Nine agencies received grant support from the Cattaraugus Region Community Foundation’s Community Fund for new projects and initiatives. YMCA of The Twin Tiers received $2,500 to support Out of School Learning Labs that provide safe spaces and technology for students to utilize in the midst of school closures and a hybrid school schedule. The YMCA has set up five locations to provide out of school learning labs and is currently serving children from the Olean, Portville, Allegany-Limestone, Cattaraugus-Little Valley, Hinsdale, Ellicottville and Pioneer school districts. YMCA of the Twin Tiers CEO Barb Sweitzer said that the impact of the grant will be both immediate and long-lasting. “The impact will last decades because each child served in the program has been given the opportunity to keep up with their school work and not fall behind causing educational inequities and to be in a caring and safe environment during a time of uncertainty,” she said. to unsafe cribs. • Brookside Community, a low-income senior housing facility in Olean, received $1,530 for enhancements to outdoors spaces and facility security. The facility provides apartments to 38 individuals 62 and older. • The Ellicottville Skate Park Fund received $1,500 toward its campaign to build a concrete skate park in the city of Ellicottville. All contributions and grants to the project are matched by the Skate Park Project, a joint effort led by Ralph C. Wilson Jr. Foundation and Tony Hawk Foundation. • The Little Valley Food Pantry received $1,000 to purchase a new freezer for the pantry, which has been dedicated to serving residents of the Cattaraugus and Little Valley area throughout the pandemic. Strategies to overcome seasonal affective disorder
Winter can be an aweinspiring time of year. Snow-covered landscapes and opportunities to enjoy sports like skiing and snowboarding make winter a favorite time of year for nature enthusiasts and athletes. As fun as winter can be, many people struggle with the transition from warm weather and long, sunny days to cold weather and reduced hours of sunlight. Sometimes mistaken or misidentified as the “winter blues,” this phenomenon is known as seasonal affective disorder, or SAD. What is seasonal affective disorder? According to the National Institutes of Mental Health, SAD is a type of depression. The NIH notes that a person must meet full criteria for major depression coinciding with specific seasons for at least two years to be diagnosed with SAD. The American Psychiatric Association says symptoms of SAD can be distressing and overwhelming and even interfere with daily functioning. The APA notes that SAD has been linked to a biochemical imbalance in the brain that’s prompted by shorter daylight hours and less sunlight in winter. As the seasons change, a shift in a person’s biological internal clock or circadian rhythm can lead to them being out of step with their normal routines. That can contribute to various symptoms, including: • Feeling sad or depressed • Loss of interest or pleasure in activities once
enjoyed • Changes in appetite, usually eating more and craving carbohydrates • Loss of energy or increased fatigue despite increased sleep hours • Increase in purposeless physical activity or slowed movements or speech that may be noticed by others • Feeling worthless or guilty • Difficulty thinking, concentrating or making decisions • Thoughts of death or suicide Overcoming SAD The weather can’t be changed, but people can speak with their physicians about the following strategies to overcome SAD. • Light therapy: According to the APA, light therapy involves sitting in front of a light therapy box that emits a very bright light. In the winter, patients typically sit in front of the box for 20 minutes each morning, and they may see some improvements within one to two weeks of beginning treatment. Light therapy is usually continued throughout the winter. • Medication: The APA notes that selective serotonin reuptake inhibitors, or SSRIs, are a type of antidepressant that are sometimes prescribed to treat SAD. • Spending time outdoors: People with SAD who don’t typically spend much time outdoors when the temperatures dip may notice their symptoms improve if they make a concerted effort to spend time outdoors in winter.

