Recognition of National Suicide Prevention Awareness Month continues

Famer Tax School Series Announced

JAMESTOWN – The 10th annual Jamestown Out of the Darkness Walk, also hosted by the Suicide Prevention Alliance of Chautauqua County, will be held on Saturday, October 9, 2021 at Jackson Taylor Park in Jamestown, NY. Registration opens at 8:30 a.m. and the walk will begin at 10 a.m. This walk supports the American Foundation for Suicide Prevention’s education and support programs and its bold goal to reduce the annual U.S. rate of suicide by 20 percent by the year 2025.

This walk is one of hundreds held in cities across the country that are the core of the Out of the Darkness movement, which began in 2004. These events give people the courage to open up about their own connections to the cause and a platform to create a culture that’s smarter about mental health. Friends, family members, neighbors and coworkers walk side-byside, supporting each other and in memory of those we’ve lost. Be Part of Audubon Roadside Cleanup Saturday, October 2

JAMESTOWN – You can help nature and Audubon Community Nature Center (ACNC) by volunteering at the Autumn Roadside Cleanup.

This year’s annual event is Saturday, October 2, 2021, 8:30 a.m. to noon.

Volunteers will collect trash along Route 62 and, if time permits, along Riverside Awareness continued on ....... page 5 Road.

Roadside Cleanup is a great way for businesses and community groups to volunteer and families to teach their middle school and older children this value. Children and youth ages 12 – 18 are welcome and must be accompanied by an adult.

Participants are reminded to wear closed-toed shoes and dress for the weather. You

can bring your own gloves if you have them, and Audubon has some to lend.

Water bo les and snacks are recommended.

NCCF Hosts 2nd Annual SOCKTOBER Sock Drive

Dunkirk Fredonia Lions Club Hosts Beach Sweep DUNKIRK– With the arrival of cooler temperatures comes the essential need for warm socks. Socks are the #1 most requested item at homeless shelters and other organizations providing essentials for those in need.

The Northern Chautauqua Community Foundation is collecting NEW socks of all colors and sizes for children and adults to distribute to multiple organizations throughout Chautauqua County.

SOCKTOBER can best be described as a “sole warming” collection that gives everyone an easy and fun way to help those in need in our community. The fi rst annual SOCKTOBER Sock Drive in 2020 saw the collection of over 4,000 socks. NCCF distributed the socks to the Agri-Business Child Development Program, the Boys & Girls Club of Northern Chautauqua County, Chautauqua County Rural Ministry, Dunkirk-Fredonia Meals on Wheels, Chautauqua County Homeless Coalition, the Outpour Project, St. Gianna Molla Pregnancy Outreach Center, Catholic Charities, and the Dunkirk Mental

Health Substance Abuse Clinic.

DUNKIRK– The Dunkirk Fredonia Lions Club recently hosted a beach sweep at Point Gratiot as part of the Alliance for the Great Lakes Adopt-A Beach event. The Alliance for the Great Lakes is a nonpartisan nonprofit working to protect the resource of our lakes. Living on the shores of a Great Lake, we can easily take for granted the beaches and the fresh, clean water. However, those who do not take care can o en drop trash in and around the lakes which affects the

cleanliness and overall health of the lake.

With the goal of cleaning up our beaches to have a positive effect on the health of our Great Lakes, volunteers are encouraged to register to host and/or participate for the event.

The Dunkirk Fredonia Lions Club was excited to host the event for the fi rst time and look forward to continuing to do so in the coming years.

There were a total of 9 volunteers who collected roughly 25 pounds of trash and recyclables from the

Chautauqua County police agencies have participated in the New York State STOPDWI Labor Day High Visibility Engagement Campaign. The crackdown began Friday, August 20, 2021, and continued through Monday, September 6, 2021. This event is funded by a 2020-2021 grant from the Governor’s Traffic Safety Commi ee, and is part of a national High Visibility Engagement Campaign effort.

In Chautauqua County, the Chautauqua County Sheriff, municipal law enforcement agencies, and New York State Police vigorously enforce laws related to driving while impaired.

work together to reduce the number of impaired driving injuries and deaths, with special emphasis on driving while impaired by either alcohol or drugs.

The agencies participated in the state-wide crackdown during Labor Day, resulting in a total of 99 vehicle stops, arrests and summonses.

