Volunteers, donations and adoptions always welcome at the SPCA

Area counties planning their fairs for this summer County fairs in the area are in the works for 2021.

This is in contrast to 2020, when most Pennsylvania counties canceled their fairs due to pandemic-related safety concerns. The difference now is that a vaccine is widely available to Pennsylvanians aged 16 and over who want one.

While it is unknown what the state of Pennsylvania gatherings will be in August, fair organizers in the local region are moving ahead with planning of the popular gatherings.

The Potter County Fair

Board announced plans for the 2021 fair to be held Aug. 1-7. This is to be the county’s 85th fair.

The board noted the Potter County Fair is subject to guidelines from the Pennsylvania Department of Health and U.S. Centers for Disease Control.

However, board members remain “optimistic” that vaccination efforts will allow the fair to be held safely.

In McKean County, the 115th fair is slated for Aug. 15-21 at the East Smethport fairgrounds. The general admission price will include rides and shows on the

mini-stage.

Additionally, the McKean County Fair has announced a chicken barbecue that is slated for June 20, which is Father’s Day. McKean County Fair organizers have indicated that more information on both events will be released when available.

Meanwhile, the Elk County Fair is slated for 10-14 at the fairgrounds, located in Kersey.

The Elk County Fair has announced plans for a June event, too. The organization is planning Family Fun Days for 1 to 8 p.m. June 12 and 10 a.m. to 4 p.m. June 13.

The organization is looking for food, craft and nonprofit vendors for Family Fun Day, and they say that entertainment and games will also be part of the fun.

Organizers of the Cameron County Fair haven’t announced on their website or Facebook page that the 2021 fair is on.

However, the county was one of few in Pennsylvania to move forward with its fair in 2020.

Expanded Meals on Wheels program in need of volunteer drivers Even during the most difficult months of COVID restrictions over the past year, the Meals on Wheels staff and volunteers made sure nutritious meals made their way to the vulnerable of the community.

The program, which is operated by Bradford Regional Medical Center, is now reaching out to the community for additional volunteer drivers to ensure the elderly, shut-ins and those with disabilities in several surrounding communities within McKean County are fed.

Stacy Williams, director of volunteer services and community outreach, and soon to become executive director of the Bradford Hospital Foundation, said volunteer drivers are needed to deliver meals to Eldred, Duke Center, Smethport, Mount Jewett, Shinglehouse and Kane.

Williams said the expanded program, which began in July, was particularly important to a number of people in need of nutritious meals each week. Gas cards are available to help drivers with that expense.

“We’re hanging in there, but over 80% of our participants receive free meals” because they qualify for help, Williams said of the program. “We’re serving the elderly and others that are in need; I think we only have one or two (people) who qualify for discounted meals.”

Additionally, there are a few who qualify to pay the full amount of a meal which is $3.98, a fee that hasn’t been raised in several years.

The meals are prepared by staff in the hospital kitchen and packaged by older individuals with the PathStone program.

“We’ve had participants who have come (into the program) who are recuperating from an illness or surgery and only need our help until they get back on

In addition, four kittens that were orphaned and found in the barn had to be bottle-fed.

“Somebody called us and said they had been in their barn and they couldn’t find the mom,” she added, noting there are currently 64 cats and kittens.

Becca Hepler, dog staff supervisor, said the shelter, which has 72 dogs, currently needs food for small dogs, as well as other supplies.

Shelter manager Amy Frombach, said the shelter remained open throughout the pandemic, and adoptions were steady.

“More people had time to work with puppies and the animals,” she said of people who had to stay home during the initial shutdown of many parts of the community. “I was just glad when things got lifted (and the community reopened.) And not one of (the animals) came back, either.”

She said the public is welcome to come in and see the cats anytime the shelter is open.

Appointments, however, are needed for visits with the dogs.

“We schedule appointments for the dogs every 30 minutes, and you can meet as many dogs as you want,” she added.

Fees for adopting an adult dog, which has been vaccinated and spayed or neutered, is $175; and $200 for a puppy. Adoption fees for kittens is $75, and $50 for cats.

“They’ll call us and say, ‘I’d rather it go to someone who is in more need than I am.’

People are real nice about that and don’t try to take advantage of us.”

