Friends come together for Bob McCarthy’s Irish Christmas

Bob McCarthy’s friends came together for the 13th annual Bob McCarthy’s Irish Christmas fundraiser last Friday night at Ellicottville Brewing Co. Bob, who died in 2016, would have liked the party, everyone agreed.

The Christmas party raised $10,000 last year and supporters expected another good fundraiser.

Officials reported the event brought in over $15,000 with more donations arriving daily, setting a new record. Peter Kreinheder and Dan Minner of EBC donated $2,419, including proceeds from their sales See Irish Christmas, page 2

By Deb Everts The HomeCare & Hospice Foundation presented its 23rd annual Tree of Life memorial ceremony Monday at the Little Valley VFW. Families and friends gathered to hang their personalized ornament of remembrance and paid tribute to a loved one who has passed.

Centered around remembrance and healing, the Tree of Life ceremony is a way for people to commemorate loved ones who have died and provides an opportunity for those who have experienced loss to memorialize a family member or friend during the holiday season.

Ink Young, director of organizational advancement for Hospice, opened the ceremony and Rev. Stan Scoville, M.Div., spiritual care coordinator, gave the invocation and benediction. Kaitlyn Wenke, social worker, shared why it’s important for people who have lost loved ones to gather together and share their thoughts.

As each loved one’s name was called, family members came forward to hang a special ornament on the tree. Afterward, as United States Navy Veteran Ann Martin lit the Remembrance Wreath, Kaitlyn Wenke, social worker, read the message of remembrance.

“As we light these five candles in memory of you, we light one for our grief, one for our courage, one for our memories, one for our love, and one for our hope,” she said.

Martin, this year’s guest speaker, has been a Hospice volunteer for 17 years and involved in much caregiving. Martin said after she left the military service, she chose Little Valley to be her home and became a certified nurse’s aide.

Then, she became a county corrections officer, volunteered as a cook for 14 years at Community Action and worked at the Randolph Children’s Home for seven years. She is currently a senior companion at the daycare of the Developmental Disabilities Service Organization (DDSO) in town.

Martin has been a caregiver since

the age of 14 when she and her family cared for a close family friend who was battling cancer. They learned how to change bandages, they cooked for the family and tried to support the husband.

They saw their friend through two years of agony and she died at age 31. Martin said she wished there had been a hospice back then.

A year later, her mother was diagnosed with terminal cancer and, once again, her family filled the role of caregiver and she wished there had been a hospice. In 2014, her sister was put on hospice after she was diagnosed as terminal. Martin said she was thankful for hospice this time.

“Many of us have shared that road of sorrow and grief. My role, first and foremost, is to give respite to the caregiver, to be an active listener for both the family and the client, and to be the eyes and ears for the Hospice team,” she said. “Grief is a reaction to the loss of a loved one. Another role of a volunteer is to stay in touch and help with the grieving process, or direct them to support within the Hospice system.”

Martin said the mission of Hospice is to keep individuals in their homes with their loved ones, as opposed to going to a nursing home or to be put somewhere that is difficult to be separated from loved ones.

“We try to do it with dignity and to make your loved one as comfortable as possible. It takes a team effort,” she said. “Our motto is, ‘Today makes a difference.’”

Tree of Life memorial ceremonies allow local grieving families, friends and caregivers a way to remember and celebrate their loved ones during the holiday season.

As an option for remembrance, ornaments and luminaries are offered for purchase each year. The proceeds serve as a gift to current and future patients.

Donations help support more patients and families as they face the end of life.

County VA services director availability in November

As the director of Cattaraugus County Veterans Services, Steve McCord is extending his availability to outside locations throughout the county for the benefit of veterans and their families.

McCord is making himself available to discuss VA benefit laws, VA healthcare or any concerns and questions veterans or their families

may have.

On Dec. 5, McCord will be at the American Legion in Gowanda from 1:30–4 p.m.

On Dec. 12, McCord will be at the American Legion in Randolph from 10 a.m. to noon.

On Dec. 18, McCord will be at the Town Clerk’s office in Franklinville from 1:30–4 p.m.

Leadership Cattaraugus accepting scholarship applications for 2019

Scholarship applications are available for Leadership Cattaraugus’ Class of 2019 applicants through the organization’s scholarship fund, managed by the Cattaraugus Region Community Foundation.

The Leadership Cattaraugus board of directors established the

Leadership Cattaraugus Scholarship Fund at CRCF to make participation in the program more affordable for worthy future leaders in the community.

A flatbed trailer out front of the Monroe Street restaurant during the day signaled the Irish Christmas. It contained a lighted Christmas tree and wrapped gifts dropped off by passersby.

Everyone comes for the special pies, cheesecakes and other desserts that are auctioned with other items. They sell for hundreds of dollars each.

Bill Bund has taken over for McCarthy as pie auctioneer.

The highest price ever was for an apple pie baked in a skillet that went for $900 at the first Irish Christmas held at the Gin Mill.

