Times file photos For the second year, HoliMont Ski Resort is bringing the “Frosty CX” fat bike race to the area. The non-skiing event will take place Sunday, Feb. 23 from 10 a.m. to 2 p.m. at the bottom of Sunset Slope area.

Just a few blocks east of downtown Ellicottville

Winter fun at HoliMont Ski Resort got even more exciting last year with the addition of the “Frosty CX” fat bike race.

The event was such a success that it’s returning to the resort for the second year on Sunday, Feb. 23 from 10 a.m. to 2 p.m.

Marketing Director Greg Culver said participants may register for the FROSTY CX 20 - Fat Bike Multi-Lap Race online at bikereg.com. On the day of the race, registrations will begin at 8:30 a.m. at the bottom of HoliMont’s Sunset Slope. The first race starts at 10 a.m.

If anyone would like to participate but does not have a fat bike, Loud Performance Products of Bemus Point will be on site with fat bike demos.

As with last year’s inaugural event, there will be a basic lineup with three open classes. Culver said the race starts with the women’s class at 10 a.m., kids at 11 a.m., and men at noon. He said the top three finishers will get awards. The event is open to everyone, both HoliMont members and the public.

“The entire course is less than 1.5 miles and will be run in a cyclocross format, but the timing will be different this year,” he

WVDP receives recognition from American Heart Association

The Department of Energy Office of Environmental Management’s prime contractor at the West Valley Demonstration Project, CH2M HILL BWXT West Valley (CHBWV), recently received Silver Level recognition from the American Heart Association for taking significant steps to build a culture of health in the workplace.

The American Heart Association’s Workplace Health Achievement Index (“Index”) is a self-assessment scorecard that measures the

comprehensiveness and quality of a company’s workplace health program, and the overall heart health of its employees.

AHA Director of Development, Michelle Mason, congratulated CHBWV for earning this health achievement recognition. “We know that good health is good business and you have reached an important milestone in building a culture of workplace health,” she said.

The American Heart Association created the Index with its CEO Roundtable members, a

leadership collaborative of more than 40 CEOs from some of America’s largest companies who are committed to applying evidence-based approaches to improve their employees’ overall health.

The Index uses sciencebased best practices to evaluate the overall quality and comprehensiveness of their workplace health programs. A unique feature of the Index is that it calculates an average heart health score for employees of participating companies that securely submit aggregate health data.

“The Index is an important scientific-based tool that has helped us to further improve workplace health for our employees,” Rachel Charette, Chairperson – CHBWV Health and Wellness Committee, said. “Each year we continue to add more programs and fun activities that contribute to the health of our employees.”

Companies receive benchmarking reports, which allow them to identify potential areas of improvement so that they can advance their annual performance and recognition in the Index and help their workforce move toward ideal heart health. The framework of the Index was built so that organizations would continue to improve the health of their workplace and their workforce from one year to the next.

Recognition and awards are based on a company’s score from completing the American Heart Association’s Workplace Health Achievement Index.

The Index remains available to organizations year-round to be used as a reference for making improvements in health-related practices and policies. The goal is to drive organizational improvements and improve the heart health of employees.

Deputy County Administrator Reed completes County Government Institute

Cattaraugus County Deputy County Administrator Kelly Reed was honored recently by the New York State Association of Counties (NYSAC) for graduating from the association’s County Government Institute.

The educational program is offered to county leaders in partnership with Cornell University. Graduates earn a certification that demonstrates their dedication to good government and to upholding CGI’s high standards of county leadership, accountability and integrity.

“My experience with the County Government Institute was very informative,” Reed said. “Even though I have been employed by Cattaraugus County for 20 years, I still learn

something new every day.”

Reed was one of four county officials from across the state to be recognized at a ceremony held on Jan. 28 at the NYSAC Legislative Conference in Albany.

In addition to her service as Deputy County Administrator, Reed is also the acting director of Nursing Homes for Cattaraugus County, a position she has held since 2016. She previously served as the county’s deputy treasurer.