In 2020, the program helped an average of 60 participants who received 21,744 meals.

During the pandemic, meals dropped off at homes were reduced to deliveries on Tuesdays, Wednesdays and Thursdays.

“They get hot meals on those three days and Thursdays they also get freezer meals to last them each day up until the next delivery on Tuesday,” Williams explained.

She said the expansion of meal deliveries to additional communities in the county was made possible through a Human Services Development Fund grant provided by the Department of Human Services.

“What we’re hoping for is to be able to find drivers that would be interested in delivering” to those communities, she remarked, noting the county is hopeful of receiving an additional grant to help with the deliveries outside the Bradford area.

“Our two largest supporters are the United Way of the Bradford Area and the Blaisdell Foundation,” she added. “We have smaller grants we’ve received to

volunteers to visit and play with the cats and kittens, and walk the dogs.

“One lady would come regularly and (walk the dogs), that was how she stayed in shape during the COVID” shutdown, Frombach recalled. “It was good for her, and good for the dogs.”

LEWIS RUN — A Smethport man who crashed his pickup truck due to a medical emergency died April 14 in Norwich Township.

David E. Knapp, 56, was pronounced dead at the scene by the McKean County deputy coroner, Lewis Run-based state police announced on Sunday.

According to police, at 9:14 p.m. April 14, a pick-up truck driven by Knapp was traveling west in the 1800-block of Combs Creek Road, when he suffered a medical emergency. The truck

went out of control on a right-hand curve, struck a ditch and embankment, then continued traveling west along the westbound shoulder before coming to rest on its side.

Police did not say if Knapp died due to the crash or due to the medical emergency.

Assisting on scene were the Norwich Township Volunteer Fire Department, Port Allegany Ambulance Service, Port Allegany Police Department and McKean County Detective Ryan Yingling.

The hottest day in recorded history is July 10, 1913, when temperatures soared to 134 F at Furnace Creek, Calif. in the area known as Death Valley.

AUTO Prevent breakdowns with battery care Car batteries can last for five years or more when properly cared for, but many batteries wear down and become inefficient within three years of daily use. According to the UK-based company Warranty Wise, car batteries deteriorate with every charge from a vehicle’s engine. Naturally, drivers who are stranded by dead batteries wish they had done more to prevent their battery dying while they’re on the road.

Certain factors might offer clues as to how much life vehicle batteries have left.

• Cranks but doesn’t start: You may turn the key to hear the engine trying to turn over, but it won’t. Even if the vehicle eventually starts, have the battery checked and, if necessary, replaced by a mechanic.

• A jump start has been necessary: Batteries that have required a jump or multiple

jumps are on their last legs and should be replaced immediately.

• Dim lights or check engine indicator: Batteries powers the electric components in a vehicle, so dim lights could be indicative of a loss of power. Having the “check engine” light come on also can be a clue.

• Pungent aroma: Leaking and corrosion around the battery terminals can cause battery issues. If there is a rotten egg smell under the hood, it may be a leaking battery on its way to dying.

Drivers can have their vehicle batteries tested by mechanics. Batteries can be replaced at home or at a garage. Servicing the vehicle frequently can prevent performance inefficiencies and help determine if any components are straining the battery and causing premature loss of battery life.

HOME & GARDEN DEP celebrates earth day with $22.5 million available for community projects HARRISBURG, Pa– The Pennsylvania Department of Environmental Protection (DEP) celebrated Earth Day and the 50th anniversary of the state Environmental Rights Amendment today by announcing the availability of $22.5 million to schools, local governments, and nonprofit organizations for projects to improve water quality in their communities or watersheds or statewide.

Funding comes from the state Growing Greener Plus and federal fiscal year 2022 Section 319 Nonpoint Source Management grant programs.

“The state constitution identifies our natural resources as the common property of all Pennsylvanians,” said DEP Secretary Patrick McDonnell.

“Thousands of organizations and residents value this responsibility, dedicating expertise, local knowledge, and time to projects that restore and protect our waters. The positive impact on their communities is immeasurable.

DEP is committed to supporting this stewardship and encourages applications for funding.”

