West Valley school bus enjoying retirement across the Atlantic

BY JEFF BABBITT WEST VALLEY — What happens to a school bus once it retires? In the case of one West Valley Central School bus, it’s now spending its days across the pond.

Bus 88 served the district well for 14 years, logging 115,493 miles transporting students across the rural countryside around the West Valley district.

Ruth Ann Courtney, who’s been driving school buses for 29 years, claimed bus 88 as her own. “I wanted bus 88 because ‘8’ is my lucky number,” she shared. “I loved that bus and ended up driving it for six years. I cried when it went down the road for the last time.”

Upon Bus 88’s decommissioning in July 2021, it was sold to Don Brown’s Bus Sales in Johnstown. Located near Albany, Don Brown’s sells and services new and preowned school buses, commercial buses and shuttle buses.

“We’ve sold buses all over the country and even the world,” said Nick Tarbox, regional sales manager at Don Brown’s. “Our buses have ended up on practically every continent. It’s quite common for private individuals to purchase old buses and convert them into various applications to fit their lifestyle.”

Bus 88 was picked up

by Steve Rowe from the United Kingdom. Rowe and his wife, Joanne, have lived their entire lives in the quaint seaside town of Torquay in Devon, England.

He works at a local hospital in the patient transport service, and she is a teacher’s assistant at a school for special needs children.

Acquiring Bus 88 began with Rowe’s long-time dream of converting an old school bus into an RV that his family could tour around the English countryside.

“It’s quite rare to see a school bus on an English street,” he noted. “In England, children either walk to school, take public transport or are driven by their parents. For us, a school

bus is a very iconic thing.

They turn a few heads when they go trundling down our small narrow streets over here.”

Joanne Rowe wasn’t immediately on board with the plan, however.

“It took some time to convince her of the idea,” Steve Rowe said. “After a few months of showing her pictures of converted school buses she eventually caught the vision.”

After purchasing the bus, the Rowes had it shipped to England on a container vessel. Bus 88 rode the waves across the Atlantic and arrived on English shores at the Port of Southampton in November 2021, where it was transported to London for servicing and registration.

The bus made its final passage to Torquay and arrived at the Rowes’ residence in December.

From the start, Rowe was interested in learning more about the bus’s back story.

“It’s been nice to find out where the bus was from and to learn a little bit of its history,” he shared. Rowe contacted West Valley Central School via their Facebook page last summer and began corresponding with Bryan Hansen, technology director and PR coordinator at the school. “When I received the message on Facebook, I wasn’t sure if it was even real,” Hansen recalled, “but I took a chance and responded back, and it has led

us to discovering the unique story of our old bus. Steve is a wonderful guy and I’m looking forward to the continued journey of Bus 88.”

Rowe plans on completing the bus renovation work himself, including the installation of a bedroom, kitchen, bathroom, living room and even solar panels.

So far, he’s removed the seats from the bus, finding a small fortune in lunch money dropped by the children of West Valley over the years.

The Rowes look forward to traveling across the UK in Bus 88 once the renovation is fully complete. Their daughter, in grade 11, has already put in a request to ride the bus to her prom with her friends this spring.

The Rowes admitted it was quite a risk buying Bus 88.

They never communicated with anyone in person — it was all done over email.

“In life you’ve got to take risks,” Steve Rowe said, “and we are so pleased we did. We cross paths with so many people who ask us ‘Why and how?’ and we love telling them our story. This risk was worth taking. We look forward to many adventures in Bus 88 and meeting new people along the way, perhaps even some new friends from West Valley Central School.”

A mystery at the Olean Point Museum

BY CINDY WAGNER OLEAN — Frank Higgins brought a mystery to the Olean Point Museum on Friday in the guise of a signature quilt.

“Years ago, a friend of mine told me it was for sale and that it had my greatgreat-grandmother’s name on it,” Higgins said. “I went down and bought it. Every couple of years I’d open the closet and look at it. … I have no family history of this quilt so that’s why I’m willing to give it up to here for the good of the Bartlett House, the good of the historical society.”

Made of red and white squares, each is embroidered with a name of an individual, a business or a family name. Some have the names of towns where they likely lived and at least one square has the year “1905” embroidered on it.

Interestingly, one block is embroidered with “Olean Herald.”

The year 1905 is also the year that Gov. Frank W. Higgins of Olean began serving his term in Albany.

and curator of the museum, might have a clue as to what the quilt’s purpose and origin might have been. But that’s where the mystery began — Deckman didn’t know what to make of the extraordinary quilt’s history.

