DAN WISCOMBE Infrastructure MD Infrastructure is changing at pace, and Enable is right at the heart of that change. I am delighted to welcome you to the second edition of Enable Echo, our half-yearly update celebrating the work, partnerships and people helping shape our business and the communities we serve. Over the past few months, we have continued to build real momentum across the business. From critical upgrades on the UK’s rail and energy networks to growing capability in new and emerging sectors, our teams have once again shown what is possible when expertise and commitment come together. This edition highlights the breadth of Enable’s work and the impact we are making across the infrastructure
Most importantly, you will also read about the people behind our progress. From colleagues helping establish Enable’s presence in Scotland to the teams developing future leaders through our Leadership Lab programme, these stories reflect the ambition, talent and culture that underpin our growth. I am especially proud of the social value we are creating beyond project delivery. This edition brings that commitment to life through our continued support for Waterfront UTC at Halewick, our volunteering activity, and the wider impact recognised through verified Social Value reporting. These highlights show that our work is not only about delivering infrastructure, but about creating opportunities, supporting communities and leaving a lasting legacy. As Enable grows, so too does the scale and diversity of the opportunities ahead of us. Our strategy is clear: to strengthen our position across power, energy, rail and wider infrastructure markets while staying true to the principles that define us: safe delivery, practical solutions, strong partnerships and a commitment to doing things properly.

EXCITING PARTNERSHIP WITH BLOOM
Leadership Lab, our in-house, five-module leadership development programme, is up and running. It is designed to build confident, capable leaders aligned to our culture and business priorities. The programme uses experiential, real-world learning and covers topics, like motivating teams, leading change, coaching and inclusive leadership, enabling leaders to practise, receive feedback, and apply their skills immediately in role. Between modules, participants benefit from coaching sessions with an internal coach, supporting reflection, application, and sustained behaviour change. Enable has been shortlisted for the Training Excellence Award at the Construction News Awards 2026. This recognition reflects the significant progress we’ve made in transforming how learning happens across our business - embedding development into everyday work, designing innovative programmes with and for our people, and building the capability needed for the future.
Enable is pleased to have become an approved installation partner for Bloom Energy in the UK, marking an important step in the business’s continued growth in the energy sector. The appointment follows around 18 months of close collaboration and reflects a shared focus on bringing practical power solutions to market.
VOLUNTEERING IN WEST SUSSEX
VOLUNTEERING IN WEST SUSSEX In early April, colleagues from across Enable took part in a volunteering day in West Sussex, delivered in partnership with West Sussex County Council. Set in the same area as Enable’s ongoing works at Halewick Lane, the day offered a chance to make a practical contribution to the local community beyond the project boundary. The team spent the day helping improve a community garden through a range of hands-on tasks, including repositioning heavy planter pots, repainting a shed, excavating a new pond area, building bug hotels, planting saplings, clearing waste, and donating materials for future use. While straightforward in nature, the work will have a lasting impact. The garden supports local food banks across Lancing and Sompting, meaning the benefits of the day will continue to be felt well beyond the event itself.

