Fillmore girls, boys win D1 soccer titles It was a sweep by Fillmore’s soccer teams as both the girls and boys won Section 5 Class D1 championships this past weekend.

The Fillmore girls won Oct. 30, beating Marion 4-0 for its second title in the last three years. The Eagles, who are unbeaten on the season at 19-0 and rank No. 3 in the New York State Class D rankings, met D2 champion Batavia Notre Dame the night of Nov. 2 in the state qualifier.

Natural gas prices increasing as furnaces are firing up

With temperatures having dropped enough for furnaces to kick on, natural gas customers can expect to see higher bills this heating season.

National Fuel has alerted Western New York customers to anticipate higher bills as natural gas commodity prices have risen significantly following “years of historic lows.” Customers may also see an increase in gas usage this winter season as initial weather reports indicate a return-to-normal cold and snowy winter.

National Grid has also indicated that Upstate New York customers can expect their gas bills to go up about 31% because of increased demand and a global spike in prices.

Across National Fuel’s

gas supplies have increased significantly from the historic lows experienced in the winters of 2019-20 and 202021. New York Mercantile Exchange (NYMEX) natural gas pricing for deliveries this upcoming winter recently topped $6 per MMBtu, more than doubling last winter when pricing averaged under $3 per MMBtu. National Fuel said the rise — driven by several economic factors, including global demand for domestically produced liquefied natural gas, disruptions in domestic production, and lower-than-average national storage inventory levels — has caused an increase in the cost of natural gas purchased and placed in storage by utilities to meet customer needs.

Western New York service territory, approximately 90% of residents rely on natural gas to heat their homes and fuel their businesses. The estimated average residential customer’s winter heating bill — November through March — will total $714, a 43% increase compared to the last winter heating season.

National Fuel said the 2020-21 winter was approximately 10% warmer than normal.

“This expected increase is due to rising natural gas commodity prices and a return to what forecasters believe will be a more normal winter for Western New York, which will result in higher usage for the average customer,” National Fuel said in a press release earlier in October.

regulations, the gas utilities are required to purchase sufficient quantities of reliable, least-cost natural gas supplies to meet customers’ demands during a colder-than-normal winter. Natural gas supply costs are passed along to customers dollar-for-dollar with no mark-up or profit, National Fuel said.

Despite the cost increase, National Fuel said customers still benefit from the proximity and access to abundant natural gas supplies produced in Pennsylvania, Ohio and West Virginia.

WELLSVILLE — A son, Brantley C. Landcastle, was born Oct. 23, 2021, at Jones Memorial Hospital to Schultzy Schell and Joshua Landcastle of Caneadea.

ACAF scholarship applications open Nov. 1 BELMONT — High school seniors and graduates in college can apply for 202223 Allegany County Area Foundation scholarships starting on Nov. 1.

The foundation manages 45 scholarship programs and for this current academic year awarded $305,000 to students in two- and fouryear colleges, vocational and trade programs and graduate school. Many awards are open to any student, while others are designated for certain high schools, colleges or academic programs.

ACAF is an affiliate of the Dollars for Scholars (DFS) program and uses the DFS online application. This single application is used to

determine eligibility for all foundation scholarships.

Students can access the application through the ACAF website (Scholarships tabOnline Application-Student and Parents tab).

The application will stay open into early February (early application appreciated) and scholarship review will take place in February/ March. Scholarships are evaluated through a blind process. That is, student identifying information is removed before review.

Recipients will be notified in April.

Wellsville’s new town office/ highway building takes shape

BY KATHRYN ROSS WELLSVILLE — When Alfred State College Building and Trades students came back to school in August, they went to work.

Just eight weeks later there is a building on the onceempty site on West Hanover Street and the town of Wellsville is that much closer to having a new building to house its highway equipment and town office.

For years, the town board put Band-Aids on the problems with the highway building on West Hanover.

But while they were finding simple, inexpensive solutions, they were also socking away money each year at budget time to finance a new building.

Almost two years ago the board was made homeless due to the village board’s decision to move out of the centuryold municipal building and into a new site in the renovated Burrows building. The town board left its basement offices and went to the airport, where there was more than enough room — but the decision was also made to pursue construction of a new facility.

The board looked around

at properties it owned and eventually decided that the location of its highway barns and the condition of the barns made that site the obvious choice.