More than 20 less fortunate Ellicottville area families, about 100 adults and children, will benefit from Santa’s Workshop which is funded by the Irish Christmas started by McCarthy. The Ellicottville Rotary Club is also involved.

Officials said this year’s funds helped 23 families and a total of 89 children at Santa’s Workshop and more in the Sheriff’s Santa program, and that is the real magic.

Families are invited to pick out gifts which are then wrapped by volunteers.

Children and adults in each family pick gifts to exchange. They each receive a gift of a family night out for bowling or a movie.

Bund said, “Nothing was more dear to Bob than children.”

Greg Cappelli, a friend of McCarthy’s, said Bob McCarthy’s Irish Christmas runs pretty much as it did before Bob died. The

Rotary Club picked up Santa’s Workshop after it was discontinued by the school district.

Ed Frederick stepped up to produce the special pie boxes McCarthy used to be known for. Other artisans are filling in for other items McCarthy handcrafted including Irish chests, tables and birdhouses.

The pies that are not auctioned are placed in The Pie Store, where they can be purchased for $20.

The Rotary Club’s Ellicottville Foundation for Youth helps fund Santa’s Workshop and family support for Ellicottville.

“We saw a need and Bob figured out how to make it work,” Cappelli said.

Irish dancers performed at 6 p.m., followed at 6:30 by a bagpiper, Asa Moss of Ellicottville. The pie auction started just after 7 o’clock.

The desserts are made by Ellicottville women who donate their favorite desserts, said Deb Shay, who lived with McCarthy for 17 years. Many come with well-crafted pie boxes.

“There are some friendly bidding wars,” Shay said. “Robert always made it a lot of fun.”

Shay said the way McCarthy saw it, “People are going to give a donation anyway, so try to make it fun. This is a fun way to make a donation. It’s the spirit of giving. He’d say give me a pint and I will come up with an idea.”

$2M restoration underway at ASP building

By Rick Miller The boarded-up windows on the Red House Administration Building in Allegany State Park are an indication of the $2 million restoration project underway.

The New York State Office of Parks, Recreation and Historic Preservation announced the project on Nov. 30.

The project will rehabilitate the exterior of the 90-year-old building, including the removal and restoration of 173 historic windows and doors. Funding comes from Gov. Andrew Cuomo’s NY Parks 2020 initiative.

“The distinctive Red House Administration Building complements the stunning beauty of Allegany State Park, one of New York’s oldest state parks,” said State Parks Commissioner Rose Harvey. “This project will help preserve the original splendor of the building that millions of Allegany State Park visitors appreciate and enjoy.”

The project is expected to be completed by the end of June 2019.

Other key building projects have been completed at the Administration Building over the past several years including new insulation and a new heating system.

The Exterior Restoration Project will further preserve and enhance the 90-yearold Tudor Revival-style building.

It serves as the New York State Parks

Allegany Region Headquarters, Park Police station, Red House Rental Office, park gift shop, park restaurant and nature museum.

Edward Hulme Inc., of Warsaw, was awarded the contract to perform the historic preservation work including: Removal and restoration of 160 existing mostly single-pane steel windows.

Installation of new interior storm windows.

Repair and refinishing of 13 wood entry doors.

Exterior painting.

Main entry sidewalk replacement.

Cleaning exterior masonry.

Exterior wood and stucco repair.

The retaining wall located on the lake side of the building will also be reconstructed and the elevated lawn area will be replaced with a stamped concrete patio.

Work began on the Park Police end of the building and will progress around the entire building whereby the contractor will remove a group of windows and send them out for restoration and then proceed on to additional windows until they are all complete.

Some building entrances may be temporarily closed for short periods, but public access to the building will be maintained throughout the construction project. There may be reduced parking spaces as well.

Wildwood Sanitarium to be featured on Destination American Dec. 4

Wildwood Sanitarium, the object of several paranormal investigations in recent years, will be featured on a new episode of Destination America’s

“Paranormal Lockdown.”

The show will air on Destination America on Tuesday, Dec. 4 at 10 p.m.

The historic sanitarium and bathhouse was built

in the late 1800s and early 1900s and was run by the late Dr. John Henderson, who offered treatments of chronic diseases along physiological lines.

‘A Charlie Brown Christmas’ to be performed by Salamanca Drama Club

The holiday television classic “A Charlie Brown Christmas” will come alive on the Salamanca High School Auditorium stage in a production of the theatrical adaptation.

The Salamanca Drama Club continues its commitment to youth theatre by presenting this comedic musical take on the real meaning of the holidays.

“A Charlie Brown Christmas” will be performed Friday, Dec. and Saturday, Dec. 8 at 7 p.m. both nights.

With direction from Eric Kemnitzer, the drama club advisor, this production of Charles Schulz’s holiday story brings teen performers to the stage as classic characters Lucy, Linus, Schroeder, Snoopy and, of course, good ol’ Charlie Brown himself.

However, this production includes two casts of talented performers. There will be a Friday night cast and a Saturday night cast.

