close to retirement, vet steps up to serve in afghanistan

One can never say Dale Putman hasn’t done his best to serve his country.

Putman, of Emporia, regretted not being able to go overseas during the Vietnam war. His solution, at age 60, was to volunteer for a tour in Afghanistan with the Army National Guard.

“The reason I volunteered was, back in 68 and 69 I was mobilized for Vietnam, and I did not go to Vietnam,” said Putman, who retired in March with the rank of Command Sergeant Major. “It kind of bothered me. You had all your buddies go over there and I stayed back here and it just kind of ate on me. So I had an opportunity to do this to finish out my career and I decided to go to Afghanistan.”

During his year overseas, Putman helped to train security forces of a battalion of the Afghan National Army. The purpose of those forces are to protect Afghan President Hamid Karzai.

“Those soldiers we mentored, they would go out into the provinces to secure the area, then the president would come out and do his talk and visit and everything, and then he would leave and we’d pack up and go home,” Putman said.

The success of Putman’s mission, he said, is obvious in the fact that Karzai is still alive. He also returned home confident that what he was doing over there is the right thing. Further evidence are the changes that have been taking place in the country, such as girls being able to go to school.

“The people of Afghanistan, to give them an opportunity to see what the free world is like,” he said of his mission of training security forces. “We want to help them better benefit themselves. We can’t stay over there to help them keep fighting for their freedom. They have to be able to do it themselves.”

Another positive development in the country is the emergence of more private businesses. “Before, it was all family-owned,” he said. “It was good to see a few more individual businesses come up for the local people” During the tour, Putman and his team worked six days a week — every day except Friday, which for the Afghan people is like Sunday is here, Putman said. For their day-to-day missions the team would go to the palace for their mentoring duties. They also had classes and some-

Distinguished veteran, policy builder is featured Veteran’s Day guest

As a former veteran, commander, deputy assistant secretary of defense, defense attaché and current cyber security expert, Steve Bucci is prepared to impart a lot of knowledge and stories on a diverse set of audiences.

Bucci is the featured speaker at several events during Emporia’s “All Veterans Tribute” celebration Nov. 9-11.

Bucci said Veteran’s Day is a chance to salute other veterans. He said some veterans tend to downplay what they’ve accomplished.

“I’ve met veterans that have done some heroic or amazing things,” he said. “And they always tell me they were just doing their job. That is total nonsense. They are real heroes.”

When asked what the day means to him, Bucci said it’s a chance to honor troops that have served and reflect on the ones who never made it back home.

“Although it’s not Memorial Day, I think part of Veteran’s Day is to think about the veterans not standing with

us,” he said.

Bucci served in the 82nd Airborne and the 5th and 7th Special Forces. As commander of the 3d Battalion of the 5th Special Forces, he led deployments to eastern Africa, the Persian Gulf and south Asia.

Bucci graduated from the U.S. Army War College, the Hellenic Army War

He was military assistant to the Secretary of Defense Donald H. Rumsfeld from 2001 to 2005. Bucci led a team of 25 US military experts to Baghdad to directly assist the Coalition Provisional Authority.

In 2005 he became the Deputy Assistant Secretary of Defense, Homeland Defense and Defense Support for Civil Authorities, where he oversaw policy issues involving the Defense Domains, National Guard domestic operational issues, domestic counter terrorism, all readiness exercises, and defense response to natural and manmade disasters.

Bucci was also the first ever resident defense attaché in Tirana, Albania. He has also taught European studies, foreign policy and international relations and conducted a number of counter drug and development missions across Latin America.

He is currently IBM’s Issue Lead for Cyber, which is part of a think tank for IBM Public Sector. He has published many articles on cyber security issues

and is an adjunct professor at George Mason University and Long Island University.

The National Society of the Colonial Dames of America is responsible for bringing Bucci to Emporia. The society is a lineage-based historical preservation society founded in 1891 that promotes national heritage through historic preservation, patriotic service and educational projects.

Bucci will make several stops in Emporia. On Nov. 9, he will attend two civics classes by Emporia High School sandwiched around the Veterans Tribute Luncheon at the American Legion.

