El hecho ocurrió en la mañana del pasado miércoles cuando se dirigió con la donación de un material de construcción

a la tienda de Habitat for Humanity ubicada en la 240 N. Wilson rd, en el West de Columbus. En el lugar fue recibido por uno de los trabajadores de la tienda, un joven de unos 25 años, blanco, de barba bien cuidada, quien en se presentó en la puerta donde se reciben las donaciones

y le dijo a Hernández que podía marcharse con su donación porque no era importante para la tienda.

Convencido del valor de la mercancía, Hernández se dirigió al día siguiente a la tienda de Habitat ubicada en 3140 Westerville, y en el lugar fue recibido por el mismo empleado, quien le

enfatizó que la donación no sería recibida porque no era importante para la tienda.

Hernández entonces decidió entrar a la tienda y conversar con el manager, quien de inmediato se dirigió al área de recepción donaciones y dio órdenes para que los artículos fueran desmontados del

vehículo y recibidos como donación. Y pidió disculpas por el comportamiento del empelado.

Detenciones en frontera con México bajaron 40 por ciento, afirma EUA

El Secretario de Seguridad Nacional, John Kelly, informó sobre un desplome “dramático” y “sin precedentes” de 40 por ciento en las aprehensiones en la frontera sur, durante los dos primeros dos meses del año, en comparación con el mismo periodo de 2016.

“Desde que la administración (Trump) implementó las órdenes

ejecutivas para hacer cumplir las leyes migratorias, las detenciones (...) están perfilándose hacia el total mensual más bajo en los últimos cinco años”, señaló.

Aunque históricamente las aprehensiones registran un descenso de 10 a 20 por ciento de enero a febrero, la Oficina de Aduanas y Protección Fronteriza (CBP) documentó una reducción de 40 por ciento, para pasar de 31 mil 578 a 18 mil 762.

“Estas son noticias alentadoras toda vez que

en el periodo del 1 de octubre de 2016 a la toma de posesión presidencial (20 de enero pasado), la CBP reportó 157 mil detenciones de inmigrantes ilegales, un aumento de 35 por ciento respecto al año fiscal previo”, añadió Kelly.

“Desde que asumió el poder el presidente Trump el 20 de enero pasado, hemos visto una caída dramática en los números”, acotó.

Kelly atribuyó los incrementos de estos precios en el contrabando de personas a los cambios en la política migratoria de Estados Unidos, especialmente en la reclusión de extranjeros.

El secretario de Seguridad Nacional dijo que su oficina se mantiene comprometida a llevar a cabo la implementación de las nuevas directrices migratorias del presidente de manera justa, imparcial y humanitaria.

According to her attorney, she has always worked legally.

Cardona-Perez’s attorney, Yesenia L. PolancoGaldamez, told Fox News that her client has never been arrested and has no criminal record. But she did have one brush with the law in 2010.

“She was detained in 2010 for a criminal charge that was later dismissed. She was detained in Raleigh and under the 287g program was immediately screened by ICE and placed in removal proceedings,”

Polanco-Galdamez said.

“She was released by ICE on her own recognizance.

She failed to appear at her first immigration court date and the immigration judge ordered her removed in [absentia].”

Polanco-Galdamez claims Cardona-Perez’s never received the letter immigration officials sent and that she found out she was being deported when she went to renew her paperwork.

The lawyer, immigration advocates and civil groups such as the National Association for the Advancement of Colored People (NAACP) say the detention was unwarranted.

Immigration and Customs Enforcement (ICE) did not respond to a request for comment on the case.

Cardona-Perez’s lawyer

argues that President Trump’s immigration executive order targets immigrants who commit crimes or live in the United States illegally, but neither of those are her client’s case.

Cardona-Perez’s work permit is valid through October 2017, her lawyer said.

She said she is exploring her Cardona-Perez’s eligibility for a U visa, which is given to people who have suffered physical or mental abuse. In addition, the lawyer told Fox News, she is looking into a crime committed against her client in Guatemala to see if she qualifies for a potential Withholding of Removal and also Deferred Action for Childhood Arrivals (DACA).

Mexican border policy on kids is harsh yet ineffective

By The Boston Globe The Trump Administration seems determined to devise new forms of bureaucratic cruelty for immigrants: The latest policy proposal from the Department of Homeland Security would separate children from their parents at the USMexico border if they’re caught trying to enter the country together illegally.

The policy is intended as a deterrent, but the plan is bound to backfire, swamping agencies with children while doing nothing to address the root cause of migration. It would be both diabolical and ineffective.

Under the current policy, parents (usually mothers) and their children caught at the border who want to apply for asylum are released together, following a court ruling stating that minors can’t be held in detention. But the administration is considering a new policy that would separate them.

The mother would go into an adult detention facility under DHS jurisdiction, while the Office of Refugee Resettlement under the Department of Health and Human Services would take custody of the child.