The production contains the Vince Guaraldi holiday musical favorite “Christmas Time is Here” and the “Linus and Lucy” theme as well as the traditional “Hark, the Herald Angels Sing.”

In addition to Kemnitzer, the production staff includes

Sue Schnaufer as stage director, student director Riley Brown as assistant director, Richard Turner as the set director, Chris Myers as the sound technician and Scott Bean as producer.

Village Board addresses concerns regarding leaf pick-up

The November meeting of the Village Board opened with good news: the third quarter sales tax were received from the county and we were up 9.2 percent over this quarter last year. The total was $106,515.14.

Village resident Linda Neuwirth was in attendance to voice her opinion regarding the leaf pick up changes.

Neuwirth stated she had been a resident for 42 years and there hadn’t been an issue with yard debris and leaf pick up until now and she wanted to know why.

Neuwirth advised that one part of her street had been picked up two times before she had her leaves taken away once.

Niles Pierson, town and village engineer, advised that there was a public kearing regarding the leaf pick up changes. He continued that the cost to the village was getting too high as upwards of 30–40 man hours were being dedicated to this per week.

“Why was a machine bought then?”

Neuwirth asked. She was advised this was to speed the process up as any leaves that make it into the street end up clogging the sewers and drainage systems.

Spencer Murray thanked Neurwith for her feedback, stating that this is the first year changes were made and sometimes things don’t work out as well in practice as in theory. They are working to improve the procedure for spring and fall of 2019.

Greg Cappelli advised they would improve communication of pick up times and the schedule for the future.

PROGRESS IS being made in the Engineering Department. It was announced the GIS map is 75-percent complete and includes culvert inventory, water and sewer inventory. Training in the use of a handheld GPS device will be held on Dec. 11.

The engineering website is now live, a link can be found on the village’s website. The new IT server and phone system have been installed. Regarding the drainage project on Fillmore, the project is complete and working well.

The Engineering Department has undergone a review of the current Village permit applications, forms and

rate structure, which was accepted by the board. The current rates and forms haven’t been updated in years.

To streamline the application process and increase efficiency, the department has consolidated the existing forms so they are identical for the town and village.

“We took into account the cost of labor associated with reviewing a project and overhead,” Pierson explained how they came up with the new rate schedule. There was a motion to adopt the new rate schedule as presented.

Pierson presented a proposal from Dude Solutions for permitting software for the Building Department. The initial fee for set-up and implementation is $22,305.42, which includes a one year contract. Pricing for first renewal term is $7,675.00.

The program will tie into the GIS software, which is also from Dude Solutions. It will allow the Building Department to be more efficient and organized.

Pierson said he believes that there could be cost savings over time because it would make it possible for the department to share their services with other municipalities.

In light of the substantial cost of the subscription, the board asked Pierson and the Code Enforcement Officer, Kelly Fredrickson, to get more information and recommendations from other municipalities who use this or other software. The Baseball Field project is on a standstill until spring.

IN OTHER BUSINESS, there will be a Fall Festival Wrap Up Meeting scheduled soon, look for notice.

The board accepted accept the addendum to the Casella contract; a second and ayes carried.

The Independent Health Renewal was accepted. There is a 14-percent increase over last year.

The board appointed Jesse Klahn and Job Lowry as Water Treatment Plant operators.

The next meeting of the Village Board will be held Monday, Dec. 17 at 6 p.m.

Southwestern opens new gym, ECS girls beat C-R for first edges Ellicottville 61-51 win of season On Saturday in the consolation final of the Adam Elliott Memorial tournament, Ellicottville earned its first victory of the girls basketball season, beating Cuba-Rushford 55-42.

Originally scheduled for a home game Tuesday night, instead, the Ellicottville boys team hit the road to take part in the opening of Southwestern’s new gymnasium.

throughout most of the night and that was able to get us into some quick, easy baskets to get us going on offense.”

The Eagles split the opening weekend after a 70-57 loss to Clymer on Friday.

“Every game’s going to be a learning experience for us,” McCann said of his young team. “We learned to deal with some adversity (Friday) night foul-wise, kind of moved on from it today and I thought the kids bounced back well.”

Clymer 70, Ellicottville 57 SALAMANCA — Contrary to the final score, a new-look Ellicottville squad made this a competitive game ... for three quarters.

Coach Dave McCann’s Eagles, who are replacing four starters including Big 30 All-Stars Elliot Bowen and Griffin Chudy, trailed Clymer by 11 at halftime of their season opener in the Salamanca Tip-Off Tournament. Ellicottville cut the lead to two entering the fourth quarter and took a lead on the first possession, but couldn’t keep up to finish the game.

“We had a rough first half, we turned the ball over 13 times in the first half,” McCann said. “We really battled back in the third and we took the lead to start the fourth quarter. But it just seemed every time we made a shot, Clymer came back and answered.

“We got in a situation with some foul trouble. It seemed every time we would get it close, they would hit a big shot or we would get a foul. It’s just some things an inexperienced team will do.”

