Rep. Luis Gutiérrez - On June 9, 2016 the House of Representatives passed a bill to create a federal control board to “help” Puerto Rico cope with it crippling debt crisis. The bill now moves on to the Senate. The bill would impose a seven-member oversight board with sweeping powers to run Puerto Rico’s economy.

Leadership Pioneer Valley - Clase del 2016 por MANUEL FRAU RAMOS Un total de 34 participantes del programa del Leadership Pioneer Valley (LPV, por sus siglas en inglés) recibieron sus certificados de graduación en una ceremonia celebrada el pasado 15 de junio de 2016 en el Centro de Conferencias de Smith College en Northampton.

La clase de 2016 es la quinta clase graduanda del programa de desarrollo de liderazgo, iniciativa insignia del LPV. Además de la ceremonia de graduación, los graduandos presentaron los resultados de seis proyectos comunitarios. Los participantes, organizados en seis equipos – Connecticut River, Holyoke Canal, Mill River, Puffer’s Pond, Quabbin Resevoir y Hampton Ponds – trabajaron estrechamente con su respectivos socios comunitarios a fin de buscar soluciones a una variedad de retos y desafíos existentes en la región.

Los proyectos en equipo incluyeron trabajar con las Girl Scouts del Centro y del Oeste de Massachusetts en un vídeo para promover el voluntarismo, crear un plan de mercadeo y enlace comunitario para el Community Music School de Springfield, y trabajar con los Catholic Charities en un programa de mentoría para mujeres refugiadas.

Para cumplir con los requisitos de graduación, cada participante asistió a sesiones mensuales de una día de duración que se llevaron a cabo de octubre a mayo. Se incluyeron sesiones tipo seminario de desarrollo de liderazgo y experiencias de campo en comunidades locales.

Las sesiones mensuales estaban diseñadas para poner el currículo de LPV en acción. A través del programa, los participantes refinaron sus destrezas de liderazgo, establecieron conexiones significativas, y desarrollaron una mayor capacidad tanto para tutela de comunidades como para competencia cultural.

David F. Woods, miembro fundador y primer director de la Junta de Directores de LPV habló sobre la historia y las razones por las cuales se creó esta organización. Enfatizó que la misma surgió “para llenar una necesidad crítica de un programa de liderazgo que construyera una red de contactos de futuros líderes para encarar los retos y las oportunidades de la región.

La clase del 2016 tiene una gran diversidad cultural. Los 34 participantes provienen de organizaciones sin fines de lucro, organizaciones privadas, e instituciones educativas tanto públicas como privadas de los condados de Hampden, Hampshire y Franklin en el Pioneer Valley.

Además, organizaron un programa de internados en la Amherst Regional High School para mejorar los niveles de retención en la escuela superior y conectar a los estudiantes con futuros empleadores, crearon un programa de comunicación y mercadeo para el Franklin County Opioid Task Force, y trabajaron con el Human Services Forum para crear un vídeo de la historia y el significado de los Human Services en la región.

Lo proyectos estaban diseñados para proveer experiencias a fondo que ponían el currículo de LPV en acción para beneficiar las comunidades del Pioneer Valley. El programa tuvo una duración de 10 meses.

Nautilus II New Edition Released

by MANUEL FRAU RAMOS The Care Center of Holyoke launched the fourteenth edition of Nautilus II: Journal of Poetry and Arts by Young Mothers Studying at The Care Center this past June 19 during an event at Odyssey Bookshop in South Hadley.

This yearly event always brings together a large number of friends and supporters of The Care Center to the Odyssey Bookshop. The journal was among the projects of The Care Center that were honored by the White House in 2011 with a National Arts and Humanities Youth Program Award, issued by The President’s Committee on the Arts and Humanities. This

spring, The Care Center and its humanities programming were featured in an hour-long piece airing on National Public Radio stations.

Every year a group of young mothers are selected to be editors of the journal. They learn editing, graphic design, public speaking, and leadership skills necessary in the production of the journal Nautilus II. It is a collection of poems, photographs, and art.

This year the Senior Editors were Amanda Wrobel, Geryxsa Rosario y Jelicha Díaz. The Editors team was composed of Kiara Cruz, Shawna Cyr, Cassandra Eliza, Vielka González, Lakeisha Hall, Coralyz Pérez, Lisette Matos-Rivera, Mariester Rivera y Maricelys Soto.

Design and Production Editor was Craig Malone, and Staff Editors were Dan Battat, Art Editor, and Tzivia Gover, Founding Editor and Poetry Editor for the last 16 years. Tzivia Gover announced that she was stepping down as Staff Editor of the journal as well as poetry teacher at The Care Center. She is looking forward to spending more time on her own writing and follow new dreams.

The Care Center opened its doors in 1986, and has helped thousands of young mothers to secure a high school diploma. The center helps teen mothers continue their education and advance towards economic stability and self-awareness. The program meets its objectives through a powerful combination of arts, humanities, athletics, high expectations and convincing messages about the importance of education, particularly higher education.