“The County Government Institute’s comprehensive curriculum prepares county officials with the skills and knowledge necessary to meet the intense demands of local government today,” said NYSAC Executive Director Stephen J. Acquario.

Fundraising continues for the ECS School Board discusses proposed town of Ellicottville changes to 2020-21 calendar Bicentennial

The Ellicottville Central School Board of Education is already looking ahead to next year when it discussed the district calendar for 2020-21 during its regularly scheduled meeting Feb. 11.

For this fall, the district hopes classes resume before Labor Day. Although the proposed calendar differs a little from the proposed BOCES calendar, Superintendent Bob Miller said it is the “best fit” for the district.

The proposed calendar calls for 168 school days next year. Discussions about the calendar will continue in a future meeting.

During his report, Miller informed the board of a superintendent meeting he attended earlier in February. All superintendents in the area met together to discuss funding. Miller reported Ellicottville was the only school in the area to get a 4-digit increase in budget, while the remaining schools got a 5-6 digit increase on average.

Middle/High School Principal Erich

Ploetz presented next, updating the board on a couple of events around the school. Ploetz took a moment to offer thanks to Ellicottville Mayor John Burrell. Burrell presented to the eighth grade including a question and answer session and an essay contest.

Ploetz also offered his congratulations to 6th grader Adrian Taylor, who won this year’s Middle School Spelling Bee. He also thanked Elizabeth Weber, Joe Steger, Lynette Sexton and Crystal Wilder for organizing and hosting the event.

Next, Elementary Principal Maren Bush announced the 2020 Reading Celebration as a success! Several field trips have been planned to honor the hardest working grades. Bush also touched on the success of the 2020 BOCES Winter Carnival.

Board member Deb Golley, a crucial part of the carnival, also threw in that it was the “largest carnival they have had yet.”

“This was our fifteenth year,” said Golley. “We had about 800 students participate alone in the combined two

days. It was the perfect weather which lead to perfect success.”

Bush wrapped up her report with copies of a thank you note sent from the Cattaraugus County Department of Aging to the Elementary Student Spirit Committee thanking them for the handmade placemats the committee donated.

In other news, the board passed several resolutions. Under personnel, the board approved Joe Schultz to the substitute cleaner list and to the position of District Data Protection Officer, Natalie Pritchard to the noncertified substitute teacher list, Ashley Mumm to the position of parttime teacher aide, Robert Sawicki as the pitch count keeper for baseball and volunteer coach and Clara Kosinski to the position of substitute caller.

The board also passed a resolution announcing spring sports coaches for the upcoming season.

The next regularly scheduled board meeting is scheduled for Tuesday, Feb. 25 in the high school library.

said. “It will be a fixedlap race with four laps for men, three laps for women, and two laps for youth.”

Culver said the race will go on unless there is a total meltdown. He said the course will be groomed similar to the resort’s cyclocross course, but it will be for fat bikes.

People may bring snacks of their choice, but a food truck is expected to be onsite the day of the race.

He said 42 North Brewing Company will also be there offering beer tasting, and

possibly another brewery.

The non-skiing event features hardy souls who set out to conquer the snow on their fat bikes which, according to Culver, are basically mountain bikes with humongous tires that are made for snow.

“It started out in the cold states like Minnesota for people looking to pedal year-round,” he said.

“Biking in Western New York is growing by leaps and bounds and people are always looking for new events.”

According to Culver, the event gets its name, “Frosty,” from winter and the “CX” from cyclocross.

It’s a fat bike race, but a cyclocross format allows spectators to see most of the race.

“It’ll be easy and a spectacle to watch,” he said. “People will be able to see the whole race because it’ll be held at the bottom of the Sunset Slope area.”

Culver said this is a 100-percent outdoor event, so people should

dress for the elements because there is no indoor shelter. However, heated bathrooms will be available.

If anyone has energy left after the race, Culver said there will be an informal group ride up to the top of HoliMont and a short tour of the area. He said there is a fire at the lean-to most Saturdays.

In 2018, the Ellicottville Historical Society raised the idea of having a town-wide bicentennial celebration and started discussions at their monthly meetings that year. While many folks know the village was incorporated in 1837, the town itself was established earlier in 1820.