Leif Jimerson paced Ellicottville with 20 points and Wyatt Chudy posted a double-double with 13 points and 11 rebounds. Clayton Rowland added 13 points and nine boards.

ECS Students Love Their Snow Sports

By Louisa Benatovich Ellicottville is renowned throughout Western New York as an idyllic little ski town. It seems to exist solely for people to enjoy…and to then leave.

But what about the Ellicottville locals?

The ones that choose to stay for the good and the bad, the perfect powder days and the icy ones?

Being raised here and living in the shadows of the ski resorts, how do Ellicottville Central School students continue to enjoy the winter sports that they’re exposed to every day?

Skiing and snowboarding are woven into the fabric of Ellicottville’s very existence.

Some of ECS’s students learn to ski before they can even walk.

Read on to discover how ECS students use this incredible hobby to find joy, get outdoors and open windows of opportunity.

Sophomore Logan Fredrickson began skiing when she was two years old and began ski racing when she was 7.

“I have been racing since then and I also began ski racing for our school varsity team in 7th grade,” she said. “My dad ski raced when he was younger and it was a big part of his life. He convinced my sister and me to try it for one year and we fell in love with the sport.”

Fredrickson said she enjoys the traveling and new experiences when competing at different places, but loves the adrenaline when she’s in the starting gate and on the course.

“It’s so much fun to go fast,” she said.

“Yes, it is very scary and I always have that thought in my head how scared I am but I want to do my best.”

In addition to the sport itself, Fredrickson said the food that keeps her fueld is one of the things she looks forward to at the resort and after coming home.

“Of course I love to have hot chocolate to help me warm up!” she said. “I also absolutely adore the Holiday Valley waffles.

They are amazing and I would eat them all day.”

After a long day of skiing, she said she also enjoys to get blankets and popcorn, cheese and crackers and soup.

“My mom always makes sure I have good food,” Fredrickson added.

AS SOON AS there is snow on the ground, Fredrickson’s dad, Kelly Fredrickson, gets her and her twin sister, Hayly, out and going. They train year-round by working out, she said, and during the ski season, they have races almost every weekend and a school race once a week.

Training comes Tuesdays and Thursdays for two hours during the evening and almost all day Saturday and Sunday.

“If the conditions are rough, we will sometimes travel to find better snow or train on bigger and different hills,” she said.

As the state season slowly approaches, Fredrickson said they have to start preparing more mentally than physically. Although in great physical shape, skiing is a very mental sport, she said.

“We need to keep our focus and not worry about what’s going on around us or what the conditions or weather is like or how other

people are doing,” she explained. “We need to focus on us and what we have to do to do our best.”

Fredrickson said there is a lot to think about while going down the hill at fast speeds and one little mistake can cost you.

She said seconds can make a big difference and every little thing she does matters.

“It is very intense and nerve-wracking, but I relax and listen to music and take a lot of power naps at the top of the slope,” she said.

Before a race, they usually rest and stretch and run up and down the hill when it’s cold to try to stay warm, Fredrickson said. Her dad also helps with the prep, not just skis, but with encouraging words and getting “in the zone” to do what she needs to do.

“Sometimes it is hard because, near the stars season, our races are very tight and close together. Our states through Holiday Valley are usually right before our high school states and we could often have up to six days of racing in a row,” she said. “It’s obviously very difficult and exhausting.”

Because they’re away from home for a week and always on the go, Fredrickson said it keeps her busy so she doesn’t miss my friends too much. She said her parents both do a fantastic job getting them where we need to be and everything we need.

“I appreciate it so much,” she added.

FREDRICKSON AND her sister won their first state championship in 8th grade while attending their second state race through NYSPHSAA (New York State Public High School Athletic Association).

“We honestly were completely shocked,” she said, meaning both sisters and their dad.

“We did not expect it at all. I had actually fallen both days of racing — of course, I got up and still finished — and my results were not as strong as they could have been, even though they were still good.”

Although their third teammate for the girls’ team had decided to not attend and they thought they would have been eliminated from the team division, the ECS team was called as the champion. “We didn’t know what to do. We were taken by surprise, but of course completely ecstatic we had won,” Fredrickson said. “It made it even more special for me to have done it with just my twin, too. She’s my sidekick and, obviously, we work well together.”

With no specific plans post-high school, Fredrickson said she will definitely continue to ski for as long as she can recreationally.

She plans to race at the least until graduation but will have to see about college.

“It’s an amazing sport and very unique and I love it,” she said. “I hope more people decide to join this sport because it is definitely an experience. It has drawn me close to new friends and my family and taken me to places all over. I definitely will never forget any of the experiences from this sport in my future and I definitely hope to make more everlasting memories.”

HEALTH & FITNESS: ROLL AWAY PAIN

If you are new to strength training, or

will respond with sore and achy muscles.

One of the best ways I have found to relieve those sore muscles is through foam rolling.

