Cuomo's resignation catches Giglio, Borrello by surprise

BY RICK MILLER Gov. Andrew Cuomo’s announcement that he will resign Aug. 24 surprised both Assemblyman Joseph Giglio and state Sen. George Borrello.

Giglio, a Republican of Gowanda, said he heard most of the governor’s speech on the radio in Albany and quickly checked for transcripts “His resignation is needed now,” said Giglio, who represents the 148th Assembly District that includes Cattaraugus, Allegany and part of Steuben counties. “I don’t know why it’s not effective for 14 days.”

State Attorney General Letitia James’ report — which Cuomo had asked for — detailed the governor’s alleged sexual harassment of 11 women, 10 of whom were state employees, including one female New York state trooper on his protection squad.

Giglio said, after Cuomo’s attorney spoke just prior to the governor himself, he was convinced Cuomo would fight impeachment.

“I expected a fight,” Giglio said, adding that the governor “tried to discredit the victims.”

Borrello, a Chautauqua County Republican, said the governor’s announcement surprised him as well “because of how dug in the governor has been lately and how defiant he’s been.”

Giglio said Cuomo’s

lawyer “tried to shoot holes in the investigation and discredit the victims.”

That’s why he was surprised the governor offered his resignation minutes later, shortly after noon. “I thought he was spoiling for a fight. I expected a fight.”

Giglio said, “We’re not going to be able to impeach him, but he still has to be held accountable for his actions on nursing homes, the book deal and testing relatives and friends for COVID.” He said the Assembly Judiciary Committee “should finish their investigation and make it public. Resignation does not absolve you of anything.

His conduct has to be held accountable. His apologies to me rang hollow” when he spoke of “a generational thing and I’m a loving guy.”

But the attorney general’s report, released a week ago, was “pretty explicit,” Giglio said.

He expects James to also investigate charges that Cuomo ordered nursing home residents with COVID-19 who were hospitalized to be sent back to their nursing homes, that state employees aided him with his book about his handling of the pandemic crisis and he gave preferential treatment to family and friends seeking COVID-19 tests. Giglio believes the U.S. Department of Justice is also looking into the state’s handling of

nursing home patients with COVID-19.

Giglio hadn’t figured out what suddenly changed in the previous 24 hours to make the governor decide to resign rather than fight impeachment.

“And why do you need 14 days?” the assemblyman asked.

Transition could be part of it, Giglio noted. “The government will continue to run. The commissioners and professional staff are still available to do their jobs.” The governor, he said, “micromanaged everything in the state.”

Giglio added: “The doors of New York will not close because he walked out.”

Cuomo, Giglio said, “is a political guy. He has been a political guy all his life. He may think he can make a comeback, but I don’t think he’s electable for anything.”

Assuming the Assembly Judiciary Committee issues its report on Cuomo, the Assembly votes to impeach him and he is convicted in the Senate after leaving office, he would be unable to run for office in the state again, Giglio said.

This puts a new wrinkle on the 2022 New York governor’s race, where Rep. Lee Zeldin, the presumptive GOP nominee, has been running against Cuomo for months now.

“They will be running against ideas, no matter who the nominee is,” Giglio said. “The question is how

COVID-19 and the state budget come next, Giglio said. “The world keeps turning. Lt. Gov. Kathy Hochul will have a good staff around her.”

Borrello said, with the State Legislature nearly unanimous in condemning Cuomo’s actions, it’s hard to see how he could survive an impeachment trial in the Senate. “Maybe he thought he could survive like President Bill Clinton survived.”

Cuomo “has caused so much damage in the state,” said Borrello, a frequent critic of the Democratic governor.

A former Chautauqua County executive, Borrello wasn’t happy with Cuomo choosing a resignation date two weeks in the future. “He essentially gave two weeks’ notice. I think the impeachment process should move forward in the Assembly” in case he changes his mind.

Borrello said the impeachment process would “bring about closure to those folks who are victims of sexual harassment or relatives of nursing home residents who died of COVID. There are still a lot of unanswered questions, he added.

What about the lieutenant governor?

“I like Kathy Hochul a great deal,” Borrello said.

“She’s a Western New Yorker. She’s got that common sense personality that we need right now. She’ll be a good transition. I look forward to working with her so we can get back to the business of healing our state.”

It's OK to feed birds While we never received any reports in the Southern Tier of sick or dead song birds afflicted with an unknown disease in nearby Pennsylvania and other states, we’re passing along an update.

With decreasing reports of sick and dead birds, the Pennsylvania Game Commission is lifting the recommendation to cease feeding birds.

