Il mercato immobiliare residenziale Positivo trend dell’economia dell’Alto Adige Nell’ultimo decennio l’economia della provincia di Bolzano ha registrato una buona performance, con il PIL aumentato del 7,9% nel periodo 2007-2015, contro il -5,5% del Nord Est e il -7,6% dell’Italia nel complesso

aumentati nell’ultimo anno e, al contempo, la qualità del credito è migliorata sia per le famiglie sia per le imprese. E’ proseguito l’aumento dei consumi delle famiglie, avviatosi nel biennio precedente e sostenuto

(tav. 1). Nel 2017 l’economia ha evidenziato una ulteriore crescita vivace e diffusa tra tutti i comparti, trainata da domanda estera e turismo, in prosecuzione del trend degli ultimi quattro anni. Il numero di occupati è aumentato, soprattutto nelle costruzioni e nei servizi turistici.

In particolare l’Alto Adige ha registrato un boom di arrivi e presenze turistiche, 7,3 milioni e 32,4 milioni rispettivamente. A gennaio 2018 si segnala una ulteriore crescita del 4,5% per gli arrivi e del 5,1% per le presenze.

La situazione economico-finanziaria delle imprese ha registrato un ulteriore miglioramento. L’attività industriale ha beneficiato dell’aumento delle esportazioni coinvolgendo anche settori minori e nuove aree geografiche di destinazione. In particolare, è aumentata l’attività nel comparto delle costruzioni. La nuova espansione delle presenze turistiche ha impattato positivamente soprattutto su terziario e servizi commerciali.

I prestiti al settore privato non finanziario sono

dalle migliori prospettive di reddito e dalle favorevoli condizioni creditizie. Rispetto alla media nazionale, le famiglie altoatesine hanno livelli di consumo più alti, una migliore valutazione circa la propria situazione economica e hanno accumulato una maggiore ricchezza reale e finanziaria.

Queste positive condizioni si sono riflesse in un più ampio accesso al mercato del credito, soprattutto nella componente relativa ai mutui per l’acquisto di abitazioni.

La domanda di mutui ha infatti continuato ad aumentare mentre, dal lato dell’offerta, le condizioni di accesso al credito si sono mantenute distese. Le compravendite residenziali hanno pertanto confermato il trend in crescita già evidenziato a consuntivo d’anno 2016 con 6.700 transazioni, in aumento del 16,5% su base annua.

Secondo i più recenti dati Istat, a fine terzo trimestre 2017 sono state portate a termine 4.281 compravendite residenziali (-7,6% su base annua).

Il finanziamento immobiliare In linea con la tendenza osservata a livello nazionale, nel 2017 l’espansione dei finanziamenti erogati da banche e società finanziarie alle famiglie altoatesine ha rallentato del 7% (tav. 2). Il credito al consumo ha registrato tuttavia un incremento (+3,2%) sospinto dal livello contenuto dei tassi di interesse e dal complessivo miglioramento della situazione economica delle famiglie.

Il finanziamento complessivamente erogato alle famiglie per i mutui sulla casa - a consuntivo d’anno 2017 – si è assestato sul buon risultato di 516 milioni di euro, in flessione su base annua dell’8,4% (fig. 2). L’incidenza

delle operazioni di surroga e sostituzione è rimasta relativamente contenuta (13,9% sul totale erogazioni al primo trimestre).

Il mercato immobiliare residenziale Andamento dei prezzi E’ proseguita la ripresa delle quotazioni del mercato residenziale nel complesso. Secondo i dati Banca d’Italia, in Alto Adige, dopo una fase di modesta flessione tra il 2012 e il 2015, nel 2016 i prezzi medi sono tornati a crescere.

Nel secondo semestre 2017 a Bolzano e Merano i prezzi medi degli immobili residenziali sono aumentati. A Bolzano, le variazioni annuali dei prezzi medi registrate sono pari a +1,7% per le abitazioni nuove/ristrutturate e +1,9% per le abitazioni usate. A Merano il prezzo delle abitazioni nuove/ristrutturate e delle abitazioni usate sono cresciute dell’1,8-1,9%.

Tra le località turistiche delle Dolomiti spicca anche

Cortina d’Ampezzo, geograficamente localizzata al di fuori dell’Alto Adige, che rappresenta la terza località montana per livello dei prezzi nel mercato turistico nazionale, dopo Madonna di Campiglio e Courmayeur.

Cortina presenta da qualche anno prezzi medi sostanzialmente stabili, dopo la significativa crescita del 2007 (+9%) e degli anni precedenti e le fasi alterne con tassi leggermente decrescenti nel periodo 2009-2013.

Il mercato turistico delle seconde case Il recupero del mercato delle seconde case si sta progressivamente consolidando. L’incremento delle compravendite ha riguardato soprattutto le località

montane (+23,5%) e a seguire quelle di mare (+19,9%) e dei laghi (+15,2%).

Come per il mercato immobiliare nel complesso, la crescita delle compravendite non ha ancora innescato quella dei prezzi. Il prezzo medio di un’abitazione turistica in Italia è 2.285 euro al mq, con una flessione media annua pari a -2,5%, che fa sintesi dell’andamento dei mercati top, centrali e periferici delle singole località turistiche monitorate. Il campo di oscillazione è compreso tra -0,4% e -3,8%, in funzione delle caratteristiche e della localizzazione degli immobili.

Nella classifica delle 15 località italiane di montagna con le maggiori quotazioni del mercato top, Cortina d’Ampezzo si trova in 3° posizione, mentre le località dell’Alto Adige in classifica sono quattro: Selva di Val Gardena (4° posizione), Ortisei (5°), Corvara (6°) e San Candido (10°) . Di seguito si riportano i dati dei prezzi delle abitazioni per vacanza nelle principali località turistiche dell’Alto Adige e del Veneto, rilevati in luglio 2017. I prezzi minimi e massimi delle abitazioni sono declinati per stato manutentivo e location.

Il mercato residenziale di pregio Bolzano Location e mercato Distesa in una conca alla congiunzione di tre valli, a soli 265 metri sul livello del mare, la città di Bolzano è il centro principale dell’Alto Adige/Südtirol. Viene definita la porta delle Dolomiti in quanto passaggio obbligato per arrivare ai piedi di una delle catene montuose più famose del mondo - le Dolomiti – dichiarate Patrimonio naturale dell’Umanità dall’Unesco. Capoluogo di provincia, Bolzano ha il rango di un grande centro urbano, ricco di bellezze culturali e architettoniche, di musei, esposizioni e teatri. Nell’area, oltre al capoluogo, le zone di maggiore pregio immobiliare sono Eppan-Appiano, KalternCaldaro, Ritten-Renon, St. Christina in Gröden-Santa Cristina di Valgardena, St. Ulrich in Gröden-Ortisei, Wolkenstein in Gröden-Selva di Val Gardena, Seis am Schlern-Siusi allo Sciliar e Kastelruth-Castelrotto.

Dal punto di vista immobiliare, l’area di Bolzano può essere divisa in tre parti, caratterizzate da diversa struttura e andamenti del mercato immobiliare: Bolzano/ Bozen, Oltradige-Bassa Atesina/Überetsch–Unterland e Salto-Sciliar/Salten–Schlern. La città di Bolzano ha un mercato molto attivo, con un alto volume di transazioni.

