They had to put a hold on collecting and delivering toys to the pediatric patients at UPMC Chautauqua but knew they would continue as soon as they were able.

Chautauqua County recognizes tenth week of COVID-19 Heroes MAYVILLE, N.Y.:-Chautauqua County Executive PJ Wendel and the COVID-19 Response Team recently announced the tenth week of COVID-19 Hero nominations for April 12-16. Nominations are recognized in a video posted weekdays on the Chautauqua County Government Facebook page, and each nominee receives a personal note from the County Executive’s Office.

“This week we again recognized a tremendous group of frontline workers o en pu ing the safety and wellbeing of others before their own,” said County Executive PJ Wendel. “I want to again personally thank our week nine nominees: Willard “Billy” Furlow, Joshua Newark, Steve Jagoda, Stan Kelly, Helicia Linton, Charles Holder, Riley Jane Farnham, Alyssa Nocek, Chris Reese, and Cheryl Gonyea. These individuals have risen to the challenge of helping others during a global pandemic, and are truly our COVID-19 Heroes.”

Billy Furlow works for Chautauqua County as a paramedic and was nominated by a number of people because he’s a hard worker and all around great guy. He has dedicated his life to serving his community and puts in long hours working to ensure the health and safety of others. Billy is a caring person who put the wellbeing of others before his own throughout the pandemic to ensure those in need were cared for. One individual to nominate Bill was his nephew, who said he works hard to save people and drives the coolest fly car, making him his hero.

Joshua Newark also works as a paramedic for Chautauqua County EMS and has worked countless hours including not only his assigned shi s but overtime shi s as well to serve the people of Chautauqua County. He never once has considered delaying care to any patient

during this pandemic or at any time for that ma er. Joshua is incredible at his job and the people in the area where he works are extremely lucky to have someone with his professionalism and expertise.

Steve Jagoda works for the Chautauqua County Sheriff ’s office as a 911 dispatcher.

This makes him an essential part of the emergency response system and ge ing help to those in need. Steve is one of the main fi re/ems dispatchers and is coordinating the response of many calls throughout Chautauqua County on a daily basis.

He goes above and beyond to make sure emergency responses are flawless, and works many extra hours to make sure the 911 Center is fully staffed. His knowledge and dedication to the entire operation is impeccable.

Stan Kelly is a volunteer fi refighter and EMT. He serves as chief of the Lily Dale volunteer fi re department and goes above and beyond to help others in need, pu ing their health and wellbeing before his own.

Helicia Linton works as a visiting nurse and is also a volunteer fi refighter with Clymer Volunteer Fire Department. She goes above and beyond the call of duty, and is someone who would give the shirt off her back to someone in need. As a past EMT she has an awesome bedside manner and is an all-around great, selfless person.

Charles Holder formerly worked with the County Sheriff ’s office, and is a volunteer EMT and fi refighter.

During the pandemic, he worked to help conduct COVID-19 testing at Jamestown Community College and always goes above and

beyond in serving others in a time of emergency.

Riley Jane Farnham is a local hospital employee and volunteer fi refighter with the Bemus Point Fire Department. She was nominated for transporting an elderly patient via ambulance, who noted and greatly appreciated how comforting and helpful Riley Jane was.

Alyssa Nocek is a registered respiratory therapist at Brooks Memorial Hospital.

From the fi rst positive case at the hospital to the many COVID-19 patients throughout the pandemic she has worked tirelessly to do everything she can to improve the lives of her patients. Every day she would “suit up” without complaint. While all respiratory therapists deserve our gratitude, Alyssa is a very special person.

Chris Reese is a COVID-19 hero because he serves his community on a daily basis, pu ing others before himself as Westfield Fire Chief. As a responder and fi refighter he puts himself at risk all the time, and just earlier this year fought a house fi re in freezing temperatures all night long. He did it with a smile on his face and with his brothers and sisters fighting alongside him. He recently ba led Covid 19 himself and is stronger and even more willing to help because of it. Chris is a family man, is generous and willing to be on the frontline for others. His acts more than qualify him to be a Chautauqua County COVID-19 Hero.

Cheryl Gonyea works in the lab at Brooks Memorial Hospital, and while those working in the labs aren’t often thought of as “front-line,” they have been doing all of the testing during this difficult time. They have been pu ing in extra hours and working under very stressful conditions as much as doctors, nurses, and other front line workers have, and are truly heroes during this pandemic.

Campus planting new trees for Earth Day FREDONIA– SUNY Fredonia is commemorating Earth Day with what will be the planting of over 20 new trees by members of the Grounds and Landscaping crew, renewing a campus tradition to replace dead or diseased trees that have been removed, with new trees.