The bicentennial committee has been meeting for over a year now and is comprised of a variety of people: those who have roots in the town, those who serve in the town in official capacities, as well as those involved in local businesses and the local Chamber of Commerce.

It was decided at the beginning to ask for donations to help fund planned activities throughout this year and have any additional proceeds benefit the historical society. This was accomplished by setting up a taxdeductible fund through the Cattaraugus Region Community Foundation.

Right away individuals and businesses have stepped up with contributions. If you are interested in helping in this way, donations can be made online at www.cattfoundation.org.

There’s the Kick-Off Event in conjunction with Winter Carnival and the Mardi Gras parade the weekend of March 14-15, the Town Birthday Party on Monday, April 13 and Old Home Weekend July 17-19. Keep watching for details in this newspaper in the coming weeks and months.

ECS NEWS & SPORTS Ellicottville boys finish 10-0 league season in East II

The Ellicottville boys basketball team had long since wrapped up its division title.

On Feb. 13, it picked up another accomplishment: ending the year with a long league win streak intact in North Collins.

Leif Jimerson tossed in 22 points, including five 3-pointers, and Ellicottville finished the CCAA East II campaign unbeaten with a 61-48 triumph over North Collins. It was the 28thstraight league victory for the Eagles, who have gone 10-0 in each of the last two years and ripped off eight-straight triumphs in 2017-18 after a 1-1 start.

Clayton Rowland added a double-double 11 points and 10 rebounds, with five assists, Logan Grinols had 11 points and

Wyatt Chudy chipped in eight rebounds and six steals for the Eagles (16-3).

After finding itself tied at 24 late in the second quarter, Ellicottville hit a trio of 3-pointers to make it 33-24 at the break and built on that advantage in the third quarter.

“We had a 10-point lead in the first quarter and North Collins outworked us for a few minutes in the second quarter,” Ellicottville coach Dave McCann said.

“Leif hit two of those 3s and Lucas Marsh hit one.

Those were big shots.

We were able to build on that lead in third, but they made a little run toward the end in the fourth.”

Tyler Robinson tallied 12 points while Dominic Fricano had 10 for North Collins (8-11).

ECS students share their plans for Presidents’ Day winter break

By Adam Silvernail Student Reporter This weekend was Presidents’ Day, and with it, students at Ellicottville Central School get an entire week off of school.

This break used to be a two-week spring break, but the area districts decided to separate it into two one-week breaks, one in February and one in April.

Presidents’ Day, officially known as Washington’s Birthday, is generally viewed as honoring George Washington and Abraham Lincoln. It is also occasionally known for honoring all of our former presidents. Presidents’ Day was first celebrated as a federal holiday in the 1880s on George Washington’s birthday on Feb. 22.

But in 1968, it was moved to the third Monday of February and was officially changed to celebrate both Washington’s and Lincoln’s birthday, whose actual birthday is Feb. 12.

It is known as Presidents’ Day’s celebration is due to the proximity to Lincoln’s birthday and by retailers’ efforts to promote sales. You may have noticed mattress companies putting out ‘Presidents’ Day Savings!’ adds into the Internet. For some unknown reason, they seem to be the most prolific in their Presidents’ Day advertising.

I asked several students about their plans during the break.

“I’m going on a cruise to the Bahamas with my family,” said junior Sydney Saunders. I must admit, that does seem like a good way to spend a week. One day, I’d like to take a vacation like that. Maybe once I build up a decent savings account.

Sylvia Ford-Grover, a

senior, said, “I’m probably going to visit (University of Buffalo) and work over the break.” Good for her, actually doing something productive over the break.

It is a wise idea for all students, but especially seniors, to get a good start on college before it becomes an immediate problem. Plus, working may not be the most fun, it is a good use of time.

Junior Patrick Dineen said he was going on vacation, but didn’t have any specific destination. Well, whether he’s taking a road trip around the country or just sitting at home, I hope he enjoys himself.