Cattaraugus County lawmakers oppose Siemens decision, recognize employees
By Rick Miller County Reporter LITTLE VALLEY — Cattaraugus County lawmakers on Feb. 10 unanimously opposed the decision by Siemens Energy to lay off 530 Olean manufacturing employees. Sponsored by Olean’s three Republican county legislators — Frank Higgins, Kelly Andreano and Rick Smith — the resolution recognized “the hundreds of employees at Siemens Energy affected by the massive layoffs and transfers to other facilities.” Andreano, who read the resolution, said, “The Cattaraugus County Legislature strongly disagrees and opposes the decision to lay off or transfer approximately 530 employees.” She added: “The significant downsizing of the Siemens Energy plant in Olean is a major blow to the hundreds of hardworking families and the local community. ‘“There is uncertainty for the hundreds of families and the surrounding community with the sudden announcement,” Andreano said. “The employees should be recognized for their dedication and support to the community.” Legislators also heard a presentation from members of the Cattaraugus County Farm Bureau as they “put faces to the farmers” in the county who supply food from milk to meat to vegetables and other agricultural products. Katie Hill of the Farm
Bureau board of directors, said she and her husband, Darin Hill, operate Hills Valley Farm in Cattaraugus. Their biggest challenge, she said, is lack of broadband which would enable the farm to use more technology. They have a dairy farm with 150 brown Swiss and farm 160 acres. The problems from a lack of internet was echoed by Bob Wright of Wrights Farms in Farmersville, who operates a small dairy farm with his brother and runs a maple syrup operation. He also cited poor road conditions as something his customers complain about. Tim Steffenhagen, who operates a bison and elk ranch on Route 242 in Machias, said his farm is one of the top 10 tourism attractions in the county. In Mansfield, Mike Telaak said Telaak Farms uses robots to milk its 360 cows. With three owners and seven employees, they farm 1,000 acres of crops and shop 30,000 pounds of milk a day. Farm Bureau President Bruce Rossette of BearKat Alpacas on Route 98 in Humphrey told the legislators the county’s 956 farms produced $93.4 million in products in 2017, the last year for which information is available. They farm 166,240 acres, with an average of 174 acres. Besides the low margins in dairy farming nearly half of the farm owners are 65 or older. The county’s farms are 97% family owned, he
said. “We appreciate that all businesses have gone through a lot this past year,” Rosette said. “Farmers have had to deal with a whole lot in the last 40 years. What happens when we don’t have farmers anymore.” Legislators approved a resolution asking the independent Cattaraugus County Industrial Development Agency not to grant tax breaks for solar or wind projects greater than 5 megawatts. It was introduced by Joseph Snyder, R-Ischua, one of the legislature’s IDA representatives. It would impact the proposed $455 million Alle-Catt Wind Farm that includes two Cattaraugus County towns, Farmersville and Freedom, where the project is very controversial. Legislators also agreed to set public hearings for two proposed local laws. One calls for amendments to the County’s Animal Abuser Registry Law. Persons convicted of animal abuse would have to register with the Sheriff’s Office and pay a $125 fee. The second local law would grant raises to county department heads. The 2% raises are reflected in the bi-weekly salaries: County administrator — $4,467. County attorney — $4,758. Aging director — $2,905. Community Services director — $3,432. Public Health director — $4,304.

Safety Administration indicates distracted driving has been a significant factor in fatal car crashes. NHTSA says as many as one in 10 deaths are now attributed to driver distraction. Distractions can come in many forms but fall into one of three categories: manual, visual and cognitive. Any distraction has the potential for serious consequences, including deadly accidents. Here’s a look at some of the common distractions and how to avoid them. · Mobile phone use: Texting while driving is one of the most dangerous forms of distracted driving. Texting combines cognitive, manual and visual distractions. Turn off phones while behind the wheel to help reduce the temptation to grab the phone. · Daydreaming: Being lost in one’s thoughts can be a big distraction. Driving with something heavy on one’s mind can cause a person to lose track of the road. This may occur when experiencing intense emotions, particularly anger or stress. There’s also a condition called “highway hypnosis” that causes drivers to “zone out” while driving. It often occurs while driving on open highways for extended periods of time. Taking breaks and pulling over if you notice your mind wandering can help. · Pets and children: Young children or unsecured pets can be very distracting in the car. As a child calls out, begins to cry or wants his or her needs met, drivers may turn to address those needs and take their eyes off the road. Pets that are moving around the vehicle also may distract a driver. All pets and children should be secure in the vehicle at all times. · Adjusting the GPS: Recalibrating the GPS or entering an address while driving can be a distraction. It’s best not to touch the GPS unless the car is in park and at a complete stop. · Eating or drinking: Taking hands off the wheel to enjoy that drive-thru meal can be a mistake. Looking down at food
and removing hands from the wheel reduces one’s ability to steer and react immediately to sudden traffic hazards. If drivers become knowledgeable of the significant hazards of distracted driving, they can make changes to improve overall safety. Completing certain tasks before leaving home or while the vehicle is parked can reduce the need to multitask while driving.

