Hundreds have a Merry Christmas with generous local support Several hundred people from across Cattaraugus County were expected to have a Merry Christmas this past weekend thanks to several local organizations and those who generously supported them with food, gifts and monetary donations.

The annual Gift Tree program provided gifts for 86 families across the county.

For more than 20 years, the greater Olean area and surrounding communities have helped make sure local families in need were taken care of through the program sponsored by Interfaith Caregivers and the Times Herald.

The program coordinates area businesses, schools, organizations and residents to provide holiday gi s for families and individuals they “adopt” in Ca araugus County.

“It’s been extraordinary,” said Julie Hall, director of Interfaith Caregivers.

“We’ve had families coming in to pick up, we’ve had family designees and we’ve had some organizations who have done the transport, so it’s gone quite smoothly.”

Although only 76 families were originally listed for adoption, Hall said the program was able to help bring gi s to 10 additional families through partnerships and collaborations with local agencies.

“In spite of a global health crisis, I think people have been just as generous if not maybe more,” Hall said.

“Talk about people stepping up and going so far above and beyond with the giving and unconditional love for someone they don’t even know.”

In the Salamanca area, the Pay It Forward group was out distributing food boxes and gi s to local families in need on Wednesday.

Organizer Tim Jackson of Salamanca said the Tree of Hope program served 108 area families this year, including 277 children who received Christmas gi s of clothes and toys. He said the majority of the gi s and food boxes were picked up by individual families.

Jackson said eight volunteers donated their time to collect the gi s under the Trees of Hope at area businesses and wrapped them.

Beyond Salamanca, the Tree of Hope program serves Li le Valley, Ca araugus, Great Valley, Napoli, Randolph, Limestone and more communities.

Jackson said those dedicated people were Shannon Rockwell who coordinated the program and volunteers, Pam Sturdevant, Shirley Roszyk, Kylee Johnson, Janet Schmick, Mary Pierce, Beth Callahan and Salamanca Mayor Sandy Magiera who coordinated the phone calls.

“The volunteers are just the facilitators,” he said.

“They package the food, put it in boxes and collect all the presents from the trees located at local businesses that people buy and bring back to the sponsors. Then, they wrap the gi s that are taken to the homes of the participants by members of the fi re company, police department, Santa, Mrs. Claus and their elves.”

The group was assisted

by Limestone, Humphrey, Salamanca, Li le Valley, Ca araugus and the Seneca Nation fi re departments, along with two City of

Salamanca police officers, several Santas, a Mrs. Claus and some elves.

In addition to food and gi s, Jackson said the program also provides people in need with important items including clothes, boots and shoes, bedding, beds and dressers.

Every year, Ca araugus County Sheriff ’s Office deputies take to the aisles of Walmart and local stores with the mission of bringing gi s and Christmas joy to needy area families.

This year the Santa Sheriff program will support 71 children from 22 families in Ca araugus County.

Since 2012, the Santa Sheriff Fund at the Ca araugus Region Community Foundation has made possible nearly $71,000 in grants that are used to purchase gi s for needy children by means of Greater Olean Area Chamber of Commerce gi cards.

“The Ca araugus County Sheriff ’s Office School Resource Officers do their best to identify the children with the greatest needs,” said Sergeant Tonya Dry. “It always makes us feel good when we know we were able to put gi s under the trees of kids who might not otherwise be able to celebrate Christmas.”

This year the Santa Sheriff Fund made possible the purchase of $7,500 in chamber gi cards that were used to purchase toys, coats, clothes and other gi s by the shopping Santa Sheriff deputies.

Portville school’s Presents for Panthers program presented 60 families with gi s for everyone, including adults and between 115-120 children in the family this

year. A local meat vendor once again supported the effort, which he has for years, by donating dozens of hams that were given.

The 82 seniors enrolled at Portville Central School all participate in the Presents for Panthers program to some degree, following in the footsteps of the senior classes before them since about 2009.

“It’s wonderful that we can make such a unified effort,” said Gary Swetland, a social studies teacher and retired football coach at the school who coordinates the program. “This is the community doing something wonderful. It’s just tremendous support from area businesses, churches, clubs, individuals, households, faculty.

One thousand ham dinners are expected to go out the door on Christmas, according to the Basilica of St. Mary of the Angels.

Organizers of the Community Christmas Dinner said the basilica will host its annual dinner again in a takeout or delivery mode due to the COVID-19 pandemic. In the years before the pandemic, the basilica hosted dine-in meals in multiple si ings to accommodate the hundreds of hungry mouths.

“Parishioners of the Basilica of St. Mary of the Angels want to relieve the stress that comes during this time of uncertainty by providing a hearty dinner delivered with extra prayers and Christmas joy,” said Mary Cygan, communications director for the basilica. “Dinner includes ham, potatoes, mixed vegetables, fruit cup, a roll and a dessert.

