Vineyard Improvement Program – Now is the time!

With two years remaining this is still a good time to submit your application to the program. Removal of a Concord vineyard at least 1 acre in size is required for reimbursement and then that land must be used for agricultural purposes. To date, agricultural commodities replanted using this program include grape varieties (even back to Concord if your business plan makes sense), apples, field crops, cover crops, vegetables, Christmas trees and even solar. The reimbursements on replants are only for approved crops and the LERGP Team is happy to talk with you about that. If you have an idea that is not listed, please don’t hesitate to ask!

The Lake Erie Regional Grape Program is currently accepting applications from owners of Concord vineyards that may be in a poor site, not producing well, or the vineyard is in disrepair and needs to be removed.

PORTLAND, NY NY— Just a li le more than two years remain for the Vineyard Improvement Program. This five year grant is one of the outcomes of the New York Concord Grape Summit held in Westfield NY in April of 2018. New York State pledged to invest more than $1.35 million to help Concord grape growers renovate vineyards, plant new vines or diversify vineyard operations. The Lake Erie Regional Grape Program and Cornell Cooperative Extension of Chautauqua County are working with the New York State Department of Agriculture and Markets to administer the program funded by the Southern Tier Agricultural Improvement Fund. Audubon’s Wild 5k Run/Walk is Saturday, July 31 JAMESTOWN, NY – The start time is 9 a.m. when the Audubon Community Nature Center (ACNC) Wild 5k Run/Walk returns to a live event on Saturday, July 31.

Walkers and runners of all ages can register up to the 8-8:45 a.m. registration before the race begins. With a limitation of 200 entrants, pre-registration is appreciated, but walk-ins are welcome Following a socially-distanced, possibly chipped start, the 5k trail will take you through fields and forests and will include any COVID precautions that are needed.

The race takes place rain or shine and covers uneven ground and bridges. Most of the race is on bare ground, with one small section along pavement. The trail will be well marked with white signs showing the way.

The awards ceremony begins at 11 a.m. outdoors in the Stephanie Frucella Education Pavilion in Audubon’s backyard.

Prizes are awarded to the

fi rst three overall male and female walker and runner fi nishers. Age group awards are given to the top three fi nishers in each division for runners and top fi nisher in each division for walkers.

Entry fee is $30; $27 for Nature Center members. The money raised at this race directly supports Audubon.

Septic System Replacement Grant Announced for Chautauqua and Findley lakes

MAYVILLE— The Chautauqua County Department of Health and Human Services recently announced it is accepting applications from lakeshore property owners to partially fund the replacement of septic systems around a portion of Chautauqua Lake and all of Findley Lake. This new grant program is funded by New York State to reimburse property owners up to 50% of the cost of an eligible septic system project, up to a maximum of $7,500.

“This is a great opportunity for lakeshore property owners to upgrade failing or inadequate septic systems impacting the water quality of Chautauqua Lake or Findley Lake,” said Christine Schuyler, County Public Health Director. “Our focus is on those systems that are

located within 250 feet of the lakeshore, because those are the ones with the greatest potential impact.”

To be eligible for a septic system grant, the property owner must submit an application to the Health Department who will then evaluate the system to determine if it may be affecting lake water quality. If so, the property owner will be notified they have been approved for a grant and they can proceed with the design and installation of a new system under Health Department guidance.

A major public sewer extension is underway at Chautauqua Lake from Lakewood to Stow and a second phase is being planned from Stow to Prendergast Point, so those areas are not eligible for this program. The eli-

gible Chautauqua Lake area is from Midway State Park to Point Chautauqua, while the entire lakeshore area of Findley Lake is eligible.

The Septic Replacement Program improves water quality by encouraging and incentivizing homeowners’ replacement of failing or inadequate septic systems around a waterbody known to be impaired by septic system discharges. DEC and DOH identified priority geographic areas in which property owners are eligible to participate based on the presence of known water quality impairment linked to failing septic systems.

COVID-19 Long-Hauler Shares Her Story MAYVILLE — Most people who recover from COVID-19 do so within a few weeks, yet about 10 percent of survivors experience long-term health issues that can wreak havoc for months. These “long-haulers” experience a range of symptoms, most commonly extreme fatigue, difficulty concentrating, shortness of breath, cough, joint pain, and chest pain.

Other reported symptoms include cognitive problems, depression, hair loss, muscle pain, rapid heartbeat and intermi ent fever. Long-term COVID-19 is incredibly disruptive to a person’s life.

Chautauqua County resident Vicki Cummings is one such COVID-19 longhauler and wanted to share her experience with this unpredictable, and sometimes quite vicious, virus. In an interview with Chautauqua County Public Health Nurse, Janelle Hartloff, Vicki discussed her COVID-19 infection and ongoing struggle with long-term health issues.

