Organizaciones religiosas, académicas, civiles, empresariales, entre otras, crearon el grupo denominado “Franklin County Municipal ID Coalition”.

A mediados de enero pasado tuvieron su más reciente reunión y la próxima reunión está programada para el 15 de Febrero.

El Consejo de la Ciudad, el “City Council” cuando estuvo presidido por el actual Alcalde de Columbus, Andrew Ginther, se opuso a la demanda de un ID para los inmigrantes pues según alegó resultaba muy costoso para ciudad y violaba normas de “seguridad nacional”.

La Franklin County Municipal ID Coalition comenzó sus actividades en septiembre pasado y ha concentrado sus esfuerzos en investigar y conocer cómo funcionan los pro-

gramas de identificación municipales en otras ciudades de los Estados Unidos.

Sus próximas actividades son: Encuentro el lunes 8 de Febrero a las 2 de la tarde con Patti Gunther, quien es Assistant Director del Ohio State University “BuckID” para aprender sobre su programa, ya que abarca muchas de las características y beneficios de un documento de identidad municipal.

El lunes 15 de Febrero será la reunión de los líde-

res de la Franklin County Municipal ID Coalition.

Y el miércoles 17 de Febrero a las 2:30 de la tarde se reunirán con el Star House staff, organización que trabaja con jóvenes sin hogar, y ven el ID municipal como un recurso muy necesario para los jóvenes a los que ellos sirven.

immigrants living in the county “out of the shadows.”

Religious, academic, civil, entrepreneurial, and other organizations created the group denominated Franklin County Municipal ID Coalition.

Their most recent meeting was held in the middle of this past January and their next meeting is scheduled for February 15.

“A municipal ID card is for any person that lives in the community [Franklin County],” said a source with ties to the organization who also declared that so far “the Coalition has not met with government officials, so it does not have the support of authorities because there has been no discussion with them about the municipal ID.” When the Columbus City Council was presided by the now mayor Andrew Ginther, opposed issuing a municipal ID to immigrants because it was allegedly too costly for the city and violated “national security” norms.

The Franklin County Municipal ID Coalition began its activities last September and concentrated its efforts in investigating and knowing the workings of municipal ID programs in the United States.

Their future activities include the following: Monday, February 8, 2 pm: Meeting with Patti Gunther, Assistant Director of Ohio State University’s “BuckID”, to learn about her program, which covers many of the characteristics and benefits of a municipal ID card.

Monday, February 15: Franklin County Municipal ID Coalition meeting.

It will most likely take place at the Bexley Library (2411 East Main Street, Bexley).

Wednesday, February 17, 2:30 pm: The Coalition will meet with staff from Star House, an organization that works with homeless youth that sees the municipal ID as a very necessary resource to those they serve.

Why Marco Rubio now has the best chance of winning the GOP nomination Max Ehrenfreund

arco Rubio placed third in the Iowa caucuses Monday, but observers liked what they saw from the Florida senator’s campaign. Now, the most likely outcome of the GOP presidential primary season is a victory for Rubio, according to bookmakers.

On Monday, bookies gave Rubio a 1-in-3 chance of winning the nomination.

Since the results from Iowa came in, Rubio’s chances are now better than even, according to data aggregated by Oddschecker.

To be sure, Rubio has a long way to go. Donald Trump and Sen. Ted Cruz (R-Tex.) won more delegates than he did in Iowa.

Rubio was trailing those

two by a wide margin in the most recent national polls.

All the same, economists say that betting markets often better predict the outcomes of elections than polls. When there is cash on the table, people are less likely to be swayed by attention from the fickle media, which

might momentarily inflate a candidate’s polling.

On the other hand, bettors who are prepared to put their money on a candidate might be more familiar with that candidate’s strengths before the general public is aware of them.

It’s not clear exactly what bettors liked about

Rubio’s showing in Iowa.

Maybe it was that they were disappointed with Trump, who polls predicted would take first place.

Perhaps they expected more of Trump’s supporters to turn out to vote.

Trump’s field operation has come in for criticism since the caucuses ended, and if his organization has similar problems in other states, he could be a bad bet.

Or maybe bettors think that Trump’s appeal is solely based on his braggadocio, which will be harder to sustain now that Cruz has beaten him soundly at the polls. Maybe Trump’s voters won’t turn out for a loser.

Trump’s chances were better than 50 percent on Monday. On Tuesday, they drifted below 1-in-3

as bettors drastically revised their expectations for his campaign.

As for Cruz, his chances improved from about 13 percent to about 17 percent. That modest change suggests bettors are still skeptical that Cruz will be able to replicate his success in other states. He won in part because evangelical voters turned out in large numbers to support him, and there are fewer of those voters outside Iowa. In other words, the betting markets suggest that Rubio, not Cruz, is best positioned to exploit any stumble by Trump.

On the other side of the aisle, bettors threw cold water on the enthusiasm of Bernie Sanders’s supporters. Their candidate beat all expectations by holding Hillary Clinton

to what was effectively a draw. She’ll have just a handful more delegates from Iowa than Sanders.

Some pundits have argued that Clinton’s poor performance in Iowa revealed her weaknesses as a candidate. According to the bookies, though, the odds that the Vermont senator wins the nomination haven’t improved at all. They remain at about 20 percent, about where they’ve been for the past six months.

Perhaps the markets don’t think Sanders has the organizational capacity to exploit those weaknesses, or maybe they think Iowans are uniquely receptive to Sanders’s message. In any case, the results of the caucuses haven’t changed bettors’ views. Clinton is still strongly favored.

ás de la mitad de los casi 28 millones de latinos que podrían votar en los comicios presidenciales de este año en Estados Unidos, y que podrían ser determinantes en el resultado, declinará participar, según un informe.