Much is still unknown about what caused the mortality event documented in at least 10 states since May; no definitive cause of illness or death has been determined. The PGC says research has ruled out many potential causes, and there is no indication that feeding birds or maintaining bird baths were contributing factors.

No human health or domestic animal (livestock, poultry, pets) issues have been documented.

Natural resource management agencies in the affected states continue to work with diagnostic laboratories to investigate the cause of the bird illness. The U.S. Geological Survey National Wildlife Health Center, the University of Georgia Southeastern Cooperative Wildlife Disease Study, the University of Pennsylvania Wildlife Futures Program, the Indiana Animal Disease Diagnostic Laboratory and multiple state labs have been involved.

Based on results received to date, the following pathogens have not been detected in any of the birds tested: salmonella and chlamydia (bacteria); avian influenza virus, West Nile virus, coronaviruses, Newcastle disease virus, herpesviruses,

Salamanca students participate in NYS Science & Technology entry program SPRINGVILLE — Students from Salamanca were among those entering seventh, eighth and ninth grades who recently participated in the NYS Science & Technology Entry Program held at CAM P-TECH in Springville.

The collaborative effort between Erie 2-ChautauquaCattaraugus BOCES, CAM P-TECH and SUNY Fredonia provided a grant-funded, weeklong experience in a variety of science, technology, engineering and math (STEM) activities.

“We had a wonderful week at CAM P-TECH exploring the many facets of the NYS Science & Technology Entry Program,” said Paula Ferneza, CAM P-TECH principal. “Students worked with four P-TECH teachers and Dr. Michael Jabot from SUNY Fredonia and explored topics such as coding, robotics, drones, electricity, computer programming and even collected data that was used and displayed by NASA.” Along with Salamanca, students from the Gowanda and Silver Creek central school districts participated in the program and rotated between instructors who focused their instruction around the STEP and STEM models.

Students worked with Dr. Jabot, SUNY Fredonia Professor of Science Education in the Department of Curriculum

and Instruction, on a NASA program dealing with pace, pixels, cloud coverage and landmass temperatures; Jason Fitzner, CAM P-TECH Electrical teacher, who taught students the basics of electricity including current and short circuits; Chelsea Smith, CAM P-TECH Science and Math teacher, practiced coding, robotics and drone operation; Noah Pierce, Computer Information Systems teacher, taught students how to code and use Raspberry Pi units; and Dan Snyder, Physical Education teacher, provided outdoor activities.

“Students who worked with Dr. Jabot actually collected data that was loaded into a NASA database and displayed on their webpage the next day,” Ferneza said.

Veteran’s volunteer van service needs your help The CattaraugusAllegany Counties Joint Veterans Council Volunteer Van Service needs your help.

Since 1994, when six local vets got together to take their fellow veterans to medical appointments at the Buffalo Veterans Affairs Medical Center, the free van service has been operating strictly on donations and the generosity of others.

“Cattaraugus County built us a garage. The VA in Buffalo has always paid for maintenance, insurance and licenses,” said Director Ron Moore. But buying the vans remains the responsibility of the volunteers, and they are in desperate need to replace their 2015 Ford van.

“We’re transporting about nine or 10 riders a week, about 40 to 50 a month,” Moore said, making several stops along the way to pick up and drop off the vets.

Moore estimates the

service travels about 25,000 miles each year and transport between 380-400 veterans each year to their appointments in Buffalo and Bath. Trips are made to the Buffalo VA hospital on Monday, Tuesday and Thursday and the Bath VA on Wednesday, although if a veteran needs to see a specialist on a Friday, the van service will take them.

“Eighty-five, 90-yearold veterans are so excited because they wouldn’t get to their appointment without the van service,” Moore remarked.

“We meet every two months to go over finances.

It runs so smooth that vets in New Jersey come here to find out why we’re so successful,” he said. “It’s because of the people, all the organizations and others that support us. If an organization donates $500, they get their name on the window.”

The service is also in desperate need for drivers.

The volunteer must have

a driver’s license and pass a physical test that shows they have good hearing, good vision and are in overall good physical health.

“There’s more veterans now than ever before between Vietnam and the Gulf War,” said Gene Lee, a Portville Legion member.

“But no one wants to (drive) other vets.”

The joint van service is also in great need of one or two phone operators who can be in the office from 9 a.m. until noon on Tuesday and Friday.

“We need up to 30 volunteers for this event but can accept more. It’s a great way for students to volunteer and give back to the Rotary Club and Ellicottville community,” said Rotary member Doug Anderson.

“Especially this year with the challenges of COVID and staffing, it is crucial for our ECS student volunteers

to step up and help make this event the highlight of the summer.”