It’s an appalling, inhumane idea. And it would create — deliberately — a new wave of unaccompanied kids that the government would need to shelter, feed, and educate. “With this new policy, the government would be creating unaccompanied minors on purpose by virtue of separating them from their parents. The mother could be subject to immediate removal, who knows? But kids could remain in the government custody for years and years,” said Wendy Young, president of Kids in Need of Defense (KIND), a nonprofit that provides legal representation to unaccompanied children who arrive at the border.

All of which would create an undue shock to social

services systems across the United States, at a time when funding for refugee resettlement federal programs is under attack in the Trump administration.

About 137,000 kids, or parents traveling with their kids, were captured at the border in 2014.

And even if separating those families weren’t unbelievably cruel, its value as a deterrent strategy is dubious.

The Trump administration is ignoring the context in which these families are arriving. The Northern Triangle in Central America — El Salvador, Guatemala, and Honduras — has experienced record levels of violence and the highest homicide rate in the world, while at the same time the gangs committing these crimes enjoy total impunity.

Families crossing the border are not economic migrants; they are refugees looking for survival.

“And they’re not only coming to the US,” said Tom Jawetz, vice president of immigration policy at the Center for American Progress. “Central Americans are requesting protections from Mexico and other Latin American countries as well.” Indeed, the United Nations has documented the massive exodus. And indicators confirm children are fleeing real danger: 73 percent of unaccompanied minors

who go to immigration court with a lawyer win the right to stay here legally. If the Trump administration forces mothers to choose between an unsafe home for their children or potential separation at the border, their choice might not be the one officials seem to expect.

Such a dehumanizing policy would likely push many of the migrants fleeing from violence into more dangerous situations, with

smugglers charging them more money to use far more treacherous crossing routes and exposing them to more horrors and potential abuse.

Concerted US investment in stability and economic growth in Central America, rather than building walls and hiring more border agents, will do much more to reduce the flow of migrants at the southern border.

Next steps for the Trump resistance Liberals who rightly condemn demeaning stereotypes of African Americans and Latinos must also oppose stereotyping Trump’s white working-class supporters.

But Trump’s critics have also had early victories that matter. These include major court triumphs over the executive order on immigrants and refugees, crowded town halls that have sharpened doubts among Republicans about

Well, yes, but the country as a whole does not share their joy. His approval ratings have been at historic lows for a new president: A

But there is an important truth to what the president’s camp is saying: Republicans

look ahead and grapple with two related questions: Who among Trump’s 2016 voters already have second thoughts about him, and how many of those still sticking with him are open to changing their minds?

Liberals who rightly condemn demeaning stereotypes of African Americans and Latinos must also oppose stereotyping Trump’s white working-class supporters.

The Trump camp was

not monolithic. Many of Trump’s ballots, after all, came not from blue-collar strongholds but from precincts dominated by well-off conservatives who routinely back Republicans.

And the decisive votes for Trump were not cast by the passionately committed.

The media exit poll found that only 38 percent of those who participated in the 2016 election had a favorable view of Trump.

That’s the base. The contest was settled by those who viewed both Trump and Hillary Clinton negatively.

These pox-on-both-houses voters made up 18 percent of the electorate, and went 47 percent to 30 percent for Trump over Clinton, with most of the rest opting for third-party choices. These are the Trump agnostics.

They are central to our political future.

Moreover, an important minority of white workingclass Trump voters in the election’s three key states (Pennsylvania, Wisconsin and Michigan) favored Obama four years earlier. They are not rightwingers. For example, in 2012 in Erie County, Pa., Obama prevailed over Mitt Romney, 68,036 to 49,025.

But in 2016, Trump carried the county, 60,069 to 58,112 for Clinton.

Many of Trump’s problems are of his own creation. They include the lies about his team’s Russian contactsthat feed suspicions of wrongdoing; the sloppy execution of his flawed-from-the-start anti-Muslim travel ban; the failure to fill scores of key government jobs; and Trump’s adolescent indiscipline highlighted by his evidence-free charge that President Barack Obama had him wiretapped.

SXSW 2017: Why is the Vatican at a tech conference?

The Vatican was hesitant to get involved, unsure of how to interact with the new medium

By Dave Lee BBC New As Bishop Paul Tighe sat down for our interview, he joked that not only is he probably the only priest at South by Southwest, but also the only person with grey hair.

His presence here marks the first time the Vatican has attended the South

by Southwest Interactive conference, and their panel - titled Compassionate Disruption - is one of this year’s most talked about events.

“In a world where increasingly [we’re] not invited to part of conversations, I think if people are interested in having us, we’re delighted to be here.

“I want to learn and get a feeling for what are the things that are driving a generation of people who are in many ways shaping the world as we know it.

He glanced around the room.