Farrar named West Valley Central superintendent
Red Cross calls for healthy blood donors following severe weather
BUFFALO — Recordbreaking cold and winter storms across much of the U.S. have had a significant impact on blood and platelet donations. The American Red Cross is urging healthy individuals, especially those with type O blood, to give now to ensure blood products are available for patient emergencies when help can’t wait. Extreme winter weather has forced the cancellation of hundreds of Red Cross blood drives in about 30 states and caused more than 15,000 blood and platelet donations to go uncollected. Every day thousands of patients rely on lifesaving blood donations. The need for blood is constant, even during snowstorms and the COVID-19 pandemic. To help ensure lifesaving patient care isn’t impacted, individuals are urged to make appointments to donate in the coming days and weeks by downloading the Red Cross Blood Donor App, visiting RedCrossBlood.org, calling 1-800-RED CROSS (800)733-2767) or enabling the Blood Donor Skill on any Alexa Echo device. Tina Rocco knows firsthand how important it is to have blood on hospital shelves. After welcoming baby Gemma by cesarean section, she began
hemorrhaging badly and was rushed back into the operating room. “I was later told it was several pints of blood and an amazing doctor that saved my life,” Rocco said. “That allowed me to hold my first daughter and go home all together as a family of three.” Before that day, Rocco hadn’t known anyone who needed blood transfusions. Now, this grateful mother says, “You truly never know when you, or someone you love, might need it.” Important COVID-19 information for donors The Red Cross is testing blood, platelet and plasma donations for COVID-19 antibodies. The test may indicate if the donor’s immune system has produced antibodies to this coronavirus, regardless of whether an individual developed COVID-19 symptoms. Red Cross antibody tests will be helpful to identify individuals who have COVID-19 antibodies and may now help current coronavirus patients in need of convalescent plasma transfusions. Convalescent plasma is a type of blood donation collected from COVID-19 survivors that have antibodies that may help patients who are actively fighting the virus. Plasma from whole blood donations that test positive

for high levels of COVID-19 antibodies may be used to help COVID-19 patients. COVID-19 antibody test results will be available within one to two weeks in the Red Cross Blood Donor App or donor portal at RedCrossBlood.org. A positive antibody test result does not confirm infection or immunity. The Red Cross is not testing donors to diagnose illness, referred to as a diagnostic test. To protect the health and safety of Red Cross staff and donors, it is important that individuals who do not feel well or believe they may be ill with COVID-19 postpone donation. Each Red Cross blood drive and donation center follows the highest standards of safety and infection control, and additional precautions — including temperature checks, social distancing and face coverings for donors and staff — have been implemented to help protect the health of all those in attendance. Donors are asked to schedule an appointment prior to arriving at the drive and are required to wear a face covering or mask while at the drive, in alignment with Centers for Disease Control and Prevention public guidance. WEST VALLEY — Following an extensive search, the West Valley Central School District Board of Education approved the appointment of Dr. Taweepon Farrar as Superintendent at its Feb. 4 meeting. Board President Timothy Ploetz said that the board was impressed with Farrar’s extensive educational background and proven leadership capabilities. “Dr. Farrar stood out for a number of reasons,” he said, “but especially because of her experiences
in educational services, curriculum and financial/ budget management. We have great confidence that she will make an immediate positive impact in our district.” Farrar, who has more than 20 years of experience in public education, was most recently the Director of Educational Services and District Data Coordination at Akron Central School District. Previously, Farrar also served as the Director of Special Education and as the High School Assistant Principal, both in the Akron District. Prior to her roles in administration, Farrar was a school counselor and was also a Hospital Corpsman in the United States Navy. CA BOCES District Superintendent Scott Payne, who served as search consultant, said he was pleased with the rigor and thoroughness of the process. “The Board of Education interviewed a great pool of candidates and remained
focused on the qualities in a leader that would best serve the West Valley students and community,” he said. “I am extremely pleased with the work that has been done.” Farrar said that she is looking forward to her upcoming start and will remain focused on relationship-building and communication as she starts her new role. “It is so important to establish a positive and respectful culture across the entire district that is focused on student performance and success,” she said. “I look forward to getting started and working collaboratively with the Board of Education, staff and community to create a powerful learning environment for our students.” Dr. Farrar will officially begin her duties on March 8, taking over for Mark Ward, who has been serving as Interim Superintendent since late 2020.
OLEAN — The Cattaraugus Region Community Foundation board recently elected Sandi Brundage, of
Salamanca, to its board of directors. Brundage has been the director of the City of Salamanca Youth Bureau for 17 years. She is the secretary for the Executive Board of Youth Bureaus in New York and the Cattaraugus County Youth Bureau Advisory Board, a member of the Western New York Association of Youth Bureaus and a recent addition to the United Way of Cattaraugus County board. She has worked in health care and children’s mental health fields for 41 years.
Brundage will be a member of the foundation’s grant allocations committee. She also played a pivotal role in directing COVID-19 relief funding as a member of a special ad hoc committee that recommended grants through the WNY COVID-19 Community Response microgrant program, facilitated by CRCF. Jim Stitt Jr. was also elected to the board while Skip Wilday was elected president. The board also re-elected four board members to serve three-year terms.