“The site was in a good place, easy for people to get to and located so that the highway department can easily get to the places it needs to go,” Highway Superintendent Dean Arnold, who is overseeing the building project, said.

While adequate for the town office, the airport site is quite a bit out of the way for most residents. The town board meets each month in a poorly heated airplane hangar with planes parked behind those attending.

The construction cost and purchase of a nearby building tipped in at around $1 million, with the Olean firm of Clark, Patterson, Lee doing the engineering, Shad Alsworth, town supervisor, said. With the town’s pot of money not quite that deep the idea of bringing in Alfred State students to do most of the work blossomed, and with the help of the village’s Department of Public Works

the cost of the project was reduced to around $500,000.

However, while the site was cleared and building supplies ordered from North Main Lumber, COVID-19 put the project in lockdown. The site was idle for months and the supplies were put under cover. Finally, in August the students were able to come back to school and get busy on the project.

The framework went up in the weeks. Between 60 and 80 students from four different classes are working under the supervision of Jack Jones, who was involved with Alfred State’s home building projects and who is the town’s consultant on the project.

Arnold said they hope to have the building enclosed by the end of the semester, allowing the students to work on the interior during the winter months. That includes pouring the concrete floor, which will contain heating units.

“They will finish off the highway part of the building first, and then go on to the office section,” Arnold said.

While the big overhead

doors will face the highway, the entrance to the town office will be through a vestibule on the west side of the building toward Island Park.

“There will be plenty of parking for everyone,” Arnold said, noting that the existing highway building will be taken down. A few years down the road he said he hopes to see a three-sided building for storage taking its place.

Even though the town board put aside funds each year for the building project they are looking for grants to offset the taxpayer’s cost of the building which after a bond could come in at around $200,000.

Alsworth recently said the town expects grants totaling $260,000 for the project.

The project was expected to take two years and Arnold said, despite the delays caused

by COVID-19, the project is on track.

Arnold said, for him, the best part of the project is that the highway department and the town office will all be in one place and within the village.

How to care for fresh holiday wreaths Majestic Christmas trees garner the lion’s share of the decorative fanfare when the holidays arrive. Trees may be the focal points of holiday decor, but the humble wreath adorning the front door is the first decoration guests are likely to see when visiting a home.

Wreaths may need some care to maintain their beauty all month long. Here are some tips to help holiday wreaths last as long as possible.

Choose a wreath wisely When shopping for a wreath, choose freshly cut greenery that you assemble yourself; otherwise, look for wreaths made from freshly cut boughs with their foliage intact. Make sure not too many needles or leaves

are falling off. Heavily decorated, preassembled wreaths may be convenient, but ornaments can make it challenging to give the wreath the moisture it needs to survive.

Moisture/water Access to moisture will help to keep the wreath fresh.

While a Christmas tree trunk may sit inside of a stand filled with water, wreaths require a little ingenuity. According to the wreath and garland retailer Club Botanic, if you will not be hanging a freshly purchased wreath right away, keep it in a plastic liner in a cool, dark place to help it retain moisture. Just make sure you don’t seal that liner closed. Before hanging, lay the wreath in a couple of inches of water for about an

hour or up to a day so that the cut stems can soak up water.

Once the wreath is hanging on a door or elsewhere, spritz it with water every few days to prevent it from drying out.

Location, location, location Where you hang the wreath is key to its longevity. Wreaths and garlands hung indoors likely won’t last as long as those hung outside, advises the floral retailer Bouqs.com. Evergreen boughs tend to require a colder climate to thrive, and indoor heat can prematurely zap moisture from the wreath. Using a humidifier indoors or misting the wreath may help.

It’s probably best to hang

fresh wreaths outdoors, but avoid direct sunlight, which can dry out the greenery.

Slightly shaded spots are best.

If your front door is bathed in full sun for hours, hang an artificial wreath here instead of a fresh one.

Maintain airflow Another factor that can affect the wreath’s longevity is an ample flow of oxygen.

Tractor-trailer accident in Wellsville kills bicyclist WELLSVILLE — An Independence man was killed early Thursday after being struck by a tractortrailer while riding a bike.