La parte storica della città e l’area di Gries-Quirein/ Gries-San Quirino stanno registrando una domanda elevata, dal momento che qui si trovano gli appartamenti più prestigiosi e caratteristici. Nella zona di OltradigeBassa Atesina/Überetsch–Unterland, negli ultimi due anni, si segnala una crescente domanda, con grande differenza tra gli immobili richiesti, che vanno dai piccoli appartamenti alle ville più esclusive. Le località più popolari e animate sono Appiano/Eppan, Caldaro/ Kaltern e Cornaiano/Girlan. Nella zona di Salto-Sciliar/ Salten–Schlern le località più popolari sono Collalbo/

Klobenstein e Soprabolzano/Oberbozen. Uno status speciale riguarda il mercato della Val Gardena, dove i prezzi sono significativamente elevati in considerazione della scarsità dell’offerta e di domanda di alto rango per dimore invernali esclusive. Il mercato residenziale di pregio attrae acquirenti italiani con provenienza per lo più locale, ovvero con origine la provincia di Bolzano (50% delle compravendite), interessati ad investire in una seconda casa per il fine settimana. Segue una quota di acquirenti provenienti dal Trentino o da altre regioni italiane (12%) interessati a una casa per le vacanze o per investimento. Gli acquirenti stranieri provengono principalmente da Germania (20% del totale) e Austria (8%) e sono mossi da interessi di investimento e vacanze annuali. Negli ultimi mesi si segnala un incremento di interesse da parte di nuove nazionalità tra cui America e Regno Unito che cercano appartamenti al piano attico o ville. L’alto livello dei prezzi nelle città o nelle località sciistiche richiama la presenza di acquirenti con disponibilità di significativi capitali, che non hanno necessità di accedere al credito bancario o che tutt’al più richiedono finanziamenti di importo mediamente non superiore al 35% del valore dell’immobile, nel caso degli acquirenti nazionali. Le tipologie di immobili più richieste sono tre: soprattutto nel centro storico di Bolzano e in altri centri maggiori, gli appartamenti, di dimensioni che variano da 50 a 150 mq; fuori città sono richiesti immobili più spaziosi, che normalmente superano gli 80 mq, con giardino e diverse stanze da letto, oppure case indipendenti o loft. In Val Gardena le proprietà maggiormente richieste sono prossime agli impianti sciistici e valgono mediamente oltre i 5 milioni di euro. La scarsità dell’offerta non riesce a soddisfare

la domanda, spesso esigente e alla ricerca di immobili nuovi o ristrutturati. All’interno dei centri storici il nuovo è particolarmente scarso, a causa dei molti vincoli architettonici e dell’alto livello di costi. Sebbene il patrimonio offerto sia spesso ristrutturato all’interno, ugualmente presenta dotazioni tecniche obsolete. Fuori dai centri storici è presente un alto numero di immobili residenziali recenti che fanno capo a famiglie private e non riguardano grandi sviluppi.

Gli immobili in ottima posizione risultano mediamente collocabili in circa 5,5 mesi, quelli in buona posizione in circa 8,5 mesi, contro i 12 mesi medi necessari per gli immobili in discreta posizione.

Prezzi Secondo Engel & Völkers, negli ultimi due anni il mercato di pregio si è caratterizzato per un aumento della domanda per acquisto e del numero di compravendite, mentre l’offerta è rimasta nel complesso stazionaria.

Le quotazioni sono stabili nell’ultimo triennio. La quotazione degli immobili nuovi nelle migliori location è compresa nel range 6.000-8.000 euro/mq, mentre per gli immobili usati abitabili, ancora nelle migliori location, tra 4.200-5.800 euro/mq.

Lo sconto medio sul prezzo inizialmente richiesto varia in relazione alla localizzazione: il valore dell’immobile non scende sotto il 5% nelle ottime localizzazioni e varia dal 6% e l’8% per le location buone e discrete.

Tra le caratteristiche di pregio, la vista panoramica o la presenza di terreno, balcone o terrazzo apprezza il valore dell’immobile del 10-12% rispettivamente.

Anche la presenza di garage o posto auto conferisce

significativo valore all’immobile, fino al 15-16% in più sulla quotazione. Secondo Engel & Völkers, negli ultimi due anni i prezzi top registrati nell’area di Bolzano hanno raggiunto anche 9.000 euro/mq per gli immobili in ottima posizione e 5.500 euro/mq in posizione discreta.

Outlook Per il 2018 Engel & Völkers prevede, per le zone Bolzano e dintorni un aumento del numero di compravendite associato a stazionarietà dei prezzi sia per gli immobili in ottima posizione, sia per quelli in buona e discreta posizione.

Il mercato residenziale di pregio Merano Location e mercato Merano/Meran, con i suoi 40 mila abitanti, è il centro più popolato dell’Alto Adige dopo il capoluogo Bolzano.

Adagiata in una conca protetta dalle alte vette delle Dolomiti, presenta un clima mite e bellezze naturali e architettoniche che ne hanno fatto fin dal Novecento una rinomata stazione turistica termale. Merano è oggi un polo culturale e dello shopping che attrae ogni anno milioni di visitatori.

Il mercato immobiliare è diviso in tre zone principali: Merano, l’area della Val Venosta e l’area del Burgraviato (fig. 3). Merano è suddivisa in sotto-mercati tra cui il centro storico, con i famosi portici, il Musikerviertel – il quartiere dei musicisti, la zona dell’ospedale, della stazione ferroviaria, le località Quarazze/Gratsch e Lagundo/Algund, Maia Alta/Obermais e Maia Bassa/ Untermais, con i villaggi circostanti. La maggiore località della zona dopo Merano è Lana, a circa 10 km.

Tra le zone di maggiore pregio, la zona di Maia Alta/ Obermais è la più richiesta per esclusività e prestigio, in virtù delle viste panoramiche e del pregio degli immobili.

Questo fa sì che la zona registri un alto numero di transazioni. La zona di Maia Bassa/Untermais ha invece le caratteristiche di un quartiere residenziale nel verde con molti edifici in stile Art Nouveau (Jugendstil) e maggiore vicinanza al centro storico.

La domanda di compravendita riguarda sia gli acquirenti locali, sia il mercato delle seconde case. A Merano, come nel resto della provincia, il 60% del volume urbanistico di nuove costruzioni deve essere convenzionato , mentre il 40% non è vincolato e rimane disponibile al libero

mercato.

Oltre il 50% della domanda è di provenienza internazionale, di cui il 90% di lingua tedesca. Gli acquirenti principali sono coppie di mezza età o più anziane, imprenditori o turisti, che sentono un legame con il luogo. Gli appartamenti in centro città incontrano una maggiore domanda: interessanti come investimento, con rendimenti soddisfacenti, sono maggiormente accessibili in termini di prezzo e meno impegnativi di un immobile indipendente dal punto di vista gestionale.

Un’altra forma di investimento sul territorio riguarda proprietari o sviluppatori che acquistano grandi immobili da ristrutturare per l’ospitalità turistica.

Gli immobili più richiesti riguardano gli appartamenti fino a 1 milione di euro, con preferenza per attici superiori a 100 mq. Seguono le case indipendenti o le ville, il cui valore supera normalmente i 2 milioni di euro.

Esiste anche una domanda per le proprietà di particolare interesse come castelli o case di progetto.

Il mercato del nuovo è quasi inesistente a causa dei vincoli posti alle nuove realizzazioni e alla quantità di immobili di interesse storico tutelati, soprattutto nel centro storico di Merano nella zona dei Portici e per gli immobili Art Nouveau. Lo stock offerto è consistente, ma essendo prevalentemente risalente agli anni Sessanta, non incontra l’interesse della domanda, che si rivolge in particolare ad edifici ad alta efficienza energetica (es. standard CasaClima/KlimaHaus), ristrutturati al nuovo o edifici storici.

di pregio viene collocata mediamente in 3 mesi. I tempi aumentano a 7 mesi per le proprietà in buona posizione e a 12 mesi per quelle in posizione discreta.

Prezzi Il mercato immobiliare di pregio è in crescita. Negli ultimi due anni si è riscontrato un aumento di offerta e domanda, e del numero delle compravendite. Secondo i dati di Engel & Völkers, i prezzi nel mercato di lusso hanno registrato un incremento oltre il 5% annuo per i prezzi medi massimi, con quotazioni per le abitazioni nuove e ristrutturate in ottima posizione che raggiungono mediamente nel secondo semestre 2017 quota 4.200 euro/mq. Il prezzo delle abitazioni usate abitabili, ancora in ottima posizione, si posiziona mediamente su 3.1004.350 euro/mq.

Lo sconto medio sul prezzo iniziale varia considerevolmente a seconda della posizione. Per gli immobili in ottima posizione il prezzo è estremamente rigido e lo sconto non scende oltre 1,5 punti percentuali.