Elaborado por el Centro de Estudios Latinos para América Latina y el Caribe (CLACS) de la Universidad de la Ciudad de Nueva York, el reporte proyectó que de los 28 millones de latinos elegibles para votar, sólo 13.5 millones emitirán su sufragio en 2016.

Titulado “El Dilema del Registro para el Votante Latino”, el estudio destacó que, pese a que el electorado latino ha crecido de manera consistente tanto en términos absolutos como respecto al resto de Estados Unidos, su participación sigue siendo baja.

En 1992, los latinos elegibles para votar sumaban 8.8 millones, en tanto que para 2016 serán 28 millones, lo que ha aumentado también su representación como porcentaje dentro del total de votantes estadunidenses, al pasar de 3.7 por ciento a 9.9 por ciento.

Sin embargo, menos de la mitad de todos los votantes

potenciales latinos asisten a las urnas a votar, frente a las dos terceras partes de los electores blancos y afroamericanos que sí participan en los comicios.

El informe reveló que el mayor problema es que los latinos se registran para votar a tasas significativamente menores que otros grupos étnicos de Estados Unidos, y ese porcentaje se ha mantenido constante en las últimas dos décadas pese a los esfuerzos para que participen.

Resaltó además que la baja participación se incrementa debido a que 62 por ciento de los potenciales votantes latinos son menores de 44 años, y este grupo tiene una tasa de registro menor que las

personas latinas de mayor edad.

Asimismo, los hombres latinos menores de 44 años se registran para votar a una tasa mucho menor que las mujeres de ese mismo grupo de edad.

El documento precisó que una vez que se registran, los latinos sí acuden a las urnas. En 2012, la participación de votantes registrados latinos fue de 80 por ciento.

El análisis consideró que el desafío central de las organizaciones políticas, cívicas y religiosas enfocadas en la comunidad latina en Estados Unidos no es que salgan a votar sus miembros, sino aumentar la tasa de registro, en especial entre los jóvenes.

l presidente Barack Obama reconoció el precario futuro que enfrentan sus acciones de alivio migratorio aún si la Suprema Corte de Justicia reafirma su autoridad ejecutiva y deja el camino libre a su implementación.

En una entrevista con el diario Político el mandatario sugirió que sólo una reforma migratoria resolverá la situación que enfrentan 11 millones de indocumentados, aunque tales prospectos resultan inexistentes en estos momentos.

Por ello Obama defendió una vez más su decisión de ampliar el Programa de Acción Diferida para Llegados en la Infancia (DACA), e implementar una variante para adultos conocida como DAPA, que se estiman beneficiarían a casi cinco millones de personas.

“Desde mi punto de vista las acciones ejecutivas han tenido un importante uso cuando el proceso legislativo se ha agotado”, indicó el mandatario, en clara alusión a la negativa de los republicanos en el Congreso a retomar el debate migratorio.

La semana pasada la Suprema Corte de Justicia

aceptó escuchar la apelación interpuesta por la administración Obama sobre el fallo contra la implementación de las acciones ejecutivas, detenidas por un juez federal en Texas.

Un fallo a favor revertiendo el de la Corte de Apelaciones del Quinto Circuito de Nueva Orleans, dejaría al gobierno federal con apenas meses para implementarlas antes que Obama deje la presidencia en enero del 2017.

En este sentido, Obama reconoció que en el corto plazo el futuro de las acciones ejecutivas estará determinado por quien resulte electo presidente.

“Aun si la Suprema Corte de Justicia reafirma mi autoridad en los cambios migratorios que he realizado, ellos pueden ser revertidos por un futuro presidente, pero no así una solución legislativo”, apuntó.

Obama señaló que aunque su preferencia ha sido siempre resolver situaciones a través del Congreso, “si hemos utilizado acciones ejecutivas ha sido porque el Congreso ha sido disfuncional”.

Consideró por ello que el contraste que debe importar a los electores debe ser cómo buscan demócratas y republicanos resolver algunos retos que enfrenta el país, como la migración, más que las diferencias de personalidad entre sus candidatos.

Denying an ID Card to an immigrant violates an Universal Right

And they’re off!

“Everyone has the right to recognition everywhere as a person before the law” (Universal Declaration of Human Rights, Article 6).

Some states refuse to provide a personal identification document to “undocumented” immigrants under diverse explanations. Some allege that issuing it would be costly, others say that it would affect “national security,” etc.

We know that what predominates behind those arguments is an attitude and criteria that are discriminatory and, in some cases, even xenophobic.

They are arguments provided by anti-immigrant and anti-Hispanic authorities and sectors.

The United States of America stands up proudly as the “first democracy” in the world and the most powerful in economic and political terms.

But it ignores or wants to ignore that to deny an identification document to “undocumented” immigrants is a shameless violation of one of the most important universal human rights.

February is here and the presidential campaign has started with the Iowa caucuses. There is so much to say about what happened there, but I have little space. That is why I will limit myself to a few thoughts.

Varios estados de la nación se niegan a proveer de un documento de identificación personal a los inmigrantes “indocumentados” bajo diversos argumentos. Algunos alegan altos costos en la expedición del documento otros dicen que afectarían la “seguridad nacional”, etc.

Sabemos que detrás de esos argumentos lo que predomina es una actitud y un criterio discriminatorios y en algunos casos hasta xenófobo.

Son argumentos promovidos por autoridades y sectores anti inmigrantes y anti hispanos.

Estados Unidos de América se erige con orgullo como la “primera democracia” del mundo, como el país más poderoso en términos económicos y políticos.