“Really deep down, I see a lot of people looking for some sort of connectivity.”

That’s certainly true - though I get the sense for delegates here that means good wi-fi, rather than a strong sense of faith. So Bishop Tighe’s mission is to get this industry to find real value in both.

ROUGH WELCOME As the Vatican’s Adjunct Secretary of the Pontifical Council for Culture, one of Bishop Tighe’s many responsibilities is to run the social media accounts for the

Pope, as well as considering ways in which the Catholic Church can stretch its influence into our digital lives.

Five years ago, Pope Benedict decided to set up a Twitter account - @Pontifex - which is continued today by Pope Francis. It was a decision the Church at the time felt was hugely symbolic.

“There’s an environment that is kinda rough,” Bishop Tighe said.

“There’s a lot of trolling, a lot of negativity.

“But if the people who want to use it for good withdraw from it, then the trolls have won. There is a potential here to build connections, to learn from people who might surprise us.”

The Bishop winced a little as I asked him whether Pope Benedict received a warm welcome on Twitter.

“There was a welcome from many, but there was a huge amount of negativity,” he said.

“There were people saying ‘let’s launch a Twitter bomb, lets force them out of this environment’. But we stuck with it and said ‘no, this is too important a forum’.”

He said the current Pope handed down a clear strategy for communicating - not preaching - on Twitter.

“When Pope Francis gave us our instructions he said ‘the one thing I want you to be above all is try to encourage people. It’s a tough world, it’s a hard world, let’s be at least encouraging’.”

‘DISTURBED’

Ten years ago, SXSW Interactive enjoyed what’s still its most significant moment - the “launch” of Twitter. The service had been around for a little while before appearing at the festival, but it was here that its popularity skyrocketed.

The Vatican was hesitant to get involved, unsure of how to interact with the new medium - and whether it should be there at all.

“Maybe for the Church this world has disturbed us, has disrupted a lot of our ways of forming community.

It’s making us think again about how to do our business.”

Part of that business, he suggested, was in making people consider what kind of online world they want to exist in, and how to achieve it in the face of increased hostility and division. In explaining it he coined a phrase that may just resonate with his audience here.

“A few years ago, everyone was talking about UserGenerated Content. But I think we also need to recover a sense of UserGenerated Culture. That’s the choice of individuals.

“If you’re spending your day with a lot of negative stuff in the environment, it’s easy to imbibe that, to take that on board. But the challenge for all of us is to try and say ‘yes, I’m going to be there, but I’m not going to be conditioned by the less positive sides of

that’.”

GOD VS BIG DATA While it’s the Vatican’s first time at SXSW, it’s certainly not the first technology conference it has attended.

Bishop Tighe also attended Web Summit in Lisbon last year, and there, as it is here, the hot topic was the growing power of Artificial Intelligence (AI).

I put it to him that we are living at a time when the majority of people are far more likely to search Google for answers than they are to pray. When the Amazon Alexa in the corner of my kitchen can give me immediate answers based on data, why turn anywhere else?

“All the data in the world will still leave room for choices that I have to make,” he said. “If we say big data will tell us what’s right or wrong, then I am no longer an agent, and my choices have been determined for me. That doesn’t correspond to my experience of being a human.”

More profound, he said, will be the emergence of artificial intelligence and robotics in the working environment.

Money aside, he argued we should be concerned about what a lack of work could do to our sense of self worth.

“Let’s not romanticise it some of the work that might be displaced is fairly tough, dangerous work and fairly menial. Maybe it’s no great loss.

“[But] we need to reflect on how human beings who work are not just economic units producing products, they’re people with stories and families.”

I finished by asking him whether, given the chance, he’d offer some advice to Facebook founder Mark Zuckerberg over how he could change the world’s largest online community for the better.

To my surprise, he didn’t want to change anything - but he made a plea for technology innovators and entrepreneurs to consider how to involve the Church and others in building their products.

“I think it’s really a time for a good, robust conversation

between programmers and people who are coming form different ethical and philosophical positions.

“We must ensure that our human values and achievements, in terms of respecting dignity and the worth of people, will somehow be programmed into the machines we work with.”

Dominican Republic and its fans electrify World Baseball Classic

By Ken Rosenthal Fox Sports That’s what this was, the capital of the Dominican Republic relocated to Miami, the closest major city in the United States.

The crowd of 37,446 – the largest for baseball in the five-year history of Marlins Park – seemed at least 80 percent Dominican and sounded 180 percent that way.

The good news for Team USA – and yes, there was good news Saturday even after a blown 5-0 lead with 12 outs to go in an eventual 7-5 defeat – is that this was a singular moment for the 2017 World Baseball Classic.

The atmosphere was possible only because of the proximity of the D.R. to Miami and the large number of Dominicans who attended from south Florida and other eastern locales. The noise was non-stop – drums and horns, hoots and hollers, chants that echoed long into the Miami night.