Immobili in posizioni meno fortunate possono registrare sconti medi dal 5% al 9%. Per contro, tra gli elementi in grado di apprezzare significativamente il valore dell’immobile vi è la presenza di vista panoramica, che alza la quotazione media addirittura del 25%, o la presenza di terreno, balcone o terrazzo che consentono incrementi fino al 10%. Da ultimo, garage e posto auto apprezzano l’immobile del 5% circa.

Negli ultimi 24 mesi i prezzi top registrati nell’area

Outlook Per il 2018 Engel & Völkers prevede un aumento del numero di compravendite e un incremento dei prezzi per le residenze in ottima e buona posizione. Sono attese quotazioni stazionarie per le location in discreta posizione.

Il mercato residenziale di pregio Cortina d’Ampezzo Location e mercato Nota come la perla delle Dolomiti, Cortina d’Ampezzo, piccolo comune di circa 6 mila abitanti, è la capitale della regione culturale delle Ladinia. Le Dolomiti Ampezzane, che la circondano, conferiscono alla vallata in cui è distesa un contesto naturalistico di incomparabile bellezza. Rinomata località turistica invernale ed estiva, ha ospitato le Olimpiadi invernali ed è teatro di numerosi eventi sportivi di rilevanza internazionale legati alla montagna e agli sport invernali.

Il mercato immobiliare è il terzo per livello delle quotazioni nel panorama nazionale delle località turistiche di montagna. Meta molto ambita dalla domanda di rango, il mercato è storicamente sostenuto dalla scarsità dell’offerta, dovuta alla impossibilità di costruire nuovi immobili o di ampliare le cubature di quelli esistenti nel rispetto dei vincoli paesaggistici introdotti fin dagli anni Settanta. Per questo il mercato del nuovo (ristrutturato al nuovo) può essere quantificato in una minima parte dello stock proposto, pari al 5-10%.

Gli immobili offerti, per la maggior parte non ristrutturati, riscuotono con difficoltà l’interesse di una domanda esigente e con grande disponibilità di spesa: dei circa 400 immobili in vendita, solo il 15% può essere ritenuto di immediato interesse per i potenziali acquirenti. La gran parte degli immobili residenziali risale infatti agli anni Sessanta e necessita di ristrutturazione. Le zone o località più ricercate sono Cianderies, Via Spiga, Via Menardi e, in centro, Corso Italia. Gli immobili in ottima posizione sono collocabili sul mercato mediamente in circa 6 mesi, quelli in buona posizione in 12 mesi, mentre quelli in

posizione poco interessante fino a 24 mesi.

Le compravendite risultano in crescita negli ultimi 24 mesi. La domanda per acquisto è quasi esclusivamente costituita da acquirenti italiani, interessati ad una seconda casa per vacanza che costituisca anche un buon investimento. Anche la locazione, esclusivamente turistica, riguarda una domanda nazionale.

La tipologia di immobile di pregio prevalentemente richiesta è costituito da appartamento di dimensione compresa tra 100 e 120 mq, con tre camere da letto, 2-3 bagni, vista panoramica, inserito in contesto condominiale di pregio oppure da ristrutturare con buon potenziale di valorizzazione. E’ richiesto il garage o il posto auto. La localizzazione di maggiore interesse è quella vicino al centro e lontano dalle principali vie di scorrimento.

Prezzi Secondo Engel & Völkers, i prezzi nel mercato di pregio a Cortina hanno registrato una ulteriore flessione annua, pari mediamente a circa il 5% per le residenze nuove/ ristrutturate e a circa il 3% per quelle non ristrutturate.

Il decremento di prezzo è tuttavia inferiore per intensità a quello dell’anno precedente. La quotazione degli immobili nuovi o ristrutturati al nuovo in ottima posizione è compresa nel range 12.500-14.000 euro/mq, mentre la quotazione per le abitazioni non ristrutturate, sempre nelle migliori location, nel range 9.500-12.000 euro/mq. Per gli immobili non ristrutturati in posizioni poco interessanti il prezzo medio scende fino a 6.5008.500 euro/mq.

Lo sconto medio sul prezzo inizialmente richiesto varia

tra il 15 e il 20% indipendentemente dalla location. Per contro, la vista panoramica contribuisce ad aumentare il valore dell’immobile per oltre il 20% del prezzo medio, mentre la presenza di terreno, balcone o terrazzo di circa il 5%. La scarsità di garage o posto auto apprezza l’immobile di una quota pari a circa il 10%. Anche il livello del piano incide sul prezzo per il 5% circa.

Negli ultimi due anni i prezzi top registrati nell’area sono pari a circa 16.000 euro/mq per le residenze in ottima posizione e 12.000 euro/mq per quelle in posizioni periferiche poco interessanti.

Outlook Per il 2018 Engel & Völkers prevede stazionarietà nel numero delle compravendite di pregio associato a

stazionarietà dei prezzi per tutte le tipologie immobiliari, in misura sostanzialmente indipendente dalla location.

Il mercato in sintesi Conclusioni

L’Alto Adige e Cortina d’Ampezzo sono tra le più rinomate mete italiane per il turismo estivo e invernale. La bellezza del paesaggio dominato dalla maestosa catena delle Dolomiti e gli elevati standard della qualità della vita e dell’ospitalità richiamano ogni anno milioni di visitatori per il turismo estivo e invernale.

Il mercato residenziale dell’Alto Adige e di Cortina ha registrato negli ultimi due anni un aumento delle compravendite e della domanda, anche per le proprietà di pregio. Nel 2017 i prezzi degli immobili sono rimasti sostanzialmente stabili nell’area di Bolzano, mentre si registrano quotazioni in crescita a Merano. Cortina sconta 18

una ulteriore flessione, all’interno – tuttavia - di un quadro di mercato che vede la località veneta in quarta posizione per prezzi top nella classifica italiana delle località di montagna.

Gli acquirenti sono prevalentemente italiani, con una quota significativa di domanda proveniente da Germania e Austria, soprattutto a Merano e Bolzano.

Per il 2018, per l’Alto Adige è previsto un aumento del numero di compravendite. Per Merano si attende un incremento dei prezzi, che sono invece previsti stazionari a Bolzano. A Cortina si prevede un volume di transazioni stabile associato a prezzi stazionari.

Der Wohnimmobilienmarkt Positiver Wirtschaftstrend in Südtirol Im letzten Jahrzehnt verzeichnete die Wirtschaft der Provinz Bozen gute Ergebnisse, mit einem BIP, das im Zeitraum 2007-2015 um 7,9% anstieg, gegen -5,5% im Nordosten und -7,6% in Italien insgesamt (Tab. 1).

2017 zeigte die Wirtschaft einen weiteren, lebhaften

nahmen im letzten Jahr zu, und gleichzeitig verbesserte sich die Kreditqualität sowohl für private Haushalte als auch für Unternehmen. Der Verbrauch der Familien stieg weiterhin an, eine Tendenz, die in den letzten beiden Jahren begann, unterstützt von den besseren

Anstieg in allen Sparten, angekurbelt durch die Auslandsnachfrage und den Fremdenverkehr, dem Trend der letzten vier Jahre folgend. Die Anzahl der Beschäftigten stieg an, vor allem im Bausektor und bei den Dienstleistungen in der Fremdenverkehrssparte.

Besonders Südtirol verzeichnete einen Boom der Ankünfte und Aufenthalte von Touristen, jeweils 7,3 Millionen und 32,4 Millionen. Januar 2018 registriert einen weiteren Anstieg um 4,5%, was die Ankünfte betrifft, und um 5,1%, was die Aufenthalte angeht.

Die wirtschaftlich finanzielle Lage der Unternehmen hat sich weiterhin verbessert. Die Industrie profitierte vom Wachstum der Exporte, das auch kleinere Branchen mit einbezog und von neuen geografischen Absatzgebieten. Besonders gewachsen ist der Bausektor.

Der neue Aufschwung des Fremdenverkehrs beeinflusste positiv vor allem den tertiären Sektor und gewerbliche Dienstleistungen.