Pero ignora o quiere ignorar que negar un documento de identificación personal, un ID, a los inmigrantes “indocumentados”, es una descarada violación de uno de los más importantes de Derechos Universales.

ed Cruz won the Republican caucus mainly because he attracted the Evangelical vote, to which he showed (perhaps correctly) that the leading candidate, Donald Trump, is an opportunist without real conservative credentials despite his right-wing, rhetorical tantrums and the support of a relevant figure among conservatives such as Reverend Jeffrey Falwell, Jr. What that caucus did for Trump was to show him that he is just a newcomer to the GOP and tell him that blaming Hispanic immigrants for all the ills of the country and promising to bomb the Islamic State into the Stone Age is not enough to win.

Not without counting on anti-abortion and anti-gay Republicans. And when the results of the caucus were announced, Trump showed himself with a humble demeanor uncharacteristic of his impetuous and arrogant self. He became too self-confident and paid the price.

Meanwhile, Bernie Sanders almost won the Democratic caucus because he attracted more young and progressive voters than the other leading candidate, Hillary Clinton. Many of those young people voted for the first time ever, but above all they witnessed the recession, the “Occupy” movement, and the harsh criticism against big finance. For that reason, they feel more identified with Sanders’ ultra-progressive message, while considering Clinton’s own progressive positions (now deliberately more like Sanders’) as the bluster of a person who still has connections with the people that provoked the recession. According to an analyst, Clinton won this caucus but took it as a defeat, while Sanders won in defeat.

It is now evident that the coronation of Clinton and Trump is definitely over.

However, we are assuming that the Iowa caucuses have enough symbolic

power just because they have the title of first in the nation. That power is attenuated by several factors.

First, not everyone who will vote in the upcoming primaries is like the Iowa voter in terms of electoral demographics. Second, we are yet to see if Sanders’ near-win will make him earn the support of African-Americans and Hispanics, without which the Democratic nomination cannot be won and to which he must prove that his progressive message is relevant. And third, as it happened to Mike Huckabee in 2008 and Rick Santorum in 2012, to win the Iowa caucus does not guarantee the GOP nomination. That is the caveat Ted Cruz must keep in mind.

Therefore, we believe that Clinton and Trump will will the nominations of their respective parties, but not with the confidence of an impossibly unshrinkable lead.

a hermosa ciudad de Columbus, Capital del Estado de Ohio, ubicada al centro oeste de los Estado Unidos de América, cuenta con una población partir del censo (12) de 2010, había 787,033 personas, 331,602 casas, y 176,037 familias que residían en la ciudad. La densidad de población era 3,624.0 habitantes por milla cuadrada (1,399.2 / km2). Había 370,965 unidades de cubierta en una densidad media de 1,708.2 por milla cuadrada (659.5 / km2). La distribución por razas de la ciudad era 61.5 % blancos, 28.0 % americanos africanos, 0,3 % nativos americanos, 4.1 % asiáticos, 0.1 % De las Islas del Pacífico, un 2,9% de otras razas, y el 3,3 % a partir de dos o más razas.

Hispanos o latinos de cualquier raza eran el 5,6% de la población; de igual manera tiene una población

Quienes tenemos la dicha de concurrir desde hace más de dos décadas ha esta bella capital de Estado, y sus zonas aledañas o jurisdicciones hemos podido palpar un gran desarrollo urbanístico e importante red vial terrestre resaltándose las vías o autopistas rápidas como la importante 270 que comunica circunferencialmente y enlaza a toda la ciudad de Columbus con entradas y salidas a las demás ciudades del Estado; todo este desarrollo se ha venido dando en plena armonía con el medio ambiente natural, ríos, lagos, bosques y fauna animal, cual se describe idealistamente en el concepto de un desarrollo sostenible y sustentable que da paso a la ciencia y tecnología sin destruir la naturaleza ni contaminar el medio ambiente y sus ecosistemas.

La Capital del Estado Ohio, no solamente resalta por sus espacios y entornos naturales infinidad de parques temáticos, impactantes zoológico y el desempeño eficaz de la cultura y el deporte contando con grandes espacios para la actividad y desempeño de las distintas disciplinas, importantes Universidades, con Teatros y lugares históricos que son verdaderos patrimonios estructurales y to-

dos ellos resaltan los valores primordiales en pro de una gran sociedad.

Teaching migrants how to behave

ohanna is one of those energetic, animated teachers whose cheerful energy lures even the most reluctant pupil into engaging with the lesson.

She uses both her hands to stress her meaning and she always softens any difficult points with a smile.

“So in Finland,” she says softly, “you can’t buy a wife. A woman will only be your wife if she wants to be - because here women are men’s equals.”

Migrants arriving in Finland are being offered classes on Finnish values and how to behave towards women. Concerned about a rise in the number of sexual assaults in the country, the government wants to make sure that people from very conservative cultures know what to expect in their new home.

Her pupils, all recently arrived asylum seekers at this reception centre hidden away in the snowy depths of the Finnish forest, watch her carefully - and I watch them. Some of the young Iraqi men, who already speak good English and passable Finnish, nod sagely. Others, particularly the older men, stare at one another with raised eyebrows as Johanna’s words are translated into Arabic for them.

One man, hunkered down inside his black ski jacket seems to be taking notes while there’s a faint smile on the lips of the only head-scarfed young woman in the room.

“But you can go out to the disco with a woman here,” adds Johanna brightly.

“Although remember, even if she dances with you very closely and is wearing a short skirt, that doesn’t mean she wants to have sex with you.”

A Somali teenager pulls his woolly hat over his ears and cradles his head in his hands as if his brain can’t cope with all this new information.

“This is a very liberal country,” he says incredulously. “We have a lot to learn. In my country if you make sexy with a woman you are killed!” He turns to his neighbour, a Malian man of a similar age to gauge his reaction.

“It’s quite amazing,” the Malian nods. “In my country a woman should not go out without her husband or brother.”

Johanna turns her attention to homosexuality and the Iraqi men on the back row - it’s always the back row - begin to giggle and snigger.