“I don’t know. I’ll probably just ski, hang out with my friends, and stay at home,” said Jack Snyder, a senior. Sounds like what I’m going to be doing over break, though I’ll also be working. Sometimes the best thing you can do for yourself is take it easy and relax at home.

Brett Kryniski, a junior, said, “I’m going to my girlfriend’s college to spend time with her for three days, then I’m coming back to hang out with the boys.”

As for me, I’ll be snowboarding, hanging out with friends, working and staying at home. So, a normal week minus the school part. Maybe I’ll even be able to catch up on some sleep. That would be nice.

Presidents’ Day is right around the corner and while most people are only getting a long weekend, students at Ellicottville Central are getting one full week off of school. Students are using the time in a variety of different ways, all of which will be a welcome relief from their rigorous studies.

Soon, it’ll be time to start counting down the days until the official Spring Break.

Ellicottville Rotary Club donates microscopes to school

The Science Department at Ellicottville Central School has magnified its ability to instruct students with the addition of 20 new microscopes.

The microscopes were purchased by the Ellicottville Rotary Club along with matching support from Rotary District 7090. The new

stereoscopic microscopes have the ability to magnify up to 1000 times and will replace older equipment.

The older microscopes will be recycled for use in the elementary school.

Ellicottville girls top North Collins on the road, 57-45

Emilee Ruiz scored 23 points on three three-pointers to lead the Ellicottville girls basketball team in its league finale on Feb. 14 at North Collins.

Makenna Smith added 16 points for the Eagles on Friday in a 57-45 victory at North Collins..

The Eagles (8-11) closed their league season at 6-2 for second in CCAA East II. Makenna Williams led North

Collins (4-12) with 21 points and Hailey Jasinski had 10 points.

ECS skiers primed for another run at state title

The Ellicottville girls alpine ski team will make another bid for the state championship later this month, led by the top three finishers in the Section 6 championships.

Logan Fredrickson and twin sister Hayly finished one-two in Section 6, followed by teammate Emmylu Carls, whose sister Cecilia Carls also qualified for states.

Williamsville’s Megan Kelsch will join those four as Section 6 representatives in the NYSPHSAA Championships at Bristol Mountain, set for Feb. 24 and 25. Ellicottville’s Adrian DeOrbe, who finished second in Section 6, will also compete in the state championships.

“We’re going to only have one boy, Adrian, go to states this year,” coach Kelly Fredrickson noted.

“This year we have a lot of younger but we don’t have many that are that experienced, other than Adrian. So it’s just him and then Hayly, Logan, Emmylu and Cece are going again.

“They’re skiing strong this year. Everybody’s shown improvement, so hopefully, that’ll show up at states.”

“Consistency having solid runs,” Kelly Fredrickson said. “Right now (the weekend after the regular season), my daughters and I are down in Pennsylvania at a U.S. Ski and Snowboard FIS race, which will help us improve, certainly. If we have some solid results it’ll only help us when we’re competing at states.”

“The season went well,” Fredrickson said. “It was kind of tough with weather, all the events we weren’t able to have any events at Kissing Bridge or Buffalo Ski Club.

“We had six races, there were two nights where we had two races the same night, so it was really four nights. But it’s gone well.”

Ellicottville Memorial Library requesting increase from school tax levy

The Ellicottville Memorial Library plans to request an increase in funding from the Ellicottville Central School tax levy in an effort to counteract recent New York state budget cuts.

As of 2019, the library receives $32,042 annually from the school tax levy, a tax rate of $3.72 per $100,000 assessed property value.

With a proposed increase to $65,000, tax rates would increase to $7.56 per $100,000 assessed property value.

By comparison, the Franklinville Memorial Library receives $90,000 annually — $34.82 per $100,000 assessed value — and CattaraugusLittle Valley receives $110,000 — $26.82 per $100,000 assessed value.

The libraries in these communities serve a smaller population with a

larger budget than the Ellicottville Memorial Library.

The last time the library asked for a substantial increase in funding was 2008.

The library’s request for an increase in funding would assist with higher payroll and operating costs — including the addition of more part-time help — and general maintenance of the building.