A Liquidambar styraciflua Worplesdon, a shade ornamental Sweet Gum with large, star-shaped, glossy green leaves that turn fiery red, orange and yellow in fall, represents a tree variety new to the campus. Ten of these will be planted on Symphony Circle.

Two examples of Acer rubrum (Red Maple) will be planted, including five October Glory and one Somerset, along with four Acer freemanii Marmo, a newer Red Maple hybrid commonly known as a Freeman maple. The Red Maples will be planted at the Fredonia Technology Incubator in downtown Dunkirk and at various campus locations.

Additionally, two Crimson King Maples that were saved from a construction project a few years ago will be re-planted behind Chautauqua Hall, near Residents Row. “The last several years have seen several dead and infected trees removed.

We want to try to bring back more trees to campus.

Whenever we remove trees we like to replace them with new trees, but we have not been able to do that for a while,” said Director of Facilities Services Kevin Cloos.

The new trees were acquired from Schichtel’s Nursery in Springville.

Free Karate Program FREDONIA– Karate Educational partners, The Family Martial Arts Center and The Karate Kidz Zone of Chautauqua County will sponsor a FREE “safety and awareness” program for all county residence ages 2 thru 18 years of age. Chautauqua Lake District Survey Results Released MAYVILLE – At this afternoon’s meeting of the Chautauqua Lake Protection and Rehabilitation Agency (“Agency”), the Chautauqua County Department of Planning and Development shared the results of the survey that gathered community input on a potential Chautauqua Lake District.

The survey garnered responses from over 1,500 individuals and showed support for the formation a Chautauqua Lake District. Highland Planning, a planning fi rm specializing in community engagement, conducted the survey on the County’s behalf.“We were very pleased with the robust response that the survey received, which give the results a high level of credibility,” said Pierre Chagnon, Chairman of the Agency.

“It is clear from the response how much Chautauqua Lake means to people and how concerned community members are about the health of the Lake.”Key takeaways from the survey response include: Among those who provided a response on the question of district formation, 62% support the forming of a Chautauqua Lake District. Nearly three quarters of survey respondents own property with access to

the Lake.

Owners of property with access to the Lake showed similar preferences to other respondents. Among those who provided a response on the question of user fees, 63% support the charging of fees for boats on the Lake if all legal impediments to such fees were resolved. The Department of Planning and Development made a strong effort to ensure widespread publicity of the survey. Postcards with a link to the online survey were mailed to all 5,646 owners of property within the proposed Lake District boundaries, email reminders were sent to a list of over 100 local stakeholders and organizations, multiple press releases were sent to local media, posts were made on the County website’s homepage and the County’s Facebook page, and a survey notice was included in the County Executive’s Monday Morning Memo newsle er.“We wanted to be sure that we gave all owners of property within the potential Lake District boundary an opportunity to have their voice heard, including seasonal residents,” said Mark Geise, the County’s Director of Planning and Development.

“The number of survey responses would indicate

that we were successful in promoting the survey and providing this opportunity.”

The Agency was appointed by Chautauqua County in 2018 to explore forming a Lake Protection and Rehabilitation District.

Hospital Telemetry Topic of WestfieldMayville Rotary Program Health

BY SUE HAMMOND SUEHAMMOND74@GMAIL.COM During the Apr. 13 Zoom meeting of the Rotary Club of Westfield-Mayville, Karen Surkala, Allegheny Health Network/Westfield Memorial Hospital (AHN/WMH) President and member of this Rotary club, presented a program titled “Telehealth, Mercy Virtual and Telemetry.” Her program was sponsored by Rotarian Tom Berkhouse.

Surkala has been in the role of AHN/WMH President for three years, and she previously served in the same role from 2007 to 2011. She holds a Bachelor of Science degree from Gannon University and a Masters in Business Administration from St. Leo University in Tampa, FL. Surkala held many positions at St. Vincent Hospital in Erie, PA. Between her two stints at WMH, she was Senior Director of Strategic Agenda Management at Cleveland Clinic. While at AHN/WMH, she has been instrumental in bringing new critically needed services to this marketing area.

She stated, “We were working on some new services before the pandemic hit. We wanted to continue to keep services at WMH and to admit local patients of this region. In 2019 we started to plan for our telehealth program, which is remote patient monitoring, and in Aug. of 2020 this program started with endocrinology. This is a great program, especially for our senior population, as

folks don’t have to travel to Erie, Buffalo or Pi sburgh for their care.”

Surkala continued, “We have launched our telehealth dermatology program. This service provider sees patients in Westfield, while working from home or the office. Our pulmonary surgery program is designed to see more in-patients here at WMH.” She referenced the strong campaign of 2007-2009 to keep WMH open, when NYS was wanting to close it. The Rotary Club of Westfield-Mayville, who helped found WMH in 1941, was a strong supporter for keeping this hospital open. Surkala said, “It’s a state mandate for a hospital to have a certain number of patients. When I came here, the emergency room staff and I realized that we really needed an early warning system to monitor patients as they moved about their room or the hospital.”