The men are also versed in Finnish criminal

law so they know exactly what to expect if they touch a woman inappropriately.

And that’s why these classes are backed by the interior ministry and the police. Last autumn three asylum seekers were convicted of rape in Finland, and at the new year there was a series of sexual assaults and harassments similar to those in Cologne and Stockholm. Una rara enfermedad tropical se está extendiendo en algunos lugares de América Latina y el Caribe.

l virus del zika, transmitido a los humanos por mosquitos, produce por lo general afecciones leves, pero ahora hay sospechas de que esté relacionado con una malformación congénita y posiblemente otros problemas de salud. Algunos aspectos que deben conocerse sobre este mal. ¿QUÉ ES EL ZIKA? El virus del zika fue descubierto por primera vez en monos en Uganda en 1947. Su nombre proviene de la selva de Zika donde fue descubierto. Es originario principalmente de la zona tropical de África, pero también se han detectado brotes en el sureste de Asia y las islas del Pacífico. Apareció en Brasil hace años y, desde entonces, se conocen casos en muchos países de América Latina y el Caribe. ¿CÓMO SE PROPAGA? Se transmite mediante picaduras de la misma clase de mosquitos que pueden propagar otras enfermedades tropicales, como el dengue, el chikungunya y la fiebre amarilla. No se conocen casos de transmisión de persona a persona.

Sin embargo, los investigadores exploran la posibilidad de que el virus pueda transmitirse vía sexual. Se le detectó en el semen de un hombre en Tahití y hay otro informe sobre la posible propagación del virus mediante contacto sexual.

La Organización Mundial de la Salud dice que el zika se propagará rápidamente en el continente americano. Según la OMS, como el virus es nuevo en la región, las personas no son inmunes a él, y el mosquito que lo porta se encuentra casi en todas

partes, incluido el sur de Estados Unidos. Canadá y Chile son los únicos países libres del mosquito. ¿HAY SÍNTOMAS? Los expertos creen que la mayoría de las personas infectadas con el virus del zika no enferman. Y quienes enferman normalmente desarrollan síntomas leves, fiebre, sarpullido, dolor en las articulaciones y enrojecimiento de los ojos, que por lo general no duran más de una semana.

No existe un medicamento específico y no se desarro-

llado una vacuna contra él, a diferencia de algunas enfermedades tropicales que aparecen en brotes periódicos. ¿POR QUÉ ES UNA PREOCUPACIÓN AHORA? En Brasil han aumentado las pruebas que vinculan la infección del zika en mujeres embarazadas al nacimiento de niños con una rara malformación congénita llamada microcefalia, y que hace que el bebé nazca con la cabeza más pequeña de lo normal y sin que el cerebro se

haya desarrollado correctamente. Los funcionarios de salud de Brasil advirtieron en octubre un aumento en los casos de microcefalia paralelo al brote de zika. La relación de esos casos con el zika está aún en investigación, y los funcionarios informaron que hay muchas causas en torno a la enfermedad.

Se han contado cerca de 4.000 casos.

Sí, pero en viajeros. Ha habido más de dos decenas de casos diagnosticados en Estados Unidos desde 2007, todos viajeros que se cree se infectaron en el exterior (Puerto Rico y las Islas Vírgenes estadounidenses tuvieron recientemente un caso cada uno ajeno a los viajeros).

a Organización Mundial de la Salud declaró que el brote del virus del zika —que ha sido vinculado con defectos congénitos en América— constituye una emergencia sanitaria mundial.

Horas antes el portavoz de esa agencia adscrita a la ONU, Christian Lindmeier, había dicho que la conferencia serviría para decidir si se deben aumentar los esfuerzos interna-

cionales inmediatamente para combatir el brote. En 2014 la OMS declaró una emergencia sanitaria en torno al ébola.

El jueves pasado, la directora general de la OMS doctora Margaret Chan dijo que el nivel de alarma es “extremadamente alto” a pesar de la falta de evidencias de que el zika es la causa del aumento en el número de bebés nacidos en Brasil con cabezas inusualmente pequeñas.

La OMS estima que habrá unos 4 millones de casos de zika el año entrante.

De acuerdo con el análisis “La legalización de la cannabis en México. Una discusión actual” del Instituto Belisario Domínguez (IBD) del Senado, las pérdidas para las organizaciones de narcotráfico de permitirse la venta legal de la planta representarían “entre 15 % y 26 % de sus ingresos totales”.

México abastece entre 30 % y 50 % de la marihuana que se consume en Estados Unidos, indicó un comunicado de la Cámara alta.

Según el informe, “es posible que en los próximos años estas ganancias dis-

minuyan debido a una menor demanda de la planta mexicana, ocasionada por la expansión de la producción de cannabis legal en Estados Unidos, que es de mejor calidad y de menor costo”.

“De acuerdo con la opinión de algunos expertos -se agrega en el estudio-, esta situación podría beneficiar a México si se legalizara el uso de la marihuana con fines recreativos puesto que aumentaría el daño financiero de los

cárteles, en particular del de Sinaloa”.

Si en México el valor comercial es de 40 dólares la libra, en territorio estadounidense asciende a cerca de 400 dólares la libra, es decir, 10 veces su valor.

En el documento, el IBD destacó que en territorio mexicano el consumo de marihuana con fines recreativos tiene una connotación delictiva, a pesar de que la Ley General de Salud permite portar hasta de cinco gramos.

Además, el estudio señala que la política prohibicionista, que incluye también el uso de esta hierba con fines de salud y terapéuticos, “ha dado lugar a que las familias las consigan en el mercado negro o través del contrabando, a pesar riesgo que ello implica”.