Ellicottville student volunteers will receive a shirt, hat and apron for the evening. General duties will include serving the delectable dishes created by some of Ellicottville’s top restaurants.

The Rotary Club routinely supports Ellicottville Central Schools. Recently, during the pandemic, the club provided over 500 supplemental dinners a week partnering with Villaggio, Dina’s and Katy’s café to support the school community.

OLEAN — The Tri-County Arts Council will host an artist talk and opening public reception at 7 p.m.

Friday, Aug. 20 for an exhibit of two artists’ works at 110 West State St. The exhibit features “Same Inside,” paintings

by Karle Norman, and “Ruminations Rising,” paintings by Michelle Capizzi, and runs through Sept. 4.

In “Same Inside,” Buffalobased artist Norman explores the relationship of humanity’s shared experiences to their physical differences. In this series, which depict colorful abstracted skeletons inside portraits, he shows that despite outward appearances we are all literally the same inside.

“The Same Inside pieces ask the viewer to look past the external differences that can set us apart from one another,” he said. “Our anatomy is trying to show us how much we have in

common.”

In “Ruminations Rising,” Capizzi uplifts the conversation, centering the energy of renewal while reflecting on the rhythm that emerges when connecting to the inner muse that sets us free.

“I am fascinated by the dialogue among shapes, color and texture, all interwoven with music,” she said.

Capizzi maintains a studio in Great Valley and splits her time between Buffalo and Ellicottville.

She returned to painting after a busy period in her life raising three sons, working as an art director, graphic designer, fashion stylist and art gallery volunteer.

Yet, she feels her past established a fertile base for exploration and trust in her artistic process.

“The work of both these artists are about what we all share as people,” said Sean Huntington, TCAC exhibition coordinator.

“Michelle evokes feelings we all have through her use of color and movement, and Karle reminds us that our differences are only skin deep. Both artists also use beautiful color palettes making the exhibits visually appealing as well as thought-provoking.”

Huntington said the TriCounty Arts Council is excited to show the work of these two up-and-coming artists with local connections. He said Capizzi will soon be included in this year’s prestigious Buffalo Show House.

Karle, who lived and worked in Ellicottville for years, had a piece from the

Same Inside series included in the Works from Home mural, and is currently working on another mural in Buffalo’s Cobblestone District, Huntington said.

Both murals were sponsored by the Albright Knox Art Museum.

The community is invited to meet the artists, see the exhibit and enjoy refreshments in the Art Council’s renovated space.

Though vehicles can’t function without them, tires are something few drivers think about until something goes wrong. A roadside flat tire or a tire rotation recommendation from a mechanic during a routine oil change appointment may be the only time many drivers give much thought to their tires. That no doubt leads to some confusion about what to do when tires inevitably need to be replaced.

The automotive resource Kelley Blue Book notes that the life expectancy of most tires falls between 25,000 and 50,000 miles. That’s a big gap, and car owners can check their vehicle manuals to see if their vehicle manufacturer recommends a more specific replacement interval. It’s worth noting that mileage is not the only barometer drivers should use to determine if they need to buy new tires. The following tips can help drivers determine if now is the time to outfit their vehicle with new tires. · Measure the tread. KBB notes that a tire assessment should always include measuring the amount of remaining tread. Drivers can do this on their own in various ways. One method involves looking at the tread wear bars, which are little bridges in the grooves between the ridges. If the bars are even with the tread pattern, then the tire has very little tread remaining and must be replaced. The penny or quarter test is a popular way to determine if tires must be replaced. Insert a penny or quarter into the center of the tread between two ridges with Lincoln’s or Washington’s head facing you. If you can see the very top of the head or the space above the head, the tire must be replaced. If only a little bit of hair is visible, then the tire is nearing its end. The tire has sufficient remaining tread if the some of the forehead is concealed. · Check for other signs of wear and tear. Little remaining tread is not the only sign tires must be replaced. Tires with cracked sidewalls, discoloration and/or bulging need to be replaced. · Confirm a larger issue isn’t lurking. Uneven wear on tires is typically a byproduct of a larger issue. Though tires that have worn unevenly will need to be replaced, replacing them without correcting the larger issue will only lead to more uneven wear on the new tires. That’s a costly mistake. KBB notes that poor wheel alignment or suspension issues are typically to blame for

uneven wear. This issue can be fixed and should be addressed prior to purchasing a new set of tires.

Tires sometimes exhibit telltale signs that they need to be replaced. Before buying replacement tires, drivers can inspect their existing ones and ask their mechanic to confirm that a larger issue isn’t affecting their performance.