In the summer of 2020, the library plans to add additional square footage to the building, creating both a study room and storage area.

The 5,370-square-foot library and community center, opened in 2006, hosted over 28,000 visits in 2019.

Free to use, the library circulated over 27,000 items and has seen a continual uptick in library-specific

programs and attendance.

Welcoming visitors of all ages, it maintains programs such as Children’s Summertime Reading, Tech Tuesdays, Story Time and a variety of educational workshops.

The library offers supplemental education for both children and adults.

Since its move from the 1887 Building to its current location, the library’s circulation has increased from 4,644 to 27,376, with library program attendance jumping from 532 to 4,865. A not-for-profit, the library relies on state, local and fundraising aid to maintain building maintenance, payroll, technology and holdings.

$3.37 million Kill Buck sewer project in need of grant funding, residential support

As plans for a potential sewer district project in Kill Buck continue coming together, the Great Valley Town Board recently held a second public hearing explaining more of the project’s development and what is to come.

The potential $3.37 million project would see a sewer system built on the north side of Route 417 from the Great Valley Creek east to Hardscrabble Road that would take the sewage, grind it up and pump it to a nearby Salamanca pump station.

“We’ve been working for almost two years to get as much information as we can to go after as much grant money as we can to make this system feasible,” Town Supervisor Dan Brown said.

At the board’s Feb. 10 meeting, Caleb Henning of MDA Engineers said they have spent several months preparing a report based on a study in the Kill Buck area for the project.

“We identified an area to study because of the failing septic systems and the need for a solution to address those problems,” he said. The project’s area includes about 100 homes and several businesses on Route 417 and portions of Kill Buck, Hardscrabble and Halsaver roads.

Funding for the study only covered the portion of Kill Buck not located on Seneca Nation Territory primarily south of Route 417, Henning explained.

He said a future project could include properties on Nation territory, but the report is only based on land off territory.

“The pipe could stay on the north side and one or two connections could be made to service everybody,” he said. The study showed that much of the soil is not ideal for septic systems, which is why many are failing and would be difficult to replace, Henning said.

installing a grinder pump at each property to process and move the sewage towards Salamanca to the pump station.

“The capital cost would be funded through a zero percent, 30-year loan,” Henning said. “Breaking that down, that comes up to an estimated first-year cost of $1,012 per year per user. That’s a very high cost, and that’s not going to be feasible with only a zero percent loan. You still have to add operation and maintenance onto that.”

Once built, the project would cost about $61,200 a year to operate and maintain, Henning said, which would be divided among the property owners, in addition to the initial capital cost.

“It really ends up being $1,500 to $1,600 per year per user, which is some of the highest costs I’ve ever seen in my experience,” he said. Henning said a target charge would be about $950.

The other two project alternatives MDA Engineers developed cost $3.5 million for a gravity collection system and $4.4 million for a septic tank collection system, Henning said.

TO HELP OFFSET costs, the town board is pursuing some grants that could cover a large portion and lower the residents’ bills as much as possible.

“This report does identify a project that doesn’t seem feasible, but

it also gives a document to use to apply for funding to make it more costeffective,” he added.

For the planning process, Catherine Rees, a water resources specialist with RCAP Solutions, said the town held meetings with Salamanca and Seneca Nation officials, communicated with the state Department of Housing, submitted the applications for preliminary planning and held a public hearing for the study.

“Last year there was a hearing that said you’re looking to get money and the decision was made that you would spend it on the study,” she said. “This is the required second public hearing that says what is the result of that money you spent.”

During the preliminary design phase, Rees said the town selected MDA as its engineering firm, which developed the district boundary map for the project. She said those designs and the results of the study were sent to various entities including the Department of Agriculture, SHPO, SEQR and DEC as well as the Seneca Nation.

“Because you’re so close to the Seneca Nation, my concern is if there’s going to be tribal concerns,” she said. “You are staying off the reservation, but you’re only across the road, so we don’t know historically if there are any artifacts or anything they’d be

concerned about.”