The remarkable comeback by the Dominicans, featuring home runs by Manny Machado, Nelson Cruz and Starling Marte, capped one of the most memorable games in the WBC’s 12-year history, if not the most memorable.

But righty Tanner Roark, the pitcher who followed Stroman, all but admitted that he was unnerved by the Dominican fans, who roared back to life after the first of three runs he allowed, a 435-foot homer

Roark, talking to reporters on a concourse outside Team USA’s clubhouse, noted that the crowd was loud during warmups.

“Even right now,” a reporter said with the fans still

audible outside a good 30 minutes after the game’s conclusion.

“Even still right now,” Roark said. “You can hear the horns right now.”

So, did the crowd get to him?

“Yes and no,” Roark said.

“I think I need to channel it a little better, block it out, slow the game down.

I think I let it speed up on me.”

Dominican manager Tony Pena said the environment reminded him of a winterleague game involving Tigres del Licey, the country’s most famous team.

Cruz said it was like that, but at a higher level, and he reacted in kind. After his go-ahead, three-run homer off Andrew Miller in the eighth inning, he showed more emotion than at any point in his 12-year majorleague career.

As Cruz’s shot soared down the left-field line, he skipped sideways down the first-base line, looking almost like Carlton Fisk in

the 1975 World Series, but without the waving arms.

He then pumped his fist vigorously three times as the ball stayed fair, floated around the bases and seemed ready to tear off his jersey as he reached home, where his teammates waited for him after pouring out of the dugout.

Cruz, 36, has hit 300 homers in the majors – 284 in the regular season, 16 in the postseason. This one, he said, was at the top, explaining that it was for the Dominican fans who follow him from team to team in the majors, love him wherever he goes.

Had he ever been that excited?

“Maybe in dreams. Maybe when you play Little League,” Cruz said. “To be able to deliver in that situation, it’s something indescribable.”

Miller, unlike Roark, barely mentioned the effect of the crowd on his performance.

He was more upset that with a two-run lead, he started the

eighth inning by hitting Jose Bautista on a 1-2 count, setting in motion the events that led to Cruz’s homer.

The next hitter, Carlos Santana, hit a sharp grounder up the middle that was perhaps five feet away from being turned into a double play. Second baseman Ian Kinsler made a diving backhand stop, but could not complete the force.

Next came Cruz, with two on and none out.

Miller got ahead 0-2 on a pair of sliders, then threw a third that he didn’t get it in far enough.

“The idea in a count like that, if they can hit, they shouldn’t be able to hit it that hard fair,” Miller said.

“I made a mistake. That’s my fault.”

Marte, after a strikeout of Adrian Beltre, hit a 93-mph fastball to the opposite field for another home run.

Miller had never faced Marte, and in this age of information, was curiously unaware of how to work him.

“I had zero idea what he likes to do,

who was out of the game for 3½ years, and now will pitch for the second time in four days.

A U.S. victory, combined with a Dominican victory over surprisingly impressive Colombia, would send both Team USA and the Dominican Republic to San Diego. But more complex scenarios are possible.

The Dominican Republic is 2-0, Team USA and Colombia 1-1, Canada 0-2. A tiebreaker, starting with fewest runs allowed, would be required if three teams finished 2-1 or 1-2.

And one more game would be necessary Monday.

Whatever happens, it seems difficult to imagine that the Dominican players could duplicate the passion that they showed Saturday.

Then again, maybe not.

“This is how we play baseball,” Machado said.

“This is how we’re raised to play. This is the only baseball we know.”

A cuatro años de la elección de Jorge Mario Bergoglio como Papa, su proceso de reforma en el Vaticano y en la Iglesia genera críticas, pero para el cardenal brasileño Claudio Hummes es un fenómeno normal porque “todas las reformas suscitan resistencias”.

“Hay personas que están acomodadas, tienen miedo de perder algo, o quizás su comprensión es diversa. Pero la diversidad en la Iglesias no es un mal, porque ella misma es una unidad en la diversidad: De culturas, de inteligencias, de las formas de comprender la vida”, dijo.

“El mal se da cuando se vuelven división, cuando se convierten en una contraposición o una confrontación, un conflicto. Esto no se puede aceptar, la división destruye la Iglesia”, agregó en enrevista con Notimex.

El purpurado recordó aquel 13 de marzo de 2013 cuando fue el primero en abrazar a Jorge Mario Bergoglio tras su elección durante el Cónclave en la Capilla Sixtina y le susurró al oído: “¡no te olvides de los pobres!”.

El propio Papa, unos días después, contó en público esa anécdota, calificó a Hummes como “un gran amigo” y aseguró que gracias a esas palabras decidió llamarse Francisco.