It was a good example of how local partnership, practical effort, and a willingness to get stuck in can create real value in the communities where Enable is working.
At a time when many organisations are facing grid constraints, long connection queues and increasing pressure on resilience, Bloom Energy’s solid oxide fuel cell technology offers a compelling alternative. Already deployed widely across the United States and other international markets, Bloom Energy Servers are supporting sectors including data centres, healthcare, manufacturing and food and beverage. In the right circumstances, the technology can help customers get a reliable power solution up and running within around nine months. With early opportunities now beginning to take shape, Enable is looking forward to delivering its first Bloom Energy project. In the coming months, members of the team will also travel Stateside for installer training, further strengthening Enable’s readiness to support customers looking for practical alternatives where grid connectivity remains a challenge. PROJECT ROUNDUP BRISTOL TEMPLE MEADS ENABLE POWER SYSTEMS | NETWORK RAIL Following nearly two years on site, Enable Power Systems recently completed its works at Bristol Temple Meads as part of Network Rail’s electrification programme. The project has involved high voltage upgrades across six substations on the Bristol Temple Meads HV network. Careful coordination and sustained delivery performance have enabled the team to bring key assets into service, strengthening network resilience and supporting increased capacity at this critical transport hub.
DOCKLANDS LIGHT RAILWAY ENABLE POWER SYSTEMS | DLR PROGRAMME Enable is now moving through the final stages of its DLR upgrade programme, with completion expected later this year. Delivered for Transport for London and MTR, the works have included both HV and LV upgrades within substations across the network, including the removal, installation, and commissioning of switchboards, transformers, and rectifiers at multiple DLR sites. Working within operational railway environments, the team has maintained safe delivery while improving network performance and reliability.
GRIDSERVE PORTFOLIO ENABLE ENERGY CONNECTIONS | GRIDSERVE Over the past six months, Enable Energy Connections has delivered strong progress across the GRIDSERVE portfolio, supporting the rollout of EV and HGV charging infrastructure nationwide. The works have included civils, installation, and grid connections across a range of live and operational sites the length of the country. Delivered in partnership with GRIDSERVE, the programme is helping accelerate the UK’s transition to electric transport, with Enable bringing a coordinated and delivery-focused approach throughout.

PROJECT ROUNDUP CONTINUED SELHURST ENABLE POWER SYSTEMS | ENABLE DESIGN | NETWORK RAIL Works at Selhurst have now commenced, with Enable Power Systems delivering traction power upgrades for Network Rail. The project will progress across the year within a busy depot environment, requiring careful planning and integration with ongoing operations. Early mobilisation has established the site and delivery approach, with works now moving into the next phase of construction.
APSLEY ACCESS FOR ALL ENABLE INFRASTRUCTURE | CIVILS | NETWORK RAIL Enable is approaching the final stages of delivery at Apsley, with completion of its main scope of works expected in the coming months. Delivered for Taziker as part of the Network Rail AFA programme, the scheme has involved civils and temporary works within a constrained rail corridor. Strong collaboration between Enable Design and Infrastructure teams has ensured solutions are practical and buildable, supporting consistent progress through the closing phases of the project.
SHARNBROOK ENABLE INFRASTRUCTURE | NATIONAL GRID ELECTRICITY DISTRIBUTION Works at Sharnbrook are progressing steadily, with the current phase scheduled through the summer. Delivered for National Grid Electricity Distribution, the scheme forms the first part of a wider programme of work and represents an important step in establishing Enable’s role within the NGED portfolio. Phase 3 is due to begin in late summer, continuing delivery through to autumn as the project builds momentum.
M40 ENABLE INFRASTRUCTURE | HIGHWAYS INFRASTRUCTURE Delivery along the M40 corridor is now underway, with bridge repair works progressing throughout the year within a live highways environment. The project presents a different set of challenges, from traffic management to constrained access and sequencing. Through careful planning and coordination, Enable is establishing a controlled and efficient delivery approach, further strengthening its capability in highways infrastructure.
HALEWICK BESS ENABLE ENERGY CONNECTIONS | WEST SUSSEX COUNCIL Good progress continues at Halewick, where Enable is delivering a major battery energy storage scheme. The site is fully established, with installation of the earthing mat underway and early civils progressing to plan. Foundation pours for key equipment are now also in progress, marking a critical step in the build sequence. Over the coming weeks, works will focus on completing cable pulling to the BESS compound, followed by installation of the auxiliary transformer and switchroom as the project moves into its next phase.