Kreditvergaben im privaten Bereich ohne Finanzbereich

Aussichten für das verfügbare Einkommen und die günstigen Kreditbedingungen. Verglichen mit dem Landesdurchschnitt liegt der Verbrauch der Südtiroler Familien höher. Sie haben eine bessere Einschätzung ihrer wirtschaftlichen Lage und haben größeren Wohlstand angesammelt, was reale Güter und finanzielle Sicherheit angeht. Diese positiven Bedingungen zeigten sich in einem erweiterten Zugang zum Kreditmarkt, vor allem, was die Darlehen für Wohnimmobilienkäufe betrifft. Die Nachfrage nach Darlehen stieg weiterhin an, während, von Seiten des Angebots her, die Zugangsbedingungen zu Krediten stabil blieben. Die An- und Verkäufe von Wohnimmobilien bestätigten also den Wachstumstrend, der sich bereits zum Abschluss des Jahres 2016 zeigte, mit 6.700 Transaktionen, was einen Anstieg von 16,5% auf jährlicher Basis bedeutet. Den letzten Istat-Daten nach wurden bis Ende des dritten Quartals 2017 für Wohnimmobilien 4.281 Verkaufsverträge abgeschlossen (-7,6% auf jährlicher Basis).

Finanzierung von Wohnimmobilien Im Einklang mit der auf nationalem Niveau beobachteten Tendenz, verlangsamte sich 2017 die Ausdehnung der von Banken und Finanzgesellschaften an Familien vergebenen Finanzierungen in Südtirol um 7% (Tab. 2). Die Verbraucherkredite registrierten allerdings einen Anstieg (+3,2%) begünstigt durch das niedrige Zinsniveau und die allgemeine Verbesserung der Wirtschaftslage der Familien.

Die Finanzierungen an Familien für Immobiliendarlehen – am Jahresabschluss 2017 – blieben bei einem guten Ergebnis von insgesamt 516 Millionen Euro stehen, ein Rückgang auf jährlicher Basis um 8,4% (Abb. 2).

Der Wohnimmobilienmarkt Preisentwicklung Die Durchschnittspreise auf dem Markt für Wohnimmobilien sind insgesamt weiter angestiegen.

Den Daten der Banca d’Italia nach, sind 2016 in Südtirol, nach einem leichten Rückgang zwischen 2012 und 2015, die Durchschnittspreise wieder angestiegen. Im zweiten Halbjahr 2017 erhöhten sich in Bozen und Meran die durchschnittlichen Preise für Wohnimmobilien. In Bozen stiegen die durchschnittlichen Preise für neue-/renovierte Immobilien um +1,7% im Jahr und für Bestandsimmobilien um +1,9%. In Meran stieg der Preis für neue-/renovierte Immobilien und für Bestandsimmobilien um 1,8-1,9%.

Unter den Fremdenverkehrsorten der Dolomiten hebt sich auch Cortina d’Ampezzo hervor, das geographisch gesehen außerhalb von Südtirol liegt und an dritter Stelle

der Ferienorte in den Bergen steht, was das Preisniveau des italienischen Tourismus-Markts betrifft, nach Madonna di Campiglio und Courmayeur. Cortina weist seit einigen Jahren grundlegend stabile Durchschnittspreise auf, nach einer bedeutenden Erhöhung im Jahr 2007 (+9%) und den vorhergehenden Jahren, sowie den Schwankungen mit leicht rückgängigen Preisen zwischen 2009 und 2013.

Der Tourismus - Markt für Ferienimmobilien und Zweitwohnsitzen Nach und nach konsolidiert sich die Erholung des Markts für Ferienimmobilien und Zweitwohnsitze. Der Anstieg der Vertragsabschlüsse betraf vor allem Urlaubsorte in den Bergen (+23,5%), gefolgt von Orten am Meer (+19,9%) und an den Seen (+15,2%).

Wie auch im generellen Immobilienmarkt folgte dem Anstieg der Vertragsabschlüsse noch keine Preiserhöhung. Der durchschnittliche Preis für eine Ferienwohnung in Italien liegt bei 2.285 Euro pro m², mit einem durchschnittlichen Preisrückgang pro Jahr von -2,5%, was die Marktentwicklung der Wohnimmobilien in Top-Lage, Stadtmitte und Peripherie der beobachteten Urlaubsorte widerspiegelt. Die Schwankungen bewegen sich zwischen -0,4% und -3,8%, bedingt durch die Charakteristiken und Lagen der Wohnimmobilien. In der Rangliste der 15 italienischen Urlaubsorte in den Bergen

mit den höchsten Preisen im Luxussegment steht Cortina d’Ampezzo an 3. Stelle, während Südtirol mit 4 Orten in der Rangliste steht: Wolkenstein in Gröden (4. Platz), St. Ulrich in Gröden (5.), Corvara (6.) und Innichen (10.)

(Tab. 7). Die folgende Tabelle enthält die Daten über die Preise für Ferienwohnungen und Zweitwohnsitze in den wichtigsten Urlaubsorten von Südtirol und Venetien, Erhebung von Juli 2017. Die Mindest- und Höchstpreise sind durch den Zustand und die Lage der Immobilie bedingt.

Der Markt für exklusive Wohnimmobilien Bozen Standort und Marktentwicklung Die Stadt Bozen liegt in einer Senke, in der drei Täler aufeinandertreffen, nur 265 Meter über dem Meeresspiegel, und ist das wichtigste Zentrum von Alto Adige/Südtirol.

Bozen gilt als das Tor zu den Dolomiten, denn es liegt zwangsweise auf dem Weg zu einer der berühmtesten Bergketten der Welt – die Dolomiten –, die von der Unesco zum Weltnaturerbe erklärt wurden. Die Provinzhauptstadt Bozen besitzt das Format einer Großstadt, reich an kulturellen und architektonischen Sehenswürdigkeiten, Museen, Ausstellungen und Theatern.

Abgesehen von der Provinzhauptstadt sind in der Umgebung die am höchsten quotierten Wohnimmobilien in Eppan/Appiano, Kaltern/Caldaro, Ritten/Renon, St. Christina in Gröden/Santa Cristina di Valgardena, St. Ulrich in Gröden/Ortisei, Wolkenstein in Gröden/Selva di Val Gardena, Seis am Schlern /Siusi allo Sciliar und Kastelruth/Castelrotto.

Vom Standpunkt der Immobilien her gesehen kann das Gebiet von Bozen in drei Teile aufgeteilt werden, charakterisiert durch eine unterschiedliche Struktur und Entwicklung des Wohnimmobilienmarktes: Bolzano/ Bozen, Oltradige-Bassa Atesina/Überetsch–Unterland und Salto-Sciliar/Salten–Schlern (fig. 3).

Der Markt in der Stadt Bozen ist sehr lebhaft mit einem hohen Volumen an Transaktionen. Das historische Stadtzentrum und das Gebiet Gries-Quirein/Gries-San Quirino verzeichnen eine hohe Nachfrage, denn hier liegen die teuersten und schönsten Wohnungen.

In der Gegend von Oltradige-Bassa Atesina/Überetsch– Unterland wird in den letzten zwei Jahren eine wachsende Nachfrage nach den unterschiedlichsten Wohnimmobilien beobachtet, von Kleinstwohnungen bis zu exklusiven Villen. Die beliebtesten und meistgefragten Orte sind Appiano/Eppan, Caldaro/Kaltern und Cornaiano/Girlan.

In der Gegend von Salto-Sciliar/Salten–Schlern sind die beliebtesten Orte Collalbo/Klobenstein und Soprabolzano/ Oberbozen. Einen besonderen Platz nimmt der Markt im Grödnertal- Val Gardena ein, wo die Preise bemerkenswert hoch liegen, da das Angebot gering ist, und die Nachfrage sich im Luxussegment der exklusiven Winterwohnsitze bewegt.