New York State Troopers responded at 5:25 a.m. to a vehicle collision on Route 19 where bicyclist Ryan R. Billings, 41, was hit by a tractor-trailer. Billings suffered fatal injuries, police reported.

Jonathan D. Lampman, 32,

of Ulysses, Pa., was operating the tractor-trailer, police said.

Area media reports indicated early morning fog may have played a role in the collision.

The state Collision Reconstruction Unit and Bureau of Criminal Investigation assisted in this investigation, which is still pending.

Free medical clinic provides care to more than 300 people BELMONT — Genesee Valley Central School served as the host site for a Remote Area Medical (RAM) Clinic on Oct. 9-10, with 316 patients receiving medical, vision and dental care — all free of charge.

Over the two days of the clinic, a variety of medical services were provided to the community — including 121 eye exams, 116 prescription glasses made at the site, 31 dental cleanings, 71 dental procedures and 56 dental xrays. Other services included physicals, flu shots, lab work, behavioral health and more.

“The energy at the RAM clinic was amazing,” said Anne Campbell, wellness director at Genesee Valley and chair of the clinic. “So many people from various locations throughout New York

attended, even some from other states. When you saw patients come through the door and give a sigh of relief, we knew this clinic was needed for our community.”

In addition to the administrative team and core volunteers from RAM, more than 200 individuals volunteered in a variety of roles, including setup, general support, nursing staff, as well as dental, vision and medical providers.

Volunteers came from near and far, including students from SUNY College of Optometry in New York City, dental students from Stony Brook University, nursing staff from SUNY Delhi, 29 students from Penn State’s RAM Chapter as well as volunteers from in and around Allegany County.

“Volunteering is good for the soul,” said RAM Clinic volunteer Jennifer Ross.

“Serving others is a privilege, and a rewarding one at that.

It also strips away all the heaviness of the world and brings you back to your humanity. When you see someone who is ecstatic to receive basic care and services that they have had to go without due to cost, lack of insurance, or inability to pay copays, it’s eye opening.”

Numerous community organizations, agencies, schools, and churches provided financial assistance, volunteers, and donations of food and supplies to support the two-day clinic. Alfred State College housed 35 outof-town volunteers free of charge, Brandy’s Cup of Joe traveled back and forth 11

times from their Hornell store to keep the coffee hot and fresh all weekend long.

All told, over $25,000 in financial donations were received from over 20 organizations.

“The RAM Clinic couldn’t have come at a better time,” added Tara Histed, assistant professor of nursing at Alfred State. “The ability to provide free care was just one small way we could help alleviate some of the burdens so many people are currently facing. it was a very humbling experience to see how grateful the patients were and how far they were willing to travel or how long they were willing to wait for services. I was happy to play a small role in helping this be a success in our small community.”

Wellsville Village Board’s marijuana law hearing is Nov. 8

BY KATHRYN ROSS WELLSVILLE — The Wellsville Village Board’s Nov. 8 meeting will take place following a public hearing on whether the village should opt in or out of state legislation allowing for marijuana dispensaries and onsite consumption sites.

The meeting will start with a hearing at 5:30 p.m. at the David A. Howe Public Library on Main Street. The board meeting will take place at the end of the hearing.

In March, the State Legislature passed a law legalizing the recreational use of marijuana across the state. At that time the newly created Office of Cannabis Management notified

municipalities statewide that, “Cities, towns and villages can opt-out of allowing adult use cannabis retail dispensaries or onsite consumption licensees from locating within their jurisdictions however, municipalities cannot opt-out of adult use legalization.”

A deadline for opt out/opt in local laws was set for Dec. 31. Municipalities were advised that they can opt out now, but not after Dec. 31, and that they would be able to opt in at a later date if they wish. However, those that opt in cannot ever opt out.

Mother of Libraries: The legacy of Louise Farnum Brown

BY KATHRYN ROSS WELLSVILLE — Louise Farnum was a young girl when her father moved the family from Bath to Wellsville prior to the Civil War, but her legacy lives today.

Louise’s father nurtured a love of books in his daughter, providing an extensive inhome library as well as taking advantage of the traveling libraries of the era.

Prior to the 1850s there were few libraries established for the distribution of books in the United States. The first town known to establish a publicly-funded library was Peterborough, N.H., in 1833.