Register Now for the Chamber Annual Awards Banquet The Chautauqua County Chamber of Commerce is pleased to be able to hold its Annual Awards Banquet in person this year, but space has been limited to just 200 persons. We ask that all who wish to a end the dinner event on October 7 register online by September 30.

This year’s dinner will be held again at the Williams Center at SUNY Fredonia.

There is also an option for viewers to watch the awards presentations online if they choose.

Each year the Chamber is pleased to honor a number of individuals and organizations from across Chautauqua County. This year special protocols are in place to be sure that the event is safe and enjoyable to all a ending. Tables will be spaced appropriately throughout the room and will be reserved for up to eight guests only. All inperson a endees must certify at online registration that they are vaccinated and will agree to wear a mask indoors (per SUNY requirements) until they are seated for dinner. Because of the health requirements there will be no cocktail hour prior to dinner, but complimentary wine and beer will be provided at each table and a cash bar will be made available in the dining room.

Check-in for the event will begin at 6:30pm, with dinner and the program to begin promptly at 7pm, when online viewers will be invited to participate via Zoom webinar.

The Chautauqua County Chamber of Commerce will present the Economic Development Award to Chautauqua Hospice & Palliative Care for both the healthcare services it provides countywide and for its extraordinary efforts during a pandemic to raise funds and expand

its programming and jobs through the construction of a fi rst ever local Hospice House.

Two Persons of the Year Awards will be presented.

John D’Agostino, Managing Editor of The Post-Journal and OBSERVER will receive the award for his active involvement in numerous community organizations over the years. Rochelle Mole, Vice President of Finance and Operations with the National Comedy Center will receive the award for her personal sacrifice and foundational role over the past year to maintain a nationally recognized and locally important institution during a very challenging time.

Each of our six Community Chambers of Commerce will present a Community Service Award.

The Dunkirk Community Chamber has selected Kirk Frey who has been actively engaged in the community through his business, Kirk’s Jeweler’s, and through many charitable contributions, for over 40 years. The Fredonia Community Chamber chose Festivals Fredonia – a completely volunteer-run organization responsible for pu ing on several festivals in the community annually.

The Hanover Community Chamber selected Aimee Rogers in recognition of her efforts with Imagine Forestville to both encourage the preservation of history as well as new business development in the hamlet. The Jamestown Community Chamber selected Lou Deppas for his extensive commitments through service to community organizations over many years including the Chautauqua Sports Hall of Fame, Jamestown YMCA, and National Comedy Center.

The MayvilleChautauqua Community Chamber chose the Chautauqua Lake Central School District during the direction of Superintendent Dr. Joshua Liddell for providing full-time inperson instruction for 95% of the district’s students during the 2020-2021 school year. The WestfieldBarcelona Community Chamber is recognizing the Pa erson Library Hands, a group of volunteers that works diligently through hands-on maintenance and improvement projects that keep the historic building at its best.

“Running for Office and Hiking for Health” Fredonia - Chautauqua County Clerk Candidate David Salley announced that he added three more hikes to his WNY Hiking Challenge list this week. The hikes were

Texas-Style Brisket

Serves 6 to 8 1 8- to 10-lb. beef brisket 3 tablespoons kosher salt 3 tablespoons freshly ground black pepper Dry-brining time: Overnight Prep time: 15 to 30 minutes Cook time: 7 hours, 30 minutes to 9 hours, 30 minutes; plus 1 to 2 hours to rest Grill temperature: 250 F to 275 F Smoking wood: Oak or pecan 1. Trim off any hard fat from the brisket and square off the edges. Trim the fat cap down to an even 1⁄4-inch thickness.

Sprinkle evenly on all sides with the salt and pepper. Refrigerate overnight.

2. Prepare the grill for smoking at 250 F to 275 F. 3. Place the brisket fat-side up on the grate over the drip pan. Close the lid. If

desired, wrap in aluminum foil a er 5 to 6 hours or once the bark (crust) is dark brown.

4. Turn over the brisket, close the lid, and continue cooking for 2 hours, 30 minutes to 3 hours, 30 minutes more or until an instant-read thermometer inserted into the center registers 200 F. 5. Rest the brisket, wrapped in foil, for 1 to 2 hours before serving. Cut across the grain into 1⁄4-inch-thick slices. Pour over as much of the drippings from the pan as you like, and serve.