Der Markt exklusiver Wohnimmobilien zieht italienische Käufer, vorwiegend lokaler Herkunft an, also aus der Provinz Bozen (50% der Transaktionen), die in eine Ferienwohnung oder einen Zweitwohnsitz für das Wochenende investieren möchten. Es folgt ein Teil von Käufern aus der Gegend von Trient oder aus anderen Regionen in Italien (12%), die an einer Ferienwohnung oder einer Geldanlage interessiert sind. Ausländische Käufer kommen vorwiegend aus Deutschland (20% der Gesamtzahl) und Österreich (8%), motiviert durch den Aspekt der Geldanlage und des jährlichen Ferienaufenthalts. In den letzten Jahren wird ein steigendes Interesse von Käufern aus anderen Ländern beobachtet, darunter Amerika und Großbritannien, deren Käufer Dachterrassenwohnungen oder Villen suchen. Das hohe Preisniveau in den Städten und Wintersportorten wendet sich an Käufer, die über erhebliche Kapitalien verfügen und keinen Zugang zu Bankkrediten brauchen – oder höchstens Finanzierungen beantragen, die durchschnittlich nicht über 35% des Immobilienwertes liegen, was die italienischen Käufer betrifft.

Folgende drei Immobilientypen werden am meisten gefragt: vor allem in der historischen Stadtmitte von Bozen und in anderen größeren Orten, Wohnungen zwischen 50 und 150 m²; außerhalb der Stadt werden größere Wohnungen verlangt, die normalerweise 80 m² überschreiten, mit Garten und mehreren Schlafzimmern, oder alleinstehende Häuser oder Lofts. Val Gardena wird vor allem nach Immobilien gefragt, die nahe an den Skiliften liegen und durchschnittlich mehr als 5 Millionen Euro kosten.

Das geringe Angebot kommt der oft anspruchsvollen Nachfrage nicht nach, die nach neuen oder renovierten Immobilien sucht. In den historischen Stadtmitten sind Neubauimmobilien besonders rar, aufgrund der strengen architektonischen Schutzvorschriften und der hohen Kosten. Obwohl das angebotene Besitztum häufig innen renoviert ist, weist es doch, technisch gesehen, überholte Strukturen auf. Außerhalb der Altstadt gibt es zahlreiche neue Wohnimmobilien, die sich in den Händen von Privatfamilien befinden, also nicht von bedeutenden Marktentwicklungen betroffen sind.

Immobilien in optimaler Lage lassen sich durchschnittlich innerhalb von etwa 5,5 Monaten verkaufen, die in guter Lage in etwa 8,5 Monaten, gegenüber den 12 Monaten, die der Verkauf von Immobilien in diskreter Lage erfordert.

Preisentwicklung Nach Engel & Völkers, verzeichnete der Markt von Luxusimmobilien in den letzten zwei Jahren einen Anstieg der Kaufnachfrage und der Vertragsabschlüsse, während das Angebot im Großen und Ganzen unverändert blieb.

Die Preise blieben in den letzten drei Jahren stabil. Die Preise der Neubauimmobilien in optimaler Lage bewegen sich zwischen 6.000 und 8.000 Euro/m², während die Preise für Bestandsimmobilien in bewohnbarem Zustand, ebenfalls in sehr guter Lage, bei 4.200-5.800 Euro/m² liegen.

Der im Durchschnitt eingeräumte Nachlass auf den Ausgangspreis richtet sich nach der Lage: Der Wert einer Wohnimmobilie sinkt nicht um mehr als 5% in optimaler Lage und schwankt zwischen 6% und 8% bei guter und diskreter Lage.

Unter den hochwertigen Charakteristiken erhöhen eine schöne Aussicht, ein Grundstück, Balkon oder Terrasse den Wert einer Immobilie um jeweils 10-12%. Auch eine Garage oder ein Parkplatz lässt den Immobilienwert bis zu 15-16% über den durchschnittlichen Marktpreis ansteigen.

Nach Engel & Völkers, stiegen die Spitzenpreise im Gebiet Bozen in den letzten zwei Jahren bis auf 9.000 Euro/m² für eine Immobilie in optimaler Lage und auf 5.500 Euro/m² in diskreter Lage.

Ausblick Für 2018 sieht Engel & Völkers für das Gebiet Bozen und Umgebung eine Steigerung der Vertragsabschlüsse voraus, bei unveränderten Preisen, sowohl für Immobilien in optimaler Position, als auch in guter und diskreter Lage.

Der Markt für exklusive Wohnimmobilien Meran Standort und Marktentwicklung Merano/Meran ist, mit 40 tausend Einwohnern, das dichtbesiedeltste Zentrum von Südtirol, nach der Provinzhauptstadt Bozen. Es liegt in einer Senke, im Schutz der hohen Gipfel der Dolomiten, hat ein mildes Klima und besitzt Naturschönheiten und architektonische Sehenswürdigkeiten, die es seit dem letzten Jahrhundert zu einer renommierten Thermalstation machten. Meran ist heute ein Kultur- und Einkaufszentrum, das jedes Jahr Millionen von Besuchern anzieht.

Der Markt für Wohnimmobilien teilt sich in drei Hauptzonen auf: Meran, das Gebiet der Val Venosta/Vinschgau und das Gebiet des Burgraviato/ Burggrafenamt (Abb. 3). Meran selbst teilt sich in Untermärkte auf, darunter die Altstadt, mit den berühmten Arkaden, das Musikerviertel, die Krankenhausgegend, die Bahnhofsgegend, die Ortschaften Quarazze/Gratsch und Lagundo/Algund, Maia Alta/Obermais und Maia Bassa/Untermais, mit den umliegenden Dörfern. Der größte Ort in der Gegend, nach Meran, ist das etwa 10 km weit entfernte Lana.

Unter den prominentesten Zonen, ist die Gegend von Maia Alta/Obermais am meisten gefragt. Sie ist exklusiv und angesehen, aufgrund der schönen landschaftlichen Ausblicke und der Qualität der Wohnimmobilien.

Daher registriert die Gegend eine hohe Anzahl an Vertragsabschlüssen. Das Gebiet von Maia Bassa/ Untermais besitzt dagegen die Eigenschaften eines Wohnviertels im Grünen mit vielen Jugendstil-Häusern und liegt näher an der Altstadt.

Die Nachfrage nach Kaufimmobilien betrifft sowohl lokale Käufer, als auch den Markt der Ferienimmobilien und Zweitwohnsitze. In Meran, wie in der ganzen

Provinz, sind 60% des städtischen Volumens an Neubauten den Einwohnern und am Ort Beschäftigten vorbehalten und nur 40% sind auf dem freien Immobilienmarkt erhältlich.

Mehr als 50% der Nachfrage kommt aus dem Ausland, 90% davon aus deutschsprachigen Ländern.

Die meisten Käufer sind Ehepaare mittleren Alters oder älter, Unternehmer oder Touristen, die sich mit der Gegend verbunden fühlen. Wohnungen in der Stadtmitte sind am meisten gefragt: Sie sind interessant als Geldanlage, erzielen einen zufriedenstellenden Ertrag, sind preislich erschwingbar und leichter zu verwalten als ein Einzelhaus. Eine weitere Art der Investition in dieser Gegend betrifft die Besitzer oder Immobilienentwickler, die große Immobilien erwerben, um sie für Fremdenverkehrszwecke zu renovieren.

Am meisten gefragt sind Wohnimmobilien bis zu 1 Million Euro, bevorzugt werden Dachwohnungen mit mehr als 100 m². Es folgen Einzelhäuser oder Villen, deren Wert normalerweise über 2 Millionen Euro liegt.

Weiterhin besteht eine Nachfrage nach Besitztümern von besonderem Interesse, wie Schlösser oder besondere Designer-Projekte.

Der Markt für Neubauimmobilien ist praktisch inexistent, aufgrund der beschränkten Genehmigungen für neue Konstruktionen und der hohen Anzahl der Immobilien von kulturhistorischem Interesse unter Denkmalschutz, was vor allem die Altstadt von Meran betrifft, die Zone der Arkaden und der Jugendstilgebäude. Das Angebot ist zwar reichhaltig, aber die Konstruktionen stammen meist aus den sechziger Jahren und sind für die Nachfrage uninteressant, die sich vorwiegend auf vollkommen renovierte Gebäude mit hoher Energieeffizienz (z.B.

Standard CasaClima/KlimaHaus), oder aber Immobilien von kulturhistorischem Interesse konzentriert.

Ein extrem liquider Markt besteht für Wohnimmobilien in optimaler Lage, da ein Besitztum im Spitzensegment in durchschnittlich 3 Monaten verkauft wird. Die Zeiten verlängern sich auf 7 Monate für Immobilien in guter Lage und auf 12 Monate bei diskreter Lage.

