerable cultural shift is required if BIM is to be properly implemented across the built environment, ahead of the Government’s 2016 deadline for its use on all centrally procured public sector projects. Returning for the 4th year, this conference will provide you with clear guidance from experts on how BIM is used in projects, in various sectors, and their experiences of implementing BIM in practice.

2015 highlights include: Keynote presentation on delivery of Level 2 BIM across projects while also identifying lessons learned and embedding best practice for future projects 2

International perspective of implementing BIM processes through the demonstration of global case studies on infrastructure projects

The strategic business case for BIM implementation across various disciplines from land to operation of assets

Case studies on how practitioners are obtaining optimum benefits and outcomes of utilising BIM in their projects

2 A real time examination of how the Quantity Surveyor can exploit BIM. A practical session showcasing a digital take-off on an entire building information model.