Since 2004, an average of 75% of The Care Center students who leave with their High School Equivalency go on to college – a statistic that rivals the best schools in the country. The program has a high success rate, with 67% of their graduates completing one semester of college within one year of graduation. The average Grade Point Average of The Center graduates in college in 2013/14 was 3.0. The repeat pregnancy rate for teen mothers nationally is 25%, for Care Center students, it is only 9%. A high number of The Center graduates (75%) enroll in college, compared with 43% of High School Equivalency earners nationally.

Progresa el Proyecto Bridging Cultures en HCC por MANUEL FRAU RAMOS El proyecto Bridging Cultures at Community Colleges, financiado por el National Endowment for the Humanities, en Holyoke Community College (HCC, por sus siglas en inglés) celebra su segundo año de programación.

La meta del proyecto es diseñar e integrar las perspectivas de los Estudios Latinos/as (Latino Studies) en el ofrecimiento curricular de los cursos de Humanidades ofrecidos en HCC. La facultad y los administradores participantes esperan sentar las bases para el desarrollo y establecimiento de un programa de Latino Studies en esta institución educativa.

Entre 2009 y 2014, el número de estudiantes hispanos/latinos en HCC aumentó de 1477 a 1879, un aumento de 27 por ciento. En el otoño de 2015, uno de cada cuatro (25%) estudiantes a tiempo completo en el colegio se identificaron como Hispanos.

Durante el año académico 2015-2016, casi el 80% de los estudiantes de las Escuelas Públicas de Holyoke eran Hispanos, en su mayoría puertorriqueños.

Parte integral del proyecto consiste en la participación anual de miembros de la facultad de HCC en los Institutos de Verano y en actividades académicas relacionadas. Se busca que los profesores participantes enriquezcan e integren los temas de Latinos/as en el contenido de los cursos de Humanidades. Los Institutos de Verano han sido una colaboración entre HCC y el Center for Latin American, Caribbean and Latino Studies (CLACLS, por sus siglas en inglés) de UMass Amherst.

Se contempla dentro de las metas de esta iniciativa la eventual creación de un programa interdisciplinario sobre latinos/as dentro de HCC. Entre algunos de los seminarios realizados por el Instituto de Verano hasta el momento se encuentran: Migration, Mobility and Place Making donde se tocaron los temas de los movimientos de la diáspora, migratorios y transnacionales, y el desarrollo de las comunidades Latinas en los Estados Unidos, Latino Borderlands and Migration, Literary Expressions of Transnational Latino Life, Place Making and Diaspora y Interdisciplinary Bridging between Latino Studies and the Humanities.

Durante 2016, el Instituto de Verano explorará las voces y las perspectivas distintivas dentro de las comunidades Latinas. Se cubrirán los temas de la literatura, uso del lenguaje, artes teatrales, narrativas e historias orales con énfasis en el análisis de las diferencias entre generaciones y sus prácticas culturales, tales como lenguaje, prácticas de salud, tradiciones espirituales y comida.

Finalmente, el Instituto de Verano explorará conceptos de ciudadanía y movimientos sociales dentro de las comunidades Latinas en los Estados Unidos y las conexiones con el resto del mundo. Se estudiarán los temas de literatura, narrativas históricas, investigaciones sociológicas y estudios antropológicos. Un énfasis final será sobre dos temas fundamentales de la iniciativa los cuales son la inclusión de los temas latinos dentro de los cursos y el desarrollo y establecimiento del programa interdisciplinario de Estudios Latinos/as.

Pittsfield Berkshire Immigrant Center reacts to Supreme Court Ruling On June 22, 2016 the Supreme Court ruled against DAPA and expanded DACA, the two initiatives announced by President Obama to provide deportation relief and work permits to an estimated 5 million undocumented immigrants.

“This decision is as heartbreaking as it is frustrating,” said Hilary Greene, Director of the Berkshire Immigrant Center. “It is time for Congress to set aside partisanship and address the needs of the people who live in this country. DACA and DAPA were never intended to be permanent solutions to the fact that 11 million people in this country lack legal immigration status and most have no practical way of rectifying that. We need meaningful legislative reform and we need it now.”

The split decision leaves in place the November 2015 ruling by the 5th U.S. Circuit Court of Appeals that affirmed a Texas District Court from February 2015. That ruling blocked President Obama’s executive actions that would expand Deferred Action for Childhood Arrivals, known as DACA, and create the Deferred Action for Parents of Americans and Lawful Permanent Residents program, or DAPA. The original DACA program is not affected by the injunction. It is estimated that there are at least 45,000 people in Massachusetts whose lives would be changed by the implementation of DAPA/DACA. The mission of the Berkshire Immigrant Center is to welcome new immigrants and refugees and to provide them with the tools and services to integrate into the fabric of their new community. These services are aimed at helping immigrants overcome the unique challenges they face to achieve stable families, self-sufficiency, political and civic involvement, and social inclusion.

The Center is funded in part by the Berkshire United Way, the City of Pittsfield, the Massachusetts Bar Foundation, the New World Fund of the Berkshire Taconic Community Foundation, the state Citizenship for New Americans Program, and Berkshire Bank. In Holyoke… conversations that never came to anything.

When La Familia Hispana, Inc. decided in late 2014 not to celebrate the Festival and the Parada Puertorriqueña of Holyoke in 2015, several groups moved quickly to organize some sort of Latino event to fill this cultural vacuum.