Preisentwicklung Der Markt für hochwertige Wohnimmobilien steigt an.

In den letzten zwei Jahren wurde eine Erhöhung des Angebots und der Nachfrage, sowie der Anzahl von Vertragsabschlüssen festgestellt. Den Angaben von Engel & Völkers nach, sind die Preise im Luxussegment über 5% pro Jahr gestiegen, was die durchschnittlichen Höchstpreise betrifft, mit Quotierungen für neue und renovierte Wohnimmobilien in optimaler Lage, die im zweiten Halbjahr 2017 durchschnittlich bis zu 4.200 Euro/m² erreichten. Der Preis für Bestandsimmobilien in bewohnbarem Zustand, ebenfalls in optimaler Lage, liegt durchschnittlich bei 3.100-4.350 Euro/m².

Der durchschnittlich eingeräumte Nachlass auf den Ausgangspreis variiert sehr stark je nach der Lage.

Der Preis von Immobilien in optimaler Lage bewegt sich kaum, und der Nachlass übersteigt selten 1,5 Prozent. Immobilien in weniger privilegierten Lagen können im Durchschnitt einen Preisnachlass von 5% bis 9% erzielen. Unter den Elementen dagegen, die eine Immobilie entscheidend aufwerten, ist ein Panoramablick, der den Preis durchschnittlich sogar um 25% erhöht, oder das Vorhandensein eines Grundstücks, eines Balkons oder einer Terrasse, was eine Erhöhung

bis zu 10% erlaubt. An letzter Stelle werten eine Garage oder ein Parkplatz die Immobilie um etwa 5% auf.

In den letzten 24 Monaten haben die in der Gegend erzielten Top-Preise 5 tausend Euro/m² für Immobilien in optimaler Lage erreicht, und 4.200 für Immobilien in guter Lage.

Ausblick Für 2018 sieht Engel & Völkers eine zahlenmäßige Steigerung der Vertragsabschlüsse voraus und eine Preiserhöhung für Wohnimmobilien in optimaler und guter Lage. Unveränderte Quotierungen werden für diskrete Lagen erwartet.

Der Markt für exklusive Wohnimmobilien Cortina d’Ampezzo Standort und Marktentwicklung Cortina d’Ampezzo, bekannt als die Perle der Dolomiten, eine kleine Gemeinde mit etwa 6 tausend Einwohnern, ist die Hauptstadt der Kulturregion Ladinien. Die Ampezzaner Dolomiten, die es umgeben, schenken dem Tal, in dem das Städtchen liegt, einen Naturkontext von einzigartiger Schönheit. Cortina ist ein renommierter Ferienort, im Winter und im Sommer, hat die Olympischen Spiele beherbergt und ist Schauplatz von international relevanten Sportereignissen im Alpin- und Wintersport.

Der Immobilienmarkt steht an dritter Stelle, was das Preisniveau im italienischen Panorama der Ferienorte in den Bergen angeht. Objekt einer Nachfrage im oberen Segment, wird der Markt schon immer durch das geringe Angebot hochgehalten, da es unmöglich ist, neue Immobilien zu konstruieren oder die Kubaturen der bereits vorhandenen Gebäude zu erhöhen, aufgrund der einschränkenden Bestimmungen über den Landschaftsschutz, die seit den siebziger Jahren gelten. Daher beschränkt sich der Immobilienmarkt der Neubauten (vollkommen renoviert) auf ein Minimum des vorgeschlagenen Angebots, zwischen 5 und 10%.

Die angebotenen Immobilien, meistens nicht renoviert, erregen nur schwer das Interesse einer anspruchsvollen Nachfrage mit hoher finanzieller Disponibilität: Von den etwa 400 Wohnimmobilien, die zum Verkauf angeboten werden, kann nur 15% als unmittelbar Interessant für die potentiellen Käufer angesehen werden. Der größte Teil der Wohnimmobilien stammt aus den sechziger Jahren und ist renovierungsbedürftig. Die meistgefragten Zonen oder Ortschaften sind Cianderies, Via Spiga, Via

Menardi und, in der Stadtmitte, Corso Italia. Immobilien in optimaler Lage werden durchschnittlich innerhalb von etwa 6 Monaten verkauft, die in guter Lage innerhalb von 12 Monaten, während Immobilien in wenig interessanter Lage bis zu 24 Monaten benötigen.

Die Vertragsabschlüsse nahmen in den vergangenen 24 Monaten zu. Die Nachfrage kommt fast ausschließlich von italienischen Käufern, die an einer Ferienwohnung und gleichzeitig einer guten Geldanlage interessiert sind.

Auch der Markt der Mietwohnungen, ausschließlich für Fremdenverkehrszwecke, ist durch die inländische Nachfrage bedingt.

Preisentwicklung Nach Engel & Völkers, verzeichneten die Preise im oberen Marktsegment in Cortina einen weiteren, jährlichen Rückgang von durchschnittlich etwa 5% für neue/renovierte, und von zirka 3% für nicht renovierte Wohnimmobilien. Die Preissenkung ist allerdings weniger intensiv als im Jahr zuvor. Die Quotierung der Neubauten oder vollkommen renovierten Wohnimmobilien in optimaler Lage bewegt sich zwischen 12.500 und 14.000

Euro/m², während die Preise für die nicht renovierten, ebenfalls in den besten Lagen, bei 9.500-12.000 Euro/m² liegen. Für nicht renovierte Wohnimmobilien in wenig interessanter Lage sinkt der Durchschnittspreis bis auf 6.500-8.500 Euro/m². Der durchschnittlich eingeräumte Nachlass auf den Ausgangspreis variiert zwischen 15 und 20%, unabhängig von der Lage. Eine schöne Aussicht dagegen trägt dazu bei, den Preis um mehr als 20% über den Durchschnittspreis zu erhöhen, während ein Grundstück, Balkon oder eine Terrasse den Preis um etwa 5% steigen lassen. Der Mangel an Garagen und Parkplätzen erhöht den Wert einer Wohnimmobilie um etwa 10%. Auch die Höhe der Etage wirkt sich um etwa 5% auf den Preis aus. In den letzten zwei Jahren erreichten die in der Gegend erzielten Top-Preise zirka 16.000 Euro/m² für Wohnimmobilien in optimaler Lage, und 12.000 Euro/m² für Lagen in der Peripherie, die wenig Interesse erwecken.

Ausblick Für 2018 sieht Engel & Völkers eine unveränderte Anzahl der Vertragsabschlüsse im oberen Segment voraus, begleitet von unveränderten Preisen für alle Immobilientypen, grundlegend unabhängig von der Lage.

Marktüberblick Schlussfolgerungen

Südtirol und Cortina d’Ampezzo gehören zu den renommiertesten, italienischen Ferienzielen im Sommer, wie im Winter. Die Schönheit der Landschaft, überragt von der majestätischen Kette der Dolomiten, mit einem hohen Niveau an Lebensqualität und Gastfreundlichkeit ziehen jedes Jahr Millionen von Besuchern für Sommer- und Winteraufenthalte an.

Der Wohnungsmarkt in Südtirol und Cortina verzeichnete in den letzten zwei Jahren eine Steigerung der Vertragsabschlüsse und der Nachfrage, auch für Besitztümer im oberen Marktsegment. 2017 blieben die Immobilienpreise im Gebiet Bozen grundlegend stabil, während in Meran eine Preissteigerung registriert wurde. Cortina registrierte 32

eine weitere Preissenkung, allerdings im Rahmen einer Marktsituation, die den Ort in Venetien auf dem vierten Platz in der Rangliste der italienischen Ferienorte in den Bergen sieht, was die Spitzenpreise angeht. Die Käufer kommen vorwiegend aus Italien, aber eine bedeutender Teil der Nachfrage kommt aus Deutschland und Österreich, vor allem für Meran und Bozen.

Für 2018, wird in Südtirol eine Steigerung der Vertragsabschlüsse erwartet. Für Meran rechnet man mit einer Preissteigerung, die dagegen für Bozen unverändert bleiben soll. In Cortina ist ein stabiles Volumen der Transaktionen, begleitet von stationären Preisen, vorgesehen.

