Attorney General Issues Alert Urging New Yorkers to Report Unlawful Vaccine Charges NEW YORK – New York Attorney General Letitia James today issued a consumer alert to remind New Yorkers that coronavirus disease 2019 (COVID-19) vaccines are free of charge, and urged any resident of the state who has been charged a fee to report it to her office immediately. “As we continue to make progress in recovering from this public health crisis, it is vital that every
individual has access to this free, lifesaving vaccine and that there are no barriers to New Yorkers receiving their dose,” said Attorney General James. “The vaccine is free of charge for all New Yorkers, and I encourage everyone to get vaccinated as soon as they are eligible. My office is committed to protecting New Yorkers and enforcing the law, which is why I urge anyone who has been charged a fee for receiving
the vaccine to report it immediately to my office.” COVID-19 vaccines are now available to all New Yorkers over the age of 16, and must be administered free of charge. Individuals who have been charged a fee for vaccination are encouraged to file a complaint online with the Office of the Attorney General or call 1-800-7717755.

GOWANDA — Mayor David Smith said during his recent state of the village address that he will donate his $8,000 salary to local non-profit organizations. Among the recipients will be the Gowanda Hollywood Theatre, the Gowanda Free Library, the Gowanda Fire Department and the Gowanda Ambulance Department. “I believe I am a public servant,” Smith said during his address, which also included a presentation of the next budget. “That means to give what you can, when you can.” He said every nonprofit lost the ability to conduct their usual fundraising efforts because of the COVID-19 pandemic. Addressing the state of the village, Smith cited steady improvement in Gowanda’s fiscal stress designation. In 2015, the village’s designation was 60.8, which is considered high, but in 2018 that number was 3.3, and in 2020, Smith said, the number was just 1.67, essentially a zero designation.
Meanwhile, Smith said one of the most important projects that the village has worked on is the Thatcher Brook Flood Mitigation Project, which is now entering the design phase. Flooding from Thatcher Brook is a longstanding threat to residents and businesses in the village, but an agreement involving the U.S. Army Corps of Engineers and the state Department of Environmental Conservation calls for a $10 million diversion structure to remove that threat forever. “I’m very happy about it,” Smith said earlier this year. “My number one initiative since taking office in 2017 has been to eliminate the threat of flooding from Thatcher Brook.” The most recent serious flooding in 2009 caused $90 million in damage and destruction. It also forced the Tri-County Hospital to close. That $90 million would be closer to $120 million in 2020 dollars, Smith said. ALBANY– Governor Cuomo Monday announced new updated guidance for graduation and commencement ceremonies organized by schools, colleges and universities. Effective May 1, indoor and outdoor graduation and commencement ceremonies will be allowed with limited attendee capacity, depending on the event size and the location (e.g., stadium, arena, arts and entertainment venue). All event organizers and venues hosting ceremonies must follow the State’s strict health and safety protocols, including requiring face masks, social distancing, health screenings and collection of contact tracing information. Detailed guidance for graduation events is available here. “We’re once again approaching the end of the academic year which means we need strict rules in place to ensure commencement ceremonies are done safely in the context of the ongoing pandemic,” Governor Cuomo said. “With more people getting vaccinated every day, we are so close to the light at the end of the tunnel, but we all need to continue being vigilant and I am urging everyone to celebrate smart.” For events that exceed the social gathering limits of 100 people indoors or 200 people outdoors, event organizers and venues must notify the local health department and require attendees to show proof of a recent negative test result or proof of completed immunization prior to entry. These requirements are consistent with the State’s guidance for other congregate commercial and social activities, including
catered receptions, performing arts, and sports competitions. Outdoor Events: Large-scale ceremonies of over 500 people at outdoor venues will be limited to 20 percent of capacity, applicable to venues with a total capacity of 2,500 or more. Medium-scale ceremonies of 201-500 people at outdoor venues will be limited to 33 percent of capacity. Small-scale ceremonies of up to 200 people or 2 attendees per student at outdoor venues will be limited to 50 percent of capacity. Proof of recent negative test result or proof of completed immunization is optional. Indoor Events: Large-scale ceremonies of over 150 people at indoor venues will be limited to 10 percent of capacity, applicable to venues with a total capacity of 1,500 or more. Medium-scale ceremonies of 101-150 people at indoor venues will be limited to 33 percent of capacity. Small-scale ceremonies of up to 100 people or 2 attendees per student at indoor venues will be limited
to 50 percent of capacity. Proof of recent negative test result or proof of completed immunization is optional. This announcement builds on the Governor’s recent measures to further re-open the economy amid a steady decline in New York’s COVID-19 positivity and hospitalization rates. Governor Cuomo announced that professional sports in large outdoor stadiums that hold 10,000 people or more will be allowed to reopen at 20 percent capacity and smaller, regional sports venues that hold 1,500 people indoors or 2,500 people outdoors can also reopen, with an initial capacity limited to 10 percent indoors and 20 percent outdoors, beginning April 1. The Governor also announced, event, arts and entertainment venues can reopen at 33 percent capacity, up to 100 people indoors and up to 200 people outdoor, beginning April 2nd. Additionally, on March 15th, Governor Cuomo announced wedding receptions and catered events could expand to larger scale events subject to following the Department of Health guidance.