A year later, 2016, both the Festival and the Parada Puertorriqueña of Holyoke have returned from their short vacation. After making a lot of noise, no other group or organization was able to organize an event that would fill the void left by these two celebrations.

Many ideas were discussed but nothing was done. I think many realized what it takes to organize events of this magnitude.

En Holyoke... conversaciones que nunca llegaron a nada.

Cuando La Familia Hispana, Inc. decidió a finales del 2014 no celebrar el Festival y la Parada Puertorriqueña de Holyoke en el 2015, varios grupos se movilizaron rápidamente para organizar algún tipo de evento Latino que llenara ese vacío cultural.

Un año mas tarde, 2016, tanto el Festival como la Parada de la Familia Hispana Inc., han regresado de sus cortas vacaciones. Después de hacer mucho ruido, ningún otro grupo u organización pudo organizar un evento que llenara el vacío que habían dejado estas dos celebraciones.

Se discutieron muchas ideas pero no se hizo nada. Creo que muchos se dieron cuenta de lo que conlleva organizar eventos de esta magnitud.

What difference does equitable school funding make? by WALTER MULLIN, Ph.D. and MIGUEL ARCE

For the past several months, there has been a battle in the state of Kansas over school funding. Earlier this year, the Kansas State Supreme Court ruled the Kansas state legislature has until June 30, 2016 to fix its financing system or face a court-ordered shutdown of schools. Unless this problem is adequately addressed, schools in Kansas will not be allowed to open this fall. This court order follows action by the legislature in 2009 that drastically cut state funding of schools. It ultimately disproportionally impacted schools with children who live in poverty as whether communities have been able to find money to make up the gap while poorer communities have been left without resources. A coalition of poorer school districts and active parents filed suit (Gannon v State of Kansas) to increase funding since 2014. The Kansas Supreme Court determined that the response by the lawmakers “creates intolerable, and simply unfair, wealth-based disparities among the districts” according to the New York Times of May 27, 2016.

The United States has two public schools systems. In Massachusetts and across the country in most states, the majority of funds for public education come from property taxes. This means that neighborhoods with high priced homes generate more money for a school district than neighborhoods with low property rates. Although state and federal funding programs sometimes seek to help overcome this disparity, the property tax is the source of the majority of funds. Local control over the distribution of these funds allows lawmakers from wealthier neighborhoods to direct the money to their schools.

The problem Education is the best resource to assist a person in the United States progress in life. Sadly, a new report from the United States Department of Education documents that schools serving low income students are short changed because school districts across the country are inequitably distributing their state and local funds. High poverty schools receive less than their fair share of state and local funding. This leaves students in high poverty schools with fewer resources than schools attended by their wealthier peers.

Poverty has a profound effect on a child’s education. Children who live in poverty have unique and special needs. Children living in poverty come to school at a disadvantage with far more intensive needs than their affluent

counterparts. Poor children lag on almost every measure of academic achievement. Poor children start out already behind in life. They require more resources, not fewer.

What does Massachusetts intend to do?

The Center on Budget and Policy Priorities found that 34 states are contributing less funding on a per student basis than they did prior to the recession of 2008. In his first State of the Commonwealth, in January 2016, Governor Baker committed additional resources to focus on energy, combatting the rise in opioid abuse and education. However, because of budget shortfalls, in mid-June of 2016, the Massachusetts Executive Office, Governor Baker, ordered nearly $200 million in immediate spending cuts while asking lawmakers to approve reductions in local aid and other accounts to help close a state budget shortfall. The governor and the Legislature very little wiggle room in the budget to devote millions more to education funding.

How should the Governor respond to school funding?

Whether in Kansas or Massachusetts, poor education of all children is lamentable and unjust. The same patterns that exist in Kansas exist in Massachusetts. Widening disparities, based on rich-poor gaps, exist in both states. Long term interventions, not year to year funding decisions based on state budgets, should be embarked on.

Hope and hopelessness are contagious. The Governor has to be the head cheerleader as well as the chief funder. Massachusetts values education.

Successful education in schools located in economically disadvantaged communities and its attendant social ills is an enormous undertaking and needs to be dealt with now! Equity in school funding is critical. It is not a matter of shifting money from wealthier districts; rather it is about spending new money to address inequities. The education of all children can no longer be based on property taxes or on an unpredictable boom or bust market economy.

Congress Votes To Hide Politics of Corruption by Natalia Muñoz A majority of Congress, including the two Western Massachusetts representatives, Jim McGovern and Richie Neal, voted in favor of a control board for Puerto Rico. President Obama, of all people, has been pushing for this bill, saying that it will help Puerto Rico manage its $72 billion debt. It will actually hurt Puerto Ricans.

Appallingly, the seven-member control board to be appointed by Obama would require a $370 million budget over the span of five years. This would be paid by taxpayers in Puerto Rico – where the middle class was decimated by a history of corruption and desperate measures started in 1992 by Gov. Pedro Rosselló. Unless another governor breaks the corruption record established by Rosselló et al, in which dozens of his close aides and Cabinet members were thrown in prison for stealing millions of dollars, the 1990s has been sealed as the most corrupt in the island’s history.