“La guerra contra la drogas adoptada por el Gobierno mexicano hace más de una década ha dejado un saldo de muertes, violencia e inseguridad, principalmente en los estados y ciudades del norte y centro del país”, enfatizó el documento realizado por el IBD. Además, “consume grandes partidas de dinero público” en los países afectados por el comercio y consumo.

Es el caso de Estados Unidos, que gasta unos 40.000 millones de dólares al año en la guerra contra las drogas, destacó el informe.

Zika virus: Inside Uganda’s forest where the disease originates El Sol de Ohio

he Zika virus, which has been linked to thousands of babies being born with underdeveloped brains in Brazil, was discovered in a forest in the East African state of Uganda seven decades ago. BBC Africa’s Catherine Byaruhanga visited the forest.

The Zika forest is not well known in Uganda, and most people will be hardpushed to tell you where it is. The word itself means overgrown in the local Luganda language.

There is dense vegetation, a wide range of trees and lots of small animals. The only people you are likely to meet here are the forest-keeper and his family.

They live in a small house made of corrugated iron sheets.

The virus was discovered in the forest - then a hub of scientific research in East Africa - in 1947 by accident by Ugandan, American and European scientists working on another viral disease, Yellow Fever.

While testing monkeys in the forest the scientists, whose research had been funded for a decade by the

Rockefeller Foundation, came across a new microorganism, which they named Zika.

• Spread by the Aedes aegypti mosquito, which also carries Dengue Fever and Yellow Fever • First discovered in Uganda in 1947 but

now spreading in Latin America • Scientists say there is growing evidence of a link to microcephaly, that leads to babies being born with small heads • Can lead to fever and a rash but most people show no symptoms,

and there is no known cure • Only way to fight Zika is to clear stagnant water where mosquitoes breed, and protect against mosquito bites Only two cases of the virus have been confirmed

in Uganda in the past seven decades.

This is because the types of mosquitoes that would transmit the virus to humans don’t often come into contact with the general population, says Dr Julius Lutwama, a leading virologist at the Uganda Virus Research Institute.

“The Aedes we have, Aedes aegypti formosus, normally does not bite humans. And then we have other [mosquitoes] which live in the forests and prefer to bite at dusk and dawn,” Dr Lutwama adds.

This is in contrast to Latin America, where a different sub species, Aedes aegypti aegypti, is spreading the Zika virus.

Much of the Zika forest, which is along the highway between the capital Kampala and Entebbe International Airport, has been lost to development projects, as Uganda’s population grows.

All around it new big houses with freshly tiled roofs are springing up.

What’s left of it is gazetted for scientific research.

Several kilometres up the main road is the Uganda Virus Research Institute.

It’s a massive campus on a hill overlooking Lake Victoria.

Security is tight here because samples of dangerous organisms like Ebola, Yellow Fever and Zika are stored there. This is also the only place in Uganda where you can test for Zika.

Proton beam cancer therapy ‘effective with fewer side effects’ were fewer side effects to the heart and lungs, the study found.

Dr Yock told BBC Radio 5 live: “The major finding is that proton therapy is as effective as photon therapy [conventional X-ray radiotherapy] in curing these patients and what is also very exciting is that it is maintaining these high rates of cure but doing so with less late toxicity, which has dramatic quality of life improvements.”

The paper said: “Proton radiotherapy resulted in acceptable toxicity and had similar survival outcomes to those noted with conventional radiotherapy, suggesting that the use of the treatment may be an alternative to photonbased treatments.” Credit: BBC News.

A cancer treatment at the centre of an NHS controversy in 2014 causes fewer side effects in children than conventional radiotherapy, according to new research.

The study, published in The Lancet Oncology, suggests proton beam therapy is as effective as other treatments.

Researchers looked at 59 patients aged between three and 21 from 2003 to 2009.

In 2014 the parents of Ashya King took him out of hospital in Hampshire to get the treatment abroad.

Their actions led to a police operation to find them.

Ashya, who was five at the time of his treatment, is now cancer free, his family said last year.

All the patients who took part in the study, led by

Dr Torunn Yock from the Massachusetts General Hospital in the US, had

the most common kind of malignant brain tumour in children, known as medu-

lloblastoma.

After five years, their survival rate was similar

to that of patients treated with conventional X-ray radiotherapy, but there

l ex lanzador mexicano de grandes ligas Fernando Valenzuela recorrerá varias ciudades estadunidenses como parte de una iniciativa de la Casa Blanca para alentar a residentes legales a convertirse en ciudadanos.

La tarea será una de las que Valenzuela y otros miembros de la llamada Fuerza de Trabajo sobre Nuevos Americanos tendrán a su cargo en los próximos meses para apoyar los esfuerzos oficiales tendientes a facilitar la integración social de residentes legales e inmigrantes.

Valenzuela, quien se naturalizó recientemente después de permanecer durante décadas como residente legal, pareció evidenciar algunos de los retos que el grupo enfrentará en esta tarea cuando este esfuerzo arranque de manera formal mañana viernes en Los Ángeles, California.

arcelona’s current and former club presidents were questioned by a judge in a Madrid court as part of an investigation into alleged irregularities regarding the transfer of Brazil striker Neymar.

Club president Josep Bartomeu and predecessor Sandro Rosell arrived together to answer questions

by National Court judge Jose de la Mata.

Neymar and his father, who acts as the player’s agent, are expected to testify on Tuesday.

De la Mata is looking into a complaint made by a Brazilian investment group which claims it was financially harmed when Barcelona and Neymar allegedly withheld the real amount of the player’s transfer fee from Brazilian club Santos in 2013.

Investment group DIS was entitled to 40 percent of Neymar’s transfer from Santos, but it claims it received smaller compen-

sation than it should have because part of the transfer fee was concealed.

Barcelona and its presidents have repeatedly denied any wrongdoing.

Barcelona maintains that Neymar’s transfer in 2013 cost the club 57.1 million euros (then $74 million).