The free public library movement truly began in 1849, when the New Hampshire Legislature

authorized towns to levy taxes for the establishment and support of public libraries. Massachusetts enacted similar legislation in 1851 and Maine followed suit in 1854. These early state initiatives did not spread to the rest of the nation until after the Civil War. However, public libraries would rapidly displace social libraries as the dominant institution for the dissemination of books to the public.

Louise Farnum grew up with David A. Howe, the nephew of her future husband, Albert Brown. They shared a love of books and her dream of establishing a public library.

When Albert Brown became mayor of Wellsville in the early 1880s, his wife Louise urged him to establish

When his will was read in 1925, Brown learned that her friend and nephew had bequeathed funds to build another, grander library in his name and directed the interest from his $1 million estate to be used for its support.

The present library was built under Brown’s guidance, yet she did not live

Previous to that shelves of books had been set aside in the high school as a library.

At the same time, as rooms were established in the village hall, Louise helped found the Monday Club (which still exists to this day), not only to help keep women informed about current events, but to also help maintain the library. Monday Club members collected books and served as caretakers of the library.

Ever mindful of the need for an easily accessible and independent library, in the early 1900s, with the help of her childhood friend, Howe, Brown’s dream began to take place.

Howe had moved to Williamsport, Pa., where he made a fortune in the lumber business. In the first decade of the 20th century, he was persuaded by his childhood friend to help build a library

in Wellsville. The two spent hours scouring Western New York by automobile and carriage seeking information about existing libraries to determine how best to establish their library.

In 1909, with a gift of $17,000, Howe provided the building’s construction costs.

The lot was purchased with individual subscriptions. Led

by Brown, the Monday Club raised over $3,000 for shelving and accouterments.

At the corner of Jefferson and Main streets a cornerstone was placed on July 29, 1909. Three days shy of a year later, 1,200 watched as the doors opened for the first public library building in Wellsville. The building cost $17,564 and housed 9,000 books. It was maintained as a gift to the village of Wellsville.

But because of her longtime friendship with Howe, Louise Brown’s dream was yet to be fully realized.

When Howe died in 1924 a

Today the David A. Howe Public Library, with its collection of over 110,000 items available to the public, is the legacy of a girl and woman who believed everyone should have access to books.

Jared Paventi, a National Grid spokesman, said in October that the forecast for increased prices came as natural gas contracts in Europe set new highs, rising almost 400% since the start of the year due to tighter supplies and increased demand.

“During the pandemic, overall energy demand and prices remained low,” Paventi said, “and now as the economy has risen and we begin to rebuild, demand has gone up.”

Due to expected higher bills, National Fuel reminds customers that financial assistance is available. Gov. Kathy Hochul announced

in October a one-time Home Energy Assistance Program Regular Arrears Supplement (HEAP RAS) benefit to pay up to $10,000 in gas and/or electric arrears for low-income households in New York state that are in collections or otherwise facing disconnection or termination of service.

Administered through local Departments of Social Services, the HEAP RAS benefit will pay the entire current balance, including arrears. The HEAP RAS grant will be in addition to the HEAP Regular benefit (up to $426) presently available.

Emergency HEAP grants will be offered in January 2022 for up to $350. HEAP opened on Oct. 1, the earliest funding has been made available in decades.

National Fuel also offers its own assistance programs: • The Neighbor For Neighbor Heat Fund offers grants up to $500 year-round.

Qualified customers must be aged 55 years or older,

disabled, currently receiving unemployment benefits, or are military veterans.

• Deferred Payment Agreement allows customers to negotiate a repayment plan based on individual financial circumstances.

• Special Protections is applicable for households where all residents are aged 62 years and up or are 18 years and younger, or are blind or disabled.

• The NYS Emergency Rental Assistance Program (ERAP) provides rent, utility, and home energy payment assistance for tenant households.

• Budget Plan billing allows winter payments to be spread out over the whole year, providing stable monthly bills.

2 COVID deaths reported in Allegany County

BELMONT — More than 100 Allegany County residents have died of COVID-19 as the total number of infections since spring 2020 approached 5,000.

The state Department of Health reported that two new deaths brought the tally to 103 over the weekend, up five in the last week. One was reported Oct. 26, one on Oct. 27, one on Oct. 29 and two were reported Oct. 31.

