County sheriff, DA and coroner re-elected without opposition BY RICK MILLER Three county-wide elections in Cattaraugus County — district attorney, sheriff and coroner — were no contest on Nov. 2. District Attorney Lori P. Rieman, who ran unopposed on the Republican and Conservative lines, received 9,254 votes, according to the unofficial Election Night results from the Cattaraugus County Board of Elections. She got 7,405 votes on the Republican line and 1,849 Conservative votes. Rieman was unopposed in seeking re-election to a fourth four-year term. She was first elected in 2009, defeating incumbent Democrat Edward Sharkey. Sheriff Timothy S. Whitcomb, who ran unopposed on the Democrat, Republican and Conservative lines, received 10,583 votes. He received 2,589 votes on the Democrat line, 6,540 on the Republican line and 1,454 on the Conservative line. Whitcomb sought re-election to a third four-year term on the Democrat, Republican and Conservatives lines. He was appointed to the post after the Aug. 18, 2009 death of former Sheriff Dennis B. John. The district attorney and

the sheriff were also unopposed for their re-election bids in 2017. Coroner Kevin M. O’Rourke received 5,539 votes on the Republican and Conservative lines. In other countywide voting, selected four state Supreme Court judges, all cross-endorsed and running unopposed: Grace M. Hanlon, 9,643 votes; John B. Licata, 9,103 votes; Frank Caruso, 9,243, and Raymond Walter, 9,061. Hanlon and Licata had Democrat, Republican, Conservative and Working Families Party lines, while Caruso and Walter were on the Democrat, Republican and Conservative lines. County voters turned thumbs down on all five state propositions that were found on the back of the ballot. Proposition One was defeated 9,063 to 2,312; Proposition Two lost by the smallest margin, 6,040 to 5,187; Proposition Three was defeated 9,455 to 2,017; Proposition Four was defeated 9,089 to 2,348, and Proposition 5 was defeated 6,890 to 4,028. The Board of Elections issued 988 absentee ballots at the request of voters and had received 483 as of Monday. The absentees will be counted next week.

Cattaraugus County unveils $262.6M tentative budget for 2022 BY RICK MILLER LITTLE VALLEY — The tentative $262.6 million Cattaraugus County budget for 2022 includes an additional $14 million in spending and a tax cut for two-thirds of the cities and towns. County Administrator Jack Searles outlined the proposed budget to a special meeting of the Cattaraugus County Legislature on Nov. 3. The 2021 county budget was $248.5 million. “Taxes are not going up in a municipality as a result of the (county) levy, but by the equalization rate,” which goes down if assessors do not keep up with property valuations, Searles said. The increase in property values was another factor in keeping tax rates down. The town of Ashford’s property values increased 14.9%, Machias was up 12.4%, Coldspring, up 11.4%; South Valley, up 9.7%; East Otto, 9.6% and Leon, up 9.3%. The full value assessment increased by 3%, or $149.34 million to $4.975 million, while the taxable value assessment increased $86.6 million, or 2.2%, to nearly $4.02 million. The 2022 tax levy is pegged at $55.2 million, about $500,000 lower than the $55.7 million levy, or amount to be raised by property taxes. It is well below the state’s 2% tax cap, Searles pointed out.

Total revenues are up $12 million over 2021. Those revenues include $5 million in additional sales tax revenue — $3 million of which would go to the general fund and $2 million to the County Road Fund. The budget calls for $8.5 million to come from the county’s fund balance, or surplus, to help fund the budget, including just under $2.5 million to reduce the tax levy, about $60,000 higher than last year. About $5.4 million from surplus will go to the county’s Pines nursing homes in Olean and Machias. One revenue not in the budget again this year is Seneca casino revenue sharing payments. It has been five years since the county received any casino money as the Seneca Nation’s fight over the terms of the gaming compact remains mired in the courts and with the U.S. Department of the Interior. No funding is included in the budget from opioid settlements either because not enough is known about the amount, the timing and any restrictions on the payouts. Funding from the $14.7 million the county is receiving from American

Recovery Act is being kept separate from the 2022 county budget. The full value tax rate in the $262.6 million budget is $11.40 per $1,000, a 40 cent decrease. The 2022 tax rate in the city of Olean would drop 2.3% to $12.76 per $1,000. The town of Olean would go down 3.4% to $16.57 per $1,000, Allegany would go down 3.4% to $11.68 per $1,000, the town of Portville would go down 3.38% to $12.91 per $1,000 and in Hinsdale the tax rate would go down 3.43% to $13.06 per $1,000. The Labor Relations and Human Services committees were expected meet to review the budget beginning Monday. Development and Agriculture, Public Works and County Operations meet starting at 3 p.m. Nov. 15, and the Finance Committee meets at 6 p.m. Nov. 18. A public hearing on the budget has been set for 5 p.m. Nov. 23, followed by a vote by county lawmakers. DEC investigating hunter shooting incident in Zoar Valley NORTH COLLINS — Officers with the New York State Department of Environmental Conservation Division of Law Enforcement are seeking the identity of a pheasant hunter involved in a shooting incident with another hunter on Oct. 28 in the Zoar Valley Multiple Use Area. Investigators interviewed the victim following the incident, which occurred in Erie County. The hunter was struck with pellets from a round discharged by a fellow pheasant hunter. Although the victim spoke to the hunter who fired the round, DEC said he was unable to recall the subject’s name or contact information. The victim sustained non-life-threatening injuries. Anyone with information about the incident or the identity of the second hunter is asked to contact DEC’s Division of Law Enforcement at 851-7050 ext. 5.

Tips to ensure holiday road trips are safe and stress-free

After a 2020 holiday season in which the pandemic forced the postponement or cancellation of festivities, families are planning to get together once again in 2021. Many people will head home for the holidays this year, and the vast majority will take to the highway to do so. The U.S. Bureau of Transportation Statistics says the Thanksgiving and Christmas/New Year’s holiday periods are among the busiest for long-distance travel. The highways will be busy with motorists criss-crossing the country to visit loved ones. Holiday travel may require covering a long distance in a limited amount of time. Finding ways to be efficient in regard to time management can reduce stress and improve safety. Travel at night If you can safely manage it, you may experience considerably less traffic in the evening hours than during other times of day. In addition, if kids are in tow, they may sleep much of the way, helping to reduce the number of times

It’s not worth the risk of getting into an accident that can cause serious injuries. Travelers United, a nonprofit organization that represents all travelers, also warns that quick storms that pop up after a long dry spell can immediately make road surfaces extremely slippery. Use caution. Planning and preparation are essential to getting home safely this holiday season.