Sobre aquel episodio, el cardenal confesó que no había preparado nada, que en ese momento abrazó espontáneamente al nuevo Papa y le vino a la mente la frase. “Estaba en mi corazón, pero no la había practicado”, insistió.

Confesó que no imaginaba el efecto que su comentario iba a tener en el pontífice y apuntó: “fue el espíritu santo que habló a través de mi boca”.

Calificó al papado de Bergoglio como “extraordinario” y “excelente”, sobre todo porque se ha empujado a la Iglesia a abrirse, a salir hacia las periferias. Indicó a los pobres, la paz y el cuidado de la creación como sus tres compromisos centrales.

Presidente salvadoreño impulsará canonización de monseñor Romero

El presidente salvadoreño Salvador Sánchez Cerén, aseguró hoy que escribirá una carta al Papa Francisco para expresar el deseo de su pueblo de que el primer pontífice latinoamericano canonice al obispo mártir de El Salvador, monseñor Óscar Arnulfo Romero.

Tras una celebración eucarística en la Catedral Metropolitana por el cuarto aniversario de la consagración del cardenal argentino Jorge Bergoglio como Papa, Sánchez Cerén afirmó: “quiero rescatar ese amor del pueblo salvadoreño a monseñor Romero”, beatificado por Francisco.

El mandatario dijo que respaldará una embajada de la Conferencia Episcopal ante el Vaticano a través de la carta que dirigirá al Papa para abogar por la beatificación de Romero.

Monseñor Romero fue asesinado por un comando paramilitar el 24 de marzo de 1980, en los inicios de la guerra civil salvadoreña.

“Creo que ese escenario de su canonización generaría una nueva situación en el país”, estimó el jefe de Estado, quien abogó por construir un país unido y no polarizado.

El presidente salvadoreño resaltó también el compromiso ambientalista del Papa Francisco, al criticar la minería metálica en su país, y aplaudió el esfuerzo de la Iglesia católica para presentar a la Asamblea Legislativa un proyecto de ley que impida ese tipo de prácticas.

“Él está siempre donde existen conflictos, está ahí, va personalmente, convoca a los poderes públicos y a las autoridades involucradas a comenzar procesos de paz, de diálogo, de apertura”, constató.

Recordó que en 2013, pocos meses después de su elección, el Papa convocó a una vigilia de oración en la Plaza de San Pedro para evitar la intervención militar en Siria y al final la invasión no tuvo lugar,

porque “(Barack) Obama entendió”.

Luego invitó a los presidentes de Israel y Palestina al Vaticano a rezar por la paz, fue a Cuba para construir un puente con Estados Unidos y denunció la crisis climática y ecológica, con la encíclica “Laudato Sii” (Alabado Seas, marzo 2016).

“Se podría volver al día en que fue elegido y después, cuando le dijo a los periodistas que eligió el nombre de Francisco porque es el santo de los pobres, de la paz y de la creación. Estos son tres temas muy presentes en su ministerio”, insistió.

Más adelante destacó la importancia de la misericordia, un mensaje que ha sacudido a la Iglesia, porque pide apostar menos a la ley y más al amor, menos a las estructuras y más a la vida, al estar con la gente, al hacer el bien y consolar a las personas.

Sostuvo que se vive un clima nuevo que cambia la Iglesia, en el buen sentido, y la hace “volver fuertemente al evangelio”.

También subrayó la voluntad del obispo de Roma de promover el diálogo, caminar con todos, como amigos y hermanos, no como adversarios, respetando las diferencias pero sumando lo que se puede sumar a favor del bien y de la salvación de la humanidad.

In face of rising deportation, immigrants increasingly forced to fight alone In the face of rising deportations and detentions on the orders of President Donald Trump, the fight by the relatives of undocumented migrants often exceeds the ability of organizations, churches and neighborhoods, meaning that many immigrants must now fight their own battles to avoid being expelled from the U.S. One example is Guadalupe Garcia de Rayos, the Mexican who recently was separated from her family in Arizona and deported to Mexico.

After living in the U.S. for 21 years, Garcia, an Arizona resident, was deported on Feb. 8 after being detained when she went to the Immigration and Customs Enforcement (ICE) office in Phoenix hoping that

they would grant her time to continue appealing her case.

She had been swept up in a 2008 immigration raid by then-Maricopa County Sheriff Joe Arpaio and accused of working under a Social Security Number belonging to someone else.

Also dealing with this new reality of toughened immigration policies is Jose Saul Garcia Santillan, of Chandler, Arizona, who last week was detained near his home by ICE agents.

Currently, Garcia is being held at the detention center in Eloy while his wife Margarita Lopez, with the help of neighbors, friends and the congregation of the Santa Maria church tries to mobilize to raise money to pay for an attorney.

“The ICE agents didn’t

come to the house, where he would have had more rights.