“By accessing AHN capital resources and funding, WMH was able to establish and quickly implement the nuclear stress testing program. We’re trying to improve access to resources and providers. We are able to keep patients here who are in diabetic crisis, as well as low risk cardiac patients with chest pain, and those with gastrointestinal issues.”

She said, “During the pandemic, we have been able to manage high acuity care to patients here, rather than moving them to St. Vincent Hospital in Erie. WMH was licensed to maintain four hospital beds. NYS required

hospitals to expand the number of their beds during the pandemic. We now have 10 licensed beds, and we hope to keep them moving forward.”

Surkala then discussed the WMH Mercy Virtual Program. She stated, “We were able to receive over $300,000 from a federal grant through the Health Resources and Services Administration (HERSA) to extend our services and have four Mercy Virtual programs licensed here at WMH. We can monitor capable patients through telemetry.”

Mercy Virtual is a subsidiary of the St. Louis-based health system Mercy. It is a leader in bringing telehealth solutions to hospitals around the country. Through stateof-the-art telecommunication and remote patient monitoring technology in each ICU room, Mercy’s Virtual Care Center board-certified intensivists interact and collaborate with AHN/WMH clinical staff. This provides an extra layer of 24/7 ICU patient care and support.

Telemetry is a monitoring service. Data is recorded and transmi ed from remote sources to an IT system in a different site. Sensors at the remote source measure physical or electrical data, which is transmi ed over a wireless and/or wired medium. Data is displayed and analyzed at the remote site.

Surkala explained, “Through telemetry, some

WMH patients have monitors that are connected to specialized physicians in Pi sburgh. When the monitors sense changes in a patient’s respiration, blood pressure, or cardiac state, a ‘doorbell’ in the patient’s room alerts hospital staff. One benefit of the use of telemetry is that patients can remain close to home for a continuity of care and also so that their family members are able to visit with them.”

Surkala briefly noted three other updates on WMH services. The fi rst is the urology program, which will start in May. A physician from Erie will be at WMH on three Fridays of each month. The second service is the return of the ophthalmology program, with its new clinic expected to be open in July. Lastly, Surkala encouraged individuals who are eligible to come to WMH to receive at no charge the COVID-19 vaccine. She said, “Here at WMH we are currently administering the Moderna vaccine to those of the ages 18 and above. We are not requiring online registration, and we are taking registrations over the phone.”

County Director of Community Mental Hygiene Services to Retire MAYVILLE, NY– Patricia Brinkman, Director of Community Mental Hygiene Services for the Chautauqua County Department of Mental Hygiene, has announced her retirement.

Brinkman has led the Department since 2000.

She leaves the department on solid fi nancial ground, largely funded through aggressive and strategically targeted state and federal grants.

Brinkman has worked tirelessly to champion mental health in the community with a heavy focus to increase the department’s service capacity. For years, she has guided a team of professionals working to bring quality services to support the most vulnerable members of our community who are facing mental health and substance abuse challenges.

Under Brinkman’s guidance and strategic vision, Chautauqua County Department of Mental Hygiene (CCDMH) has greatly expanded its reach into our community. A system of care has been put in place to effectively provide an array of community-based services and supports. Service treatment modalities and service hours available in

our mental health and chemical dependency clinics have expanded. Brinkman also brought the department into partnerships that addressed needs in less visible ways, particularly in our school systems, from elementary to the local colleges. Collaboratively, department staff and many of our schools have established strong suicide awareness and prevention initiatives and some school districts have been trained in the strength-based approach to guiding behavior and creating a positive culture that supports appropriate behavior, Positive Behavioral Interventions and Supports.

During her time, Brinkman served in other capacities as well to advance the field and promote the County. She is a former officer of the Conference of Mental Hygiene Directors, a founding member of the New York State Campaign for Behavioral Healthcare Transformation, has served as chair of the New York (NY) Success Advisory Council and as co-chair of the Board of Directors of the NY Care Coordination Program. Brinkman also served on the Chautauqua County Long Term Care Council, a position appointed by the

By increasing revenue generated by the CCMHD clinics and obtaining state

and federal funding through grants, the department has been able to expand its services over the years. Highly competitive grants usually awarded to larger metropolitan and suburban areas have been secured by CCDMH. Most notably, the department received two awards totaling $13 million from Substance Abuse and Mental Health Services Administration (SAMSHSA) to transform, expand and enhance the child serving system in our county. Only 23 other grants were awarded nationwide.