The Massachusetts congressmen who voted for the control board, whose combined districts are home to close to 100,000 Puerto Ricans (about 70,000 in Springfield), may think the control board is for our best. They may think there is no other option. They must believe that they lord over Puerto Rico. They are correct. And wrong on their vote.

Even though the United States affirms it does not nation-build nor continue the colonization of countries it invaded in 1898, there is long list of countries where the US has imposed its will, its currency, its authority. Look up Chile, September 11, 1973; look up Vietnam, Honduras, Iran, Iraq, Afghanistan and many other countries. And here is Puerto Rico, on the dreaded list.

Neal, mayor of Springfield from 1984-1988, is familiar with that stinging sensation in your gut when outsiders take control of your home. His own city was under a state-appointed control board for five years until 2009. Back then, most politicians smiled wanly in public about the control board, gritting their teeth, seething with the imposition and humiliation. Their authority usurped, they could either let everyone know they didn’t have the power to prevent it, or play a member of the team.

Congressman Luis Gutiérrez, D-Illinois, Puerto Rico-born and raised, does not use masks. “I did not come to Congress to take money out of the hands of working people and put in the pockets of investment bankers and bond-traders seeking an upper-class lifestyle,” he said. “If the genuine needs of Puerto Ricans are subjugated to the artificial privileges of wealthy speculators in the United States, this is not a bill I can support.”

The control board’s priority is to pay off the Wall Street vultures who bought debt bonds for about .30 cents on the dollar and now want triple that amount back.

While the U.S. has a right to know what in the world happened with the hundreds of millions of dollars it sent to Puerto Rico in the 1990s that started the change reaction that led to the $72 billion unpayable debt, if they paid more attention, they would see that it has been staring at their faces for 20+ years. They just ignored it.

In addition to the prison sentences for corrupted aides, Rosselló’s bankrupted the island.

Today, health care services are horrific, 100+ schools have closed; broken roads, broken utility systems, are his legacy. Maybe a long overdue uprising against corrupt politicians will be as well. Rosselló himself was never charged with wrong-doing, so either he is just plain stupid or helped the commonwealth and US governments make the legal cases against his own people to escape charges. Still, even as if he and his team created the problems, others looked away.

New York Gov. Andrew Cuomo was the head of the federal Housing and Urban Department in the 1990s, which saw millions of its dollars disappear in Puerto Rico. The money was destined to renovate public housing, rental subsidies, staffing. He was alerted to the missing money, but did nothing.

Why? He did not want to own the colossal amount of theft that happened on his watch, given that he has political ambition.

One day, he may very well run for president.

McGovern and Neal inadvertently swept under the rug the problems that led to this debt. They didn’t talk to their Puerto Rican constituents; they didn’t pay attention to Gutiérrez.

If this colonist bill is approved by the Senate and signed into law by Obama, the message could not be more clear: The United States owns Puerto Rico completely.

Isn’t that the corruption as well?

Leadership Pioneer Valley 2016 Commencement Address Abbreviated version*

by JOSÉ SAAVEDRA June 22, 2016 Esteemed peers, family members, friends, LPV staff and volunteers, board members, alumni, and supporters; on behalf of the Class of 2016, I welcome you to our graduation ceremony. Before going into the speech, I’d just like to take a moment to speak on the elephant in our country.

Actually, it’s more like a parade of elephants.

The violent shooting that occurred in Orlando, just a few days ago, has caused public uproar about the need for more gun control and increased security in public places. The location of the attack has also revealed the dangers that our LGBT brothers and sisters face in America today.

Though this incident has been the leading news story, lately, Chicago just had one of the deadliest weekends in the history of the city. Residents of urban centers across the country, mostly Black and Latino, have lived this reality way too long. I know, because I grew-up in Washington, DC in the 80’s and 90’s during some of the more violent decades in the Nation’s capital. But the problem is no longer bound by race or region. In the last four years, since the shooting at Sandy Hook Elementary school, there have been nearly a thousand more mass shootings, which have claimed the lives of nearly 1,100 people and also wounded nearly 4,000 more. I keep hearing and reading reports that violent crime is down, but it sure doesn’t feel like it. The problem is spreading and we have to do something about it. It’s already too late.

memorials take their place in the “home.” We greeted them one day and now mourn the loss of another young life the next. In my early days of working with youth in DC, I’ve seen how gun violence devastates families and the community. It’s a pain that people don’t ever really overcome.

The desire to keep the bond alive is just too great to let go and so the pain is prolonged. They learn to live through it but life is never the same again.

I really don’t mean to bring everyone down today. However, I do think that in an event where leadership is the topic, it’s important to advocate for the voiceless. I don’t know what the answer is to solving this problem. Nor do I claim to know, but I do know that we have got to come together Now to create the conditions for a safer society, before another life is lost.

Some prevention would be nice too. Perhaps we can start by being a better neighbor, a better professional, a better advocate when the conversation starts going the wrong way. Or when the opportunity to step-up arises, you take it. I just don’t know. What I do know is that elephants are heavy and to move this one, it’s gonna take each and every one of us.

To the LPV Class of 2016, Congratulations! We did it! We came. We flocked. We conquered.

