Preparations underway for Gowanda FallFest GOWANDA, NY — It’s once again time to start thinking about the Gowanda Scarecrow Contest.

The annual September event has long been an anchor of the Gowanda Harvest Heritage Fall Festival.

WENDEL ANNOUNCES NEW LEADERSHIP FOR DEPARTMENT OF PUBLIC FACILITIES Timothy Card Selected to Serve as Director of Chautauqua County Department of Public Facilities New Director to Begin on Sept. 6

MAYVILLE, NY — Chautauqua County Executive Paul M. Wendel, Jr. has announced the appointment of Timothy Card as the new Director of the Chautauqua County Department of Public Facilities (DPF).

Card will begin his new position on September 6, 2022 and he replaces former director Brad Bentley, who resigned from the position in December 2021.

Since 1990, Card has worked for the Town of Harmony serving for six years as a motor equipment operator before becoming the highway superintendent in 1996. In this

position, he was responsible for overseeing all highway operations and employees, managing a municipal building expansion, designing and overseeing a salt storage facility project, and managing the budget and purchasing for all equipment and maintenance.

Prior to his position with the town, he worked at Maplevale Farms, Inc. as a forklift operator and truck driver.

“I am proud to welcome Tim Card to our team,” said Wendel. “He is a lifelong resident of Chautauqua County and I believe his 26 years of experience in overseeing municipal facilities, grounds, roads and transfer station operations will be a

great asset to our Department of Public Facilities.”

“I am honored to accept this appointment,” said Card.

“I look forward to playing an important role in the continued success of the Chautauqua County Department of Public Facilities and working closely with employees and county leaders.”

Card earned his degree in Construction and Heavy Equipment at the Hewes Center at Erie 2-Chautauqua-Cattaraugus BOCES in Ashville, N.Y. He graduated from Panama Central School and he currently resides in Ashville, N.Y.

Every year, Gowanda organizations, businesses and individuals create scarecrows to be displayed in the Gowanda business district. Voting for Gowanda’s Favorite Scarecrow will take place Sept.

23-26, both in Gowanda and online.

The online portion of the voting takes place in the “You Know You’re From Gowanda” Facebook group. Medals are awarded to the 1st through 3rd place winning scarecrows.

For the second year in a row, the Gowanda Boosters Club will be holding Gowanda Alumni Weekend at the same time as FallFest. Some FallFest events now appear on the Alumni Weekend schedule, including the car show with local band Barnstorm providing the music.

Gowanda’s New York & Lake Erie Railroad will be providing both adult wine-tasting and family-friendly train rides during the weekend.

Alumni Weekend will open with the annual Gowanda Hall of Fame Induction at the Hollywood Theater. After Gowanda Central School band leader Jake Swanson provides saxophone music for an initial meet and greet, the honorees will be introduced. Tim McKeever will serve as emcee.

The 2022 Gowanda Team of Distinction will be the 1998 Girls 4x400 Meter Relay Team. The team, consisting of Anne Palcic, Molly Palcic-Wallschlaeger, Susie Jones-McHale and Eva Hernandez along with coach Bob LeMere, is the only Gowanda team to ever earn the title of state champions Gowanda athlete and coach Dave Markell will receive the Sports Legend designation. Cindy Ripley, former Gowanda Middle School music teacher currently involved globally with the Broadway Junior program, will be recognized as the 2022 Distinguished Educator.

Tammie Horth-Ruzycki, owner of Gowanda Pharmacy, will receive the Distinguished Alumni designation.

Gowanda Night on the Town will include local social establishments Gowanda Moose Club, Palm Gardens, Wicked Glen, Slovenian Club and

K & L Lanes.

Gowanda Mural Project has created numerous murals across Gowanda over the past two years.

Gowanda art teacher Heather Rydzik will lead a walking tour of the murals. The Gowanda Mural Project will also be hosting an inaugural mural painting event for local artists to help paint a mini mural. A sidewalk chalk art companion activity will be available to younger artists.