These grant programs support projects to reduce water pollution that comes not from one specific discharge point, such as a pipe, but from more than one source. This includes: • nitrogen, phosphorus, and sediment pollution from agricultural and urban activities, and • iron, aluminum, and acidity pollution from energy resource extraction and acid mine drainage.

Approximately $18 million is available in Growing Greener Plus grant funding.

Approximately $4.5 million is available in Section 319 grants.

The Growing Greener program funds projects that are local, watershed, or statewide in scale, for example, a single streambank fencing project on a farm or a large-scale floodplain restoration.

The Section 319 program

funds projects specified in watershed implementation plans for 37 impaired watersheds around the state.

They also support development of new watershed implementation plans for other impaired watersheds.

Both grant programs give preference to projects in Environmental Justice areas; in municipalities that are in compliance with

Pa Code Title 12, Chapter 113, and the Floodplain Management Act; or in counties with a DEPapproved Stormwater Management Act (Act 167) plan.

The application deadline for both programs is June 25, 2021. Guidelines and application instructions may be found at Growing Greener Plus and Section

319 Nonpoint Source Management Grants.

Growing Greener Plus is funded by the Environmental Stewardship Fund. Section 319 grant funds are provided by the U.S. Environmental Protection Agency through Section 319(h) of the Water Pollution Control Act.

Madine running for McKean County prothonotary/ clerk of courts Vicky M. Madine has announced her candidacy for McKean County prothonotary & clerk of courts.

Madine currently serves as first deputy and will soon serve as acting prothonotary & clerk of courts when Laura Isadore retires in June of this year.

She is seeking the Republican nomination in the May Primary as the candidate to fill the next fouryear term.

office files and records all court documents — including judgments, divorces, custody issues, criminal records, dependency and juvenile records, mental health records and immigration records, which Madine has 10 years of experience and knowledge of how these are to be processed and handled.

McKean County Treasurer Smith announces candidacy for re-election SMETHPORT — McKean County Treasurer Melissa Jo Smith has announced her candidacy for re-election on the Republican ticket at the May 18 primary election.

Now rounding out her first term, Smith said, “Since becoming treasurer, I have implemented a new accounting software to streamline the issuance of dog licenses, small games of chance and bingo licenses.”

In addition, Smith has updated many internal controls, policies and accounting processes.

“During my term, our office was able to increase hotel excise tax income by seven percent of its annual income,” Smith added.

As treasurer, Smith also assisted in the preparation and processing of applications for small business grants throughout the county for COVID-19 Relief funds. She is now working on online bill payments for Bradford City County Tax collection, “along with other ideas to keep McKean County moving in a positive direction.”

From 2015-19, Smith was the appointed secretary/treasurer for Keating Township. During that time, she worked extensively with township supervisors in developing budgets that enabled the municipality to purchase new equipment and address various road and bridge projects.

Great American Outdoors Act funds local projects WARREN — Allegheny National Forest officials announced that as part of the Great American Outdoors Act, four local projects have been selected for funding for fiscal year 2021.

The selected projects will be the first round of improvements to address deferred maintenance on the Forest while improving a visitor’s experience.

These projects are part of the $285 million investment made possible by the newly created National Parks and Public Land Legacy Restoration Fund, established in 2020 by the Great American Outdoors Act. These funds will allow the USDA Forest Service to implement more than 500 infrastructure improvement projects essential to the continued use and enjoyment of national forests and grasslands. These funds are critical in helping to reduce the Forest Service’s $5.2 billion deferred maintenance backlog and are an important step in restoring what our visitors love about national forests in the Eastern Region.

This year’s selected projects at Allegheny National Forest are: Longhouse Scenic Drive and Jakes Rocks road design — This project will result in full design plans and specifications for phase one of the Longhouse Scenic Drive and Jakes Rocks Road Rehabilitation Project.

Three additional phases will comprise the project to

repave 14.5 miles of roadway, replace 190 culverts and make public safety improvements. All phases are expected to be completed over the next three to four years.

Kiasutha Recreation Area redevelopment — This project includes demolition of three aging restroom buildings, installation of two new vault toilets, wiring electricity to 17 additional campsites and replacing the boat ramp.

Sugar Run bridge — This project will replace Sugar Run Bridge located on FR 137 in McKean County. Structural failings have lowered the bridge’s vehicle weight limit to three-tons. The new bridge will allow the resumption of commercial truck traffic.