GHS announces Girls State reps GOWANDA– Gowanda Central School District is again participating in the annual American Legion Auxiliary Empire Girls State Program. The Gowanda American Legion Auxiliary and the Gowanda Sons of the American Legion Units #409 are the sponsors for the 2021 Girls State citizens.
Only 360 students from high schools across New York State are chosen for this honor. To be eligible for selection, each student must have outstanding qualities of leadership, character, honesty, scholarship, cooperation and maturity. Congratulations to delegates Hailey Fort
and Arley Sommers and alternates Madison Rosier and Paige Szalay. This year the program will be held virtually from June 27-July 3, 2021. The Girls State citizens will build the government of a mythical 51st state, from the local level up to the state level. Girls will participate in
campaigns, rallies, speeches, platforms and various legislative committees, and create bills. Students will come as strangers and leave as friends, confident of their role and duties as citizens in a democratic society.

Cuomo includes legislation that now allows youths ages 12 and 13 to hunt deer with a firearm or crossbow under the supervision of an experienced adult hunter in upstate counties that opt-in to participate. “Deer hunting is a valued tradition for many families that provides millions of pounds of quality food to New Yorkers while reducing the negative impacts of abundant deer populations on agriculture, forests, and communities,” Commissioner Seggos said. “This new opportunity allows experienced, adult hunters to introduce the value of hunting to the next generation. Teaching these young people safe, responsible, and ethical hunting apractices will ensure a rewarding experience every time they are afield. I encourage all upstate counties to consider ‘opting-in’ to support New York’s young hunters and their potential contributions to deer management.” For nearly two decades, youth aged 12 and 13 in New York have been safely hunting deer and bear with archery equipment and small game

with firearms. Until now, New York was the only state that didn’t allow 12- and 13-yearolds to hunt big game with a firearm. Environmental Conservation Law 11-0935 is a temporary measure that will pilot lowering the age through 2023, including the following provisions: Allows 12- and 13-yearold licensed hunters to hunt deer with a rifle, shotgun, or muzzleloading firearm in areas these firearms may be used during hunting season; Allows 12- and 13-year-old licensed hunters to hunt deer with a crossbow during the times when other hunters may use crossbows; Requires that these youth hunters be supervised by experienced and licensed adult hunters at all times; and Requires the youth hunter and adult mentor to wear fluorescent orange or pink clothing and to remain at ground level while hunting deer with a crossbow, rifle, shotgun, or muzzleloader. The legislation requires each county to “opt-in” to the program by adopting a local law allowing for 12- and 13-year-olds to hunt deer in accordance with ECL 11-0935. The legislation specifically excludes Bronx, Kings, Nassau, New York, Queens, Richmond, Suffolk, and Westchester counties from participation in the new program.

The inaugural Daytona 500 was held in 1959. Since then, the race has become one of professional racing’s biggest and most popular events. The Daytona 500 has produced its share of history, and even tragedy. The following are some of the more memorable events from NASCAR’s season-opening race. · 1959: NASCAR pioneer Lee Petty wins the inaugural Daytona 500. If Petty’s name sounds familiar to young racing enthusiasts, that’s because he’s the father of the iconic Richard Petty, who would become one of racing’s most successful drivers and team owners. That marked the first such time the race did not finish 200 laps. · 1968: In a thriller, Cale Yarborough wins his first Daytona 500 after executing a successful slingshot pass with just five laps to go. The move paved the way for Yarborough to win the race by 1.3 seconds. Yarborough overcame various obstacles during the race, including the failure of his car’s primary ignition system in the first year that NASCAR teams employed such systems. · 1974: The 1973 oil crisis, a situation that arose from the Yom Kippur War that led to an oil embargo targeting several western nations, affected the 1974 Daytona 500. As a result of the crisis, the Daytona 500 was shortened to 180 laps. Richard Petty won the race, becoming the first driver to win it in consecutive years. · 1979: The 1979 Daytona 500 marks the first time the race is broadcast live on national television, reflecting the growing popularity of the sport. · 1985: After finishing in the top five three straight times between 1982 and 1984, Bill Elliott put forth a dominant performance in 1985, leading for 136 of the 200 laps. A forced pit stop for a broken headlight assembly almost derails Elliot’s legendary effort, but the Georgia native overcomes that and a late caution flag to secure his first Daytona 500 victory. · 1989: Despite having competed in the race 16 times, Darrell Waltrip had not had much luck etching his name into the Daytona 500 history books prior to 1989. But Waltrip’s 17th start proved to be the charm as the veteran driver ran on fumes, stretching his final tank of fuel for 53 laps to win the race. · 1990: Derrike Cope pulls off one of the greatest upsets in the history of the Daytona 500, earning his first victory and even his first top five finish. · 1998: After years of frustration in Daytona, including a narrow loss to Cope in 1990, Dale Earnhardt finally wins the Daytona 500. During a slow drive through pit road after his victory, Earnhardt is congratulated by his competition. · 2001: Just three years after he finally won the Daytona 500, Earnhardt dies from injuries sustained in a crash on the final lap. Earnhardt was behind just two other drivers on the final lap, including his son,
Dale Jr. But the elder Earnhardt lost control of his car after making contact with another car, crashing into a wall and suffering a fatal skull fracture. · 2003: Rain shortens the race to just 109 laps, its shortest length ever. Michael Waltrip earns his second Daytona 500 victory. · 2011: To mark the tenth anniversary of Earnhardt’s death, the third lap of the 2011 Daytona 500 is designated as a silent lap in reference to the fallen legend’s #3 car. Television and radio announcers remain silent throughout the lap as fans in attendance hold up three fingers.