Foam rolling is an awesome stand-in for a massage. New research supports what trainers and physical therapists have claimed for years: done just before exercise, the simple technique can reduce muscle fatigue and soreness dramatically enough that the workout feels easier.

And, rolling as a part of your cooldown has been shown to cut down on post-exercise discomfort. It eases aches by improving blood flow and restoring muscular and joint function.

The one hitch is that many folks press too hard on the roller, which

can be painful. To get the benefits without the “ouch” factor, aim for a consistent, light pressure.

Often, my clients come in with sore muscles and have specific trigger points that require extra attention. Releasing trigger points helps to reestablish proper movement patterns and pain-free movement and, ultimately, to enhance performance.

Utilizing stretching alone is not always enough to release muscles tightness, which is why foam rollers have thrived on the mass market.

Imagine a bungee cord with a knot tied into it and then envision stretching the cord.

This creates tension, stretching the unknotted portion of the muscle and the attachment points.

The knot, however, has remained unaltered.

Foam rolling can assist in breaking up these muscle knots, resuming normal blood flow and function. The goal to any corrective or recovery technique is to get you back to the point of normal functioning as if nothing was ever wrong.

To foam roll properly, apply moderate pressure to a specific muscle or muscle group using the roller and your bodyweight. You should roll slowly, no more than one inch per second.

When you find areas that are tight or painful, pause for several seconds and relax as much as possible.

You should slowly start to feel the muscle releasing, and after 5-30 seconds the discomfort or pain should lessen.

If an area is too painful to apply direct pressure, shift the roller and apply pressure on the surrounding area and gradually work to loosen the entire area.

The goal is to restore healthy muscles — it is not a pain tolerance test. You may also use other objects to work on muscles such as a tennis ball.

You may be sore the next day. It should feel as if your muscles have been worked/released, however, you should not push yourself to the point of excessive soreness.

Drink plenty of water, get enough sleep, and eat clean. This will help to flush your system and fuel your muscles more effectively. Give it 24-48 hours before focusing on the same area again.

Obituaries Eilene Hall

Eilene Hall, 88, of Great Valley, died Wednesday (Nov. 28, 2018) following a long illness.

Born Oct. 15, 1930, in Fostoria, Ohio, she was the daughter of the late Harold and Clara Chapman Watts.

She moved with her parents to Randolph in

1948, where she met her future husband. She was married on Sept. 2, 1950, to Hobart Hall, who survives.

She graduated from Van Buren High School, as the salutatorian of her class.

Eilene resided most of her life in Great Valley and was employed for many years as a secretary for Ellicottville Central School.

After her retirement in 1990, she and her husband spent their winters in Florida. They traveled to every state except Hawaii.

She was a member of the United Church of Ellicottville.

Surviving, besides

her husband, are several nieces and nephews.

There will be no visitation.

A memorial service will be held at the convenience of the family and will be announced.

Burial will be in Randolph Cemetery at the convenience of the family.

Funeral arrangements are under the direction of the O’Rourke & O’Rourke Inc. Funeral Home, 25 River St., Salamanca.

Great Valley approves Evans Agency as 2019 insurance provider

The Evans Agency will provide insurance for the town of Great Valley in the 2019 fiscal year after action by the Town Board at its regular Nov. 12 meeting.

In addition to the Evans Agency, Ned Fenton Insurance also submitted a policy to the board.

“The policies were very similar, very close,” said Town Supervisor Daniel Brown. “It really boiled down to just money.”

Brown said he appreciated both agencies putting in the time and effort to give the town a policy, but in the end, the Evans Agency’s was slightly less expensive than Fenton’s.

“It was close, but when we all looked at it, that’s where it came out,” he added.

IN OTHER BUSINESS, the Town Board discussed the possibility of having to name a currently nameless road in the town for emergency response purposes.

Just north of the Dollar General on Route 219, there is an access road the state uses to drive into McCarty Hill State Forest called Eagle Forest Road, Brown explained. Off Eagle Forest Road are two private roads with about half a dozen homes, all of which use the street address of 5799 Route 219.

“The county wants us to name that private road so they can assign 911 numbers to them,” said

Code Enforcement Officer Richard Rinko.

Rinko said there was a recent incident of someone having a heart attack and it took emergency responders nearly half an hour to find the person because they couldn’t find the correct house.

“The assessor’s office said the town needs to name the private driveways,” he said. “We don’t have to maintain them or do anything like that. We just have to name them and then assign house numbers to them.”

Brown said the question that needs to be answered is whether the town can name a private driveway that is off of a state-owned road used to access state land but not maintained by the town.

It was decided the town’s attorney would look into the matter and find out the legality of whether or not the town can name the private drives and the process needed to do it.

ALSO OF NOTE, the board also approved Local Law #2 for 2018 to amend the Town of Great Valley zoning code and map to change the classification of some parcels of property on Ellicott Street from “Rural Residential” to “Hamlet ResidentialCommercial.”

people to go to work and school buses to school in the morning, and they make sure the roads are clear again in the afternoon when schools let out and people are headed home from their jobs.