Santos officially received a payment of 17.1 million euros ($18.5 million) for Neymar’s transfer, with

the remaining 40 million euros ($55.5 million) going to a company owned

by Neymar’s father. But investigations in Spain later showed that Barcelona spent nearly 83.3 million euros ($90 million) to acquire the Brazilian.

A separate court in Madrid is hearing another lawsuit against Rosell because of Neymar’s transfer fee.

Bartomeu replaced Rosell

in 2014 when he resigned because of the allegations.

Neymar, now 23, helped Barcelona win a rare treble of Champions League, Spanish league and Copa del Rey titles last season.

He was also one of three finalists for the Ballon d’Or award won by teammate Lionel Messi.

exican artist Pedro Francisco Rodríguez is asking for the public’s help in making a larger-than-life sculpture of Pope Francis to commemorate his historic visit to Mexico next month.

How can the general population help? By donating millions of scraps of bronze, including old keys.

Fr. Hesiquio Trevizo, spokesman for the Diocese of Ciudad Juarez, said at a recent press conference that people can donate their scraps at ten stations located in public areas throughout the city, such as malls.

Any bronze still needed for the project will be donated by local businesses.

Rodríguez began work on the 16-foot statue in December and said he hopes to have it ready in April, just a few months after the Holy Father’s Feb. 12-18 visit. The sculptor described how the statue will depict a smiling Pope Francis releasing a white dove into flight.

Fr. Trevizo said that plans for the statue’s location have not been finalized, but they will be looking for a place where all the faithful and pilgrims can see and appreciate it.

The Holy Father’s visit will include the celebration of Mass at the border city of Ciudad Juarez, across from El Paso, Texas. The Mass at the Mexico-U.S.

border is expected to draw thousands of pilgrims from both countries.

Other highlights of the Pope’s trip to the country include the veneration of the Shrine of Our Lady of Guadalupe, Mass with the indigenous community of Chiapas, and a visit to a prison in Ciudad Juarez.

ore than half of white Evangelical voters now have a favorable view of Republican presidential frontrunner Donald Trump, up from just under 40 percent a few months ago according to a new survey from the Public Religion Research Institute.

Since November 2015, says the PRRI, “white evangelical Protestant voters have become more amiable towards Trump.”

Some 53 percent of white evangelical Protestant voters express a favorable view of Trump today, up from 37 percent last November says the survey.

Only about four in ten or

41 percent of white evangelical Protestant voters express a negative view of Trump at the moment. In November, some 56 percent of white evangelicals expressed a negative view of the real estate mogul.

Nationwide, Trump also increased his advantage over his Republican primary opponents among self-reported Republican registered voters according to PRRI. One-third or 33 percent of Republican voters say they

would prefer Trump to be the nominee. This is a ten percentage point increase over his level of support in November 2015, and more than double that of those expressing support for Ted Cruz, 14 percent; Ben Carson, 14 percent, and Marco Rubio, 12 percent. No other candidate registered more than 5 percent support.

While Trump’s favorability among white Evangelicals is growing, a recent poll by Nashville-based Christian research organization LifeWay, said just four percent of American pastors in general say that they are planning to vote for the billionaire for president.

Demandan 46 senadores de EUA rescate urgente de Puerto Rico El Sol de Ohio

n grupo de 46 senadores demócratas e independientes pidió al líder de la mayoría del Senado, Mitch McConnell, una acción legislativa urgente para dotar a Puerto Rico de las herramientas que le permitan salir de su crisis fiscal y económica.

Puerto Rico entró en moratoria de pagos de una deuda estimada en más de 72 mil millones de dólares, incluidos nueve mil millones de dólares de su empresa pública de electricidad, y enfrenta una tasa de desempleo superior al 12 por ciento.

“La legislación de reestructuración no costaría al gobierno federal un sólo centavo y sería un ahorro para los contribuyentes estadunidenses de lo que es el creciente costo de la inacción”, señalaron en una misiva encabezada por el líder de la minoría demócrata del Senado, Harry Reid.

Además de haber incumplido el pago de su deuda en diciembre, Puerto Rico debe pagar 469 millones

de dólares en mayo a sus tenedores de bonos municipales y otros 1.9 mil millones de dólares en julio.

“Si Puerto Rico continúa por el actual camino, probablemente habrá más litigación, más turbulencia fiscal y económica, degradación de los servicios financieros y más migración a Estados Unidos”, advirtieron los senadores.

a telefónica cubana Etecsa anunció un plan piloto para llevar internet por primera vez a los hogares de la isla, así como instalar 30 nuevas zonas con servicio inalámbrico WiFi, informó el portal oficial Cuba Debate.

Cuba comenzará a realizar una prueba piloto para llevar internet a los hogares de dos consejos populares de La Habana Vieja, informó la directora de la División de La Habana de la Empresa de Telecomunicaciones de Cuba (Etecsa), Odalys Rodríguez.

La especialista indicó que esas conexiones domésticas se brindarán a través de fibra óptica, gracias a un convenio con la empresa china Huawei, y en su momento se informarán las tarifas del servicio.

Rodríguez agregó que también se plantea a futuro dotar con servicio de internet a cafeterías, bares y restaurantes que lo soliciten.

Asimismo, la capital cubana tendrá 30 nuevas zonas WiFi en 2016, dos más por municipio, a fin de tener tres parques con internet por cada municipio y llegar a otras zonas con gran afluencia de público.

Hasta ahora, existen 17 lugares con conexiones inalámbricas en la capital, distribuidos por todos los territorios habaneros, excepto Cerro y Cotorro, indicó.

Etecsa también dotará con internet espacios como el recinto Expocuba, la terminal de cruceros en La Habana Vieja, el proyecto cultural Guayabera en Alamar y el Palacio de Convenciones en Playa, explicó.