They waited for him on the corner and the neighbors who saw the situation told me that the officials were in an unmarked car,” Lopez told EFE. The situation being experienced by the families of Garcia Santillan and Garcia de Rayos, both of whom have U.S.-born children, is desperate and reflects the new reality for thousands of migrant families fighting against the anti-immigrant - and unconstitutional, activists say - policies being implemented since Trump took office.

Carmen Cornejo, the director of the Lacey & Larkin Frontera Fund, told EFE that the organizations protecting civil rights have

to be more alert because cases of immigrants’ rights violations are on the rise.

“Currently, ICE is violating individual rights systematically, acting without detention orders, what they’re really doing is grabbing people off a list and arbitrarily taking action against them, which at first glance seems to be ... unconstitutional,” she said.

Garcia Santillan’s case, she said, shows the way in which ICE is acting against people who have a “slight” problem with the law, and who suddenly become the target of the deportation actions Trump announced during his campaign.

“They’re grabbing people from lists ... they’re combing through those registers to detain people who’ve had some problem, even if

minor, even when they’re not criminals,” she said.

Lopez said that her husband had a U.S. work permit that he had renewed last September. Nevertheless, when immigration authorities detained him he didn’t know that it had been suspended, never having received notification of that.

“A year ago he had a small problem with a soccer referee. In the altercation, my husband defended himself and pushed him, after which the police intervened. When he went to renew his work permit recently, they took his fingerprints again and then a criminal record came up for that problem, but they never denied him his permit,” she said, adding that immigration officials “hunted” him down on the

street corner near his home.

“All this that we’re experiencing could be possible due to the changes in Trump’s policies. Thank God that a lawyer told the judge that my husband will be defended and asked for bail. We’re hoping that he’ll have his hearing after he’s out of jail,” said Lopez, who is economically dependent on her husband.

Cornejo said that it is very important for people in a similar situation to have money saved and available to be able to hire an attorney quickly because ICE’s modus operandi is to arrest and deport people as quickly as possible, without giving them time to do anything about it.

A group holding more than $10 billion of Puerto Rican debt wants the island’s federally appointed financial oversight board to postpone a Wednesday deadline to approve a fiscal turnaround plan for Puerto Rico, saying the U.S. territory’s creditors should have input on the plan.

A bondholder group led by OppenheimerFunds and Franklin Advisers, which hold debt across a wide swath of Puerto Rican credits, made the request to the board in a letter made public on Monday morning, ahead of the board’s scheduled public meeting in New York.

“An extension would ... allow Puerto Rico and the oversight board to work with Puerto Rico’s key stakeholders to develop a fiscal plan that makes sense to all the parties,” the group said.

The turnaround plan, a requirement of the Puerto Rico rescue law known

as PROMESA, must be submitted by Governor Ricardo Rossello and approved by the sevenmember board in charge of managing the island’s finances. The plan is meant to serve as the basis for looming restructuring talks with holders of Puerto Rico’s $70 billion in debt.

So far, Rossello and the board have disagreed about what the blueprint should look like, with the board saying an initial draft by Rossello relied on overly optimistic revenue and growth projections. The draft increased 10-year cash flows by $33.8 billion, through spending cuts and new revenues, and contemplated $1.2 billion a year in debt service - only 30 percent of what it owes next fiscal year.

The board on Monday is expected to take up a revised version of the plan from Rossello, and has said it wants to approve a final version by Wednesday.

But the lingering disagreements between the board and Rossello call for an extension, the Oppenheimer group said in Monday’s letter, adding that more time might give the island’s creditors a seat at the table.

Oppenheimer said Rossello’s draft plan was unfeasible, saying it ignored payment priorities, offered too weak an analysis on debt sustainability, and did not go far enough on tax reform measures.

Puerto Rico is trying to stem rampant outmigration, reduce a 45 percent poverty rate, and fix near-insolvent public healthcare and pension systems.

Oppenheimer said it supported extending through Dec. 31 a stay on litigation arising from debt defaults, so sides can negotiate a debt restructuring without worrying about lawsuits.

Un panel de tres jueces de una Corte Federal en San Antonio dictaminó que la legislatura estatal de Texas discriminó a los votantes latinos al diseñar en 2011 los límites de los distritos federales electorales de la entidad, en violación de la Ley Federal de Derechos al Voto y de la Constitución de Estados Unidos.

En un dictamen aprobado por 2-1, el panel concluyó el pasado viernes que el factor de la raza condujo a la legislatura controlada por los republicanos a rediseñar tres distritos electorales, para diluir el poder político de los votantes latinos, ya sea empaquetándolos en un distrito específico o dividiendo comunidades entre distritos separados.

Los distritos diseñados bajo el factor de la raza incluyen el 23, uno de los más

grandes de Estados Unidos, que abarca una buena parte de la frontera de Texas con México; el distrito 35, que se extiende de Austin a San Antonio, y el distrito 27, que incluye el condado de Nueces en el área de Corpus Christi.