Additional Alumni Weekend events include G-Town Golf Tournament, Weidners Chicken BBQ, Alumni Farmer’s Market, Zoar Valley Tours, Jerry Roger Memorial Ride and Panther Prowl 5K run.

The FallFest scarecrow contest has been organized by Bill Peglowski, who also serves as Gowanda FallFest Coordinator.

He said he hopes many local businesses and organizations will advantage of this busy weekend by getting involved in the scarecrow contest or holding events of their own.

CHAUTAUQUA COUNTY AGRICULTURAL 10 ways to support DEVELOPMENT & ENHANCEMENT local businesses STRATEGY ADOPTED JAMESTOWN, NY Chautauqua County has seen significant changes in the agricultural community since the adaptation of the 2000 Farmland Protection Plan (FPP). The County has a diverse farm production sector, farm input and service sector, and sectors related to food processing and value-added output. To understand how agriculture has changed in the County and how it can be supported and maintained in the future, an update to the FPP entitled, Chautauqua County Agricultural Development and Enhancement Strategy (CCADES, aka the Plan), was recently completed.

In 2019, the Chautauqua County Department of Planning & Development (CCDPD) was awarded a $50,000 grant from the New York State Department of Agricultural and Markets and a $30,000 grant from the Chautauqua Region Community Foundation to update the Plan.

Agricultural and Community Development Services, LLC (ACDS, LLC), through a partnership with CCDPD and Cornell Cooperative Extension of Chautauqua County, was the County’s consultant tasked with developing the update. ACDS, LLC engaged with local farmers, agribusinesses, and officials

The recommendations are separated into five focus areas: agricultural markets; labor and workforce; business and financing; education and outreach; and land use.

Using the latest 2017 Census of Agriculture data, the updated Plan explores the agricultural economy and land uses to identify trends and patterns. The final version of the Plan was presented to the County Legislature and was unanimously approved on May 25, 2022. Final approval was given by New

The Plan is intended to support farmers and enhance profitability, but also a strategy for County leadership to identify opportunities and provide guidance in municipal planning in agriculture.

Over the next 10 years, the CCDPD hopes to partner with other agencies around the County to implement the top priority recommendations.

“I thank our Department of Planning and Development, Chautauqua County Agricultural and Farmland Protection Board, and the many stakeholders across our county who helped develop this important update,” said PJ Wendel, Chautauqua County Executive. “Their work will guide agricultural development in our county for the next decade and ensure our agriculture sector continues to grow and prosper.”

CHAUTAUQUA COUNTY DEPARTMENT OF MENTAL HYGIENE PROVIDES A RESOURCE LIST TO ASSIST WITH THE IMPACT OF TRAUMATIC EVENTS ON MENTAL HEALTH

Silver Creek Garden Club Teams Up with the Jr. Amvets to Beautify Senior Center Summer is a busy time for all of us, trying to fit in all we can while the weather is nice. It is also a busy time for gardeners, maintaining flowers and landscapes especially with our lack of rain in the earlier parts of the summer. The Silver Creek Hanover Garden Club’s (SCGC) to-do list always has something on it, including a pile of mulch that sat in the Silver Creek Senior Center (SCSC) parking lot for over a month!

The SCGC has part-

nered with other local organizations to complete larger projects. This time we decided to reach out to the Jr. Amvets 6472 Silver Creek to see if they would be interested in help us weed & spread mulch at the Senior Center. We got in touch with them on a Wednesday and by Sunday the work was completed! In an hour and a half this hardworking group of kids, with adults, weeded, edged, mulched and watered the garden at the Senior Center.

thankful for all of the local partners that have helped to beautify our area, especially this group of Jr Amvets that did such a wonderful job. CHAUTAUQUA COUNTY DEPARTMENT OF MENTAL HYGIENE’S STAFF ATTENDS MULTIPLE PIECES OF TRAINING TO SUPPORT TEAM AND COMMUNITY SAFETY DUNKIRK, N.Y., Chautauqua County Department of Mental Hygiene (CCDMH) receives training to serve its community better.