The residential real estate market A positive trend in South Tyrol’s economy Over the last ten years, the economy of the Province of Bolzano reported a good performance, with a GDP increase of 7.9% between 2007 and 2015, on the other side of the spectrum if compared with North East’s -5.5%

Non-financial private sector’s loans have increased over the last year and at the same time, credit quality improved both for households and companies.

In 2017, local economy displayed yet another dynamic growth concerning all sectors and driven by the foreign demand and tourism, thus continuing the trend of the last four years. The number of people employed increased, especially in construction and tourism services. More specifically, South Tyrol recorded a boom of arrivals and tourist presence, with 7,3 and 32,4 million respectively. In January 2018 both arrivals and tourist presence have further grown up by 4,5% and 5,1% yearly respectively.

Companies’ economic and financial situation recorded a further improvement, too. Industrial activity benefited from the increase in exports, including also minor sectors and new geographic destinations. In particular, activities grew in the construction sector.

The new expansions in tourist presence had a positive impact mainly on the service sector and the commercial

Household consumption kept increasing after its recovery two years before, mainly because of current enhanced revenue prospects and favourable lending conditions.

If compared to the national average, households from South Tyrol show higher levels of consumption and a better assessment of their own economic situation, having accrued more real and financial wealth.

These positive conditions brought about a wider access to the credit market, especially in the component relating to loans for housing purposes. As a matter of fact, the loan demand kept increasing while, on the supply’s hand, the conditions governing access to credit remained eased.

House sales thus confirmed the growth trend already highlighted at the end of 2016 with 6,700 sales, which increased by 16.5% on an annual basis. According to Istat’s most recent data, by Q3 2017, 4.281 house sales have been carried out (-7,6% yoy) (Fig. 1).

Real estate financing In line with the aforementioned trend, on a national level, the expansion of loans granted by banks or other financial corporations to South Tyrol’s households in 2017 has slowed down by 7% on an annual basis (Tab. 2). However, the consumer credit recorded an increase (+3.2%), driven by moderate interest rates and by the further overall improvement of the economic situation for households.

The total loan granted to households for home mortgages - with final balance for the year 2017 - settled on the good result of 516 million euro, down by 8.4% on an

annual basis (Figure 2). The incidence of subrogation and replacement operations remained relatively limited (13.9% of total loans at the end of the first quarter).

The residential real estate market Price trends Overall, the recovery of real estate market’s values continued. According to Bank of Italy data, after a slight downturn between 2012 and 2015, in 2016 prices have been rising again by 1.5% in South Tyrol.

In 2017 H2 the average prices of residential properties in Bolzano and Merano rose. In Bolzano, annual changes in average prices amount to +1,7% for new/renovated properties and to +1.9% for used ones. Indeed, in semicentral areas, prices increased by 2% for both type of properties. In Merano, on the other hand, the price for new/renovated properties and that of used ones grew by 1.8-1.9%.

Among the touristic resorts of the Dolomites, another city

stands out: Cortina d’Ampezzo. Geographically located outside of South Tyrol, it represents the third mountain centre as regards price levels in the national touristic market after Madonna di Campiglio and Courmayer.

In recent years, Cortina has been showing fairly stable average prices after the substantial growth of 2007 (+9%) and of the previous years and the alternating phases with slightly decreasing rates between 2009 and 2013.

Second home touristic market The second home touristic market’s recovery is consolidating slowly but surely. The sales increase concerned mainly mountain centres (+23.5%), preceding

seaside (+19.9%) and lakeside ones (+15.2%).

As for the real estate market as a whole, the sales growth has not been able to trigger a prices growth. The average price for a touristic home in Italy is €2,285 per sqm, with an average of -2.5% per year which summarizes the trend of prime, central and peripheral markets in each touristic mountain resort. The range goes from -0.4% to -3.8% according to features and location of the properties.

In the ranking of the 15 Italian mountain centres with

higher prices in the prime market, Cortina d’Ampezzo is in the 3rd position, while South Tyrol’s centres comprised in the list are: Selva di Val Gardena (4th position), Ortisei (5th), Corvara (6th) and San Candido (10th) (Tab. 7).

The table below shows the prices for holiday homes in South Tyrol and Veneto’s main touristic centres, as recorded in July 2017. Properties’ minimum and maximum prices are listed per maintenance condition and location.

Prime housing market Bolzano Location and market Set in a basin where three valleys meet and at only 265 metres above sea level, Bolzano is the main centre of South Tyrol/Südtirol. Also known as the Door to the Dolomites, it is a required step to reach one of the most famous mountain ranges in the World, the Dolomites, declared world heritage site by Unesco. Capital city of its province, Bolzano ranks as a major urban centre, rich in cultural and architectural beauties, museums, exhibitions and theatre.

Other than the capital city, the areas with higher real estate values are Eppan-Appiano, Kaltern-Caldaro, Ritten-Renon, St. Christina in Gröden-Santa Cristina di Valgardena and St. Ulrich in Gröden-Ortisei, Wolkenstein in Gröden-Selva di Val Gardena, Seis am Schlern -Siusi allo Sciliar and Kastelruth-Castelrotto.

From a real estate point of view, Bolzano’s area can be divided into three sections, characterized by different structures and performances as far as the real estate market is concerned: Bolzano/Bozen, Oltradige-Bassa Atesina/Überetsch–Unterland and Salto-Sciliar/Salten– Schlern (see Fig. 3).

Bolzano’s market is extremely active, with a high sales volume. The historical part of town and the GriesQuirein/Gries-San Quirino areas are recording high demand, given that the most prestigious and peculiar flats can be found here.

In Oltradige-Bassa Atesina/Überetsch–Unterland, over the last few years, there has been a growth in demand, with a great variety of preferred properties, from small flats to the most exclusive villas. The most popular and

lively locations are Appiano/Eppan, Caldaro/Kaltern and Cornaiano/Girlan.

In Salto-Sciliar/Salten–Schlern area, the most popular locations are Collalbo/Klobenstein and Soprabolzano/ Oberbozen. A special status is detained by Val Gardena’s market, where sales prices are significantly high if compared to the lack of high-rank supply and demand for exclusive winter homes.

The prime residential market mainly attracts local Italian buyers – that is, originating from the Province of Bolzano (50% of sales) – interested in investing into a second home for the weekends. The second bigger quota is made up of buyers from Trentino and other Italian regions (12%), interested in a holiday house or in an investment. Foreign buyers are mainly German (20% of total) and Austrian (8%), and are either driven by investment purposes or year-round holidays. Over the last few months, an increase in interest from new nationalities such as American and British, has been recorded, focusing on penthouse flats or villas. The high sales prices in cities and ski resort attracts buyers with significant capital availability that do not require any bank loan – or that require financing for not more than 35% of the property’s value, as far as national buyers are concerned.

The types of properties requested by the demand are three: especially in Bolzano’s historical centre and in other major centres, apartments going from 50 to 150 sqm; outside of cities, more spacious properties are sought after, usually exceeding 80 sqm, with a garden and various bedrooms, or independent houses and lofts.

In Val Gardena, the most coveted properties are near skiing facilities and are worth on average more than €5 million.

The lack of supply cannot completely fulfil the demand, which is often very hard to please and on the hunt for new or renovated properties. Within historical centres, new assets are rather scarce due to the many architectural restrictions and the high costs. Despite the offered supply is usually renovated on the inside, it still features obsolete technical equipment. Outside of the historical centres, a large amount of recent residential properties can be found, owned by private families and lacking any interesting development.

Prices According to Engel & Völkers, over the last two years, the prime market showed an increase in purchase demand and sales volume, while supply remained overall stationary. Sales prices have remained stable throughout the last three years (2015-2017). In 2017, the value of new properties in excellent locations ranges from €6,000-8,000 per sqm, whereas used but habitable ones, even in prime locations, cost €4.200-5.800 per sqm.

The average discount on the initial price varies according to the location: the property’s value does not decrease more than 5% in excellent locations, varying from 6% to 8% for good and discreet ones.

