Farmers and farm workers also need to be included in the groups of people eligible for COVID-19 vaccine, Fisher said. “We must protect the health and safety of these essential workers that our food supply relies on in this country,” he said. “One of the obstacles has been the supply of the vaccine.” In addition, Fisher said farmers need more access to COVID-19 assistance for small businesses, although the U.S. Department of Agriculture’s Food Box Program has helped farmers move food into the hands of people in need. “We hope efforts to purchase food products and distribute them to food banks and emergency pantries will continue through 2021,” Fisher said. The New York Farm Bureau is also encouraging new USDA-certified meat and poultry processing facilities in New York because of out-of-state coronavirus-related delays that helped disrupt supply

chains. “This would allow more places for farmers to take their livestock and ease up on the backlog that exists,” Fisher said. The pandemic has also taken both a physical toll on farmers and a toll on their mental health, Fisher noted. An American Farm Bureau poll in January found onethird of the nation’s farmers said the pandemic has had a negative impact on their mental health. “We are making this a priority to expand programs that provide resources and address mental health challenges and opioid addiction in rural communities,” Fisher said. The Farm Bureau continues to monitor effects of the U.S.-MexicoCanada trade pact and its plan to assist New York fruit and vegetable growers, Fisher said. The Farm Bureau is also urging the Biden administration to join the Trans-Pacific Partnership Agreement and expand trade opportunities with the European Union and United Kingdom. “There is much potential around the world for our farmers to sell the quality goods that they produce,”

Lauren Williams, NYFB senior associate director of national affairs, told reporters on the Zoom conference. Williams also addressed climate change, saying, “Farms are part of the solution to addressing climate change. Through all of this, it is important to find the balance that will also protect our members’ ability to operate. We must have a viable food system in this country for our own prosperity as well. We are ready to work with the administration on sciencebased, voluntary, and market-driven programs.” She added: “It is important for farmers to have a seat at the table when discussing policy changes as well as receiving recognition and support for practices already happening on farms that are reducing greenhouse gas emissions.” Fisher said NYFB is lobbying the state’s congressional delegation with its priorities. In March, the NYFB turns to lobby in Albany, Fisher said, where COVID-19 protocols mean the efforts will, again, be via video conferences.

Tri-County Arts Council announces 2021 NYSCA Decentralization Program grant awards

The Tri-County Arts Council (TCAC) is pleased to announce the recipients of the Individual Artist, Community Arts and Arts Education grants for 2021 which are funded by the New York State Council on the Arts Decentralization Program with the support of Gov. Andrew Cuomo and the New York State Legislature. These grants have been administered by TCAC since 2000. Due to the pandemic restrictions, there will be no awards ceremony this year. Information on the various programs and projects with the grantees will be posted on our website calendar as they become available. TCAC administers these grants in Allegany, Cattaraugus, and Chautauqua counties through a competitive

application process. Peer panels awarded $77,605 this year to 31 artists and/or arts and cultural organization projects to support communityoriented programs throughout the tri-county region. The 2021 grant recipients include: Individual Artist Grants: Fileve Palmer, Joan Pingitore, Kari Roslund, Lisa Ann Eppolito, Peter B. Jones, Stephanie McMahon, and William P. Capozzi. Community Arts Grants in Allegany County: Belfast Public Library, David A. Howe Public Library, The Fountain Arts Center Inc., Palmer Opera House (Cuba Friends of Architecture), Scio Memorial Library, Town Theatre of Short Tract, Whitesville Public Library and Wide-Awake Club Library.