Now that the project’s preliminary design process is nearly complete, Rees said the town will begin looking and applying for various funding sources. A major aspect of getting the funding will be an income survey, which had begun last year but with little feedback from households in the sewer district.

“There is one funding agency in particular … if you want to even be eligible to apply, and it would be up to a milliondollar grant, we have to get a good response on this survey,” she said.

Rees said some additional funding applications are due in a few months, but without enough residents submitting the survey to RCAP Solutions, the town won’t get the grants and the project costs won’t be funded. A second mailing was sent out earlier this month, she said.

“This second round, we need more,” Brown said.

“This is really dependent on the more income surveys (RCAP Solutions) gets back.”

“We’re looking to keep trying with all the funding sources until you can get to that level, and it might take a couple of years,” she said. “Until you get the funding, you’re not going to go to final design.”

Henning said other options to offset cost include negotiating with the city of Salamanca to come up with a mutually agreeable treatment cost and bringing more homes and businesses into the district, particularly along Route 417.

“If the system is there, the potential for growth is much greater than what we’re seeing right now,” Brown said.

Henning said if the south side of Route 417 were to hook into the system in the future, the pipes would have enough capacity to handle the extra amount of sewer, and more property owners in the system would help pay for the costs.

Cattaraugus County treasurer, coroner only 2020 countywide elections

The deputy treasurer said he’s helped implement “a lot of innovative things.”

He will emphasize his “experience and results” in the campaign for treasurer.

“It isn’t something you can readily train for without being there,” he added.

“It puts me at a huge advantage and it puts the county at an advantage” for not having to have someone learn on the job, Matthew Keller said.

The first day to circulate nominating petitions is Feb. 28. They must be filed by April 2.

Joseph Keller, who served as an Olean alderman and county legislator prior to being elected county treasurer in 1992, said the Treasurer’s Office has taken on more duties since he took over 28 years ago.

“The second year I was here the total tax collection system changed,” Joseph Keller said. “We now collect the occupancy tax and our office has taken over the county’s fixed assets. We also took over payroll.” Recently, “the county began foreclosure proceedings after two years of unpaid taxes”

There are two countywide elections in Cattaraugus County this year for county treasurer and coroner.

County Treasurer Joseph Keller of Olean will not seek re-election to an eighth four-year term this year, but the Keller name will still appear on the ballot.

Keller’s son, Matthew, who has been deputy treasurer for the past 4 ½ years, is planning to run for the county treasurer’s post in the November election.

Democrats are interviewing potential candidates to run for treasurer, said Cattaraugus County Democratic Party Chairman Frank Puglisi.

Anyone who is interested but has not previously been contacted should call him, Puglisi said.

The other countywide election involving a county office is that of coroner.

Bradley Spink’s four-year term expires at the end of the year. He is expected to seek re-election.

County voters will also be able to cast ballots for Congress, state Senate and state assemblyman.

“It’s my intent to run,” Matthew Keller told the Olean Times Herald last week. “I’ve been deputy

instead of three years. He also serves as treasurer of the county Land Bank.

Both cities have elections for aldermen and in Salamanca, the mayor’s office will be on the ballot.

In Olean, there will be elections in Wards 1, 3 and 5. Linda Witte is the Ward 1 alderman, Paul Gonzalez is the alderman in Ward 3 and John Crawford is the Ward 5 alderman.

In Salamanca, elections for mayor and all five aldermen will be on the November ballot. The current aldermen are John Hill, Ward 1; Timothy Flanigan, Ward 2; Michael Lonto, Ward 3; Sandra Magiera, Ward 4; and Janet Koch, Ward 5.

Mayor Michael Smith will not run for re-election.

In the town of Allegany, there are two one-year Town Council vacancies, according to the Cattaraugus County Board of Elections.

Four other towns in the county also have councilman vacancies: Ashford, Dayton, Franklinville and Little Valley.

Eleven towns have vacancies for town justice: Ashford, Ellicottville, Farmersville, Franklinville, Freedom, Leon, Little Valley, Perrysburg, Persia, Randolph and Salamanca.