Before backing out of the Allegany Highway Barn on Seventh Street, Parker does a safety check of the tandem-axle dump truck that weighs between 18 and 20 tons. Because the doors are narrow, it’s best to have someone help guide you out of the barn, Parker said.

He pulls the truck out onto Buffalo Road and heads for Chapel Hill.

“When it’s bad out, you’ve got to be careful,” Parker said. “It’s best to get ahead of the storm so traffic can get up the hill. You’ve got to take your time and be careful.”

On the hills, it’s the motorists with bad tires that are the problem, Parker said. “If you’ve got good winter tires, nine times out of 10 you are going to be alright. You just have to slow down.”

Most people give plows the respect they deserve, Parker said.

“We’re getting the public where they need to go safely.”

The slight inconvenience of following a slow-moving plow — 20 to 25 mph — outweigh the slippery road surface one might find after passing a plow. That sand with a 10 percent salt mix gives tires the grit needed to grip the road.

To get the real effect of snow plowing, Parker said you have to go out at night — in a snowstorm. “Some nights are bad so the second shift will stay to midnight and the morning shift will come in early.”

Parker said a night last winter “was one of the worst nights I’ve seen with heavy snow bringing down trees everywhere.

There were places (drivers) had to turn around because trees were down.”

Parker controls the plow and wing with

a joystick in the center console. The rate of application of sand is dialed in on another display. Both give indications to the driver if the plow or wing is being moved up or down and if the sand is running or paused.

Every year several tractor-trailers end up getting stuck on Chapel Hill when a GPS sends them over the hill in a storm instead of over routes 417 and 219.

“They get halfway up and can’t go any further,” Parker said. “The same thing happens on Barnum Road in Olean.”

Parker wishes drivers would keep back the required 200 feet from his plow. Some still drive so close to the back of the plow that he can’t see them in his rearview mirrors.

“I like working outside,” Parker said.

“I’m not working in one area eight hours a day. I’m all over the place. This is a public service.”

Safety is still the number one concern.

“You have to pay attention to traffic, but pay more attention to what you are doing.

The worst thing is freezing rain. Everybody hates it. You try to get some material down on the road before it hits.”

Conditions can vary wi dely on Parker’s route. Even the two sides of Chapel Hill are distinctly different. The Allegany side generally has less snow than the Humphrey side, Parker pointed out.

The spot plowing and sanding means picking up and raising the plow and wing as the snow warrants. “I’d rather have a constant snow on the road than all this up and down with the plow and wing,” Parker said.

Driving a 20-ton vehicle, Parker doesn’t have time to sightsee even though the plow goes through some nice-looking landscapes.

Sometimes he sees someone wave as they shovel their driveway when he passes.

“Sometimes they get mad when you plow their driveway in, but what are you going to do?”

Like other county plow drivers, Parker does his best — every day and night.

“If my family is traveling this road, I want them safe like everyone else,” he said.

A Cattaraugus County emergency dispatcher stated no injuries had been reported.

Multiple requests were made for additional tankers and extra manpower to combat the blaze, and fire departments from Otto, East Otto, Cattaraugus, Little Valley, Mansfield and Ellicottville all responded to the scene.

Ellicottville officials: Shooting an ‘isolated’ incident

By Tom Dinki Ellicottville officials believe Saturday night’s shooting was an isolated incident that won’t deter the roughly 1.5 million visitors who come through the village each year.

One man reportedly shot another man once with a legally possessed Glock handgun near Washington and Monroe streets, the main intersection of the downtown’s popular restaurant and shopping area, after the two had fought and been removed from the nearby Villaggio restaurant and bar.

The alleged shooter, Damien M. Marvin, 25, of Salamanca, remained at the scene and was charged with first-degree assault, a class B felony.

The 41-year-old victim was in critical condition at Erie County Medical Center in Buffalo as of Sunday, according to New York State Police.

Ellicottville Mayor John Burrell told the Olean Times Herald Monday that he does not feel the incident is indicative of the safeness of the village or its bar scene.

“I think it’s very isolated.

I don’t believe that the establishment did anything wrong. It’s not their fault, it’s not Ellicottville’s fault,” he said.

“It’s a tragic incident, but it’s obviously a one-time type of thing.”

Burrell, a 73-year-old, lifelong resident of Ellicottville and former firefighter, said he could not recall another shooting in the village.

According to city-data.com, a website that tracks crime statistics, Ellicottville had 21 reported assaults in 10 years between 2002 and 2012. There

were no murders or robberies.

“We turn on the TV or open the newspaper and we see it happening all over Western New York, but not in Ellicottville,” he said of gun violence. “But, certainly, it can happen in Ellicottville.”

Ellicottville has built its reputation as a small but affluent ski town that offers an array of shopping, eating and drinking options. The Ellicottville Chamber of Commerce estimates that the village, with its 400 residents, receives more than 1.5 million visitors annually.

Holiday Valley ski resort reports that it alone receives about 500,000 skiers a season.