Cattaraugus woman pleads guilty to child pornography production By Bob Clark BUFFALO — A Cattaraugus woman faces at least five years in federal prison after pleading guilty to producing child pornography. Melanie Thompson, 46, pleaded guilty to distribution of child pornography before U.S. District Judge John Sinatra Jr. U.S. Attorney James Kennedy Jr. said Feb. 23 that the charge carries a mandatory minimum penalty of five years in prison, a maximum of 20 years and a $250,000 fine. Under the plea agreement, Thompson also agrees to register as a sex offender,

forfeit two mobile phones and pay other fines and penalties. Special Assistant U.S. Attorney Jeffrey Fiut, who is handling the case, said the case stems from an incident in 2017. According to the plea deal filed with the court, prosecutors allege Thompson took sexuallyexplicit photographs of a teenage girl in order to impersonate the girl online. Afterward, Thompson is accused of conversing through social media with an underage boy in the spring and summer of 2019, a second underage boy in the fall and winter of 2019 and 2020; and an

adult man in the winter of 2020. During those online discussions, prosecutors said she provided the photographs of the girl, as well as coercing the boys to take and send explicit photographs. No original criminal complaint was immediately available via the federal Public Access to Court Electronic Records system. Prosecutors said the investigation was performed by the Department of Homeland Security Investigations and the Cattaraugus County Sheriff’s Office. Sentencing is scheduled for June 17.

By Rick Miller ELLICOTTVILLE — The first of two free virtual gardening workshops by Cornell Cooperative Extension of Cattaraugus County and Master Gardener volunteers was held Feb. 23. These workshops will be hosted and presented by Cooperative Extension staff, regional master gardener volunteers, and other local gardening experts. Each session will focus on one or two gardening topics, with time

allotted to questions and answers. Those who are interested in these topics as a beginner or experienced home gardener, can attend any or all of these free educational sessions via Zoom presentation. These first two sessions will each be offered at two different times. Presentations will cover topics on wintertime garden

planning, preparation, and care. In the first workshop volunteers will share tips for caring for your fruit and ornamental trees and bushes in the cold season through proper pruning technique. The second workshop will show different methods for planning your garden and get a jump on your growing season.

Here are a few steps you can take to safeguard yourself and your loved ones against CO poisoning: 1. Install a carbon monoxide detector, and check the batteries monthly. 2. Have your chimney, furnace and gas-fired appliances professionally inspected each year. 3. If your CO alarm sounds, exit your home immediately and call 911 from a safe place.

Expertise behind the wheel comes with practice, and starting teen driving journeys with a good foundation of information and instruction is key. Enrolling in a driver’s education program can be a wise investment, and one that reduces the number of collisions on the road. The following are some ways driving school can benefit young drivers. · Pass your test the first time: Though requirements are different depending on where drivers live, they typically must pass both a written and a road test to earn their licenses. Driver’s education courses go over the rules of the road and the laws governing safe driving. A road instructor will go over driving basics and help you put them into practice while behind the wheel. · Access to an expert: While Mom, Dad or another trusted adult may have the best intentions when teaching teens how to drive, they may be rusty with some of the rules. Furthermore, they may have adopted habits or shortcuts that, while they work for them, may not be the proper way to instruct new drivers. A driving school helps teens learn how to drive well and safely. · Specially equipped vehicles: The vehicles that driving schools have in their fleets have been modified to be especially safe. Most feature a rearview mirror and an additional brake pedal on the passenger side. This enables the driving instructor to have a clear view and also to act, if necessary, to avoid a collision while the student is still learning. · Meet requirements: Most states in the United States require driver training courses in some shape or form before a teen is able to get his or her license. In New Jersey, for example, obtaining a license is a multi-stage process. At age 16, teens may apply for a learner’s permit with proof of enrollment in a behindthe-wheel driver training course and a passing grade on the written test. At age 17, the student must then pass the New Jersey Motor Vehicle Commission road test. A probationary license will then be issued. If rules are followed during the probationary

one-year period, a basic license is issued at age 18. Driving schools also may facilitate contact between teen drivers and a local motor vehicle department, such as setting up road and written test appointments and enabling teens to use their vehicles for the road test. Such factors only underscore the ways families can benefit from enrolling young drivers in driving school.
