Mothers of the Nation successfully call for tribal legislation that halts payments IRVING,NY — The Mothers of the Nation, a group of Seneca women organized under the Seneca Constitution, are commending the Seneca Nation Council for passing a resolution that requires a review and final determination by the National Indian Gaming Commission as to whether additional revenue sharing payments to New York State are lawful under the Indian Gaming Regulatory Act. The Seneca Nation Council met today in a Regular Session on the Cattaraugus territory. During the session, several members of the Mothers of the Nation called upon the Council to halt over $800 million in disputed payments to the state. The meeting followed a month of disruption in the Seneca Nation caused by a settlement agreement signed by President Matthew Pagels and New York Governor Kathy Hochul on January 12, 2022, to end the five-year Class III gaming compact payment dispute. Odie Brant Porter, a resident of the Allegany territory, and a founding member of the Mothers of the Nation, proposed on the floor of Council, that the resolution to make more than $540 million in payments

to the state be amended to require that any future payments be subject to federal review and determination. In September 2021, the National Indian Gaming Commission announced that it had opened an investigation into the matter, which is on-going. Council then recessed and entered into executive session, ultimately adopting the amended resolution, by unanimous consent, to halt all payments until the National Indian Gaming Commission completes its review. The Mothers of the Seneca Nation issued the following statement: “The Mothers of the Nation support the Council’s decision to require federal review of the legality of additional revenue sharing payments to New York State before any payments are made. The Mothers have exercised our collective voices, and the power of our people, to move our Nation in the right direction for the best benefit of the Seneca people, our children, and our future. We thank the Council for its decision today.” The Mothers of the Nation, who are recognized

under the Seneca Constitution of 1848 to approve treaties, organized a petition drive, and gathered signatures of nearly 200 Seneca women opposed to the terms of the proposed settlement agreement. The Mothers’ petition has been submitted to the National Indian Gaming Commission and the Department of the Interior requesting immediate intervention and swift review of the legality of the payments. The proposed settlement agreement with the state, if approved, would end the gaming compact dispute, pledging to release approximately $540 million of disputed payments held in escrow and another projected $265 million through 2023. In return, the state offered to commence good faith negotiations for a new compact, which concedes nothing, since any state is obligated to enter compact negotiations when asked by the tribe under the federal Indian Gaming Regulatory Act (IGRA). In 2016, Nation officials made the decision to stop paying the State because the terms of the 7-year compact extension were silent on

Gowanda Sports Report BY BILL PEGLOWSKI GOWANDA, NY — On Feb. 8, the Gowanda Varsity boys basketball team was at Portville trying to even the score after losing to them 59-45 nearly a month before. Gowanda had given up the fi rst four points in the game when Quentin Centner got them on the board 4-2. Portville pushed their early lead to 7-2 before Gowanda staged a serious comeback. With Centner doing all of the scoring, Gowanda ran up 11 straight points capped with three 3-pointers in a row, two of these in the last 50 seconds of the period. A Portville score and subsequent foul shot with 5 seconds le saw Gowanda end the period up 13-11. Portville had their best production of the game in the second quarter adding 19 points to their score. Meanwhile, Gowanda struggled to score nine in the period, eight of those credited to Centner, including two 3-point baskets.

Portville was up at the half 30-22. John Ondus led the way for Gowanda in the third quarter scoring twice from 3-point range and going two for two from the foul line. Another two points was scored by Tyler Smith for a total of 10 points for Gowanda. That took the score to 46-32. In a very close fi nal period, Gowanda edged Portville 14-13, but not enough to pull out a win. The fi nal tally was 59-46, just a single point different from the fi rst meeting of the two teams. With his biggest game of the week, Centner led Gowanda with 8 3-point scores and a total of 32 points. Ondus added another 11. Feb. 11 saw the team travel to Maple Grove. A er falling behind 5-0, Gowanda rallied back to grab a short lived 10-9 lead. Scoring the fi nal seven points in the period, Maple Grove was back on top 16-10. The second quarter started out tight with Maple Grove

only able to improve their lead slightly to 23-15. At that point, 3-pointers by Tyler Smith and John Ondus sparked a Gowanda streak that saw them take a 29-27 hal ime lead. A tight, but high scoring third quarter saw Maple Grove edge Gowanda 19-18. John Ondus scored the last two points in the period for Gowanda with 9 seconds on the clock. Starting with a one-point advantage going into the last quarter, Gowanda slowly pulled away, outpacing Maple Grove 20-10 for a 6756 fi nal. Ondus led Gowanda with 24 points while Centner had 13. Also scoring for Gowanda were Smith and Mason Ruff with nine points each. The Gowanda boys basketball team closed out their week at home on Feb. 12, hosting Cassadaga Valley for a rematch of an early January 59-53 loss. A