Cooking tip: The grain in each part of the brisket — it’s made up of two different muscles, known as the flat and the point — runs in two different directions. Roughly speaking, the grain in the point runs perpendicular to the grain in the flat, so you’ll want to slice the two sections separately. DE21B461

What is maskne and how do you treat it?

Public health guidelines advising people to wear masks have proven effective at slowing the spread of COVID-19, but such recom mendat ions have led to some unforeseen and unwanted side effects. For example, wearing masks that cover the lower portion of the face has led to an uptick in instances of acne.

U.S. Dermatology Partners advises that regular mask wearing can lead to skin health issues, including flare-ups in chronic skin conditions. It’s become such a widespread issue that the term “maskne” has now become a part of the lexicon.

According to Dr. Mona Gohara, an associate clinical professor of dermatology at the Yale School of Medicine, maskne is a real thing. The most common kind is acne mechanica, which is the type of acne that occurs when something rubs up against the face. Oil, sweat and a lack of fresh air to the face can cause the formation of acne just about anywhere beneath protective masks.

Health care workers may be especially susceptible, but just about anyone who wears a mask for an extended period of time may develop

maskne.

Couple that with trapped bacteria, sweat and oil, and acne can result.

Dermatologists are seeing a rise in patients visiting their practices for acne issues and treatments.

Mask-related skin issues have become such an issue that the COVID-19 task force of the American Academy of Dermatology has released advice on the subject, including ways to mitigate maskne formation.

• Wash masks frequently.

Those who opt for fabric masks should look for ones that are made of 100 percent co on or silk for the most breathability. Also, wash the mask as frequently as possible to avoid reapplying dirt, oil and sweat to the

face.

• Follow singleuse mask use.

People who prefer disposable masks should use the mask and properly discard it a er using it once.

• Reduce beauty product usage. Consider going without face makeup under the mask to reduce the potential of it contributing to the formation of oil and bacteria. Otherwise, look for products that are noncomedogenic or oil-free.

• Use gentle, fragrancefree products. Wash the face with a gentle, fragrance-free cleanser each morning and night. Harsh products can further irritate the skin.

In addition, apply a light, fragrance-free moisturizer to serve as a friction barrier between face and mask.

• Try OTC products. Overthe-counter solutions of benzoyl peroxide or salicylic acid may help treat acne.

However, if acne does not improve within a week or two, visit a board-certified dermatologist.

Maskne is a condition marked by a flare-up of acne from prolonged mask use. There are ways to keep skin issues at bay with self-care and the advice of dermatologists.

We Need Leaders With The Courage To Lead And The Wisdom To Listen

Within the hearts and minds of the people in these United States there is a longing desire for courageous, competent, and visionary transformational leadership.

There are many people today who feel strongly that the nation today is moving decidedly in a dangerously wrong direction. Further, there seems to be a disturbing feeling among some citizens that today there are those in leadership who are striving ONLY for personal power and self aggrandizement.

Today, there appears to be a disturbing sense that a feeling of national pride is not being encouraged, resulting in an erosion of confidence in our public institutions and infrastructure. Among others, there appears to be several major national topics facing the electorate in 2021, they are--- a heartwrenching situation in Afghanistan, a deficit of competence in leadership personnel, troubling foreign relationships, erosion of national pride, spiraling inflation, and out of control immigration.

The ebb and flow of the confidence in our leadership is on a downward trend.

Greater stimulative and confidence building in our leadership is the urgent call of the day!

A GOOD leader inspires people to have the confidence in the leader. But, a GREAT leader inspires others to have confidence in themselves. And, great leaders are as enthusiastic

about the success of others, as they are about their own successfulness. Great leadership results in the unlocking of the potential that resides in the people themselves.

Great leaders have the courage to lead and the wisdom to listen. Indeed, this is the true essence of leadership. Many of us recognize good leadership and we can identify those who stand out as great leaders.

Unfortunately, most of us also have seen ineffectual leadership at work. In fact, ineffectual leaders are not leaders at all.

True, there may be those who have the designated title of “ leader” or, those who try to “play act” as a leader. But, when the very heart of the moral authority to lead is lacking, leadership is just non-existent. For moral authority is at the heart of great leadership; it is the true essence of transformative leadership at its best.