Right now, we are transitioning “out” of the program. Tomorrow, we’ll return to the normal routine, though I don’t really remember life without a monthly trip or team meeting. Either way, the push for activity or information from Greg, Lora, and your teammates will fade-away. After today, there will be no more official LPV business to build tasks around or schedule in your planner. The next time we’ll see each other will be outside of the context of LPV...as it was meant to be.

I’m sure I’m not the only one who welcomes the return to “normal” life, whatever that is. However, this moment and everything that comes with it, is necessary. It’s a rite of passage of sorts. Though we may or may not want to admit it, we are not the same people we were when we came into the program. We know far more about the region than before. We now know who to connect with to apply our new sense of agency in the Valley.

We now know each other. We have become ambassadors.

It can all stop right here, but I urge you to continue working toward becoming a technician of positive social force. As we saw from the many places we visited throughout the Valley, the potential for collaboration is great and we have more allies than we know. Your teammates were from different parts of the region and had different personality traits, according to the Enneagram. But, by assessing where the team was on the team performance model continuum, you were able to focus on how to improve the way you worked….Together…and all the other factors no longer mattered. These are all truly gems of wisdom that we now have. The learning does not have to stop here. Don’t let it.

Leadership Pioneer Valley 2016 Commencement Address Our group is diverse in many fascinating way. We come from the world of business, higher ed, non-profits, journalism, health care, city government, and more. We are diverse in age, race and ethnicity, and women makeup nearly 70% percent of the 34 person group. We didn’t know each other before, but have grown to understand our world better because now we do. To the benefit of others, the lessons we learned here can be as transformational for them as it was for us. But we need to share it.

As we can see from how active the Alumni group is, we are expanding the number of well-equipped advocates throughout the Pioneer Valley. We’re making Western Mass what We want it to be and there are more out there like us, who want the same thing.

Some of the memories that I take away from this experience are: How on the first day, we lost Old Blue. Our mascot. The bird that gave its life for the greater good. The greater good. We bonded around a campfire, in the woods. We rode a bike blindfolded. We hung-out with a baby lamb called “Lamby” who guided us around his farm. We toured the Holyoke canal walk, UMASS Amherst, and a food processing center in Franklin County. We took a bus tour of the tornado path in Springfield and toured the new Union Station. We talked gibberish as a teambuilding exercise

during an improvisation activity. We explored the topic of diversity in the workforce and learned about the numerous initiatives that are in motion throughout the region from expert panelists.

We put our heads together to come up with ways to serve the community through work on our team projects. We also, recognized each other’s accomplishments and supported one another during some tough times.

Not one of us left the program and many of us navigated through some difficult work and other personal transitions, to be there for one another.

And when it came down to it, we had each other’s back. We invite each other to our events and attend them expressing lots of support for our new friends. The level of gratitude from this group is through-the-roof and I am extremely proud to be a part of it.

Let’s tell this story. As often as needed. Because the world we live in needs to hear more stories of positive leadership experiences. We need more authenticity. Service with a purpose. El Temor y la Tradición por JOSÉ RAÚL GONZÁLEZ El temor es una barrera para la inteligencia, por ello la esencia misma de la educación consiste en ayudar al estudiante a tomar conciencia de las causas del temor y a comprenderlas para vivir libres de él. Cuando experimentamos temor se bloquea nuestro sentir y no tomamos en cuenta lo que ocurre, sólo queremos salvarnos y actuamos atados por la costumbre y la tradición. Así sólo seguimos a un líder político o religioso, perdiendo nuestra dignidad como seres humanos individuales. Perdemos la iniciativa pues estamos simplemente copiando o siguiendo a un dirigente. Seguir a alguien es perjudicial para la inteligencia, El proceso mismo de seguir crea una sensación de temor, y el temor cierra las puertas a la compresión de la vida con toda la maravilla de la naturaleza y nos hace insensibles a todo eso.

El temor impide la iniciativa porque hace que nos aferremos a la gente y a las cosas, a nuestra familia y a nuestras posesiones. Esa es la forma exterior del temor y estando internamente atemorizados tenemos miedo de estar solos. Podemos tener muchas propiedades pero internamente psicológicamente somos muy pobres. Cuando mas pobres somos en lo interno mas pretendemos enriquecernos en lo externo, apegándonos a las posesiones y a las personas. Cuando estamos atemorizados nos aferramos no solo a las cosas externas sino también a las internas tales como la tradición, y actuamos en base a ella.

Para la mayoría de las personas de edad avanzada y para las que en lo interno son insuficientes y vacías, la tradición importa muchísimo. En la medida que hay temor interno tratan de ocultarlo bajo la máscara de respetabilidad, siguiendo una tradición y así se pierde la iniciativa. A causa de falta de iniciativa (ya que sólo se sigue a otros) la tradición se vuelve muy importante, la tradición de lo que dice y hace la gente repetitivamente y que ha sido transmitida desde el pasado. La misma carece de vitalidad porque sólo es una repetición sin significado alguno. Cuando uno tiene miedo

siempre hay una tendencia a imitar. Viendo nuestras vidas podemos observar lo tradicionales e imitativos que somos usando las mismas ropas que visten otros, las formas de comportamiento y como hablamos, etc. Por ello no debemos de aceptar irreflexivamente lo que otros dicen. Es esencial que pensemos las cosas por nosotros mismos y no seguir a nadie porque el seguimiento indica limitación y temor.

