Assemblyman Joseph Giglio, R-Gowanda, who said he missed Cuomo’s farewell address at noon Monday, is looking forward to a partnership and open dialogue between the executive and legislative branches.

Hochul “is a pro,” Giglio said. “She’s a grassroots person. She’s smart. She’s capable. But being associated with this governor and how he worked, will give her some things to overcome.”

Hochul’s service in local government — both as a town councilman in Hamburg and Erie County clerk — will give her a unique perspective on unfunded mandates to counties and school districts.

“We need to relieve them of these unfunded mandates,” Giglio said.

“What I am really hoping for is that we can move forward as a team — the executive and legislative branches,” Giglio continued.

“She will build relationships that are open and transparent,” Giglio predicted. “There’s enough money in the budget and federal grants so she’s not stuck in a budget crunch.

But it’s on the horizon.”

Cuomo’s resignation “is appropriate,” Giglio said.

“It will save the state money and we can move forward.

The state didn’t need to keep getting dragged through the mud by this guy. Lt. Gov. Hochul will complete her transition tonight.”

The new governor faces COVID-19, criminal justice issues, infrastructure, taxes and lots of things we’re going to have to work on,” Giglio said. “COVID-19

will be one of her first hurdles. We’ll give her time to set up her staff.”

Initial indications are that Hochul will keep the state budget director and state health commissioner, Giglio said.

Giglio said Cuomo’s first two years in office where the state faced a $10 billion budget deficit, he worked with the legislative branch and they worked successfully on Medicaid reform.

“The last eight or nine years, he has not been an easy guy to work with.”

Giglio said Cuomo’s legacy will forever be associated with the sexual harassment detailed in Attorney General Letitia James’ report that investigated allegations from 11 women including a state trooper on the governor’s protective detail.

“There’s no excuse for the things he’s done,” Giglio said. “It’s gone too far.” He was not surprised that in his farewell address Cuomo attempted to downplay the allegations in the attorney general’s report the governor called “a political firecracker.”

Cuomo’s legacy “is New York City-centric,” Giglio said. During his 10 years in office, New York registered its biggest outmigration of residents and businesses leaving the state.

“He hasn’t paid attention to us in the Southern Tier,” Giglio said. “I felt he ignored my district and the rest of the Southern Tier to Binghamton.”

Giglio said, “He had an enormous ego and wanted to be president. I thought he was chasing the ghosts of his father, Mario Cuomo and FDR, a governor who became president.”

State Sen. George Borrello, R-Sunset Bay, said as expected, Cuomo “talked about his achievements and refused to accept any responsibility. He didn’t do

anything without a lot of help.”

Borrello said Cuomo’s “closing a bad chapter for New York State.” He recalled being one of four state senators who voted against giving Cuomo “broad and sweeping authority” at the beginning of the pandemic.

“I didn’t trust him,” he explained. “I’m glad he’s gone.

It’s not a Republican versus Democrat thing. He is selfserving, first and foremost.

A lot of people paid a great price for that.”

Like Giglio, Borrello said he is looking forward to the new governor.

“Fundamentally, Kathy Hochul is a different person. She is a Western New Yorker. She’s a commonsense person. I am hopeful and optimistic she will help heal this state.”

One of Hochul’s first challenges will be to find a way to expand the number of people in the state who are vaccinated, including poor neighborhoods in the cities and rural residents in Upstate counties including the Southern Tier, where just over 50% of residents are vaccinated.

Cuomo, said Borrello, contributed to the politicization of the vaccine when he said he didn’t trust a vaccine from former president Trump.

The governor then did a turn-around and urged everyone to get vaccinated, Borrello said.

What does Borrello look for from Hochul, who took office at 12:01 a.m. today?

“I hope she has a honeymoon period when she can speak to all New Yorkers,” Borrello said. “It’s going to be a challenge. Hopefully, we’ll set out on a good foot.”

He said, “She’s spent some time in the district.

Hopefully, that will help her unite people across the state. I’ll do whatever I can to help her.”

Cattaraugus County ‘in the middle of a COVID-19 surge’

BY RICK MILLER Between Friday, Aug. 20 and Monday, Aug. 23, the Cattaraugus County Health Department reported new 38 cases of COVID-19.

“We are in the middle of a COVID surge,” said the county’s public health director, Dr. Kevin D. Watkins.

There were 15 new COVID-19 cases on Saturday, nine more on Sunday and 14 on Monday, Watkins said.