“It could be a political quilt, made as a fundraiser,” Deckman said. “You’ll notice there’s people from all over the place.”

After all, Kate Higgins, wife of New York state’s 35th governor Francis W. “Frank” Higgins, was known to be interested in politics.

Thinking the color scheme may have some purpose, Higgins and Deckman discussed the possibility of a the quilt made for a charitable cause like the Higgins Memorial Hospital or another organization close to

the Kate’s heart — she was known for her philanthropy as well.

The locations named on the quilt are from all over the area, from Buffalo to Olean and Portville to Pennsylvania. Deckman, not to mention Higgins, is hoping that someone may be able to shed light on the curious quilt, it’s origin and perhaps it’s purpose.

“People are invited to come and enjoy the rest of the museum but come in, look at the names and see if they recognize any,” Deckman said. “We’re on a mystery hunt.”

The Olean Point Museum is open from 1 to 5 p.m. Wednesday through Saturday and is located in the carriage house behind the Olean Bartlett House, 302 Laurens St.

State park attendance has been steadily climbing, rising 41% since 2008, according to the governor’s office. In addition to the total attendance, state parks also set a new record for 2021 overnight visitation at campgrounds, with campsite, cabins and cottages booked for more than 787,000 nights.

Hochul’s proposed 2022-23 budget includes $200 million in capital funding for state parks, an 80% increase from the current level, to enhance the NY Parks 100 capital initiative. The 100th anniversary of the state park system arrives in 2024.

Hochul announced one such project — the creation of a new State Park at the High Falls area of downtown

Rochester — in her State of the State address in January.

Major parks projects completed since the onset of the pandemic included the opening of a first-of-its kind Autism Nature Trail at Letchworth State Park and expansion of Niagara Falls State Park to improve access to the Niagara Gorge by removing a section of the former Robert Moses Parkway.

Hochul has also proposed a $4 billion “Clean Water, Clean Air and Green Jobs Environmental Bond Act” that will be on the ballot in November 2022. If approved by voters, the act would boost funding for climate change mitigation, restoration and flood-risk reduction projects and other environmental protection programs.

Olean native joins Boundless Connections Rochester ROCHESTER — Boundless Connections Technology Center in Rochester has hired Tchianna McPeak as Director of Operations - Programs.In her role, McPeak, a native of Olean, will be responsible for maintaining the flagship tech center in all manners, including management and training of program facilitators and outreach manager, while building and

maintaining relationships within the community including educational organizations, businesses and various local events and initiatives.McPeak is a 2014 graduate of SUNY Geneseo with a bachelor’s degree in sociology and anthropology.

She’s held roles as a schoolto-home liaison, family and youth development specialist and homeless intervention specialist, as well as

an after-school coordinator in the Rochester area.

Seneca Council votes to halt casino payments pending review

QUIGLEY IRVING — The Seneca Nation Council passed a resolution Saturday requiring a review and final determination by the National Indian Gaming Commission on whether additional revenue-sharing payments to New York state are lawful under the Indian Gaming Regulatory Act. That decision follows a settlement agreement signed

by Seneca Nation President Matthew Pagels and Gov. Kathy Hochul on Jan. 12 to end the five-year Class III gaming compact payment dispute.

“The Department of Interior and National Indian Gaming Commission have raised concerns about the legality of the continued revenue share payments under the Seneca Nation’s gaming Compact and commenced a review of the matter several months ago,” Pagels told the Times Herald Monday. “To date, neither agency has issued an official report, nor taken any legal action.”

The Mothers of the Nation, a group of Seneca women organized under the Seneca Constitution, commended the Council for passing a resolution at the regular session Saturday on the Cattaraugus Territory.

This came less than five days after the Mothers organized a petition drive Feb. 8 and gathered signatures of Seneca women who deem the settlement agreement invalid. The petition was submitted to the Department of the Interior.

Saturday, several members of the Mothers called upon the Council to halt more than $800 million in disputed payments to the state.

This was one of two actions against the gaming compact agreement in the past week. On Thursday, Marie E. Williams, former executive director of the Seneca Gaming Authority, filed a challenge of the legality of the agreement in Seneca Nation Courts.

Williams’ legal filing is focused on the “assessed costs” that go beyond the provisions of the compact and illegal payments that she says Pagels buried in the agreement. She said the additional costs have consistently been disputed and denied by the Seneca Gaming Authority and several Seneca Nation presidents for nearly a decade.

