West Valley resumes shipping wastes by rail

Mental Wellness in Cattaraugus County Fund grant applications being accepted OLEAN — The Cattaraugus Region Community Foundation is now accepting applications for this year’s grants from the Mental Wellness in Cattaraugus County Fund.

Applications are due Sept. 1.

The grant application can be accessed at cattfoundation.org/grant-seekers/ grant-opportunities/. “The online application has now moved to a new, fully electronic process this year,” Buchheit said.

Grants from this fund support program services and activities that promote and support mental wellness in Cattaraugus County.

“As we continue to recover from the impact of the COVID-19 pandemic, we know that a priority area of support is mental health and wellness services, said CRCF Executive Director Karen Niemic Buchheit. “The isolation related to shutdowns and safety protocols have created difficulty for those seeking these services and resources, making this grant process all the more

important.

Typically grants will range from $500 to $1,500, but up to $4,000 may be available for special projects, particularly those that impact vulnerable and/or disadvantaged individuals.

Nonprofit agencies with questions about the grant application process are encouraged to contact CRCF at (716) 301-2723 or foundation@cattfoundation.org Former members of the dissolved Mental Health Association of Cattaraugus County established the fund to financially support programs and activities that promote mental wellness in Cattaraugus County.

BY RICK MILLER WEST VALLEY — Shipments by rail of hazardous material and some lowlevel radioactive waste have resumed at the West Valley Demonstration Project.

The nuclear cleanup at the nation’s only commercial nuclear fuel reprocessing center in the town of Ashford has been ongoing since the early 1980s.

It is overseen by the U.S. Department of Energy and the New York State Energy Research and Development Authority.

Sixty-eight buildings have now been demolished and removed from the site to safe storage and disposal sites. Much of that waste was shipped by truck.

Recently, the Department of Energy and the Buffalo & Pi sburgh Railroad completed upgrades to the railroad track at the site and along the B&P line south

from the plant.

“The resumption of rail shipments signals a new beginning for the WVDP and will bring many benefits to the future cleanup of the site,” WVDP Director Bryan Bower said. “This work today will help accelerate decommissioning and remediation activities in the very near future.”

Currently being shipped off site is soil excavated from a trench installed more than a decade ago to intercept groundwater contaminated with strontium 90. Crews are excavating the material in the trench, placing it in intermodal containers and moving it to rail cars.

Joseph Pilli ere, a spokesman for CHBWV, the contractor carrying out the

cleanup at West Valley, said the soil excavated from the trench was stored on the ground and covered. That is being removed, stored in sealed intermodal containers and taken to the rail cars for removal from the site. The soil is considered low-level waste.

The clay-like, absorbent zeolite material, which strips radioactivity from the water containing strontium 90, remains in the trench, Pilli ere said.

The Department of Energy plans to use rail cars to remove debris from the Main Plant Process Building, where open air demolition could begin as early as December.

The Department of Energy removed 278 canisters of vitrified high-level waste

from the Main Plant Process Building and placed into vertical storage casks that are stored outside waiting for an approved high-level waste repository site.

Demolition and waste disposition of the Vitrification Facility were completed in September 2018 and January 2019, respectively.

The deactivation of the Main Plant Process Building continues, and is 91 percent complete. The DOE continues to package and ship low-level waste from the WVDP site.

The waste includes: • 2.4 million cubic feet of low-level waste have been shipped off-site for disposal.

• Seven miles of piping and over 50 tons of vessels and equipment have been removed from predominantly high-hazard areas of the former reprocessing plant.

• 36,000 square feet of asbestos-containing material was removed from the former reprocessing plant.

• 278 waste containers of vitrified high-level radioactive waste were removed from the storage cell in the former reprocessing plant, loaded into 56 vertical storage casks, and stored onsite awaiting a permanent repository.

• 24 million curies of radioactivity were solidified in 600 tons of glass contained in 275 stainless steel canisters.

• More than 28,000 cubic feet of transuranic waste (from the original reprocessing) that are stored onsite pending availability of an offsite disposal facility.

Traffic is every driver’s nemesis. Even when vehicles are moving along at a steady pace, a slowdown can occur seemingly out of nowhere. Traffic can turn an enjoyable trip into one overcome by frustration. In addition to those headaches, idling on roadways contributes to air pollution, negatively affecting the environment.

But is there anything drivers can do about traffic? In fact, there is.

Certain times of the day see more vehicles on the road than others. This occurs when people are traveling to and from work and school. If possible, alter your schedule so you are not driving with the masses. The National Safety Council says morning rush hour tends to fall between 7 a.m. and 9 a.m. and afternoon rush hour is between 4 p.m. and 7 p.m. According to data from the trafficwatching firm Inrix, Los Angeles is second only to Washington, D.C. for traffic rates. Rush hour traffic in LA is 43 percent slower than it is during non-peak hours.

Take alternative routes Learn other ways to get around so that you know how to avoid traffic if need be. Alternative routes can help drivers circumvent an accident that could derail their plans. Consider using a traffic app through your dashboard GPS system or smartphone. This way you can check for congested roads before leaving home and alter the route accordingly. Certain apps enable drivers who are on the road to send real-time information to other users about current traffic conditions.

Push for increased traffic safety measures Oftentimes traffic is the result of an accident that was caused by distractions or speeding. According to the legal guide Avoo, there are more than six million car accidents each year in the United States. A report issued by the Canadian Transportation Safety Board says more than 300,000 car accidents happen every year in Canada. Advocating for safety measures, including a “road diet,” may help. A road diet is narrowing of a road that makes drivers instinctively slow down. Roundabouts and speed humps also can cause drivers to slow down, as do speed enforcement cameras.

Carpool or use public transportation Establish a carpool or plan to use a train or bus to get around.

This reduces the number of vehicles on the road, which is better for the environment. It also can be less expensive to take public transportation or split the ride with others, leading to less wear

and tear on a vehicle and fewer fuel fill-ups. Plus, letting others drive on occasion frees you up to read, nap or catch up on social media.

Traffic is a concern across the country. Certain measures can help reduce traffic and others may make it easier for drivers to avoid it.