Cuando una mente humana conmemora dos sucesos diferentes lo que esta tramando es una comprensión, qué hay de común entre esos dos sucesos.

Cuando dos mentes diferentes conmemoran un suceso están tramando una tradición. A diferencia de la tradición, una costumbre es un hábito que persevera mientras ayude o sea de útil, por ejemplo cocinar, asearse, leer.

Otra diferencia es que la costumbre se descubre y las tradiciones se construyen, se inventan para provocar una cohesión social. Por ejemplo, algún tipo de entretenimiento social y religioso como fue el circo romano donde los leones comían vivos a los condenados, el espectáculo taurino con la masacre de los toros, el boxeo disque deporte en la que se busca el knockout (conmoción cerebral) del oponente, el desfile militar, la idolatría, la proseción de algún personaje santo ante el deleite y beneplácito del público que solo sigue por temor y no piensa por si mismo. Y todo esto se mantiene por tradición, y ese es su único argumento de persistencia.

Tradición es un hábito empeñado en perseverar lo que ya no es, o nunca fue perseverable, La tradición la crea o inventa un visionario y lo conserva un iluminado por algún tipo de interés. La tradición es un cadáver embalsamado de costumbres mal referidas e inútiles, y se nutre de la confusión que hay entre comprender y estar acostumbrado a algo. Porque cuando a uno le repiten una, otra, y otra, y otra vez alguna cosa sucesivamente, uno se confunde en comprender el hecho, con tal vez haberlo visto y oído de alguna narración interesada.

Care disparities for Hispanic Medicare Advantage enrollees in Puerto Rico Hispanic Medicare Advantage enrollees on the U.S. island territory of Puerto Rico received worse care compared with Hispanics in the United States (the 50 states and Washington, D.C.), according to a new study published online by JAMA Internal Medicine.

The Medicare program extends health insurance to older adults and people with disabilities in the U.S. territories. However, few studies include Medicare beneficiaries living in the U.S. territories. The Medicare program, in particular Medicare Advantage (MA), plays a critical role in delivering health care in Puerto Rico, the largest of the U.S. territories.

Assessing health care for Medicare beneficiaries is important for a number of reasons, including that MA plans in Puerto Rico receive lower payments than MA plans in the U.S. because of underlying differences in health care costs and payment regulations. Recent payment rates to MA plans in Puerto Rico were 40 percent lower than per-capita payments to MA plans in the United States.

Amal N. Trivedi, M.D., M.P.H., of Brown University, Providence, R.I., and coauthors Héctor M. Colón, Ph.D., Marizaida Sánchez-Cesareo, Ph.D., of Medical Sciences Campus University - Puerto Rico, San Juan, Puerto Rico compared the quality of care among whites in the United States, Hispanics in the United States and Hispanics in Puerto Rico. The authors focused on those three groups because 99 percent of Puerto Ricans self-identify as Hispanic.

The authors used the 2011 Healthcare Effectiveness Data and Information Set (HEDIS) for MA plans from the Centers for Medicare & Medicaid Services. The study used 17 performance measures related to diabetes, cardiovascular disease, cancer screening and appropriate medications.

The study included 7.35 million MA enrollees. The number of Hispanics enrolled in MA plans in the United States and Puerto Rico was 14.4 percent of the total at more than 1 million.

The authors report that for 15 of the 17 measures, Hispanic MA enrollees in Puerto Rico received worse care compared with Hispanics in the U.S. Absolute performance differences ranged from about 2 percentage points for blood pressure control in diabetes to about 31 percentage points for the use of disease-modifying antirheumatic drug therapy.

There were three measures where performance differences between Hispanic MA enrollees in Puerto Rico and Hispanic MA enrollees in the United States exceed 20 percentage points: use of disease-modifying ant rheumatic drug therapy, use of systemic corticosteroid in chronic obstructive pulmonary disease (COPD) exacerbation and use of bronchodilator therapy in COPD exacerbation.

There were modest differences in care between white and Hispanic MA enrollees in the United States, the study notes.

The authors note study limitations include a lack of some detailed information, including on enrollees’ chronic conditions and disease self-management practices. They also lacked information on the organizational characteristics of providers in Puerto Rico, which could mediate the quality of health care.

“Our study highlights significant gaps between federal goals about promoting equity in the Medicare program and the quality of care delivered to MA enrollees in Puerto Rico. Major efforts are needed to improve quality of care within MA plans on the island to a level equivalent to that of the United States,” the study concludes.

La Melodía del Tiempo por JOSÉ LUIS PERALES (Barcelona: Plaza & Janés Editores) Marzo 8, 2016. 466 páginas.

El popular cantautor José Luis Perales, a la edad de 70 años, ha publicado su primera novela, La Melodía del Tiempo que traza la historia de tres generaciones en un aislado pueblo castellano, el ficticio El Castro.

La novela arranca en los últimos años del siglo 19 cuando Baltasara Cortés, de “un carácter autoritario y absorbente, árido y seco como el paisaje...”, dio a luz al sordomudo Evaristo Salinas. El niño fue muy querido no sólo por su madre sino por los pocos habitantes de El Castro.