When talking to the high school classes, Bucci said he will give an insider’s view into what’s happening in government here and internationally.

“They teach the theory, but not as much of the practice,” Bucci said.

At the veteran’s luncheon, Bucci’s will discuss what’s going on in the military and how it relates to what happened in the last century.

Continued from Page 2 times went on missions that took them beyond Kabul. On these mission Putman and his men had to remain vigilant of the dangers of coming under attack.

“The big thing there was to not keep the same route at the same time, so we’d change our routes regularly,” he said. “We did miss a few car bombs. We were behind them or ahead of them.”

Part of that vigilance involved manning the turret gun at the back of the Humvee to watch for potential car bombers. Putman shared a vehicle with a Lieutenant Colonel and a Captain, and every week they would take turns as rear gunner.

“You had to really pay attention,” he said. “The guidance that they gave us was that any vehicle coming up too quick we had to watch.”

The Humvees had signs on the back warning drivers to stay back 50 feet, and the gunners had to watch for cars trying to catch up to the convoy. The soldiers had certain signs to try to hold approaching cars off such as holding up a hand, waving a car off or shining a laser pointer to get a driver’s attention. If those failed, orders were for the gunner to shoot the car’s radiator to try to stop them. But on the ground, things move quickly.

“When we’re traveling about 30 or 40 miles an hour and they’re driving 70, you haven’t got much time in 30 or 40 feet to do much,” Putman said.

Putman’s team did face a number of other dangers, including an incident in which insurgents tried to take out the gate at Camp Phoenix with a car bomb.

The attack failed, but the bomb was so big it wiped out about half a block, he said.

If he had it all to do over again, Putman said he would like to go back to see if things in Afghanistan have improved.

He would like to see if the safety of the people has improved and if the country’s infrastructure is in better shape.

“One thing about it is that the people over there are really eager to get their country up to the level of the United States,” he said. The biggest thing Putman noticed is the lack of a sewage system and the accompanying water pollution in wells and rivers.

“And they wonder why they only live to about 40 years old,” he said. “What surprised them is that I was a Guardsman 60 years old over there, and I was still alive and in good shape.”

In the end, Putman is satisfied with his service and remains confident in the success of the mission. And he was able to retire after finally having a chance to serve overseas.

Continued from Page 3 He also will attend an ESU Veterans Hall of Honor dinner and speak at the Zimmerman Lecture at 7 p.m. Nov. 9 in the ESU Webb Lecture Hall.

His speech that evening will be titled Forest Gump Redux.

“I jokingly refer to myself as Forest Gump because of the 5 1/2 years I got to sit at the shoulders of our leaders,” he said. “There was a lot of monumental things that happened during that time. I wasn’t a decision maker, but I was there to see things that for the most part did not come out in the news.”

Bucci was in that position during the Sept. 11 terrorist attacks, the subsequent war on terrorism and during Hurricane Katrina.

On Nov. 10, Bucci will talk with an ESU world geography class and ESU business class. For the geography class, Bucci will talk about Americans weaknesses overseas. He said Americans intend to do well, but it doesn’t always turn out well. He said that’s because everyone does not act like Americans do.

For the business presentation, the topic is “Cyber Security: Threats and the Iron Triangle” “It’s what I’m doing now and it’s a passion of mine,” Bucci said of cyber security. “It’s something we need to do better at. This won’t be a sales pitch.

“I’ve met veterans that have done some heroic or amazing things, and they always tell me they were just doing their job. That is total nonsense. They are real heroes.”

Bucci will also speak at the Veterans Memorial Service Nov. 11 and attend the USO show at 7 p.m. that evening at Albert Taylor Hall on the ESU campus.

Bucci said when he left working for the government, he began to realize there are a number of educated people who want to know what’s going on. He said there’s a shortage of communication from leaders.

“I had an epiphany when I was doing a series of talks on a college campus,” he said. “After a speech, they were asking questions and the questions were dead on. They were well educated and they wanted the information, but no was going to give it to them.”

That’s why Bucci is eager to visits places like Emporia, where he can attempt to fill in some of the blanks about events or policies.