Borrello named chairman of Senate task force to repeal bail reform

State Sen. George Borrello, R-Bemus Point, has been named chairman of the newly-established Repeal Bail Reform Task Force.

The Republican-only task force, assembled by Senate Minority Conference Leader John Flanagan, will be collecting testimony on the bail reform package approved in 2019 — which Flanagan said was forced through by Democrats without any input from prosecutors, law enforcement officers, victims, local leaders or the public.

Since it went into effect on Jan. 1, “there has been a public outcry over the changes, which have put violent and repeat offenders back on the streets after their arrests, with nothing more than appearance tickets for future court dates,” Borrello said. “The changes eliminated bail and pretrial detention for over 90 percent of crimes including manslaughter, vehicular manslaughter, violent assault and burglary,” he said.

“Right now, there is no legislative priority more urgent than repealing the dangerous bail reform law that is putting the safety and lives of law-abiding New Yorkers at risk every day that it remains in effect,” he added. “The law enforcement community and the public have expressed shock and outrage that Democrats so blatantly ignored public safety in their rush to appease radical criminal justice activists. As chair, my goal will be to finally provide a public forum to those who should have been heard before these disastrous laws were passed.”

The task force will convene Feb. 6 in Buffalo, with upcoming roundtables on Long Island, the Hudson Valley and in Syracuse.

Bail reform, approved as part of the 2019-20 budget, removes the ability of the courts to allow pre-trial detention for most misdemeanor and nonviolent felony charges. Advocates argued that high bail amounts on minor charges were disproportionately affecting the poor and minorities, causing harsher sentencing outcomes and recidivism.

The U12/10/8 Alpine season is off to a start with an exciting weekend of racing at Buffalo Ski Club in Colden. Their race hill and course set always prove to be a tricky race series for the young athletes.

Day one was a Kombi Race which by definition is a combination of a Slalom and a Giant Slalom race, in which athletes must be prepared for rhythm changes throughout the course. Day two was a slalom event.

At the regular February meeting of the Ellicottville Village Board, Mayor Burrell updated the board on a conference call regarding worker housing and steps to generate interest from developers.

“There is a need and desire for housing that local employees can afford,” he said.

Several developers have been recommended in addition to potential building sites. Burrell discovered that Ellicottville School District is considered a High Performance School in the eyes of the state. This is good for attracting projects of this nature and scale because the school system is considered desirable.

The Mayor noted this is all extremely preliminary and has spoken with the mayor of Lake Placid, which has faced this same issue and how they approached the concept of worker housing. It was noted there were a few projects of this nature that helped facilitate the renovation and rejuvenation of the Downtown Buffalo area.

Village Planner Gary Palumbo noted that the available stock of affordable housing is very low in the village because most of the properties are purchased for second homes and ultimately turn into legal or illegal rentals. The board was interested and supportive of the mayor’s efforts and wanted to be kept in the loop of prelim meetings with developers.

Next, Burrell advised the issues concerning the Sunup Holiday Park had been addressed to the satisfaction of the

village engineer. The planning for the town’s Bicentennial Celebration is well underway and moving along smoothly.

The mayor has reached out to area federal and state representatives to be in attendance and is hoping to hear back soon.

Ellicottville Central held their “If I Were Mayor” NYCOM Essay Contest and hopefully the winner will be selected from ECS. The NYCOM Winter Legislative Meeting was held in Albany and well attended by southern WNY mayors.

Burrell learned a lot and is excited to bring back the training he received.

IN OTHER BUSINESS, Palumbo advised there were a few items to consider such as cleaning up the Master Plan, seeing what applies and what goals have met or no longer apply.

Engineer Niles Pierson said confirmation from the state has been received that the engineering grant monies will be disbursed. The board thanked Niles Pierson for the hard work on the new flow chart for applications. This better shows the processes and procedures to obtain permits and approvals. Pierson advised it was a collective of his work with Code Enforcement Officer Kelly Fredrickson and Palumbo.

The board also approved hiring Jake Hadley for summer work to water flowers and work part-time for the DPW. The next meeting of the village board will be Monday, March 16 at 6 p.m. at the Town/Village Hall.