We have all been in groups where someone took control of the situation by conveying a clear vision of the group’s goals, a marked passion for the work, and an ability to make the rest of the group feel recharged and energized.

Transformational leadership is a type of leadership style which inspires others to reach their potential.

Transformational leaders are energetic, competent , and passionate. Not only are these leaders concerned and involved in the substance of the organization, but also, they are encouraging to others... to learn, search, and serve and to become all of which one is capable.

Transformational leaders have a way of taking more than their share of the blame and less than their share of the credit. They stimulate

and inspire followers to both achieve extraordinary outcomes and, in the process, each follower then develops their own leadership capacity. Transformational leaders help others to grow and develop into leaders by responding to the needs of the individuals and by empowering by aligning each (and this is key) to the objectives and goals of the individual followers, the group, and the larger organization.

Great leaders possess credibility and leave footprints in their areas of passion. For leadership is a rendezvous with possibility thinking based upon uncompromising integrity... for, with, and by the people. Their heart is in that which they do. It was Eleanor Roosevelt who said it so well: “To handle yourself, use your head; to handle others, use your heart”. That was solid advice for her time.

And it is solidly strategic advice for our times as well!

And that is my Point of View.

Chautauqua Lake level scheduled to drop beginning October 20, 2021 CELORON, NY-- As we get into the fall, Chautauqua Lake stakeholders should make plans to remove their boats and docks from the water before October 20, 2021 especially if lower water levels may impact removal plans.

“Starting on that date the Warner Dam will open and Chautauqua Lake levels will trend downward for the winter season,” said Chautauqua County Watershed Coordinator Dave McCoy. “Each fall we reduce the lake level from the summer recreational level of 1308.2’ to a lower winter elevation.”

The Warner Dam, located along the Chadakoin River in Jamestown is owned by the New York State Department of Environmental Conservation (NYSDEC) and is operated by the Jamestown Board of Public Utilities (BPU). The Warner Dam is operated following a rule curve and serves a primary role of reducing flood damage to homes surrounding Chautauqua Lake. The BPU opens the dam annually during the

fall and winter months in an effort to lower the lake level and reduce potential flooding and shoreline damage by ice sheets in the winter and spring. It is o en newer property owners that can be surprised by the seasonal drop in lake levels, while those who have a longer history on Chautauqua Lake know what to anticipate and are prepared.

“We are rarely able to get much below 1307.0’, but stakeholders can anticipate that the lake may drop a foot or more within two to three weeks a er we open the Warner Dam,” said McCoy. “How fast the lake will drop depends upon the weather.”

The deepest permanent boat launch sites are located at Long Point State Park and Lucille Ball Memorial Park and are considered by many experienced boaters to be the best public ramps to use in low lake level conditions, but there are other ramps that work well for smaller watercra . Also, some of the marinas on Chautauqua Lake have facilities to pull larger boats out of the water.

Maintaining the

recreational lake level presented some challenges in 2021 due to an unusually dry spring, which was followed by almost three times the normal amount of rain in July, with high lake levels and flooding caused by intense rainfall events.

Since then, the County has had enough rainfall to properly maintain lake levels. Interested parties can visit the resources page of the Chautauqua Lake and Watershed Management Alliance’s website at www. chaut auqu a a l l ia nce.org / resources/ to view current and past U.S. Geological Survey hydrological data on lake levels and Chadakoin River stage and discharge.

Metzger receives Hamilton Community Service Award FREDONIA– SUNY Fredonia Vice President for Finance and Administration Michael Metzger has been selected as the recipient of the 2021 John D. Hamilton Community Service Award.

The award is presented annually by the Chautauqua Region Community Foundation to recognize individuals for their dedication, leadership

and support in furthering community spirit and enhancing the quality of life in the Chautauqua Region. He received the award at a reception in his honor on Sept. 24.

Vice President Metzger is a member of the Board of Trustees for Chautauqua Institution, also serving as chair of the Audit Committee and member of the Budget and Finance, and

Executive committees. He is also chair of the Chautauqua County Industrial Development Agency Board of Directors and a member of the Western New York Regional Economic Development Council.

The John D. Hamilton Community Service Award was first presented to its namesake, John Hamilton, in 1993.