County health authorities — who do not receive data from health care facilities outside the county’s borders such as in neighboring counties or at regional facilities such as in Buffalo, Rochester or Erie — reported two deaths to raise the in-county death toll to 68.

The first death in the county was reported in March 2020. Just seven deaths were reported between February and late August. The 90th

death was reported in September. Ten were recorded in October.

To date, the Allegany County Department of Health has reported 4,981 cases, including 248 in the week ending Sunday. The county is averaging 33 cases per day, and at 72 cases per 100,000 residents has the highest new case rate of any county in the state.

Officials reported 146 new cases Monday, including those identified Friday, Saturday and Sunday.

A total of 526 quarantines or isolations are in effect, with 16,237 such orders issued since March 2020.

The 1,000th case was reported Nov. 26 — eight months into the pandemic.

The 2,000th case was reported 38 days later on Jan. 6.

Another 65 days elapsed until the 3,000th case was reported

on March 12. It took 191 days to count the 4,000th case on Sept. 19.

In the ensuing 43 days, 981 new cases have been reported, with one in four of those cases in the last week.

Meanwhile, Allegany County continues to rank dead last in COVID-19 vaccinations. Just 39% of county residents are fully vaccinated, with under 44% of residents having received at least one dose.

“We continue to see deaths across Allegany County as a result of or a consequence of COVID-19,” the county health department said in a statement. “We ask the public to consider getting vaccinated in order to protect our school districts, hospitals, businesses, and communities.”

A simple technique for faster turkey (or chicken) roasting

Waiting to dig into a beautifully golden and succulent turkey is one of the joys of Thanksgiving Day. Waiting is the operative word on Thanksgiving, as cooking a turkey to perfection in the oven can take several hours.

Those who do not have the patience to wait for their drumsticks or breast meat may look to faster cooking methods like deep frying, which takes considerably less time than roasting. However, for those not yet ready to delve into deep frying, spatchcocking is a classic technique that can cook turkeys a little more quickly.

While food scholars are not certain of the origins of spatchcocking, many agree that it dates back to 18th century Ireland. Spatchcocking is a simple deboning method that essentially butterflies a whole chicken or turkey.

According to The Spruce: Eats, spatchcocking involves

removing the backbone of the bird from tail to neck so that the poultry can be opened out flat. The increase in surface exposure to the heat while roasting results in a shorter cooking time and more even cooking. A 10-pound turkey may be done in under two hours when spatchcocked, compared to three or more hours when cooked traditionally.

Butterflying a turkey also makes it easier to manage on a grill or in a smoker.

How to spatchcock a turkey A sharp, sturdy pair of kitchen shears is the best tool for the job. Once shears have been procured, cooks can follow these guidelines.

1. Remove the gizzards, if applicable, from the inner cavity of the turkey.

2. Flip the bird breast-side down on a cutting board and find the backbone in the middle.

3. Cut along one side of the backbone, then repeat on the other. It may take a little strength to power through the rib bones. Save the backbone for making stock or gravy.

4. Flip the turkey breastside up and then use both hands to crack the breastbone and flatten the turkey further.

5. Cut off the wing tips, if desired, or tuck them under the breast. Place the turkey on a rack in a roasting pan.

Turn the legs so that the drumsticks are facing inward on the pan, like the turkey is knocked-kneed.

6. Season and cook until internal temperature at the thigh (not touching the bone) reaches 165 F with a thermometer.

7. Let rest, then cut and enjoy.

Spatchcocking a turkey is a method of flattening the bird that results in a faster cooking time, perfect for busy Thanksgiving cooks.

At the last board meeting they unanimously passed a resolution to adopt a local law, enabling it to opt out of the new law, allowing for marijuana dispensaries and

the issuance of onsite consumption licenses. They did not pass the law and instead set a date to hear from the public concerning the matter at a public hearing.

Three individuals attending the October meeting told the board they were making a mistake by not opting in to the law and the village would lose the economic and tax benefits of allowing dispensaries and marijuana bars (a euphemism for sites licensed to allow marijuana smoking) within its boundaries. They also pointed out that nearby

villages and towns were opting in to the legislation and would reap the benefits.

One individual pointed out that businesses dealing in marijuana did not have to be located on Main Street.

Trustee Mike Roeske said, “I’d like to know what the voters think.”

