CEO Update

From President and CEO, Ron Slagell

As we've recently shared, our Boards of Trustees and leadership team have identified five top-priority goals for our focus in the 2021/2022 year: Retention, Recruitment, Safety, Financial Stability, and Quality Improvement.

Since identifying these goals, we have been focusing on specific objectives and action steps that will allow us to achieve these goals and objectively measure our progress. These objectives are identified below.

We realize that we cannot accomplish this mission without being a rewarding workplace for each member of our team. These goals and objectives are one step toward realizing the desired state of our organization.

Coming soon! EHP Employee Focus Groups We want to know what improvements and meaningful changes you feel would make a difference in your work. Several of our employees have already provided ideas, but we want everyone’s input. We will be creating small employee focus groups to get team member insight and feedback on retention. Keep an eye out for more communications on this in the coming weeks.

Operations Update | Bariatric Patient Tools From HVA Operations Manager Andy Savage We have received some concerns regarding the safety of our employees and bariatric patients during moving and transport. We have reviewed the reported issues and made some changes to improve safety and identify the specific needs of bariatric patients.

Power Cots The acquisition of the power cots has helped prevent most employee lifting injuries. However, the power cots do have some limitations. Remember, patients over 500 lbs. still require a manual assist while raising the cot.

Extension Straps We have purchased stretcher extension straps to be used for securing bariatric patients when necessary. The straps are stocked on the Supervisor vehicles in all regions.

Currently, one set of extension straps is left with one of our Eastern dialysis patients for her convenience during transport. This set of straps stays with her at the nursing facility and travels with her to and from dialysis.

Z Slider Our newest bariatric tool is Z Slider patient transfer sheets. These orange plastic sheets aid in transferring the patient between their bed and the cot. The Z Slider is similar to the slide boards but is much easier to store. For convenience, they are kept at the head of the stretcher.

Patient Accommodations Finally, we are working with our healthcare partners to better accommodate these patients.

Recently it was discovered that one of the bariatric beds at a nursing facility had a broken wheel/leg.

We reported this safety concern to the nursing facility and the case manager at the dialysis center to ensure that the needed repairs were completed.

A case manager for one of our bariatric patients is working to find a facility with in-house dialysis so that transport between facilities will not be needed.

Teamwork is essential for safely and successfully transporting our bariatric patients. Good communication internally, as well as with our partner facilities, is vital to providing the best care for these patients.

Operations Update | Koolmat Insulation Koolmat insulation installed in remounted ambulances As our operations employees can attest to, due to the way our ambulances are assembled, the floor of the ambulance in the driver's cab heats to very high temperatures.

We have been working directly with Ford to find a fix for this problem. Unfortunately, Ford hasn't yet been able to resolve the situation with a long-term solution. In the meantime, ambulances that are being remounted are having Koolmat Insulation installed under the passenger cab floorboards.

Koolmat is high-temperature composite insulation made of silicone and fiberglass. These mats are specifically designed for large vehicles like ambulances and are used by many organizations, including the US government, the US military, auto manufacturers, and NASCAR. Telecommunications Week Celebrations Thank you 911 Dispatchers!

The second week of April, 911 Dispatch Teams around the country celebrated National Public Safety Telecommunicator's Week.

Thank you to everyone at EHP who helped recognize our Ann Arbor and Battle Creek Communications teams!

We appreciate everyone who took the time to show our dispatchers some extra love during this time of celebration. A special kudos goes out to System Controllers Stacie Howard, Kassie Richardson, and Brice Wade for planning the Telecommunicators Week festivities and making their team feel appreciated.

Our Communications teams are the cool behind the chaos and the backbone of all we do. Thank you for being the laser-precise tip of the EMS & First Responder spear!

Continuing Education | Training Modules Upcoming Due Dates: Mandatory Training Modules VFIS Intersecction Safety Module As part of our goal to continually support and promote a culture of safety, Education has created a new VFIS Intersection Safety training module.

• This mandatory one-hour module is located on VAIRKKO under: Education > eLearning Cloud > Course Catalog > Certification • Completion of this training is due by May 31st. Ambulance operations personnel will be compensated one hour of pay after completion of the training video. Employee records will be automatically updated upon completion.

Binder Lift Training Module The full shipment of new Binder Lifts has arrived! There will be a standard size Binder Lift on each licensed life support vehicle and a bariatric lift on each supervisor unit.

• The lifts are stored in the stair chair cabinet on ALS units and behind the jump kit in BLS units.

