its only Democrat, said the County’s refusal to back the state mask requirement “is a decision from the majority (Republican) caucus, not all the legislature.” He said he wasn’t consulted before County Legislature Chairman Howard VanRensselaer issued a statement on Monday saying the county would not enforce the mask requirement. Koch said that “people who don’t want the county to honor this (mask) mandate” have called and texted him recently. But in the past five or six weeks Koch said he’s also heard from constituents about what the county is doing in response to rising numbers of COVID-19 cases and deaths. “I’m only one person,” Koch said. “I don’t call the shots.” Koch said he feels that he represents all the residents of District 5, not just those for or against wearing masks. “I can understand people not want to be told what to do.” But, he added: “The governor didn’t single us out even though we have a very high (COVID-19) transmission rate.”
Koch said he doesn’t consider wearing a mask an infringement on my constitutional rights. It’s for the good of the community. “When I go out in the community, I wear a mask,” he said. “It’s a common courtesy to try and protect my community. Maybe one person won’t get the virus and get sick and die. ... Ignoring the mask mandate is more of a political statement than a health statement. I’d rather avoid people getting sick than treat people after they get sick.” The governor’s mask mandate calls for New Yorkers to wear a mask indoors whether they are vaccinated or not. If a business, local government or venue has a vaccine requirement for entry and can verify everyone has been vaccinated, the mask mandate can be waived. The two can’t be mixed and matched under the governor’s mask requirement. Enforcement of the mask requirement was left to local health officials. VanRensselaer said the county health department does not have the resources to enforce the governor’s mask requirement because employees are too busy trying to contact trace increasing COVID-19 cases. Signs at the entrance of
county buildings in Olean and Little Valley on Monday said only that unvaccinated people needed to wear a mask. Visitors were not asked whether they were vaccinated. Some county employees have also expressed concern about the large number of visitors to county buildings who are not wearing masks. Meanwhile, Cattaraugus County reported 50 new COVID-19 cases on Tuesday, bringing to 11,085 the number of residents who have tested positive for the coronavirus since March 2020. The daily percent positive on Tuesday was 12% and the seven-day rolling average was 10.6% Forty-three of the new cases were people who were unvaccinated and seven had been vaccinated. The breakthrough cases involve people where the vaccine’s effectiveness has waned over time. This is the reason booster shots are now being recommended for all vaccines. The health department is following 457 active cases including 41 who are hospitalized, and 521 people in contact quarantine. There have been 195 deaths since April 2020. The southeast part of the county had the most new cases, 13. There have now
December 23, 2021 been 5,268 cases in this part of the county, nearly 48% of the total. The northeast part of the county had 12 new cases of a total of 1,529, and there were seven new cases in the northwest and southwest where there are now 1,529 cases and 2,215 cases respectively. More than 800 county residents have tested positive for COVID-19 this month and there have been 19 deaths including eight on Dec. 1. Seneca casino announces Bradshaw, fighting events in March SALAMANCA — It may be December, but the Seneca Allegany Resort & Casino is looking forward to Spring, with two new blockbuster show announcements. Kaleigh Wilday Fund supports youth causes, scholarships in Ellicottville ELLICOTTVILLE — Again this year annual grants made from the Kaleigh Wilday Endowment Fund include several Ellicott ville-based organizations. These grants honor the outpouring of love and support that the Wilday family has received from the Ellicott ville community since the establishment of the Kaleigh Wilday Fund at the Cattaraugus Region Community Foundation. Skip and Greta Wilday, now Ellicott ville residents, have long had deep family ties to that community. As avid skiers and outdoor enthusiasts, the Wilday family spends much of the winter months in Ellicott ville. That time led to lasting friendships and community ties. When Skip and Greta’s daughter, Kaleigh, passed away tragically in 2002 and they decided to establish the Kaleigh Wilday Endowment Fund in her memory, the Wildays saw and felt the love that their friends in Ellicott ville showed in supporting the fund.
Over the years, the Wilday Fund has provided over $145,000 in grants that support youth development programming and activities for youth as well as scholarships for area students, in Kaleigh’s memory. Grants are made each year on or around Nov. 10, Kaleigh’s birthday. This year’s grants included four grants to Ellicott ville-based organizations. The Ellicott ville Great Valley Recreational Trail Fund, Ellicott ville Memorial Library and Ellicott ville Skate Park Fund each received $1,000. The Ellicott ville Memorial Library grant was made in memory of Edna Northrup. The Nannen Arboretum Society received $500. The Ellicott ville/Great Valley Recreational Trail Fund at CRCF supports the efforts to build a recreational trail that will connect locations in Ellicott ville and Great Valley. The fi rst section of the trail was cleared in 2019. The Ellicott ville Skate
Park Fund, also managed by CRCF, supports fundraising efforts to build and maintain a large, concrete skate park in Ellicott ville. Recently, the Ellicott ville Skatepark Fund hit its fundraising goal of $250,000, but the group is continuing its fundraising efforts to ensure that the skatepark built is the best it can be for area residents. The Nannen Arboretum provides home garden and natural resource education and an opportunity for nature appreciation and leisure for Ellicott ville residents. Dean of town supervisors, Keis stepping down in Mansfield BY RICK MILLER

Keis Sr. is stepping down from the post at the end of the month. Keis was first elected in 1983 after defeating incumbent Supervisor Fred Telaak in a Republican primary that year. He stepped down for a couple of terms in the early 1990s and was reappointed four years later after then-supervisor Dan Pawlowski resigned. “I’ve calculated it down to 32 years and five months,” Keis said of his public service. The dean of Cattaraugus County supervisors from his length of service, Keis formed the Cattaraugus County Supervisors Association when he was first elected. “I was looking for help and guidance from other experienced supervisors,” Keis said Friday. One of the group’s first issues involved county legislators proposing chargebacks to towns for refuse costs. The towns were opposed to the plan and prevailed. Over the years, the town supervisors association “has been extremely beneficial,” he said The supervisors elected Keis the first president of the group, a post he held for eight years before stepping down. the town near Ellicottville. Keis helped bring the town government into the computer age. He built a new town hall in 2009 and replaced the town highway barn that burned in 2012. By serving as general contractor on both projects, he was able to save the town almost $500,000. “I’m leaving the town with money in the bank,” Keis said. The buildings are paid off and there’s a surplus in the fund balance. The town is still paying off some of the highway equipment. The Ellicottville-area building boom also helped
bring about zoning and planning into the town, Keis said. As supervisor, he argued in 1987 that the town needed zoning laws and a town planning board to protect the properties and farms in Mansfield. “I’ve tried to tie up loose ends before I go,” Keis said. “We just updated our comprehensive plan last month and the planning board is updating the zoning.” Keis retired nine years ago at 61 from a precious metals refinery in Buffalo where he was operations manager. He worked as a chemist at Kodak in Rochester for 12 years starting back in the 1970s but returned to Mansfield to raise a family File photo with his wife, Kelly.