Cummings started experiencing symptoms of fever, chills, and sore throat on January 4, 2021 and was diagnosed with COVID-19 on January 10. A¦er three weeks, although still weak, she returned to her job but a¦er about another three weeks, she could not continue because of extreme fatigue, weakness and headaches. That was mid-February and Vicki still has not been able to return to work.

Cummings says she has

always been pre y healthy and doesn’t want anyone to think that they can’t get it. She has never had lung, breathing or heart issues.

She doesn’t smoke, practiced an active lifestyle, maintained a healthy weight and had no known underlying health conditions. Yet all she wanted to do was sleep, stating, “that’s pre y much all I did for two months.”

She describes how the fatigue and other symptoms such as the inability to breathe, headaches, and muscle weakness continued to plague her. “I can still feel the weakness . . . I felt like I lost every muscle in my legs . . . I feel like I had to learn to walk again almost.”

Cummings has had at least three trips to the emergency room with severe shortness of breath, chest tightness and high blood pressure.

She describes these experiences as scary and “how I thought I was going to go.”

In addition to almost weekly visits with her primary care physician, Cummings sought help from many specialists, including a cardiologist, pulmonologist, and neurologist. Test results did not show anything conclusive so despite lingering and debilitating symptoms, no real treatment options have existed.

Feelings of depression and hopelessness are inevitable.

Cummings has joined support groups for long-haulers and has talked with researchers at the University at Buffalo, Jacobs School of

Medicine. She is thankful for a strong support system in family, kids, and co-workers and recognizes that others have fared even worse than she has, with reports of suicide related to mental anguish from suffering with these long-term health effects.

“If I had one thing to say, I hope that, especially these younger kids, would get out there and get vaccinated.

You just never know. I would not wish this on anybody.”

Cummings describes starting to feel a li le be er and is hopeful that she can return to work late summer.

“I admire Vicki’s courage, strength and desire to help others by sharing such a personal experience,” said Christine Schuyler, County Public Health Director. “The benefits of vaccination far outweigh any real or perceived risks and as Vicki proves, COVID-19 is a scary virus that can cause lasting health effects.”

Chautauqua Watershed Conservancy signs MOU L A K E W O O D – C WC ’s Board of Directors recently endorsed Chautauqua County’s Chautauqua Lake Memorandum of Understanding.

CWC strongly supports good faith and cordial collaboration among our lake and watershed partners and seeks to continue working together to conserve and improve Chautauqua Lake watershed and in-lake conditions. We support objective, evidence-based science with which to guide management decisions that conserve and enhance the water quality, scenic beauty, and ecological health of the lakes, streams, wetlands, and watersheds of the Chautauqua region, and recognize the critical importance of an economically and ecologically healthy Chautauqua Lake.

The CWC notes, however, our disappointment that the MOU fails to acknowledge the human land uses that continue to contribute significant sources of the phosphorus, nitrogen, and sediments to Chautauqua Lake which fuel excessive weed and algae growth, harmful algae blooms (HABs), and loss of lake depth. Each of the lake’s sub-watersheds should be maintained in at least 6070% forest and wetlands for clean, non-polluting waters to feed the lake (Protecting the Source, The Trust for Public Land and American Water Works Association, 2004) which, in turn, will support improved Chautauqua Lake water quality, wildlife and fi sheries habitats, and human health and enjoyment.

To truly address the root

causes of nutrient loading in Chautauqua Lake, a pro-active, preventive approach is urgently needed to reduce the loss of watershed forests and wetlands, protect streams and stream corridors, control stormwater and erosion, and reduce sediment loading into the lake, including effective stormwater erosion control regulations, currently lacking.

Every year in which local governments fail to adopt and enforce such laws means more pollution is reaching the lake and contributing more phosphorus cumulatively being released as “internal loading” each summer. And while the NYSDEC has regulatory responsibility over the waters of Chautauqua Lake, it does not regulate local land uses that contribute the nutrients and

sediments driving excessive plant and algae growth in the lake. That is primarily up to local municipalities, potentially augmented by the County through its human health protection jurisdiction. CWC encourages local governments to look to Lake George and the Finger Lakes and local land use regulations in other states for examples on how to be er protect our precious water resources, now and long into the future.

CWC looks forward to continued participation in the Chautauqua Lake and Watershed Management Alliance and Chautauqua County Water Quality Task Force, and to ongoing and future collaborations with our lake and watershed conservation partners.

Vineyards in New York’s Southern Tier which includes Chautauqua, Ca araugus, Allegany, Steuben, Schuyler, Chemung, Tompkins, Tioga, Broome, Chenango and Delaware counties, as well as those in Erie and Niagara Counties are eligible.