• There is a mandatory training video in VAIRKKO under: Education > eLearning Cloud > Course Catalog > Informative > Equipment.

• Completion of the video is due before June 1st. Ambulance operations personnel will be compensated 30 minutes of pay after completion of the training video.

• These lifts are simple to use, and we hope they make lifting and moving patients safer for you and the patient. If you have any feedback on the Binder Lifts, please contact South Central VP Karl Rock.

Field Deliveries

Crews that aided a mother in labor or responded immediately after the birth of a baby March 23, ACA Paramedic Jennifer Belknap and EMT Tanya Neil: Jennifer and Tanya arrived on scene to find the mother lying in bed with her newborn baby. The mother had already delivered the placenta, and both mom and baby were doing well.

The crew clamped and cut the cord, gave the baby to mom to nurse, and transported them both to the ER. March 28, LCA Paramedic Heath Borton and EMT James Rice: When Heath and James arrived, the new mom was in the bathroom holding her new baby; it was estimated the baby had been born 10 minutes prior to their arrival, both mom and baby were both doing well. The crew clamped the cord, which was cut by the father.

EMS and the father helped mom and baby into the ambulance, where they were transported to L&D. March 29, LifeCare EMT Trevor Scott, Paramedic Michael Spencer, and a Paramedic Student: The crew arrived to find the mother in the bathroom holding her new baby. Both mom and baby were doing well. The paramedic student clamped and cut the umbilical cord and assisted in readying the baby for transport.

The mother delivered the placenta prior to transport, and the baby was held skin to skin on the way to the ED. March 30, LifeCare Paramedic Brian Mack and EMT Andrew Downs: Brian and Andrew arrived to find the mother holding her new baby wrapped in blankets. The umbilical cord had already been clamped by the fire department and was cut by the father after EMS arrival. Blow by oxygen was administered to the baby, then the baby was wrapped in a foil warmer blanket, had a hat placed on their head, and was placed on the mother's chest for nursing. Mom and baby were transported to the ED.

EHP in the Community Community Paramedic Initiative: Monoclonal Antibody Treatments A Promising Treatment Since November of last year, the HVA Community Paramedic team has been involved with administering monoclonal antibody (mAb) therapy to COVID-19 patients in Washtenaw County and the surrounding area.

"Monoclonal antibodies are proteins that mimic the body's immune response to SARS-CoV-2 and are designed to block its entry into cells." This IV infusion treatment has already been in use to treat other diseases like "cancer, rheumatoid arthritis, multiple sclerosis, and Crohn's disease." Research has shown it is especially effective for treating high-risk COVID-19 patients who are early in their infection.

Michigan's mAb Deployment In early November 2020, the Michigan Health Department was gearing up for the widespread deployment of mAb therapy but needed a plan for effectively treating a high volume of patients.

Because mAb therapy is time-intensive to administer, it is not practical to deliver to high volumes of patients in the ED. Michigan's EMS Medical Director Dr. William Fales, and Michigan Medicine Infectious Disease Specialist Dr. Lindsay Petty recognized that the HVA CP team had the ability and skill to administer this treatment and would be a valuable addition to the treatment team.

Treating patients outside of the hospital reduces the burden on the ED, is more comfortable for the 10

patients, and keeps infectious patients at home - making our CP program a natural fit for this largescale effort.

At the start of 2021, Dr. Fales lead an effort to mitigate the impact of a COVID-19 outbreak at a local SNF using mAb therapy. After proving successful, Michigan Medicine and St. Joseph Mercy Health began collaborating with HVA's CP program to administer mAb. EMS Impact Over the past four months, HVA CPs have administered mAB to nearly 100 patients throughout Washtenaw County and the surrounding area.

To increase mAb treatment numbers, HVA has trained Livingston County CP cleared medics on mAb therapy, allowing them to join this collaborative and bring this treatment to even more patients.

Dr. Petty recently shared Michigan Medicine's gratitude for HVA's contributions to this effort, stating that "HVA's partnership was vital to Michigan Medicine weathering the surge" of COVID-positive patients.

Success for High-Risk Patients During a recent interview on MSNBC, Dr. Fales highlighted the ability of paramedics to combat COVID-19 outbreaks in nursing homes using mAb therapy. "This is something I think we're really proud of...when these nursing homes have an outbreak...we're able to scramble a team of state

Monoclonal Antibody Treatments cont. nurses and partner with local paramedics and come in, and in the matter of a couple of hours, treat 20, 30 patients at one time with amazingly good success. Just a very surprisingly small number...of hospitalizations in a group that's super high risk."