Officials with the chamber, which represents about 200 local businesses, said Monday they don’t think news of the shooting will impact those figures.

“There’s still people walking through town today,” said Barb Pump, the chamber’s communications, events and membership manager. “So I think everyone knows that it is an isolated incident, that Ellicottville is a safe place.”

Residents and visitors who were out on Washington Street Sunday afternoon and spoke with the Times Herald said that they still feel safe, although the event has made them realize the village is not immune to such incidents.

“I think it’s like any place — any place could be dangerous,” said Philip Beer, a Buffalo resident who regularly visits Ellicottville. “So just be careful.”

With Ellicottville having its own town police department and being centrally located within Cattaraugus County, Burrell said the village has the emergency personnel to keep its residents and visitors safe.

“We’re very cognizant of the type of people that come here and what they come here for,” he said. “Most of it is for recreation, and they need to know that we’re not waiting on a regular basis for a county sheriff’s deputy or a state police officer to respond from Hinsdale or South Dayton or Ashford. … You want to see a police car, you want to see the ambulance responding, especially if you’re — as many of our part-time visitors are — from a city. If you drive through Ellicottville on a Saturday night, you will see one or two police cars and that’s very important for us.”

Burrell said that was on display Saturday night. State police were already in the area at the time of the shooting and responded to the scene in fewer than five minutes before being joined by Ellicottville police and Cattaraugus County Sheriff’s Office deputies, according to Burrell. The mayor also said that EMS services had the victim transported to ECMC within an hour.

“There was nothing more that could have been done in any community than was done here, from a response basis,” he said.

Like the chamber, Burrell said he doesn’t believe the shooting will keep people from visiting the village.

“Obviously, people are going to be aware of it because it was on the news and in the paper,” he said, “but I think that as mayor and as a resident of the community, we go forward and we look at the positives that transpired immediately after the incident (in regard to the emergency response).”

How to prepare for cold weather power outages

Cold weather can bring wind, snow and ice. But cold weather also might be the culprit behind power outages.

Sudden power outages can be inconvenient and troublesome. The potential danger of a power outage only escalates when one happens during the winter. It is relatively easy to recover from a short-term loss of power, but extensive power outages can compromise human health and safety.

Relatively recent storms such as Hurricane Sandy illustrated just how challenging it can be for people to go without power, particularly today, when many people have grown accustomed to having everything available at the flick of a switch.

Heavy, wet snow can weigh down power lines or cause branches to break and damage electric cables. Poor road conditions can make it challenging for power company crews to arrive in affected areas and make repairs, which can lead to prolonged power outages. Men and women must prepare for blackouts at any time of the year, but especially so when the temperatures dip.

Here’s how to prepare for an extended power outage. · Keep your home well-stocked with safety devices. Purchase flashlights and batteries and keep them in an easily accessible location. Solar-powered rechargeable batteries last longer than more traditional batteries, and if you pair them with LED flashlights, you can extend the usage time and have more light when needed.

Store bottled water and nonperishable foods in a pantry or in the garage. Fill gas cans with gasoline and store in a safe location. Many portable generators require gasoline to run, and gas pumps may not work during a blackout. · Have an alternative heat source at the ready.

When the power goes out, so do furnaces, which usually require an electrically powered blower or pump to work. If you have a backup generator, you may be able to plug in a space heater to warm one room in the house. Otherwise, a fireplace can provide some heat. If you do not have power and no other heating source, make arrangements to leave your home and stay with relatives or friends. · Assess your water needs. Homes that receive water from a municipal water source should be alright in terms of supply during a power outage. Those who have well water and rely on septic systems will probably find themselves

without water during an outage. These systems require electricity to pump water into the home. Store barrels of fresh water to use for washing, cooking and flushing toilets. FEMA recommends storing a three-day supply of water, or roughly three gallons, per individual. · Keep important papers handy. Make a folder with copies of phone numbers, policy account numbers, banking information, and similarly valuable information.

Remember, during a power outage you may not have computer access, and your mobile phone will only last as long as your next charge. Keep physical documents handy in case you need to leave home or contact service providers. · Create extra insulation. Use plastic on windows to keep out some of the chill. Wrap pipes with newspapers or insulation to help safeguard against

freezing. Block drafts at the bottom of doors by using a door sock or rolled up towel. Keep the entire family in one room to maximize body heat. · Dress appropriately

for the cold. Wear layers to keep warm and pay attention to your extremities, which are most susceptible to frostbite. Watch for signs of hypothermia such as uncontrollable

shivering, memory loss, disorientation, incoherence, slurred speech, drowsiness, and apparent exhaustion. · Don’t overlook entertainment. Keep books, puzzles, arts and craft supplies, cards, and board games on hand. Invite friends over to quell the boredom. · Have an evacuation plan in place. Know where you will go if you cannot stay in your home. Find out if a friend or family member has room for you. Hotels and motels are another option, but they may be booked during an outage.