A pesar de su “excesivo celo” por su hijo, Baltasara perdió su dominio sobre él cuando éste se enamoró de la joven Gabriela Rincón quien “hacía escasamente un año, quedó embarazada, con lo que se demostraba que el lenguaje del amor precisa de pocas palabras para dar fruto.” La niña Rebeca tenía sólo cuatro años cuando su padre murió de pulmonía, después de haber “salido para reparar un palo del tendido eléctrico en un invierno de lluvias abundantes.”

Tristes y pobres, madre e hija tuvieron la buena fortuna de conocer a Justiniano Nazario. Aunque Gabriela resistía sus avances, diciendo que “las heridas del corazón tardan tiempo en cicatrizar,” “la bondad, el respeto y la ternura demostrados por Justiniano hacia [ella] conquistaron su corazón.” Estaban destinados a llevar una vida larga, feliz y próspera hasta que un relámpago en otro invierno de fuertes lluvias sorprendió a Justiniano mientras iba en vagón para vender sus lechones: “La [mula] Leona dio un respingo y desequilibró el peso...Justiniano Nazario trató de evitar una caída...se vio en el suelo mezclado con la carga...Los lechones, asustados, corrieron en todas direcciones, mientras la lluvia empezaba a caer con fuerza”. Cogió una pulmonía y “Nunca más Justiniano Nazario volvió a levantarse de la cama.” A la edad de 19 años, su hija Rebeca se enamoró de Claudio Pedraza. Se casaron, hicieron su casa con la viuda Gabriela, y criaron a sus cuatro hijos: Leonor, Victoria, Pilar y José.

Mientras seguimos momentos claves en sus vidas, el autor mete anécdotas sobre otros vecinos de El Castro. Está Faustino Lebrero, el pregonero que anunciaba los espectáculos venideros, advirtiendo que “Se ruega llevar silla, precio de la entrada, una peseta”; el médico don Crisantos Blanco que atendía a Evaristo; el párroco don Aristeo Arganzúa que veía las películas antes de que los vecinos las miraran “para su aprobación y censura”; La Cíngara “una gitana de carnes prietas y curvas redondas, cuyos pechos amamantaron a un regimiento, y entre sus piernas vaciaron su deseo más primitivo muchos de los hombres de El Castro”; don José María Castañeda, “hombre de izquierdas y terrateniente...seco de carácter, de andar erguido y pausado, [que] tenía el aire autoritario típico de un prohombre de provincias, lo que causaba cierto temor al pueblo llano...”; la viuda María Alvarado que cuando su hijo Bruno salió del pueblo en busca de mejor vida, se encontraba sola y en malísimas condiciones. El pueblo atendía a la viuda con cari o pero cuando María se casó de nuevo con Juan de Dios, el pueblo, escandalizado, les hizo sufrir “las más crueles vejaciones.” Rufo Condotti, era el anticuario que volvió a El Castro y “empezó a recordar...su infancia de gitano nacido en las cuevas al calor de una hoguera y acunado por el cante y el sonido de las guitarras y las palmas.”

Varios sucesos quedan en la memoria del pueblo [¡y en la del lector!] por mucho tiempo: Por ejemplo: Un día un globo grande de muchos colores

y de varios pasajeros voló “en el centro del cielo de la plaza.” Victoriano Cabañas trató de agarrar la cuerda para que los pasajeros bajaran, pero justo en aquel momento vino un viento fuerte y él terminó flotando lejos y parece que para siempre. Los del pueblo “pensaron que se trataba de un milagro, y que debido a su bondad, lo ascendían en el cuévano directamente al cielo de los justos.” “Otros hicieron una colecta...a fin de conseguir los fondos suficientes para que el alcalde de El Castro, acompañado de un concejal ‘creyente’, viajara a Roma para solicitar del Santo Padre la santificación...de Victoriano Cabañas por su acción generosa de caridad cristiana practicada aún a costa de su propia vida.”

Otro: Cada año la gente esperaba la vuelta de la producción de Don Juan Tenorio “ya que se hacía cada año y la gente se sabía de memoria los diálogos, adelantándose a los actores, lo que creaba hilaridad entre el público y confusión en el escenario...”

Los tiempos cambiaron ya que había pocas oportunidades en El Castro para los jóvenes ganarse la vida y salían a buscar su fortuna y felicidad en otros lugares. La historia termina melancólicamente pero con una “melodía” de un gran adiós.

Aunque en su cubierta lleva la etiqueta “novela”, en realidad la obra carece de los elementos tradicionales de trama que unifican la vida de los varios personajes tras un poco más de un siglo. Boricua Ganador del Premio Medioambiental Goldman SAN FRANCISCO, CA. 18 de abril, 2016 —La Fundación Ambiental Goldman reconoció a los seis ganadores del Premio Ambiental Goldman del 2016, el mayor galardón en el mundo para activistas de base en pro del medioambiente.

Otorgado anualmente a héroes del medioambiente que provienen de cada una de las seis regiones continentales habitadas del mundo, el Premio Goldman da reconocimiento a tenaces activistas de base por sus logros significativos en la protección del medioambiente y sus respectivas comunidades.