OHS basketball players bake holiday cookies for food pantry OLEAN — The Social Ministry Group at Bethany Lutheran Church in Olean has been arranging a cookie giveaway for years for the Olean Food Pantry.

In order to bag and tag between 10,000 and 12,000 homemade cookies between now and Christmas, they need the cookies — but they looked to be coming up short so far this season.

When a few of the Olean High School students on the varsity boys basketball team noticed the pantry’s plea, they convened to bake and decorate 20 dozen cookies on Dec. 12.

In all fairness, one of the moms baked a couple hundred sugar cookies, but the boys tackled the chocolate chip cookies on their own.

Nearly 250 cookies — decorated and boxed with cards for each package — were

delivered to the food pantry on Dec. 13. The Olean Huskies challenge other organizations to get baking and do the same.

The group is asking for donations of any amount of home-baked cookies that anyone would like to donate. The cookies are accepted at the church, located at 6 Leo Moss Drive in Olean, and can be picked up by calling (716) 560-5235.

Every Sunday after church, a few parishioners and friends get together and bag the week’s donations of cookies into assorted dozens and take them to the pantry.

Aaron said that they can always use more help.

Great Valley Town Board holds last regular meeting of 2021

GREAT VALLEY — Before its last regular meeting of 2021, the Great Valley Town Board held two public hearings. The first was on upcoming zoning changes pertaining to mobile homes and the second was on whether to lease town property for a proposed solar project.

As no action could be taken at the December meeting, both hearings remain open for the January meeting if any town residents wish to learn more or voice their opinions.

In the regular meeting, the town board voted 4-1 to require people inside town buildings to wear face masks in line with state guidelines.

Town Supervisor Dan Brown said the town could also choose to require proof of vaccination status instead of making everyone wear masks. Board member Becky Kruszynski said the mask s

should be sufficient, to which board member Sandy Goode agreed. Board member Jerry Musall voted not in favor.

In other business, Brown shared from town historian Marilyn Siperek that the property owners are interested in getting a historical marker for the Willoughby School, one of the few remaining one-room schoolhouses in the county.

“It still looks just like the day they closed it up,” he said. “Markers run anywhere from $100 to $300.”

Brown said there are a couple of other old one-room schoolhouses in the town that he would like to talk to their property owners to see about getting historical markers for them as well.

For several months the town has discussed purchasing equip-

ment to record and live stream videos of meetings for the public. The town board voted to go to bid on equipment and installation of the system. Brown said they would have more information in January.

Brown also had an update from the general manager of Armstrong Broadband, who said the internet should be fully operational throughout the county by summer 2022. He said the local hub for the Great Valley area should be set up in the coming months.

“It’s here, they’re running the cables,” he said.

“If anybody wants to have any more information from Armstrong, he offered to set up a virtual meeting here at the town.”

T h e Christmas lights

are up and running at the town memorial park at the intersection of Routes 219 and 98 and Humphrey Road, Brown said.

“I wanted to change all the lights on the big trees this year, but we just didn’t get to it,” he said. “But if everybody’s happy with it, we’ll just let it go and work on it next fall.”

Kruszyski gave an update on the town calendar. She said there are about 1,900 residents in the town but only 250 calendars were originally suggested to be ordered. Kruszynski asked the town for an increase in funding to order 500 calendars, which was approved by the board.

Many of the photos are taken by locals of Great Valley scenes and there is a listing of town information, including phone numbers, meeting dates, etc., as wells sponsorship ads by local businesses.

“These grants remove the financial barriers for local governments to invest in critical water infrastructure projects. New York will continue to prioritize funding for low-income communities and expand access to clean water, supporting our state’s economic growth and improving public health.”

The awards include: • Village of Alfred: $30,000 to identify sources of inflow and infiltration, evaluate alternatives, and recommend improvements to the wastewater collection system.

• Village of Bolivar: $100,000 to identify sources of inflow and infiltration, evaluate alternatives, and recommend improvements to the wastewater collection system.

• Town of Friendship: $30,000 evaluate upgrade alternatives and

recommend improvements to the wastewater treatment and collection system.

• City of Salamanca: $30,000 to identify sources of inflow and infiltration, evaluate alternatives and recommend improvements to the wastewater collection system.

• Village of Ellicottville: $30,000 to identify sources of inflow and infiltration, evaluate alternatives and recommend improvements to the wastewater collection system.

• Village of Cuba: $30,000 to identify sources of inflow and infiltration and evaluate upgrades to the wastewater treatment plant and recommend improvements to the wastewater collection and treatment system.

The grants were among $23 million in awards across the state, including $2.5 million for 56 engineering grants.

Engineering Planning Grants help eligible communities afford and start the critical planning process so they can be better prepared to seek financing to help them complete their water infrastructure projects. Grants of up to $100,000 are available to develop an engineering report that identifies problems and potential solutions. These grants have helped municipalities across the state to complete 350 engineering reports since the program’s inception in 2012.