As the former executive director of the Nation’s gaming authority, Williams said she can attest to disputed billings from the New York State Police and state Gaming Commission from 2014 to 2019.

Meanwhile, Odie Brant Porter, a resident of the Allegany Territory and a founding member of the Mothers of the Nation, proposed the resolution to make more than $540 million in payments to the state be amended to require that any future payments be subject to federal review and determination.

In September 2021, the National Indian Gaming Commission announced that it had opened an

investigation into the matter, which is ongoing.

“After receiving community feedback, the Nation’s Council approved a resolution to continue holding Compact revenue share payments until the federal review is complete,” Pagels said. “We hope such a report is finalized expeditiously so our Nation can move forward in charting the future of our gaming operations.”

The Mothers of the Seneca Nation issued the following statement: “The Mothers of the Nation support the Council’s decision to require federal review of the legality of additional revenue sharing payments to New York State before any payments are made. The Mothers have exercised our collective voices, and the power of our people, to move our Nation in the right direction for the best benefit of the Seneca people, our children, and our future. We thank the Council for its decision today.”

The Mothers of the Nation, who are recognized under the Seneca Constitution of 1848 to approve treaties, organized a petition drive Feb. 8 and gathered signatures of nearly 200 Seneca women opposed to the terms of the proposed settlement agreement. The Mothers’ petition has been submitted to the National Indian Gaming Commission and the Department of the Interior requesting immediate intervention and swift review of the legality of the payments.

gaming compact dispute, pledging to release approximately $540 million of disputed payments held in escrow and another projected $265 million through 2023.

In return, the state offered to commence good faith negotiations for a new compact, which concedes nothing, since any state is obligated to enter compact negotiations when asked by the tribe under the federal Indian Gaming Regulatory Act (IGRA).

In 2016, Nation officials made the decision to stop paying the State because the terms of the 7-year compact extension were silent on further payments. The Interior Department has twice written that it agrees with this interpretation, including the Biden-Haaland Administration, as recently as April 2021.

In addition, on Sept. 16, 2021, the National Indian Gaming Commission (NIGC) stated that it considers additional revenue sharing payments a significant question requiring review.

Further, a Sept. 15, 2021 letter from Assistant Secretary of the Interior Bryan Newland expressed “serious concern” that further payments to the State may violate the Indian Gaming Regulatory Act (IGRA).

Railbike company wants to lease IDA railroad tracks near Gowanda

BY RICK MILLER ELLICOTTVILLE — A long unused rail spur between Gowanda and Cattaraugus could become home to a new outdoor recreation experience in Cattaraugus County.

Revolution Rail Co., a North Creek, N.Y.-based company with railbike operations in three states, is proposing to lease a portion of the Dayton-to-Cattaraugus spur of the New York and Lake Erie Railroad from the Cattaraugus County Industrial Development Agency.

The company started in July 2017 on a section of the unused Adirondack Railroad in North Creek with six custom railbikes. It has since expanded to Hadley, N.Y., Cape May, N.J., and South Fork, Colo.

The IDA owns the New York and Lake Erie Railroad property and tracks which run from Gowanda through ayton, South Dayton and Cherry Creek to Waterboro, and the unused spur from Dayton to Cattaraugus.

Revolution Rail Co. is interested in leasing 2-3 miles of track for its out and back operation. Reservations are required and are available online. The two- and fourpassenger railbikes are independent, lightweight and easy to pedal. They can also link together like a train. A company guide talks about the history and nature of the area.

The IDA acquitted the rail line from the bankrupt Conrail in 1980 when the track still stretched from Salamanca, through Little Valley and Cattaraugus, to Dayton and Gowanda.

Robert O. Dingman Jr. was hired to operate the railroad when companies along the line were still in business.

Today, there are few businesses along the remaining line. The Salamanca to Cattaraugus section was torn up and turned into the Pat McGee Trail.

A slide north of Cattaraugus closed that section and the remaining

business dependent on the rail turned to trucks. That company, Setterstix, closed last year and moved south.

Corey Wiktor, IDA executive director, said the company first approached the IDA with its proposal in October.

“It has some of the nicest scenery in the county,” Wiktor said. “It’s an asset we’ve had on the ground since 1980.”

The unused spur that closed in 2008 after heavy rains undermined a section of the track between

Cattaraugus and Broadway Road. The railbike operation is relatively flat and would not include the slide section.