Looking Forward To date, Michigan Medicine and St. Joe's have treated approximately 1300 patients with mAb, nearly 10% of those patients were treated by HVA and LCEMS. 2021 EMS mAb Treatment Numbers

These programs have not only made a positive impact on patient care, but have also contributed to the advancement of EMS both at a local and national level. These treatment numbers are a huge win for EMS - highlighting the innovative and forward-thinking care EMS providers bring to the medical field We're excited to see how this treatment will continue to benefit Michigan's COVID-19 patients and to see it serve as a treatment model for other hospital and EMS systems.

EMS After the Call, Stories & Turning Points The Michigan Center for Rural Health hosted a webinar on personal and professional challenges in EMS careers.

The goal of this event was to bring awareness and destigmatize what can happen to our EMS professionals when they encounter these challenges.

Panelists include JCA QI Supervisor Betsy McDavid, JCA CP/IC Ryan Chadderton, and several fantastic past EHP employees.

Technical Response Team Training The Washtenaw County Technical Response Team has been busy completing training scenarios to prepare for Mutual Aid Box Alarm System (MABAS) certification.

This certification will verify the team's capability to coordinate resources and effectively respond during large-scale technical rescue incidents.

Thank You Letters For an HVA crew from a community member, "I want to thank your ambulance crew who was on 8 Mile between Chubb and Napier late this afternoon. I was with my sister, and we were walking alongside two horses coming back from Maybury. The ambulance saw us and turned off their sirens.

It was only for 30 seconds, tops, but because of their consideration, they avoided causing our horses to be spooked. Please pass on this message of appreciation to your drivers. I wish everyone drove with as much consideration as them. Your employees really take safety as a priority for themselves and others around them."

April Merit Awards:

The following employees received Merit Awards for going above and beyond required duties and providing excellent patient care.

HVA QI Supervisor Val Mitchell was nominated by HVA Paramedic Chris Paul for all her efforts managing various programs at HVA. "For her tireless effort and guidance in managing QA/QI, as well as the MICU, CP, and FTO programs as well as her selfless dedication to HVA and emergency medicine in general, Val deserves recognition."

HVA Community Paramedic Terri Smith was nominated by HVA Paramedic Chris Paul for the extra effort she puts in as a CP and for going above and beyond for her patients. "Though her numbers may not be the top of the heap, she's first in the heart of the nightwalkers."

HVA Resupply Tech Pat Bernhardt was nominated by HVA Supervisor Michelle Cialkowski for her efforts to recognize the birthday of every Eastern employee and hand-make them all birthday cards. "It is so generous of her to take the time to make these cards, and the employees are very grateful to receive them!"

HVA EMTs Cheyenne Fields and Bryant Muldoon were nominated by HVA Supervisor Scott Morell for achieving ROSC on a BLS transfer patient who went into cardiac arrest. "They maintained composure during a medical emergency that isn't often experienced while on a BLS shift, and because of this, they were successful in the treatment of their patient."

HVA Paramedics Adam Tyler and Jesse Ehrlich were nominated by HVA QI Supervisor Val Mitchell for being recognized

by Michigan Medicine for performing 30 minutes of high-quality CPR on a cardiac arrest patient. ROSC was ultimately achieved after 60 more minutes of CPR in the ED. "The care provided was key in giving the patient a good chance at a meaningful recovery."

Ann Arbor Dispatcher/Paramedic Kristin Darga was nominated by Communications Supervisor Sarah Park for doing an excellent job during an imminent delivery call. "She did an exceptional job and should be proud of her performance on this incident."

Ann Arbor System Controllers Stacie Howard, Brice Wade, and Kassie Richardson were nominated by Dispatcher Jeff Buchanan and Communications VP Kevin Irwin for all the effort they put into planning Telecommunicators Week festivities. "Stacie spent countless hours planning, preparing, and promoting functions and food for her coworkers for Telecommunicators Week. Stacie made it special for us; she deserves her own recognition."

HVA Paramedics Anna Shoos and Kerry O'Neill were nominated by HVA AEMT Dee Jenkins for volunteering to hold over for a P1 to help out with coverage. "It's coworkers like them who make this job a little easier on others, especially when staffing is shorthanded. Thank you for all that you do!"

HVA Paramedic Chris White was nominated by HVA Paramedic Jill Holmquest for returning a drug box for a vaccine clinic patient he didn't transport. "I know it can be a hassle to exchange a box without transporting the patient that the box was used for. I wanted to thank you and to let you know that you are appreciated!"