PROJECT SPOTLIGHT LOUGHBOROUGH JUNCTION | NETWORK RAIL Delivering in Constraint, Maintaining Control, and Getting It Built
Completed within the past six months, Loughborough Junction stands as a strong example of Enable’s ability to deliver complex rail infrastructure under pressure in constrained environs. Delivered for Octavius Infrastructure on behalf of Network Rail, the project required the integration of civils and power works within a tight urban rail environment. The renewal of the substation included installation of new DC switchboards, the integration of NSCD functionality, and upgrades to control and auxiliary systems, all within a live operational corridor. From the outset, design, engineering, and site teams worked closely to ensure solutions were aligned from the earliest stages. This allowed risks to be identified and addressed before they could impact delivery, shaping outputs that were both technically robust and fully buildable within site boundaries. The physical environment presented a constant challenge, with limited space, restrictive working windows, and logistics requiring careful coordination at every stage. With the substation located beneath operational rail infrastructure, all activity had to be sequenced around both access limitations and live interfaces. The team responded by breaking the works into clearly defined stages, allowing progress to be maintained without introducing unnecessary complexity or risk. This approach enabled significant elements of the scheme, including cable containment, infrastructure preparation, and equipment installation, to be delivered ahead of the main blockade. During the possession, critical
activities were undertaken, including the disconnection of existing systems, removal of legacy equipment (including asbestos-affected panels), installation of new 1000mm² traction cabling, and completion of terminations and commissioning.
COMMUNICATION PLAYED A CRITICAL ROLE THROUGHOUT, WITH ENGAGEMENT BETWEEN DESIGN, DELIVERY, AND STAKEHOLDER TEAMS ENSURING THAT ISSUES WERE IDENTIFIED EARLY AND RESOLVED QUICKLY. - JAMES MELODY PROJECT MANAGER
At the heart of the project was the installation of three new DC switchboards and the integration of NSCD functionality, controlled via Local Control Panels located in a dedicated compound. This was supported by the replacement of the legacy RTU with a modern system, improving control, indication, and alarm capability across the substation. In parallel, the introduction of a new steel-framed mezzanine with GRP flooring created an improved working environment for ongoing maintenance. Communication played a critical role throughout, with engagement between
design, delivery, and stakeholder teams ensuring that issues were identified early and resolved quickly. This approach allowed the programme to remain stable as conditions evolved. Safety remained central to the delivery. Working alongside live rail infrastructure requires disciplined planning, clear controls, and a consistent approach on site. By maintaining these standards, the team was able to deliver works safely while sustaining momentum across the programme. As the project progressed, the benefits of the integrated delivery model came to bear. Civils and power elements were delivered in tandem, reducing interface risks and ensuring a smoother transition between installation, testing, and commissioning. Now complete, Loughborough Junction provides infrastructure that supports improved reliability and performance across the network. More importantly, it demonstrates a way of working that is core to Enable’s approach. When engineering expertise is combined with practical delivery insight and strong collaboration, the result is infrastructure that performs as intended. This project reinforces Enable’s position as a trusted delivery partner, capable of working within complex operational settings while maintaining control of programme, quality, and safety. Loughborough Junction is not defined by any single element of the works, but by how those elements were brought together, planned, and delivered. In a constrained environment, with limited margin for error, that coordination is what ultimately drives success.

SOCIAL VALUE WATERFRONT UTC VISITS HALEWICK This spring, students from Waterfront University Technical College (UTC) were given the opportunity to step onto one of Enable’s live projects and see first-hand how major energy infrastructure is delivered in practice. Hosted by the team at Halewick Lane BESS Project in West Sussex, the visit offered a valuable introduction to the scale, complexity, and coordination involved in delivering a battery energy storage scheme. After a site induction, students were taken on a guided tour of the project, with the team using technical drawings and live works to bring the scheme to life. It gave them a clearer picture of how design, planning, engineering, and delivery come together on site, and how each stage plays a part in moving a project forward. One of the highlights of the day was a session led by project manager, Mark Chance, who shared his insight into the challenges and considerations involved in building and maintaining BESS sites across the UK. Students also took part in a hazard identification exercise, helping them understand the responsibilities, risks, and standards that shape work in a live construction environment. Visits like this strengthen Enable’s ongoing relationship with Waterfront UTC by giving young people meaningful exposure to the industry and a clearer understanding of the opportunities it can offer. By opening up our projects, we help bridge the gap between education and work, while giving students a practical insight into what infrastructure delivery looks like on site.

