Reminiscent of a pancake breakfast, this wheat ale is packed with locally-made maple syrup and fresh blueberries, 7% ABV. WVDP conducts virtual exercise to prepare for emergency incidents

WEST VALLEY — EM and its cleanup contractor at the West Valley Demonstration Project conducted an emergency response exercise with offsite emergency response agencies. A tabletop format was used instead of a hands-on exercise due to the COVID-19 pandemic. This year’s exercise included representatives from Cattaraugus County Sheriff’s Department, Cattaraugus County Special Response Team, West Valley Volunteer Hose Fire and Rescue, and evaluation assistance from the Department of EnergyWest Valley Demonstration Project. This exercise, which was based on a hypothetical incident, tested the skills and response of these local agencies as well as the site’s Security force and Operational Response Team. Disasters can occur at any time, and a knowledgeable, well-trained emergency response team

can significantly improve the outcome of any event – exercises provide this training. Tabletop exercises also provide constructive feedback to improve those areas identified during the hypothetical incident. “We understand the importance and benefit of having trained emergency responders working at West Valley,” Bryan Bower, WVDP Director for the U.S. Department of Energy, said. “We appreciate their continued commitment to training; and their effort to protect the health and safety of our workers and the public.” This exercise, held at the WVDP site and New York State retained premises, was designed to validate the team’s response to an unannounced hypothetical incident and their ability to minimize the potential impact to the employees, the public and the environment. “You can never practice enough for emergencies,” CH2M HILL BWXT West

Valley Event and Emergency Management Manager Kevin Murray said. “We must always be learning, training, and evaluating our performance, so that we can effectively handle whatever comes our way.” As the exercise unfolded, each member of the Emergency Response Team would describe and discuss their actions to minimize the impact of the incident. These discussions provided feedback to the controllers and evaluators on whether the exercise’s objectives were being met; and determined if the organization could effectively handle an emergency event, respectively. WVDP personnel helped develop the scenario and supported the exercise as controllers, which included coordinating the many tasks that had to occur to make it more realistic and truly test responders from beginning to end.

IDA to help transform closed Ellicottville restaurant site into clothing boutique By Rick Miller ELLICOTTVILLE — The Cattaraugus County Industrial Development Agency agreed to provide sales tax breaks to help a clothing business move into a closed Ellicottville restaurant. The business, Ava Grace Eco Fashions, 24 Washington St., is moving to 24 Monroe St., formerly the Public House Restaurant, which has been closed for about a year. The owner is buying the building, said IDA executive director Corey Wiktor. Building purchase and renovations for the boutique clothing and accessories store will be an investment of around $500,000 by shop owner Jessica Maynard, said Wiktor, He indicated the total sales tax exemption would be under $10,000. Wiktor said Maynard is seeking local grants

and loans for the project. Office space to rent out on the second floor will be included. Wiktor said the project fit in the IDA’s Small Business Sales Tax Program that requires an applicant apply for local small business loans through Cattaraugus County or Southern Tier West. The sales tax exemption will be for furnishings, fixtures and equipment including new shelving, racks, lighting, countertops, fixtures, computers, phones and other equipment. Wiktor said the IDA would use tourism destination and services not readily available provisions of its Small Business Sales Tax Program to justify the tax breaks for a retail service. “With the pandemic, I’m expecting to see more of this,” Wiktor told members of the IDA Board of Directors. “We are starting

to see restaurants and retail shuttering.” Office space above is available to rent out. “I see us being asked much more to help (in the pandemic),” Winter added. “If we can leverage any money” for a business we will try. We do not want to see dark and shuttered buildings.” He called the retail store an exciting project to see in these times, while Maynard could start a private label brand of clothing as well. “It keeps three to five employees in Ellicottville,” he added. “It puts a storefront back in operation.” Because of the size of the request for a sales tax exemption, no public hearing was deemed necessary. The IDA board voted to grant the sales tax exemption.