Guatemalan soldiers to answer civil war sexual slavery charges in historic trial El Sol de Ohio

few weeks later, they came back for the women. Soldiers raped them in front of their children, burned down their houses and crops, stole their meagre belongings and made them move into shacks outside the nearby military base.

First the army came for the men. Fifteen Mayan peasant leaders in the tiny hamlet of Sepur Zarco in eastern Guatemala were seized and killed or forcibly disappeared.

Every two or three days, each woman was made to report for 12-hour “shifts” at the base where they were forced to cook, clean and submit to systematic rape, often by several soldiers.

It was 1982, one of the bloodiest years of the country’s civil war as counter-insurgency operations against ethnic Mayans intensified under the rule of the military dictator and evangelical Christian, Efraín Ríos Montt.

More than 30 years later, two former military officers will finally face charges of sexual and domestic slavery and forced disappearance in a landmark trial which opens on Monday.

The trial marks the first in the world that sexual slavery perpetrated during an armed conflict has been prosecuted in the country where the crimes took place.

Because of the victims’ ages and frailty, the judge agreed to pre-trial evidentiary hearings in 2012 so that their testimonies were on record. Just four months later, one of the women died. Five men who were detained and tortured at the Sepur Zarco base are also witnesses.

After the 15 men were illegally detained and disappeared, 11 of their wives were forced into domestic and sexual slavery.

Throughout Guatemala’s 36-year conflict, state security forces used rape as a weapon of terror, according to the 1999 report of a UN-backed Truth Commission, but no officers have ever faced charges of sexual violence.

And while the plight of Korean and Filipino “comfort women” forced into sexual slavery by Japanese troops during the

second world war remains the subject of high-level diplomatic disputes, victims of similar crimes in Guatemala have had little or no official support.

“The women have worked with an amazing coalition of organizations over years to build the case in an effort to overcome the stigma and break the silence that so often accompanies sexual violence in armed conflict,” said Jo-Marie Burt, political science professor at George Mason University and senior fellow at the Washington Office on Latin America (Wola).

The Sepur Zarco crimes took place during the presidency of Ríos Montt, who in May 2013 was found guilty of genocide and crimes against humanity – a verdict controversiallyoverturned by the constitutional court just 10 days later. Montt and his co-accused are currently awaiting retrial.

Guatemala’s 1960-1996 civil was triggered by a CIA-backed coup after a democratically elected president promised land reforms. Ríos Montt justified the state-sponsored violence by claiming the victims were communist

The macabre “shift” system ended after about 10 months. But for some victims, the bondage lasted for as long as six years until the military installation was closed in 1998.

During this time, the women were forced to find corn and make tortillas for the soldiers, even though their own children were starving. And the rapes continued.

The other four women fled to the mountains, where they hid for years with no shelter and little food. Many of their children died from hunger or disease.

Bringing the case to trial has been a long and painful process. The victims, now in their 70s and 80s, are frail, illiterate and speak no Spanish, only Q’eqchi’. Most continue to suffer physical and psy-

Both defendants, who have been held in remand since June 2014, deny the charges. The investigation into other alleged perpetrators continues.

“By speaking out and seeking justice the women of Sepur Zarco are writing Guatemalan history, helping us all better understand what happened and why. Let’s hope that the justice system is up to the task,” Burt told the Guardian. The trial is expected to last 40 days.

Cuba announces broadband home internet project El Sol de Ohio Special Report

Cuba has announced it will launch residential broadband internet services in two areas of its capital, Havana.

The government has also said it will allow cafes, bars and restaurants to order broadband service.

Currently, broadband home connection is legal only for diplomats and employees of foreign companies, a report said.

The Caribbean nation is one of the world’s least connected countries, and only between 5% to 25% of Cubans have any type of internet service.

Cuba’s state telecom agency Etecsa said the pilot project would allow

residents in the historic district of Old Havana to order broadband through fibre-optic connections operated by the Chinese telecom firm Huawei.

No timeline or prices have been announced.

Some Cuban citizens have dial-up home services or restricted mobile phone connections that allow access only to state-run email, The Associated Press news agency said.

The public can access the internet in public wi-fi spots in Cuba, which opened last year. But many have complained about the cost of the connection: $2 (£1.4) an hour, or about a 10th of the average monthly salary.

There are 58 wireless internet points in Cuba,

17 of them in Havana.

Around 150,000 Cubans used those spots daily in 2015, according to Etecsa data.

Odalys Rodriguez del Toro, Etecsa director for Havana, has also announced that 30 more public wi-fi spots will be opened in the capital in 2016, doubling the number of access points.

The United States has been pushing Cuba to show that it is improving conditions for its citizens as the two countries normalise their relations after more than 50 years of hostility.

Mayoría de europeos estudia al menos dos idiomas en secundaria El Sol de Ohio Special Report

l 60 por ciento de los estudiantes europeos de secundaria aprende más de un idioma extranjero a la vez en la escuela, indicó un informe publicado por la oficina estadística comunitaria, Eurostat.

El 98.6 por ciento de ellos tiene clases de al menos un idioma extranjero, señaló la encuesta, realizada en 2014 en los 28 países de la Unión Europea (UE).

En España, Italia, Dinamarca, Suecia y Malta todos los estudiantes de secundaria reciben clases de inglés.

Las mayores proporciones de estudiantes que aprenden dos o más idiomas extranjeros a la vez se observan en Luxemburgo (100

por ciento), Finlandia (98.5 por ciento), Italia (98.4 por ciento), Estonia (96.3 por ciento) y Rumania (95.6 por ciento).

En contraste, menos del 10 por ciento de los jóvenes de secundaria estudian dos o más lenguas en Hungría, Irlanda y Austria.