Among the prime features, a panoramic view or the presence of a plot of land, a balcony or a terrace, increase the value of the property by 10-12% respectively.

Furthermore, a garage or a parking space can add up to a significant 15-16% increase on the value.

According to Engel & Völkers, over the last two years, the top prices recorded in Bolzano reached as much as €9,000 per sqm for excellent-location properties and €5,500 per sqm for discreet ones.

Outlook As far as 2018 is concerned, Engel & Völkers foresees an increase in sales linked with stationary prices in Bolzano’s area, both for properties in excellent locations and for good/discreet ones.

Prime housing market Merano Location and market Merano/Meran, with its 40,000 inhabitants, is the most densely populated centre of South Tyrol after its capital city, Bolzano. Lying in a basin protected by the high peaks of the Dolomites, it features a mild climate and natural and architectural beauties which helped turn it into a renowned touristic and thermal station ever since the 20th century. Merano is today a cultural and shopping centre attracting millions of visitors every year.

The real estate market is divided into three main sectors: Merano, the Val Venosta area and the Brugraviato area (Fig. 3). Merano is in turn divided into various sub-markets such as the historical centre with the famous Portici, the Musikerviertel (the Musician’s Neighbourhood), the hospital area, the train station’s, Quarazze/Gratsch and Lagundo/Algund, Maia Alta/Obermais and Maia Bassa/ Untermais, and all the surrounding villages. The second biggest centre after Merano is Lana, about 10 km away.

Among the prime areas, Maia Alta/Obermais is the most coveted one for its exclusivity and prestige represented by the panoramic views and the quality of its properties.

For this reason, the area is subject to many sales. The Maia Bassa/Untermais area, on the other hand, is a residential neighbourhood with many green spaces and Art Nouveau (Jugendstil) properties, also more close to the historical centre.

Sales are driven both by local buyers and by those interested in acquiring a second home. As in the rest of the South Tyrol area, in Merano, by law, 60% of new properties can be used only by local residents, while 40% is available to the free market. More than 50% of the demand is from international players, 90% of whom are

German-speaking. The main buyers’ profile is middleaged couples or older, entrepreneurs or tourists that feel a connection to the place. The apartments in the city centre are the most sought-after: they’re interesting as an investment with satisfactory profits, are more accessible as far as prices are concerned and are less demanding than an independent house when it comes to administrate them. Another form of investment on the territory is performed by owners and developers who purchase big properties that need renovations for touristic hospitality.

The most sought-after properties are apartments which can cost up to €1 million, with preference for penthouses with more than 100 sqm. The second most-coveted properties are independent houses or villas, which are sold usually for more than €2 million. There is also a demand for peculiar properties such as castles and designers houses.

The market of new properties is almost non-existent due to the current restrictions on new buildings and the quantity of properties of historical interest that are being preserved, especially in the historical centre of Merano in the Portici area and for all Art Nouveau buildings. The offered supply is consitent, but being mainly from the 60s, it does not meet the interest of the demand, which is looking for higly energy-efficient buildings (e.g.

CasaClima/KlimaHaus standard) either fully renovated or historical.

As far as properties in excellent position are concerned, the market is extremely liquid given that a prime property is sold on average in 3 months. The wait is longer for those in good (7 months) and discreet positions (12 months).

Prices The prime real estate market is growing. Over the last two years, there has been an increase in supply, demand and sales volumes. According to Engel & Völkers data, prime market prices recorded a 10% increase per year for maximum average prices, with new and renovated properties in excellent position reaching up to €4,400 per sqm on average in 2017 H2. The price of used but habitable houses, even if in excellent position, usually amounts to €3,100-4,350 per sqm.

The average discount on the initial price during negotiations varies greatly according to the position of the property. When the property is in excellent position, the price is extremely rigid and the discount never goes below 1.5%. Other properties in good or discreet positions can reach an average discount of 5-9%. Conversely, a panoramic view or the presence of a plot of land, balcony and terrace can increase the value of the property by 25% and 10% respectively. Garages and parking spaces, on the other hand, can represent a +5% approximately.

Over the last 24 months, the top prices recorded in the area reached €5,000 per sqm for properties in excellent positions and €4,200 for those in good positions.

Outlook As far as 2018 is concerned, Engel & Völkers foresees a general rise in sales, accompanied by a price increase for excellent and good-position properties. Discreet-position properties, on the other hand, shall record stationary prices.

Prime housing market Cortina d’Ampezzo Location and market Also known as the Pearl of the Dolomites, Cortina d’Ampezzo, a small municipality of about 6,000 inhabitants, is the capital city of the Cultural Region of Ladinia. The Ampezzan Dolomites add to the valley in which the city is located a naturalistic context of incomparable beauty. Renowned touristic location both in the winter and the summer, Cortina hosted the Olympic Winter Games and is a stage for many international sport events related to the mountain and winter.

The real estate market is the third as regards price levels in the national market of mountain locations. A very coveted destination for high-class demand, its market is historically supported by a lack of supply due to the impossibility to build new properties or increase existing volumes, in accordance with the urban restrictions introduced ever since the end of the 70s. For this reason, the market of new properties (fully renovated) can be quantified in a minimum part of the offered supply, that is, 5-10% of it.

The properties supplied, mostly non-renovated, seldom arouse the interest of a very hard-to-please demand with a great spending ability: of the about 400 properties on sale, only 15% is of immediate interest for its potential buyers. Most of the residential properties date back to the 70s and need to be renovated. The most coveted areas and locations are Cianderies, Via Spiga, Via Menardi and, in the centre, Corso Italia. Properties in excellent positions can be sold on the market in about 6 months, those in good positions in 12 months and those in discreet

positions may require up to 24 months.

Sales increased over the last 24 months. The purchase demand was almost exclusively made up of Italian buyers interested in a second home for their holidays which would also make for a solid investment. Moreover, rent, exclusively for tourism, only concerns the national demand.

Apartments of 100-120 sqm with three bedrooms, 2-3 bathrooms, panoramic view and a luxurious building are the most requested type of prime properties, followed by apartments to be renovated but with a good exploitation potential. The presence of a garage or a parking space is a must. The best locations are next to the city centre and away from traffic ways.

Prices According to Engel & Völkers, prime market’s prices in Cortina recorded a further annual decrease in 2017 of about 5% for new/renovated properties and of about 3% for non-renovated ones. The decrease, however, is still lower and less intense than the previous year.

The price of new or renovated properties in excellent positions ranges between €12,500-14,000 sqm, while non-renovated houses’, still in excellent positions, ranges between €6,500-8,500 sqm.

The average discount on the initial price varies between 15-20%, regardless of the location. However, the presence of a panoramic view contributes to increase the value of the property by more than 20% of the average price, whilst a plot of land, a balcony or a terrace boost the price

by 5%. Given their scarcity, garages and parking spaces increase the price by about 10%. The floor at which the apartment is also plays a part in the value of the asset, usually by 5%.

Over the last two years, the top prices recorded in the area equal to €16,000 per sqm for properties in excellent positions and €12,000 per sqm for those in peripheral positions.

Outlook As far as 2018 is concerned, Engel & Völkers foresees stationary sales volumes for prime properties and stationary prices for all types of assets, substantially regardless of the location.

The market at a glance Conclusions

South Tyrol and Cortina d’Ampezzo are two of the most renowned touristic destinations in Italy, both in summer and in winter. The beauty of the landscape, dominated by the grandiose mountain range of the Dolomites, and the high living and hosting standards summon every year millions of visitors all year round.

South Tyrol and Cortina’s residential markets recorded an increase in sales and demand over the last two years, also for prime properties. In 2017, property prices have been substantially stable in Bolzano’s Area, while growing trend 46

can be seen in Merano. Cortina is undergoing yet another downturn, but within a market frame that sees the Venetian city as third mountain centre as regards price levels in the national touristic market. Buyers are mainly Italian, with a significant percentage of the demand coming from Germany and Austria, especially in Merano and Bolzano.

For 2018, an increase in sales is foreseen for South Tyrol.

In Merano, prices should soar, while in Bolzano they should remain stationary. For Cortina, stable sales volumes and stationary prices are expected.