After discussing the idea of passing a petition and holding a referendum on the matter, Mayor Randy Shailer reminded the board and those present that the board has to make a decision to opt in or

out of the new law by Dec. 31. He restated that if so, inclined the board must pass a local law to opt-out by the end of December, but the board can opt in to the law at a later date.

While the mayor and all the board members, Roeske, Ed Fahs, Jeff Monroe and Gary Pearson all voted on the resolution to establish a local law opting out, they did not vote on the law. The law will be voted on at a later date, possibly following Monday’s public hearing.

AUTOMOTIVE Tips before buying new tires Though vehicles can’t function without them, tires are something few drivers think about until something goes wrong. A roadside flat tire or a tire rotation recommendation from a mechanic during a routine oil change appointment may be the only time many drivers give much thought to their tires. That no doubt leads to some confusion about what to do when tires inevitably need to be replaced.

The automotive resource Kelley Blue Book notes that the life expectancy of most tires falls between 25,000 and 50,000 miles. That’s a big gap, and car owners can check their vehicle manuals to see if their vehicle manufacturer recommends a more specific replacement interval. It’s worth noting that mileage is not the only barometer drivers should use to determine if they need to buy new tires. The following tips can help drivers determine if now is the time to outfit their vehicle with new tires.

• Measure the tread. KBB notes that a tire assessment should always include measuring the amount of remaining tread. Drivers can do this on their own in various ways. One method involves looking at the tread wear bars, which are little bridges in the grooves between the ridges. If the bars are even with the tread pattern, then the tire has very

little tread remaining and must be replaced. The penny or quarter test is a popular way to determine if tires must be replaced. Insert a penny or quarter into the center of the tread between two ridges with Lincoln’s or Washington’s head facing you. If you can see the very top of the head or the space above the head, the tire must be replaced. If only a little bit of hair is visible, then the tire is nearing its end. The tire has sufficient remaining tread if the some of the forehead is concealed.

• Check for other signs of wear and tear. Little remaining tread is not the only sign tires must be replaced. Tires with cracked sidewalls, discoloration and/or bulging need to be replaced.

Unemployment in Allegany County near 2019 levels

More local workers were on the job and fewer were collecting unemployment in September than at any point since before the COVID-19 pandemic, the state Department of Labor reported.

Allegany County saw its lowest unemployment in more than a decade in September, with the rate driopping from 5.3% to 4.1% in August. Tied with November 2018, the last time a lower unemployment rate was recorded was in October 2006 — 3.8%. The rate was 5.4% in September 2020, and 4.3% in September 2019. The rate peaked during the COVID-19 pandemic at 14.3% in April 2020.

Driving the lower rate was a combination of more workers in the labor force and fewer unemployed workers.

The labor force grew by almost 1,000 to 19,700 workers, up from a pandemic low of 18,400 in April 2020.

The number reported in September is the highest since March 2018, when 19,800 were in the labor force.

The number of employed jumped by 1,200 in September, with 18,900 employed workers reported. The rate was the highest reported since April 2016, when 19,000 workers were employed. The number dropped to 15,700 in April 2020 amid the pandemic shutdowns.

The number of unemployed workers dropped by around 200 to 800 — tied for the lowest number recorded, with three months in each 2018 and 2019.

Cattaraugus County’s unemployment dropped more than a point in September, buoyed by rising employment and more workers entering the workforce.

Unemployment in September dropped to 4.3%, down from 5.5% in August.

September’s rate was the lowest recorded since October 2019. The rate in September 2020 was 6%, while the rate in September 2019 was 4%.

ACROSS THE REGION and state, unemployment also declined.

In Western New York’s five counties, unemployment dropped almost a point to 4.7% in September, down from 5.6% in August and 6.8% in September 2020. The rate in September 2019 was 3.7%. The labor force contracted by 7,100 to 640,800 workers. The number of employed workers fell about 800 to 610,700 workers, while the number unemployed fell by 6,300 to 30,100.

In New York State, Unemployment fell to 6.3%,

down from 7.1% in August and 9.9% in September 2020.

Yates County saw the lowest unemployment in the state, at 3.2%. Nineteen of the

62 counties in the state saw unemployment below 4% in September, while 36 saw unemployment between 4% and 5%.