This is a reimbursement grant that matches funds used to remove Concord vineyards and then replace them with an agricultural commodity. It will match 50% of removal costs up to $1,500 per acre, which may include labor, custom hire, equipment use or rental, and land clearing. It will also match 25% of replant costs up to $1,500 per acre.

This could include trellis, perennial plant material – vines/trees (seed cost will not be reimbursed), labor, equipment use or rental, and land preparation for specialty crops. Reimburse-

ment cannot exceed $3,000 per acre with a maximum award of $50,000 per applicant. Because they are a reimbursement, funds will be distributed at the completion of the project.

You will be asked to upload a budget for removal and a business plan that shows how removing the current Concord vineyard and replanting will be a benefit to your vineyard operation. The Vineyard Improvement Program has had 28 appli-

cants and has paid out over $170,000 for the 11 projects that have been completed and another $200,000 projected for the current projects pending completion.

One of the goals of this program is to remove some of the abandoned vineyards in the region that are currently a reservoir for insects and disease. Those reservoirs require commercial growers to apply more pesticides to their vineyards in order to maintain control of the pests and produce a quality product. If you know of someone that might be interested in the program, please feel free to share this information with them. This program is here to help grape growers and land owners – you need not be a grape grower.

Local 2931 firefighters receive NYSAFC Presidential Achievement Award

Vintage Book be local and regional history items for sale. All are invited to come and take advantage of what can turn into quite the treasure hunt for historical, artistic, and cultural items of interest.

Books are once again a key component of the event, with various dealers selling rare books, hard-to-fi nd classic fi rst editions along with modern fi rst editions, children’s books and various types of history books – including local and regional history. In addition to local books, there will also be local photographs, postcards and other items.

It is for their heroic efforts, that this past Friday, everyone involved in the resuscitating were awarded the New York State Association of Fire Chiefs Presidential Achievement Award. Local 2931 President Tim Winters was amongst the members whom received

awards.

Though past President Ben Siracuse did not receive an award, the Local 2931 Fredonia Fire Department extends a deep gratitude for his efforts treating the critically injured patient by himself while the other fi refi ghters participated in the resuscitation.

Wendel Announces Appointment of Real Property Tax Director MAYVILLE, NY– Chautauqua County Executive Paul M. Wendel, Jr. recently announced the appointment

tor of Real Property Tax Services III of the Chautauqua County Real Property Tax Department effective August 5, 2021 until her term’s expiration on September 30, 2025.

Meleen has served as the department’s Acting Director of Real Property Tax Services since February of this year. She has been with the department for just over two years serving as the Assistant Director of Real Property Tax lll from April 2019 until her appointment as Acting Director. Prior to working at Chautauqua County, Meleen worked for 16 years in the Town of Chautauqua Assessor’s Office as a clerk and appraiser.

Meleen earned her Associates in Applied Science at Jamestown Community College. She is also a lifelong resident of Chautauqua County.

“I am so honored to accept the position of Director of Real Property Tax,” said Meleen. “I look forward to working with County Executive Wendel and the Legislature, and for the residents of Chautauqua County with my many years of experience in Real Property.”

1891 Run 5K & Walk Registrations Now Open FREDONIA – Registration for the annual 1891 Run is now open. The race is an annual 5K run/walk fundraiser for the Fredonia Opera House. It will be held this year on Sun., Sept. 19, at 9am.

Due to continued COVID -19 concerns, the run this year is a hybrid run, meaning that participants can walk or run the certified 1891 Run route in person on Sept. 19, or run any 5k route on their own and virtually, Sept. 6-18.

The run/walk starts and ends at Barker Common in downtown Fredonia with

runners departing at 9 a.m., followed almost immediately by walkers. The course begins on Day St. between Lambert and Church Streets adjacent to the Village Hall parking lot, and ends on Church St. directly in front of Village Hall. It includes portions of Temple St., Central Ave. and Brigham Rd., as well as a portion of Ring Road on the State University of New York at Fredonia campus. Opera House Executive Director Rick Davis notes, “there is a short, small incline at the start of the course; otherwise, this is a flat, fast

course. It is USATF-certified (#NY17080JG).”

Runners follow a lead car provided by the Village of Fredonia Police Department. Walkers are expected to complete the entire route on the sidewalk.

Medals are presented to the top three male and female fi nishers in each age bracket and top three male and female fi nishers overall.

T-shirts are guaranteed to all those who register before Sept. 6. Raffles and prizes also are a part of the event.

Participants who prefer to run the race virtually can register, then download RaceJoy, a free phone app for

iPhones & Android devices, and then run the 1891 Run route or any 5K route using the app. Those who cannot run with a cell phone or are not interested in using the RaceJoy app, can complete a 5k run/walk using their own timing device and report their time via text message or their online registration profi le. (Those using their own timing device are ineligible for medals.)