El fallo de casi 200 páginas invalida esos distritos, y podría repercutir también en los distritos cercanos si el fallo se sostiene.

La decisión marca una victoria para la Fuerza de Tarea de Redistritación de Latinos de Texas, una coalición estatal de organizaciones latinas que desafió los planes de redistribución de distritos después de concluir que estos habían sido diseñados para perjudicar a los votantes latinos.

El caso fue presentado hace seis años a nombre de la Fuerza de Tarea por el Fondo para la Educación y Defensa Legal del MéxicoEstadunidense (Maldef)

y la Liga de Ciudadanos Latinoamericanos Unidos (LULAC).

“La decisión de la corte expone el esfuerzo ilegal de la Legislatura de Texas para diluir el voto de los latinos”, dijo la vicepresidenta de Litigación de MALDEF y abogada principal en el caso, Nina Perales.

“Avanzando, el fallo ayudará a proteger a los latinos de la manipulación de las líneas distritales para reducir su influencia política”, indicó.

Cualquier apelación de la decisión de la Corte de tres jueces conduciría el caso directamente ante la Suprema Corte de Justicia de Estados Unidos.

Pediatras dicen que niños no deben ser separados de sus padres indocumentados El Sol de Ohio

La Asociación Americana de Pediatría (AAP) se manifestó en contra de una medida que estudia el Departamento de Seguridad Nacional (DHS, por su sigla en inglés) de EE.UU. para separar a los hijos de los padres cuando una familia de indocumentados sea detenida tras cruzar la frontera.

En una directriz que se publicará en la edición de abril de la publicación “Pediatría”, la AAP asegura que los niños “nunca deben ser detenidos o separados de sus padres a menos que un tribunal de familia competente lo decida” o preocupe su “seguridad” si siguen con sus progenitores.

En su opinión, los niños inmigrantes y refugiados deben ser tratados con “dignidad y respeto” y no se debe ponerlos en entornos

que incumplan las “normas básicas” para su salud física y mental o exponerlos a “riesgos adicionales, miedo y trauma”.

La pasada semana el secretario del DHS, John Kelly, anunció que están considerando cambiar la política actual que permite a padres e hijos pasar juntos tres semanas bajo custodia de las autoridades, aunque pasados 21 días los niños tienen que ser liberados.

Brasil, México y Colombia, con mayores costos por enfermedades cardiacas El Sol de Ohio

Brasil, México y Colombia soportan los mayores costos financieros por efectos de las enfermedades cardiacas, según señala un estudio de la consultora Deloitte Access Economics efectuado en nueve países latinoamericanos y difundido en Quito.

Brasil, con 17.300 millones de dólares; México, con 6.100 millones, y Colombia, con 2.400 millones, son los países de la región con los mayores costos financieros por enfermedades cardiacas.

A ellos le siguen Venezuela (1.700 millones de dólares), Chile (1.400 millones), Perú (900 millones), Ecuador (615 millones), Panamá (300 millones) y El Salvador (200 millones).

La investigación, aunque

recoge información de los nueve países, se centra en la situación de Ecuador, donde los costos financieros de 615 millones permanecen bajo la media regional.

El estudio señala que el 14 por ciento de la población adulta en Ecuador padece de hipertensión, infarto cardíaco, fibrilación auricular (más conocida como arritmia) o insuficiencia cardiaca.

Agrega que en 2015, la carga económica de estas cuatro condiciones equivalía a un 2,5 por ciento del gasto en salud pública destinada por el Gobierno central.

La investigación de Deloitte sostiene que las enfermedades cardiacas son la principal causa de muerte en la región.

Por ello, el estudio pretende “brindar ayuda” a los responsables de elaborar políticas sanitarias y al

personal especializado, con una información sobre la carga financiera y la importancia de la prevención y el diagnóstico oportuno para garantizar una atención adecuada y minorar los costes para el sistema sanitario.

La investigadora jefe del estudio, Lynne Pezzullo, dijo a Efe que las condiciones para la prevalencia de enfermedades cardíacas han aumentado, entre otras causas, por el crecimiento en edad de la población.

También por el aumento de factores de riesgo como el sobrepeso, la obesidad y la falta de ejercicio, añadió la especialista, que se enfoca más en el aspecto de la prevención para reducir los riesgos de morbilidad que llevan consigo tales trastornos.

Un tipo de prevención “primaria” es la capacitación

Is having a cry good for our health?

By Jason G Goldman BBC News Until recently, scientists and authors were at stark disagreement over the point of crying. In King Henry VI, Shakespeare wrote, “to weep is to make less the depth of grief ”, and the American writer Lemony Snicket said “unless you have been very, very lucky, you know that a good, long session of weeping can often make you feel better, even if your circumstances have not changed one bit”.