Work is expected to start in late summer and take three to four weeks to complete.

Trail deferred maintenance – Through the employment of American Conservation Experience (ACE) youth crews, this project will complete trail work on the Morrison and Minister Creek Trails.

The Great American Outdoors Act annually authorizes funding under the Legacy Restoration Fund through fiscal year 2025. Forest Service economists estimate that projects funded with these dollars will support roughly 4,400 jobs and contribute $420 million to the gross domestic product.

HEALTH & WELLNESS

Food’s important role in overall health Nutrition is a popular topic of conversation, particularly among those embarking on a weight loss or maintenance plan.

Individuals carefully study food macros and pore over various diets to get the most out of the foods they eat.

When the end goal is simply looking good, it may be easy to forget about the other benefits of nutritious diets, including their link to overall health.

A close relationship exists between nutritional status and health. Experts at Tufts Health Plan recognize that good nutrition can help reduce the risk of developing many diseases, including heart disease, stroke, diabetes, and some cancers. The notion of “you are what you eat” still rings true.

The World Health Organization indicates better nutrition means stronger immune systems, fewer illnesses and better overall health. However, according to the National Resource Center on Nutrition, Physical Activity, and Aging, one in four older Americans suffers from poor nutrition. And this situation is not exclusive to the elderly. A report examining the global burden of chronic disease published in The Lancet found poor diet contributed to 11 million deaths worldwide — roughly 22 percent of deaths among adults — and poor quality of life.

Low intake of fruits and whole grains and high intake of sodium are the leading risk factors for illness in many countries. Common nutrition problems can arise when one favors

convenience and routine over balanced meals that truly fuel the body.

IMPROVING NUTRITION

Guidelines regarding how many servings of each food group a person should have each day may vary slightly by country, but they share many similarities. The U.S. Department of Agriculture once followed a “food pyramid” guide, but has since switched to the MyPlate resource, which emphasizes how much of each food group should cover a standard 9-inch dinner plate. Food groups include fruits, vegetables, grains, proteins, and dairy.

The USDA dietary guidelines were updated for its for 2020-2025 guide.

Recommendations vary based on age and activity levels, but a person eating 2,000 calories a day should eat 2 cups of whole fruits; 21⁄2 cups of colorful vegetables; 6 ounces of grains, with half of them being whole grains; 51⁄2 ounces of protein, with a focus on lean proteins; and 3 cups of lowfat dairy. People should limit their intake of sodium, added sugars and saturated fats. As a person ages he or she generally needs fewer calories because of less activity. Children may need more calories because they are still growing and tend to be very active.

Those who are interested in preventing illness and significantly reducing premature mortality from leading diseases should carefully evaluate the foods they eat, choosing well-balanced, low-fat, nutritionally dense options that keep saturated fat and sodium intake to a minimum.

S N AC K O N S O M E T H I N G H E A LT H Y Healthy snacks are a great way to quell hunger pangs without feeling guilty. The following recipe for “Cauliflower Popcorn” from Bob Blumer’s “Surreal Gourmet Bites” (Chronicle Books) is a sweet-tasting alternative to unhealthy snacks.

CAULIFLOWER POPCORN Yields 12 bites 1 head cauliflower 4 tablespoons olive oil 1 tablespoon salt (or, for a salt-free alternative, Mrs. Dash table blend) Preheat oven to 425 F. Cut out and discard cauliflower core and thick stems. Trim remaining cauliflower into florets the size of golf balls. In a large bowl, add cauliflower, olive oil and salt. Toss thoroughly.

Spread cauliflower on a baking sheet (line with parchment paper, if available, for easy cleanup).

Roast for 1 hour, or until much of the floret has become golden brown.

(That’s the caramelization process converting the dormant natural sugars into sweetness. The browner the florets, the sweeter they will taste.) Turn 3 or 4 times during roasting.

Use crumpled up aluminum foil or paper towels to create a false bottom in your popcorn container, fill it with cauliflower, and serve immediately.

Note: Raw cauliflower can be precut and refrigerated for up to 2 days in an airtight bag or a bowl of water. With minimal sacrifice, cauliflower can be cooked earlier in the day and reheated in a 450 F oven for 10 minutes.