El inglés destaca como la lengua extranjera más popular, enseñada a 17 millones de estudiantes de secundaria europeos, el 97.3 por ciento del total, muy por delante del francés, opción de cinco millones de jóvenes o el 33.7 por ciento del total.

El castellano aparece como el cuarto idioma extranjero más popular en las escuelas europeas, elegido por dos millones de estudiantes, por detrás del alemán, estudiado por tres millones de jóvenes en la secundaria.

That need to be seen to be important was instilled in him from a young age by his mother. Dolly Sinatra was a social hub in Hoboken, New Jersey, acting at one time or another (according to James Kaplan’s Frank: The Voice) as a court translator, midwife, supplier of back alley abortions, ward leader for the Democratic Party and prohibition-breaking bartender. She knew a lot of people and did a lot of favours, and put up with very little in the way of nonsense, and that’s the spirit in which Frank went on to conduct his affairs.

hrown about almost as frequently as the word genius, it is often used to describe someone who either has a bad temper, is a difficult interviewee or makes art that requires a bit of heavy thinking.

But while Frank Sinatra certainly had a few anger management issues, and would prove to be a handful when faced with a reporter’s microphone (or worse, a camera), his music is anything but difficult. The effect of Sinatra’s popularity on his audience and his background in street politics were enough for the FBI to open a file on him in the 1940s, shouting to compete with a blaring brass section.

In the 1930s his was the most popular and revolutionary voice in music, and then Frank arrived with a similarly laconic style – but none of Bing’s cuddliness and no paternal pipe smoke. A sharp-suited son of the Hoboken streets with some heavy friends, Frank took the part later imitated by Elvis Presley and scores of bad-boy boybanders since – that of a wild man with wicked intent – leaving nice guy Bing with a slight case of the Bill Haleys.

It’s one thing to sing of heartbreak and swooning romance if you appear to be pure of spirit and noble of heart. But to pledge your fragile heart – as Frank did in Polka Dots and Moonbeams, his first big hit with the Tommy Dorsey Orchestra – with that sharp gleam in his eye that suggested to each ardent fan that they were

the only one that really understood his tortured soul. That’s 20th Century celebrity sex appeal, right there. No wonder the authorities were nervous.

The effect of Sinatra’s popularity on his audience and his background in street politics were enough for the FBI to open a file on him in the 1940s, a file that eventually grew to over 2,000 pages, covering his rumoured (and hotly contested) connections with organised crime, his anti-racist views and liberal politics and his burgeoning relationship on the campaign trail with Jack Kennedy.

There was talk of the Tommy Dorsey contract being broken at gunpoint by friends in the Mob, to allow Frank to go solo; talk of connections that went down into the underworld and up into the White House. This was no avuncular uncle or giggly showbiz lightweight, but a

man with the drive to put himself at the top of whatever tree he was in.

My Way or the highway Gay Talese’s wonderful 1966 Esquire essay Frank Sinatra Has A Cold refers to him as acting out the role of Il Padrone, a Sicilian term that means ‘the boss’, and it’s a title that is as bestowed as it is taken.

It’s a useful filter to apply when looking at Sinatra’s life, rather than just that of the overheated ego of the alpha male. Frank was always the most important person in the room by common agreement; he commanded respect, and he got it – it was about community, etiquette and honour.

All of which were severely challenged in the early ’60s when the newly elected President Kennedy decided not to take his family on a long-planned

Generous to a fault, Frank would reward loyalty with thoughtful and expensive gifts – gold cigarette lighters were a particular favourite – he always made a show of having the very best and extravagantly dispensing his bounty. He was also meticulous about how he dressed, even training himself to sit in a certain position while sleeping on the Dorsey tour bus, so as to avoid creasing his suit.

This habit of conspicuous grooming and gladhanding put him at the very centre of a good many rooms, acting the role of a (mostly) benevolent monarch, taking tributes from everyone and offering the olives from his martini to favoured courtiers.

Like the best medieval kings, he was also easily irked, prone to temper tantrums over perceived slights and sometimes blackballed previously close friends. He was a man of high standards, fond of telling people off for breaches of etiquette. These may include being racist or anti-Semitic – which he was strongly against – but also being improperly dressed, or failing to show enough deference,

or being a bit annoying, or being a journalist.

He found himself under siege in Australia in 1974 after he referred to female Aussie journalists as “buck-and-a-half hookers” from the stage and then refused to apologise until it was clear he couldn’t leave the country until he did. This was years after the story of Sinatra being offered $16,000 for a paparazzi shot with Ava Gardner, during the affair that broke his lucky streak. He countered with a suggestion that he and Ava would be prepared to accept $32,000, provided he could also break one arm and one leg of a photographer.

But showbusiness kings have finite empires. When his star temporarily dwindled in the early 1950s, the only danger Frank presented was to himself.

His tempestuous relationship with Gardner made a public show of him, and his divorce from first wife Nancy Barbato reduced his standing in the community. The alleged circumstances surrounding how he was cast in From Here to Eternity are thought to have inspired Mario Puzo’s depiction of the crooner who uses his Mob ties to get a movie role – complete with a horse’s head in a Hollywood producer’s bed – in The Godfather.

Torn by feelings of love, guilt and despair, Sinatra attempted suicide, more than once. This is the existential depth you can hear in his most melancholy songs after that point – on albums like Frank Sinatra Sings for Only the Lonely and No One Cares, the latter of which Sinatra called a collection of “suicide songs” – and the reason his comeback was stronger than that original flare of giddy popularity.

He wasn’t a bumptious kid with some hit records, he’d lived a bit, and lost a bit and it showed. The danger of Frank Sinatra (aside from his genuine ability to physically threaten people) was also his unique gift – his capacity to understand people who had been too close to the fire themselves and were now busily attempting to put themselves back together, their way.