COLLEAGUE FOCUS Welcome from Lee Hollywood, Regional Manager - Scotland
I joined Enable Infrastructure just six months ago, but it already feels like we’ve achieved a great deal in a very short space of time. From the outset, my focus has been on establishing Scotland as a meaningful regional footprint for the business and positioning Enable where the real opportunity lies as we look ahead
works. We have already established important relationships with one of the main network operators for Transport Scotland, opening the door to a pipeline of targeted, well-aligned opportunities. In parallel, we are keen to engage with Scotland’s local authorities, recognising the vital role they play in infrastructure
to securing work, but more importantly with a clear focus on what comes next. Just considering our relationship set with Balfour Beatty alone, this is a five-year programme of PRI works in the north-east of Scotland, with the potential to add significant turnover and firmly anchor Enable where we want to be. This
to the 2030 investment programmes and, ultimately, Scotland’s Net Zero target by 2045. Scotland is acutely important to me, not just as a single market but as a genuinely diverse one. While there is a clear and deliberate intent to pursue the Power and Energy sectors, our approach is very much about diversification and strategic spread. We are being mindful to position Enable across sectors that offer sustainable, long-term opportunity, rather than focusing on a single lane.

At this stage, it is important that our discussions remain grounded in tangible opportunities. Continuous tracking of opportunities and workflows is critical to ensuring we are positioning ourselves effectively.
Within Power and Energy, we are building strong foundations through our relationship with a key Tier 1 partner in Balfour Beatty, alongside a small number of other targeted relationships. In parallel, we are making positive and proactive overtures directly with end users such as SP Energy Networks and SSE. This is where Enable’s niche offering really comes into its own. Our position as an ICP and NERS-accredited contractor sets us apart from sole civils or electrical contractors, allowing us to offer a more integrated solution that aligns well with how our clients are delivering their long-term programmes. We are already on this path, having been awarded a place as one of two contractors on the SHEPD (Scottish Hydro Electric Power Distribution) Transformer Bund framework. We now keenly await the first tranche of sites to be released under this D&B contract. Alongside Power and Energy, Highways presents a key opportunity in Scotland, particularly around bridge refurbishment and structures-led
A big part of our approach has been taking the time to engage, listen and properly understand the delivery strategies of our key targets. This is not a one-off exercise, it is a live and ongoing process, and one I have always found pivotal when establishing a business within a new region. I firmly believe this measured and informed approach will stand us in strong stead as we continue to grow our presence in Scotland. A recent highlight was attending the All-Energy Conference in Glasgow and spending time walking the event with colleagues from Balfour Beatty Power T&D. It was a great opportunity to reconnect, strengthen relationships and see first-hand the scale of ambition across the sector. The conversations reinforced just how important it is for Enable to be visible, credible and ready to support the energy transition at pace. Commercially, momentum is now building. We are nearing contract award on a significant package of Enabling Works as part of the PRI works for Balfour Beatty on the SSE ASTI framework. These works will be delivered in the Dundee area and, significantly, represent the first enabling works on the ground for both Balfour Beatty and SSE on this ASTI route. As a result, all eyes will be on us, and we need to perform accordingly. The opportunity that follows is substantial. We have moved quickly to position ourselves in Scotland, initially with a view
For my part, my own background underpins much of this approach. I spent the first 15 years of my career working within a Tier 1 environment at Morgan Sindall, gaining experience across a broad range of sectors including Power, Rail, Aviation, Highways, Water and General Civils. More recently, I’ve spent the last five years working with contractors operating at the tier below, including Barhale and AmcoGiffen. That combination of experience, across different sectors and delivery models has given me a balanced view of what clients need, how supply chains operate and, crucially, how to position a business for sustainable growth within a new regional market. I’m very aware that the next six months are set to be even busier as we now move into the next phase where we balance delivery with work winning. To make the most of the opportunity ahead, we will need the continued support of the wider business, alongside strong integration into local markets and supply chains. The foundations are firmly in place and, with the right backing, I’m confident we can ensure Enable prospers in Scotland.