New Cattaraugus County agriculture district requests due Jan. 31 LITTLE VALLEY — A 30-day period when Cattaraugus County landowners can request to be included in the county’s agricultural district begins Jan. 2, 2022.

New York’s Agriculture and Markets Law requires an annual 30-day period during which landowners

may submit requests for the inclusion of predominantly viable agricultural land into an existing certified agricultural district, said county planner Marie Myers Shearing.

Landowners seeking inclusion into a certified agricultural district must submit a “Landowner

Request for Inclusion” form to the Cattaraugus County Department of Economic Development, Planning and Tourism by the Jan. 31 deadline.

The Agricultural

Districts Law was created in 1971 to encourage the continued use of farmland for agricultural production.

The Program is based on a combination of landowner incentives and protections, all of which are designed to forestall the conversion of farmland to non-agricultural uses.

Benefits include protections against overly restrictive local laws, governmentfunded acquisition or construction projects, and private nuisance suits involving agricultural practices.

Shop with a Cop provides Christmas gifts for local families

BY KELLEN M. QUIGLEY ALLEGANY — Each year, law enforcement officers from Salamanca, the Seneca Nation and Cattaraugus County escort a number of children through the aisles of Walmart with a mission of finding the perfect gifts for the kids’ families.

This Christmas, the annual Shop with a Cop program will support nine children and their families in the Salamanca area.

Since 2015, the Salamanca police, Seneca Marshals and county sheriff’s deputies have participated in Shop with a Cop in coordination with the Salamanca Youth Bureau. Now in its sixth year after skipping 2020 due to COVID-19, the program has raised about $7,500.

“Both the police department and the youth bureau receive donations and use those toward this event,” said Sandi Brundage, youth bureau director.

Brundage said four kids participated in the program’s first year, and that number has continued to grow each year since.

“We always have a poster up at the youth center that we update every year, and so the kids are very excited — and I’m very excited — that we can do it this year,” she said. “The poster creates a lot of buzz and a lot of questions every year. If feels wonderful.”

Officers team up with a child or two and a shopping cart and make their way around the store, looking for the perfect gifts for siblings, parents and other family members. They could be spotted in the toy section, sporting goods, electronics, home goods and more.

Salamanca Police Officer Matt Smith has participated in the event every year and helps coordinate it. He said as it grows bigger each year, more people in the community know about it and send in more donations, which in turn allows them to support more kids.

“It was tough last year with COVID. Now we have to wear a mask, but at least we can do it this year,” he added. “It’s nice that the kids can see us in this light as everyday people and help them out.”

Officer Adam Johnson, also with Salamanca, agreed with Smith about

having the kids see them in a better light. He said it’s good for the kids to know they aren’t always the bad guy and are there to help.

“It’s a different experience every year, especially with the kids,” he said.

“This year we have Josiah who’s getting a case of pop for his dad. Everyone has a different experience.”

Johnson has participated in the event several times, previously with the Marshals and now with the Salamanca police. He said it was disappointing not being able to do the event in 2020 but they’re happy they are back and following the guidelines to help keep people safe.

“It’s a lot of fun and something I look forward to,” he added. “I enjoy doing it so I make sure to volunteer every year.”

Brundage also said the annual tradition is a nice opportunity for the law enforcement officials to engage with kids in a non-confrontational way, and for the kids, it’s good to see law enforcement as people there to help them.

“I’m always amazed at the number of people who come up and thank the police officers when they’re here and offer them money or tell them they’re doing a good job,” she added. “For us as a community, it’s nice to have it for both the kids and the officers.”

Individuals making New Year’s resolutions should not discount the value of utilizing a multifaceted approach to achieving their goals. A recent study from psychology professor and researcher Dr. Gail Matthews examined the effects of writing down goals, committing to goal-directed actions and creating accountability for those actions. Gillibrand urges federal agency to address rising heating costs WASHINGTON — U.S. Sen. Kirsten Gillibrand joined her colleagues in a bicameral letter urging the Department of Health and Human Services (HHS) to address the ongoing energy crisis and ensure families that rely the Low Income Home Energy Assistance Program (LIHEAP) have the resources needed to stay safe throughout the winter.

The cost of home heating is expected to increase by 30% nationwide this winter for the nearly half of U.S. households that rely primarily on natural gas, a level not reached since 2014, Gillibrand said.

In New York state alone, there are already more than 1.2 million households that collectively owe roughly $1.7 billion in late energy bill payments. Gillibrand said LIHEAP is a critical home heating assistance

program that is vital to New York’s most vulnerable seniors and families who depend on this money to offset the high cost of energy bills. However, she said, the ongoing energy crisis means this lifeline program could lose much of its appropriated purchasing power due to volatile heating costs.