CA BOCES launches Parent University to support parents, caregivers

Cattaraugus-Allegany BOCES has started Parent University, a support and education training program aimed at providing resources and guidance as parents and caregivers navigate the COVID-19 pandemic with their students. The new program, planned to run through June in 20 regional school districts, will offer help in managing home behavior, learning in a virtual environment,

understanding social emotional connections, managing anxiety and embracing self-care routines as a parent. BOCES’s community schools coordinator, Katie Mendell, who developed the programming and will serve as lead facilitator, said that the courses were designed with parents in mind. “Each session will be offered in a small group format and will last an hour,” she said. “This allows attendees to be comfortable, ask questions, and network with other parents who might be experiencing similar issues in the home.” Tim Clarke, senior program manager for professional development at BOCES, said he believes the program will be helpful because it was developed through district and community input. “The idea of Parent University came as an

Borrello applauds Cuomo committing another $25M to Nourish NY

ALBANY — State Sen. George Borrello expressed his support upon hearing that Gov. Andrew Cuomo has committed another $25 million to sustain the Nourish NY Initiative. Last week, Borrello joined Queens Assembly Member Catalina Cruz to announce legislation that would establish a permanent program for distributing surplus agricultural products to food banks, similar to the Nourish NY model. “I applaud Gov. Cuomo’s latest $25 million commitment to the Nourish NY program, a compassionate initiative that has been a lifeline for New York farmers and families left struggling because of the pandemic,” Borrello, R-Chautauqua County, said Monday. “Both groups were casualties of our sudden economic shutdown, a plight that was painfully illustrated by endless lines at food pantries and images of farmers dumping milk and abandoning crops as their markets disappeared virtually overnight,” he said. In establishing a new

channel for moving fresh, nutritious New York farm products to those in need, the state has responded to the crisis of the moment, but also revealed an ideal solution for addressing ongoing challenges with respect to food insecurity and our agricultural economy, Borrello said. “That is why Assembly Member Cruz and I are advancing a measure that would make a farm to food bank program permanent,” he said. “Such an action would provide stability for our farmers and food banks, as well as the millions of New Yorkers they support.” The funding announced by Cuomo, Borrello said, has added momentum to the goal he and Cruz set with their legislation, “which we will continue to push for as the legislative session moves forward.” In announcing the continued funding, Cuomo said the state will continue supporting Nourish NY to ensure New Yorkers don’t go hungry while benefiting New York state farmers and producers. As of Dec. 1, the governor said, Nourish NY has

resulted in $26.4 million in purchases for 17 million pounds of food. More than one million households have received New York state products through food distributions and more than 4,000 farms have benefitted from the initiative. Due to the COVID-19 pandemic, farmers experienced a drastic supply chain shift, which resulted in the loss of markets and income and in the waste of fresh surplus foods, particularly fluid milk, the governor’s office said Monday. Simultaneously, the demand for food through emergency food providers escalated across the state. Seeing the opportunity to feed residents and aid farmers, the governor launched the Nourish NY Initiative. The initiative provided $35 million for the purchase of foods grown, raised or processed in New York state and has served as an alternative revenue stream for farmers and dairy processors during the pandemic.

2021 Cattaraugus County Tourism promotion grant deadline extended LITTLE VALLEY — The Cattaraugus County Department of Economic Development, Planning and Tourism (EDPT) will continue accepting applications for the 2021 Cattaraugus County Group B Tourism Promotion Grant Program, through March 31, 2021 in an effort to further help local businesses and event organizers. EDPT feels this extension is necessary to allow for local decision makers to analyze the status of Covid-19 and make more definitive plans for their events and their advertising dollars. County forced to cancel three COVID vaccine clinics this week

OLEAN — The Cattaraugus County Health Department did not receive an allotment of coronavirus vaccine this past week, forcing the cancellation of three clinics. “The Cattaraugus County Health Department was not on the list to receive any allocations of vaccines for this week,” said a disappointed Dr. Kevin D. Watkins, public health director, on Monday. “It appears there was a glitch in the ordering system.” Watkins brought the oversight to the attention of the Western New York HUB. “If the department does not hear from the WNY HUB this evening, we will have to cancel our Wednesday through Friday clinics (about 400 people) and we will have to reschedule those clients for the following week,” Watkins told the Olean Times Herald. “This is most disappointing and disheartening. “The only vaccine allocations slated for Cattaraugus County this week was to the three pharmacies — two Rite