Brinkman also made countless trips to Albany and Washington on behalf of this community over the years as needed, bringing a voice to those struggling with issues.

Vaccination Data Update With nearly 67,000 shots in arms, the Chautauqua County COVID-19 vaccination rate rose to 41% of eligible residents over the last week, and 34% of total residents. SBA Announces Official Restaurant Revitalization Fund Application and Guidelines Economic relief prioritized for underserved communities marketplace.”

Administrator Guzman emphasized, “We’re also focused on ensuring that the RRF program’s application process is streamlined and free of burdensome, bureaucratic hurdles – while still maintaining robust oversight. Under my leadership, the SBA aims to be as entrepreneurial as the entrepreneurs we serve – and that means meeting every small business where they are, and giving them the support they need to recover, rebuild and thrive.”

Under this announcement, details on application requirements, eligibility, and a program guide are now available in English at www.sba.gov/restaurants or in Spanish at www.sba.gov/ restaurantes.

Ahead of the application launch and over the next two weeks, the SBA will establish a seven-day pilot period for the RRF application portal and conduct extensive outreach and training. The pilot period will be used to address technical issues ahead of the public launch.

Participants in this pilot will be randomly selected from existing PPP borrowers in priority groups for RRF and will not receive funds until the application portal is open to the public.

Following the pilot, the application portal will be opened to the public. The official application launch date will be announced at a later

date. For the fi rst 21 days that the program is open, the SBA will prioritize reviewing applications from small businesses owned by women, veterans, and socially and economically disadvantaged individuals. Following the 21-day period, all eligible applicants are encouraged to submit applications.

The groundwork for this announcement is the result of a comprehensive effort to reach out to diverse stakeholders in order to understand the needs and barriers restaurants face in accessing emergency relief aid.

WASHINGTON – SBA Administrator Isabella Casillas Guzman Saturday announced key details on application requirements, eligibility, and a program guide for the Restaurant Revitalization Fund (RFF).

The restaurant industry has been among the hardest-hit sectors during the economic downturn caused by the COVID-19 pandemic. To help bring jobs back and revive the industry, the American Rescue Plan, signed into law by President Joe Biden, established the $28.6 billion Restaurant Revitalization Fund at the U.S. Small Business Administration (SBA).

The SBA will administer the funds to the hardest-hit small restaurants.

SUNY Fredonia Students receive Sonnenfeld scholarships FREDONIA– The Marion Sonnenfeld Scholarship, which recognizes outstanding State University of New York at Fredonia female students who exemplify leadership, hard work and a good sense of community, was recently presented to undergraduate students Braelin Sco and Emma Booth by the Council for Women’s Concerns (CWC).

The scholarship was established through the Fredonia College Foundation.

Ms. Sco is a senior Business Administration-Management major with a Leadership Studies minor from Rochester, N.Y. She not only participates in Fredonia’s Honors program, but is also a Keeper of the Dream Scholar, a former student athlete on the women’s basketball team and is a member of the Beta Gamma Sigma International Business Honor Society and the Omicron Delta Kappa National Leadership Honor Society.

Sco is also active in the local community through Fredonia’s Enactus organization. She was the project lead for Chautauqua Love, which partnered with Chautauqua County to conduct research on incentive programs to a ract young professionals to the area. She also served as vice president of the AdValue division where she coordinated the provision of marketing services to support local businesses and nonprofits.

A er graduation, Sco plans to earn an MBA and wants to work for a socially conscious company that uses its leadership to make positive contributions to their community.

Ms. Booth, a senior from Hamburg, is a double major in Mathematics and Mathematics Adolescence Education with a minor in Statistics. She has won several awards and scholarships including the Fred Byham Award for Excellence in Mathematics Education, the Kenneth and Mary Boynton Scholarship in Mathematical Sciences and the President’s Award for Excellence.

In addition to her busy academic schedule, Booth has leadership roles on the varsity women’s volleyball team and as a supervisor at the campus Fitness Center.

She is involved in the Phi Mu Epsilon Honor Society and Fredonia’s Math Club.

Dr. Sonnenfeld taught German as a member of the Fredonia faculty for 25 years.

She was named a SUNY Distinguished Professor and became the fi rst female Dean of Arts and Humanities at Fredonia. Sonnenfeld carried the virtues of her parents of loving life, being a faithful and loyal friend, having an outstanding work ethic and taking pride in her work.

The Council for Women’s Concerns seeks to help ensure a productive educational and work environment for faculty and staff at Fredonia, particularly in areas related to women’s concerns. It focuses on general issues of campus climate and programs as they affect faculty and staff, and on policies and procedures that affect women on campus.

Functioning as an advisory group, CWC acts as a liaison between Fredonia employees and campus administration on ma ers of university policy and procedure related to women’s concerns.