Power outages can occur at any time but are especially common when snow and ice accumulates. Preparing for such outages in advance is paramount to your health and safety.

Breakdown of possible Cattaraugus County tax rates in 2019

The tentative $243.3 million 2019 Cattaraugus County budget carries an 18-cent increase in the full-value tax rate to $12.84 per $1,000.

Tax rates vary by municipality. The biggest reason for differences between towns and the cities of Olean and Salamanca is the municipalities equalization rate.

The Olean city tax rate for 2019 will be $13.24 per $1,000 assessed value, while the tax rate for the city of Salamanca will be $75.79 per $1,000, up 7.37 percent.

The town rates varied from a 10.96 percent decrease in Conewango to an increase of 8.29 percent in Yorkshire.

The tentative 2019 tax rates went down in seven municipalities: Allegany, Conewango, Hinsdale, Ischua, Lyndon, Machias

and the city of Olean.

For 12 municipalities at 100 percent equalization, their tax increase will be 1.51 percent: Carrollton, Coldspring, Dayton, East Otto, Ellicottville, Farmersville, Freedom, Great Valley, Mansfield, Perrysburg, Persia, Randolph and Red House.

The increases in the remaining 23 towns ranged from 0.01 percent in Little Valley to 8.29 percent in Yorkshire.

The tentative 2019 tax rate for the city of Olean is $13.24 per $1,000, down $6.86 per $1,000 from the current level.

The city’s equalization rate as determined by the New York State Department of Taxation and Finance is 97.0, an increase of 8.89 percent.

The owner of a home in the city of Olean with an appraised value of $50,000 would pay $662 in 2019, $49 less than property taxes for 2018,

according to County Administrator Jack Searles, who is budget director.

The town of Olean county tax rate is $17.59, an increase of 7.07 percent over the 2018 rate.

The town’s equalization rate is 73.0, a drop of 5.19 percent from the 2018 rates. An owner of a home assessed at $50,000 in the town of Olean would pay $880 in 2019, up $58 over their 2018 tax bill, Searles said.

Equalization rates are based on the market value of homes sold in a municipality as compared to their assessed value.

To keep assessed values current, they must be reviewed and updated frequently. A declining equalization rate is often a signal that a town or city revaluation is needed.

By Rick Miller The Ischua Valley Historical Society will host an Old Fashioned Christmas at the Miner’s Cabin on Pine Street in Franklinville from 1 to 4 p.m. this Saturday.

Society secretary Nadine Thompson said members’ baked goods and homemade items including sewing and craft projects will be on sale beginning at 1 o’clock. Tree skirts and stockings are among the items for sale.

At 2 p.m., pianist Connie Smith will lead participants in Christmas carols.

Santa Claus is set to arrive at 3 o’clock with presents for children. Photos with Santa will also be offered, with proceeds benefiting the Historical Society, Thompson said.

Historical Society members will serve cookies, hot chocolate and mulled cider.

There will also be a basket raffle.

Historical Society memberships are being offered for $10.

The Victorian Miner’s Cabin will be open for tours during the afternoon, she said. The local Girl Scout troop helped decorate the Miner’s Cabin.

“This is a new beginning” for the Historical Society’s Christmas celebration, said Thompson. “It hasn’t been done in a few years and we wanted to bring it back.”

Historical Society members hope the Old Fashioned Christmas celebration will also shine a light on the group’s fundraising for its building project on Park Square.

Maggie Fredrickson, the Franklinville village historian and a founding member of the Ischua Valley Historical Society, said the Miner’s Cabin is only one of three sites the group owns and maintains.

The group also owns the Howe-Prescott House in Cadiz, built in 1816-19, and its newest acquisition, 3 Park Square, which will house a museum and provide needed storage.

The building once housed an early billiard hall and later a candy store and ice cream parlor, according to Fredrickson. It will solve storage problems at the Miner’s Cabin, which will now focus on its Victorian roots.

The second floor will be used for collections and a work area.

Phase 1 of the project on the second floor has begun thanks to several donations, Fredrickson said. The floor needs to be replaced as do windows. New drywall will be installed and commercial dehumidifiers will protect items from moisture. Collections will be moved there and indexed.

A contractor from Newfane has been hired to do the phase 1 work.

The first floor will be used for the Historical Society’s Research and Genealogical Center, Fredrickson said.

The first-floor windows have everchanging displays, Fredrickson said. A lighted Christmas village is currently featured in one window and a Christmas tree in the other.

The donation of the building at 3 Park Square by Darryl Clark a few years ago came at a time when the Historical Society’s need for storage was skyrocketing. People continue to donate historical items to the society and space was running out at the Miner’s Cabin.

“We were running out of space because our collection is growing,” Fredrickson said. The building at 3 Park Square has changed everything.

“People don’t realize the tremendous amount we do,” she said. “If they want to preserve history, people have to get involved.”

Recently, some students at Franklinville Central School have asked to become involved. That raised everyone’s spirits, she said, as the group has long sought to get more young people involved in the Historical Society.