The number of COVID-19 cases in the county is in the substantial range as categorized by the Centers for Disease Control — that’s 50 or more per 100,000 over a 14-day period, or around 36 for Cattaraugus County with a population of around 76,000.

For residents in communities of substantial transmission, the CDC recommends wearing a mask indoors in public — including schools.

What’s driving this surge? Watkins said the Delta variant, which is responsible for “multiple breakthrough cases,” seems to be driving the increase in cases. There were far fewer daily COVID-19 cases in July, with one 10-day period free of any new COVID cases.

Asked what precautions the public should be taking indoors now that Cattaraugus County is in the substantial range, Watkins said residents “should follow CDC guidance.” Should we

all be wearing masks now?

“We should follow CDC guidance,” he stated.

The Centers For Disease Control website states: “To maximize protection from the Delta variant and prevent possibly spreading it to others, wear a mask indoors in public if you are in an area of substantial or high transmission.”

With respect to schools in areas of substantial transmission, the CDC states: “Because of the highly transmissible nature of this variant, along with the extent of mixing of vaccinated and unvaccinated people in schools, the fact that children under 12 of age are not currently eligible for vaccination, and low levels of vaccination among youth ages 12-17, CDC recommends universal indoor masking for all students (age two and older), teachers, staff, and visitors to K-12 schools regardless of vaccination status.”

The 38 new cases since Friday pushed the county’s total number of COVID-19 cases since March 2020

to above 6,000. There have now been 6,002 residents diagnosed with the coronavirus.

The health department is now following 120 active cases including nine who are hospitalized and 473 in contact quarantine. There have been 110 deaths since April 2020.

The southeast part of the county leads in the number of COVID-19 cases with 3,188. The northeast has reported 1,149 cases, the southwest 911 cases and the northwest 754 cases.

There have been 3,200 women in the county who have been diagnosed with COVID-19 and 2,802 men.

Watkins said 32,362 residents have completed their vaccine series and 35,013 people with at least one vaccine dose. That’s 55% of the 18 and older population and 45.6% of the entire population with at least one vaccine dose.

Cattaraugus County’s daily positivity was 2.6%, the seven-day rolling average was 4.0% and the 14-day average was 3.8%.

Student vaccination requirement takes effect at UB BUFFALO, N.Y. – University at Buffalo students who have yet to be vaccinated will have seven days to receive their first dose of the COVID-19 vaccine and five weeks to be fully vaccinated, a 35-day grace period.

Students who do not fulfill the vaccination requirement will be resigned from their in-person courses.

UB officials reiterated those expectations on Monday after the Food and Drug Administration announced it has granted full approval to Pfizer’s COVID vaccine.

“FDA approval of the vaccine is great news for the UB community,” said Brian Hamluk, vice president for student life. “While our records show a high rate of vaccination on campus among students, we think this will encourage some of those students who have been waiting for FDA approval to finally get vaccinated.”

UB’s student vaccination requirement goes into full effect today and applies to any student attending inperson classes or participating in on-campus activities at UB. UB officials have been strongly urging students for several months to get vaccinated in expectation of FDA approval. The State University of New York announced the mandatory

vaccination requirement on July 8, pending the FDA’s approval.

Students are now expected to have their first shot within seven days of FDA approval. Students receiving a vaccine that requires a second dose will have to be fully vaccinated within five weeks and provide proof to the university.

While the Pfizer vaccine was the only one approved for licensing on Monday, UB accepts any of the vaccines authorized by the FDA for emergency use, which includes the Moderna and Johnson & Johnson/Janssen vaccines.

According to UB’s vaccine compliance policy, students

who fail to meet these deadlines will be automatically resigned from in-person classes and assigned an “R” grade. Those students are still financially liable for all of their courses, unless they have dropped or resigned from them before the deadlines.

“We cannot stress enough that UB’s vaccination mandate is a strict policy with serious repercussions if not followed,” Hamluk said.

A small percentage of UB students were granted exemptions for medical or religious reasons. Now that the FDA granted approval on Monday, those students still seeking exemptions will not be allowed on campus while

their requests are being reviewed.

UB officials expect a safe return to campus when the fall semester begins Aug. 30, thanks largely to a high vaccination rate among students and mandatory indoor masking, among other safety measures. As of today, 27,140 students have provided UB with proof they are fully vaccinated.

The 6,800 students living in university residence halls and apartments this fall were required to be vaccinated prior to FDA approval. Nearly all of these students report they are fully vaccinated.