Charles Darwin, on the other hand, thought that the production of tears (the act of crying notwithstanding) was merely a useless side effect of the way that the muscles around the eye worked. For him, those muscles had to contract from time to time so that they didn’t overflow with blood; the expulsion of tears was simply an unintended consequence of that evolved physiological process.

(He did acknowledge that crying could help young infants attract the attention of their parents, though.)

We now know that crying – at least, the sort that adults do – is a complex physiological response to some kind of emotional stimulus. The most prominent feature is of course the shedding of tears, but it also includes changes in facial expressions and breathing patterns. “Sobbing,” for example, refers to the rapid inhalation and exhalation that so often accompanies crying.

From a scientific perspective, that means

crying is different from the production of tears in response to a chemical irritant, like when you accidentally rub your eyes after eating spicy foods. Even the tears themselves are different.

In 1981, Minnesota psychiatrist William H Frey II discovered that tears brought on by sad movies had more protein in them than those that flowed in response to some freshly chopped onions.

“And

then there’s the notion of catharsis: crying provides for relief from emotionally stressful situations.

As anyone who has attended a side-splitting comedy act or listened to a groom read wedding vows to his bride, emotional tears aren’t limited to feelings of melancholy. But while all of us are familiar with the feelings that are associated with crying, whether for joy or sorrow, there’s not much that’s known about why we do it as adults – but there are plenty of ideas.

One idea is that adult crying isn’t actually all that different from the sort that babies do, at least when it comes to its social nature.

In other words, perhaps weeping is a literal cry for attention, a means of soliciting support and help from our friends when we need it the most. It’s a way of communicating our inner emotional state at a time when we may not be

able to fully articulate it.

While this may explain some forms of crying, many researchers have found that adults often cry when they’re completely alone.

Another possibility that is that crying might serve as a means of “secondary appraisal,” helping people to realise just how upset they are, a way of helping them understand their own feelings – it’s a provocative idea, with at least some evidence to support it, in some cases.

And then there’s the notion of catharsis: crying provides for relief from emotionally stressful situations. The idea is consistent not only with the words of Shakespeare, but with the Roman poet Ovid, who wrote: “It is a relief to weep; grief is satisfied and carried off by tears.” The Greek philosopher Aristotle also wrote that crying “cleanses the mind”. In a 1986 study of popular US magazines and newspapers, one psychologist found that 94% of articles about crying suggested that it helped to relieve psychological tension.

Indeed, a 2008 study of nearly 4,300 young adults from 30 countries found that most reported improvements in both their mental and physical wellbeing after a bout of crying, but not all. Some reported no change after a crying session, and some even said that they felt worse afterwards.

The difference seems to lie in the social context: if

a person felt embarrassed about crying in public, for example, they might feel less resolved than if they cried alone or with a single close friend. The study also found that when people tried to suppress or

hide their crying, they also wound up feeling less relief afterwards.

So the notion of having “a good cry” is not without merit, but it seems to necessitate the right kind of social support to be

effective. Which means, in the end, that adults might just cry for much the same reason as human infants: to seek help from their friends and family.

Un joven padre quedó anonadado cuando una perfecta desconocida le pagó un boleto de avión de más 700 dólares para su pequeña hija.

El hombre, quien no ha sido identificado, fue a chequear su boleto en el aeropuerto cuando la agente en el mostrador le preguntó qué edad tenía la niña que llevaba en brazos. El padre dijo que recientemente había cumplido dos años y la agente le preguntó si tenía un boleto para ella.

El hombre creía que la pequeña podía viajar gratis, ya que cuando reservó el boleto sólo tenía un año.

“Lo golpeó la emoción.

Mencionó que no podía darse el lujo de volver a reservar ese vuelo o conseguirle el boleto con tan poco tiempo”, contó Kevin Leslie en la página

Abrazando a su hija y agarrándose la cabeza, se podría decir que estaba con el corazón roto”.

Fue en ese momento que una mujer que se hallaba cerca se acercó para preguntarle qué pasaba.

Luego ambos se acercaron nuevamente al mostrador, y la mujer dijo que quería comprarle el boleto a la niña.

“La agente dijo: “¿Sabe cuánto vale este billete?”, contó Leslie.

“La mujer respondió “¿$700 algo? ‘$749’ respondió la agente.

La mujer dijo que “está bien” y sacó su tarjeta de crédito. Yo estaba justo allí y le dije, ‘¡Dios te bendiga!’

E imprimieron el boleto. La agente siguió hablando de cómo se le puso la piel de gallina mientras el hombre abrazaba a la mujer y le preguntaba su nombre para poder recompensarla. La

mujer seguía diciendo: “No te preocupes por eso”, concluyó Leslie.

La historia, acompañada por la foto de la buena samaritana, ha sido compartida más de 40.000 veces y ha recibido más de 190.000 “me gusta”.