On July 29, 2022, Deputy Jason Beichner and Deputy Chad Wright of the Chautauqua County Sherriff’s Office provided training to the team on Defensive tactics in a mental health setting. Deputy Beichner is with the Road Division, K-9, and SWAT divisions. Deputy Wright is with the Road and K-9 divisions, and he is certified in defensive tactics and has been trained extensively in mental health.

Defensive tactics’ curriculum included verbal de-escalation techniques, stances, special awareness, attack prevention, and manipulation of surroundings. The training, presented to over 100 CCDMH employees, gave real-world solutions for real-world circumstances.

The practical and tactical skills demonstrated were comprehensive and relevant to increasing all safety.

The CCDMH team also received training from Deputy Director Trish McClennan and Program Coordinator Rachel Ludwig. An outline of available staff supports was shared, including a self-care tool, education opportunities, and skill-specific resources.

“We used a bit of hu-

mor; our presentation focused on the staff holistically to unify the team,” said Ludwig.

Their training also included a segment on Dialectical Behavioral Therapy (DBT). DBT is a modified type of cognitive behavior therapy. DBT’s primary goals are to teach people how to live in the moment, develop healthy ways to cope with stress, regulate emotions, and improve relationships with others. McClennan shared how using this technique effectively in team dialogue can benefit all from this perspective.

Rounding out the training trilogy, on August 9, 2022, the team was invited to attend an introduction of the School Threat Assessment and Response “STAR” team, a multidisciplinary group comprised of law enforcement agencies, mental health agencies, prosecutors, child protective services, probation officers, and school superintendents who assess and manage persons who may be considering school violence. The STAR team has been recognized as an innovative program by the National Prosecutors’ Consortium.

Brent S. Isaacson, Chief of Police, NYS University Police, the University of New York, and STAR co-founder, facilitated STAR training.

Isaacson discussed considerations in threat assessment and provided opportunities for attendees to be proactive in approach and response to and with students who may be of concern.

Some presentation points covered were an overview of research findings and case studies that help elucidate the psychological factors that drive offenders into acts of targeted violence against schools, businesses, and workplaces, examples of pre-attack offender behaviors from mass casualty events, and best practices approach in identifying persons of concern and mitigating the threats they pose were explained.

Isaacson served for 23 years as a Special Agent of the Federal Bureau of Investigation (FBI). Before joining the FBI, he served six years as a U.S. navy officer and nuclear engineer in the Naval Nuclear Propulsion Program. In 2019, he was appointed to his current position at the university.

“We are fortunate to be able to provide this training for our team and to have a high level of engagement from the staff, “said CCDMH Director of Community Mental Hygiene Services Carmelo Hernandez. “We have adopted a proactive approach and hope to mitigate potentially high-risk situations.”

MAYVILLE, NY — A traumatic event can affect someone emotionally, physically, and mentally.

Fear and anxiety about a traumatic event can overwhelm and cause strong emotions. These feelings are normal. Everyone reacts differently to stressful situations. The emotional impact of an event on a person can depend on the person’s characteristics and experiences, the social and economic circumstances of the person and their community, and the availability of local resources. People can become more distressed if they see repeated images or hear repeated reports about the outbreak in the media.

If you have seen or been through a traumatic event, the Chautauqua County Department of Mental Hygiene (CCDMH) would like to offer the following tips that may be helpful following a traumatic event.

Talk to someone.

Talking about it may feel uncomfortable, but it may help you feel better. Talk to friends, your partner, family, or a counselor.

Talking about it is a step toward healing.

Keep active. Physical activity is an excellent way to reduce stress. Go outside and get some fresh air.

Do something that brings you joy. Spend time with your pets or get away to a spot where you feel your best.

Eat well and get enough sleep to feel rested. Feeling physically healthy can help you feel emotionally strong.

Avoid using alcohol or drugs as a way of coping.

Avoid social media doom scrolling, and news broadcasts where messaging may be triggering.