“The ongoing economic fallout of the COVID-19 pandemic has strained global energy markets still struggling with a surge in demand, supply shortages, and supply chain issues,” Gillibrand said. “For low-income families, these price increases are unsustainable and could force them to choose between heating their homes and paying for essentials like rent, food, and medicine.”

The senator said the average cost of home heating

is unaffordable for millions of low-income households, costing over $900 per year nationally. With prices surging worldwide for heating oil, natural gas, and other fuels, the U.S. Energy Information Administration (EIA) is projecting even higher prices for home heating this winter.

Gillibrand said the EIA’s Winter Fuels Outlook reports households nationwide could see their heating bills jump as much as 54% from last winter. The EIA also projects that Northeast customers who use natural gas will see their bills rise to $865, up from $731 last year.

Gillibrand said New Yorkers can spend more than $3,000 a year on energy bills alone — for lowincome New Yorkers, that can amount to more than

10% of their income on energy. Robust and early LIHEAP funding is a crucial lifeline that will help meet the demand of rising utility costs and help financially strained households pay their energy bills and stay safe throughout the winter, the senator said.

In October, the start of heating season for many states, Gillibrand urged HHS to distribute LIHEAP funding quickly and at the highest level possible.

When millions of workers were laid off at the onset of the pandemic, Gillibrand said she fought alongside her colleagues to deliver $900 million in LIHEAP funding in the CARES Act and an additional $4.5 billion in supplemental funding to the program as part of the American Rescue Plan.

Inspired by the maritime tradition of dropping a time ball at harbor so that sailors could set their own timepieces while at sea, Palmer devised the idea of dropping an illuminated ball on New Year’s Eve. This has been tradition since 1907.

Resolutions New Year’s resolutions can be traced to the Mesopotamians. Ancient Babylonians also made spoken resolutions during a 12-day-long New Year Festival. These resolutions were oaths made to the sitting or new king and were considered essential to keeping the kingdom in the gods’ favor. The Romans also had a similar tradition of swearing oath to royalty at the start of the year. Many of these traditions merged into modern resolution-making, according to Live Science.

These are but a few New Year’s traditions. The history behind these traditions is storied, just like the holiday itself.

Pay It Forward brings Christmas joy to 100plus families

BY DEB EVERTS SALAMANCA — Determined to help friends and neighbors who are down on their luck during this holiday season, the Pay It Forward group was out distributing food boxes and gifts to local families in need Wednesday.

Organizer Tim Jackson of Salamanca said the Tree of Hope program served 108 area families this year, including 277 children who received Christmas gifts of clothes and toys. He said the majority of the gifts and food boxes were picked up by individual families.

Jackson said eight volunteers donated their time to collect the gifts under the Trees of Hope at area businesses and wrapped them.

The Tree of Hope program serves the Salamanca area including Little Valley, Cattaraugus, Great Valley, Kill Buck, Sawmill, Bucktooth, Napoli, Randolph, Steamburg, Limestone, Carrollton and Vandalia.

Jackson said those dedicated people were Shannon Rockwell who coordinated the program and volunteers, Pam Sturdevant, Shirley Roszyk, Kylee Johnson, Janet Schmick, Mary Pierce, Beth Callahan and Salamanca Mayor Sandy Magiera who coordinated the phone calls.

“The volunteers are just the facilitators,” he said.

“They package the food, put it in boxes and collect all the presents from the trees

located at local businesses that people buy and bring back to the sponsors. Then, they wrap the gifts that are taken to the homes of the participants by members of the fire company, police department, Santa, Mrs. Claus and their elves.”

The group was assisted by firefighters from Limestone, Humphrey, Salamanca, Little Valley, Cattaraugus and the Seneca Nation fire departments, along with two City of Salamanca police officers, several Santas, a Mrs. Claus and some elves.

According to Jackson, the Pay It Forward campaign is the largest charity Christmas program in the area. He said there are other similar programs, but they are not on this large scale. In addition to food and gifts, the program also provides people in need with important items including clothes, boots and shoes, bedding, beds and dressers.

The current Tree of Hope program started 11 years ago as Secret Santa with Jackson and Mike “Smitty” Smith when radio station WGWE was launched.

Jackson said most everyone knows of a family that’s down on their luck for various reasons, and who knows these families better than the people in their own community. He asks the community to Pay It Forward to help friends, neighbors and co-workers all year long, not just during the holiday season.

It’s a new year, a fresh start, and a chance to let all of you know how much we appreciate your loyal support.

Soon, champagne became a key part of religious events, coronations and soirees — as well as secular rituals that replaced formerly religious rituals, according to the book “When Champagne Became French” by Kolleen Guy. Champagne manufacturers eventually linked the bubbly to festive occasions with family, and New Year’s celebrations became another ideal time to pop the cork on a bottle.