Luis Jorge Rivera Herrera ayudó a liderar una exitosa campaña para el establecimiento de una reserva natural en el Corredor Ecológico de Puerto Rico—una zona de anidaje para el tinglar (tortuga baula) que está en peligro de extinción—y para la protección del patrimonio natural de la isla contra los proyectos dañinos de desarrollo.

El Corredor Ecológico del Noreste (CEN) abarca 3,000 acres de propiedad costera de primera categoría en la costa norte de Puerto Rico. Además de su valor escénico y recreativo, tiene una significancia biológica enorme. El corredor sirve de hogar para más de 50 especies raras, amenazadas o en peligro de extinción, algunas de las cuales se encuentran solo en la isla. Además, se suma a su valor y particularidad natural el hecho de estar cerca del Bosque Nacional El Yunque, reconocido por la UNESCO como Reserva de la Biosfera.

A finales de la década de los 90, con promesas de revitalizar la economía de la región, desarrolladores propusieron dos mega-resorts que consistirían de 3,500 habitaciones hoteleras y unidades residenciales, múltiples campos de golf, un centro comercial, y otras construcciones urbanas–que serían construidos en el corredor. Estos proyectos habrían destruido el hábitat de la flora y fauna silvestres del corredor, amenazado las fuentes hídricas locales, y limitado el acceso público de las playas, ignorando a la vez el hecho de que otros semejantes proyectos de desarrollo en Puerto Rico habían sido incapaces de hacer cumplir las promesas de oportunidades económicas.

Rivera y un grupo de amigos cercanos empezaron a ofrecer su tiempo voluntariamente para organizar la oposición pública a los mega-resorts. El

Los capítulos a veces siguen uno tras el otro con el mismo personaje o tema del anterior, y el lector espera que sea así ansioso de saber qué le había pasado. Pero a veces el próximo capítulo salta a otro personaje, y aún es posible que sea de diferente generación. Más tarde, algunas figuras vuelven a aparecer en las historias de otros personajes.

El comienzo de la novela que arranca en los últimos años del siglo 19 entretiene, pero no capta inmediatamente la tensión de una trama rica de personajes de tres dimensiones sino que se enfoca en características idiosincráticas. Evaristo Salinas, sordomudo relojero, nace en la primera página de la novela y ya en la 47, “Las campanas de El Castro doblaron esa mañana por la muerte de Evaristo Salinas.” Sin embargo, mientras se desarrolla la novela, se hace más compleja la trama y el interés del lector sigue en paso.

Hay muchas oraciones largas--unas abarcan una generación completa-y en la mayoría de ellas, el lector puede seguir leyendo sin confundirse.

Nuevamente reanimado, Rivera Herrera elaboró un proyecto de ley para la protección del corredor como reserva natural. El proyecto pasó su audiencia en la cámara baja de la legislatura puertorriqueña, pero ultimadamente fue bloqueado por unos cuantos senadores, uno de los cuales después sería declarado culpable de cargos de corrupción y soborno.

El proyecto de ley murió, pero para el 2007, Rivera Herrera y la coalición habían desarrollado un formidable apoyo público para la protección del corredor. Esto produjo un ambiente político seguro para que el gobernador de ese entonces, Acevedo-Vilá, eludiera la legislatura y firmara una orden ejecutiva, calificando de reserva natural al Corredor Ecológico Noreste.

Puerto Rico eligió un nuevo gobernador en el 2008, quien se postuló con una plataforma de un impulso económico mediante empleos en el sector de la construcción. Los desarrolladores de mega-resorts contribuyeron generosamente a su campaña, y pronto después de ser elegido, en octubre del 2009, el gobernador Fortuño derogó la denominación hecha por su predecesor, dejando el corredor vulnerable ante el desarrollo.

En el 2012, Rivera Herrera y la coalición trabajaron exitosamente con legisladores para pasar un nuevo proyecto de ley que calificaría de reserva natural a todo el terreno público del corredor. Ante el inmenso apoyo público para el corredor, y viendo en riesgo su reelección, Fortuño firmó el proyecto, convirtiéndolo en ley. La coalición adquirió más fuerza en abril del 2013, cuando el gobernador recién elegido, García-Padilla, expandió la declaración de reserva natural para incluir los terrenos privados ubicados en el corredor.

continued from previous page Pero a veces uno llega al final de la oración, preguntándose “¿Qué?” Por ejemplo, esta oración introduce el suceso del globo: “Un domingo del mes de mayo cuando los habitantes de El Castro llenaban la plaza de la iglesia para asistir a misa, fueron sorprendidos por una visión que, flotando en el cielo, les hizo pensar en el fin del mundo, obsesionados como estaban por los sermones catastrofistas de don Aristeo Arganzúa, quien después de marcharse de El Castro fue sustituido por don Juan Calero, nuevo párroco del pueblo y más comedido en sus planteamientos con respecto a ese momento bíblico para el que todos deberían estar--eso sí--preparados, y de cuyo acontecer no se sabía el día ni la hora.”

A pesar de unas debilidades de estilo y de estructura, La Melodía del Tiempo ofrece una lectura interesante que entretiene, que lo hace a uno reflexionar sobre la vida, y que, lo admito, ofrece verdaderos momentos de reírse en voz alta.
